Documentation Ideas for a better Europe: the EYE2014 Report This is the report of the European Youth Event (EYE2014) which took place from May 9th to May 11th and involved 5,500 young people aged 16 to 30 from across the continent in Strasbourg (France) sharing and discussing their ideas for the future of Europe. The report collects and highlights ideas and opinions shaped during themed activities such as youth unemployment, the digital revolution, the future of the EU, sustainability, and European values. The report has been prepared by the European Youth Press, the European Youth Forum and over one hundred journalists covering the event and has been made available to new MEPs as a source of inspiration as well as a guide to the hopes and concerns of Europe’s youth. http://bit.ly/U3HJCM Eurobarometer survey: Young people and drugs The use of new substances imitating the effects of illicit drugs (‘legal highs’) has risen considerably among young people in the EU, according to the study on young people and drugs. Young people consider that ‘legal highs’ are easier to acquire than ecstasy and heroin: 15% of young people stated they could obtain new psychoactive substances 'very easily' or 'quite easily' within the following 24 hours, whereas this percentage is 13% for ecstasy and 9% for heroin. Among those who have used such substances, more than two out of three got them from a friend (68%). Only 3% had acquired ‘legal highs’ online. More than half of respondents (57%) think that using new psychoactive substances or ecstasy once or twice may pose a high risk to a person’s health – 62% have this view regarding cocaine. Only 21% consider that using cannabis once or twice may pose high risks. Almost one fifth of young people (17%) have used cannabis in the past 12 months, an increase from 14% in 2011. More than one third (35%) of young people think that new substances should be banned under any circumstances, while 47% advocate this only if they pose a risk to health. A little more than half of respondents (53%) believe that cannabis should continue to be banned. Most respondents consider that heroin, cocaine and ecstasy should continue being banned. http://ec.europa.eu/public_opinion/archives/flash_arch_404_391_en.htm#401 Teaching and Learning International Survey (TALIS) 2013 More than a third of teachers in the European Union work in schools with a shortage of qualified staff and nearly half of school leaders report a shortage of teachers for special needs' pupils. While nearly 90% of teachers in the EU say they are satisfied with their jobs, 81% feel teaching is not valued in society. Although teachers feel well equipped for the job, early career support is not universally available. These are some of the main findings of the new Teaching and Learning International Survey (TALIS), carried out by the Organisation for Economic Co-operation and Development (OECD). European Tertiary Education Register The new European Tertiary Education Register (ETER) provides detailed and comparable data on 2,250 higher education institutions across 36 countries (including all European Union Member States) and a total of 16 million students. The data include university size, number of students and staff, subjects and degree levels covered, as well as information about research and international activities. In addition to the 28 Member States covered, ETER provides information on universities in EEA-EFTA countries (Iceland, Liechtenstein, Norway and Switzerland) and EU candidate countries (the Former Yugoslav Republic of Macedonia, Montenegro, Serbia and Turkey). http://eter.joanneum.at/imdas-eter Europe+ Europe+ (Civil Society for the Renewal of European Democracy) is a broad grassroots alliance, which brings together over 40 organisations from civil society calling for renewed and better functioning democracy in the EU. http://euplus.org Passenger rights smartphone app upgraded The upgraded Commission's free smart phone application for passenger rights contains some new features for visually impaired people and is available in three more languages: Croatian, Serbian and Albanian, in addition to the original 22 EU languages already available. The app provides information for all types of transportation: planes, trains, boats and buses, when and how the passenger rights apply. Opportunities European Health Insurance Card Storyboard Competition The competition is open to everybody from 18 years old from any EU Member State as well as Iceland, Norway, Liechtenstein and Switzerland. Candidates will have to express their creative ideas and/or show their experience with the European Health Insurance Card. They will have to create a clear and comprehensible synopsis, maximum 250 words, in English, French or German language. The storyboard should have between 6 and 16 illustrated panels, include a descriptive written summary underneath each scene, explaining what the scene is and include speech bubbles and/or thought bubbles if needed. Three winners selected by a jury will win 1,500, 1,000 and 500 Euros respectively. The overall winning concept will be developed and produced into a video, which will be used to promote the European Health Insurance Card. Deadline: 17th August 2014. Films could be funny or serious, an animation, a drama or a documentary. Films should be made in the following languages: English, French, Spanish or Russian. A judging panel will select the best nine proposals and provide funding of US$ 300 to help applicants make their film. Entrants can compete individually or in group. The winner in each category, the film that receives the most views on TVE's Inspiring Change YouTube channel between 16th October 2014 and 15th December 2014, will receive a USD 1,500 prize. Winning films will also be screened at the CBD COP 12 Conference on Biodiversity in the Republic of Korea. Deadline to submit films: 25th August 2014, 23.00 GMT. Find out more: http://tve.org/biomovies Europioneers 2014 Competition Launched by the European Commission, in partnership with Deloitte, European Young Innovators Forum and HUB Institute, the competition aims to reward the best European Web Entrepreneurs of the Year as part of its StartUp Europe activities. Eligible entrepreneurs are web entrepreneurs who create new digital services and products that use the web and mobile as an indispensable component. Their main services and/or products should be innovative in the EU region and their company should be based in one of the 28 EU member states, and at least 50% of founders should be citizens or permanent residents of the EU member states. The 2014 awards categories are: European Web Entrepreneur of the Year Award Young European Web Entrepreneur of the Year – Youth Award High Growth Web Entrepreneur of the Year – Gazelle Award Female Web Entrepreneur of the Year The deadline for nominations: 31st August 2014. International Citizen Media Award 2014 The award honours work in the field of citizen media and its products that have been created by private, non-commercial producers. The topic for the 2014 edition is: "Work-Life-Balance: Reconciling Work and Family Life". The jury awards the cash prize in the following categories: video and audio not longer than 20 minutes. Entries should have been created between 1st July 2013 and 31st August 2014. Single participants, groups, associations, civil initiatives, school classes and especially producers, actors and editorial teams in the field of citizen media work are invited to submit entries by 31st August 2014. Participants must be positively impacting the number of girls and women participating in digitally-driven or digitally-enabled areas of study or work, in one or more of the following capacities: -

