Culture is not about buildings, but about the life and happenings between them and the opportunities such places and spaces create for activity and social interaction. A successful city establishes a sense of place – determined by the surrounding physical environment, its history and the people acting out their lives in it today. By effectively defining, encouraging and investing in such a sense of place, culture and history people are drawn to live, work, study and visit. Location

History

Salmon fishing was famous in 1835 near the Old Dee Bridge until 1880 where Fishery Boards impose a restriction in fishing and licensing the fishermen.


Roman and Medivel Background

the Choice

Originally chester was built as a fortress when the Romans were ruling. Protected by high wall from enemies, the site’s location value is of not only heritage value but culture as well and adds t othe potential of it attracting visitors to see it from different perspective especially when it has intresting vista such as the river and the castle.

Context

Site and Context History

Location in The Masterplan

Based on a map on Chester dated 1581 drawn by Georg Braun, the width of River Dee was bigger than it is today, extended until the city walls with Watergate opens into the water. Wharves alongside the city walls were used for trading activity. The map also indicates that there are Old Dee Bridge, Roodee and early settlements outside the city walls on the north, east and south side. By 1795, the River Dee has moved away from the city walls, and there is a significant right-angle turn on the river as a result from engineering works completed in 1730s. A couple of decades later, the city has a railway station which affects the city’s layout. The wharves were no longer used as a port for ships to anchor and Grosvenor Bridge was already built. On the west of Chester, Sealand Industrial Estate has started to be developed with factories and sports facilities being built in the area. Residential buildings also started to spread outside of city walls.


the Choice

Reasons for choosing this site was the potential it had from its surrounding context, the site’s prominent location and the vistas. What makes also special is that the flexebility of uses it offers and benifit to the surrounding from a economic value and a cultural experience. The Sites location near an important rout enables it becoming a cultural icon when entering chester that is visible to outside comers.

The vision as it looked like in the urban design masterplan was to make it an Enterinment centre like cinemas, game plazas and resturants. At that stage the focus wasnt from a contextual approach.

According to bids by Cheshire West and Chester Council for planning approval and Chester Northgate ,There are plans submitted for a leisure and cultural destination in the heart of Chester. Councillor Richard Beacham, Cabinet Member for Housing, Regeneration and Growth said: “Northgate is about creating a new public space for people to come together and socialise, it’s about supporting the businesses that drive our local economy, and it’s about building on the heritage and cultural offer that people in our city are so proud to share.’’ The vision is to design something for everyone including a transformed, modern indoor market housing local traders and start-ups and a choice of leisure and cultural experiences. A new square will provide a focal point for socialising and entertainment. “This is the largest regeneration project being delivered by the Council in decades and is expected to bring significant benefits for the city of Chester. As well as employment opportunities, it will attract investment and support economic growth as part of a joined-up plan for the city.” The Council received numerous suggestions and milestones such as:

-A green and sustainable development -Accessibility for everyone -High quality public realm -New buildings to fit with the character of Chester -Space for independent retailers -The size and appearance of the car park -In response to these themes, the designs will incorporate the following: -Greenery – As much greenery as possible is being introduced within the development. As well as green living walls, landscaping is proposed within the public realm. -Sustainability – Sustainability has been at the heart of the design process. The scheme will include cycle parking and electric vehicle charging facilities. The site will be easily accessed by existing public transport. -Use of sustainable materials and the green walls will provide a healthier environment.

Funding:

Chester Council and Chesire West are the main primary providers. Until now no other secondry funding is announced . The idea of Chester Northgate is to develop the road as shown in the picture below . The cost and budget for it is estimated between 6-7.5 million pounds with innflation costs. The estimated value of the completed scheme has also risen to £55.9 million but the funding gap has still increased by an extra £3.7m to £13.7m which will be met from other council budgets.

Theory

Understanding the site Context relation to concept

Active Edges are the key to the success of this theory of contextualism. Using the geometry of the site to extract the grid and built up the site using the formal shape of the triangle will increase the practility of the spaces.

The Philosophy

Contextual architecture, also known as Contextualism is a philosophical approach in architectural theory that refers to the designing of a structure in response to the literal and abstract characteristics of the environment in which it is built. Famous Architect Colin Rowe in the 1960s as a reaction to modernism, which valued universality and the projection of utopian ideals onto sites.

Why a Culture Centre? Across the UK there are several important CULTURE Centers thatserve the community and the people and provide a historical and cultural background to the people and tourists. Even though Chester has several culture centers but they are not emphasizing the heritage in a city like Chester with its rich history and having a place that interacts with its important landmarks and reflects in a strong architectural language represented in a structure designed to serve specially this purpose will emphasize it in a long life time for upcoming generations. The idea is to move the scattered museaums under one roof in a complex that transforms the culture status of Chester as an icon designed building that becomes the culture beacon of Chester in contemperory arts and heritage..

Unusual fire deliberation must be taken to the basement, ground and first floor. All of the functions and activity happen in these all floors equally, usually the basement is more active because of the connection with the outdoor become an additional hazard which need prevention when assembling its distribution. Given the building fabric tissue, the concrete structure of the load bearing walls and exterior sandstone cladding and floor slabs do not require any additional fire protection since its built-in resistance to fire. Nevertheless, as a public building and museum and have antiques and plaster and decorative wood ornaments and in the ceiling transfer toxic smoke around the main space.


