t the time of writing, the continuous winter rains have just relented, the ‘Levantes’ have started to decrease in force and the spring sunshine has started to emerge from behind the scattered clouds. Hopefully whilst reading this you too are enjoying the positive change in weather and are having, or have just had, a great day at the second Gibraltar International Boat Show. After a successful first Show it was always going to be difficult to recreate the uniqueness of the event and deliver more to the visitor. However, our thanks go out to Greg Butcher and Brian Stevendale of Ocean Village for allowing use of their facilities to create an ideal marina location in which to exhibit boats and products and also to Joe Hernandez and his team at the Gibraltar Sports and Leisure Authority for enabling us to create the Experience Zone and give many visitors the chance to try out something new.
Some people could suggest that you would be our perfect Boat Show visitor if you had your Boat Show Breakfast Buffet in Pusser’s Landing; learnt to dive, row, climb, play tennis and hit a golf ball in the Experience Zone; placed an order for a berth in the new marina area of Ocean Village; drank champagne in the VIP Lounge where you also bought a new Breitling for Bentley watch and ordered a home cinema system from Bang and Olufsen; you had your sixth Boat Show pint of Guinness free at O’Reillys; took your parents to the Night at the Opera and your children to the Class of 2010 - oh and you bought a very large yacht! To this end Childline Gibraltar offers a free helpline (8008) which is available 365 days a year from 6pm til 10pm. Young people can speak in confidence about any issues troubling them; likewise adults can seek advice on child welfare. The charity also produces a free magazine to raise awareness of Childline Gibraltar.
In 2010 the charity plans to move to permanent office premises and extend its range of services offered to the young of Gibraltar. This would include a Summer Programme designed to encourage the youth to develop their skills and put free time to positive use. As an example, in summer 2009, Gibraltar’s young people acted in,
filmed and produced a series of adverts which now appear online, on GBC, at the cinema and emblazoned across the buses. As a charity Childline Gibraltar can only continue its tireless and vital work through donations from you, the public. The Gibraltar International

Childline Gibraltar has one admirable mission, and that’s to end cruelty to children in Gibraltar. The charity’s vision is a society in which all children are loved, valued and able to fulfill their potential. This is clearly a society that will not tolerate any form of child abuse whether sexual, physical, emotional or neglect.
In the absence of an able or willing adult, the Royal Gibraltar Police calls on volunteers from the charity when a minor is arrested via its ‘Appropriate Adults Scheme’. Meanwhile Childline Gibraltar takes a proactive stance on education and awareness working with local youth groups and schools. This includes timetabled sessions at Bayside and Westside Schools as part of their Personal, Health and Social Education syllabus, tackling topics from cyber bullying to child abuse.

Tax Cuts and 6% Economic Growth
Gibraltar Stands Rock-Steady
a
territory in Europe where the economy is growing at 6%, there’s record employment and public debt at just 7.5% of GDP? Sounds like a work of fiction but this is exactly the situation in Gibraltar. Despite hugely tough global conditions, Gibraltar’s economy had demonstrated its diversity and robustness by continuing to report positive growth. Resisting the temptation to raise taxes, the Government has instead taken the stance to introduce tax cuts. The result is that the Rock has responded well to the crisis which has brought other nations to their knees. Brian Stevendale, Sales & Marketing Director for Ocean Village comments, “For Gibraltar to hit back with a 6% growth rate for the year ending March 2009 – on the back of 8.8% for March 2008 is quite incredible. The Rock also has record employment with job losses quickly repaired with job creation and a minimal net public debt of 7.5%. The Government should take credit for looking into the future and managing the economy with precision.”

