Interview of the month ERTICO talks to Dr. Stéphane Petti, Business Development Manager at Orange Business Services ERTICO: Can you describe your activities in the ITS field?

Stéphane Petti: As a Telecom operator, connectivity is our core business. Ubiquitous connectivity enables people to move freely while remaining connected so clearly, mobility is at the heart of our value proposal.

Our main activity within ITS consists in leveraging telecommunication infrastructure to no longer connect people to each other only, but also to enable interactions with machines. Machines are everywhere. Be it a street camera, a road light, be it a bus or a car. Machines can sense the world and act in it. Developing reliable and global machine to machine or people to machine connectivity solutions and exploring on how to take benefit of massive content that will come out of it, is today one of our greatest challenges and focus.

In addition, the considerable evolution of the network technology and also mobile devices over the last decade has allowed us to build on top of the connectivity, new data services like pedestrian navigation, traffic information or public transportation information for smarter mobility. These services have become reality thanks to the development of underlying technology on both mobile devices (eg. A-GPS, mobile probe based real-time traffic information) and backend (eg. Data aggregation & hosting, cloud computing & services). Finally, as we believe the phone will play a central role in multimodal mobility, we are very active in technologies such as Terminal mode, for in vehicle user interface sharing for service continuity, and NFC for dematerialised secured keys and public transportation ticketing.

ERTICO: Why have you joined ERTICO? Stéphane Petti: As most of ERTICO partners, we understand the complexity of ITS not only in terms of technology but also in terms of value chain and business models. ITS brings people together that were not necessarily used to work together before and we see the need to share

About Dr. Stéphane Petti: Stéphane joined Orange Business Services in May 2010, in the international M2M competence centre based in Brussels, where he is in charge of developing the activity in the automotive sector and help making connected cars a reality. Prior to that, he worked for 10 years in Aisin AW co. (Toyota group) where he held several R&D positions from power train, to ITS. In the last 4 years he was managing the advanced engineering group in the Navigation department of the EU subsidiary.

Stéphane holds a PhD in Robotics form the School of Mines in Paris, where he enjoyed working on autonomous vehicles. He has a Master’s degree in Mathematics from the University of Kansas and a mechanical engineering degree from the University of Compiègne.

As many French men, he lives in Belgium for more than 12 years with his wife and two kids, the youngest of which will be 2 years old at the end of this month.

Besides this strategic and important R&D activity, we are interested in the Telecom sector platform that we intend to actively support and the Cooperative mobility alliance platform.

StĂŠphane Petti: As we explained, ITS deployment faces the challenge to bring people together that do not work in the same field, do not speak the same technical language, have different background, motivations or constraints. We expect ERTICO to facilitate the communication between sectors and industries with a pragmatic and operational methodology, by setting up focused platforms and workshops and by sharing

GSC holds its first workshop The first GSC workshop took place on 14 September 2010 in Brussels. Open to all, the workshop aimed to promote the openness, interoperability and cooperativeness of GNSS by shaping the GSC architecture and technical details ensuring a project that reflects and contributes to stakeholder needs.

The GSC project, that started in March 2009 and will end in June 2011, is funded through the GNSS Supervisory Authority, 7th Framework Programme.

GSC is making a series of key contributions to unlock the potential of the service infrastructures being rolled out at European level. This way it can fully leverage and exploit the value that GALILEO and EGNOS bring. The GSC project specifically aims at demonstrating that GNSS, in particular EGNOS and GALILEO, can play a role as enablers for mass market Intelligent Transport.

GSC will test EGNOS and EDAS in several countries over Europe to assess two aspects: on one side, the reception of GNSS signals over Europe and the impact for the capability profile of the ‘positioning’ service primitive, and on the other side, the behaviour of a commercial-off-theshelve GNSS receiver over Europe as reference for the multi-signal positioning Eva Schelin, the project Steering Committee vice chair, opened the event thanking all the participants. She then highlighted the main objectives of the day: on the one hand, disseminate and validate the results of the project up to now, and on the other hand foster a discussion tackling specific issues of the project, as put forward by attendees.

