Documentation Compendium of the Structured Dialogue The Hungarian Presidency of the Council of the European Union with the contribution of its Trio partners, Spain and Belgium, the European Youth Forum and the European Commission published an overview about the first cycle (1 January 2010 - 30 June 2011) of the structured dialogue in the youth field. The publication provides information about the legal and theoretical basis of the structured dialogue, description of the roles, stakeholders and different events, as well as some facts and figures about the consultation phases. Besides the analysis of the consultations, the booklet also includes the main policy documents that resulted from the dialogue. The publication aims to give an insight about the process and to inspire future implementers of the on-going structured dialogue that will continue at least until 2018. http://www.mobilitas.hu/uploads/1/hirek/8466/fajlok/Compendium_SD_en.pdf World Youth Report 2011 The report explores the transition of young people from schools and training institutions into the labour market, a phase marking a critical period in the life cycle. The current employment scenario for young people, worsened by the global economic crisis, poses an urgent challenge with long-term implications for both young people and society as a whole. Young people themselves are crucial stakeholders in the pursuit of decent and productive work for all. Yet, too frequently, their voices go unheard and their positive and negative experiences and viewpoints unshared, particularly with decision-makers. Therefore, the World Youth Report is intended above all to explore youth employment issues mainly through the words of young people themselves around the world. http://unworldyouthreport.org Inclusion through Employability - approaches to youth employment This Salto publication helps practitioners to develop and carry out successful actions to support young people to find a job, especially those at a disadvantage compared to their peers. The report lists four key elements for effective and motivating employment projects: involvement and participation of young people, holistic coordination and governance, non-formal learning approaches and a few remarks about entrepreneurship. http://www.salto-youth.net/download/2316/InclusionThroughEmployability.pdf EDF Freedom Guide The Freedom Guide is the one of most important outcomes of the European Disability Forum top campaign addressing freedom of movement. This is a key tool to design a barrier free Europe, and a great reference to understand what is the right vision for the European Commission to work on the European Accessibility Act. The guide is available in English and a word alternative version on demand http://cms.horus.be/files/99909/MediaArchive/library/Freedom%20Guide.pdf EU website on the Rights of Children European Union’s website designed specially for children and teenagers. Here they can learn more about their rights, discover games, animations, videos, the multicultural calendar, and read the articles on specific children's rights. They can also find details on contact points in the EU countries, to which they can turn if they feel their rights are violated. The information is divided into 8 different themes to explore in each activity on the website. http://ec.europa.eu/0-18/wrc_index.jsp

Highlights Strengthening the European labour force through adult learning On 28 February, EU Commissioner for Education, Culture, Multilingualism and Youth, Androulla Vassiliou, launched the implementation phase of the European Agenda for Adult Learning at an event in Brussels. The Agenda, formally adopted by the Council last November 2011, focuses on providing second-chance opportunities for low qualified adults by strengthening their basic skills, such as literacy, numeracy and digital knowledge. The Agenda predicts that, by 2020, adult learning systems will be faced with a strong demand for access to high-quality lifelong learning opportunities and an enhanced role for local authorities, employers, social partners, civil society and cultural organisations. Among the issues targeted for action in the Agenda are improved quality assurance, viable funding, accessible information and guidance, validation of non-formal and informal learning and a focus on well-developed learning provision for seniors to support their active ageing and enable them to contribute to society for longer. The European Union target for average participation in lifelong learning across the EU is 15% by 2020, for adults aged 25-64. The average participation in 2010 was 9.1%, which means that more than 25 million adults, between 25 and 64 years old, participated in a learning experience that year. However, adult participation in lifelong learning varies greatly. http://ec.europa.eu/education/news/2 0120301b_en.htm EU-China Youth Policy Dialogue From 19th to 24th February 2012
Chengdu has been the place to be for young people interested in EUChina Relations. During these days, the first EU-China Youth Policy Dialogue on EU-China Relations, Urbanisation and Social Policies took place. The outcome of the discussions, including a list of policy recommendations, were presented to a larger audience, informing both European and Chinese policy-makers of points of action that require special attention from the point of view of young people in society. The resolution also invites governments to integrate volunteering more fully into policy programs and initiatives; and calls on governments and relevant UN bodies and organisations to continue to support and promote volunteerism. Volunteers are also encouraged to take part in UN and other relevant international conferences. http://www.un.org/ga/search/view_d oc.asp?symbol=A%2FRES%2F66%2F 67
EU sets out plans for adequate, safe and sustainable pensions The European Commission has published a White Paper on adequate, safe and sustainable pensions. It puts forward a range of initiatives to help create the right conditions so that those who are able can continue working - leading to a better balance between time in work and time in retirement; to ensure people who move to another country can keep their pension rights; to help people save more and ensure that pension promises are kept and people get what they expect in retirement. http://ec.europa.eu/social/main.jsp?la ngId=en&catId=89&newsId=1194&fu rtherNews=yes
