Documentation Study on a comprehensive overview on traineeship arrangements in Member States, Final Synthesis Report The EU-wide study, commissioned by DG Employment, Social Affairs and Equal Opportunities, provides a comprehensive and comparative overview of traineeship arrangements, including legislative/regulatory and quality assurance frameworks, in all 27 Member States. The study was conducted by the Institute for Employment Studies (IES) (lead co-ordinator), the Istituto per la Ricerca Sociale (IRS) and the Bundesinstitut für Berufsbildung (BIBB) in collaboration with an EU-wide network of regional and national experts. The three year campaign will first seek to get teenage girls interested in studying science, technology, engineering and maths (STEM subjects). I’m a City Changer Campaign The campaign aims to create awareness among citizens on urban issues to achieve better cities. Recommendations of young people with disabilities for the Council of Europe and its member states This video presents the recommendations drafted for the Council of Europe and its member states by young people, trainers and youth workers that attended the ‘Consultative meeting on the inclusion of young people with disabilities’. This meeting was held between 29th and 31st May 2012 at the European Youth Centre in Budapest, organised by the Youth Department. Commonwealth Youth Award for Excellence in Development Work The Commonwealth Youth Programme (CYP) is inviting nominations for the 2012 Commonwealth Youth Awards. Nominees should be young persons making a positive difference to the lives of other people in their community or country. The award is addressed to young people whose development work reflects the Commonwealth's Plan for Youth Empowerment to promote youth participation in decision making, to promote the economic empowerment of young people, to take action for equality between young men and women, to promote peaceful and democratic environments in which human rights flourish, to provide quality education for all and to improve access to information and communication technology. The nominee should be older than 29 on 31st December 2012 and must have been engaged in development work for more than 12 months, either in a professional or voluntary capacity. The development work must be ongoing and taking place in a Commonwealth Country. Individuals cannot nominate themselves in a personal capacity. Applications must be sent by 31st July 2012. Everyone worldwide is invited to create a short video explaining an invention, an experiment, a science concept or an idea. The video must be a “Science” based video or animation of 60 seconds in which contestants should explain the science, not merely demonstrate a phenomenon. The deadline for registration is 1st August 2012. The deadline to submit entries is 26th August 2012. The best entries will be rewarded with cash prizes. Find out more: http://www.60secondscience.net Do One Thing For Diversity and Inclusion Contest 2012 As part of the ‘Do One Thing For Diversity and Inclusion’ 2012 campaign, the UNESCO Centre of Florence, in partnership with the UN Alliance of Civilisations and all the partners of the campaign, has launched a video and photo contest to celebrate the World Day for Cultural Diversity for Dialogue and Development. Participants worldwide are invited to submit videos of maximum 2 minutes and photos on the subject: “What does ‹Diversity and Inclusion› mean to you? Why does diversity matter to you? Show us your personal vision”. Videos can be in any language, or even made without an audio soundtrack. If videos are in a language other than English, French, Italian or Spanish, subtitles should be provided. The Designing MDGs poster competition The Designing MDGs poster competition aims to challenge European young people under 30 years old to confront their work with the real world. They will have to create a poster related to one of the following topics: -Fight Poverty, Hunger and Disease! -Education for All! -Power 2 Women! -Create your Culture! -Go Green! -Pursue Truth! "Show Me Inclusion" Competition Young people between 12 and 26 years old are invited to stand up and get creative about the inclusion of persons with disabilities. They will have to create videos, audio files, drawings, and sketch books on the following topics: inclusion of persons with disabilities in everyday life, importance of inclusion, the potential of persons with disabilities, the rights of persons with disabilities and the inclusion of persons with disabilities in the fight to end poverty. The best and winning entry will be made public on the World Day for the Eradication of Poverty, 17th October 2012. It will also be professionally produced and used worldwide as an awareness raising tool. Deadline to submit entries is 16th September 2012 at 23:59 CET. Highlights Youth unemployment: studies show apprenticeships and traineeships are useful but need to be improved The dramatically high youth unemployment rates in Europe call for immediate action by Member States. One of the priorities for action is to ensure a smooth school-to-work transition for young people. Two studies, undertaken for the European Commission on apprenticeships and traineeships in all EU Member States, recommend that these schemes should be more responsive to labour market requirements, better adapted to business needs and offer more guarantees in terms of quality and perspectives for young people. The studies' results will provide input to the preparation of two