Community of Practice Regional Award Alan Watkinson and Helen Ives (PDM’s from Isleworth and Syon and Feltham SSP’s respectively) have been commended for their efforts in the development of a Multi-skills Community of Practice by receiving a regional award for using the power of sport to inspire young people to participate in PE or physical activity who are not yet engaged. The Rationale London Borough of Hounslow has 25% of students overweight or obese in Year 1 and 40% of students overweight or obese at Year 6. The rationale was for the SSP’s to establish and drive a multi agency strategy to: • Affect the variables that contribute to childhood obesity • Seek alternative activities to offer children, within the five hour offer (by 2010) • Capitalise on under used environments with potential for mass participation Alan and Helen established key partners to build the Community of Practice and brought in additional partners as the project developed. This was achieved through extensive lobbying of these partners. The following diagram represents the framework for their Community of Practice.

Agents of Change and Their Roles September 2009 - ESP as a key partner to advise on and install playground markings, to assist in building good relations with schools, to deliver training and to train and quality assure the local workforce to ensure capacity and sustainability. To provide web based and hard copy resources and to continue to work in partnership to develop and enhance these training programmes and resources. Training to consist of four strands a) development of workforce b) Level 1 Multi-skills to all PE deliverers in schools c) Parental Engagement Workshops to as many parents and their children as possible d) Playground Marking Young Leaders Awards in all Primary schools.

We were able to persuade them to: • Capital fund the playground markings in all schools in Hounslow • Advocate and publicise • Promote parental engagement and to utilise Parent Support Advisors as drivers of Parental Engagement Workshops and to seek any potential health related project spin-offs • Part fund delivery and project management Roehampton University/Leeds Metropolitan University In partnership with ESP, Roehampton University have commissioned an independent evidence research based project. The research findings will indicate the measurement of levels of physical activity both pre and post intervention. This will be based on a normal school week during the school day. The pre-marking research, during the school week, has been successfully completed. Accelerometers will be used to measure activity and attitudinal interviews will be conducted with both children and staff. The findings will be cross referenced individually against the borough’s healthy weight measuring data and results will be published indicating what impact the intervention has had on each category of student. Primary Care Trust The Primary Care Trust is currently overspent. However, key staff on the Childhood Obesity Team have been tasked to work alongside the SSP’s on the delivery of increased physical activity. The Active Lifestyles project has been integrated into this programme and the PCT are co-leading on this with the SSP. They have worked with Roehampton to ensure that data can be ethically shared to accurately measure the impact of the intervention on different groups of students. The PCT are now partly funding the research. Hounslow Leisure Services

Hounslow Leisure Services have been the major financial contributor to the research project. Hounslow Leisure Services will use Parental Engagement Workshops as an opportunity to promote active and healthy lifestyles for families though a taster session incentive in their leisure centres for all attending the workshops.

The Impact

According to the Partnership Development Managers • The project has allowed us to develop exceptionally strong partnerships with other agencies. This has added considerable strength to the capacity of our team and of other agencies to deliver against shared targets. • Training of Brentford coaches and their availability to deliver PPA is a good safeguard against less reputable coaching agencies and allows us greater quality assurance of the offer to our students. • We have also been able to fund additional capacity in the team allowing for enhanced delivery of our programmes e.g. Matched Funding of extended services by schools, allowing for employment of a project manager (additional days for part time SSCo, additional work for coach managers). • We are now afforded greater influence into the Healthy Schools Programme. • It has raised awareness amongst all staff and the wider community about the Five Hour Offer and will contribute to an increase in school usage by the community. • It has raised the profile of the partnerships with local agencies and the wider community. • It has provided many additional opportunities for leadership and volunteering. Young Leaders have an extra resource that helps to zone their activities and gives the Young Leader sessions extra structure. • Playgrounds are now more inclusive and the focus of the markings enhances the Three Hour Offer through additional structured activity, which is appropriate to all. • There are additional opportunities for physically practical lessons such as numeracy, which are not normally associated with PE. • It is providing a better skilled workforce with a greater understanding of high quality, age-appropriate Physical Education. This has in turn created greater opportunities to develop thinking skills, communication skills and creativity through both the Multi-skills and Personal Learning and Thinking Skills Agenda. • All schools have received the offer of enhancement of their playground. 95% of schools have had the markings and, in some cases, have had additional equipment installed. This has proven to be an excellent sustainable capital investment. The broader partnership is now fully committed to a comprehensive Early Years/KS1 programme for the next academic year and this will require the following interventions:

