Esh Group Overview

At Esh Group we put local communities as the heart of our activity and support them by developing the built environment and adding social value for the economies local to them. We offer a diverse range of construction services to all types of clients, including the private and public sectors. Our history began in 1971 with the creation of a partnership between Jack Lumsden and Tony Carroll resulting in Lumsden and Carroll being formed. During the mid 1990’s the business merged with Deerness Fencing and Dunelm Homes to create what has become the largest indigenous construction company operating across the North East, Yorkshire, North West and Scotland. Esh Construction was created in December 2010 following a name change by Lumsden and Carroll Construction Ltd and in 2014 Esh Group went on to acquire both Border Holdings and Border Construction Ltd. We are a commercially strong construction business with a turnover in excess of £235m and have the knowledge and skills which have been accumulated and enhanced by our varied project experience. We are very proud of our strong regional presence and reputation, which we have worked hard to earn and is refelcted by the number of clients with whom we work. We remain a financially stable, privately owned company with cash in the bank in excess of £20m. Early consultation and strong communication throughout project delivery are values central to our methods of operating and are key to stakeholder satisfaction. Yorkshire Region Overview Our Yorkshire operations are based in Swillington, Leeds and has the support of our wider Esh Construction businesses. We have over 40 years construction experience and there are over 100 staff based within the Yorkshire area, providing Esh Construction with a strong regional presence. We provide our clients with a regional approach whilst offering a proactive, open and collaborative work ethic which has enabled us to establish close working partnerships with our customers, consultants and supply chain. Esh are proud of the reputation we have, which we have worked hard to earn and are aware that project success is reliant upon clear and concise coordination of services, effective and efficient service delivered by a competent and passionate delivery team. Turnover within the Yorkshire region is £40m and having an operational office and depot in Yorkshire enables us to reduce our delivery times and offer our client a comprehensive, competitive and consistent approach. We are fully resourced to deliver effective and efficient building and civil engineering service on projects ranging from £150k to in excess of £20m. Our delivery team can demonstrate extensive experience of successfully delivering both new build and refurbishment projects across a broad spectrum of sectors including industrial, education including student accommodation, retail, commercial, leisure, public, healthcare, housing and historic building. We believe in adding value within the communities in which we work and have a dedicated Added Value Coordinator based within the Yorkshire region who supports the provision of community and added value requirements across the region.

Waste Water Networks Major Works Client: Northumbrian Water Ltd

Waste Water Networks Minor Works Client: Northumbrian Water Ltd

The projects range from simplistic new infrastructure in rural locations, to upgrading existing systems within busy urban environments. The scope of works also varies from simple pipe upsizing, to large storage tanks constructed in both pre-cast concrete (Ocean Road) and preformed plastic pipe arrangements (Woodside Crescent, Hadston). Also large diameter storage shafts constructed by both Caisson and underpinning (Teesville Flooding, Eston) along with associated Mechanical and Electrical installations.

This Minor Works Framework for the Central Area comprises of the reactive and planned, repairs and maintenance of wastewater networks in both the public and what was formerly regarded as the private domain, combined sewerage overflows (CSOs), sewer flooding , new development works, large programme of non intrusive solutions e.g. Liners etc, mitigation works and environmental benefits.

Minor Works Framework, North East, Yorkshire and North West Client: Environment Agency

Planned Maintenance Partnership and Kitchen Replacement Client: Anchor Trust

The Framework is over a 4 year period to provide the Environment Agency with diverse resources to maintain and construct wide ranging flood defenses in areas of vulnerability. The area covered is from the Scottish Borders to Hull and across to Sheffield. We provide emergency response support during times of heavy rainfall and high river levels as well as delivering programmed works. These works have been competitively awarded following a tender process with our Framework partners.

A number of schemes have been undertaken for Anchor in a Kitchen Refurbishment Project and also a Planned Maintenance Partnership. This is a long term Partnership which has been renewed due to the quality of work undertaken. Various projects undertaken throughout the course of the partnership including communal area refurbishments, bathroom replacements, kitchen replacements, fire doors and external Works.

