Documentation Flash Eurobarometer European Union Citizenship The survey investigates how familiar Europeans are with their status as European citizens. It also gauges their understanding of the rights conferred by EU citizenship. Respondents were asked about their evaluation of the economic benefits that freedom of movement within the Union brings. The survey brings also information about the desired forms of consular protection that embassies of EU countries should provide in the non-EU states. http://ec.europa.eu/public_opinion/archives/flash_arch_374_361_en.htm#365 Study on the impact of eTwinning on participating pupils, teachers and schools Published by the European Commission, the study finds that teachers who had participated in eTwinning projects improved their skills and their relations with pupils and developed their professional networks. The impact was greater among teachers who were actively involved in projects. Involvement in a collaborative project appears to stimulate both personal and professional development and encourages teachers to widen their involvement in professional exchange and networking. Concerning the students, they felt more empowered and motivated and were better at team working. The study also finds eTwinning to be an easy and cost-effective way for schools to engage in international cooperation. Study visits for education and vocational training specialists Cedefop has launched a new call for application to participate in the study visits programme from September 2013 to June 2014. A study visit is a short stay of three to five days in a host country for a group of 10 to 15 education and vocational training specialists and decision-makers, to examine a particular aspect of lifelong learning. A group usually consists of people from seven to ten different European countries. The programme is open to nationals or those working or living in any of the 27 EU Member States, FYROM, Iceland, Liechtenstein, Norway, Switzerland, Turkey and Croatia. 1. First application round: study visits from September 2013 to February 2014: Deadline: 28th March 2013. 2. Second application round: study visits from March 2014 to June 2014: Deadline: 15th October 2013. The theme for this year will be "Frameworks for Freedom". Young people between 14 and 20 years old, with a good knowledge of the English language and interested in politics, are invited to apply. For more information: http://www.balmun.de European Model United Nations - EuroMUN The EuroMUN 2013 is taking place from 1st to 5th May in Maastricht, The Netherlands. It is organised by students from the United Nations Student Association of the University of Maastricht. “Global Engagement: Embracing Diversity through Cultural Diplomacy” is the theme for this year. Students from all over the world will simulate the United Nations (UN) and other prominent platforms of world politics such as the North Atlantic Treaty Organisation (NATO) and the European Union (EU). Deadline: 1st April 2013. There is a participation fee. Find out more on: http://www.euromun.org European Space Camp 2013 The European Space Camp is a summer camp taking place from 23 rd to-30th June 2013 in Andøya Rocket Range, in Norway. The camp will be held in English and is addressed to high-school students, aged 17-20, interested in space and science, and having a background in physics and mathematics. The participants will spend a week doing technical experiments involved in a rocket campaign, working as real rocket scientists, learning how to exploit knowledge they already possess, and broadening their understanding of applied science. Working in groups, they have to use their creativity and learn to cooperate. The programme includes hands-on activities related to the rocket launch, lectures and social activities.

Find out more: http://www.spacecamp.no UN-HABITAT Urban Youth Fund Youth-led organisations in developing countries working to improve the lives of young people and their communities can now apply for financing their projects through the UN-HABITAT Urban Youth Fund. The Fund grants projects promoting employment, good governance, shelter and secure tenure. Small development initiatives are eligible for grants up to $25,000. Applicants should be between 15 and 32 years of age and coming from developing countries. Support will be given primarily to those working to improve slum conditions and to raise opportunities for young people growing up in poverty. Projects encouraging gender equality or involving partnerships with the government or the private sector are particularly welcome. Deadline: 15th April 2013. Find out more: http://www.unhabitat.org/categories.asp?catid=637 Adobe Youth Voices Aspire Awards Young people from around the world, from 13 to 19 years old, are invited to joint this global competition and creatively express their vision for driving change in local communities through photo essays, music videos and other forms of visual storytelling. Participants will have to team up with adult educators who are from any school or youth organisation worldwide. Educators can work in formal or informal educational settings (classroom, youth centre, NGO). Eligible projects should demonstrate the power of media to give voice to youth issues and concerns. Submissions must have been created between 2010 and 2013 and submitted by an eligible adult educator. They will have to be original, with high-quality content for online viewing and voting. The competition offers eight standard content categories representing visual storytelling methods that range from music videos to photoessays. A ninth category, the UNICEF Challenge, invites entrants to develop a video proposal for a project they would like to launch in their local community. Winning projects will receive software, hardware, opportunities to advance creative ideas toward implementation, and other prizes. Additionally, their entries will be featured at distinguished exhibitions, including international film festivals and other arts organisation events. Find out more: http://youthvoices.adobe.com/awards World You Like Challenge Contest The European Commission is calling individuals, entrepreneurs, businesses, and public and private organisations alike to submit inspiring ideas to tackle climate change. The aim of the contest is to reward existing pioneering low-carbon initiatives across the European Union, which make a real contribution to tackling climate change and can improve the quality of life. Projects should be original and innovative with a concrete and tangible output, as well as illustrating good practice and providing a role model to motivate people and organisations to adopt a lowcarbon lifestyle. Projects can be submitted in five categories: - Building & living - Shopping & eating - Re-use & recycling

