Photo Contest - What does science mean to you? Every month, teams of three young people from 13 to 18 years old, from the European Union, will have the opportunity to express their answers to the question ‘What does science mean to you?’ in a photo. The photos will be voted online by their peers. Each month between December 2012 and May 2013 a winning team will be announced based on the results of online voting. The six monthly winning entries between December 2012 and May 2013 will then participate in the final vote-off in June 2013 to determine the final three winners of the competition. Only one photo per team may be submitted. No team member can participate in more than one team. The online voting will be open from 00:01 CET on the 16 th of the month until the last day of each month at 23:59 CET, from December 2012 to May 2013. The 1st Prize winning team will get a trip to Prague to attend the European Union Contest for Young Scientists (EUCYS) in September 2013 for no more than 3 days. The 2nd Prize winning team will be offered a trip to Ispra to visit the research facilities of the Joint Research Centre in 2013 for no more than 2 days. Each members of the 3rd Prize winning team will be offered an ICE Watch branded to the campaign's visual identity: Science: it's a girl thing! Find out more: http://science-girl-thing.eu/en/contest Model European Union 2013 This offers a unique simulation of EU decision-making and politics, taking place annually in Strasbourg and bringing together highly skilled and motivated young Europeans. Participants will have the opportunity to have a first-hand experience of the functioning of European institutions right on the premises of the European Parliament in Strasbourg, France, from 20 th to 27th April 2013. Young people from 18 to 26 years old, from the EU or any EFTA country, as well as Croatia and Turkey, who are curious about the functioning of the European Institutions and who want to actively take part in a life-like simulation are invited to apply. The proposals up for debate in MEU 2013 are the following: - Proposal for a Directive of the European Parliament and of the Council on collective management of copyright and related rights and multi-territorial licensing of rights in musical works for online uses in the internal market. - Simulation of the Croatia’s EU membership accession negotiations. This will be the first time ever that the Consent Procedure will be simulated. Deadline to apply: 31st January 2013. Find out more: http://meu-strasbourg.org Google Europe Scholarship for Students with Disabilities The scholarship is addressed to students with disabilities who are pursuing university degrees in the field of computer science at a university anywhere in the European Union. The scholarship aims to help dismantle barriers that prevent students with disabilities from entering computing, encourage them to excel in their studies and become active role models and leaders in creating technology. Candidates should be at the final year of a Bachelor’s degree, or enrolled in a Master’s or PhD programme (or equivalent), in 2013/2014, be enrolled at a University in Europe, be citizens, permanent residents and international students

with disabilities studying at a University in Europe. The best candidates will each receive a 7,000 EUR (or equivalent) scholarship for the 2013/2014 academic year. It contributes to creating an area of cooperation in the field of higher education between the European Union and partner countries surrounding the European Union. The purpose of this call for proposals is to promote multilateral cooperation among higher education institutions, authorities and organisations from EU Member States and partner countries, with the focus on the reform and modernisation of higher education. Tempus finances two types of action: 1) Joint Projects: projects with a ‘bottom-up’ approach aiming at modernisation and reform on an institutional (university) level. Joint Projects aim at transferring knowledge between universities, organisations and institutions from the EU and from the partner countries as well as between partner country entities as appropriate. 2) Structural Measures: projects seeking to contribute to the development and reform of higher education systems in partner countries, as well as to enhance their quality and relevance and to increase their voluntary convergence with EU developments. Structural Measures will be interventions designed to support structural reform of higher education systems and the strategic framework development at national level. Participants will be undergraduate and graduate students enrolled in a school of higher education or a university, under 26 years old. They will be grouped together into teams and will have to resolve different case studies that, according to the appropriateness of their decisions, will enable them to accumulate points (“Aces”). The aim of the Competition is to obtain a maximum number of Aces to ensure that one’s team qualifies for the international final which will take place on 15 th April 2013 (indicative date) and during which the 5 finalist Teams will be given their final ranking and will be also awarded with cash prizes. Participants from all around the world are invited to take pictures that capture youth at work (in different places and under various conditions) in a creative and original manner. They will have to focus specifically on working conditions, gender barriers, discrimination, informality, entrepreneurship, working

