The report directly addresses concerns raised by citizens: it builds on a large online public consultation which was carried out in 2012 and on citizens’ feedback in the first Citizens Dialogues in which members of the Commission, national and local politicians and members of the European Parliament have participated in the context of the 2013 European Year of Citizens. It also reflects findings of the Eurobarometer surveys. http://ec.europa.eu/justice/citizen/files/2013eucitizenshipreport_en.pdf Youth Social Exclusion and Lessons from Youth Work A report by the Education, Audiovisual and Culture Executive Agency (EACEA) of the European Commission (Eurydice Unit) presents evidence from literature and surveys about the social exclusion of young people across the European Union, and how youth work can help. The report depicts an overview of the concept of youth social exclusion and establishes the scope of the analysis. It then presents a discussion of comparative data on several aspects of youth social exclusion in the European Union. In addition, examples of positive initiatives in the field of youth work, capable of alleviating the effects of youth marginalisation, are described. http://ec.europa.eu/youth/documents/eurydice-study-social-exclusion-2013.pdf Flash Eurobarometer – European Youth: Participation in Democratic Life Commissioned by the European Commission, the survey provides an analysis of the young European citizens’ social and democratic participation in society. It enquires about participation in organisations, such as sports clubs, NGOs or political parties and in political elections, including the European Parliament elections of 2014. The survey was done in April 2013 among 13 000 young people aged 15 to 30 in the 27 EU Member States and 500 young people in Croatia. http://ec.europa.eu/public_opinion/archives/flash_arch_390_375_en.htm#375 EU measures to tackle youth unemployment In March 2013, 5.7 million young persons were unemployed in the EU-27, of whom 3.6 million were in the Euro area. The youth unemployment rate was 23.5% in the EU-27 and 24% in the Euro area, relatively stable over the month, but up by respectively 0.9 percentage points and 1.5 percentage points compared to March 2012. In December 2012 a Youth Employment Package was proposed by the European Commission to help Member States to tackle youth unemployment and social exclusion by giving young people offers of jobs, education and training.

This package includes: a proposal for a Council Recommendation to introduce a Youth Guarantee, a Quality Framework for Traineeships and a European Alliance for Apprenticeships. http://europa.eu/rapid/press-release_MEMO-13-464_en.htm League of Young Voters in Europe Launched by the European Youth Forum, it is a politically neutral initiative that aims to amplify young people’s concerns and expectations in the run-up to European elections. Users can connect and engage with online debates moderated by young people working on youth employment; share their experiences and ideas of good employment practice; and learn more about Decent Work by asking questions directly to ILO experts. Commonwealth Youth Award for Excellence in Development Work The Commonwealth Youth Programme (CYP) is inviting nominations for the 2013 Commonwealth Youth Awards. Nominees should be young persons making a positive difference to the lives of other people in their community or country. The Award is addressed to young people whose development work reflects the Commonwealth’s Plan for Youth Empowerment to promote youth participation in decision making, to promote the economic empowerment of young people, to take action for equality between young men and women, to promote peaceful and democratic environments in which human rights flourish, to provide quality education for all and to improve access to information and communication technology. The nominee should be older than 29 on 31 st December 2013 and must have been engaged in development work for more than 12 months, either in a professional or voluntary capacity. The development work must be ongoing and taking place in a Commonwealth Country. Individuals cannot nominate themselves in a personal capacity. Applications must be sent by 30th June 2013. Find out more: http://www.yourcommonwealth.org/cya ICT 2013 Student ICT research project competition Individual students or small groups (of maximum 5 students) can submit ICT research projects to showcase at the ICT 2013 event in Vilnius, Lithuania on 6 th-8th November 2013. The projects can be submitted in the following categories, which reflect the orientations of the ICT research in the next European research framework programme, Horizon 2020: - New components and systems, low-power computing; - Networking technologies, cloud computing; - Smart personal environments, robotics; - Technologies for content and information (new interfaces, big data, tools for creative content and media); - ICT for societal challenges (health, security, sustainability, education, inclusion); - Digital platforms and tools for collaboration; - Other innovative ICT research projects. A student submitting a project should be officially registered as a student in an EU educational institution at the time of submission. Three winners will be chosen among eight selected finalists. International short films competition offering young filmmakers worldwide the opportunity to showcase their talent during the Encounters Short Film & Animation Festival and getting a chance of winning up to £ 3 000 prize money, invaluable industry exposure and other exclusive prizes. Short films should be less than 90 seconds long, of any production techniques (except for advertisements) and completed after September 2012. If the original language is not English, the film

