Documentation Entrepreneurship Education – A Guide for Educators Published by the European Commission, the guide is targeted to educators in entrepreneurship. It is a collection of examples of inspiring practice in training and supporting teachers in introducing entrepreneurial learning in the classroom. For the first time, the next Commission President will be elected by the newlyelected Parliament, taking into account the results of the European elections. The survey also shows that a growing number of EU citizens subscribe to an EU as well as a national identity. More Europeans described their identity as both national and European (49% of respondents, a six-point increase since June 2012). And 72% said that what brings them together is stronger than what divides them. Open Education Europa Portal Launched by the European Commission, as part of the Opening Up Education initiative, the Open Education Europa portal is an online meeting place for practitioners and educational institutions. It serves as a hub where learners, teachers, and experts can come together to find relevant, credible, open resources and meaningful connections. http://www.openeducationeuropa.eu MyVote2014 "Voting calculator" for the European Parliament elections based on MEPs’ actual voting records. It is addressed to young people from 18 to 35 year olds. It aims to raise awareness about the forthcoming European Parliament elections among young voters and making European politics fast, fun and easy. MyVote2014 is available in English, French, German, Italian, Polish and Spanish. It is an initiative of VoteWatch Europe, the independent organisation that monitors the voting records of the European Parliament and the EU Council of Ministers, in partnership with the European Youth Forum / League of Young Voters. http://www.myvote2014.eu Video of the Lithuanian Presidency EU Youth Conference The Lithuanian Presidency EU Youth Conference took place in Vilnius, Lithuania, from 9th to 12th of September 2013. The conference was a part of the Structured Dialogue with young people and focused on concrete proposals on enhancing social inclusion of the youth, especially of young people not in employment, education or training (NEETs). European Opportunities Travel Video Contest 2013 Young people from 18 years old, from around the world, already enrolled or planning to enrol in college or university outside their home country are invited to join this contest. All they have to do is make a short video of maximum five minutes, explaining their reasons to travel or study abroad. If entrants are already studying abroad, they could make a video about a trip they would like to take. The author of the best video will be awarded with $4,000. There will also be great runner up prizes. The winner will have to maintain a blog documenting the trip. The blog will start immediately after the winner is announced and will continue through the trip until return to school. Contributions are expected at least once a week during the preparation for the trip and daily during the trip. Deadline to register and submit videos is 23rd October 2013, 11:59 PM, EST. Launched by the European Commission, in the run-up to European Development Days (EDD) 2013, the contest invites young people worldwide, from 13 to 24 years old, to make their voices heard in the dialogue on addressing global poverty. They will have to make a short video (no more than 120 seconds) answering the following question: “If you could have your say, how would you fight poverty?”. Entrants will have to make videos in one of the 5 official contest languages (English, French, German, Portuguese or Spanish), upload it on YouTube, and get friends to vote for it. Video entries not submitted in English must be accompanied by a full video transcription in English. There will be four contest winners who will each receive an all-expenses trip to Brussels to attend European Development Days (26th-27th November 2013) and have their video screened and made available on the website. Traineeships at the Council of Europe The Council of Europe offers two traineeship sessions each year, lasting from eight weeks to five months. Traineeships take place in March/July, September/January. Trainees will be given an opportunity to find out about the Council's structures, activities and international co-operation procedures, including the implementation of the European Convention of Human Rights. The next traineeship session will be from 17th March to 31st July 2014. Deadline: 29th November 2013. Find out more: http://www.coe.int/t/jobs/traineeship_en.asp Preparatory action call for proposals - Your first EURES job Your first EURES job aims at filling bottleneck vacancies with available youth workforce at EU level and to foster youth job mobility across EU Member States. The preparatory action, launched in 2011, is now in its last year and this last call for proposals has been extended to traineeship and apprenticeship placements. A budget envelope of EUR 5 million has been earmarked for this call to ensure the work placement of around 1,500 young people. The objective of this call is to select public, private or third sector employment organisations, with a legal profit or nonprofit status, with the necessary employment expertise and management capacity to implement the preparatory action at European level. Activities will start being implemented in early 2014. The EU's financial contribution will not exceed 95% of the total eligible costs of the proposed activities and the maximum EU grant will be approximately EUR 1 million per beneficiary. The duration of the residency at the Liguria Study Center is 30 to 34 days depending on the geographic origin of the fellow, their discipline, and various scheduling requirements of the Foundation. The programme aims to study the range of advanced technologies used by a Japanese host company, to learn Japanese and to understand and appreciate Japanese culture with a view to

