Editorial Dear Readers, ERTICO is very pleased to welcome new Partner Xerox – ACS as the latest addition to the growing ERTICO Partnership. We were able to interview Cees De Wijs, the company’s Senior Vice President in International Operations, who brings insight into the ITS related activities of his organisation. Furthermore, we also talked to Brian Simpson, MEP and Chair of the Transport and Tourism Committee at the European Parliament, in order to gain understanding of the most important goals and initiatives underlining intelligent mobility within the EU. Please read our special double-interview feature for this month on pages 2–3.

We are also very much anticipating the opening of the 8th European ITS Congress to be held in Lyon on 6 – 9 June which currently has over 1300 registered participants. As organisers of this major event, we are proud to welcome you shortly at the Cité Internationale Convention Centre where, as part of an array of presentations, demonstrations and a Congress Exhibition, you will have a chance to view and discuss the latest technologies ITS has to offer, and current progress of their deployment. The Congress will present a great chance for all participants to mingle and exchange ideas and expertise, as well as network with the numerous ITS industry professionals from around the world. In addition, this month ERTICO organised a Workshop on Connected Mobility which took place at the 11th Challenge Bibendum in Berlin. In the course of several presentations and subsequent discussions guided by 16 panel members, the event presented the opportunity for experts and the public to learn about the global situation in the field of mobility, as well as to test the latest and most innovative technologies. Please read our feature article on pages 5 – 6.

Interviews of the month ERTICO talks to Cees De Wijs, Senior Vice President International Operations, at new Partner Xerox - ACS ERTICO: Can you describe your activities in the ITS field?

Cees De Wijs: ACS, a Xerox company, is one of the world leading companies in the field of transport solutions and services to governments, with projects in more than 30 countries.

The concern of ACS-Xerox about increased congestion, roadway safety and unsustainable vehicle emissions drives the company to offer integrated solutions for ITS challenges.

Applications for congestion charging, highway management, emissions testing systems, on and off street parking, traffic enforcement and (video) toll systems are smart solutions for complex problems. Where public funds are insufficient, ACS, a Xerox company, can provide ITS end-to-end services based upon BOT models, working closely with the government.

ERTICO: Why have you joined ERTICO? Cees De Wijs: ACS, a Xerox company, has joined the ERTICO network because we strongly believe that we can bring added value to the network by sharing our ITS knowledge and experience with others. The ERTICO network for International and collaborative research and development offers a unique platform to share and develop ITS services.

ERTICO: What are your expectations for this partnership?

Cees De Wijs: We are expecting to build an engagement model with ERTICO where we, to a larger extent, share our experience and innovation in the ITS field. Through ERTICO, we will get involved in EC framework programmes, helping to shape the ITS future in Europe.

We expect ERTICO to facilitate bringing the innovation and business models from industry to the attention of the European Commission. On the other hand we expect ERTICO to translate the vision and policy of the Commission into thematic events and workshops.

ERTICO: What role do you see for intelligent transport systems in achieving EU targets concerning reducing fatalities and CO2 emissions from transport?

Brian Simpson: I envisage a major role for intelligent transport systems. It’s about forging a partnership between technological progress and the education of drivers. Technology has a key role to play, with the clear benefits of advanced braking systems already being shown, in addition to pre-warning systems and better fuel efficiency.

ERTICO: How important are electric vehicles, intelligent transport systems and smart grids for future “smart cities”?

make them more sustainable and environmentally friendly. However, there is a whole toolbox of measures to make transport more efficient in our urban areas, such as better ticketing systems and LPG vehicles, and these must be fully looked at too.

ERTICO: What in your opinion is most important in helping to achieve “intelligent” mobility?

Brian Simpson: In my opinion it is highly important for us to focus on the possibilities of better integration. By this I do not mean better integration of transport modes alone, but also between local, regional and national authorities with a view to sharing best practice.

8th European Congress & Exhibition on ITS: One week to go!

The 8th ITS European Congress and Exhibition taking place in Lyon, France, opens in just one week!

ERTICO organises Workshop on Connected Mobility at the Challenge Bibendum The 11th Challenge Bibendum held in Berlin between 18 and 22 May presented an opportunity for experts and the public to learn about the global situation in the field of mobility, as well as test the latest and most innovative technologies.

In this context, ERTICO organised a workshop on Connected Mobility chaired by Vincent Blervaque, Director of Development & Deployment. A great deal of investment has been dedicated to R&D bringing to life a vision where every vehicle would be equipped to “talk” to other vehicles and the surrounding intelligent infrastructure; bringing benefits for all: a safer, cleaner and more efficient mobility.

The benefits are thus well known but what other steps are needed to make this vision a reality? That was the subject of the discussion amongst an international group of ITS experts, including ERTICO Partners: Federal Highway Research Institute (BASt), NAVTEQ, Orange, Peek Traffic, Renault Trucks (Volvo) and Nissan.

