The ERTICO partnership is very proud to announce its extension this month. Four new organisations recently decided to join us: Cinterion, ICOOR, Leeds University (Institute for Transport Studies) and INRETS. We warmly welcome our new Partners!

You will hear all about their business activities and expectations from the ERTICO Partnership in our forthcoming newsletters. This month, we focuss on Cinterion. You can read all about Vice President Automotive of Cinterion Marcel Visser’s thoughts and expectations in this edition of the newsletter.

Our ITS Congress activities have also started to gain pace here at ERTICO. Whilst the countdown has started for the ITS World Congress in Busan, Korea this year, preparations are also well underway for the ITS European Congress in Lyon 2011 and World Congress in Vienna 2012!

This month also saw the adoption of the ITS Directive by the European Parliament during its plenary session, on 6 July in Strasbourg. This means that, after publication in the EU’s Official Journal, Member States will have 18 months to transpose the directive in their respective countries - a major milestone that will foster the deployment of ITS in Europe! The ERTICO initiative will support the development of the related ITS specifications and impact assessment wherever possible and useful.

I hope you enjoy reading this month’s edition of the i-Mobility newsletter. The ERTICO Communications team will take a well deserved break over the summer period. No newsletter will be published in August, but we will be back in September with a double edition full of new stories and news from the ITS Community!

Interview of the month ERTICO talks to Marcel Visser from new Partner Cinterion Wireless Modules ERTICO: Can you describe Cinterion and your activities in the ITS field?

Marcel Visser: Cinterion Wireless Modules is the worldwide leading supplier of cellular machine-to-machine (M2M) communication modules. We design, manufacture and deliver components that give machines the power to talk; which in turn, improves enterprise productivity, simplifies operations and improves overall efficiency. It’s powerful technology. Our modules are used in automotive and ITS sector technology solutions for a variety of purposes: to help improve the flow of traffic on roadways, improve driver safety, schedule routine maintenance, provide detailed mapping information and traffic congestion updates, track and recover stolen vehicles, provide pay-as-you-drive insurance rates and even for sophisticated vehicle infotainment systems.

Wireless technology requirements of automotive and ITS applications are more complex and comprehensive compared to other wireless M2M applications. Network availability, product lifecycle management, as well as environmental requirements such as temperature and shock resistance have to be seriously considered and planned for when designing an automotive grade module.

In 2009 Cinterion announced its 6th generation of automotive grade modules including AC65i, AC75i and AGS3, which were designed to meet the specific future requirements of the European eCall initiative with advanced telematics functionality. The new modules are ideal for applications such as toll collect solutions, telematics applications, fleet management, emergency call and roadside assistance solutions that must operate seamlessly across country and network borders. The modules are fully type approved for worldwide GSM networks and include relevant quality standards such as VDA 6.2 and TS 16949, which hastens the time to market for customers. This year Cinterion launched the AGS3 module, that offers LGA surface mounting to simplify and improve cost efficiency and quality in process manufacturing required for large scale telematics applications such as eToll, eCall and fleet management.

In addition to Cinterion’s standard automotive module features, which include antenna diagnostics, remote SIM access profile, RLS monitoring, RIL software for Microsoft® Windows Mobile™ based devices and advanced temperature management, the new modules integrate a powerful ARM9 processor for embedded 2

onboard processing. Together with an integrated large memory capacity, the new modules offer the ideal platform for sophisticated telematics applications. They are listed in the IMDS (International Material Data System).

ERTICO: Why have you joined ERTICO? We look forward to working with industry colleagues to help drive eCall adoption so that the single pan-European emergency call number, 112, is utilised in all EU member states. And we look forward to working within ERTICO to actively pursue sustainable solutions that expand opportunities and improve technology solutions for the automotive and insurance industries as well as other telecommunications companies. We are excited to join other industry leaders to foster roadway safety and security and to partner with complementary companies to speed up deployment of ITS directives recommended by EU Commission.

ERTICO: What are your expectations for this partnership?