an enriching one-year experience abroad. The selected students will receive a grant to cover the cost of travel to and from Japan and living expenses in Japan. Deadline: 20th January 2014. Researchers under 35 years of age who have undertaken their research in an institution, university or consultancy firm located in a member country of the International Transport Forum are invited to submit an original paper, which has made an outstanding contribution to transport research under the theme: "Transport for a Changing World". The research paper may analyse any aspect of the interlinkages between the transport sector and the evolving economic, social or sociological, historical, geographical, demographical and political context. The best author will be awarded with a prize of EUR 5,000 and will also be invited to attend the award ceremony taking place in Leipzig, Germany, during the International Transport Forum from 21st to 23rd May 2014. Highlights Eurodesk Awards 2013 "Champions of European Youth Information" On 17th September 2013, the Eurodesk Awards 2013 for "Champions of European Youth Information" were presented at a ceremony during the annual European Seminar for Eurodesk Multipliers in Brussels. Eurodesk established these awards in 2011 to celebrate the dayto-day work of the local multipliers, who are helping young people discover and seize the numerous opportunities Europe has to offer. A jury of experts awarded three local partners, or "multipliers", for their outstanding information and dissemination activities over the past year, while a fourth partner received a special recognition award. The Information & Dissemination award went to Stowarzyszenie Elblag Europa (Poland) for the Network of Warmia and Mazury Youth Organizations – ATOMS in the Net. This initiative reaches out to organisations that otherwise would not be involved and promotes national cooperation through a network of 32 Youth NGOs. Together, they organised 1,600 hours of advice sessions, coaching, informational meetings and 32 training courses with around 400 participants. The Multimedia & Online Activity award went to Eurodesk Oldenburg / Europe Direct Oldenburg / MCON (Germany) for their QR-Code campaign: going abroad with just a scan. Recognised for using a technology that is still not very much used along with the traditional poster format, the jury highlighted the fact that the project is very well targeted to young people. It is an easy and attractive initiative and, as a result, the Eurodesk office in Oldenburg received more visits from young people, more telephone calls and more information enquiries sent by email.
The Volunteer Involvement award went to the Turkish Red Crescent Izmir Branch (Turkey) for the project Let’s Puzzle Volunteering Out! The jury appreciated in particular the clear information on European opportunities that was given to approximately 1,000 disadvantaged young people and the cooperation with local organisations. The jury also highlighted the training sessions for volunteers with a total of 75 participants. Finally, the Asociacion Cultural Ingalicia from A Coruña (Spain) won the Special Recognition Award for the project My Way – Europportunities. The jury especially recognised the collaboration with other Eurodesk multipliers in other countries with the first Leonardo exchange programme inside the Eurodesk network. Sixteen young Spanish people had the opportunity to have a practical experience in a Eurodesk multiplier organisation abroad. The jury also underlined the project’s promotion of Eurodesk with a variety of quality information services targeted at different groups. Awards were handed by Chiara Gariazzo (Director for Youth and Sport, European Commission), Cláudia Köver (Secretary General European Youth Press), Miroslaw Krzanik (Board Member European Youth Forum) and Reinhard Schwalbach (Eurodesk President). http://www.eurodesk.org/edesk/Awar ds.do EUROSTAT Release: August 2013 Euro area youth unemployment rate According to new data on unemployment, published by Eurostat, the statistical office of the European Union, 5.499 million young persons (under 25) were unemployed in the EU28 in August 2013, of whom 3.457 million were in the euro area. Compared with August 2012, youth unemployment decreased by 123,000