Find out more: http://www.depict.org/competition Young Audiences Music Awards 2013 The Young Audiences Music Awards honours creativity and innovation in the field of musical productions for young audiences, from all corners of the world, created by community groups, schools, NGOs, companies, bands and ensembles of all forms, from solo artist to orchestra. Entries are unique musical performances created to awaken imaginations, stir emotions, address current issues and motivate the further musical explorations of children and youth (aged 0-18). The 10 finalists’ videos will go online on the 1 st of September 2013 on the website and will be open to public vote until the 1st of November 17:00 CET. Deadline for submissions: 15th July 2013. Find out more: http://www.yama-award.com Call for proposals – European Policy Network of National Literacy Organisations (EAC/S05/13) The purpose of this call is to strengthen cross-European collaboration between foundations and associations, ministries and other organisations active in the field of literacy promotion in order to raise levels of literacy amongst children, young people and adults in Europe. The network will be supported by a grant for an action with multiple beneficiaries from the Lifelong Learning Programme, as defined in the annual work programme 2013, paragraph 4.1.4, adopted on 27th March 2013. Any European learner who has done a practical training programme, a youth exchange, a work placement, a business exchange or an internship abroad, within or outside Europe, is invited to apply. The learning mobility exchange in another country may have been supported by a national programme, by own initiative or by the following programmes: Youth in Action, Leonardo da Vinci, Erasmus Placement, Erasmus for Young Entrepreneurs, Comenius and Grundtvig. Videos should be original, in English or having English subtitles and from one to three minutes long. There will be two award categories, one for the videos elected by the Europemobility International Jury and one for those elected by the online voters. For each category there will be three cash prizes plus a trip to Brussels, Belgium. The winners will be invited to the Award Ceremony in Brussels and present their videos to an international audience at “Europemobility Network International Conference” taking place in November 2013. Partnerships (EACEA 06/13) The call aims at supporting partnerships with regional or local public bodies or other stakeholders active in the youth sector at European level in order to develop over the long-term projects which combine various measures of the Youth in Action Programme. The projects must include activities of a non-profit-making nature that are related to the field of youth and non-formal education. The following activities are eligible under this call: -

Trans-national Youth Exchanges National or Trans-national Youth Initiatives European Voluntary Service Training and Networking

By promoting long-term transnational learning experiences for youth workers, this action will also aim at strengthening the capacities of the structures involved in the project, which will benefit from the experience and new perspective brought by a youth worker from a different background. In doing so, this call will enhance networking among youth structures in Europe and will contribute to the policy priority to support, recognise and professionalise youth work as a cross-cutting policy tool in Europe. Interpretation study bursaries are available to students of all disciplines who have been accepted for a full-time postgraduate training course in conference interpreting offered by a recognised university or university-level institution. The amount of the bursary to be granted is EUR 2 400 for those studying in a Member State, and EUR 1 600 for those studying in a nonMember State or in a candidate country. All videos will be voted online and, from the top 10 videos with highest numbers of votes, a jury will choose the three best ones that will be awarded with cash prizes.

Highlights European Youth Week Highlights 2013 marks the 25th anniversary of the EU’s youth programme. To celebrate this, hundreds of events took place all over Europe during the European Youth Week from 26th May to 2nd June. The Week highlighted the participation of young people in society in the context of the European Year of Citizens and the forthcoming 2014 elections to the European Parliament. In Brussels Androulla Vassiliou, Commissioner for Education, Culture, Youth and Sport, Doris Pack, chairwoman of the Culture and Education Committee of the European Parliament and Frances Fitzgerald, Irish Minister for Children and Youth Affairs, held a debate on the role of young people in shaping their own communities and society. Awards to three outstanding projects from the following categories of the EU Youth in Action programme: Youth Exchanges, Training and Networking Opportunities for youth workers and the European Voluntary Service were presented. These, and 33 other projects, were showcased on the Esplanade of the European Parliament. The European Commission in cooperation with the European Youth Forum also hosted a conference with representatives from all 27 Member States, which was linked to the EU’s Structured Dialogue with young people and youth organisations. This conference marked the start of a review of the Structured Dialogue in the field of the function and participation of the National Working Groups, strengthening the follow-up and visibility of the Structured Dialogue and extending and developing the dialogue. The conclusions will be presented to all the main actors, including policy-makers such as ministry representatives, towards the end of 2013. The YO! Fest, organised by the European Youth Forum in partnership with other

