Documentation The European Higher Education Area in 2015: Bologna Process Implementation Report The Report gives a snapshot of the state of implementation of the Bologna Process across the 47 countries of the European Higher Education Area (EHEA). It provides comprehensive qualitative and quantitative information on all main aspects of higher education reforms aiming at a well-functioning EHEA. The Report shows that much work remains to be done. On average, only 7 of 10 students finish their higher education programme, while half of the countries' completion rates are as low as 30-50%. The report also finds that funding and knowledge of languages are considered the biggest barriers to student mobility. The report has been developed by Eurydice, Eurostat and Eurostudent. http://bit.ly/1cscwm0 OECD Skills Outlook 2015 - Youth, Skills and Employability According to the OECD Skills Outlook 2015 Report, young people around the world are struggling to enter the labour market. In some OECD countries, one in four 16-29 year-olds is neither employed nor in education or training. The Report shows how improving the employability of youth requires a comprehensive approach. While education, social, and labour market policies have key roles to play, co-ordination between public policies and the private sector is also crucial. The publication, which builds on the results of the 2012 Survey of Adult Skills (PIAAC) presented in the first edition of the Skills Outlook, also presents examples of successful policies in selected countries. http://bit.ly/1KzIQC8 Education For All Global Monitoring Report 2015 The Report provides a complete assessment of progress towards the Education for All goals established in 2000. The UNESCO report reveals that, although some progress has been achieved, only one third of the 164 countries that agreed to the agenda succeeded in meeting all of these goals. The six Education for All Goals address educational issues ranging from the early years of pre-primary education to youth and adult skills. One of the goals aims to ensure equal access to learning and life skills for youth and adults. However, the Monitoring Report finds that only 46 percent of countries reached universal lower secondary enrollment and predicts that one third of adolescents in low income countries will not complete lower secondary school in 2015. European Youth Monitor Published by the European Commission and based on the Youth Dashboard, the Youth Monitor provides information on the eight fields of action of the EU Youth Strategy: Culture and Creativity, Education and Training, Employment and Entrepreneurship, Health and Well-being, Social Inclusion, Voluntary Activities, Youth and the World and Youth Participation. Some contextual information on young people is also available, including the youth population, ratio of young people, and the age at which young people leave their parental household. The indicators are available from 2010 onwards, although figures concerning the EU as a whole exclude Croatia until 2013. The data provided is currently under review and, as such, may change. The information is mainly based on data provided by Eurostat, the statistical office of the European Union, and Eurobarometer, a collection of surveys and studies of public opinion. http://ec.europa.eu/youth/dashboard/index_en.htm Infographic: Quality of Life Developed by Eurostat, the infographic provides information on people’s well-being in a simple way. With a focus on grassroots initiatives, it will inspire Europeans to BeActive on a regular basis and create opportunities in peoples’ everyday lives to exercise more. http://ec.europa.eu/sport/week/media-corner_en.htm Attitudes of Europeans towards tobacco and electronic cigarettes The Eurobarometer survey reveals a downward trend in tobacco use across Europe. The overall reduction compared with 2012 is 2 percentage points (26% vs. 28%). The age category that saw the biggest drop (4 percentage points) was young people aged 15 to 24 (25% vs 29%). There are still notable variations in tobacco consumption with lowest rates seen in Sweden (11%) and Finland (19%) and the highest in Greece (38%) and Bulgaria (35%). The average age that Europeans start smoking remains unchanged at 17.6 years. Regarding quitting attempts, a majority of smokers have tried to quit (59%), with 19% having tried in the past 12 months. Regarding e-cigarettes, 12% of Europeans have now tried them, compared with 7% in 2012: 67% said they tried them to reduce or quit smoking. However, only 14% of e-cigarette users were able to stop smoking, indicating that e-cigarettes are not particularly effective as a quitting tool. http://bit.ly/1GfVMMK iCoach

Opportunities Anna Lindh Foundation Call for “Intercultural Actions” The call aims at funding civil society actions in the face of challenges to social cohesion and rising xenophobia impacting on local communities across the Euro-Mediterranean region. Projects should be developed by a partnership of members from the same ALF National Network, with the necessary participation of the Head of Network institution. The duration of the project must be between a maximum of 7 consecutive months and a minimum of 3 consecutive months and the duration of the implementation must fall within the period between 1st October 2015 and 30th April 2016. Eligible applicants should be a member of the Anna Lindh Foundation National Networks in the 42 Euro-Mediterranean Partnership Countries prior to the 20th of January 2015. The aim is to enable young people to gain a first-hand experience in the work of Delegations and an in-depth understanding of their role in the implementation of EU external policies. Eligible candidates should be nationals from an EU Member State, hold at least a university degree equivalent to a Master's degree in a domain

