Documentation Report: Do changes in cost-sharing have an impact on the behaviour of students and higher education institutions? Increased tuition fees do not have an overall negative impact on enrolments in higher education, even among students from lower socio-economic groups, unless the magnitude of change is exceptional. However, increases in fees can result in falling enrolments among older students, according to an international study commissioned by the European Commission. The report underlines that grants and/or loans are crucial for offsetting negative consequences of fees or fee rises on university enrolments, particularly from vulnerable groups. The study, carried out by independent researchers, analysed the impact of changes in student fees in nine countries with different models of funding over the past 15 years (Austria, Canada, UK-England, Finland, Germany, Hungary, Poland, Portugal and South Korea). http://ec.europa.eu/education/news/2014/20140623-cost-sharing_en.htm Eurobarometer survey: European Area of Skills and Qualifications According to a Eurobarometer survey, around a quarter (23%) of EU citizens feel that their education or training has not provided them with the skills to find a job in line with their qualifications. While over half of the respondents (56%) think their qualifications would be recognised in other Member States, 6% tried to work or study in another Member State but were unable to do so, either because their qualifications were not recognised by their prospective employer or education institution, or because the respondents lacked information about recognition of their qualifications abroad. The survey was carried out in all 28 Member States between 26 April and 11 May when 28 000 people from different social and demographic groups were interviewed face-to-face. http://ec.europa.eu/public_opinion/archives/ebs/ebs_417_en.pdf European Vacancy and Recruitment Report 2014 Low-skilled workers encounter increasing difficulties to find a job, face lower job stability and are out-competed by medium-skilled workers even in elementary occupations. In contrast, job opportunities are growing in some high-skilled professions. These are the main findings of the European Vacancy and Recruitment Report 2014 published today. The Report also highlights the increase in temporary and part-time work during the crisis and underlines the need to better support school-to-work transitions, to decrease segmentation of the labour markets and to up-skill jobseekers, particularly the low qualified ones. http://ec.europa.eu/social/main.jsp?catId=738&langId=en&pubId=7711 Eurydice-Eurostat report: Key Data on Early Childhood Education and Care 2014 The report finds that only eight European countries - Denmark, Germany, Estonia, Malta, Slovenia, Finland, Sweden and Norway - guarantee a legal right to Early Childhood Education and Care (ECEC) soon after a child's birth, normally after the end of paid maternity or parental leave. In all other countries, the gap between the end of maternity/parental leave and legal entitlement to ECEC is more than two years. The report shows that the provision of quality ECEC is affected in many countries by lack of funding, staff shortages, employees with low qualifications and an absence of educational guidelines for teachers and other staff. This is a serious concern, as one in four children in Europe under the age of six is at risk of poverty or social exclusion and may need specific support for their educational needs.

The report combines statistical data from Eurostat and system-level information to describe the structure, organisation and funding of ECEC in Europe. It covers access to ECEC, governance, quality assurance, affordability, professionalism of staff, leadership, parental involvement, and measures to support disadvantaged children. The report covers 32 European countries – all EU Member States except the Netherlands, plus Iceland, Turkey, Liechtenstein, Norway and Switzerland. The website offers information on the new EU programme for Education, Training, Youth and Sport for 2014-2020. http://ec.europa.eu/programmes/erasmus-plus/index_en.htm European Hospitality Skills Passport The aim of this new tool is to facilitate contact between jobseekers and employers in the hospitality and tourism sector in Europe. The Skills Passport allows workers and employers to overcome language barriers and to compare hospitality workers' skills in order to facilitate recruitment in the sector. Hosted on the European Job Mobility Portal EURES, the Skills Passport is available in all EU official languages. The Passport will be extended to other sectors in the future. http://tinyurl.com/o2gdr4s Free GoingAbroad App The new smartphone App "Going Abroad" provides important road safety information for all EU countries. It is available for iPhone and iPad, Google Android and Microsoft Windows phones in 22 languages. The App covers all topics that carry the biggest risk for accidents, including speed and alcohol limits, traffic lights, and the use of mobile phones. http://europa.eu/!tu98pU Global Youth Wellbeing Index The Global Youth Wellbeing Index gathers and connects youth-related data to assess and compare the state of young people’s wellbeing around the world. Opportunities Discover e-volunteering Competition The Competition, organised by the Good Network Foundation (Fundacja Dobra Sieć) and the Orange Foundation from Poland, aims to promote and honour social projects undertaken on the web. European non-governmental organisation that have ideas for e-volunteering