Documentation Assuring Quality in Education: Policies and Approaches to School Evaluation in Europe The new Eurydice report analyses the structures and organisation of school evaluation in primary and compulsory secondary level. It covers all EU Member States, as well as Iceland, Norway, the Former Yugoslav Republic of Macedonia, and Turkey. The report analyses the two major types of school evaluation: external evaluation, conducted by evaluators who are not staff members of the school concerned, and internal evaluation, performed primarily by members of its staff. The report contains country-specific descriptions and a comparative review of school evaluation in Europe. Full version of the report: http://bit.ly/1y8mTna Highlights of the report: http://bit.ly/1DU80Fn 2014 Employment and Social Developments in Europe Review According to the Review, countries providing high quality jobs and effective social protection and investing in human capital have proved to be more resilient to the economic crisis. The Review looks back at the consequences of the recession and stresses the need to invest in the formation and maintenance of the right skills in Europe's workforce to support productivity, as well as the challenge of restoring convergence among Member States. The Review also looks into the lessons learnt from the recession to see that its negative impact on employment and incomes was smaller for countries with more open and less segmented labour markets, and stronger investment in lifelong learning. In these countries, unemployment benefits tend to cover many of the unemployed, are linked to activation, and responsive to the economic cycle. Furthermore the Review finds that a number of Member States are progressively moving towards a social investment model that promotes people's potential throughout their lives and supports wider labour market participation. It looks at the drivers of the rising middle class in the developing world as well as the risk of social unrest, especially in areas of elevated youth unemployment. The Report addresses structural factors shaping the world of work, including an aging population and shifts in the skills sought by

It can be a complaint about the application of an EU law or a request to the Parliament to adopt a position on a specific matter. Opportunities Call for National Training Courses in Human Rights Education 2015 Launched by the Council of Europe Youth Department, the call for expressions of interest is addressed to non-governmental organisations, youth organisations, public institutions and/or networks to organise national training courses in human rights education with young people in 2015. The national training courses in human rights education are an integral part of the programme on human rights education with young people and aim to support the development of human rights education through youth work and non-formal learning. The courses are organised at the initiative of national organisations or institutions interested in introducing and developing the provisions and quality of human rights education. The duration of the courses should be of minimum 4 consecutive working days. The number of participants should be of minimum 15 and maximum 40. All training courses should take place between 13th April and 20th November 2015. All expressions of interest must be sent before 24th February 2015. Find out more: http://bit.ly/1yxjU2M Balkan Fellowship for Journalistic Excellence 2015 Organised by the ERSTE Stiftung Foundation and Open Society Foundation in cooperation with the Balkan Investigative Reporting Network, BIRN, the fellowship is addressed to journalists from Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Greece, Kosovo, Former Yougslav Republic of Macedonia, Montenegro, Romania and Serbia. They will have to submit research proposals on the 2015 theme: “Values”. Ten journalists will be selected to receive funding and professional support to research and report on a topic of regional and European importance. Participating fellows will receive: a bursary of €2,000, a travel allowance of up to €2,000 and a chance to participate in a seven-month programme of professional development. Furthermore, they will have the opportunity to travel across the region to produce an in depth report, they will get a training from internationally recognised journalists and experts and, finally, they will have their work published Europe-wide. In addition, the independent Selection Committee will award bursaries of € 4,000, € 3,000 and € 1,000 for further professional development to the authors of the three winning articles. The fellowship will run from April until December 2015 and three winners shall be selected during the final seminar held at the end of the year. Deadline: 25th February 2015.

It will also enable trainees to acquire practical experience and knowledge of the dayto-day work of Eurofound units and sections. The traineeships will last six months. Young directors (up to 30 years of age only for the Short and Medium Film Competition) are invited to send their videos, which must have been concluded after 1st January 2013, under one of these categories: Fiction; Documentary; Experimental and Animation. Directors can submit more than one film, in separate entries. They cannot submit the same film in more than one category. Videos should be on DVD, Blueray and Hard Drive formats and be in English or Portuguese, or have subtitles in one of the two languages. There are small administration fees. Find out more: http://bit.ly/1KhXRqC JM Jazz World Orchestra 2015 The JM Jazz World Orchestra is a project launched by Jeunesses Musicales International giving the opportunity to young musicians from all around the world to take part in training sessions, workshops and finally in a concert tour as a member of the JM Jazz Orchestra. This year JM Jazz World is organised together with Jeunesses Musicales Croatia (JM Croatia). The project will be under the artistic leadership of Luis Bonilla (USA), a California raised, Costa Rican trombonist, composer and arranger. The plan is to meet in Groznjan on the 2nd of July to socialise, play and work together to create the best young big band the world has ever seen. The tour will start on July 7th with concerts planned in Belgium, Croatia, Germany, the Netherlands and Slovenia. Participants should be talented musicians between the ages of 18 and 25 playing saxophone, trombone, trumpet, horn, tuba, guitar, bass, drums, percussion, piano and vocals. Deadline: 16th March 2015. Find out more: http://bit.ly/1uv0Txq Call for volunteers at the EU pavilion at Expo Milano The pavilion of the European Union intends to offer all young Europeans the opportunity to actively participate in a historic event, Expo Milano 2015, contributing to its activities and creating a unique learning and communication experience. Over 900 volunteers will be recruited from across Europe, they will be responsible for crowd management and easing visitor access to the pavilion as well as the dissemination of information about the contents of the EU's participation in Expo and food-related issues. Eligible candidates should be between 18 and 30 years old, be citizens of a EU country or a country participating in the Erasmus+

