EDITORIAL

By Marko Gospodjinački, President of ESHA The summer of 2010 has been one of great change for our association: Change that comes with opportunities on the one hand, but also with challenges. First and foremost, June was the month of Hidroenergia Conference, the biggest international event with focus on small hydropower. The organisers were happy to announce at the end of the conference that this was the largest ever Hidroenergia, with nearly 50 exhibitors, and almost 400 delegates attending. This was an occasion to discuss many themes linked to small hydropower and its development in Europe and the world, as well as to network and develop business relations at the exhibition. It was an obvious demonstration that small hydropower continues raising interest and spurring research throughout the world, both in developed countries, and in developing countries. The success of this event gives us all much hope to see a similar one happen in two years’ time in Wroclaw, Poland, hosted by our member the Polish Small Hydropower Association.

This event was also the occasion to held the ESHA Governing Board and General Assembly meeting, where I was greatly honoured to be elected to the post of President of ESHA, after my predecessor, University of Vienna Professor Bernhard Pelikan, stepped down from the position he had been holding for 6 years, with great talent and outstanding leadership. I am nevertheless thrilled that he continues to work as a Vice-President of the association, alongside Hugues Albanel, from the French company UNITe; and Bogdan Popa (Romanian Small Hydropower Association), as Treasurer. Additionally, the ESHA Governing Board welcomed a new representative from Sweden, Dr. Thomas Sandberg.

The General Assembly approved the new statutes of ESHA and established a new body of the association – the Executive Board. This was constituted by election of eight highly devoted and work motivated members of the Governing Board (dr. Pelikan, Ms. Prechtl, Ms. Penalba, Mr. Sa Da Costa, Mr. Frosio, Mr. Corbet, Mr. Denis and myself). The Executive Board already proved to be of extreme value for ESHA with the swift and professional decisions and expertise work done.

Hidroenergia conference was also the occasion when the now former ESHA Secretary General Gema San Bruno announced she would be leaving the association. We all know her as a motivated and loyal person with lots of Spanish temperament, as the one who managed ESHA’s many projects and the one who started to modernize ESHA. We are thankful for her positive contribution and wish her all the best in her future career.

The Hydro 2010 Conference, which took place in September in Lisbon, was another occasion to gather the small hydro community in one place and discuss outstanding issues, with over 140 exhibitors, and including 3 sessions solely on small hydropower, in which ESHA collaborated largely. In particular, I was happy to coordinate with the Hydro-Equipment Association Europe (HEA-E), who represent the European turbine manufacturers. Our meetings set the path for a renewed and fruitful collaboration between us, as I strongly believe that ESHA and HEA-E have to use our full expert and financial potential to amplify our voice and sharpen the results of our work.

Despite some significant changes, we are committed to continue providing our members with quality representation, information and services. Likewise, this newsletter has been elaborated with the utmost care, and aims to provide our readers with information that is as accurate and up to date as possible. You will therefore learn about all recent news at ESHA, including, amongst others, staff changes, and welcoming of our new Secretary General Dirk Hendricks and intern, Natalie Theocharous. You will also find a new section, which presents one of our members: the Bulgarian company VAP Hydro.

Our team at ESHA has been working extensively on the CH2OICE, Hydroaction, Rural-RES and Stream Map projects, and you will learn about the important upcoming events for three of these projects, which will take place in Brussels and Rome at the beginning of 2011. In our policy update, you will learn about the most recent developments in the implementation of the two directives that affect directly the development of small hydropower in Europe: the

European Water Framework Directive and the Renewables directive. We will also present the coming 2012 Blueprint for an EU water strategy. These topics are crucial for the sector and ESHA will of course be following them closely.

NEWS FROM ESHA Staff change at ESHA After over ten years working for ESHA, the now former ESHA Secretary General Gema San Bruno left the association in the end of October 2010 to dedicate herself to project management in the field of sustainable water management. Felix Danos, part-time ESHA Officer, will leave ESHA to work full-time for the European Ocean Energy Association (EU-OEA). Felix appreciates his experience with ESHA and looks forward to staying in contact with ESHA members.

On behalf of ESHA, the Secretariat thanks both for their commitment and service and wishes them all the best for their future endeavours.

Dirk Hendricks has been appointed as new ESHA Secretary General starting officially on the 1st of January 2011. He is deeply committed to use this opportunity to develop the association further as an important voice of the European energy sector.

