European Opportunities
Art for Peace 2012 Young people between 5 and 17 years old, worldwide, are invited to join this contest. They will have to watch a short video film online, then imagine a world free of nuclear weapons. Based on their musings, they will have to create and upload online original artwork using their imaginations to draw, paint, sketch, use pens, pencils, crayons, charcoal, oil, acrylic paint or watercolours to illustrate a world free of nuclear weapons, without wars, without fear. When the work is finished, it can also be uploaded on the organisers’ web site in order to be shared with friends, and then be voted though the UN Peace Day Facebook page: http://www.facebook.com/unpeaceday. Four winners from each age category (5-8, 9-12 and 13-17) will have their artwork reproduced in a UN calendar. The two younger age groups will receive art supplies whereas cash prizes will be awarded to the four winners in the 13-17 year old group in sums of $500, $300, $200 and $100. Sarajevo Talent Campus 2012 In the framework of the 18th Sarajevo Film Festival, emerging filmmakers, scriptwriters, directors, actors and producers from Southeast Europe are invited to participate in the 6th Sarajevo Talent Campus taking place from 8th to 14th of July, with an underlying focus on Cinema and Possible Future. As of this year, the call is open to candidates from four more countries from the wider region (Armenia, Azerbaijan, Georgia and Moldavia) in addition to Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Hungary, Kosovo, Macedonia (Former Yugoslav Republic of), Montenegro, Romania, Serbia, Slovenia and Turkey. Prominent filmmakers and emerging talents from the “ever burning” and vibrant region of South-East Europe will meet to discuss, analyse and explore film language novelties and different practices. Henkel Artist Studentship 2012 The Artists-in-Residence Programme of KulturKontakt Austria is offering a threemonth scholarship in Vienna for artists from Central, Eastern and South East Europe, including a studio, accommodations, insurance, a monthly scholarship of 1,000 euros and a presentation of the artist’s works at the end of their stay in the Austrian capital. Visual artists, up to 35 years old, working in the fields of painting, drawing, photography, video and installation are invited to apply. Works should have been produced after 2009. An international jury will award prizes in three age-based categories: 9 to 12, 3 to 17, 18 to 25 years old. The three winners will each receive US$ 1,000. PLURAL+ festival is a platform for young people to express themselves on key migration and diversity issues and reinforce the belief that youth are powerful and creative agents of social change in the world. The Prize has been awarded every year since 1995 to two candidates who have stood out for their exceptional commitment to promoting North-South solidarity. Candidates, preferably a man and a woman, must have distinguished themselves in the following areas: protection of human rights, defence of pluralist democracy, public awareness raising on issues of global interdependence and solidarity, and strengthening the North-South partnership. Electric December 2012 European young people under 21 years of age, who made a short film this year already or are thinking of making one, now have the chance to showcase their talent to the rest of Europe. The short films should be less than 5 minutes long, completed after September 2011, of any productions techniques (animation, documentary, drama, experimental) except for advertisements, in English or providing English subtitles. Read more: http://electricdecember.org ISFIT 2013 Call for Ambassadors ISFiT, the International Student Festival in Trondheim, is the world’s largest student festival with a thematic focus. In order to organise the 2013 festival, ISFIT is looking for ambassadors, personal contacts all over the world to spread the word about it. As International Ambassadors, candidates will receive a package containing posters and information about ISFiT 2013. The package will of course be completely free of charge. The task of the Ambassador will be to distribute this material in strategic places where students will get the opportunity to learn more about the festival. Highlights High Youth Unemployment Acknowledged in Multi-annual Financial Framework Conference The second high-level conference for the Multi-annual Financial Framework (MFF) for the EU budget (2014-2020) convened in Brussels on 22nd March 2012. The conference was opened in the European Parliament by President Martin Schulz, Commission President Jose Manuel Barroso and Danish Prime Minister Helle-Thorning Schmidt. Helle Thorning-Schmidt acknowledged that the crisis is especially detrimental to Europe's youth. “We are witnessing slow growth and increased unemployment – not least for our young people,” she said. In her speech she listed boosting research and innovation to increase Europe's competitiveness in the world economy as one of the four areas the Danish Presidency believes are key to focus on. Jose Manuel Barroso mentioned in his opening speech the Commission's interest in increasing investment in education through the new Erasmus for All programme. While detailing a plan to allow up to five million people the chance to study or train abroad, he said that “The added value of giving young people the chance to work and study abroad is clear in helping citizens acquire more and better skills, in opening new doors, and in encouraging free movement and adaptability.” http://tinyurl.com/cshcstc
