Following emotional confronta tions and legal skirmishes with citi zens' groups in Mississauga, where the test burns occurred, the kiln technology was abandoned; a

when a viable technology exists which will safely destroy them. More than a decade ago Canadi ans developed an ingenious dis posal process which used cement kilns to incinerate PCBcontaminated wastes.
The technology resulted from a brilliant combination of federal and
provincial scientists, working with private sector engineers and scient ists from Ontario Research Founda
tion.
But this truly innovative
scheme was stifled over a decade
ago when the project was aban doned in response to pressures from Mississauga City Council and pro test groups.

PCB-contaminated
wastes
could be safely incinerated when used as fuel for rotary kilns during cement manufacture. Now burning PCBs can he a risky business as the chemical must be incinerated at
extremely high temperatures before it is safely destroyed. But rotary kilns during cement manufacture operate at extremely high tempera tures which greatly exceed those required for safe disposal. Moreover, the PCBs are detained in the kiln, well in excess of the time needed to ensure total destruction. This'com
bustion duration' is especially important as partially burned PCBs are extremely hazardous when released into the atmosphere. Additionally, the high tempera tures also destroy highly toxic dioxins commonly found in other incineration modes. There are other
advantages. By using PCBcontaminated liquid wastes during cement manufacture, toxic liquids are transformed into valuable fuel -

scientists said that disposal by the cement kiln process des troyed some 99.986 percent of PCBs. The remaining chemicals were

trace of PCBs in the flue gases, the cement clinker products, or the dust collected from the flue gases. There is one final bonus which
led one engineer to say this was 'an engineering marriage made in heaven'; kiln incineration of PCBs
actually had a beneficial effect on the cement being produced. Unques tionably the process could have been further improved through research and development, had the technology been implemented.

who spoke up vigorously in support of the technology at technical meet ings; but to no avail. Apparently in the appeasement business, complete destruction of toxins while saving vast amounts of energy was not enough; so the cement kiln technology was put in limbo. Mississauga had its little Munich - no PCBs in our time - but

Finally there is the ultimate irony. The Ontario Waste Manage ment Corporation, having spent millions of dollars investigating various waste disposal options in Europe and North America - with the most scrupulous concern for long term environmental effects will almost certainly employ an advanced rotary kiln to effectively destroy industrial wastes. But OWMC's kiln will not harness the

obtained if every member of the population were surveyed, within a certain margin of error. In this way, a carefully selected sample of 1,500 to 2,000 can tell us how Canadians as a whole think about a particular issue.
Polling is a natural extension of our democratic institutions in our
modern, fast changing mass society. Survey research is a form of political participation, in which the detailed views of a representative cross-section of citizens is communi
cated to government officials,indus try associations and other groups who commission polls. Opinion research can be particularly useful in understanding public views on topics such as the environment. Why? Scientists and professionals need to be experts and well-trained in the environmental sciences in order to
carry out their jobs. The public may be just as concerned about the environment, but have a very differ ent perspective. Typically, the lay public is less informed and lacks the 8
about it. Environics is one of Canada's
major public affairs research firms. Since 1970 we have been doing public opinion research in many areas and for a broad range of clients, includ ing governments and private cor porations. One of the most striking developments in the past five or six years is the emergence of the environment as one of the top issues of concern to the Canadian public, right up there with key economic issues such as jobs. Not surprisingly, many of our corporate and government clients have become increasingly interested in the public's views on environ mental issues and we find ourselves