Decent Homes Programme Client: City of York Council

Middlehaven Gateway, Middlesbrough Client: Keiro and Erimus Housing

This framework followed on from the Decent Homes Programme and it was estimated that approximately 200 properties needed to be refurbished per year. The works comprised of the installation of new heating systems, kitchen replacement, bathroom replacement, electrical rewiring, internal structural works, boiler replacement, wall tiling and floor vinyl’s. We worked closely with the Council and produced a programme to deliver the planned works to their housing stock and this programmed ensured all works were carried out in an economical, practical and viable way for all parties involved.

The project was procured through the Spirirt Framework and is the first development of its kind and incorporates a single large building which houses a neuro-rehabilitation centre and associated services (consisting of 40 residential bedrooms, therapy and rehabilitation facilities). In addition there are also community facilities, office spaces, catering facilities, café, pool, spa, gym and a knowledge centre. The development also incorporates 8 x 2 bedroom apartments, 2 x 3 bedroom adapted houses and 2 x 2 bedroom adapted bungalows. The aforementioned was developed along with all associated external works.

Planned Maintenance, North East Client: North Star Housing Group

Decent Homes Standard Works, East Durham Client: East Durham Homes

The project involved the completion of planned maintenance internal works. This included kitchen and bathroom replacements, partial electrical re-wiring, full electrical rewiring and heating installation replacements. We completed work to over 500 properties across the north east of england. A full resident liaison service was provided to ensure that the tenants had a full understanding of the works to take place in their homes. All residents were issued with newsletters, programmes and handouts.

This scheme involved the delivery of capital and refurbishment works to the Council’s residential housing stock. The internal programme of works included central heating renewal, electrical rewires, bathroom replacement, kitchen replacement, aids and adaptations, works within communal areas of low rise flats and asbestos removal. Also an external programme of works was completed and included roofing, chimney and roofline works, repairs to the external envelope of the property including treatment to masonry, insulation to loft and cavity wall insulation, insulation cladding to solid walls, fencing, pathways and driveways.

Waste Water Networks Major Works

£20,000,000 P/A Client: Northumbrian Water Ltd

This current framework commenced in April 2011, and replaced the previous framework we delivered. It incorporates numerous individual projects ranging in value from £100k to circa £3m. These projects are primarily Flood Alleviation projects to remove NWL’s customers from the DG5 flooding register. As of September 2013 we have been working on a Term Services Contract (TSC) which is a negotiated work stream, carried out by a discrete team within our business structure.

Our in-house resources are fully conversant with the requirements of working in the public arena, and the inherent difficulties this brings, as well as managing the interface with the local Highways Authorities to ensure compliance with the recently revised Traffic Management Act (TMA) legislation, along with private landowners and any other stakeholders. Due to our regional base and broad range of clients we have proven throughout the course of the framework that we have the flexibility to manage both upward and downward trends in work volumes.

During the course of the framework the dedicated team has gained further experience in the systems and processes of NWL, not only with regards to construction standards, but also in the reporting and operating manual standards such as DRL, EPM and Extranet. Resources have also been made available throughout the delivery period, for both negotiated and competitively tendered projects for Early Contractor Involvement (ECI) sessions and consultant buildability assistance. This proves invaluable in ensuring projects can be delivered within tight physical and time constraints.

We offered a full tenant liason service throughout the duration of the contract, offering support to the residents and the wider community. Carrying out danger talks to primary schools throughout East Durham, explaining the dangers of playing on

Initially the programme was scheduled to allow for 18 days in each property, EPS are currently averaging a time of 10-11 days in each property working ahead of the two year programme. The reduced time we have achieved per property has allowed us to offer East Durham a cost saving, due to a shorter time and cost of being on site. We are planning to finish the 2 year programme in 56 weeks. Sustainability Water was used in an attempt to reduce the amount of dust from using still saws on site, preventing as much dust as possible for the residents and their neighbors. We have provided bat boxes to some of the residents homes, while we were busy restoring some of the rooflines of the houses. In the properties we used to facilitate the site setup we had notices to ensure the lights etc were turned off. In an attempt to reduce our Carbon Emissions we shared vans on site between the site staff and ran a car-share scheme to get them to and from work. Floor coverings made from recycled materials were used to protect residents carpets.


