Documentation Annual Overview "Eurodesk 2012 - a snapshot of action and good practice" Annual Overview "Eurodesk 2012 - a snapshot of action and good practice" The report highlights the different activities carried out by the Eurodesk network in 2012. The network has been particularly active in delivering information on European opportunities for young people while promoting youth mobility - together with information multipliers, via events, online resources and publications. http://www.scribd.com/doc/135366590/Eurodesk-2012-A-snapshot-of-action-andgood-practice Survey of Schools: ICT in Education The publication is a survey from the European Commission collecting and benchmarking information from 31 European countries (27 EU Member States, Croatia, Iceland, Norway and Turkey) on the access, use, competence and attitudes of students and teachers regarding ICT in schools. According to the study, students and teachers in Europe are keen to "go digital" (European schools have twice as many PCs as in 2006) but 20% of students still lack access. An integrated approach to ICT teaching in schools is needed, meaning not only investment in infrastructure but also greater investment in teachers' training, rewards for teachers using ICT in the classroom, and the creation of ICT coordinator posts. At EU level, the study recommends the European Commission to work to reduce divergence in ICT teaching between countries, support projects on new approaches to teaching through digital technologies, support high quality digital learning resources for teachers and regularly monitor progress in the use of digital technologies and digital competence. http://ec.europa.eu/digital-agenda/en/news/survey-schools-ict-education Key Data on Teachers and School Leaders The European Commission report, produced by the Eurydice network, compiles the latest information on teachers and school leaders, from pre-primary to postsecondary education, including data on age, gender, working hours and salaries, in 32 countries (EU Member States, Croatia, Iceland, Liechtenstein, Norway, and Turkey). It covers six topics: initial teacher education and support for beginning teachers; recruitment, employers and contracts; continuing professional development and mobility; working conditions and pay, as well as levels of autonomy and responsibilities of teachers and school leaders. http://eacea.ec.europa.eu/education/eurydice/documents/key_data_series/151EN. pdf Study on educational support to newly arrived migrant children (NAMS) According to a new study commissioned by the European Commission, newly arrived migrant children (NAMS) are more likely to face segregation and end up in schools with fewer resources. This leads to under-performance and a high probability that the children will drop out of school early. The study examines national policies in support of newly arrived migrant children in 15 countries which have seen significant recent immigration flows: Austria, Belgium (Dutch-speaking community), the Czech Republic, Cyprus, Denmark, France, Germany, Greece, Ireland, Italy, Luxembourg, Netherlands, Norway, Sweden and the UK. The study's analysis highlights the importance of school autonomy and of a holistic approach to educational support for new migrant children; this includes linguistic and academic support, parental and community involvement, and intercultural

education. It says schools should avoid segregation as well as early selection of pupils in terms of ability, as this may disadvantage migrant children who are adapting to a new language. A Sea of Words - International Short Stories Contest The Anna Lindh Foundation and the European Institute of the Mediterranean are inviting young people, from 18 to 30 years old, from the countries of the EuroMediterranean space to join the contest. This year, within the framework of the European Year of Citizens 2013, the contest is aimed at the production of short stories focusing on the issues of solidarity and citizenship, with the objective of showing the different sensitivities and realities in the Euro-Mediterranean region, from the point of view of the youths who live there. The short stories must be original and unpublished works, of maximum 2,500 words, and can be written in any of the official languages of the participant countries. They must address issues related to intercultural dialogue, mainly of a political, socio-cultural, economic and environmental nature. The authors of the 15 best short stories will be awarded with the publication of their short stories and will also be invited to the awards' presentation ceremony in Barcelona, Spain, on 16th September 2013 and to some cultural activities. Eligible candidates should either be completing a PhD or have completed a PhD in the last 3 years. A CV and short summary of research (maximum 1,000 words) should be sent by 31st May 2013. The main objective of this preparatory action is to prepare future EU actions in this field, in particular in the framework of the ‘Sport’ Chapter of the proposed Union programme for education, training, youth and sport for 2014-2020 (‘Erasmus for all’), building on the priorities set in the 2007 White Paper on Sport and the 2011 Communication on developing the European dimension in sport. The call will support transnational projects in the following areas: 1. strengthening of good governance and dual careers in sport through support for the mobility of volunteers, coaches, managers and staff of non-profit sport organisations; 2. protecting athletes, especially the youngest, from health and safety hazards by improving training and competition conditions; 3. promoting traditional European sports and games. Highlights Education Ministers back panEuropean anti-corruption platform and ethical code for teachers At the Council of Europe’s 24 th Education Ministers Conference, held in Helsinki (Finland) from 26th to 27th April 2013, the Ministers backed the creation of a Europe-wide platform to tackle corruption and fraud in education and an ethical code for teachers. The platform and ethical code are part of a five-point plan agreed by Ministers to ensure access to an education of quality for every pupil and student in Europe and beyond, including Roma and other vulnerable and disadvantaged children. The platform would provide training, codes of conduct, accreditation and quality assurance and a space to share best practice. The other key points agreed by the conference are: • Policy development to ensure access to education for all pupils, with special measures for those who have dropped out of school; • Action to bring democratic and intercultural competences into the school curriculum and universities, and • Moves to measure the levels of participation in education as part of a project to assess citizens’ participation in the life of their communities. http://www.coe.int/t/DG4/EDUCATIO N/STANDINGCONF. Recommendation “Young people’s access to fundamental rights“ adopted On 24th April, in Strasbourg, the Parliamentary Assembly of the Council of Europe (PACE) took important steps in the rights-based approach to youth policy through concrete measures to ensure young people’s full access to their rights by adopting its Recommendation “Young people’s access to fundamental rights“. The PACE is firmly convinced that
unhindered access of young people to fundamental rights is an essential element in building a culture of human rights, democracy and the rule of law, and is concerned that youth policies in the Council of Europe Member States do not sufficiently safeguard these rights. The PACE recommends that the Committee of Ministers take action to enhance Member States’ capacity to evaluate young people’s access to rights, prevent the violations of these rights, provide adequate follow-up and redress and consider innovative ways to empower young people in accessing their rights. http://assembly.coe.int/ASP/XRef/X2 H-DW-XSL.asp?fileid=19709&lang=EN EC proposes measures to facilitate workers' mobility The European Commission has proposed a Directive to facilitate the free movement of workers in the EU. The initiative aims to enhance labour mobility in the EU by preventing discrimination and reducing the incidence of unfair practices migrant workers face in Europe. The proposal requires Member States to put in place measures to better apply and enforce the free movement of workers, for example through the creation of national bodies to inform EU migrant workers about their rights, the provision of redress mechanisms at national level, and the possibility for civil society organisations to engage in administrative or judicial procedures on behalf of individual workers in cases of discrimination.

