ABSTRACT: This article tries to show how Fortaleza, one Northeast Brazilian city, changes during its long life, as a direct consequence of its Urban Plans or the simple transgression of them. The city as a reflection of isolate citizens’ actionsnot usually aligned with the local laws. It is one of the typical not facing seashore Portuguese planned cities which received a large number of plans that created scars on its landscape. A place that took relieve on the regional scenery, it caused by the United States of American independency and the consequent textile British industry necessity of raw materialsnew supplier; the existence of a natural harbor and also the possibility, by the use of the railroads, of bringingcotton in country produced, and treated in the local industries, to be delivered to Europe by the use of the city’s harbor. A town that grown up, following the penetration roads, searching for better quality of life zones and a better return to the construction’s Market funds. A city that reflects at the same time: economical interests and social pressures, and it has just developed a Plan for the year 2040, a really large future vision for a country that changes too fast. RESUMEN: Este artículo posee como objetivo clave mostrar como la ciudad de Fortaleza, ubicada en Nordeste de Brasil, ha cambiado al largo de su existencia, reflejo directo de sus planes directivos o de la desobediencia de ellos. La ciudad entendida como consecuencia de acciones aisladas de sus ocupantes, muchas de las veces no alineadas con las ordenanzas locales. Una urbe de diseño lusitano, desarrollada de