The first to take the floor was Fiammetta Diani, Market Development Officer for GSA, the European GNSS Supervisory Authority, and Project Officer of GSC. The GNSS market is growing as is the need for better road infrastructure. EGNOS (The European Geostationary Navigation Overlay Service) is a key stepping stone, as it offers integrity of signal and increased accuracy. “EGNOS is there. Use it” was the main message of her speech, echoing the slogan on the website. Her last words were about the current EGNOS Galileo 4

FP7 calls and the Growing Galileo Information Day on 22 September in Brussels.

The morning session of the workshop was mostly dedicated to the presentation of the project itself. Rasmus Lindholm (ERTICO, ITS EUROPE) opened with a short introduction, followed

by Thomas Stranner (Kapsch) and Paul van Koningsbruggen, (Technolution) who focused on the two different approaches of the architecture, the progress of GSC beyond the state of the art, the roles and responsibilities and the Service Primitives. Klaus Jaschke (DLR), closed the session with the overview of testing and field trials, reminding that all the results will be shown at the last GSC workshop to be held the 12 and 13 April 2011 in Malmö, Sweden. The participants of the workshop have shown since the beginning a lively interest, testified by all the comments, remarks, and questions raised up to the consortium to better understand the how GSC has been developed until now.

In the second part of the event, Ulrik Janusson (SWECO) went through the different Business Models, the legal framework and introduced the methodology behind the Deployment Roadmap.

Several inputs proposed on the GSC Market and Service Goals started an open and active discussion on the targeted topics: the Business Model and Roadmap. What emerged from the comments was that the Deployment plan as presented was too ambitious: opinions and suggestions were given in order to reconsider some positions, and the attention was drawn to issues that had not been considered before.

The day concluded with the announcement of the next steps of GSC, in particular the setting up of the trail tests and the incorporation of all the inputs gathered today in the project.

Viajeo brings Athens transport authorities to discuss data gathering and management In the scope of the Viajeo’s Athens demo site activities a workshop was organised on 12 October by INFOTRIP. The Athens demo site is led by INFOTRIP, with the participation of MIZAR Automazione, CERTH/HIT, ANCO and Magnetti Marelli.

Urban Transport Organization (OASA), Attiko Metro SA, Thessaloniki’s Urban Transport Authority and ITS Hellas.

The objectives of the workshop were to bring together different authorities who have the responsibility of planning, management and operation of the whole public transport fleet and network of Athens area, and also authorities who have advisory character in the transport sector.

The second objective was to hear the opinions of the participants regarding the existence of different data sources, how these data sources could be integrated and managed, what kind of services it would be valuable to be developed and generally how these authorities could contribute in a more efficient way to the Athens demo site and to the project in general.

Orange at 2010 Paris Auto Show Orange Business Services and Valeo presents Valeo NFC Access System, an innovative car-sharing concept • Based on a partnership between Orange Business Services and Valeo, this concept assigns vehicles easily for car-sharing between friends and fleet management for company needs • With this solution based on contact-free NFC (Near Field Communications) technology and thanks to a community web application, it is possible to temporarily transfer the ignition key to a mobile telephone and thus open and start a vehicle using your telephone • A solution for manufacturers and service operators in the automotive sector This concept is part of Orange IT mobile service operator strategy and is fully in line with its objective to develop innovative communication solutions for the transportation sector. Optimise vehicle usage and fleet management This concept has been carefully crafted to cater to new car-sharing needs by private customers and companies with fleet management needs. Among its many benefits, the solution makes it possible to: • Lend or borrow a key at a distance without physical transfers of key • Avoid any risk of losing keys by transferring a virtual one • Control and limit key distribution • Optimise vehicle usage from the car-sharing web site • Share usage and maintenance costs • Preserve the environment by reducing the carbon footprint of a fleet.

Using your mobile phone as the ignition Valeo NFC Access System is based on contact-free Near Field Communication (NFC) technology, which makes it possible to exchange data with a vehicle over short distances using your mobile phone.

The solution ensures that car-pooling follows a simple process:

• The owner of the vehicle fitted Valeo NFC Access System technology or the vehicle fleet manager logs onto the carpooling site • She or he builds up the community of users by sending them an SMS • Once the invitation has been accepted, the NFC-enabled mobile handset belonging to community members can be used as a virtual key • The member uses the car-sharing site to book the time slot for using the vehicle. Once approved by the owner, the member receives a temporary key transfered to his or her handset, via the Orange platform – Orange as NCF operator and trusted third party • What the member has to do is to take his or her mobile phone, to aim it to the vehicle door and dashboard to start the engine or the car.