Gibraltar’s tax cuts have been well received - some having quite significant impact on companies. From 1 July 2009 any new company established in Gibraltar qualified for a start-up rate of 10% corporate taxation. And, from 1 January 2011, this lowest or equal lowest rate of corporation tax in the EU will apply to all companies. Meanwhile the top rate of taxation for individuals has dropped from 38% to 35% - a far cry from Darling’s much maligned 50% top rate which has tempted British entrepreneurs into mass exodus. In fact regardless which bracket you fall under, anyone paying tax in Gibraltar pays less than they would in the UK. Gibraltar tends to attract high net worth individuals who take comfort in living in a jurisdiction that offers English Law and language with no surprises - their UK in the sun. Wealthy businessmen can apply to the Gibraltar Government for low rate
personal tax status and, providing they can prove minimum liquid assets and have a property on the Rock, it’s fairly straightforward. Meanwhile with a UK or EU passport and the right advice you can set up a business in an hour and start enjoying the associated fiscal benefits. The Rock has no capital gains tax, no VAT, no inheritance tax, no wealth tax, no exchange control costs and, with sterling as a currency, the near pound-euro parity problem doesn’t come into play. Gibraltar could quite easily become the new Monaco but with reassuring links to the UK and far less daunting property prices. Although don’t expect the discounts you find across the border in Spain – if anything property prices are still rising in Gibraltar. Finally, remember that Gibraltar is a peninsula connected to mainland Spain. We have miles of golden beaches, over 20 golf courses within a 20 minute drive including world-famous Valderrama and the majestic cities of Andalucia on our doorstep. The very best of both worlds. ack in 1810 the Napoleonic Wars were being fought, the Spanish and Portuguese Empires were collapsing and Justyna Chopin was giving birth to baby Frederic. It was also the year in which Marcus Henry Bland founded a shipping agency in Gibraltar which marked the official establishment of The Bland Group - now celebrating 200 successful years. Today’s highly diversified group of companies owes its strong foundations to the entrepreneurial spirit of the local Gaggero family in these early years. By 1861 the company had expanded from agency into ship owning, carrying passengers and cargo from Gibraltar to Tangier and along the Moroccan coastline.
A milestone in The Bland Group’s history came in 1931 when Gibraltar Airways was formed, pioneering flights across the Straits of Gibraltar to Tangier, using a Saro Windhover amphibian aircraft. For the next 30 years GB Airways flew primarily to Morocco, whilst also carrying out charter flights to Portugal and France. In 2008 GB Airways was sold to easyJet. At the time of sale GB Airways operated 44 routes out of the UK across the entire Mediterranean area and employed

In 1891, with no male heirs, the Bland family sold the company to its long serving managers Joseph and Manuel Gaggero. Joseph became Chairman, succeeded by his son George (to be Sir George) and then his grandson, Joseph (III), who is now President of the Group. Over four generations the Gaggeros have successfully steered The Bland Group through two World Wars, the Great Depression of the 1930s, Spanish Civil War and the current global financial crisis. hen Lombard arrived in Gibraltar in early 2008 it was certainly a good time to launch a new business on the back of a strong and fast growing economy. The effects of the global downturn were an unwelcome early challenge but despite this the company is delighted with the performance of the business to date.

Lombard is the United Kingdom’s largest asset finance company and part of The Royal Bank of Scotland Group and has been providing marine and other forms of asset finance for over 100 years. In addition to its presence across the United Kingdom it also has offices in Ireland, Isle of Man, Jersey and Guernsey and is viewed as one of the major players in marine financing. In Gibraltar it works closely alongside its fellow subsidiary NatWest. Lombard is able to provide a wide range of funding solutions for all types of pleasure vessels ranging from day boats to super yachts and for both power and sail. Lombard prides itself on its flexible approach that aims to meet a customer’s individual requirements. According to Ian Victor the recently appointed Senior Relationship Director for Lombard Gibraltar “There is no one size fits all solution and we are able to offer a number of repayment
options ranging up to a period of 15 years. In addition with larger vessels Lombard is able to take a view on future values and build in a residual value meaning that a significant amount of the capital borrowed is deferred for say a seven or ten year term resulting in a lower regular monthly or quarterly repayment figure.” Alternatively customers may prefer an interest-only period whereby payments will cover just the interest cost for a short period with the facility reverting to capital and interest payments for the remainder of the term. In such cases Lombard is likely to seek a higher deposit compared to the normal minimum deposit of 20%. It is also able to offer facilities in sterling, euro or US dollars. Lombard would normally expect the vessel to be Red Ensign flagged (Part 1 registration) for facilities over £100,000 and as security for the debt a mortgage is taken over the vessel which is then registered with the appropriate marine registry. In most cases where a larger vessel is acquired a SPV (special purpose vehicle) is used to acquire and hold the asset and take on the debt so normally Lombard would also seek a guarantee and indemnity from the ultimate beneficial owner. Subject to certain criteria Lombard is also able to fund stage payments in respect of a new vessel under construction.
In addition to the pleasure vessel market Lombard is also able to fund small to medium size commercial vessels and has already financed a number of vessels which are operating in and around the port. Ian, who has recently taken over responsibility for the Gibraltar business, knows the market well and having been born in Gibraltar knows the importance of the marine industry and its historical importance. Having worked in the local finance industry for most of his career, he will be liaising closely with the major corporate service providers, trust companies, law firms and yacht brokers both in Gibraltar and along the Mediterranean coast. “Gibraltar is an attractive place in which to do business and with its strategic location is well placed to service the needs of international yacht owners. These were important factors in our decision to open an office here,” said Ian. As a result of the global downturn there is no doubt that the world wide marine industry has gone through a very difficult time and one of the results has been that a number of lenders have withdrawn from the market. Ian agrees, “The landscape has certainly changed over the past 12 months and it has been a difficult time for the industry with a significant slowdown in orders and depressed prices in the used vessel market”. However as Ian points out, “Gibraltar has fared better than some of its competitors and you just need to look at Ocean Village and their plans to create an additional 85 berths at the marina to meet the growing demand. With the infrastructure which has now been developed in Gibraltar we can certainly compete with some of the larger marinas along the coast”. It is clearly evident that Lombard is very much open for business and in addition to its local offering is also looking at ways in which it can work more closely with intermediaries and other professionals in developing a more global mandate.