• All deliverers of KS1/Early Years PE to receive Level 1 Multi-skills training on the markings. • Junior school pupils to receive Young Leaders training and to run an organised programme of break time and lunchtime activity for KS1/Early Years pupils. • All KS1/Early Years parents to be invited to participate in a Parental Engagement Workshop hosted by the school. • Opportunities for offshoots, pathways and sustainability through PSA’s. • Additional staff/appropriate adults to be included in training to strengthen the delivery model. • Employment of a project manager to oversee and drive the delivery and evaluation of the project. • Community delivery agencies are employed to strengthen the Community of Practice (Brentford FCCST already engaged). • Seek additional funding for more evidence based research around these interventions.

ESP’s Partnership with the Football League Trust ESP has successfully been developing its Shape, Support, Sustain strategy with particular focus on shaping through the installation of Multi-skills zones and supporting through our nationally accredited suite of CPD modules. What has become evident through the various research findings, is that whilst the Shape and Support phase are now very well refined and effective, the need for ongoing sustainability of activity on the zones is crucial for their long-term success. It is with this need in mind that we can announce the Football League Trust as one of ESP’s latest sustainability partners, offering a wealth of expertise and geographical coverage across its 72 Football League clubs. The dynamism and progressive nature demonstrated by the Football League in this evolving relationship is highly convincing as they will be able to draw upon their proven track record in working across communities in making a difference. The powerful Club ll ba ot Fo brand association and role-modelling found within professional football clubs adds a Barnsley unity in the Comm great amount of value when trying to attract children and young people into activity programmes, particularly those who are currently inactive, so this partnership is extremely valuable in ensuring this target group is reached. A variety of Community and Educational Trusts based within five clubs are currently involved in the pilot scheme, these being situated at Barnsley FC, Barnet FC, Leeds United FC, Oldham FC and Middlesbrough FC with Brentford FC and Southend United FC already involved in delivering ESP modules across schools within their communities. The scheme involves a Multiskills zone being installed at the stadium or local partner school and club coaches being trained on how to deliver Multi-skills activities as part of extra-curricular, PPA support or holiday clubs. The scheme also promotes wider engagement through their delivery of Parental Engagement Workshops and Young Leaders Awards. The overall aim is to create a sustainable carousel of delivery to build upon initial support and ultimately allow every school to access the scheme. The project is in its infancy but early indications of how Brentford FC, in particular, is working proactively with the local SSP’s in delivering on and through the Multi-skills zones are very promising. Activating Future Generations

MP Greg Mulholland Champions Unified Approach to Multi-skills Delivery Greg Mulholland, the MP for North Leeds, has pledged to act as a champion for the increasingly popular ESP Multi-skills campaign because a number of high profile professional sports clubs from Rugby, Football and Cricket have joined together with a unified vision to signify their intent to support children effectively through using the powerful role-modelling of sport to influence all children’s physical activity patterns. Leeds Rhinos were the very first club to act as a sustainability partner to ESP with an installation of a Multi-skills zone outside the Playing for Success centre at the famous Headingley Carnegie stadium. Since then, the Rhinos General Manager, Chris Rostron, and his team of committed community development officers have used ESP’s Multi-skills approach across schools in the Leeds area. Strengt

Leeds Rhinos Rugby League club, Leeds United Football Club and Yorkshire County Cricket Club have worked together tirelessly over the past year with ESP to create a unified scheme that will offer a consistent approach to delivering a Multi-skills development programme across the City.