As former Director of the EU Liaison Office of the World Future Council Foundation, Dirk Hendricks focussed on the promotion of renewables in the EU. In addition to his participation in the development of the 2008 RES Directive, he has specialised in European electricity grid interconnections, particularly through his coordination of a group of Members of the EU Parliament.

He has previously worked in similar positions at Senior Communications Officer in the International Union for Conservation of Nature (IUCN) Regional Office for Europe and as International Campaign Coordinator in the EU Office of the International Fund for Animal Welfare (IFAW). Before that, Mr Hendricks worked in the Secretariat of the UN Convention on Migratory Species (UNEP/CMS) as Project Coordinator. Mr Hendricks studied Economics, Economic History, International Relations and German Linguistics in Münster, Washington, D.C., Florence and Dublin

Natalie Theocharous has joined the Secretariat in October 2010 as a trainee. She works for six months on various administrative and communication tasks as well as provide support to ESHA projects. Nathalie is a graduate from the University of Bath (UK) with a Bachelor (Hons) in European Studies with French and Italian.

ESHA warmly welcomes the new staff members. With another staff member joining in December 2010, the new ESHA Secretariat team will be complete to successfully tackle the many challenging tasks for 2011 and to enhance ESHA’s impact within the EU. The new team looks very much forward to working with you!

Hidroenergia 2012 As announced in Lausanne, the next international key event of the Small Hydropower sector, Hidroenergia 2012, will be organized for the first time in one of the Eastern Europe countries - Poland. It will take place from 23rd to 26th May 2012 in Wrocław, one of the oldest and most beautiful cities in Poland. Located on the Odra River, crossed by its numerous tributaries and canals, Wrocław is a unique city of 12 islands and over a hundred bridges. The event will be organized at the Centennial Hall complex, one of the most remarkable pioneering architectural masterpieces of the 20th century, added to UNESCO's prestigious list of World Heritage Sites.

Organized by ESHA since 1989, Hidroenergia 2012 will be co-organized by TRMEW (Polish Association for Small Hydropower Development www.trmew.pl), ESHA member representing the host country. The Hidroenergia 2012 conference is expected to attract over 500 delegates and 60 exhibitors. The novelty of the coming edition of Hidroenergia will be the changed formula of the exhibition. It will be organized as trade fairs and will be a perfect

opportunity to meet business partners from the Central and Eastern Europe as well as from all over the world.

For the first time Hidroenergia will focus strongly on the needs, priorities and opportunities of the countries of Eastern Europe and will gather together the main actors of the small hydropower sector from that area.

Postgraduate course on sustainable hydropower Under the dynamic and expert initiative from Pr. Dr Bernhard Pelikan, former president of ESHA and current vicepresident, the second edition of the Postgraduate course in Sustainable Hydropower is being organised in Vienna, at the Technikum-Wien Life Long Learning Academy, Austria, from the 21st of February 2011 to the 23rd of April 2011.

To become a specialist in Sustainable Hydropower means to acquire the ability of interdisciplinary engineering and the feeling of how to find compromises. Although there already exists some sectoral education in hydropower‐related topics like hydrology or turbine technology at different European universities, there is still no comprehensive education offered focusing exclusively on Sustainable Hydropower.

The course Sustainable Hydropower is designed to equip the participants with the competence to understand the state of the art on hydropower design and technology. The course aims to improve the understanding of concepts and systems and enhance knowledge regarding tools and approaches. The course will educate those involved in design, engineering and implementation of advanced and sustainable hydropower concepts.

Sustainable Hydropower is tailored to professionals in the hydropower business, to potential investors who want to learn about the background of their business and generally to people who are interested in one of the most colourful sectors of renewable energy.

GESS-CZ, s.r.o. was founded 19 years ago and continues the tradition of engineering production of the company SIGMA Hranice, Czech Republic.

It has its own design and engineering offices and is focused on the development and manufacturing of equipment for water works.

These devices are used for pumping and treatment of drinking water, as well as waste water.

GESS-CZ specializes and are the sole manufacturer of Archimedes screw pumps in Central and Eastern Europe.

Hydrodynamic screws benefit from the following advantages, amongst others: -Much lower overall costs (civil + mechanical parts), 30–40 % less than a Kaplan turbine, for example.