people The Council Youth Working Party, in the course of several meetings, has prepared a set of conclusions with a view to their adoption at the Education, Youth, Culture and Sport Council on 16th-17th May 2013. Several priorities have been identified to ensure and enhance quality youth work for the development, well-being and social inclusion of young people. http://register.consilium.europa.eu/pd f/en/13/st08/st08575.en13.pdf MEPs vote amendments to the Youth Employment Initiative measures More people and regions will benefit from the EU Youth Employment Initiative thanks to amendments voted by the Employment and Social Affairs Committee on 23rd April. This initiative is to give effect to the "youth guarantee", whereby any young person in the EU who has been unemployed for more than four months is to be offered a job, training or an apprenticeship. The Committee widened the proposal's scope by voting amendments to the European Social Fund regulation and further amendments, for opinion, to the general regulation on the structural funds. Under the original proposal, the youth guarantee would only apply to young people aged 15-25 living in regions with a youth unemployment rate of more than 25% in 2012. The employment Committee proposed to extend it to young people up to 30 living in regions with a youth unemployment rate of more than 20%, meaning that many more people would be able to qualify. The Committee's amendments will be negotiated by Parliament and the Council with a view to reaching a firstreading agreement.

guarantee schemes The Recommendation to establish Youth Guarantee schemes was approved by the Permanent Representatives Committee (Coreper) of the Council on 17th April 2013. The approval means that the Recommendation will be formally adopted by the Council at a later stage. Although not a legally binding act, the Recommendation reflects a strong political commitment by the member states. According to the Council, the Youth Guarantee is intended to provide for a smooth transition between school and work, support labour market integration and make sure that no young person is left out. It aims to ensure that all young people under the age of 25 who lose their job or do not find work after leaving education quickly receive a good-quality offer of employment, continued education, an apprenticeship or a traineeship.

The aim of this review is to ensure that EU visa policy fosters economic growth and cultural exchange by facilitating the process for legitimate travellers to the EU, such as business people, tourists, students and young people, while ensuring a high level of security for the EU. 26th May- 2nd June 2013: European Youth Week (EYW2013) The sixth edition of the European Youth Week (EYW2013) will be celebrated across Europe with a broad range of events and activities to celebrate the 25th anniversary of EU youth programmes and promote active citizenship of young people, namely the participation of young people in society and in the 2014 elections to the European Parliament. In Brussels, Commissioner Vassiliou will host a high profile event on 31st May celebrating the 25th anniversary of EU youth programmes including a political debate and an awards ceremony for outstanding projects supported by the YiA programme. On the Esplanade of the European Parliament on 30th-31st May, as part of the "YO!Fest" organised by the European Youth Forum, Eurodesk Brussels Link will be present with a number of activities, inviting visitors to take the right2move quiz or learn more about volunteering in a giant board game presented by one of our multipliers. The camp aims to offer space for promoting Intercultural Dialogue and cooperation among young people across ethnic, religious, linguistic, cultural and national dividing lines from the Russian Federation, Commonwealth of Independent States and Council of Europe member states. Young people from 18 to 30 years old, resident in one of the Council of Europe’s member states other than the Russian Federation, able to work in the Russian language, member of a youth organisation (at a local, regional or national level) and who have an experience with running intercultural, interethnic or interreligious youth events are invited to apply online via http://youthapplications.coe.int by 21st May 2013.