projects are invited to join it. Projects should help people: - help each other via the Internet, - build a source of common knowledge, - create social maps, - share their professional skills and experience, - or do something completely different that has got positive impact to the real world. Prizes will include 2,000 Euro grants for the implementation of ideas for evolunteering projects. Finalists will be also provided with professional trainings and mentoring sessions with experts, who will support them in creation of high-quality e-volunteering projects. Deadline: 15th July 2014. Entrepreneurship education is about encouraging creative thinking and promoting a strong sense of self-worth, initiative and a tolerance of failure. Find out more: http://ec.europa.eu/easme/entedu_en.htm Europe in My Region Photo Competition 2014 The competition aims to highlight the work that projects across Europe are doing with the help of EU funding, and explore the meaning of these projects to local communities. EU residents, from 18 years old, are invited to join the competition and upload up to three photos of a project receiving EU funding. Photos must show the billboard or plaque with the EU flag somewhere in the picture showing that the project featured has received EU funding. Three winners will be awarded by a jury. The popular vote will take place from 27th August to 8th September 2014. The 100 photos which have received the most votes will be entered into the jury selection alongside 50 ‘wildcard’ photos from the competition chosen by the jury. From this pool, the jury will select three winners. Each winner will receive cash prizes to spend on digital camera equipment and a two-night trip for two to Brussels, Belgium, including travel and accommodation, between 6th and 9th October 2014. The winners must be available to visit the "Open Days - European Week of Regions and Cities" event during these dates to pick up their prize. Films could be funny or serious, an animation, a drama or a documentary. Films should be made in the following languages: English, French, Spanish or Russian. A judging panel will select the best nine proposals and provide funding of US$ 300 to help applicants make their film. Entrants can compete individually or in group. The winner in each category, the film that receives the most views on tve's Inspiring Change YouTube channel between 16th October 2014 and 15th December 2014, will receive a USD 1,500 prize. Winning films will also be screened at the CBD COP 12 Conference on Biodiversity in the Republic of Korea. Deadline to submit films: 25th August 2014, 23.00 GMT. Find out more: http://tve.org/biomovies Traineeships at the European Commission - Translation traineeships DG Translation of the European Commission offers a small number of paid traineeships each year. They last five months and are open to graduates looking to gain some professional translation experience within the European institutions. University graduates from all over the world should be able to translate into their main language (normally their native language) from 2 other official EU languages. Their main language must be one of the official EU languages, their 1 st source language must be English, French or German, and their 2 nd source language can be any of the official EU languages. The application for the traineeship period March-July 2015 will open on 15th July 2014 (16:00 CET) until 29th August 2014 (12.00 pm CET). Films should: - communicate either a promotional, ideational, political or original message; - not be older than two years and not longer than ten minutes; - have been especially conceived for Internet showing; - aspire to viral distribution; - either endorse or oppose something and/or communicate a message. Three prizes will be awarded: - Audience Award worth € 1.000, - Jury Award worth € 1.000, - Award for Best political Viral with the themes climate, democracy or justice worth € 1000. The top five young science journalists will be invited to participate in the World Health Summit (WHS) 2014, held from October 19 th to October 22nd at the Federal Foreign Office in Berlin, Germany. This year’s theme is Gandhi’s quote: “Be the change you want to see in the world”. Entrants should be living in Europe and be under 35 years-old. They will have to create a video lasting less than 3 minutes illustrating their look on civic engagement and their vision of citizenship. Films must be in French or in English (or be subtitled in one of these languages). The 4 winners will be rewarded with one camera worth € 250. The best among them will be invited to participate to a European seminar on video and youth projects held in Marseille during the second half of October 2014. Highlights Martin Schulz re-elected President of the European Parliament On July 1st MEPs re-elected Martin Schulz as President of the European Parliament for another two and a half year term. The 58-year old German MEP will lead Parliament until January 2017. He won 409 out of 612 valid votes cast in the first ballot. Mr Schulz is the first President in the history of the European Parliament to be re-elected for a second term. http://tinyurl.com/prhv6lj