The Valeo NFC Access System is totally secured and complies with the security standards of the original key. Activating the virtual key implies car availability and the owner’s or fleet manager agreement.

This development is in line with the aims of Orange Business Services and Valeo to promote systems reducing CO2 emissions.

Orange and Valeo presented a functional demonstration of their car-sharing service at the 2010 Paris Auto Show, 30 September to 17 October 2010, at the Paris Expo – Porte de Versailles

Valeo is an independent group focusing exclusively on designing, manufacturing and marketing components, integrated systems and modules for the automotive industry with the primary aim of lowering CO2 emissions. Valeo is ranked among the world’s top equipment suppliers. The group boasts a workforce of 56,000 in 27 countries and 117 production facilities, along with 21 research centres, 50 development centres and 10 distribution platforms.

TISA delivers vital set of Specifications to ISO TISA, having taken over responsibility for both TMC and TPEG specifications development and maintenance, with an ISO Liaison agreement, has had major tasks in both technologies to complete this year. The TPEG Applications Working Group (TAWG) has recently delivered 7 TISA Specifications, to the ISO TC 204 WG10 Convenor, that complete the TPEG1 Generation Standards.

Members use for their ongoing development work. They will only become more widely obtainable when published as ISO TS Standards, thus giving TISA Members a very useful time advantage for their developments.

These add several new capabilities to TPEG, including the Traffic Event Compact and Parking Information applications, together with Conditional Access capability and an upgraded Location Referencing Container. The TAWG has also delivered 6 TISA Specifications for the completely new TPEG2 Generation, that brings a UML modelled toolkit and new applications to fruition, including the Traffic Flow and Prediction application.

This significant TISA membership team work activity will form the technical basis of next generation TTI data services based upon the TPEG1/2 technology toolkit. Bev Marks, TISA Executive Director, said: “I believe this huge new set of TPEG specifications will be vitally important in forming the bedrock of service–client harmonised services and bring a particularly market driven focus, derived from TISA Members vision, to TTI data services.”

Honda Receives Euro NCAP Advanced Award for Safety Innovation At the Paris Motor Show on October 1 2010, Honda was presented with one of the first Euro NCAP Advanced awards, alongside other innovative safety innovations from 8 other car manufacturers. Honda’s CMBS technology has been recognized for being amongst the best safety innovations, offering researchproven benefits, by Euro NCAP.

Honda has been recognized for their Collision Mitigation Brake System (CMBS), a radar-based autonomous emergency braking system. Honda CMBS was the world’s first such system available on the market (2003), including the European market, with the introduction of the Honda Legend in early 2005. Three Honda models have received the CMBS system since then. When the system senses that the car is likely to hit a moving or stationary vehicle or other metal obstacle ahead of the car, the driver is alerted by haptic, visual and audible warnings. When the system senses that a collision is still likely, three sharp tugs are given on the seat belt and the car automatically starts to apply some braking. Finally, when a collision is unavoidable, CMBS tightens the front seat occupants’ seatbelts and applies a high level of braking force, in order to reduce the impact speed. This braking can be supplemented by the driver up to the maximum capability of the car.

Euro NCAP Advanced is a Euro NCAP initiative in response to the rapid development of new ICT based safety technologies available when buying cars and for which there is currently no independent assessment.

Euro NCAP Advanced is open to any technical system that has a demonstrable safety benefit, whether it is primary, secondary or tertiary, as long as it is available as an option on one of the Euro NCAP tested cars and not already addressed by the current star rating.

What is the safety benefit?

CMBS is a system designed to help prevent collisions with vehicles travelling in the same direction. Several studies have shown that driver distraction or inattentiveness is a factor in the vast majority of accidents.

The system is aimed at alerting the driver to an imminent collision both at low speeds, typical of urban driving, and at higher speeds typical of rural roads and motorways.

By studying accident statistics in Germany and extending the figures to the broader European community, Honda estimates that, if all cars were fitted with CMBS, around 19,000 accidents could be avoided and some 153,000 mitigated every year.

How was CMBS assessed?