Marcel Visser: The good news is that world roadways are becoming more safe and auto accidents are have declined by an estimated 27% since 2001. However there are still about 1.2 million accidents a year in Europe and far too many people on the road are still injured or even lose their lives as a result. With eCall deployment and other ERTICO supported ITS services, we expect road injury and mortality rates to decline significantly. We hope to work together with ERTICO to introduce a system in all vehicles in Europe that would automatically call emergency services when an accident occurs who can then immediately respond.

In addition to safeguarding life and limb, we expect to see significant cost savings due to fewer accidents approximately 26 billion EU according to some estimates. And as more and more ITS systems are adopted, we also expect to see fuel savings due to more efficient traffic routing and congestion bypassing, first studies in the US estimate savings up to 2 billion gallons per year.

ERTICO: Are there any projects, activities or sectors that you are particularly interested in?

Marcel Visser: In general, Cinterion is interested in telematics and all things wireless. We are particularly interested in: safety and security, eCall, Stolen Vehicle Tracking (SVT) and recovery, ecological solutions (e.g. CO2 reduction and green projects), improved communications (air interface), Pan European Electronic Tolling System (EETS), automotive taxation systems (e.g. the abvm project in the Netherlands), Electronic Vehicle (EV), battery maintenance, Infrastructure, battery charging and smart grid including supporting an electric vehicle charging infrastructure and further projects.

ITS directive approved Commission welcomes European Parliament approval of new legal framework for Intelligent Transport Systems The European Commission welcomes the European Parliament voting in favour of a new legal framework for Intelligent Transport Systems (ITS). ITS can significantly contribute to a cleaner, safer and more efficient transport system. The directive adopted should accelerate the deployment of innovative transport technologies across Europe.

Commission Vice-President Siim Kallas, responsible for transport, said: “This Directive is an important instrument for the coordinated implementation of ITS in Europe. We will make a huge step towards the deployment and use of interoperable and seamless ITS services while leaving Member States the freedom to decide which systems to invest in. Today’s approval will foster a more efficient, safer and more sustainable, integrated and competitive mobility in Europe.”

Intelligent Transport Systems

apply information and communication technologies to various modes of transport, in order to make them more efficient while minimising the negative effects on health, nature, the economy and quality of life. The costs of traffic congestion – estimated at 1% of European gross domestic product – can be reduced by 10% through the deployment of ITS. Intelligent technology in cars and trucks is expected to help prevent more than 5,000 deaths in road accidents each year.

The directive approved will support the ITS Action Plan and aims to establish a framework to accelerate and coordinate the deployment and use of ITS for road transport, including the interfaces with other transport modes. The first priorities will be traffic and travel information, the eCall emergency system and intelligent truck parking.

Under this directive the Commission has to adopt within the next seven years specifications (i.e. functional, technical, organisational or services provisions) to

address the compatibility, interoperability and continuity of ITS solutions across Europe.

The Commission will also establish an European ITS Advisory Group, which will bring together representatives of relevant ITS stakeholders and advise the Commission on business and technical aspects of the implementation and deployment of ITS in the Union.

Next Steps After publication in the EU’s Official Journal, Member States will have 18 months to transpose the directive.

2010: The European ITS Committee and the European ITS Advisory Group will be set up.

2011: The Commission will adopt a working programme and Member States will issue a first report on their national activities.

ITS World Congress 2012 news!

Save the date for the ITS World Congress in Vienna 2012 The beautiful central European city of Vienna will be hosting the ITS World Congress in 2012, a major event gathering leading transport experts from around the globe.

EU road safety plan 2011-2020 ERTICO – ITS Europe welcomes new EU road safety plan for 2011-2020 On 20 June, the European Commission adopted challenging plans to reduce the number of road deaths on Europe’s roads by half in the next 10 years.

Initiatives proposed in a set of European Road Safety Policy Orientations 2011-2020 range from setting higher standards for vehicle safety, to improving the training of road users, and increasing the enforcement of road rules.

The Commission will work closely with Member States to implement this programme.