Vincent Blervaque, Director of Development & Deployment at ERTICO, talks about the

challenges of connected mobility in Europe.

Following a discussion behind closed doors, the panellists presented their recommendations to the audience during a public open session. The session was opened with key note presentations from Hiroyuki Watanabe, Chairman of ITS Japan and Juhani Jääskeläinen, Head of Unit, EC - DG INFSO.

The presentations prepared by the panellists for the closed session are available on the ERTICO website.

The workshop conclusions will be presented during the ITS European Congress at the Executive Session 06 “Information and communication: providers and users” which will take place on Wednesday 8 June, 11:00 - 12:30.

TISA and EasyWay ESG5 cooperate to deliver coherent Traffic Information from content provider to end-user A major challenge today for RTTI service providers and Road operators is to ensure that traffic management requirements go hand-inhand with delivered traffic information. In a multi-partner environment the decisions of the traffic centre must be included in the information received, and processed by the various on-board devices to ensure coherent information for the end-users. This can only be achieved by using harmonised interfaces and efficient software solutions linking all systems involved.

In that context, EasyWay ESG5 and TISA have collaborated on a common demonstrator showing

a full end-to-end information delivery chain, starting from an original content provider (e.g. a traffic management system) generating DATEX II messages down to the final display to the motorists in end-user devices.

This is made possible through a DATEX II-to-TPEG conversion that will hand-over TPEG messages to TPEG services.

These messages will then be delivered to the end-user devices via various delivery channels: Digital Radio, Internet and Wi-Fi. The collaboration, to date, has focused on demonstrating, through a very limited set of messages, in this case safety messages, the essential

interfaces and inter-connect parameters required. Ongoing message set “mapping� evaluations, used to register further rules, will proceed until year end 2011. It is foreseen that future projects would have to develop the relatively large message sets and translations for widespread deployment.

Green, clean and intelligent transport systems: automotive M2M comes of age

There is little doubt that the automobile has been the most revolutionary invention in the history of transport since the discovery of the wheel.

Since 1889, when Gottlieb Daimler and Wilhelm Maybach introduced the first 1.5 horsepower, two-cylinder gaspowered car, the automobile industry has been evolving, growing and changing. We are now at a point when modern life is challenging the current transport industry archetype, creating an urgent need for change.

A growing portion of the world’s population almost 70% - resides in cities where increasing mobility has given way to traffic congestion, noise pollution, safety concerns and the resulting negative environmental impacts.

Traffic congestion alone costs municipalities, companies and consumers billions each year nearly 100 billion Euro or 1% of the EU’s GDP per annum. Road safety on crowded streets is another major concern - it’s estimated that 40% of CO2 emissions and 70% of other pollutants are caused by motorised transport alone. With our growing awareness of the interconnectedness of CO2 pollution and environmental destruction, conventional solutions such as expanding road infrastructure are no longer viable to assuage transport system challenges.

Governments, car manufactures and consumers are realising that wireless technology holds the key to changing travel lifestyles and cleaning up, greening up and optimising modern transport systems. Of course, machine-to-machine (M2M) vehicle telematics on its own cannot fully mitigate the global challenges of Axel Hansmann, automotive traffic. Wireless Vice President, ITS work in conjunction with Strategy & Marketing telematics transmitting realCommunications time data about traffic and the environment to drive the Internet Of Things (IOT, i.e., the networked interconnection of everyday objects; in this case, cars, busses, traffic lights, roads with embedded sensors and emergency road crews, among others).

ERTICO welcomes new staff!

Manuela Flachi holds a Master degree in Political Sciences from Università degli studi di Pavia and Brussels University - ULB. While studying In Italy, she worked in an accounting office in administrative functions. During her studies in Brussels she worked in an Italian regional representation and further cooperated in projects funded by the EU. She joined the EcoMobility sector at ERTICO as Project Assistant in April 2011 contributing to the coordination and organisation of the eCoMove project and the ADASIS Forum.

ASECAP Presidency: Austria takes the lead for the next two years Klaus Schierhackl has been appointed as the new president of ASECAP, the European Association of tolled road infrastructure operators. The election of the new president took place on 29 May at the occasion of the 39th ASECAP Study and Information Days, the annual congress of the tolled motorways operators.

Mr Schierhackl, Chief Financial Officer at ASFINAG, the Austrian Motorway and Expressway Network Operator, will take the lead of the European association for a term of two years, replacing his Spanish counterpart JosĂŠ Luis Feito, President of the Spanish Association of Tolled Motorways (ASETA).