t the 2010 Gibraltar International Boat Show (8 – 11 April) cars from the Gibraltar Classic Vehicle Association (GCVA) are going to get up close and personal with a fleet of Mercedes-Benz fresh from the production line. This faceoff between classic and contemporary is sure to attract motor enthusiasts from every corner of the Rock and across the border into Spain. Starting at the top of the tree, Mercedes distributor Gedime Motors Ltd, will be showcasing the S-Class flagship - the S63 AMG - which will require you to write out a cheque for more than £110,000 if you want to drive it off into the sunset. As you’d expect from Mercedes’ performance subsidiary, AMG has enhanced the exterior with a more aggressive grille, LED driving lights and stunning 19-inch multi-spoke alloys. But the real performance lies under the bonnet with a monster 6.2 litre V8 allowing the S63 to reach 62mph in 4.6 seconds. Impressive for a two tonne beast.

Turn the clock back a few decades and the vehicles in the GCVA would have been the technological geniuses of their era. From a vintage 1925 Morris Cowley with its signature bullnose radiator to a 1986 Guy Salmon Jubilee Special Jaguar XJS convertible (one of only three ever built), the GCVA will have more than a dozen models on display – all lovingly maintained by their owners. Since establishment in 2001, the GCVA now counts 36 members who own over 45 classic cars between them as well as a growing group of associate members who do not own a car but have an interest in classics and of course take part in all club activities from the annual Christmas dinner to informal barbecues. A typical year would see up to ten events

Moving towards more palatable price brackets the new E-Class Coupe, starting from little under £30,000, will also be on display at the Show. This classy cruiser which replaces the CLK is handsomely styled with pillarless windows that give passengers open views. Mercedes-Benz has also worked tirelessly to reduce fuel consumption, by up to 17%, and CO2 emissions are competitive – especially across diesel models. If we’re talking ‘green’, the Smart Fortwo cabriolet is not only a dream for affordable (in the region of £10,000) open-top city driving but also a friend to the environment. Micro Hybrid Drive (mhd) technology is a brilliantly simple fuel-saving idea that automatically cuts the engine at traffic lights or in a traffic jam, and then seamlessly sparks back to life in first gear when

Contemporary organized from local cavalcades to runs across the border up to Ronda or Sanlucar de Barrameda – often with an overnight stay. Seldom is there a mechanical breakdown on these jaunts – testament to the care lavished on these rarefied specimens. The annual GCVA Rally is always a highlight attracting vehicles from Spain, Portugal and even as far as the UK and Ireland. Beginning with a showcase at Casemates Square, the cars then parade up Main Street before the drivers settle down for a long lunch at Ocean Village.
Attendant at the 2010 Gibraltar International Boat Show in Ocean Village will be some popular models. From a 1956 Morris JB commercial van previously seen on the streets of Britain as a milk float or post office delivery van to a classic 1976 BMW 1502 (something of a collector’s item as it was sold only in Europe from 1975 to 1977). Plus a beautiful 1966 Jaguar Mk2, the car of choice for Inspector Morse, and a whimsical Triumph Herald from the same year. The GCVA are even throwing in a Harley Davidson for motorcycle enthusiasts, a 1938 model produced as the company battled its way out of the Great Depression.

