Documentation Erasmus+ Programme Guide The Programme Guide is a tool for anybody who would like to participate in the Erasmus+ Programme, the European Union's new programme for education, training, youth and sport. It includes the necessary information about the priorities, actions and main features of the Programme as well as the criteria and conditions on how to participate. http://tinyurl.com/ohkhjsn Education and Training in Europe 2020 - Responses from the EU Member States Published by the Eurydice Network, the report presents a comparative analysis of national responses to the Europe 2020 priorities in the field of education and training. It concentrates on recent and forthcoming national reforms across several thematic areas that have a direct relevance to the Europe 2020 strategy: early school leaving, higher education, youth employment and vocational education and training and lifelong learning. Following up on a 2011 Council Recommendation, through which Member States committed to promoting and removing obstacles to learner mobility, the report aims to set a framework for monitoring progress. It covers topics ranging from information and guidance to language preparation, portability of financial support, recognition and support to disadvantaged learners. The report covers all 28 EU Member States, plus Iceland, Liechtenstein, Norway, Switzerland and Turkey and takes 2011/12 as the reference year. It also contains proposals for 'scoreboard indicators' focusing on conditions supporting learner mobility in higher education. http://tinyurl.com/qcz3pvp Global Employment Trends 2014: The risk of a jobless recovery Published by the International Labour Office, the study offers the latest global and regional information and projections on several indicators of the labour market, including employment, unemployment, working poverty and vulnerable employment. According to the study, the weak global economic recovery has failed to lead to an improvement in global labour markets, with global unemployment in 2013 reaching almost 202 million. The report underlines the pressing need to integrate young people into the labour force. The programme for the year will be based on topics like culture, innovation, volunteering, youth participation, environment, sports and creativity. Big scale youth events will take place during the year, including the Youth Event of the Greek Presidency, campaigns for the European Parliament elections, European Parliament and United Nations simulations for students and many competitions. Opportunities Adobe Youth Voices Aspire Awards 2014 Young people worldwide, from 13 to 19 years old, can join this global competition and express their vision for driving change in local communities through photo essays, music videos and other forms of visual storytelling. They will have to team up with adult educators who are from any school or youth organisation worldwide. Educators can work in formal or informal educational settings (classroom, youth centre, NGO). Eligible projects should demonstrate the power of media to give voice to youth issues and concerns. Projects should be original, with high quality for online viewing and voting and be submitted by an eligible adult educator. Winning projects will receive broad recognition and exposure through wide multi-platform distribution of their work, including online, print magazine, film festivals, and DVD. Participation is completely free and does not require the use or purchase of Adobe products. The scholarship aims to help dismantle barriers that prevent students with disabilities from entering computing, encourage them to excel in their studies and become active role models and leaders in creating technology. Candidates should be at the final year of a Bachelor’s degree, or enrolled in a Master’s or PhD programme (or equivalent) in 2013/2014, be enrolled at a University in Europe, be citizens, permanent residents and international students with disabilities studying at a University in Europe. Find out more: http://www.google.com/studentswithdisabilities-europe European Youth Media Days (special edition): Voice of Youth, reporting on the EYE Organised by the European Parliament in collaboration with the European Youth Press, this year’s edition will focus on the report of the European Youth Event (EYE) and the European elections. Young journalists, between 18 and 30 years old, citizens or residents in an EU Member State will report from the European Parliament at the European Youth Event from 8 to 11 May 2014, in Strasbourg, France. The report and multimedia documentation will later on be handed to newly elected Members of the European