European Commission Vice-President Siim Kallas responsible for Transport, said: “A hundred people die every day on Europe’s roads. We have made good progress since 2001 and we have succeeded in saving nearly 80,000 lives. But the number of fatalities and injuries on our roads is still unacceptable. We are looking at what kind of cars motorists drive, where they drive and how they drive and we want to cut road deaths in half by 2020.” continued on next page 5

NEWSLETTER Amongst the various measures proposed, two strategic objectives are of high relevance for the ITS Community: Firstly, “improving safety measures for vehicles and trucks” has been pointed out as one of the seven strategic objectives. The Commission confirms that, between 2011 and 2020 a range of new “active safety” measures will come into force for safety equipment including: • Mandatory rolling) • Mandatory • Mandatory • Mandatory • Mandatory

electronic stability control (for cars, buses and trucks to reduce the risk of destabilising or lane departure warning systems (for trucks and buses) automatic emergency braking systems (for trucks and buses), seat belt reminders (cars and trucks) speed limiters for light commercial vehicles/vans (already in place for trucks)

The possibility for extending Advanced Driver Assistance Systems, such as anti- collision warnings by retrofitting them to commercial and or private vehicles will also be assessed.

For electric vehicles, the Commission will bring forward a package of concrete measures setting technical standards for safety.

The Commission is also looking to reduce injury risk for vulnerable groups such as pedestrians and cyclists.

Further technical actions in this area will be examined.

Secondly, “boosting smart technology” has also been highlighted as a strategic objective. In this context, The Commission will propose new technical specifications, under the ITS directive so that data and information can be easily exchanged between vehicles and between vehicles and infrastructure. The Commission will also accelerate the deployment of e-Call as well as look at its possible extension to motorcyclists, heavy duty trucks and buses.

Previously, in a correspondence with Commissioner for Transport Sim Kallas, ERTICO – ITS Europe had stressed the importance and the role that Intelligent Transport Systems and Services can play to reduce road fatalities in Europe. ERTICO – ITS Europe welcomes this new road safety action programme which has taken into account a number of important ITS developments.

The ERTICO Partnership will continue the dialogue to keep ITS for road safety high on the political agenda and to make important contributions to cost-effective and co-ordinated deployment of ITS involving all stakeholders and leading to interoperable and seamless services in Europe.

TISA General Assembly report

New structure for the Traveller Information Services Association (TISA) The Traveller Information Services Association - TISA held its General Assembly and Committee meetings in the headquarters of the TISA member WDR, in Cologne, Germany, on 22 and 23 June 2010.

During the Content and Services Committee meeting, Thomas Kusche, WDR Senior Editor, was elected as the new Chairman. Lázsló Hechenast, TrafficNav, was appointed as Deputy Chairman.

The C&S Committee has now both public service and commercial service interests firmly represented in the new team!

Jonathan Burr stepped down from the C&S Committee Chair as he had requested when he took up the TISA Presidency in 2009-December.

Bev Marks, Executive Director said: “The whole membership is most grateful for the direction Jonathan has given to the C&S Committee - he hands over a very active Committee.”

The Committee meetings and elections were followed by the TISA General Assembly on 23 June.

The new Working Group and Task Force structure was announced which will more closely reflect the work programme that TISA plans to undertake in the coming months.

Following discussions in the last six months it became clear that TISA had to adjust the structure to match the market driven needs of the membership, as the Travel Information Services market matures.

Finally, the General Assembly was a nice opportunity to welcome the 13 organisations who applied for TISA membership during the first 6 months of 2010. TISA worldwide membership has steadily grown to 103 members to date and is widely represented across the whole value chain of the Traffic and Traveller Information Services.

The General Assembly also confirmed the strategic liaison agreements with WorldDMB, ISO TC 204

These liaison agreements involve exchanges of working documents, invitations to meetings and opportunities to review and comment the ongoing development, in the best mutual interest.

ADASIS v2 Protocol Specification released This new specification will enable enhanced innovative map-based driver assistance systems

The ADASIS forum recently held its General Assembly on 6 July in Aachen hosted by Ford Research.

Discussions mainly focused on the recently released ADASIS v2 specification of the ADASIS CAN protocol.

The ADASIS protocol is used to transmit predictive map information over the CAN bus.

This new specification will enable the implementation of new applications to improve driving comfort and fuel efficiency.