Huge Investment Pumped Into Gibraltar’s Ocean Village Marina

ost developers are keeping ambitious plans on ice right now. The climate doesn’t feel right for spending - unless you’re Gibraltar’s Ocean Village that is. Several hundred thousand pounds is currently being pumped into this awardwinning marina to initially create an additional 50 premier berths to accommodate yachts of up to 90 metres. But why now? Brian Stevendale, Sales & Marketing Director for Ocean Village, explains, “For us it’s quite simple, we have a pent-up demand for oversized berths and we must deliver them. Gibraltar’s marinas are constantly busy and can turn away upwards of 100 boats a day in peak season. In particular we’re seeing an increased frequency of large superyachts wanting to use the Rock not just for fuel but also as a base. At Ocean Village we’re responding by growing from 225 to 323 berths and most of them will be over 25 metres in length. While economic conditions may be less than rosy across the border, Gibraltar continues to grow.” Committing to this degree of investment in the midst of a global crisis isn’t as absurd as it appears. There is always a sector of the population that remains largely unaffected by recession and owners of megayachts fall nicely into that category. This luxury industry is far from sinking but instead struggling to keep up with orders as the world’s billionaires compete amongst themselves

Appearing for HM Customs will be HMC Sentinel, a 9.2m Redbay Marine Rigid-hulled Inflatable Boat. Taking the primary role as a patrol vessel, Sentinel is designed for lengthy or longdistance operations and usually crewed by four Customs Officers – a cowswain, navigator and two maritime boarding officers. The twin Yamaha 421STi diesel engines afford 490hp and give her a top speed in excess of 45kts (80kph) making Sentinel more than capable of pursuing suspect vessels on first engagement – although she has two rapid-response craft on call for support.

Also joining the Show will be the Royal Gibraltar Police Marine Section in one of their interceptors, 12m Narwhal semi-rigid inflatable craft from the Fast Dynamic series. Powered by three Yamaha 250 outboard engines (configured in a v-shape such that two are in constant contact with the sea) this boat hits an impressive top speed of more than 55kts (100kph). Primarily responsible for the policing of British Gibraltar Territorial Waters (BGTW), the Marine Section has two interceptors which are normally manned by three officers as well as two patrol vessels. Also concerned with the security and integrity of BGTW is the Royal Navy Gibraltar Squadron. Their mission statement is ‘to contribute to the maritime defence and security of Gibraltar and, where necessary, the prosecution of offensive maritime operations in order to allow British Forces Gibraltar to support military ops as directed by Her Majesty’s Government’. Attending the Show will be one of their two 16m Fast Patrol Boats, a key factor in their operational frontline squadron. Visitors will be able to jump onboard and have a quick tour of the vessel. Completing the quartet is James Molinary Ltd’s Fire Tug Anna. This 24m search and rescue boat is always at the disposal of the emergency services and performs a vital job in the unfortunate event of fire or a chemical / oil spill at sea.

ibraltar is a dream neighbour for Spain-based boating fanatics. Not only does it have chicest of pleasure marinas fringed with bars and boutiques, but the Rock also has what every yachtsman hankers after – low-cost fuel. No wonder Gibraltar is the most important ship refuelling point in the Mediterranean, knocking Athens into the number two spot. Serving customers on the Rock for over 80 years, Shell is the market leader in marine fuel by a long stretch. Part of the Royal Dutch Shell Group which operates in over 145 countries and employs more than 115,000 people, Shell Gibraltar is able to undercut fuel costs in Spain by up to a half. This is thanks to its advantageous tax position and ability to sell direct, therefore cutting out hungry third-party suppliers. Shell’s Yacht Terminal in Waterport has capacity to accommodate yachts of up to 50m in length, and with a vast storage capacity there’s never a danger of the pumps running dry. Supplying petrol and diesel, as well as first-rate lubricants, this facility also has a convenience store and HGV diesel pump on hand. The largest of super yachts can also be accommodated at our Western Arm facility on the North Mole where we can supply AGO and MGO 0.1% ex pipe. Bulk and packed lubricants can also be supplied. In a special one-off partnership, Shell Gibraltar and the Gibraltar International Boat Show have teamed up to offer some incredible promotions to visitors attending the event. Marine diesel will be discounted by 2p a litre (that’s around 5% off the published price) plus a welcome 10% sliced off the cost of lubricants.
