Highlights Creative Europe Programme on track for adoption On 17th July, the Committee of Permanent Representatives (COREPER, responsible for preparing the work of the Council) agreed on the compromise text of the Regulation establishing the Creative Europe Programme with a view to finalising agreement with the European Parliament on this European Commission's proposal. This decision will enable the European Commission to continue the preparations for the programme. The “Creative Europe” Programme (2014-2020) will bring under a single umbrella three currently self-standing programmes that have provided EU support to the cultural and audiovisual sectors: Culture, MEDIA and MEDIA MUNDUS programmes. The “Creative Europe” Programme will be EU's main instrument to promote cultural and audiovisual initiatives in the Europe Union and beyond, encouraging creativity and having a direct economic impact on growth and job creations. http://tinyurl.com/q8p88zj Agreement on "HORIZON 2020": the EU's research and innovation programme 2014-2020 On 17th July, the Committee of Permanent Representatives (COREPER, responsible for preparing the work of the Council) endorsed the agreement reached last June between the Presidency of the Council and the European Parliament representatives on the "Horizon 2020" programme for research and innovation for the years 2014 to 2020, paving the way for its formal adoption by the European Parliament and the Council through a vote in the coming months. Horizon 2020 will replace the EU's 7th Research Framework Programme (FP7), which runs until the end of 2013. Compared with FP7, the new programme is expected to further
eliminate fragmentation in the fields of scientific research and innovation. Horizon 2020, will support the objectives of the Europe 2020 strategy for growth and jobs, as well as the goal of strengthening the scientific and technological bases by contributing to achieving a European Research Area in which researchers, scientific knowledge and technology circulate freely. http://tinyurl.com/nt3ylu5 EU agreement on the new Life Programme The Council's Committee of Permanent Representatives (COREPER, responsible for preparing the work of the Council) has approved the agreement reached between the institutions on 26th June on a new LIFE Regulation. This paves the way for formal adoption of the new funding instrument for the environment by the Council and the Parliament later in the year. The new LIFE programme will provide EUR 3,456 million, including EUR 2,592 million for environment and EUR 864 million specifically for climate change action, over the next 7 years. http://europa.eu/rapid/pressrelease_MEMO-13-701_en.htm First Youth Take Over Day On 12th July, young people took over the United Nations in New York for the first Youth take over day. EC Communication on European higher education in the world On 11th July, the European Commission adopted a Communication on "European higher education in the world" which will provide recommendations on how Europe's 4,000 higher education institutions can work strategically to promote themselves in the rest of the world. According to the European Commission, strategic partnerships with higher education institutions outside Europe enhance the quality of European higher education and contribute to innovation and job creation by equipping European graduates with broader skills and by attracting international students, researchers and academics to the EU. According to the Communication, European universities have excellent links inside Europe but many lack a clear strategy for strengthening their ties with non-European partners. http://ec.europa.eu/education/news/2 0130711_en.htm Eurostat Release: Young people in the EU Eurostat, the statistical office of the European Union, has published two new Statistics Explained articles on “Youth unemployment” and
“Participation of young persons in education and in the labour market”. The articles explain concepts and definitions used to describe the structure of the youth population in a comprehensive way, in order to facilitate the interpretation and assessment of related statistics for users. http://europa.eu/rapid/pressrelease_STAT-13-107_en.htm European Alliance for Apprenticeships launched Launched by the European Commission on July 2nd, the alliance aims to increase the quality and supply of apprenticeships across Europe and change mind-sets towards apprenticeship-type learning, facilitating a smooth transition of young people from education to work. The Alliance promotes measures which will be supported by the European Social Fund, the Youth Employment Initiative and Erasmus+, the new EU programme for education, training and youth.