Honda’s CMBS was one of the first systems to be submitted for evaluation under the newly established Euro NCAP Advanced initiative. Two main types of track tests were done by Honda to establish the effectiveness of CMBS, both of them simulations of typical real world situations. Firstly, to establish proper functionality 8

of the system, a test driver drove towards targets, , to determine whether or not the system reacted as intended. Secondly, to determine the driver response to these warnings, volunteers were deliberately distracted while following a dummy vehicle which suddenly braked. The volunteers were not aware that this dummy vehicle could be safely pulled out of harm’s way before a collision occurred. Volunteers could be used only once each in order to ensure that they did not anticipate the critical situation. This situation of surprise, which is critical to measure the effectiveness of the system, could be created by means of the EVITA test vehicle, which was developed by the Technical University of Darmstadt – Germany. By combining the results of the functionality and efficacy tests, Honda was able to estimate the effectiveness of the system in real-life situations.

Euro NCAP’s new assessment reflects Honda’s commitment to overall vehicle safety, complimenting Honda’s long standing leadership role in pedestrian protection performance, in vehicle compatibility when two vehicles of significantly different mass collide, and various active safety systems, such as CMBS, as well as the first lane keeping assistance system for the European market, and intelligent Night Vision. Honda will also expand the availability of such safety systems in its vehicle fleet, in order to increase the market penetration.

Internet in the car will cut time spent in traffic Jams The AKTIV research project is providing the basis for even more intelligent navigation. Continental, PTV and the Hessian State Office for Road and Traffic Affairs (HLSV) are connecting together vehicles and the main traffic control center, guaranteeing the fastest traffic information updates via the Internet for navigation systems.

As part of the German AKTIV research project, the international automotive supplier Continental, the Hessian State Office for Road and Traffic Affairs and PTV AG have effectively demonstrated how you can generate the latest, detailed traffic information and use it for better route guidance. Individual users get to their destinations faster, safer and with lower fuel costs, and the community benefits from optimized traffic flows,

fewer jams and reduced CO2 emissions.

Information is the key to improved traffic flow Up to now, electronic route planners have almost exclusively used information from the Traffic Message Channel (TMC) for dynamic route guidance. This information is transmitted inaudibly during radio programs and normally comes from the police, government authorities and automobile associations. Traffic information is sent firstly to the radio stations via a central 9

NEWSLETTER collection point and from there they are transmitted to the vehicles. As part of AKTIV, Continental, PTV and the Hessian State Office for Road and Traffic Affairs have now come up with a clearly faster and more detailed channeling of information that not only provides the latest traffic information but also short-term traffic forecasts and detour recommendations.

The base data for this is provided by the traffic control center of the Hessian State Office for Road and Traffic Affairs.

The control center is permanently receiving and updating all the information from the traffic measuring points on all highways. This data also includes what is being displayed on dynamic traffic signs, the average journey times and where construction work is taking place (accurate to the meter).

This data is transmitted online to PTV’s information platform and is automatically analyzed there. Apart from providing details of the latest traffic situation, this platform also gives traffic forecasts every 15 minutes for each individual section of the journey giving a prognosis of up to the next two hours. The necessary base data for these forecasts as well as for the information covering the entire area is provided by the PTV Validate traffic model. This is how the system knows not only where the jams are at the moment, but also where the situation can improve or get worse within the next few hours.

For drivers on long journeys, this is important in planning the rest of their route.

Whereas up to now, the TMC data was received via the car radio, the AKTIV development partners send more up-to-date and more precise traffic information as TPEG data (Transport Protocol Experts Group, an open standard for sending traffic and travel information) via cellular radio signals to the navigation system. The vehicle’s navigation system accesses a new Internet service to receive this data making it possible to call

up information minute by minute as needed, depending on network coverage. Results from the tests show that on average ten times more traffic information can be generated using this AKTIV technology than was previously the norm, and it can be integrated into the navigation’s route planning.