- Travel & transport - Innovative production. Participants from 18 years old or over, living in one of the 27 EU Member States, are invited to submit entries preferably in English, but all official EU languages will be accepted, by 6th May 2013. After this date, a public voting phase of two months will establish a top 10 of submissions on a European level and for each EU Member State. Out of the ten most popular projects, a jury will select three winners, which will be invited to the World You Like - Sustainia Awards in Copenhagen in autumn 2013. For five selected countries which are a special focus of the campaign (Bulgaria, Italy, Lithuania, Poland and Portugal) a national top ten will be submitted to the jury, who will select five winners from the top-ten. They will be awarded with additional publicity for their submissions through a national billboard campaign. The CPRA, is an award but also a grant of 10,000 Euros. This year the competition will focus on 4 main issues: 1. Developing intercultural and trans-national dimensions of cultural policies; 2. Participation is open to national, regional or local authorities, or public-private partnerships, from all EU Member States, including Croatia, Iceland, Norway, Serbia and Turkey. There are two stages: entrants can only be considered for the European Awards once they have completed initial selection at national level. Each country will select two entries to be nominated to the European competition by June 2013. All nominees

will be invited to attend the awards ceremony, which recognises the winners for their efforts and gives them the opportunity to present themselves in an international environment. Cross-border initiatives will be accepted as long as they are nominated jointly by all countries involved. For 2013 there are six categories: 1. Promoting the entrepreneurial spirit; 2. Investing in skills; 3. Improving the business environment; 4. Supporting the internationalisation of business; 5. NEW category - Supporting the development of green markets and resource efficiency; 6. Responsible and inclusive entrepreneurship. Highlights Council agrees on Youth Guarantee On 28th February 2013, the Employment, Social Policy, Health and Consumer Affairs Council reached a political agreement on the establishment of youth guarantee schemes, which aim to ensure that unemployed young people are quickly offered employment or training. All young people under the age of 25 who lose their job or do not find work after leaving school should receive a good-quality offer of employment, continued education, an apprenticeship or a traineeship within four months. Member states should implement the schemes as soon as possible, preferably as from 2014. In countries with severe budgetary difficulties and higher rates of youth unemployment, however, a gradual implementation could be considered. The youth guarantee is a response to the worsening youth employment situation in Europe, where an increasing number of young people are without employment, education or training. The investment required for such schemes is to be set against the high social and economic costs widespread youth unemployment would entail in the longer term. Part of the scheme funding will be supported by EU funds which will be reinforced by a new initiative making € 6 billion available for the period 2014-2020. It will help regions with youth unemployment rates above 25% to take steps to boost youth employment. Half of that amount will be allocated from the European Social Fund, the other half from a dedicated youth employment budget line. http://tinyurl.com/bsy6s98 Winners of the 2013 eTwinning Prizes competition announced The winners of the 2013 eTwinning
Prizes competition have been announced, chosen from over 120 project submissions. Their projects demonstrated excellent achievements and will be rewarded in their categories at the eTwinning Conference on 14th March 2013 in Lisbon during a special prize-giving ceremony. The three main categories are pupils aged 4-11, 12-15 and 16-19. In addition to the age categories, there are also six special categories: Spanish language, French language, German language, Marie Skłodowska Curie Prize, Mevlana Prize for Intercultural Understanding and English as a second language. http://tinyurl.com/chyay5d European Commission’s “Social Investment Package” launched Launched by the European Commission on 20th February, the package calls all Member States to prioritise social investment and to modernise their welfare states. This means better performing active inclusion strategies and a more efficient and more effective use of social budgets. The Social Investment Package is an integrated policy framework, which takes account of the social, economic and budgetary divergences between Member States. It includes a Commission Recommendation against child poverty, calling for an integrated approach to child-friendly social investment. According to the Commission, investing in children and young people is especially effective in breaking intergenerational cycles of poverty and social exclusion and improving people's opportunities later in life. http://tinyurl.com/c8hswrv EU's education ministers discuss Erasmus for All On 15th February 2013 at the EU

Council of Education Ministers, the Erasmus for All, the reformed student exchange programme, was discussed. Erasmus for All is a proposal for an integrated programme in the areas of education, training, youth and sport for 2014-2020. It brings together in a single programme activities previously covered by a number of separate programmes (including the Lifelong Learning Programme, Erasmus Mundus and Youth in Action) and also includes activities in a new area of European competence, sport. The Council reached a preliminary agreement on the text in 2012, with the exception of provisions on funding, pending a decision on the multiannual financial framework (MFF), the EU's budget priorities for 2014-2020. The European Council reached an agreement on the budget on 7th-8th February. The negotiations between the Council, the European Parliament and the Commission started on 19th February 2013. Achieving such an agreement before the summer would enable the Commission to complete important preparatory work in time for the programme to begin, as proposed, on 1st January 2014. http://tinyurl.com/cw7lhx2 Right2Water European Citizens' Initiative hits 1 million signatures The European citizens' initiative allows one million EU citizens to participate directly in the development of EU policies, by calling on the European
Commission to make a legislative proposal. Organisers of the Right2Water initiative have announced that they have collected more than one million signatures: it could be the first European Citizens' Initiative to succeed in collecting the necessary number of statements of support. The organisers believe that 'water is a public good, not a commodity' and are inviting the European Commission to propose legislation implementing the human right to water and sanitation as recognised by the United Nations, and promoting the provision of water and sanitation as essential public services for all. For initiatives that have collected at least one million signatures, achieving the minimum number required in at least seven Member States, the Commission will have three months to examine the initiative and decide how to act on it. The Commission will have to meet the organisers so they can explain the issues raised in their initiative in more depth. The organisers will also have the opportunity to present their initiative at a public hearing organised at the European Parliament. The Commission will then adopt a Communication explaining its conclusions on the initiative, what action it intends to take, if any, and its reasoning. http://www.right2water.eu
