Documentation Working with young people: the value of youth work in the EU The study provides information about the value of youth work, and how it results in a range of positive outcomes for young people enabling them to: - develop skills and competences, - strengthen their network and social capital, and - change particular behaviours. According to the study, beyond the individual level outcomes, youth work is an important component of the social fabric, offering a space for contact, exchange, and engagement between young people, as well as between generations. The study analyses the specific situation of the 28 EU Member States, highlighting the situation of youth work and its contribution to the well-being and development of young people. Various actors and organisations are delivering youth work in Europe, such as youth clubs, youth centres and youth associations. In addition to street workers' activities, youth workers are providing support within schools, libraries or hospitals. Despite this diversity, youth work has common core features; it focuses on young people, their personal development, and voluntary participation. http://ec.europa.eu/youth/library/study/youth-work-report_en.pdf http://ec.europa.eu/youth/library/study/youth-work-case-studies_en.pdf European Commission Reports on Quality Assurance in Higher Education and Vocational Training According to two reports on quality assurance in higher education and vocational training, published by the European Commission, Member States must take an active approach to upgrading their quality systems in order to improve the performance of universities and vocational colleges. The reports highlight that, although progress has been achieved, further reforms are needed to ensure a 'quality culture' so that teaching is more closely aligned with labour market realities and societal needs. The reports also call for more emphasis to be given to international cooperation and for students to have a greater say in decisionmaking. Report on Progress in Quality Assurance in Higher Education Report on the European quality assurance reference framework for vocational education (EQAVET) Addressing youth absenteeism in European elections A new report, jointly published by the League of Young Voters and International IDEA, reveals the reasons behind the very high rates of young people not voting in European elections and lays bare the mutual distrust between political parties and young people. According to the report, absenteeism is related to socio-economic factors, a strong disconnect between political parties and young voters, and political parties not taking into account new ways to communicate with younger audiences. http://tinyurl.com/najvt4o United Nations World Youth Report 2013 - Youth & Migration Published by the UN Department of Economic and Social Affairs (UNDESA), the report offers a broad understanding of the situation of young migrants from the perspective of young migrants themselves. It highlights some of the concerns, challenges and successes experienced by young migrants based on their own lives and told in their own voices. The report focuses largely on the phenomenon of

Highlights MEPs call for jobs and social recovery plan On February 21st, Members of the Employment and Social Affairs committee at the European Parliament adopted a Resolution, by 27 votes to 7. MEPs underlined that austerity measures imposed by the TroĂŻka have had a major impact on the rise of unemployment, especially youth unemployment, in Greece, Portugal, Ireland and Cyprus. MEPs then called for a job recovery plan supported by both the EU and its member states. http://tinyurl.com/p75nhvw

EU rules, supported by 578 votes to 79 with 21 abstentions, would create better conditions to make the EU more attractive to third-country nationals seeking opportunities to do research, study, take part in a student exchange, or do paid or unpaid training, voluntary service or au pairing. The rules would also clarify entry and residence conditions for foreign trainees, volunteers, school pupils and au pairs. The European Parliament voted on its first reading of the draft legislation, in order to consolidate the work done so far and hand it over to the next Parliament. http://tinyurl.com/oyp8mn5

Tobacco Directive to deter young people from smoking approved by the EP Draft legislation updating the EU Tobacco Directive to make tobacco products less attractive to young people was endorsed by MEPs on 26th February 2014. This legislation, already informally agreed with EU health ministers, would require all packs to carry picture warnings covering 65% of their surface. Ecigarettes would be regulated, either as medicinal products if they claim to help smokers to quit, or as tobacco products. The text is to be approved by the Council of Ministers on 14th March. Member states would have to put the provisions on tobacco products into effect within two years of the updated Directive’s date of entry into force. http://tinyurl.com/qd38o3v

Education, Youth, Culture and Sport Council Conclusions EU Ministers for Education, Youth, Culture and Sport met in Brussels on 24th February 2014. They adopted conclusions on innovative education and training to invest in skills, in the context of the European Semester and, in particular, the education aspects of the 2014 Annual Growth Survey. Ministers emphasised that the EU education and training systems should play a fundamental role in ensuring that young people and lowskilled adults acquire skills and competences that match the needs of today's labour market. The conclusions invite the member states to adopt effective and inclusive education and training policies which take due account of the needs of learners with disadvantaged backgrounds and to incorporate digital forms of learning into mainstream education. EU Ministers also held a policy debate on skills and employability in the light of the results of recent OECD surveys (PIAAC and PISA). Ministers indicated some of the concrete measures that were taken or planned at national level to make

Better entry and living conditions for non-EU students, researchers and volunteers The EU would offer talented non-EU students and researchers better living and working conditions so as to boost its member states' long-run competitiveness, under draft rules backed on 25th February by the European Parliament. at the European Parliament in Autumn 2014. http://erasmusvoting.eu European Vacancy Monitor (EVM) reveals North-South divide in EU labour market The latest issue of the European Vacancy Monitor (EVM) reveals a shortage of labour supply in countries such as Austria, Denmark Sweden, Estonia and Latvia, while competition for jobs is increasing in countries such as Greece, Slovakia and Spain. The report also highlights the strengths and weaknesses in the recruitment markets of four Southern countries, and warns that more measures are needed to help young people find skilled jobs and, therefore, boost labour productivity. The Monitor confirms stagnation in labour demand in the EU in the second quarter of 2013, except for a small increase in the number of job vacancies in the public sector. Overall, recruitment fell by 4%, a larger decline than in the previous quarter. Hiring increased in less than half the countries over the period. http://ec.europa.eu/social/BlobServlet ?docId=11426&langId=en

European elections 2014: what you need to know in order to vote The countdown has begun with fewer than 100 days to go before the European elections take place. On 22nd-25th May, EU voters go to the polls to elect 751 new MEPs and decide which direction Europe should follow. But how many MEPs will be elected in each member state? When is election day in each country and when do you need to register if you live in another part of the EU and wish to vote there? The answers to these questions and much more can be found in the European Parliament infographic on the European elections: http://tinyurl.com/p5gz6jj Erasmus Voting Assessment Launched The European Students Forum (AEGEE-Europe), with the support of its partners, the Erasmus Student Network (ESN) and Generation Europe Foundation (GEF), has launched the Erasmus Voting Assessment (EVA). The EVA is an EU-funded project that aims at investigating the impact of the Erasmus and other mobility programmes on the participation of students in the next EU elections. The project consists of a research study divided into two surveys. The surveys are open to young people, including Erasmus and non-Erasmus (former) university students across Europe. The first survey is available here. The second survey will be launched after the 2014 EP elections. All of those who complete both surveys will get the chance to win a trip to Brussels, Belgium, for the closing conference on the EVA project

First-ever official hearing for a European citizens' initiative at the European Parliament Access to good quality water was the topic of the first-ever official hearing held for a European citizens' initiative at the European Parliament on 17th February. Organisers of the “Right2Water” campaign urged the EU Commission to guarantee access to water and sanitation as a human right, and give a legal undertaking that water services will not be liberalised in the EU. Commission Vice-President Maroš Šefčovič, who will draft the official response to the initiative by 20th March, attended the Hearing. http://tinyurl.com/nnbltt4