To prevent this, sprinklers/fire curtains from CO2 foam instead of water to reassure the wood decorative ornaments and displayed antiques not got damaged from water. It should be wellthought-out on the covering concrete slabs and fire extinguishers should be located near the combustible material. Observing or changing the fire hazard timber to a more graded but expensive is a solution or possibly will be extra alternative to delay extension period and shelter the evacuation procedure.

The perspective shows the relation between different spaces and the corridors with the cores. The linear design circulation of the building enables direct access without obstacles to escape in less time possible.

This shows how in emergency situations how people on the roof has ease of access or for emergenvy vehicles to come to the building directly from the road.


Materials As my main material is Sandstone clading from Local quarries and suppliers and concrete . which are both veryf fires resistant and cheap to maintain unlike wood timber or steel which is more expensive and on the long term and with limited funding that sometimes could happen and specially to the context respect all materials within the building is stone and brick in some limited areas. Wood is used in very minimial areas such as decorative furnture or ornaments which do not impose main threat to structure or fire casulties. An important part of a strategy to limit the spread of fire is compartmentation of the building into sections which are seperated by fire resistant walls or floors such is the choice and maximum use of it. The walls are load bearing and are made of concrete for the inner core and exterior claded by sandstone. Even the inner walls and partitions except those in the toilets made from Gypsym panels 15mm Type F (fire/temperature resistant).

As much as possible has been done to keep gradients to a minimum. Lift access is provided at Princess Street and Hunter Street and we’ve included resting points across the site.

Following feedback and consultation with Corporate Disability Access Forum (CDAF), larger than standard lifts have been included in the plan to better accommodate wheelchairs, mobility scooters and pushchairs. Some of the disabled parking spaces will be above standard size for ease of getting in and out of vehicles as well as space for movement around the vehicle. Quality of environment – The modern design will complement and echo the character of the city. The proposed building materials have been carefully selected following feedback using ‘material boards’ as part of the consultation which has influenced the look and feel of the buildings. The introduction of green walls will enhance the relationship of the city to the Cheshire countryside. The greenery will help soften urban landscape and provide a healthier environment.


Another Perspective?

As my proposed design is to devolp the site in castle drive street and Grosevenor road. The idea behind is first the site’s location as a landmark gate to Chester which is more visible and promenent and overlooking the river and gives the riverside more vibrancy and activity and also activates and reltes with the context important sites such as the horse track especially on event days and people already using the reiverwalk and connects the Historic part of Chester with the river which creates a spine covering the two main important locations of chester as a touristic , lesiure and heritage value.

Also my building is more focused on Heritage converstation and on the cultural side of Chester, Hereby comes the decision of moving all musesams sccatered around Chester without an emphasized location for them and lack of space under one building offering more space, laboratories for antiques conservation, links with Italian museams and culture centers and lectures giving the Roman backrground of Chester. This helps on emphasizing on what Chester is already famous for. Also from an economic value the small shops located and the onging events and exhibtions planned to happen and secondry uses such as kiosks on the builings roof offer more chance to small trade chains and reflects on the community. It doesnt have to be all of the budget in one place but one when its balanced between both sites it can make a bridge of a culture and leuisre hub and connecting them is the historic center of Chester. On the long term ; both financilly and heritagely will increase in value.


Estimated Calculations Given I have to buildings in my proposed design. The building in Yellow is the first phase of the project which includes the main art galleries and exhbitions, open outdoor and indoor for temporary events and activites related to sports. Small shops ,temporary kiosks and lecture rooms. The building in Red is in the second phase of the project to built later after 5 years of the first one after it brings enough profit to secure 25% of funding to the construction of the second phase. The building includes the main adminstraion offices, lecture rooms, a theatre and auditorium. Also Specilazed laps for restoring and antique conversation. Gallery rooms and a library. It will also include storage rooms.

FINAL REFLECTION Doing this project throughout the semseter was very special from a public desgin experience. I always wanted to design a museam in a way that includes the context and becomes a part of it physically and spiritually. A surrielistic experience by the user , the visitor and the people who work in it . Promoting the Circulation expereince as the main driving factor from the context to output how the design looks was challening but worthwhile because it makes the physical space active by making it a part of the whole context system. Making it easily accessable by foot was the main issue as this meant making the ramp as the main vertical and horizontal mean of moving and helps in giving a big space for handicapped users and thus achieving the main goal of a cultural center which includes all. Active Edges are the key to the success of this theory of contextualism. Using the geometry of the site to extract the grid and built up the site using the formal shape of the triangle will increase the practility of the spaces. Linking the interior and exterior through the landscape garden in a classic way can make the space feel more relaxing and stress free space. If I had more time i would have expereinced the playing of mass heights instead of one flat surface making the ciruclation easier but see how making it in a ay with heights would have defiently been a oppurtunity to design .Also, the use of earth materials and vernacular architecture and local ways of building and encaging local visitors and people who live and even tourists to build their own experince would have been a unique challenge .