President-designate of the European Commission The European Council has proposed Jean-Claude Juncker, one of the European candidates designated by the European parties during the elections campaign, as the next President of the European Commission. Cuts in roaming charges from 1st July From 1st July 2014, the EU will cut the price caps for data downloads by more than half: down from 45 to 20 cents per megabyte (plus VAT). It will therefore be cheaper to use maps, watch videos, check emails and update social networks while travelling across the EU. EU candidate status for Albania The General Affairs Council meeting on 24th June granted EU candidate status to Albania. The decision is now subject to approval by the European Council. However, the Council also urged the Western Balkan country to step up the fight against corruption and organised crime, and do more to help relieve immigration pressures on the Union. http://tinyurl.com/no7byvh
First European Week of Sport to take place in September 2015 On 11th June, the European Commissioner responsible for sport, Androulla Vassiliou, announced plans for the first European Week of Sport, which will take place in September 2015. The aim of the event is to promote exercise and sport at all levels. The European Commission is expected to provide funding for the European Week of Sport from Erasmus+, the new European programme for education, training, youth and sport. It will allocate
European Health Insurance Card Almost 200 million Europeans already have the European Health Insurance Card (EHIC), according to the latest figures available for 2013. This represents more than half of the insured population in the EU. The number of EHIC holders is steadily increasing, with 8 million

EURODESK BRUSSELS LINK BULLETIN JULY 2014 around € 3.7 million this year and € 6 million a year from 2015 onwards. As part of its efforts to mobilise a big response from the public, the Commission will coordinate events and activities during the Week. Organisations signing up to the event's objectives will receive guidance and a European Week of Sport label. Winners of the European Parliament's guest photographer contest announced Gábor Szellő and Alessandra Giansante are the winners of the European Parliament Guest Photographer contest which took place from January until May with one theme per month. The 10 best entries were selected each month and published on the EP social media platforms. A panel of experts selected Mr Szellő, a freelance photographer, as the jury winner whereas Ms Giansante, a graphic designer and photographer, was elected public winner after her pictures received the most likes in the Guest Photographer albums on Facebook and Flickr. The winners will be invited to the July Strasbourg plenary session where they will have the opportunity to create a photo reportage on the Parliament. Turkey joins Horizon 2020 research and innovation programme Turkey will get full access to the European Union's new seven-year research and innovation programme, Horizon 2020, under an agreement signed in Istanbul. The agreement granting association status to research entities from Turkey was signed by European Commission Director-General for Research and Innovation, Robert-Jan Smits, and Ahmet Yücel, Acting Undersecretary of Turkey's Ministry for EU Affairs. Turkey is the third EU partner country to become associated to Horizon 2020. http://europa.eu/rapid/pressrelease_IP-14-631_en.htm Youth Employment Initiative: Commission adopts first programme with France On 3rd June, the European Commission adopted the first Operational Programme with France to use the available funding from the Youth Employment Initiative (YEI) to tackle youth unemployment. France will receive 620 million from the Youth Employment Initiative and the European Social Fund (ESF) to help young people not in employment, education or training (the so-called NEETs) to find a job in those regions
The Former Yugoslav Republic of Macedonia joins Erasmus+ On 4th June 2014, the Commission received the written notification from the Former Yugoslav Republic of Macedonia providing for the entry into force of the Erasmus+ agreement establishing the country's participation in the new education, training, youth and sport programme. The country is now officially an Erasmus+ Programme Country and entitled to

Italy is the first Presidency in the Trio with Latvia (first half 2015) and Luxemburg (second half 2015). The three main macro-objectives of the Italian presidency sixmonth programme will be: 1) Accelerating growth including revival of the 2020 Strategy; deepening of the Monetary union; strengthening the competitiveness of the EU; the Youth Guarantee initiative; digital single market; industrial policies; 2) Citizens including the functioning of the European institutions; asylum right and immigration policy; external borders management; the establishment of a European Public Prosecutor’s Office; human rights; 3) External dimension including immigration, energy and trade. Participants will discuss ideas under the themes of growth and jobs creation, global citizenship and sustainable development. The outcome of the summit will be twofold. Secondly, a single “Policy Ask” pertaining to youth unemployment solutions will provide a focus for further action following the Y20. EBEC is the biggest engineering contest in Europe with 3 different competition levels. The workshop is addressed to anyone who has had a leadership role in organising a conference or has participated as a delegate. Applicants are required to have participated in at least one Model UN simulation prior to the workshop and must be able to communicate in English. Faculty advisors who have a role in training or supervising students who organise or participate in MUN conferences are also eligible. There is no registration fee for students or faculty advisors; however, participants are responsible for all travel and living costs during the three-day workshop.