During the last 2 years, the ADASIS forum has worked intensely to update and improve the existing ADASIS standard.

Alexander Bracht, Daimler, says: “With the new release version ADASIS v2, the access to the ADAS horizon has been simplified significantly. The new protocol uses the possible driving paths as building blocks, to which additional map attribute information can be attached. This includes also new ADAS attributes like curvature or slope profiles“ The new concept is modular and extendible. “It can be implemented in reduced configurations to support very limited hardware platforms. For more sophisticated applications, a full horizon with all map attributes and alternative path information is also possible,” Bracht says.

He added: “In parallel to the protocol specification, the ADASIS forum has also implemented a reference reconstructor software module. The reference reconstructor is used to test the specification in real-world implementations and to develop application prototypes.”

The ADASIS forum also held a joint workshop with two important European funded research projects: eCoMove and INTERACTIVE. The purpose of this workshop was to identify new requirements for map data and ADASIS interface functionalities in the context of innovative in-vehicle applications for safety and energy efficiency. The 30 industry members of the ADASIS forum are willing to support further implementation of the standardised interface and therefore accelerate deployment of the ADAS horizon concept.

eSafety Challenge News

eSafety systems promoted in UK “eSafety Challenge” event The eSafety Challenge annual event 2010 took place on 13 July in Millbrook, the UK. The event was organised under the eSafety Challenge EC funded project and was also supported by eSafety Aware and FIA Foundation.

With this year’s eSafety Challenge focusing on fleet safety, the Challenge Project has launched an eSafety awareness study focusing on the influence of eSafety in fleet policy. Hoping to highlight the potential impact eSafety Systems could have both economically, and in terms of safety, the results of the study revealed that: • Fleet managers regards safety as one of the most important criteria when choosing fleet vehicles • Fleet managers recognise the potential of eSafety technologies to reduce accidents in their fleets • Fleet policies place safety behind fuel consumption, price and colour on the list of priorities; • Fitment of safety systems across fleets is low • Fleet managers find eSafety technologies to be unavailable on their chosen models or too expensive Interviews were conducted with 1179 fleet decision makers and 2006 company car drivers in 10 EU countries ( AT, BE, CZ, FR, DE, NL, PL, ES, SE and UK).

The conference featured speeches by important eSafety stakeholders’ representatives: Ivan Hodac, David Ward, Juhani Jääskeläinen, Peter Tyroller, Andre Seeck (Euro NCAP’s Chairman).

time Le Mans winner, Tom Kristensen for: ESC, warning and emergency braking system, blind spot monitoring, lane support systems and speed alert.

In the afternoon a panel debated on how to stimulate the demand for eSafety systems, followed by an open discussion.

Results from 2009 commissioned study on “Car users’ acceptance of eSafety technologies” were also released during the event. The eSafetyAware initiative commissioned this study to understand car users’ awareness and acceptance of eSafety technologies in Germany, France, Italy, UK and Poland.

The study reveals a number of important trends: • Women’s awareness of eSafety technologies is considerably lower than that of men’s • Women play an important role in the car purchase decision making process • Consumers heavily rely on dealerships to get information on car purchases • With increased awareness installation rates and demand for eSafety would be considerably higher Previous studies have shown that women rate safety higher than men, yet despite their important role in the car purchase decision making process, their lack of awareness of the existence of eSafety technologies hinders market breakthrough. Dealerships can play an important role in promoting eSafety and must adapt their sales techniques to help raise awareness.

EGNOS application opportunity

The European GNSS Supervisory Authority calls for the most promising EGNOS application idea...

After a leisure navigation software for smartphones won in 2009 and a maritime personal rescue tracker in 2008, the European GNSS Supervisory Authority (GSA) again calls for the most promising EGNOS application idea in line with the European Satellite Navigation Competition 2010.