Commission initiatives by the end of 2012; a draft Council Recommendation on Youth Guarantees, to ensure that young people are either in employment, education or training within four months of leaving school, and the definition of a Quality Framework for Traineeships. The study on apprenticeships recommends that there should be: -homogeneous quality standards for apprenticeship-type studies; -a balance between specific occupational skills and general skills and competences; -the involvement of the social partners in the design and organisation of apprenticeships, as this is an essential factor for their success and -initiatives taken with students to improve the general image of the vocational education system. The study on traineeships indicates that: -there is a need for a clear definition of traineeships at EU level; -where possible, traineeships should take place as a part of the study curriculum rather than after students leave education;

-a concerted effort should be made at both EU and national levels to increase the supply of traineeships, especially in SMEs; -there is a need for some financial support to trainees, especially those from less privileged backgrounds and -steps should be taken to encourage open and transparent recruitment processes for traineeships. The traineeship study complements the public consultation on the quality of traineeships launched as part of the Commission's April 2012 Employment Package. http://tinyurl.com/6lr2rlm European Council Conclusions At the European Council Summit on 28th-29th June 2012, Heads of State or Government agreed on: -tackling unemployment and addressing the social consequences of the crisis effectively; -pursuing reforms to improve employment levels; -stepping up efforts to increase youth employment, to improve young people's first work experience and their participation in the labour market, with the objective that within a few months of leaving school, young people receive a good quality offer of employment, continued education, an apprenticeship, or a traineeship, which can be supported by the ESF; -developing and implementing effective policies to combat poverty and support vulnerable groups. Member States will swiftly implement their National Job Plans and develop more ambitious and precise National Job Plans for the next European Semester ones. Member States should use the possibilities of financing temporary recruitment subsidies from the European Social Fund. Boosting employment, for both women and men, in particular for young people and the long-term unemployed, is a clear priority. The Council will swiftly examine and decide on the proposals contained in the Commission's

"Employment package", putting emphasis on quality job creation, structural reform of labour markets and investment in human capital. It is crucial to address youth unemployment, in particular through the Commission's initiatives on youth guarantees and the quality framework for traineeships. It is also important to promote the reactivation of older workers. Give your opinion on the attractiveness of vocational education and training in your country Cedefop, the European Centre for the Development of Vocational Training, has launched a survey for teachers and trainers, employers and guidance counsellors on the attractiveness of initial vocational education and training in Europe. Council of Europe Adopts Resolution for Youth The Council of Europe has recognised the rapidly rising rate of youth unemployment and its consequences for Europe as a priority. In a report adopted on 28th June 2012 “The young generation sacrificed: social, economic and political implications of the financial crisis” the Parliamentary Assembly of the Council of Europe (PACE) details the dangers facing what some are calling the “lost generation”. “Millions of European young people have decided to stop their studies, to stop looking for work and to abandon themselves in a sort of limbo situation. These are millions of people we’ve lost completely for the future generation, for the future of Europe and for the development of Europe and we should intervene,” said Committee on Social Affairs, Health and Sustainable Development rapporteur Luca Volonté. On-line public consultation on Code for Effective Open Voluntarism: Good design principles for selfand coregulation and other multistakeholder actions The European Commission has launched a public consultation on a "Code for Effective Open Voluntarism: Good design principles for self- and co-regulation and other multistakeholder actions." Stakeholders potentially engaged or interested in self- and co-regulation and all citizens, organisations and public authorities are welcome to contribute to this consultation open until 30th September 2012. http://ec.europa.eu/information_socie ty/digital-agenda/actions/consultation Have your say! Your rights, your future People can face obstacles when exercising their rights as European citizens. The European Commission is therefore asking citizens to share the problems they have experienced when moving around the EU. European Business Forum on Vocational Training The first European Business Forum on Vocational Training took place on 7th and 8th June 2012 in Brussels. It focused on "challenges and trends in skills and career development of the European workforce". Some 330 stakeholders participated in the discussions including representatives of businesses (such as Air Liquide, Danfoss, Deutsche Bank, Goodyear, Louis Vuitton MoÍt Hennessy, Philips, Siemens, Unilever), business associations, sectoral organisations, chambers, research, VET providers and policy makers at European, national and regional level. Mr. Jan Truszczyńnski, European Commission Director General for Education and Culture, and Mrs. Christine Antorini, Danish Minister for Education, stressed the role of companies in development of skills and competences as well as the necessity for a greater cooperation between VET