relevant to the activities of the Delegations, have excellent command of English and / or French, with knowledge of other languages being an asset, show a great interest and motivation to work in a Delegation and have a professional experience. The final selection is made by EEAS and the EC. Selected candidates will be offered a single paid traineeship agreement of a fixed-term of nine months, which can be renewed for another period of nine months. They will have to capture through their lens images one of the founding values of the European Union, that is, United in Diversity. They can only submit one entry. A jury, chaired by a member of the Committee of the Regions and composed by professionals in the field of photography, will select 3 winners during the first half of October 2015. In addition, a public vote will be held on the Committee of the Regions PES Group Facebook page between 1st and 15th October 2015, to select the winner of the public prize. Winners, in the three categories, will be awarded with prizes including a trip for two persons to Brussels, Capital of Europe, and photographric/electronic equipment. The public prize winner will get photographic equipment worth up to €500. The prize, which has a total value of 50,000 € and will be awarded on 10th December 2015, is open to civil society organisations officially registered within the European Union and acting at European, national, regional or local level. The contest seeks original and creative videos showing mobility experiences. Any European learner who has done a practical training programme, a youth exchange, a work placement, a business exchange or an internship abroad, within or outside Europe, is invited to apply. The learning mobility exchange in another country may have been supported by a national programme, by own initiative or by the following programmes: Erasmus+, Long Learning Mobility Programmes, Erasmus for Young Entrepreneurs, European Social Fund Transnational Measures, Youth Guarantee Transnational Measures. Videos should be original, in English or having English subtitles and from one to three minutes long. There will be two award categories, one for the videos elected by the Europemobility International Jury and one for those elected by the online voters. For each category there will be three prizes plus a trip to be part of the Award Ceremony. Deadlines: 30th August 2015 (to upload videos), 15th September 2015 (to vote on line). The article may be published in any form: print, digital, acoustic or visual. Audio and video content is to be made available via web-link. Translations will be accepted if the original article is attached. A short CV (one page), and a scan of a current passport, must accompany the submission. The top five young science journalists will be invited to participate in the World Health Summit (WHS) 2015, held from 11th to 13th October at the Federal Foreign Office in Berlin, Germany. It also aims at developing Responsible Research and Innovation in Higher Education Curricula and easing the access to scientific careers by increasing the service level of the EURAXESS Services Network. Highlights Eurostat release: April 2015 Euro area unemployment rate According to new data on unemployment, published by Eurostat (the statistical office of the European Union), in April 2015, 4.746 million young persons (under 25) were unemployed in the EU28, of whom 3.168 million were in the Euro area. Compared with April 2014, youth unemployment decreased by 478 000 in the EU28 and by 270 000 in the Euro area. In April 2015, the youth unemployment rate was 20.7% in the EU28 and 22.3% in the Euro area, compared with 22.5% and 23.9% respectively in April 2014. In April 2015, the lowest rates were observed in Germany (7.2%), Austria and Denmark (both 10.1%), and the highest in Greece (50.1% in February 2015), Spain (49.6%), Croatia (45.5% in the first quarter 2015) and Italy (40.9%). http://bit.ly/1HK6TIv UN Secretary General addresses youth issues One thousand young people were addressed by and asked questions to Ban Ki-moon, the United Nations Secretary General, on 28th May at the event: “Our world, our dignity, our future. The post-2015 agenda and the role of youth”. The event, jointly organised by the European Commission and the UN in the context of the European Year for Development 2015, was broadcast live in selected schools across the EU and online, and included a multilingual discussion on global and development issues with a specific focus on topics that matter to young people. Youth ambassadors worldwide, aged between 14 and 27, made their proposals on various topics: from education to the environment and underlined the importance of a youth voice in decisions regarding these topics. EU Commissioner for International Cooperation and Development, Neven Mimica, introduced the Secretary General saying: “Young people are the future of development. As they are the people who will be most affected by the decisions we take now, it is important to listen to their views and take them into account.” The Secretary General delivered his address, speaking about the importance of youth participation in politics as well as the UN’s commitment to ensuring young people are involved and included in the post-2015 agenda. He urged young people to claim their rights and be part of the decision-making process and took questions from selected youth ambassadors, addressing specific questions on climate change, education, LGBTQ rights and more. https://europa.eu/eyd2015/AskBanKimoon European Youth Event to be back in 2016 EYE2016, the second edition of the European Youth Event for and by young people, will be back in 2016 from 20th to 21st May in Strasbourg, France. Once again the European Parliament will open its doors to young Europeans to discuss with European decision-makers and come up with innovative ideas on how "Together, we can make a change". All activities will focus on the five new themes: - War and peace: Perspectives for a peaceful planet;