Recommendations of the EU Youth Conference, Sorø, Denmark, 18th-21st March 2012 The EU Youth Conference of the Danish Presidency in Sorø with a set of joint recommendations drafted by youth delegates and Directors General on Youth of the EU Member States. The recommendations were a result of the three days of workshops and discussions at the conference and focused on youth participation in democratic life, which is the overall theme of this cycle of the Structured Dialogue. Highlights of the proposals included a call for Member States to start initiatives to stimulate discussion on lowering the voting age to 16, as well as easing the voting process through education and simplification of voting procedures. An independent programme for youth with its own budget line was also recommended, in order to promote full participation of young people in society. A key theme throughout the recommendations was the importance of close involvement of youth organisations and young people in decision-making. Member States were called on to support youth organisations and to form strategic partnerships with them. Non-formal education provided by these youth organisations is necessary for developing skills and competencies of young people. The recommendations will be integrated into the preparation of the Council Conclusions in May. More money and support for higher education in Europe Members of the European Parliament adopted on 13th March a report calling for more funds and support to encourage student mobility and make European higher education more attractive and competitive. This involves reinforcing the Bologna Process, which aims to create a European Higher Education Area by making quality standards and degrees more compatible throughout the continent. In addition to the EU, the Process is also implemented in 20 other European countries. The Bologna Process required European universities to revise and reorganise their teaching activities in a threecycle system (Bachelor, Master, and Doctorate) and also assist in creating wealth. If the process is to contribute to achieving the goals of the EU's 2020 strategy for kick-starting Europe's economy, then more efforts will need to be made by universities, member states and the European institutions. Universities need financial support from member states and the EU to support their efforts to change and develop their education practices. Member states have to strengthen the funding system, while it is also
necessary to develop new funding mechanisms. Upcoming Events 12th April 2012: Conference “Quality of work and employment, a policy tool towards an inclusive and sustainable growth” Brussels, Belgium This was a Joint Conference of the European Parliament and Eurofound with the participation of Martin Schulz, President of the European Parliament. The latest conclusions of the EPSCO Council meeting on 'the Annual Growth Survey and Joint Employment Report – Priorities for action in the areas of employment and social policies in 2012' emphasises the importance of a return to economic growth 'with more and better jobs, including good working conditions'. With this in mind, the conference will address the current policy challenges linked to the issue of quality of work and employment. It will examine how changes in employment and work related policies could impact on the quality of societal and economic progress and how mainstreaming the quality of work and employment dimension into other European policy agendas could also contribute to the ultimate perspective of more 'sustainable and inclusive work’. 26th-27th April 2012: Ministerial Conference and Third Bologna Policy Forum, Bucharest, Romania The 2012 Bucharest Ministerial Conference is expected to bring together 47 European Higher Education Area ministerial delegations, the European Commission, as well as the Bologna Process consultative members and Bologna Follow-Up Group partners. The meeting will be an opportunity to take stock of progress of the Bologna Process and set out the key policy issues for the future. The EHEA ministers will jointly adopt the Bucharest Ministerial Communiqué, committing to further the Bologna goals until 2020. This year the camp is addressed to young people, from 25 to 30 years old, from Armenia, Azerbaijan, Kosovo, from both the Albanian and Serbian ethnic communities, Israel and the Palestinian Authority, Georgia and the Russian Federation, specifically young people from the region bordering Georgia. They will have to be engaged in youth or community projects and motivated to implement youth initiatives for peace building within their own communities and be able to work in English.