Knowledge of other languages would be an asset. The selected volunteers will be engaged for a period of 14 or 15 consecutive days and for a maximum of 5 hours and 30 minutes per day. During the rest of the day they will be free. The pavilion will be open every day from May 1 to October 31, 2015 from 10 am to 11pm. In their application, candidates should indicate their preferences for the time slot (indicating a maximum of 3 choices) and also choose the role they wish to be considered for. They will also be requested to write a short motivation letter in English. Young people who apply could be also offered the opportunity to collaborate with the pavilions of EU countries and Erasmus+, in agreement with the respective heads of the pavilions. Volunteers will be trained. Urban transport and food expenses will be covered. For volunteers who do not live in Milan, university accommodation will be sought at affordable prices. Highlights European Commission proposal to promote youth employment On 4th February, the European Commission will present a proposal to increase the amount of pre-funding made available to Member States to promote youth employment and provide support to young persons not in employment, education or training in the most affected regions. Currently, Member States are facing difficulties to provide the necessary payments for the implementation of operations under the Youth Employment Initiative. The situation is particularly acute in the Member States with the highest levels of youth unemployment since they are also the ones which are facing more budgetary constraints and lack of funding. According to the European Commission, increasing the amount of prefunding will contribute to the integration of young people into the labour market and support the efforts of providing an immediate and quick response to the unacceptably high level of youth unemployment in the EU. http://bit.ly/1F1nKqT EUROSTAT December 2014 Euro area unemployment rate According to new data on unemployment, published by Eurostat (the statistical office of the European Union), the Euro area (EA18) seasonally adjusted unemployment rate was 11.4% in December 2014, down from 11.5% in November 2014, and from 11.8% in December 2013. The lowest rate recorded in the euro area since August 2012. The EU28 unemployment rate was 9.9% in December 2014, down from 10.0% in November 2014 and from 10.6% in December 2013. This is the first time the rate for the EU28 has fallen below 10.0% since October 2011. In December 2014, 4.960 million young persons (under 25) were unemployed in the EU28, of whom 3.289 million were in the euro area. Compared with December 2013, youth unemployment decreased by 464 000 in the EU28 and by 168 000 in the euro area. In December 2014, the youth unemployment rate was 21.4% in the EU28 and 23.0% in the euro area, compared with 23.1% and 23.9% respectively in December 2013. http://bit.ly/1yTifJK European Commission indicators to measure Youth Guarantee’s success The European Commission has published an updated set of indicators designed to monitor the implementation of its ‘Youth Guarantee’ youth employment scheme. New data will be collected across the 28 Member States of the European Union to improve assessment of the scheme’s