Decent Homes Standard Works, East Durham

Contract Duration: 52 weeks Form of Contract: PPC 2000

Value Engineering Reducing the amount of time spent per property allowed us to provide cost saving to East Durham Homes, through reduced costs of being on site. Added Value 98% of our labour force was local to the areas in which we were working. We TUPE transferred three people over from Kier, an office worker, cleaner and an apprentice joiner Our customer care team carried out danger talks with our Health & Safety Mascot Dudley the Elephant, in Trimdon Junior School and Wheatley Hill Primary School. Running coloring competitions with prizes and an awards assembly where we revisited the school. Innovation One of the key innovations of this whole scheme has been the ability to deliver a very efficient programme of works, allowing us to complete 15 houses per week which is over and above the required 10. Public and Stakeholder Liaison

The Customer Care team carried out letter drops to surrounding houses and held several consultation events with the residents. We

engaged with East Durham Homes and the other partners, continuously throughout the duration of the scheme. We had the Customer Panel who are made up of the residents and employees of East Durham Homes, visit the site and conduct a ‘Reality Visit’ interviewing the staff across the three partners we have received excellent feedback scoring top out of the partners. We have shared best practice between the three partners. Challenges Overcome There were high levels of Asbestos on several of the properties, that was not identified until we opened up the roof of the properties at one point we had to put a stop on the job until we could get a specialist asbestos removal company in to remove it. Going forward we identified that there was a particular house type that has the asbestos in the roof and we were able to manage this accordingly with our specialist subcontractor on board. East Durham Homes set a requirement of 10 properties per week to be completed, using the same resources we were able to increase this to 15 properties per week programming the whole scheme to finish ahead of schedule.


Minor Works Framework, North East, Yorkshire and North West

ÂŁ2,500,000 P/A Client: Environment Agency

The Framework is over a 4 year period to provide the Environment Agency with diverse resources to maintain and construct wide ranging flood defenses in areas of vulnerability. The area covered is from the Scottish Borders to Hull and across to Sheffield. We provide emergency response support during times of heavy rainfall and high river levels as well as delivering programmed works. These works have been competitively awarded following a tender process with our Framework partners. We have an established resource set up for dealing with short notice requests to deliver works. Rapid response emergency squads have been formed ready to work 24/7 with an on call supervisor committed to 2 hour response times. We are frequently faced with emergency scenarios such as sewer collapses, maintaining Environment Agency flood defense assets in the midst of events and mitigating health and safety issues to specific properties.

We receive a wide variance of works for the Environment agency depending on whether the area we are engaged in is urban or rural. During works we are conscious of the restrictions of working within SSSI (Site of Special Scientific Interest) sites, European and World heritage sites and working to requirements given by

Natural England. We take these restrictions into consideration when assisting the Environment Agency to formulate solutions and when creating our programme of works. At the request of the Environment agency we provide managers on secondement to assist in the design, cost management and the fast tracking of the delivery process of projects identified by the Environment Agency. This has been a successful delivery mechanism across the regions. A large part of our works involves being the main contractor as Principle on CDM projects or GS main on non-profitable jobs. We already manage our own carefully selected subcontractors who are procured through a rigorous Health and Safety system to meet our requirements. We have a wide range of internal resources incorporating many skill sets so most works can be delivered by in-house resources. When we do not self deliver, we regularly engage long term subcontractors for works such as surfacing, directional drilling, timber piling and large steel fixing projects. We are partnered with 2 design engineers who assist us with developing projects at the conception stage so all build ability aspects are taken into account. Utilising our geographically widespread offices and yards across the area and well as labour resources has become a major benefit. We have successfully

delivered CDM notifiable projects as well as nonnotifiable works incorporating the work types detailed above. Following contact with the Environment Agency’s representative we quickly visit site and propose a solution to the problem including RAMS and costs for delivering works identifying areas of value engineering when we can. Our pool of labour within our current frameworks incorporates many skill sets such as deep drainage squads, tarmac patchers, reinstatements, landscapers, kerb layers, joiners, concretors, fencers and bricklayers. All of these employees are long serving operatives who have worked alongside their colleagues for many years. We have utilised our large pool of labour to deliver a high proportion of works however when specialist works are required we utilise our long term sub contract partners to deliver works.