One of the principal tasks of the GSA lies in the technical certification, security accreditation, and the market preparation and commercialisation of the European satellite positioning and navigation programmes (which include both EGNOS and Galileo). EGNOS (European Geostationary Navigation Overlay Service) is Europe’s first venture into satellite navigation. It augments the US GPS and makes it suitable for safetycritical applications. The EGNOS message that is broadcast by satellite provides corrections and integrity information on GPS. GSA is actively promoting the development of downstream applications that create demand for EGNOS and Galileo and provide economic and social benefits. With the EGNOS open service now free and ready to use the focus of the GSA prize will be on EGNOS, looking for innovative satellite navigation applications that make use of EGNOS signals or services and meet the following criteria: • The application should deliver end-to-end functionality to customers using new or existing equipment and systems • Positioning should be a key enabler of the application • GPS + EGNOS should be the primary means of positioning • EGNOS functionality should be used The winner of the prize will have the opportunity to realise his/her idea at a suitable incubation centre of his/her choice within the EU27 for six months, with the option of an additional six months based on evaluation after the first period (costs should not exceed EUR 20,000 per six-month period). Award criteria will be the uniqueness and originality of the idea, its business potential (including technical feasibility, commercial feasibility, size of addressable market, and time to market), and the credibility of the corresponding team, as well as the application’s use of unique EGNOS features.

About GSC The availability of EGNOS and the introduction of GALILEO as an improved Global Navigation Satellite System (GNSS) are an important opportunity for business and social improvement for Europe. The two-year GSC project, cofunded by the Galileo Supervisory Authority, 7th Framework Programme, aims at demonstrating that EGNOS and GALILEO, and GNSS generally, can play a role as enablers of the ITS market.

The Workshop To ensure that the architecture developed in GSC meets the real needs of users, operators, suppliers and other stakeholders, and actually leads to deployment, the GSC consortium would like to involve you in the architectural work. The definition of the Technical Architecture will take extensive use of the results of R&D projects in this field like RCI and GST. GST represent the state of the art in harmonised technical platforms for

in-vehicle telematics both for the on-board unit and for supporting off-vehicle infrastructure. RCI represents the state of the art in interoperable GNSS-based road charging.

We therefore invite you to join our workshop on 14 September 2010 in Brussels. In addition to the architectural results and discussion the agenda includes an overall presentation of the project.

In the afternoon session we would like to present and discuss the developed Roadmap and Business Plan within GSC. The consortium has spend a great deal of effort in analysing the correct market for telematics and would like to share these results with you.

The workshop is open to all users - and will be of particular interest for public authorities, vehicle manufacturers and suppliers, ITS industry - and other stakeholders interested in these topics.

P3ITS Workshop announced!

The P3ITS project is investigating the role that pre-commercial public procurement can play to boost deployment of Intelligent Transport Systems and Services. The first P3ITS workshop will present the first results of the project and will ask for feedback from the ITS Community.

The P3ITS project will investigate how this tool can be best used to foster ITS deployment.

The project is investigating how the existing but underutilised opportunity of pre-commercial procurement can, while respecting existing legislation, stimulate innovation and help advance towards market conditions for large scale introduction of Intelligent Transport Systems and Services.

P3ITS is establishing a European network of procurement experts and public procurement agencies, and professionals from the ITS sector and industry, and will consolidate the results of the consultations and analyses to publish extended conclusions and recommendations.

CityLog - CityMove User Forum

Towards clean, safe and sustainable city logistics: CityLog - CityMove User Forum The joint CityLog and CityMove stakeholder workshop on user needs and requirements was held on 16 June 2010 in Brussels. The workshop gathered the 75 stakeholders ranging from freight operators, cities, organisations, research institutes, vehicle manufactures and others in order to discuss their needs towards urban freight delivery vehicles and urban logistic concepts.

The workshop structure was based on presentations of the two projects and specifically on a parallel brainstorming session on telematic and vehicle solutions. The plenary session depicted the wishes of stakeholders towards other stakeholders for an efficient city logistics chain.

The stakeholder workshop was organised in cooperation with the CityMove project, in order to have a common invitation list and to share

the user need collection method. The aim was to develop a common position regarding future deployment of CityLog Field trials applied to optimised use cases of urban deliveries of goods.

City logistics in the future should be as popular as public transport and socially accepted as public transport. For that purpose we need cleaner and more efficient city logistics and more invisible operations. City logistics would need to put all stakeholders in one cooperative table, a telematic platform used by different providers. Even though this is going beyond the scope of CityLog, the workshop had the very positive effect of bringing cities and logistics services providers together for a closer collaboration.