Find out more: http://digitalwomanaward.com Call for tenders EAC/11/2014 - Feasibility study and technical specification on the development of a citizen tool for transversal skills Transversal skills such as entrepreneurship, digital skills or foreign languages, are often gained in an informal or non-formal setting. Therefore, tools need to be available to ensure that individuals can validate this learning and use it to inform future learning or to enhance their employability. To this end, a self-assessment tool for citizens could be useful, in order for them to self-assess their transversal skills and use the results of this to determine a future learning path or to demonstrate a skill set to employers.

Find out more: http://bit.ly/1qej2hv Environment & Me – Photography competition Launched by the European Environment Agency (EEA), the competition invites citizens from EEA member countries and West Balkan cooperating countries, from 18 years old, to share their thoughts about environment by making a photo depicting a personal or a generic story. Each entrant may submit a maximum of five entries, all supported by a short text. Entries should be uploaded to an online sharing site, such as Flickr, Shutterfly, Snapfish or Photobucket. The winners will be awarded cash prizes of EUR 2,000 for the 1st prize, EUR 1,500 for the 2nd prize, EUR 1,000 for the 3rd prize and EUR 500 for public choice award and youth prize. A Youth Prize will be awarded to the winning entry, selected among those submitted by persons aged between 18 and 24 (born in calendar years 1990-1996). All the finalists will be put forward for the People's Choice Award and may also feature in future digital and print material from the EEA and its European partners. Highlights Winners of the writing competition: “What does an enlarged EU mean to you?” announced Jan Getek, 15, from Poland, and Anastasia Liopetriti, 21, from Cyprus, are the winners of the writing competition entitled “What does an enlarged EU mean to you?”, organised by the European Commission. The winners will be travelling to Brussels to receive their prizes and will have the chance to see the work of the European Commission and visit other EU institutions over the course of a two-day visit. The contest marked the 10th anniversary of the 2004 round of EU enlargement, with the accession of ten countries to the EU. Today, the EU perspective is open to Albania, Bosnia and Herzegovina, the Former Yugoslav Republic of Macedonia, Iceland, Kosovo, Montenegro, Serbia and Turkey.

