Highlights EU’s Top Young Translators Announced The names of the 27 winners of the European Commission’s annual “Juvenes Translatores” contest for secondary school pupils were announced on 28th January. The contestants translated a one-page text list based on their choice of any of the 506 combinations possible among the EU’s 23 official languages. More than 3,000 pupils from 750 schools sat the contest in November 2012. The winners, one per EU country, will be invited to an award ceremony in Brussels on 11th April 2013 to receive their prizes from Commissioner Androulla Vassiliou and will also have the chance to see the Commission’s translators at work. http://ec.europa.eu/translatores/archi ve/2012/winners_en.htm Professional qualification card will ease mobility of young people A legislative resolution adopted by the European Parliament Committee on the Internal Market on 23rd January gave the green light to amending a new draft law on recognition of professional qualifications and introducing a professional qualification card aimed at promoting the mobility of young professionals and graduates. The project is part of a series of measures to improve EU legislation on the recognition of diplomas and professional qualifications. MEPs also voted to extend the Directive's scope to cover traineeships, as an integral part of a professional's experience. Furthermore, they voted to include unpaid traineeships, and not just paid ones, as proposed by the Commission, because unpaid traineeships may form part of the training giving access to a regulated profession. The Committee will decide later when to start informal negotiations with the Council on the
updated Directive. http://tinyurl.com/au7quhj UN Secretary-General appoints Envoy on Youth Ahmad Alhindawi, 29 years old, from Jordan, was appointed on 17th January as the first UN Special Envoy on Youth by the Secretary General of the United Nations, Ban Ki-moon. Mr. Ban Ki-moon had already announced within his Five Year Action Agenda last year that working with and for young people was one of his top priorities. This appointment reinforces the importance of a meaningful engagement of young people on an international scale. The Envoy on Youth will play a crucial role in driving forward the UN priorities on youth: advocating for the interests and needs of young people, promoting the effective participation of young people, democratic membership-led youth organisations in global governance and in the UN system, acknowledging their legitimate and valuable contribution to development and the goals of the UN. http://tinyurl.com/afvfetp European Parliament resolution on a Youth Guarantee adopted On 16th January 2013 the European Parliament adopted a non-legislative resolution on a Youth Guarantee, confirming the MEPs' support to the Commission’s proposal for a Council Recommendation on establishing a Youth Guarantee. The Youth Gurantee should help all young EU citizens and legal residents up to the age of 25 years, and recent graduates under 30, to receive a good-quality offer of employment, continued education or apprenticeship within four months of becoming unemployed or leaving formal education. More specifically, MEPs also stressed that Youth Guarantee schemes should effectively improve the situation of NEETs and
11
should be eligible for specific forms of European funding, especially in the Member States with the highest youth unemployment rates. The Resolution calls on Member States to allocate sufficient funding to the initiative and to adopt it during the Employment and Social Affairs Council of 28th February. http://tinyurl.com/aojmubn Entrepreneurship 2020 Action Plan On 9th January the European Commission presented an action plan to support entrepreneurs and revolutionise entrepreneurial culture in Europe. The plan stresses the key role of education and training to
nurture new generations of entrepreneurs, and includes specific measures to help budding entrepreneurs among young people, women, seniors, migrants, and the unemployed. The high level of EU unemployment leaves untapped human resources, especially amongst women and young people. The plan also tackles obstacles to entrepreneurship such as ambitious measures to facilitate start-ups and new businesses, make transfers of business ownership more successful, improve access to finance, and give honest entrepreneurs a second chance after bankruptcy. http://tinyurl.com/azf6sux