Parliament. Participants will experience three and a half days of media workshops, hands-on media production and invaluable insights into the European Parliament and European media. They will interact with high-level European politicians, professional journalists and experts, engage in intercultural exchange through practical media production and meet their peers from all over Europe. The European Parliament will reimburse participants’ travel costs. The European Parliament will also pay a 540 Euro lump sum to working journalists and a 270 Euro lump sum to journalism students or interns to cover accommodation, meals and local transport. Find out more: http://tinyurl.com/mzsat7q International Children’s Peace Prize 2014 Every year KidsRights organises the International Children’s Peace Prize, aiming to award a child whose courageous or otherwise extraordinary efforts have made an impact on behalf of the rights of children worldwide. The prize consists of cash money, which will be invested by KidsRights in specific projects related to the winner’s area of work. Organisations and governments worldwide can nominate a child between 12 and 18 years old who has a history of standing up and fighting for children’s rights. Young directors, up to 30 years of age, are invited to send their videos, which must have been concluded after 1st January 2012, under one of these categories: Fiction; Documentary; Experimental and Animation. Directors can submit more than one film, in separate entries. They cannot submit the same film in more than one category. Videos should be on DVD, Blueray and Hard Drive formats and be in English or Portuguese, or have subtitles in one of the two languages. There are small administration fees. BNP Paribas Ace Manager Competition The Competition is based on an interactive economic simulation of the bank’s activities linked to the company’s three fields of activity: Retail Banking, Investment Solutions and Corporate and Investment Banking. Participants will be undergraduate and graduate students enrolled in a school of higher education or a university, under 26 years old. They will be grouped together into teams and will have to resolve different case studies that, according to the appropriateness of their decisions, will enable them to accumulate points (“Aces”). The aim of the Competition is to obtain a maximum number of Aces to ensure that one’s team qualifies for the international final which will take place on 15 th May 2014 (indicative date) and during which the 5 finalist teams will be given their final ranking and will be also awarded with cash prizes. Projects focus on structured exchanges of students and faculty members and on the development of joint or shared curricula and joint study programmes, as well as on the award of joint or double degrees in the case of Joint Degree Projects. All projects must address: development of innovative international curricula, student services, language and cultural preparation, organisational frameworks for student mobility and faculty members' mobility, evaluation, sustainability and dissemination. In the case of Joint Degree Projects the Call is open to consortia of higher education institutions and in the case of Joint Mobility Projects the Call is open to consortia of higher education institutions or vocational and training institutions. Highlights EUROSTAT Release: December 2013 Euro area unemployment rate According to new data on unemployment, published by Eurostat (the statistical office of the European Union) the Euro area (EA17) seasonally-adjusted unemployment rate was 12.0% in December 2013, stable since October. It was 11.9 in December 2012. The EU28 unemployment rate was 10.7% in December 2013, down from 10.8% in November. It was 10.8% in December 2012. In December 2013, 5.544 million young persons (under 25) were unemployed in the EU28, of whom 3.5 million were in the Euro area. Compared with December 2012, youth unemployment decreased by 184 000 in the EU28 and by 77 000 in the Euro area. In December 2013, the youth unemployment rate was 23.2% in the EU28 and 23.8% in the Euro area, compared with 23.6% and 23.9% respectively in December 2012. In December 2013, the lowest rates were observed in Germany (7.4%) and Austria (8.9%), and the highest in Greece (59.2% in October 2013), Spain (54.3%) and Croatia (49.2% in the fourth quarter of 2013). http://tinyurl.com/ndv3u26
strategies to deliver a national Youth Guarantee scheme. The Commission will assess the Youth Guarantee Implementation Plans that have been submitted and give feedback to Member States. The plans submitted and/or still upcoming are expected to identify in each Member State the measures to be taken to implement the Youth Guarantee. The Youth Guarantee Implementation Plans clarify how the partnerships between responsible public authorities, employment services, education and training institutions, social partners, youth organisations and other stakeholders will be organised. They should also outline which youth employment reforms and measures Member States expect to see co-financed from the European Social Fund and the Youth Employment Initiative. Seventeen Member States submit Youth Guarantee Implementation Plans Seventeen Member States have already submitted to the European Commission their final plans to implement the Youth Guarantee. The Youth Guarantee is an EU-wide reform which aims to help all jobless people under 25 find employment, continued education, an apprenticeship or traineeship within four months of becoming unemployed or leaving formal education. Eleven Member States are still preparing their

EURODESK BRUSSELS LINK BULLETIN FEBRUARY 2014 European Commission acts to defend voting rights of EU citizens The European Commission has issued guidance to EU-Member States which have rules in place leading to a loss of voting rights for citizens in national elections, simply because they have exercised their right to free movement in the EU. Five Member States (Denmark, Ireland, Cyprus, Malta and the United Kingdom) currently apply regimes which have that effect. The guidance invites Member States to: - Enable their nationals who make use of their right to free movement in the EU to retain their right to vote in national elections if they demonstrate a continuing interest in the political life of their country, including by applying to remain on the electoral roll; - When allowing nationals resident in another Member State to apply to keep their vote, ensure that they can do so electronically; - Inform citizens in a timely and appropriate way about the conditions and practical arrangements for retaining their right to vote in national elections. http://tinyurl.com/nkuofq2

On 20th November 2013 a preparatory seminar took place in Brussels where representatives of the European Commission and major stakeholders exchanged experiences and learnt about existing national sport weeks, days and events. The discussion covered mainly the objectives, organisational structure, activities, finance issues and communication and will feed into the format of the future week. Consultation on a "European Area of Skills and Qualifications". Launched by the European Commission, the consultation aims to collect the views of stakeholders on the problems faced by learners and workers with regard to the transparency and recognition of their skills and qualifications when moving within and between EU Member States, on the adequacy of the related European policies and instruments and on the potential benefits of developing a “European Area of Skills and Qualifications�. The consultation is addressed to stakeholders interested in or affected by policies and tools on recognition and transparency of skills and qualifications, including learners and workers, governmental bodies, education and training institutions, employers, federations of employers, trade unions, public and private
Joint Recommendations on the Structured Dialogue The second phase of the review of the Structured Dialogue with Young People and Youth Organisations took place in the form of a conference, organised by the European Commission on 26th-27th November 2013, which involved all the main actors of the Structured Dialogue. The Conference gathered representatives of national youth authorities, representatives of National Working Groups (including representatives of National Youth Councils), the European Youth Forum (including representatives of INGYOs), the European Steering Committee and the European Commission. Following discussions in four dedicated workshops, the participants endorsed Joint Recommendations for the future conduct and development of the

The Joint Recommendations, as handed over to a senior representative of the Greek national youth authority, are expected to feed into a Council Resolution on Structured Dialogue to be adopted during the Greek Presidency of the EU Council of Ministers. EURODESK BRUSSELS LINK BULLETIN FEBRUARY 2014 The aim of event is to produce a joint outcome document between governments and youth, called “Colombo Action Plan�. Young people worldwide, from 18 to 30 years old, representing a regional youth platform or a global youth-led organisation, or interested in youth policies, or experienced in facilitating events, or bloggers are invited to join the event. The organisers will cover all expenses of all youth representatives selected to attend the conference.