The Resolution underlines the importance for young people of acquiring transversal skills, such as knowledge of information technologies, leadership skills, critical thinking and languages, inter alia by studying abroad. Member States should ensure that young people have access to quality jobs that offer stability and security and meet core labour standards. EP Resolution to fight unemployment among young people In a Resolution passed on 17th July, the European Parliament called for stronger measures to fight unemployment among young people, including common minimum standards for apprenticeships and decent wages. EU funding of employment-related programmes, like the Youth Employment Initiative, should also be increased in future budgets, the Parliament added. According to the text, the Commission should closely monitor the implementation of the “youth guarantee schemes”. At national level there should be measures to discourage young people from dropping out of school, promoting training and apprenticeships, and comprehensive strategies for those who are not in employment, education
Jean-Claude Juncker elected President of the European Commission With 422 votes in favour, on 15th July MEPs elected Jean-Claude Juncker as President of the European Commission to take office on 1st November 2014 for a five-year term. Mr Juncker is the first Commission President in the history of the EU to be elected, and not merely approved, by the European Parliament, following a proposal by the European Council, according to the rules laid down in the Lisbon Treaty (December 2009). The Commission President-elect will now send official letters to the member states' leaders inviting them to propose their candidate members of the Commission. The European Parliament will then proceed with the election of the other members of the Commission. Parliamentary committees will hold hearings with Commissioner candidates in the early

Youth Employment Initiative in Italy On 11th July, the European Commission has adopted the national Operational Programme for the implementation of the Youth Employment Initiative (YEI) in Italy. This is the second YEI Operational Programme adopted by the European Commission, after the first in France in June, as part of the €6 billion Youth Employment Initiative for which 20 Member States (with regions with youth unemployment over 25%) are eligible. Under this programme, Italy will mobilise €1.5 billion from various sources, including €1.1 billion from the European budget (Youth Employment Initiative and the European Social Fund), to help young people find a job. Italy is the second largest recipient of Youth Employment Initiative funds (over €530 million) which will be spent in almost all Italian regions under the coordination of the Ministry of Labour. http://bit.ly/1qrvWJn
EUROSTAT Release: May 2014 Euro area unemployment rate According to new data on unemployment, published by Eurostat (the statistical office of the European Union), in May 2014, 5.187 million young persons (under 25) were unemployed in the EU28, of whom 3.356 million were in the Euro area. Compared with May 2013, youth unemployment decreased by 464,000 in the EU28 and by 205,000 in the Euro area. In May 2014, the youth unemployment rate was 22.2% in the EU28 and 23.3% in the Euro area, compared with 23.6% and 23.9% respectively in May 2013. In May 2014, the lowest rates were observed in Germany (7.8%), Austria (8.9%) and the Netherlands (10.8%), and the highest in Greece (57.7% in March 2014), Spain (54.0%) and Croatia (48.7% in the first quarter of 2014). http://tinyurl.com/mbqwpak
Pathways to better jobs for youth and women given new momentum by joint ILO-UNESCO agreement In a ceremony at the United Nations, the International Labour Organisation (ILO) and the United Nations Educational, Scientific and Cultural Organisation (UNESCO) signed a new agreement consolidating existing joint work by the two agencies in key areas such as technical and vocational training and education (TVET), enhancing youth employment opportunities, eliminating child labour, and contributing to poverty eradication. http://bit.ly/W5FS2h
EU Employment and Social Situation - Quarterly Review June 2014 According to the European Commission's latest Employment and Social Situation Quarterly Review, the EU labour market is gradually recovering and, for the first time since 2011, Gross Domestic Product (GDP), employment and household incomes are growing. However, long-term unemployment is still increasing and the situation of households with low incomes has not improved. The Review also highlights persistent challenges for women in terms of unemployment and underemployment and provides an update on recent trends in worker mobility, confirming higher employment rates

The Global Forum on Youth Policies will be convened by the United Nations Secretary-General’s Envoy on Youth together with UNDP, UNESCO and the Council of Europe. It will be hosted by the Ministry of Youth and Sports in the Republic of Azerbaijan in the framework of Azerbaijan’s Chairmanship of the Council of Europe’s Committee of Ministers.