ESHA Member focus: The activities of VAP Hydro, Bulgaria.

VAP Hydro is a Bulgarian company active in the renewable energy sector. They produce and supply complete range of electromechanical equipment for hydropower plants by offering turnkey hydropower solutions: design, manufacturing, testing, installation, supervision and service.

In 2010 VAP Hydro set the ambitious goal to expand its activities and enter new potential hydropower markets.

During the last months they signed a number of turnkey hydropower equipment contracts and set perspective long term business relationships.  VAP Hydro will supply complete hydropower equipment for Porumbaco Hydropower Plant in Romania. The contract includes design, manufacturing, supply, supervision of site assembly and launch into operation for the electromechanical equipment: turbines, valves, generators, instruments and automation, electrical part and technical documentation. The launch into operation is scheduled for March 2011. 

One of VAP Hydro successful projects is Pobreg in Albania. With a total installed capacity of 8595 KW Hydropower Plant Pobreg is the biggest power plant with turnkey equipment supplied by VAP Hydro. HPP Pobreg will be equipped with three Francis turbines with horizontal shaft. The launch into operation of the power plant is scheduled for September 2011.



VAP Hydro first project in Armenia is the Hydropower Plant Amasya. VAP Hydro is responsible for all the activities from design to assembly and launch into operation for the electromechanical equipment: turbine, generator, governing system, documentation. Amasya HPP will be equipped with two identical Francis turbines with horizontal shaft and will be started by the end of August 2011.

Being part of the hydropower market VAP Hydro participates in hydro exhibitions and professional events.  In June 2010 they took place in the HYDROENERGIA 2010 in Switzerland, where besides the exhibition, at the conference VAP Hydro presented one of its most successful projects – Blagoevgradska Bistritsa, Multipurpose hydro schemes. 

In September 2010 VAP Hydro discovered new opportunities by visiting the International conferenceexhibition ENTECH 2010 in Busan, South Korea with focus on renewable energy sources and environmental protection.



In September 2010 VAP Hydro will be part of HYDRO 2010 in Lisbon, Portugal, meeting the most significant players in the hydro business. HYDRO 2010 will review progress and achievements, as well as needs and future challenges. VAP Hydro will present its projects and potential at booth № 405.

PROJECT NEWS Stream Map – the way forward for the hydro sector in EU-27

The first round of data collection within the Stream Map project is approaching to its end and the launch of the database is anticipated in December 2010. The database consists of energy, market and policy data on both small and large hydropower with a baseline year of 2007. ESHA coordinates the set up of the central database called HYDI, including complete information on the hydropower sector for each of the 27 EU member states. Information ranges from basic data on the number of plants to forecasts on planned plants & refurbishing to economic variables.

It also covers policy and legislative frameworks.

Based on the data collected a roadmap for the hydro sector will be defined including recommendations on future development to be delivered to national and local policymakers in view of plans to increase use of renewable energy.

National validation workshops will be organised in all partner countries starting in spring 2011.

ESHA is leading the Stream Map project with a consortium of France-Hydro-Electricite, British Hydropower Association, Lithuanian Hydropower Association, Italian Association of Renewable Energy, Slovenian Small Hydropower Association, Swedish Renewable Energy Association, Romanian Institute for Hydro and Design, Portuguese Renewable Energy Association, Polish Hydropower Association, and Belgium Renewable Energy Federation. The project is co-financed by the Intelligent Energy Europe programme.

The Hydroaction project partners met on 14 September 2010 in Linz, Austria. Hydroaction aims at developing a methodology for optimizing the design of hydro turbines up to 5 MW, with regard to productivity and cost. The project is advancing well according to the schedule after the 25 months of implementation.

The results of the Hydroaction project will be presented at ESHA seminar which will be organised in April 2011 in Brussels. Series of training workshops for engineers will also be carried out in Austria, France, Greece and Switzerland during spring 2011.

ESHA is a partner in the CH2OICE project, which aims at developing a technically and economically feasible methodology for certification for hydropower of high environmental standard, being coherent with the requirements of the Water Framework Directive. This includes developing a general, agreed and widely transferable approach for such a certification, discussed by all relevant stakeholders, and developing an operational methodology, which has been tested Italy and Slovenia.

The project is at its ending phase with the methodology for European level certification for hydropower being finalised. A Final Conference on certification will take place on 25 February 2011 in Rome.