Due to the increase in the amount of data, it was also possible to greatly improve the quality of the services. In addition to the extra information such as current average driving speeds for individual sections of roads, information on traffic congestion is also transmitted by the minute, pinpointing the affected areas to the meter. With the help of this much improved base data, the online forecasts and the detour recommendations from the traffic control center, Continental’s navigation systems can further optimize route guidance and at the same time help reduce existing traffic congestion and prevent new jams from developing on the detour roads. For drivers, this means time standing in traffic is reduced to a minimum and fuel consumption is less. Stress, being pressed for time, and dangerous driving maneuvers, possibly as a result of those factors, are a thing of the past. A relaxed drive and a faster, safer journey are literally “preprogrammed”. And for the community, the AKTIV technology enables existing road capacity to be used much more effectively, thus keeping traffic congestion down to a minimum. After all, the best way to avoid dangerous tail ends of traffic jams is not to allow them in the first place.

Now that the system’s functional capability has been proven in the research project, the participating companies have begun working on its mass scale launch. The developers can see this system being in regular use as soon as 2013.

BMW Assist Advanced eCall - a pioneering safety technology in ITS EuroNCAP Testing institute distinguishes BMW Assist Advanced eCall as a pioneering safety technology regarding Intelligent Transportation Systems.

Recent technological advancements have considerably broadened the automotive safety landscape. Features like Lane Departure Warning, Blind Spot Monitoring, Attention Assist, Autonomous Braking and Emergency Call are increasingly offered as options by car makers on their newest models.

Many of the technologies are so new that no accepted standards exist to assess them. Euro NCAP, the European New Car Assessment Program run by a number of governments and motoring clubs in the EU, has developed a unique methodology which allows the potential safety benefits of any new technology to be determined.

A first set of the Advanced Awards was handed out at the Paris motor show on 1st of October by Euro NCAP. Following the most recent awards of five stars for the BMW 5 Series sedan and the BMW X1 in crash tests, the BMW Group has now been distinguished

by Euro NCAP with a special award for the BMW Assist Advanced eCall, the advanced emergency call system with automatic localisation and accident severity detection.

With its Euro NCAP Advanced Award, the institution is expanding its assessment procedure to include safety technologies that have yet to be taken up in the crash tests. As explained by Euro NCAP’s Secretary General Dr. Michiel van Ratingen, the key objective of the award is to educate consumers on the advantages of innovative safety systems in cars. In this respect, the focus of interest is placed on innovations that contribute directly to reducing the number of deaths on the road. The BMW Assist Advanced eCall is a unique system on the European car market for the early alert and comprehensive information of emergency services in the event of a collision.

It forms part of the mobility services provided by BMW ConnectedDrive available in the BMW Assist package for all current BMW models.

NEWSLETTER Launched in 1997 in the USA and two years later in Europe, this technology automatically contacts a BMW call centre directly after an accident, creating the optimal conditions for the fast and targeted deployment of emergency services. The BMW call centre then reroutes the emergency call directly to the emergency services closest to the accident site. Since 2008, Assist Advanced eCall, now available in Germany, Austria, Italy, and France, also allows the transmission of additional data. The emergency services of many European countries can now receive these data that, in addition to the precise position and details of the vehicle model and colour, also contain information on the occupants, the number of activated airbags, the intensity of the collision, and the predicted severity of injuries.

The data on crash type and severity are analysed by an algorithm developed

by BMW scientists for calculating the risk of injuries to the occupants. On the strength of this information the emergency services can prepare in good time and provide adequate medical care to the accident victims. In addition, the system also allows the driver of a BMW to initiate the emergency call manually, for instance to alert emergency services to other road users. In this manner, Assist Advanced eCall is an effective contribution to saving the lives of accident victims.

The manifesto outlines how TomTom drivers hold the key to reducing traffic congestion for themselves and every driver around them. When 10% of people are driving with TomTom’s HD Traffic™ system,

a real-time “collective effect” will happen, making roads flow more efficiently and reducing journey times for all. This is an immediate and cost-effective solution to help tackle traffic congestion affecting millions of people daily.

Technology developed by TomTom can reduce journey times for individual drivers by up to 15%.