ROAD 2010 International Specialised Exhibition-Forum The “ROAD 2010 – International Specialised Exhibition-Forum” will take place on 22-25 November 2010 in Moscow, Russia, with the aim of creating a platform to encourage collaboration between Russian and international partners for the sake of ITS development for the cities, highways and regions throughout Russia.

TTS Italia news

TTS Italia: first business trip in Argentina

TTS Italia organised, in collaboration with ITS Argentina, a business trip to Buenos Aires from 13 to 15 July 2010 with the aim of promoting Italian know-how in the ITS sector. TTS Italia members Famas System, Mizar Automazione and Thetis participated in the initiative.

The mission started with the workshop “First Italian-Argentinean day on ITS” on 13 July, in which the Secretary General of TTS Italia, Olga Landolfi, took part in order to introduce the Association and state of the art ITS in Italy. The aforementioned Italian companies presented their ITS solutions and local authorities and ITS operators such as representatives of the Directorate General of the Traffic in Buenos Aires, of the motorway operator Oeste, of the Directorate National of Roads, and of the Secretariat for Transport of the central Government also participated.

On 14 July, a Memorandum of Understanding between TTS Italia and ITS Argentina was signed and a business to business meeting held between Italian and Argentinean companies interested in Italian technologies. In the evening of the same day, Olga Landolfi, the President of ITS Argentina, Daniel Russomanno, discussed ITS strategic issues for Argentina that will be object of the Framework Programme that the Italian Ministry of Transport is defining together with the Argentinean Ministry of Transport.

The mission ended on 15 July with technical tours at the traffic control centre of Buenos Aires and of the motorway operator AUSA. The Italian delegation also took the occasion to meet the Director of the Italian Trade Commission, Pezzullo, and the First Commercial Counsellor, Barbarello, of the Italian Embassy in Buenos Aires and they have discussed together on the business pportunities for Italian companies in Argentina.

Workshop “The impact of ITS on CO2 reduction”: here are the results Reduction of travel time by 20%, higher safety between 10-15%, CO2 reduction by 10% on national basis and up to 20% on local basis. These are only some of the positive effects due to ITS solutions and applications.

Traffic lights, tutor systems, systems for traffic management and control, infomobility services, satellite navigation systems and devices can drastically reduce levels of congestion and pollution, ensuring better safety. For example, a basic satellite navigation system, a static one, not able to offer real time information, can reduce fuel consumption by 12%. These are some of the results showed by the study realised by TTS Italia and presented on the 15 June in Rome within the Workshop “The impact of ITS on CO2 reduction”.

The study, coordinated by Professor Vito Mauro, from Mizar, TTS Italia founding member, has been realised within a Work Group involving companies, research entities, national and local public administration.

Among them: Ministry of Transport, Atac, the agency for the mobility in Rome, Mizar, TTS Italia founding members, Enea, Politecnico of Milan, Politecnico of Turin, Octo Telematics and Thetis, TTS Italia ordinary members and the Italian Ministry for the Environment.

Low investments costs, strong industrial multiplier, the opportunity to export Italian technology abroad and high reduction of CO2 emissions and level: according to Professor Vito Mauro, as well as to participants to the round table, these are the key points of ITS in Italy.

Italy is one of the European countries with the highest congestion levels with 975 455 million passengers – km/year, of which the 92.24% chose the road with 64 million of tons/year of CO2. This is a value that could be reduced thanks to ITS after the reduction registered during the first months of 2010 but mainly tied to the general economical crisis.

SBD’s Telematics Guide

Where will the European telematics industry be by 2015?

According to SBD’s recently published Telematics Guide, 9 brands are already offering 21 different types of OE telematics services in Europe. SBD expects that by 2015, this number will have increased to over 20 brands. Public Authorities Platform Meeting

The Public Authorities Platform met on 3 June 2010 at the ERTICO offices in Brussels.