same way as professionals. The difference in how experts and the public view the environment is illustrated by research studies carried out by psychologists which shows that the public and experts differ in how they judge the serious ness
of environmental
hazards.
Experts tend to rely on quantifiable information, such as estimated probable deaths per million in the population. The public relies much more on qualitative criteria, such as whether or not a hazard is common (traffic accident) or catastrophic (plane crash), or whether or not the effects are immediate (tornado) or delayed (asbestos). It is this divergence in perspectives-these two solitudes-that is be
hind the public's deep-seated con cerns about toxic chemicals and
nuclear power, regardless of the as surances provided by credible scientists.
Whether environmental profes sionals consider the public's per spective to be valid or misguided, you need to be aware of and under stand how the public views environ mental hazards.
And this fact is
already widely recognized. Today
this area. This demand led us to establish a new service~The Environmental Monitor-which is Canada's first
syndicated opinion research service devoted exclusively to environ mental issues. By syndicated we mean that a number of clients sub
scribe to our reports and share the cost of this one-quarter million dollar annual research program. The Environmental Monitor is a
quarterly survey of 1,500 Canadians. Every three months we survey Canadians on key environmental issues of interest to our subscribers.
Our third survey, which is now underway, focuses on the transport and disposal of waste, in which we are probing such issues as public perceptions of the relative safety of waste management alternatives, such as landfills and incinerators, as well as the adequacy of current safety standards for hazardous waste transport.
First, our results very conclusive ly show that the Canadian public is very concerned about the environ ment. Whereas in the past environ mental
concerns
were
about
aesthetics, litter and lost recreation al opportunities, today environ mental concerns have become much
more internalized and people now feel personally threatened by environmental pollution. Our data indicate that nine in
ten
Canadians (89%) believe

their health has already been affected hy pollution, and an even greater number (93%) believe there are many unknown
environmental
hazards damaging health. What types of environmental issues are of greatest concern to Canadians? At the top of the list is acid rain, of which 70 percent of Canadians say they are "very con cerned." Equal numbers of the public say they are very concerned about toxic chemicals (69%) and water quality (68%). Somewhat fewer are very concerned about air quality (68%), municipal waste disposal (57%), depletion of natural resources (53%), transportation of dangerous goods (49%) and nuclear power (44%). Despite the ongoing efforts of
governments and industry to clean up the environment, Canadians generally believe things are getting worse. Almost two in three Cana
dians believe that pollution levels have increased in the past two years, while 22 percent think such

Canadians, in fact, hold everyone responsible, although we are most likely to look to the federal govern ment (mentioned hy 32 percent). Second, and somewhat surprisingly, comes individual Canadians (24%), followed hy the provincial govern ments (8%) and private industry (6%).
What is most striking is that despite our efforts to force respond ents to make a choice-to choose one
party as being primarily responsible -21 percent refused to make such a choice, instead insisting that the responsibility for protecting the environment is a shared one among everyone involved. Canadians and Ontarians in
particular are sick of their governments fighting each other. In this sense, Ontarians may be Canada's number one "good corporate citizens", and

Second in credibility comes environmental groups at 40 percent, followed by the media, including television (26%) and newspapers (23%). Little more than two in ten Canadians have a great deal of con fidence in information coming from Environment Canada (23%) and provincial environment ministries (21%). trol and to place the cost of service directly with the user. Yet, despite popular support for conservation, user pay and modern management tools of performance indicators and loss control, there remains widespread resistance to universal water metering.
Currently, about half of munici pal water supply customers are on metered systems. The introduction of metering to unmetered systems is undeniably costly. It has been esti mated at between $175 and $250 per household. There undoubtedly are systems for which the costs will out weigh the benefits, even over a very long period of time. There are oth ers, however, where benefits clearly outweigh costs. Avoidance of capi tal costs for new water and waste-
water capacity is probably at least twice as great as the operating cost savings and is a major factor in determining the pay-back price.
To help system managers and owners determine whether meters
are likely to produce long-term sav ings, CWWA sought funding from Environment Canada to help under take the first step in a multi-phased metering program. In October, $50,000 was obtained and work is now underway. The first phase will develop the tools needed to analyze costs and benefits to a given system of instal ling meters. The work has been divided into five components:
1) Using available data combined with some new survey work, a
profile of metered, unmetered and partially metered systems defin ed according to location, age and size will be developed. The result ing "snapshot" will be used to tar get the potential audience for the metering program.
2) A flexible, cost-benefit model

replacement), including staffing and training requirements, will be prepared. 4) An annotated bibliography asse ssing at least ten of the most rele vant cost-benefit and other meter-
related studies will be provided as background material.
5) A package of essential material for the next promotional phase of the metering program will be pro vided. In addition to the mater
ials generated for components one-through-four, this will con sist of cost-benefit studies and all
the background data and infor mation to prepare materials suit able for municipal and provincial politicians, municipal system engineers and managers, the general public and the media. To undertake the work as out