How? TomTom drivers are connected online, so when a faster route becomes available, they are

the first to know. As a result, journey times can be reduced for all drivers by up to 5% when 10% of the world’s drivers use TomTom’s HD Traffic navigation system in a portable navigation device, smartphone or via an in-dash solution.

eSafety Forum Activities Autumn 2010 Safe, clean and efficient mobility is a concern for all citizens and transport actors. Established in early 2003 by the European Commission in close cooperation with the industry, industrial associations and public sector stakeholders, the eSafety Forum is a joint platform involving all road safety stakeholders. The eSafety Forum supports the development, deployment and use of the eSafety systems, its work being supported by the eSafety Forum secretariat, iCar Support, a three years EC support action under 7th Framework Programme.

eSafety Observers Network The eSafety Observers Network consists of a panel of representatives selected from the EU Member States and ITS National Associations who report to the EC about their national eSafety activities. The Observers are actively involved in national industry, policy, or R&D activities and are acknowledged experts in their domain or sector. The liaison and coordination between the eSafety Observers community and National ITS Associations is meant to ensure better synchronization between the Intelligent Car and eSafety Forum priorities at European and national levels, to support the work of the national eSafety initiatives within Member States and to support EU eSafety initiatives.

The first meeting of the eSafety Observers Network took place in Timisoara, Romania on 4th October 2010. eSafety Forum in September - October 2010 eCall stand in Strasbourg - 29 September / 1 October iCar Support was present in Strasbourg, at the Rally of France, with a successful eCall stand.

The members of the team and the European Commission explained how eCall works to the audience, and provided information materials and give-aways.

ITS Japan News: GOTO, the Islands of EVITS New Sightseeing Tourism focused on EV and ITS technologies ITS Japan is supporting the ITS activities in the various local areas in Japan to promote ITS for practical use.

One of the important ITS projects is to attract tourists with effective and useful EV and ITS technologies in the Goto islands, Nagasaki prefecture in the Kyusyu districts.

The highlight is the heritage of churches and their

related relics .Goto city and Nagasaki prefecture are doing their utmost to preserve the beautiful panorama of the sea and archipelagos surrounding those heritages. They are working to register these assets as a UNESCO ” World Heritage” site, and to also promote new tourism using EV with ITS technologies.

The project is to provide tourists with public transport information, optimal sightseeing route guidance, and quick charging station guidance via DSRC infrastructure. The project will further improve convenience by connecting public transportation with electric powered rent-a-cars and taxis, and by deploying photovoltaic power generation systems in addition to quick charging stations. The DSRC systems will also enable the automatic collection of charging and parking fees.

The city and prefecture have already installed 100 EVs and PHVs earlier in the 2010. In July 2010, the demonstration parade of the 100 EVs and PHVs on the island was overwhelming, and was officially recognised as a Guinness World Record. An additional 100 EVs and PHVs in 2011 are planned for 2011.

The project is promoted by the “Nagasaki EV & ITS” consortium. This consortium was established in October 2009, consisting of 140 members from ministries, local governments, academia, related associations and manufacturers of automobile, infrastructure and car-navigation.

Vessela Evrova-Wassenaar joined ERTICO as Communications Assistant on 12 October 2010. Most recently, she worked at Radio Netherlands Worldwide (The Netherlands), as intern at the International Justice Desk. Her duties included monitoring news on justice related topics, conducting interviews, editing, writing and publishing articles and current affairs. She was also involved in updating the international justice website daily.

Vessela has master degrees in International and European Law (University of Amsterdam) and International Relations (UNSW). At ERTICO Vessela will be supporting the Communications Team, in particular, drafting, proofreading and editing articles and news, putting together newsletters and editorials, and website content management.

The workshop The aim of the ROSATTE final event workshop, hosted in one of its test sites, is to gather all European players interested in road safety attributes exchange to share ROSATTE results after the testing and validation phase as well as discuss future deployment.

DG Research Visit to Cape Town Andras Siegler, Director for Transport Research, in EC DG RTD, and Mr Arnoldas Milukas, Head of Unit “Horizontal aspects and coordination - Transport” at the European Commission, are scheduled to visit South Africa in October 2010 (a three day visit).

One of the sites in their programme is the Stadium project call and booking centre and some live demonstration of the Demand Responsive Transport (DRT) service implemented in Cape Town for the FIFA Soccer World Cup. The Stadium visit is scheduled for Friday 29 October in the morning.

Mr Siegler and Mr Milukas will make a tour with one of the minibus taxis equipped with DRT functionalities.