We have delivered contracts ranging from £500 to upwards of £500,000 in value depending on the complexity of the projects. Types of work previously carried out includes: drainage works, outfall construction, timber piling, tidal works, de-silting, fish & eel pass construction, carriageway construction, bridge works, flood bank construction, flood wall construction, sheet piling works, fish rescues, bank stabilisation works, revetment works, 24/7 emergency call outs in

major events, flap valve and gates removal and installation. Van packs are as standard with COSHH and RAMS etc. Monthly foremen’s meetings alongside toolbox talks took place. Live RAMS are specific to the works and are adaptable as conditions change due to elements such as weather or annual inductions. Health and Safety and Risk Mitigation Health and safety is paramount to the Environment Agency as well as Esh and we approach 90% of our works as CDM projects so that our approach is consistent. The Environment Agency framework is monitored as a separate sector and therefore KPI scored separately so that any downward trends can be identified and addressed. Our own internal Health and Safety departments carried out internal health, safety and welfare audits and we experienced site visits from Environment Agency external auditors. All of the safety audits passed without issue and improvements suggested were acted upon immediately.

Our health and safety documentation covers a wide and in depth account of works whilst being a live document able to adapt to site conditions. We regularly receive a SHE report from the Environment Agency which is disseminated across our Environment Agency delivery team so we are aware of any new practices. Our specialist Environment Agency teams play a key part in the area of mitigation as they have an excellent knowledge of good practice on site and have built up a relationship with the client. It is their understanding that helps work to be delivered in a safe manner and to an exceptional standard. All workers receive bespoke training in accordance to their working environment in areas such as behavior training and water safety training along with SMSTS and other minimum requirement training. Planning is also key to mitigating delivery on Environment Agency projects particularly when working in difficult conditions such as in a tidal area or particularly close to a watercourse or sensitive area.

Sustainability We work closely with the Ecology and Biodiversity departments within the Environment Agency in order to remove or minimize any disruption during the works. All of our team have received Environmental Awareness training and have our own Neebosh accredited Environmental auditor who makes unannounced site visits. Whenever possible we try and improve habitats by introducing otter holts or bat boxes often with the help of the community and local schools. We have standard on site practices that ensure we are as green as possible such as utilizing machinery with bio fuel, using booms and spill kits to prevent pollution alongside our rigorous daily inspections to all machinery and vehicles prior to use. We are committed to reusing and recycling materials when possible. On nearly all sites we use recycled aggregates however sometimes bespoke solutions can be found on site by utilizing existing materials.

Performance to Programme

We always strive to deliver works within the contract period and to the highest levels of safety and quality. We provided weekly updates for specific projects and a quarterly full global programme covering all of our Environment Agency projects delivered at our Framework meetings.

All our vehicles are green fuel efficient to reduce our carbon footprint and whilst on site, particularly in the summer months we use PV cabins. On larger schemes we use the carbon calculator to calculate our carbon emissions and set targets for its reduction.

Value Engineering We constantly look to provide value engineering across the work we do and provide solutions to problems. These solutions are conveyed either by our in house CAD system showing indicative proposals or for larger schemes via our design partners. On projects such as Potto Beck Flood Alleviation and Halgut Culvert, major savings have been made by value engineering on schemes ranging between £300,00 and £500,000. Our in house Masternaut system is also a huge benefit in that we can maximize efficiencies for the delivery of materials etc. Added Value Our motto is ‘leading the way in constructing communities’. Our attention is on the people who live in and around the communities where we work. They are as important as the homes they live in, the infrastructure which serves them and the places where they earn and learn.

As part of our commitment to Added Value and community works, we carried out works to St Mary’s School, Hexham. We installed a 900mm culvert within a school playground and carried out a “site safety sign” competition with the winners signs fabricated and displayed around the site. Prior to commencement we carried out a presentation in the school hall informing the pupils of the dangers on construction sites.

We also carried out projects for Slow the Flow & Great Ayton. Several areas of work took place around Great Ayton whilst training apprentices from the Environment Agency and North Yorkshire Moors. We are actively looking to build up relationships with community projects such as the Skill Mill to introduce new people into the industry and build up their self esteem. Public and Stakeholder Liaison The examples below demonstrate the standard of liaison which we carry out on many projects along with the minimum requirement of letter drops: Potto Beck (Flood Bank £515,000). Public meetings were held to explain what works were to be carried out and the reason why. St Marys School, Hexham (Culvert & Lining Works £330,000). We gave local residents a bespoke email address allowing the local residents to contact us and e-mail queries which were answered within 24hrs of receipt. Carlisle Park, Morpeth (Culvert works, landscaping, footpath works & trash screen £95,000). A public information board was erected providing progress information and upcoming works to the public