organisations, featured a whole range of events emphasising young people as important actors in European democracy. A debate on the challenges for the EU’s youth programmes took place and the European Youth Forum, under the auspices of President José Manuel Barroso, officially launched the League of Young Voters campaign aiming to increase youth participation in the 2014 European Parliament elections. Eurodesk Brussels Link was present at the YO!Fest with a number of activities supported by its multipliers. Visitors were invited to take the Eurodesk right2move quiz, challenge themselves to produce their own electronic tunes and learn more about the right2move and mobility opportunities. Eurodesk also presented the new European Youth Portal. Visitors could also see the posters from the 10 finalists of the right2move competition and meet the three winners. http://www.youthweek.eu http://eurodesk.eu/edesk http://www.youthforum.org Montenegro joins the Lifelong Learning Programme After Serbia in December 2011, and the Former Yugoslav Republic of Macedonia in May 2012, on 24 th May 2013 Montenegro signed a Memorandum of Understanding establishing its full participation, for the budget year 2013, in all the actions of the Lifelong Learning Programme, which are not managed by National Agencies (except eTwinning). Such participation, on an equal footing with the Member States, is part of the pre-accession strategy for the countries, which are candidate or potential candidates for accession to the EU. Albania may join the programme in the coming weeks and Bosnia and Herzegovina opted for

participation in 2014 only, in the future Erasmus for All programme. http://ec.europa.eu/education/lifelong -learningprogramme/doc/montenegro_en.pdf ERASMUS Impact Study – Students and Alumni Survey Online The Erasmus Student Network (ESN), together with CHE Consult (DE), Brussels Education Services (BE) and the Compostela Group of Universities (ES), is conducting an impact study on the Erasmus programme. Current and former Erasmus students are invited to complete the survey available in English. All students participating will benefit from their participation in two ways: firstly, they will receive an individual analysis of their personal development compared to that of other students and secondly, they will have the chance to win one of three iPads. http://tinyurl.com/cjmzv7z European Charlemagne Youth Prize winners Spanish youth media project “Europe on Track” was awarded with the first prize at the 2013 Charlemagne Youth Prize ceremony on 7th May in Aachen, Germany. Second prize went to the Polish photo contest “Discover Europe”, while Estonian youth exchange project “Story of my Life” got the third one. The three winning projects received funding worth EUR 5

000, EUR 3 000 and EUR 2 000 respectively. The award ceremony was organised jointly by the European Parliament and the International Charlemagne Prize Foundation. The Charlemagne Youth Prize is awarded every year to projects that foster a shared sense of European identity and integration among young people. http://www.charlemagneyouthprize.e u Make European elections more European, says Constitutional Affairs Committee According to the Recommendations adopted by the European Parliament’s Constitutional Affairs Committee on 28th May, elections for the European Parliament should become truly European. Recommendations ask political parties to name their candidates six weeks before polling day and to make clear who they support to become the next president of the European Commission. Ballot papers should also clearly state to which European parties national parties belong to. During the May plenary session the EP also voted in favour of holding next year’s elections from 22nd to 25th May. Quote of the month Hello Eurodesk Partners! My name is Amalia and I am a trainee at the Eurodesk Brussels Link. I come from Molise, which is the second smallest region of sunny Italy. In my professional life I hope to work as video editor and I’m still studying in Bologna for my master’s degree in Cinema and Multimedia Production. I arrived in Brussels at the end of January for my Erasmus programme at the ULB University. I remember I was almost ready to leave Italy for this project when I knew that I had been given the opportunity to do an internship abroad in the same period. I thought: “This is a great chance. I’m really lucky! So…why don’t do both?” …and here I am, working with EBL where I’m acquiring new skills and learning more about mobility opportunities. I am mainly involved in working on the new European Youth Portal and in monitoring its content and supporting partners on their daily work with the EYP (you might have received some mails from me and by the end of my internship you will not like me anymore as I am your big brother, watching the tiniest mistakes  I also took part with all the EBL team in the amazing Yo!Fest event during the YouthWeek, but I think the biggest responsibility so far was to set up and manage a webinar conference for the first time in my life. I have learned lots of technical skills and this is very useful for me. I am sure this is going to be a really fruitful year of my life, a period rich of positive coincidences in which things often happen at the same time and I’m making all my efforts to do all at my best. Here I am experiencing what is a real work environment and I am improving my skills in the organisation of everyday life…also enjoying this beautiful country with all my new friends. Moreover Brussels is a multicultural city where there is a continuous replacement of people from all over the world, so that you can “easily” and usefully improve different languages skills. I still have two more months to work here at EBL and I hope to be involved and helpful in supporting everybody. (I also hope to have more sunny days as today! ;)