poverty, migration, precarious work, and the rural economy, among others. They can submit up to a maximum of five photos per person. A jury will award a total of five prizes in two categories: Global: A selection made from all photo entries 1) Best photo: USD 1,000 2) Second best photo: USD 500 3) Youth prize (entries of persons aged 18-29 years): USD 800 Regional: A selection made from photo entries from the Central and Eastern Europe (CEE) region 4) CEE best photo: USD 1,000 5) CEE youth prize (entries of persons aged 18-29 years): USD 800 The winning photos will be displayed in an online photo exhibition. Such projects focus on structured exchanges of students and faculty members; and on the joint development of joint or shared curricula and joint study programmes, as well as on the award of joint or double degrees in the case of Joint Degree projects. All projects must address: development of innovative international curricula; student services, language and cultural preparation; organisational frameworks for student mobility and faculty members' mobility; evaluation; sustainability and dissemination. In the case of Joint Degree Projects the Call is open to consortia of higher education institutions. In the case of Joint Mobility Projects the Call is open to consortia of vocational and training institutions or higher education institutions. Eligible applicants must be from one of the Partner Countries and from one of the 27 countries of the European Union or Croatia (Croatia is expected to become a Member State of the European Union on 1st July 2013. Highlights Citizens able to stand as candidates in another EU country more easily under new EU rules On 20th December, the EU Council of Ministers adopted a European Commission proposal to make it easier for EU citizens living in another Member State to stand as candidates in the 2014 European Parliament elections. This follows an overwhelming vote by the European Parliament in favour of the proposal (618 votes in favour, 23 votes against and 14 abstentions) on 20th November. This is one the Commission’s initiatives to promote and facilitate participation in the European elections. It will be complemented by the work of the European institutions during the 2013 European Year of Citizens, which will help better inform citizens about their rights and prepare the ground for the next European elections in 2014. http://europa.eu/rapid/pressrelease_MEMO-12-1020_en.htm Youth employment: Commission proposes package of measures Measures to help Member States tackle unacceptable levels of youth unemployment and social exclusion by giving young people jobs, education and training have been proposed by the European Commission. As requested by the European Council and European Parliament, the Commission's Youth Employment Package includes a proposed Recommendation to Member States on introducing the Youth Guarantee to ensure that all young people up to age 25 receive a quality offer of a job, continued education, an apprenticeship or a traineeship within four months of leaving formal education or becoming unemployed. The proposed recommendation urges Member States to establish strong partnerships with stakeholders,
ensure early intervention by employment services and other partners supporting young people, take supportive measures to enable labour integration, make full use of the European Social Fund and other structural funds to that end, assess and continuously improve the Youth Guarantee schemes and implement the schemes rapidly. The Commission will support Member States through EU funding, by promoting exchanges of good practice, monitoring implementation of Youth Guarantees in the European Semester exercise and awareness-raising. To facilitate school-to-work-transitions, the Package also launches a consultation of European social partners on a Quality Framework for Traineeships so as to enable young people to acquire high-quality work experience under safe conditions. Furthermore, it announces a European Alliance for Apprenticeships to improve the quality and supply of apprenticeships available by spreading successful apprenticeship schemes across the Member States and outlines ways to reduce obstacles to mobility for young people. http://tinyurl.com/c78tukj European Union receives the Nobel Peace Prize On 10th December, in a ceremony at Oslo City Hall; representatives of the European Union received this year's Nobel Peace Prize in recognition of six decades of peace, reconciliation, democracy and human rights in Europe. The leaders of the EU, represented by the Presidents of the European Council, the Commission and the European Parliament were accompanied by representatives from EU institutions, EU social partners and four young people: Ana from Spain, Elena from Italy, Ilona from Poland and Larkin from Malta the four

winners of the youth drawing and writing contest "Peace, Europe, Future" organised by the EU to mark the occasion. In a common decision the EU leaders decided to double the Nobel Peace Prize money to a joint sum of 2 million euros and under the EU Children of Peace initiative, to award it to four projects helping conflict-affected children worldwide. http://ec.europa.eu/echo/EU4children /index_en.htm EU Budget 2013: all you need to know The EU's budget for 2013 was adopted by Parliament during the December plenary. The agreement, signed by the presidents of EP, Council and Commission, also secures additional funding to cover shortfalls for the 2012 budget and includes a guarantee from the other EU institutions that they will deal swiftly with anticipated shortfalls in 2013. The budget package for 2012/2013 includes €6 billion to cover outstanding bills for 2012. The 2013 budget focuses on boosting growth and creating jobs and includes a strategy for dealing with payment shortfalls in the future. It has now been saved thanks to the Parliament negotiating a €6 billion deal to cover outstanding bills as well an agreement with the other EU institutions to deal with any shortfalls in 2013 promptly.

Through creative online web, mobile and offline paper survey methods, My World allows people across the world to tell the UN, and in particular the Secretary General's High Level Panel, the most important issues they would like the post-2015 agenda to address. The survey will be open from now until 2015. Results will firstly be submitted to the Secretary General´s High Level Panel for Post-2015 before their meetings in Monrovia, Bali and New York and will feed into their final report and recommendations for a new development framework in May 2013. http://www.myworld2015.org Cluj-Napoca: European Youth Capital 2015 On 24th November, Cluj-Napoca (Romania) won the title of European Youth Capital 2015. The competition was intense, with all shortlisted candidates presenting strong applications and promising visions on how to implement European youth policies and foster participation of young people. Cluj-Napoca ambitious ‘SHARE’ programme, a European dimension of its application, proved close cooperation with universities, civil society and other local partners and was a decisive element in the final jury deliberations. As a result, the Transylvanian city has been awarded the chance to fully showcase its youth-related cultural, social, political and economic life and development in 2015 and beyond. Doing so, it will be following other European Youth

Capitals: Rotterdam (The Netherlands, 2009), Torino (Italy, 2010), Antwerp (Belgium, 2011), Braga (Portugal, 2012), Maribor (Slovenia, 2013) and Thessaloniki (Greece, 2014). The other shortlisted candidates for

Upcoming Events 1st January-30th June 2013: EU Irish Council Presidency Starting January 1st Ireland will hold the rotating presidency of the Council of the European Union for the 7th time. The Presidency coincides with the 40th anniversary of Ireland’s membership of the EU. Ireland is the first Presidency in the Trio with Lithuania (second half 2013) and Greece (first half 2014). The Irish Presidency will work on promoting sustainable economic growth and jobs and strengthening Europe’s competitive advantage, restoring stability and confidence through effective economic governance for Europe and supporting growth and reform. The Irish presidency will also address the critical levels of youth joblessness across the EU by making progress on the Youth Employment and Youth Guarantee proposals. During the European Year of Citizens in 2013, the Presidency also plans to make progress on a range of initiatives aimed to promote free movement across the EU and to protect workers’ rights. The launch of the Irish Presidency will take place on 10th January 2013 in Dublin.