Depending on both the brand and size of the containers, the CAC report states that bottled water prices range from about 35 cents to almost a dolllar per litre. But many people - including my family - enjoy a glass of their favour ite brand of bottled water which has

Traditional methods of repair, involving excava tion and replacement, have proved both prohibitively expensive and extremely disruptive to traffic and
pedestrians. The cost factor and enormity of the task have left regulatory agencies and municipalities with an almost insurmountable problem. Similar difficulties are also being encountered in
modern industrial and manufacturing concerns. Gas, petro-chemical and other process industries are faced
with lengthy and expensive shut-down every time they need to replace corroded and leaking pipes, located underground or in other inaccessible areas.
In 1971 a British engineer, Eric Wood,invented a revolutionary way of repairing damaged pipes. The process allowed existing pipes to be made sound by relining them while still in place - hence the name Insituform. His invention was timely. By cutting out the major expense factors associated with conventional pipeline repair or replacement (i.e. by excavation), Insituform offers considerable direct savings. An indirect bonus is gained through the virtual elimination of disruption caused by large-scale excavation and its accompanying dirt and noise. Another important factor is the saving of time, which can be particularly critical in an industrial situation. The system can be used on otherwise inaccessible sites and installation takes as little as 24 hours to
complete. Dubbed "a pipe within a pipe", it provides much more than just a lining. When in place, new Insituform tube actually increases the structural strength of the original pipe, and will bridge gaps in broken sections. Not only can it improve flow capac ity, owing to a smoother pipe wall, but it is also resist ant to abrasion and chemical corrosion.
Since its first commercial use, in 1973, Insituform has been used successfully in over 40 countries. Over
2,000 kms of pipe have been renovated by the patented process, equivalent to the distance from London to Leningrad or Paris to Athens. As with most great inventions,the system is simple in operation. First, the site is surveyed and a full assessment of the damaged pipeline is produced, pro viding details of the internal dimensions and profile. From this basis the tailor-made Insitutube can be
manufactured. Existing connections are also premeasured and recorded at this stage. A tube, com posed of a polyester-fibre felt sleeve, is coated on the outside with polyurethane and impregnated from the inside with a liquid thermosetting resin. This Insitu tube, tailored to the exact diameter and length of the damaged pipe, is inserted into the pipeline through an existing manhole or other access point. (Cont'd.)

mining industry. Mining companies use flotation cells to recover minerals from a rock/

The glass portion of the blender constitutes the flotation cell; the chopping blade is comparable to the cell's impeller, which draws air into the slurry and creates the hubbies that carry the miner als to the surface). Professor Smith has modified
the standard flotation cell by filling it with a highly active catalyst that speeds the conver sion to water of the hydrogen in the H2S. At the same time the
sulphur in the H2S is converted to solid sulphur, which floats to
the surface of the cell where it can be skimmed off. He also increased the amount of natural
gas being drawn into the flota tion cell to more than twice the amount of air intake used in the
mining process. The bubbles of natural gas created by his system are tiny and highly sheared by the speed of the impeller. As a result,there is better contact with the catal
yst and thus faster and more efficient oxidation than in con ventional contactors.
The process will pay for itself. Smith says, in plants which can extract and sell more than 10
tonnes of sulphur per day, although it will most likely be used in smaller applications where its compact size is important. In pilot tests, the process has been demonstrated to require less capital expenditure and lower operating costs than cur rent methods. Unlike other pro cesses, Smith's invention does not get clogged by impurities or recovered sulphur.

The Delta-Stak Clarifier occupies 1 /3 to 1 /2 the floorspace of conventional inclined plate or tube settlers due to its vertical stack arrangement, and efficient stagewise clarification system.