The meeting, chaired by Jordan Giddings from the Department for Transport in the UK, was attended by representatives from our Public Authorities Partners. We were also delighted to be able to welcome Gzim Ocakoglu from DG MOVE, Emilio Dávila González from DG INFSO and Emilio Leon from DG ENTR.

Mr Ocakoglu presented the 14

status and way forward for the ITS Action Plan and directive. With respect to the Action Plan, he explained the objectives and the six priority areas. Regarding the directive he outlined the scope and the six priority actions. He commented that the bulk of the directive is related to the specifications which would be based on standards where appropriate and would also

undergo impact assessments prior to their adoption.

Mr Dávila González then updated the participants regarding the next steps to be taken in the deployment of eCall. He stated that 20 Member States and 3 Associated States have now signed the MoU with more countries announcing their signatures, in addition to 100 other

organisations. He explained that the harmonised provision for an interoperable EU-wide eCall is one of the priority actions of the ITS directive and that specifications will be adopted to ensure compatibility, interoperability and continuity for deployment and operation use of ITS for the priority actions. Monica Schettino (ERTICO) then gave a presentation on the ‘European eCall pilots’ project proposal. Participating countries include Italy, Romania, Finland, Sweden, Greece, Croatia, Czech Republic, Germany and the Netherlands.

Paul Kompfner, Head of Sector, CooperativeMobility at ERTICO, then presented the Open Cooperative Mobility Alliance, a multisector coordination platform launched to find solutions in the very complicated Cooperative Mobility systems landscape. He stated that the Public Authorities Platform is an important entry point and brings together experiences from the various Member States.

Jean-Charles Pandazis, Head of Sector, EcoMobility at ERTICO, gave a presentation on the role of ITS to support electrification of vehicles, looking at the issues in the urban setting and explaining why

ITS is a potential enabler. He stated that there is an urgent need for coordination between the key stakeholders Europe-wide.

Other contributions included presentations from standardisation bodies CEN given by Mr HansJoachim Schade, convener of CEN TC278/WG16 and ISO TC204/WG18 and Mr Soeren Hess, Chair of ETSI. The Public Authorities were encouraged to join the lists of stakeholders and to help in the definition of applications. Finally, a presentation was given by Frank Albrecht on the issues surrounding radio frequencies for vehicle safety, where Mr Albrecht outlined the problems associated with the lack of available frequencies after July 2013. He asked the Public Authorities to speak to their ministries and put forward the case.

The ERTICO Public Authorities Platform consists of Public Authorities at a local, regional or national level who want to promote ITS in Europe together with other ITS stakeholders. It meets twice a year to identify and support activities requiring public authority involvement as well as to exchange information on national ITS developments.

ITS Japan News The IT Strategic Headquarter decided a road map for the “new IT Strategy” The meeting of the IT Strategic Headquarters (head: Prime Minister) released the road maps with specific work schedule for implementation of each policy for the “new IT Strategy” on 22 June 2010.

The Headquarters showed clear targets, and the related-ministries in charge of each policy with the description of the three steps, short-term up to FY2011, medium-term up to FY2013 and longterm from FY2014 up to FY2020.

Concerning ITS items, the IT Strategic Headquarters would promote Safety Driving Support Systems to prevent traffic accidents and Green ITS to realise a low carbon society. In FY2010, the related-ministries will set up the task forces and prepare the work schedules.

Regarding Safety Driving Support Systems, the task force will promote road infrastructure deployment and develop the integrated-type of on-board units in FY2010, and promote its deployment in FY2013.

Regarding Green ITS, in FY2010, the taskforce will integrate the various probe information in the Public/Private domain. The effectiveness of using them for traffic congestion mitigation and CO2 emissions will be evaluated by simulation and used for advanced signal control. This will be demonstrated in a field operational test (FOT) in FY2011.

In FY2012, a Green ITS operational model will be established which includes the cost sharing system and the range of data used in common regarding the collection and delivery of widespread road traffic information. It will be also subject to large scale FOT for evaluating the effectiveness of the real-time database system.

In FY2013, the system will start its operation, and it will be applied widely inside/outside Japan at the 20th ITS World Congress to be held in Tokyo in 2013 for the actual deployment to start from FY2014.