In addition to more ‘direct’ monitoring of how well the scheme has reached young people and what kind of offers they have received (training, an internship, education, or a job), macroeconomic data will also be included to provide a more holistic picture of the situation of young people in the EU. The Youth Guarantee is a European Commission initiative designed to combat high levels of EU-wide youth unemployment, which currently stand at 21.9%. The scheme seeks to ensure that young people will be offered a job or training suitable to their education, skills and experience within four months of becoming unemployed. http://bit.ly/160lKme Latvian Presidency priorites for education, youth and sports On 19th January, Mārīte Seile, the Minister for Education and Science of the Republic of Latvia, presented the work programme of the Latvian Presidency of the Council of the European Union (EU) to the Culture and Education Committee of the European Parliament (EP). The Minister highlighted education within the framework of growth, investment and well-being of European citizens. In order to develop a closer link between the Europe 2020 Strategy and the Strategic Framework for European cooperation on Education and Training 2020, the Presidency will give an input to the preparation of the Joint Report 2015. Thinking of the skills and competences necessary for the future labour market, the Presidency will focus on enhancing European cooperation in vocational education and training. The Presidency will also address issues of creativity, innovation and digital skills at early age. Similarly, the work programme stresses evaluation of the Bologna process, accessibility of education and effectiveness of investments, internationalisation of education and transparency and recognition of skills and qualifications for mobility and employability. Concerning youth unemployment, the Presidency will work on reducing early school leaving rates and boosting enrolment in tertiary education. An “inclusive and sustainable labour market” is also emphasised as crucial to getting young people back to work, and investment in sport is seen as a means to develop young people’s transversal skills and overall health. Concerning youth, the Presidency will focus on cross sectorial cooperation which is crucial for addressing socio-economic challenges of young people and enhancing youth contribution to achieving the EU's main objectives. During the coming six months, the Presidency will work on youth empowerment through political participation. The Presidency will be inviting youth delegates and policy makers to participate in the EU Youth Conference from the 23rd to the 26th of March,
13 ⎪ Eurodesk Brussels Link Bulletin – February 2015 as part of the 4th cycle of the EU’s ‘Structured Dialogue’ with young people. The Conference will consult relevant stakeholders on questions developed at the previous EU Youth Conference in Italy, such as increasing trust, improving youth turnout, and fostering diverse participation patterns, before delivering recommendations on these issues. This will be followed by the “formulation of concrete actions” for a Council Resolution during the upcoming Luxembourgish Presidency. A second Eastern Partnership Youth Forum is also planned from 9th to 11th February in Latvia, aimed at strengthening cooperation with young people in Eastern Europe. In regard to sports, the Latvian Presidency intends to highlight grassroots sports as developer of transversal skills: critical thinking, sense of initiative and leadership, problem solving, organisational skills, working in a team and responsibility, all of which are relevant for employment. In this context, the Presidency will organise the conference "Sport and physical activity for development of human capital" on 16th February in Riga. Against the backdrop of international developments, the Latvian Presidency's priorities will also cover the issues of anti-doping and match-fixing. https://eu2015.lv European Council updates on Visa Directive The European Council has published an update on the Visa Directive, a European Commission initiative that sets out the conditions under which non-EU nationals can enter the European Union for research, study, exchange, training, volunteering or au-pairing. The Council’s updated position on the Directive would limit mobility to certain groups. EU Member States would only be obliged to apply the Directive to researchers and students, and it would remain optional for volunteers, pupils, trainees and au pairs. Furthermore, the Council is calling for additional restrictions on intra-EU mobility: the provision in the European Commission’s proposal (also supported by the European Parliament) allowing for free movement within the EU for third-country nationals that have authorisation to live in one EU country has been removed. As well as this, visa fees would not be waived, but “should not be disproportionate or excessive”, and the deadline for responding to visa applications would be set at 90 days, as opposed to the 60 days proposed by the Commission or the 30 days proposed by the Parliament. http://bit.ly/1CLI5RJ Commissioner

14 ⎪ Eurodesk Brussels Link Bulletin – February 2015 Programme EU Commissioner for International Cooperation and Development, Neven Mimica, met on 22nd January 40 young people from across the EU to launch the ONE's Young Ambassadors' scheme in Brussels. The young people, from 18 to 32 years old, had the opportunity to discuss with the Commissioner his plans for the Post 2015 Development Agenda and the European Year for Development 2015, and how young people can get involved at grassroots level. http://bit.ly/1tjwXJD Access of young people from disadvantaged neighbourhoods to social rights According to a Recommendation adopted by the Committee of Ministers of the Council of Europe on 21st January 2015, young people from disadvantaged neighbourhoods must fully enjoy their social rights. The Recommendation focuses on such areas as education and training, employment and occupation, health, housing, information and counselling, sports, leisure and culture. The Recommendation calls for efforts towards abolition of the segregation and isolation that negatively affects disadvantaged neighbourhoods no matter where they are. The policies should promote participation of young people from disadvantaged neighbourhoods in all matters related to the planning and management of their living environment. The role of non-formal education and youth work, as well as youth workers and youth organisations, in the prevention of discrimination, violence and exclusion and the promotion of active citizenship is also highlighted. http://bit.ly/1Kbi7r0

The course will provide an overview on why intercultural education is relevant and needed, what it means in theory and practice and how it can be improved in relation to the context of a globalised world, the local needs, its contents and methodology. The course is addressed at people working in or with intercultural learning and education. Students with a special interest in the topic are also welcome.