Representatives from Stadium consortium (CSIR, MMIV, PluService and SAHA) will be on board to comment/ clarify/respond to questions and during the journey the on-board equipment and functionalities will be demonstrated and explained by Stadium partners to the EC representatives.

At Peninsula Holdings (transport operator) premises the EC delegates will be given a live demonstration of the booking and tracking system, overview of the server room as well as a presentation of business model and use of the system for new services.

ITS America and ITS Russia Sign Cooperative Agreement to Advance Intelligent Transportation Systems Busan, Korea - Scott Belcher, President and CEO of ITS America, and Vladimir Kryuchkov, Chairman of ITS Russia, signed on 27 October 2010 a Memorandum of Understanding (MOU) on Intelligent Transportation Systems between the two national associations.

The intention of the MOU is to promote and strengthen research, educational, and commercial cooperation in the ITS field among the two associations and their members. A ceremony was held today at 12:30 pm to celebrate the agreement at the U.S. Pavilion for the 17th ITS World Congress in Busan, Korea.

“This agreement solidifies our strong partnership with ITS Russia, and we will lead to more effective and better organized development and deployment of intelligent transportation systems in both countries,” said ITS America President and CEO Scott Belcher.

ITS America is preparing to host the 18th World Congress in Orlando, Florida, from October 16-20, 2011, which will bring over 10,000 transportation leaders from across the globe. ITS Russia will host the ROAD 2010 Exhibition and Forum next month, which will serve to encourage further collaboration between Russia and its international partners on ITS development across the cities, highways, and regions of Russia.

The Intelligent Transportation Society of America represents more than 400 member organizations including public agencies, private corporations, and academic institutions involved in the research, development, and deployment of technologies that improve safety, increase mobility, strengthen the economy, and sustain the environment.

TTS Italia News A Meeting between TTS Italia and the organisers of the Shanghai International Exhibition was held on 6 October at TTS Italia offices in Rome. Present at that meeting was the Chinese delegation in representation of the Shanghai International Exhibition, responsible for the organisation of the ITS event in Shanghai. The purpose of the meeting, in which Atac and Mizar, founding members of TTS Italia participated, was to discuss the 2011 edition of the ITS event in Shanghai and to evaluate the organisation of an Italian-Chinese session where Italian and Chinese ITS companies could meet and introduce their products.

The 5th edition of Mobilitytech, the international Forum on technological innovation for the development of mobility and transport, was held on 18 and 19 October 2010. The second day of the forum, whose subject was “New frontiers of technology for mobility: ITS, NFC and e-ticketing”, was organised in collaboration with TTS Italia, Club International and Club Italia. The first session was moderated by Carla Messina from the Italian Ministry for Transport and Infrastructure, a TTS Italia founding member. New test equipment enhances police traffic surveillance

Trailer-mounted equipment detects seatbelt compliance and measures vehicle speed Police surveillance of seatbelt compliance and speeding receives a boost with the new test equipment. Developed by VTT Technical Research Centre of Finland, the equipment also measures distance between vehicles, road surface condition and calculates traffic emissions. The test equipment is part of an EU project aimed at improving traffic safety and reducing accidents caused by traffic rule violations.

The technical test phase will continue until the end of next year, after which part of the equipment will be ready for production.

The equipment, based on automatic camera surveillance and wireless network connection, is handily located on a mobile trailer unit.

The police are thus able to monitor traffic and impose penalties for violations more

comprehensively and fairly.

The monitoring information is gathered into a common database available to the police, road operators and environmental authorities. A pilot system has been launched in Tampere enabling the police to test the equipment.

The aim is to develop the test equipment to match police requirements as closely as possible. The database is strictly protected by firewalls and technical solutions. The equipment automatically destroys images over one month old and those in which no traffic violation is evident.

After the test phase the surveillance technology can be transferred from the test trailer to police vehicles.

VTT estimates that the full technology will be ready for commercialising in 2013.

project (Advanced Safety and Driver Support for Essential Road Transport) is EUR 8.2 million, mostly funded by the European Commission.

The EU project runs a total of four test sites, the other three being located in Germany, France and Austria. The budget for the Finnish test site is approximately EUR 270,000.

VTT Technical Research Centre of Finland is responsible for the development of the Finnish test equipment in cooperation with service operator Emtele Oy and National Traffic Police.
