Highlights European Council: stimulating employment, especially for young people On 30th January 2012, at an informal meeting in Brussels, members of the European Council discussed employment and economic policies and set out three immediate priorities: stimulating employment (especially for young people), completing the Single Market and boosting the financing of the economy, in particular SMEs. The Council was very concerned about youth unemployment in Europe today. Member states were invited to make necessary efforts to improve labour supply and reduce youth unemployment by promoting young people's first work experience and their participation in the labour market: the objective should be that within a few months of leaving school, young people receive a good quality offer of employment, continued education, an apprenticeship, or a traineeship. Member states should also increase the number of apprenticeships and traineeships to ensure that they represent real opportunities for young people, in cooperation with social partners and where possible, integrate them into education programmes. They should work to get early school-leavers into training and making full use of the EURES job mobility portal to facilitate the cross-border placement of young people. Finally, they should further open sheltered sectors by removing unjustified restrictions on professional services and the retail sector. The EU will work close to Member states which have the highest youth unemployment levels to re-direct available EU funds towards support

for young people to get into work or training; by enhancing the mobility of students; by substantially increasing the number of placements in enterprises under the Leonardo da Vinci programme; by using the ESF to support the setting up of apprenticeship-type schemes and support schemes for young business starters and social entrepreneurs. Moreover, the EU will enhance crossborder labour mobility, through the revision of EU rules on the mutual recognition of professional qualifications, including the European professional card and the European Skills Passport, the further strengthening of EURES, and progress on the acquisition and preservation of supplementary pension rights for migrating workers. http://europa.eu/rapid/pressReleases Action.do?reference=DOC/12/1&form at=HTML&aged=0&language=EN&gui Language=en European Citizens’ Initiative: how does it work? With the Lisbon Treaty, the European Union took a big step forward towards its citizens by giving them the possibility to participate directly in shaping the development of its legislation. Through the European citizens’ initiative, one million EU citizens will be able to invite the European Commission to make a legislative proposal. The Commission, whose role is to draft EU legislative proposals, has a formal obligation to consider any request that meets the requirements. The rules and procedures are available on the new European Citizens' Initiative website, where citizens, after registering, can launch their initiative.

10

Initiatives may relate to any policy area for which the Commission has the right to propose legislation, for example the environment, agriculture, transport or public health. An initiative can be launched by an organising committee made up of at least 7 citizens living in at least 7 different EU countries. They will have to register their initiative to the website before collecting statements of support from other citizens. The Commission will have two months to consider whether the proposed initiative follows the rules. If the registration is confirmed, organisers have one year to gather 1 million signatures from at least 7 EU countries, including a minimum number from each country. Organisers can collect statements of support by paper or online. Their online system must be certified. The Commission has created free software to help organisers collect statements via the Internet. Once collected, the statements must be certified by the countries from which they were gathered and submitted to the Commission. Then, the Commission will have 3 months to examine the initiative and decide to propose new legislation, launch a study or forgo further action and explain its decision publicly. Any legislative proposals will be submitted to EU governments (sitting as the Council of the European Union) and, in most cases, the European Parliament. If the proposal is adopted, it will become EU law. The European Citizens' Initiative can only be launched from 1st April 2012. http://ec.europa.eu/dgs/secretariat_g eneral/citizens_initiative/docs/guide_e ci_en.pdf

Erasmus: changing lives, opening minds for 25 years Erasmus, the world's most successful student exchange programme, celebrates its 25th anniversary this year. Nearly three million students have benefited from a study period or work placement abroad since the creation of the Erasmus programme in 1987. Under the slogan, 'Erasmus: changing lives, opening minds for 25 years', the silver anniversary celebrations were launched in Brussels, on 30th January by Androulla Vassiliou, the European Commissioner for Education, Culture, Multilingualism and Youth. Erasmus mobility is at the heart of the Commission's strategy to combat youth unemployment by focusing more on skills development. In the 2011/2012 academic year, more than 250 000 students will benefit from the Erasmus programme. The most popular destinations for students are expected to be Spain, France, United Kingdom, Germany and Italy, while the countries sending the most students abroad are expected to be Spain, France, Germany, Italy and Poland. The EU has allocated around â‚Ź 3 billion for Erasmus for the period 2007-2013. Denmark, which holds the EU Presidency in the first half of 2012, together with the EC, will also organise a follow-up conference in Copenhagen on 9th May. The anniversary will also be celebrated at events organised in the Member States. http://ec.europa.eu/education/erasm us