ESHA participates in the fourth RuralRes Project meeting, in Växjö, Kalmar County, Sweden

On the 21st and 22nd of September 2010, ESHA participated in the 4th Rural-RES international meeting in Växjö, Kalmar County, Sweden. After relatively critical comments given by the European Commission in response to the project’s interim report, all the partners have worked hard to complete their work and to advance the project even more than required. The partners all showed their maps of the potential of mini hydro and mini wind in their regions and the project coordinator announced that he was happy with the way the project was now back on track.

The partners where then convened to visit a state of the art small hydropower scheme nearby, by the South East Sweden Energy Bureau (ESS). Subsequently to this meeting, the partners agreed to keep working hard and to have a training package to propose to training-centres and universities by the end of the year.

Furthermore, the project will hold its European level conference during the European Sustainable Energy Week 2011, and expects a large number of participants.

EREC Celebrates its 10th Anniversary

On 29th September 2010, EREC celebrated its 10th Anniversary with a High-level conference and a reception. Since the moment of EREC’s creation, the renewable energy sector has evolved into a mainstream source of Europe’s energy mix.

The evolution of legislation in the field of renewable energy - from the 1998 White Paper for renewable energy sources to the binding 20 % renewable energy target contained in the 2009 Renewable Energy Directive which provides an encompassing framework for renewable electricity, heating & cooling and transport solutions - has helped to shape a competitive European renewable energy industry, a major cornerstone of Europe’s economy in the 21st century. At EREC’s High-level 10th Anniversary Conference, Christine Lins handed over EREC’s latest REthinking2050 report to European Energy Commissioner Günther Oettinger. NEWS FROM THE EUROPEAN INSTITUTIONS Water Framework Directive Update The latest news on the implementation of the Water Framework Directive regarding hydropower are the following: Within the Ecological status Working Group the final results for the intecalibration work are anticipated for June 2011. Currently the WG for Ecological Status has been working on comparability of setting class boundaries (of ecological status) between the member states.

Workshops regarding ecological status assessment & biological classification methods sensitive to hydromorphology are anticipated for 2011: -

Workshop on ecological status assessment, including the use of supporting physico-chemical and

hydromorphological quality elements, the assessment of confidence and precision, and the overall status assessment; Workshop on biological classification methods sensitive to hydromorphology, definition of ecological potential in HMWB and AWB, and the assessment of minimum flow requirements.

A Conference on the Economic Issues of WFD Implementation was organised on 19-20 October 2010

in Liège, Belgium. As the first River Basin Management Plans (RBMPs) were due to be finalised by December 2009, the Commission wanted to gather views and information on the experience of implementing the economic aspects of the Directive and at the same time look ahead on what needs to be done in the second implementation cycle.

The scope of the conference focused on the Water Framework Directive integrating the economics into water management and policy making. The Directive requires the application of economic principles (the polluter pays principle); the use of economic approaches and tools (cost effectiveness analysis) and the consideration of economic instruments (water pricing). A study on WFD and hydropower is currently being conducted by the European Commission.

The Alpine Convention is organizing a ”Water Conference 2010 – Water in the Alps”, on 25-26 of November 2010 in Venice (http://www.alpinewaterconference.it/index.html), one of the topics being “The hydroelectric production in the Alps”.

A workshop on hydropower linked with WFD implementation will be organised in 2011. The following

issues are on the agenda: -

Improving the ecological status of waters / rivers while keeping the existing power plants by avoiding negative effects Grid stabilization through the use of pumped storage Integrated river basin management defining possible new sites and no go areas Adaptation of hydropower to climate change

The results of the workshop are likely to lead to further guidance for the member states regarding hydropower (modifications & existing plants) and WFD implementation. ESHA is actively following & participating in the organisation of the workshop.

A Blueprint to Safeguard Europe's Water Resources The European Commission with the lead of Commissioner for Environment, Mr Janez Potočnik, is preparing a revised European Water Strategy as a Blueprint for EU’s water policy . This strategy aims at a holistic and integrated approach on European water policy with an overall assessment resulting to specific targeted proposals.

Water scarcity and droughts will be one of the key issues of the strategy.

A Communication on a “Blueprint to Safeguard Europe’s Water Resources” will be published by the end of

2012, some legislative proposals are anticipated as an outcome. Several public consultations and studies will be carried out until then. Water will also be the main topic at the Green Week in May-June 2012.