Instead of about €67 million, Member States will receive around €1 billion as advance payments this year. The Regulation adopted by the Council removes the main bottleneck in the implementation of the Youth Employment Initiative (YEI) by releasing the financial burden on the Member States' budgets and allowing them to roll out quickly measures against youth employment. The adoption of the Regulation follows the agreement reached in the Council on 21st April and the approval of the European Parliament on 29th April. The Regulation will enter into force the day after its publication in the Official Journal of the EU. http://bit.ly/1EhiRqD World Education Forum 2015 At the World Education Forum, convened by UNESCO, from 19th to 22nd May in Incheon, the Republic of Korea, key educational stakeholders, country Ministers from UN member states, as well as civil society actors and the private sector, discussed and set course for education for the next 15 years. Ministers for education made commitments to ensure everyone gets quality education with a broad set of knowledge, skills and values, by fostering critical thinking, creativity, solidarity, dialogue and problem solving. Country delegates worked on a joint Declaration and the Framework for action which will help countries reach the 2030 educational goal of the Sustainable Development Agenda, as well as its set targets and indicators. Amid concerns that some countries will not have enough capacity to fulfill the set achievements, the Declaration will be re-discussed after the adoption of the Sustainable Development Agenda in Autumn 2015. Prior to the World Education Forum, a Civil Society Forum took place, bringing together non-governmental organisations worldwide to create a joint vision on education for the period 2016-2030, calling upon governments to, among other things, “reaffirm education as a public good and reject calls for increased privatisation or commercialisation in education, including any support for low fee private schools and for-profit universities”, as well as to make a “particular emphasis on out of-school children and youth in providing education opportunities.” Incheon Declaration Civil Society Forum declaration

Plovdiv (Bulgaria) and Matera (Italy) European Capitals of Culture 2019 On 19th May, the European Council designated the Bulgarian city of Plovdiv and the Italian city of Matera as the two European Capitals of Culture for 2019. Plovdiv will be the first Bulgarian European Capital of Culture ever. Under the motto “Together”, Plovdiv, with its important Roma communities, will highlight the multi-cultural dimension of the city. Matera will be the fourth Italian city to hold the title of European Capital of Culture. Under the slogan "Open Future", Matera will promote openness in all its dimensions and use culture as a propellant for conceiving a better, more inclusive and sustainable future in Europe. Plovdiv and Matera have now four years to prepare for 2019. So far, more than 50 cities have been European Capitals of Culture over the last thirty years. http://bit.ly/1JZXJKu Education, Youth, Culture & Sport Council Conclusions On the Education, Youth, Culture and Sport (EYCS) Council, which took place in Brussels, Belgium, on the 18th and 19th May 2015, EU Ministers for education, youth, culture, communication and sport assessed the achievements of European cooperation in the field of education and training ("ET 2020"), and discussed its future development in preparation for the mid-term stocktaking and the 2015 Joint Report. ET 2020 is the key European-level framework that helps member states to modernise their education and training systems, thus contributing to the overall political priorities set under the Europe 2020 strategy. Ministers adopted conclusions on the role of early childhood education and primary education in fostering creativity, innovation and digital competence. Ministers adopted conclusions on reinforcing youth work, highlighting its contribution to personal development, social inclusion, cultural diversity and active citizenship. Ministers adopted conclusions on enhancing cross-sectorial policy cooperation to effectively address the socio-economic challenges facing young people. Cross-sectorial policy cooperation is also one of the three main priorities set out in the recently adopted EU Work Plan for Youth 2014-2015. Ministers also discussed how to improve political participation by young people in the democratic life of Europe and agreed that the focus should be put on the following measures: – strengthen civil and political education and increase support from families and school in order to combat extremism and radicalisation; – make the best use of social media, the European Youth Portal and userfriendly tools for political participation; – develop tailored projects mainly at local level aiming to increase the dialogue with and between young people; – continue to exchange best practices. Ministers also exchanged views on the follow-up to the Declaration by Ministers of Education at their informal meeting in Paris in March 2015,

highlighting the crucial role which the education and youth sectors have to play in preventing radicalisation and promoting common European values. In the session on sport, Ministers adopted conclusions on the role of grassroots sport in developing transversal skills, especially among young people. The conclusions explore how voluntary activities in sport as a nonformal and informal learning can help young people acquire skills and competences that complement formal education and enhance their employability. http://bit.ly/1R2NHfW EU Parliament supports school milk and fruit schemes According to the EU Parliament, healthy eating habits start young, so the EU and its member states should do and spend more to encourage kids to eat healthy and local foods. 19th-22nd October 2015: Congress of Local and Regional Authorities, Strasbourg, France In the framework of the Congress of Local and Regional Authorities’ 29th session taking place from 19th to 22nd October 2015 in Strasbourg (France), a special call for youth delegates has been launched. The aim is to create a space for dialogue between the selected youth delegates and local and regional elected representatives and enable young people to express their views on the issues being debated. Youth delegates, one per national delegation, have been resident in one of the Council of Europe member states for a minimum of five years, be a member of a local/regional youth council or parliament, or local/regional council or assembly or executive, or a representative of a youth NGO, or a youth-led structure, or involved in youth work, or a local or regional elected representative and be able to speak one of the languages interpreted during the session (English, French, German, Italian, Russian).