Klaus Schierhackl enjoys a distinguished career

in road transport, which started in 1991 at the Institute for Transport Economics at the Vienna University of Economics and Business Administration, and quickly brought him to leading positions within ASFINAG. The company has repeatedly proven its support to the missions of ASECAP, being an active founding member, and Mr Schierhackl’s election reflects this long-standing successful commitment.

The new president stated he was honoured at the outcome of the election and expressed his willingness to actively participate in the promotion of the user-payer principle at EU level, fully aware of the numerous challenges to be tackled in ensuring a more sustainable road transport. He also manifested his firm intention to maintain ASECAP as a privileged interlocutor to the EU Institutions.

ITS Network Meeting takes place in Brussels three New Members have joined!

The latest Network of National ITS Associations meetings took place over two days at the ERTICO offices in Brussels.

The eSafety Observers Network, which many ITS Nationals are also members of, held a meeting on the morning of the first day.

The Workshop that followed in the afternoon gave participants the opportunity to learn more about and provide input into the development of a template for national reporting on the ITS Directive. This template is non-compulsory but is nonetheless widely welcomed and viewed by the National ITS Associations as a useful tool for assisting governments with reporting. In addition, co-operation with the EASYWAY project, through ITS Sweden and ITS Romania, is ongoing.

The Workshop was followed in the evening by a pleasant networking dinner.

On the second day participants attended the 8

Network Plenary meeting, where representatives from sixteen National ITS Associations were present, in addition to representatives from the Turkish Ministry of Transport who attended as observers. Participants heard presentations from three newly-approved members of the Network: ITS Ireland, ITS Bulgaria and ITS Russia. An update was given on recent developments in the SATIE project proposal, including the positive response of 6 National ITS Associations to the invitation to join the consortium.

The large number of local events and conferences organised by Network members in 2011 was highlighted, as well as the strong presence of the ITS Nationals at the upcoming ITS Europe Congress in Lyon, France, and the future ITS World Congress in Orlando, USA. Make Pre-Commercial Procurement your tool for ITS deployment The P3ITS project is releasing its “Pre-Commercial Procurement for ITS” handbook at the occasion of its final workshop. This event will be organised on 09 June 2011 in Lyon, after the closing of the European ITS Congress. Public Authorities, innovation agencies and ITS suppliers will join the workshop to exchange their views and plans on the use of Pre-Commercial Procurement for ITS, and to network in view of future collaborations.

The “P3ITS Handbook: Pre-Commercial Procurement for Intelligent Transport Systems” will be officially released during the third P3ITS workshop taking place on Thursday 09 June 2011 at the Lyon Convention centre, right after the closure of the 8th European ITS Congress. During this workshop, the P3ITS consortium will introduce the handbook to a wide audience of public authorities, innovation agencies and technology suppliers.

The P3ITS workshop will also be a place for stakeholders interested in the opportunities created by the use of Pre-Commercial Procurement for ITS, to exchange views and network with potential partners. Representatives from different public authorities will be invited to present their initiatives with regard to PCP, while the European Commission will present future opportunities for EU-supported multi-national PCPs.

the result of 18 months of analysis and exchange between public procurement and ITS experts, which happened under the EU-funded P3ITS project. It is a guide describing in five steps the necessary tasks that should be performed before launching a Pre-Commercial Procurement phase for Intelligent Transport Systems or Services.

Pre-Commercial Procurement is an existing but under-utilised tool for public-authorities to include research services and innovation in their procurement processes. Ongoing PCP programmes have proven to be very successful, but PCP so far failed to be widely used, especially in the transport and ITS sector. Experts believe that it could have a highly positive impact for the deployment of new ITS products and services.

P3ITS is a Support Action funded by the European Commission, DG Information Society and Media, under the 7th Framework Programme for Research and technological development, and is aiming at maintaining a network of both ITS and legal and procurement experts to trigger a debate which would clarify how Pre-Commercial Procurement could be used for ITS. It is coordinated by ERTICO - ITS Europe.

Operational plans for eCall deployment: hear all about the HeERO project in Lyon HeERO, the pan-European project for eCall pre-deployment pilots, is organising a Special Session dedicated to the EU-wide harmonised interoperable eCall service at the European ITS Congress. Scheduled for Tuesday 7 June 2011 from 16:00 to 17:30, this session will be the right place for eCall stakeholders to discuss the HeERO main objective: eCall deployment!

Hearing about operational plans for eCall deployment will be the main objective of next month’s European ITS Congress Special Session 24, scheduled to take place on Tuesday 7 June 2011 from 16:00 – 17:30. Based on HeERO’s activities and participants, different national implementation plans will be presented, addressing critical issues such as the PSAPs infrastructures, the integration of eCall within the existing 112 service, or the filtering of eCalls through the use of the eCall flag. The integration of the E112 eCall in the existing private in-vehicle emergency call service and the type of valueadded services which can be built on an open telematics platform will also be addressed.