The Communication will be based on three pillars: 1. Assessment of River Basin Management Plans and WFD Objectives 2. Review of Water Scarcity and Drought policy 3. Assessment of vulnerability of water resources to climate change and other manmade pressures.

Regarding hydropower, especially pillars 1 (assessment of RBMPs including mitigation measures for impact of hydropower) and pillar 3 (impact of climate change, analysis of pressures, changes in hydromorphology, assessment of impacts) are relevant.

For further information please contact Lauha Fried Implementation of the RES Directive The member states were to submit their National Renewable Energy Action Plans to the European Commission by the end of June 2010 - currently 23 out of 27 member states have done so. Most of the member states expect to meet their targets but with varying ambition. Some countries, including Sweden, Finland, Spain and Germany, predict they will generate more energy from renewable sources than their EU targets require. Others, including Italy and Luxembourg, admit to a shortfall and will likely become the recipients of cross-border cooperation.

ESHA has compiled a table with information on how much hydropower is planned to be included in the mix for the member states to reach their targets with information also on planned measures regarding simplified administrative procedures and grid access. This table is available by request from Natalie.Theocharous@esha.be.

The Commission will publish their evaluation report on the NREAPs in the beginning of next year.

In collaboration with Statkraft and co-funded by Innovation Norway, CleanPower AS has this summer installed a pilot model of its new mini hydropower turbine / generator named Turbinator at the Statkraft- owned Hegset dam in Norway. The machine sits at the foot of the dam, a challenging location for a hydropower plant. The machine must be compact and water tight to withstand the rigors of nature.

Source : CleanPower The American company Hydrovolts receives a small hydro order and investment from India Hydrovolts Inc., a Seattle-based, small-scale hydropower company, announced it has received investment to develop a 25 kW hydrokinetic canal turbine for DLZ Corp., which is developing several hydropower projects in India.

DLZ Corp., a U.S.-based civil engineering firm with annual revenues of more than $100 million, has obtained permits and a power purchase agreement to develop a 10 MW hydrokinetic power project on the 14-km Chilla Canal in northern India which currently feeds water to a traditional hydropower plant on the Ganges River.

DLZ’s initial investment of $250,000 will fund the manufacture of a prototype 25 kW hydrokinetic turbine.

DOE Awards millions for marine and hydrokinetic technology The American Energy Secretary, Steven Chu announced that $37 million would be allocated to advance commercial and technology readiness of marine and hydrokinetic technologies. These technologies include devices that harness energy from the oceans as well as some that use the free flow of rivers to produce energy.

This constitutes the largest single investment of funding to date and aims to push forward these innovative energy technologies, in cooperation with universities, research centres, etc... This should also be a good opportunity for the development of SHP in the country.

by Scottish Ministers to develop a new 7.5MW hydroelectric power station at Kildermorie, near Ardross, Ross-shire.

The hydro scheme will consist of a new dam and storage reservoir at the head of Gleann Mhuire, a buried pipeline running down the glen and a semi-buried powerhouse with associated tailrace built next to the Abhainn na Glasa upstream of Kildermorie Lodge.

New hydropower law in Norway A significant change in the Norwegian law has enabled hydropower plants to be leased by private actors for up to 15 years. Norwegian law provides only for state ownership of hydropower facilities, however, the new provisions enable private stakeholder to take a lease in a plant.

Either the private lessee can either take on both commercial rights for production of power, and the responsibility for operation and maintenance, or take on only rights over all or part of the plants’ output.

After fifteen years the public utility or the state, as owner of the power plant, can decide to renew the lease through a tender or not.

A Small hydro powerplant to provide electricity to 4000 Bavarian households The Isar river, which crosses Munich, in southern Germany has recently been equipped with a 2.5MW underground hydro station, which will reduce CO2 emissions by 9000 t/year.

In addition to this project, three further SHP plants are planned by the city utility company Stadtwerken München with a goal to power 800 000 households with green renewable electricity. These projects will be built at Sempt, Volkmannsdorfer Wehr and Westerhamer Wehr. These could generate 2.8 GWh/year of green electricity.

More than that, works for modernizing the Isar Works I and II to make the produce 6.8 GWh/year. This all will work toward the goal of increasing the city’s green energy production by 600 % from 350 GWh to 2.4 TWh per year by 2025.