providers and employers. During the workshops participants discussed the identification of skills needed by companies, the role of formal learning and of work-based learning in competence development, the role of companies in promoting youth employment and the EU support of vocational education and training. The closing panels debated challenges and the way ahead for policy making putting emphasis on more permeability between the education sectors, flexible learning provision, entrepreneurship, up-skilling of low skilled people, quality assurance aspects. Upcoming Events 1st July-31st December 2010: Cyprus Presidency of the Council of the European Union From 1st July to 31st December 2012 Cyprus, for the first time, will take over the Presidency of the Council of the European Union (EU). Cyprus joined the EU in 2004 and became a euro zone member in 2008. During the Cyprus Presidency, the second cycle of the Structured Dialogue, which had set as a priority the “Participation of young people in democratic life”, will be concluded. The Cyprus Presidency is planning to promote the adoption of a Council Resolution, which will provide an overview of the second cycle of the Structured Dialogue. Concerning youth, the participation and social inclusion of all young people, with special emphasis on the inclusion of young people with migrant background will be a priority. The importance of the participation of all young people and youth organisations, especially in the decision making processes, will be highlighted as an important factor for the creation of sustainable, democratic and prosperous societies. The conclusion of the Cyprus Presidency at the end of 2012 will also signify the end of the first three-year cycle of the EU Youth Strategy. The European Commission has already begun to compile evidence from Member States on the progress made on youth policy, and drafted a EU Youth Report. This report will be adopted by the Council during the Presidency, and will show the results of EU youth policy in the last three years. EBEC is the biggest engineering contest in Europe with 3 levels, 26 countries, 80 leading technical universities and 5,000 participants. Twenty-six teams, each composed of 4 students, will bring new ideas and solutions for interesting problems that are given by companies. Those teams, gathered from 13 Regional and National Engineering BEST Competitions respectively, are now gearing up to face real life engineering challenges in the categories: Team Design (practical solution with a physical prototype) and Case Study (hypothetical solutions for real-life problems). Find out more: http://ebec.best.eu.org 6th-13th August 2012: 20th Sziget Festival, Óbudai Island, Hungary For an entire exciting week in August the Obudai island, in the middle of the Danube just outside Budapest, will become a self-contained party city; a temporary home of a multitude of international stars, 500 Hungarian bands, performers, DJs, theatre groups, acrobats, humorists, dancers, puppeteers and thousands of young people from around the world. The aim of this multi-cultural event is to provide a variety of cultural programmes for the many European and international visitors who will attend the week long festival. 31st August-2nd September 2012: Blue Fitness Convention, Riccione, Italy It is the greatest fitness convention of summer organised by the Italian Fitness Federation with the partnership of the European Fitness Association. The event is open to everyone worldwide keen on sports. The participation fee for three days is 100 euros. Find out more: http://www.efafitness.com 16th-18th October 2012: European Youth Media Days, Brussels, Belgium How to survive the crisis as an entrepreneur journalist? How to address the social effects of crisis? How to explain European policies in times of austerity? What is the impact of crisis on youth? These are topics that 100 young journalists, between 18 and 30 years old, residents in the EU, will work on during the three-day workshop. Participants will interact with high-level European politicians, professional journalists and experts and engage in intercultural exchange through practical media production. The 2012 edition of European Youth Media Days is organised by the European Parliament in collaboration with the European Youth Press. Participants will have to arrange their own accommodation and travel and to provide the necessary documents to the European Parliament for reimbursement. EYP will charge a participation fee of 50 Euros for journalism students and interns and 100 Euros for working journalists prior to the event. Deadline to apply is 1st August 2012. Participants will see local examples of sustainable development in rural areas such as forestry, energy production, recycling and energy-efficient construction. The seminar is addressed to young people between 18 and 30 years old, from EU and non-EU countries, active in their own youth organisation, with a good knowledge of English. There is a participation fee of 250€ for Western participants and 150€ for Eastern participants to be paid by 30th September 2012.