in the EU28 and by 52,000 in the euro area. In August 2013, the youth unemployment rate was 23.3% in the EU28 and 23.7% in the euro area, compared with 23.1% and 23.4% respectively in August 2012. React. Impact: New European Parliament information campaign towards 2014 elections launched The European Parliament information campaign towards 2014 elections has been launched in September. The campaign consists of four phases. - Phase one started with the presentation of the baseline ACT.REACT.IMPACT. This phase aims to explain the European Parliament’s new powers and their implications for people living in the EU. - Phase two, from October 2013 to February 2014, highlights five key topics: the economy, jobs, quality of life, money and the EU in the world, at a series of interactive events in European cities. - Phase three, the election campaign proper, will start in February 2014 focusing on the 22nd-25nd May election dates. These dates will be added to the logo as the elections draw near. - Phase four, after the elections, will focus on the newly-elected European Parliament, its election of the next European Commission President and the inauguration of the new Commission. http://tinyurl.com/nnqfcf6 EU programmes for research and small firms in 2014-2020 approved On the 26th of September, the Industry and Research Committee of the European Parliament approved the research and innovation programme Horizon 2020 and the SMEs
programme COSME. The final votes in Parliament's plenary session and the Council of Ministers will take place once the EU's long-term budget has been approved. The budgets for the new programmes are expected to be €77bn for Horizon 2020 and €2bn for COSME for 20142020. http://tinyurl.com/mpq4hus Fundamental rights, social issues and the environment top EU citizens' petitions Protecting citizens against discrimination, defending their rights to property and free movement and safeguarding the environment are key concerns for the EP Petitions Committee, according to its 2012 activity report, approved on 17th September. Any European Union citizen or resident may, individually or in association with others, submit a petition to the European Parliament on a subject which comes within the European Union's fields of activity and which affects them directly. In 2012, the European Parliament received 1,985 petitions, mostly from German, Spanish, Italian, Romanian and British citizens. http://tinyurl.com/py6ccdj ESNSurvey2014 Launched yearly by the Erasmus Student Network, ESN, the survey aims to explore the current issues connected to academic and nonacademic mobility. This year's survey focuses on “International Experience and Language Learning”. All current students and former students are invited to complete the survey, which takes less than 15 minutes, and have the chance to win an iPad or a camera. All answers will remain anonymous. The results will be used for internal and scientific purposes. European Ombudsman on 1st October 2013. She follows P. Nikiforos Diamandouros, who retired after serving as European Ombudsman for more than ten years. The role of the Ombudsman, established in 1995, is to investigate complaints about maladministration in the EU institutions and bodies. Any EU citizen, resident, or an enterprise or association in a Member State, can lodge a complaint with the Ombudsman. Upcoming Events 23th September - 23th October 2013: Online debate on the Single Market Since the 23th of September and until the 23th of October 2013, the European Union is holding one month of online debates on the Single Market. The Single Market is all about bringing down barriers, simplifying rules and empowering EU citizens to make the most of direct access to 28 countries and 506 million people. The aim of the Single Market Month is to stimulate a dialogue between Europeans and collect as many ideas as possible that could be taken into account when policy is being made. Discussion focuses on four themes: - Jobs (23rd-25th September), - Social rights (30th September-2nd October), - Banks (7th-9th October) and - e-commerce (14th-16th October). During the conference, the influence of the Comenius programme on school education, students, teachers, school communities and education systems is examined. It is anticipated that the conference will be attended by representatives from 33 countries participating in the Lifelong Learning Programme, and representatives from six Eastern partnership countries - Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The action takes place in two phases. First, at the entrance of the nightclubs the volunteers, aged between 17 and 29 years old, encourage each group to choose a “designated driver”, who agrees to make a promise: they commit to be sober when they sit behind the wheel of their vehicle. The volunteers ask the clubbers who want to

participate to wear a bracelet to be recognisable. When the “designated drivers” leave the nightclub, they are given the opportunity to undergo a breath test to check if they have honoured their commitment. In some nightclubs, drivers will also be asked, on a voluntary basis, to do a drug test. If they are under the legal limit, the “designated drivers” are rewarded with small presents. If this is not the case, they are encouraged to leave their car on the side or to hand the keys to a friend who did not drink any alcohol or use drugs.