During the session, mobile network operators, car manufacturers, technology providers and public authorities will share their views on eCall implementation in the context of a discussion to be moderated by the European Commission.

Addressing the wide eCall value chain, the session will therefore be of high interest to all eCall stakeholders, who will further have the opportunity to exchange views with the panel of invited speakers.

Background information The pan-European in-vehicle emergency call, “eCall”, is estimated to have the potential to save up to 2500 fatalities annually in EU-27 when fully deployed, to reduce the severity of injuries, lower the cost of healthcare in society and reduce human suffering. The pan-European eCall concept started in 2002. Since then, more than 120 organisations signed the Memorandum of Understanding for eCall deployment, including 20 EU Member States, and eCall has been identified as a priority area by of the ITS Directive.

HeERO is a Pilot Type A Project, supported by a 5M € funding from the European Commission, Directorate General Information Society and Media under the Competitiveness and Innovation Programme (CIP) - ICT Policy Support Programme (ICT-PSP). It started on 1 January 2011 and will last for 36 Months. The project coordinator of HeERO is Monica Schettino from ERTICO – ITS Europe and the leaders of the nine national pilots are: ITS Romania, ITS Niedersachsen - Germany, Ministry of Transport and Communications Finland, Ministry of Transport – Czech Republic, Presidency of Council of Ministers – Italy, Ministry of Infrastructure, Transport and Networks – Greece, Security Arena, Lindholmen Science Park AB – Sweden, National Protection and Rescue Directorate – Croatia, Rijkswaterstaat – The Netherlands.

Can we really do more at less cost with the UK road network?

A Factfile provided by the Institution of Engineering and Technology (IET) and ITS United Kingdom In 2011 the UK is faced with a period of austerity as the Government takes steps to reduce the national debt. Following the Comprehensive Spending Review, the Department for Transport (DfT) announced that it will reduce overall spending by 15%, including an 11% reduction in capital spending. Yet the Department of Transport’s Business Plan 2011-2015 describes a vision where transport is the engine of economic growth while being greener, safer and improving the quality of life in communities.

Can this be done adequately with the reduced budgets? Can we find new ways to manage our assets and minimise the impact of the cuts?

Taking transport funding decisions usually means trying to balance many different pressures including: • Supporting the economy with reliable and efficient transport; • Reducing congestion; • Improving safety; • Minimising environmental impact and energy consumption; • Sustaining and extending accessibility.

Analysis shows that alternative measures and schemes can help to address the pressures listed above, at less cost than traditional measures. For example: • The Active Traffic Management ‘Managed Motorways’ Scheme on the M42 reduced congestion, journey times, fuel consumption and emissions all at £12.4m less per km than traditional motorway widening • The implementation of Average Speed cameras on the A14, saw a 21% reduction in the rate of collisions in the first year, with savings from the reduction in accidents totalling approximately £9m over the first five years at a cost to implement of £4.6m over the same period.

Some of the main challenges in the context of UK transport concern its reliability linked to the predictability of travel times; the congestion caused GDP growth; road traffic accidents costing thousands of lives each year and affecting the EU economy; emissions and air pollutants affecting the health of European citizens, and further linked to traffic congestion; and accessibility, seen as the single best measure of the economic value of transport and linked to economic productivity.

eSafety Observers meet in Brussels to discuss eSafety deployment across Europe The second meeting of the eSafety Observers Network took place on 5 May 2011 in Brussels and gathered representatives from 17 Member States.

The meeting was organised in conjunction with the ITS National Associations meeting on 6 May, moreover a common workshop was also organised by the two Groups.

Risto Kulmala, co-chair of the eSafety Forum Implementation Road Maps (IRM) Working Group, presented to the Observers the WG objectives and the priority systems currently monitored by the group for safe, smart and clean mobility.

He welcomed the Observers to join the Working Group and to support the monitoring of specific vehicle-based and infrastructure related systems for which the deployment status in the different EU countries needs to be reported.

Jure Pirc from the Slovenian ITS Association presented the traffic management systems in Slovenia and its main functions: traffic and weather data acquisition, real-time traffic

management and control, traffic management and guidance via variable message signs, communication with tunnel systems and data exchange with external organisations. Since its implementation several benefits have been observed in the usage of road infrastructure, in the traffic safety and ultimately, in the financial saves. Mr. Pirc also presented the results of the EU co-financed project PROMET. Paul Bennett from ITS Ireland presented the eSafety context in Ireland, focusing on the results already achieved but also on the plans for 2011, the specific eSafety strategies, the R&D initiatives and the current challenges.

Neal Skelton from ITS UK was unanimously elected as Vice-Chair of the eSafety Observers Network.