This scheme builds on the existing work of School Sport Partnerships across Leeds that have already invested in pilot programmes and have used the installation of Multi-skills zones to create a context for children to enhance their movement competencies and become increasingly physically active. These foundation skills form the building blocks for participation in all recreational and sporting activities later in life and, given the current reduced opportunities for children to play in their natural community environments, are essential components of all children’s abilities to access their rights to a healthy and active lifestyle alongside their peers and into adulthood. Once the context of Multi-skills zones has been established within all schools across Leeds, the professional sports clubs will utilise their existing wide ranging and very powerful networks to offer vital sustainability in ensuring the engagement of all children through a Community delivery support programme that will entail each school receiving direct support for the development of activities on the zones. Activating Future Generations will provide the following for every Primary and Special school in Leeds and will specifically target the following services for children at Years 5 and 6 of their Primary schooling: • A set of five purposefully designed permanent playground markings, collectively known as a Multi-skills zone, covering an area approximately 20 x 15 metres square • Professional development opportunities for Teachers, Coaches, Parents, Midday Supervisors and Young Leaders • Associated resources to create systemic change to the delivery of healthy playground activities • Active engagement, via Leeds Rugby Foundation, Leeds United Football in the Community and Yorkshire Cricket in the Community programmes with participating schools

Research already conducted by leading universities across the country, designed to evaluate the impact of the zones on children’s physical and behavioural patterns has found that on average four children from every class who were previously physically inactive are now active (either at medium or high levels of engagement) as a result of the playground intervention. The Leeds Multi-skills Playground Development Scheme Will Have an Impact Upon: • Improved health and wellbeing, and the tackling of health inequalities for the population of Leeds. • Reduced childhood obesity - not only will pupils at risk be identified and subsequently supported in their natural environments, the scheme will provide a permanent facility with trained staff to continue to identify future generations of pupils at risk. ESP’s Partnership with the Rugby Football League We have been in partnership with the Rugby Football League for over two years now and our CPD team has delivered a range of workshops for coaches at varying levels, as part of the RFL’s National Coach Development Programme. A Community of Practice has been established with a range of Super League clubs including Leeds Rhinos, Wakefield Wildcats, Warrington Wolves, Castleford Tigers, Huddersfield Giants and Featherstone Rovers. Once again, the club’s Community and Performance Coaches have been involved in professional development around the effective delivery of Multiskills for schools with Multi-skills zones in their area. Many of the clubs have worked with ESP in collaboration with the local Primary Care Trust who has provided funds within the Shape aspect of the strategy investing in Multi-skills zones for schools in their area. The RFL and ESP are now working collectively on a national project for schools that will focus on girls participation and raising the profile of England as a Rugby League team.

Such a scheme is unparalleled in terms of the existing research findings, involvement of multiple agencies, and impact on so many children and their families, at an average cost of just £7 per child.

Introducing FREE:D

Providing a Complete Movement Continuum and Delivering Community Cohesion As part of The Futures Learning Trust, St Leonard’s is committed to one of the Trust’s main objectives; that of developing Community Cohesion. The FREE:D concept from ESP ticks all the boxes for the Trust in this area. The FREE:D project has swiftly brought together many community groups, in particular the police, sports development and local youth groups. Once the facility was installed, the collective groups identified young people, including youth offenders, who they felt would benefit from training. Parkour Generations then delivered a full day’s training on the St Leonard’s facility. This training gave the youngsters accreditation to supervise Freerunning activity on the equipment. A further 5-day course has given the successful candidates a coaching qualification in Freerunning.

Knottingley High School & Sports College

Following a high profile launch of the St Leonard’s FREE:D Zone, a local youth group established a committee that will be responsible for running the facility for the community out of school hours. The facility will be open to the community in the evenings and at weekends, offering supervised sessions and coaching opportunities. The plan is to, finance permitting, set up similar projects at the two other Trust schools, Peel Park in Accrington and Haslingden Primary School, Rossendale. “As a school, we are delighted to have the opportunity to offer a facility to the wider community. We are thrilled that this has generated so much interest and excitement amongst the youngsters in our town. This facility means that Freerunning can now be practised in a safe, controlled environment; it means that physical activity can be accessed by a group of youngsters that would normally be hard to reach. It makes gymnastics ‘cool’; it means we are able to train and find jobs for young people that may otherwise be overlooked; and it means we are able to raise the aspirations and self-worth of so many, otherwise disillusioned, youngsters.
