Thematic Youth in Action factsheets Youth Exchanges, Youth Initiatives, Youth Democracy, Youth Volunteering and Youth Support projects, funded under Youth in Action in 2007-11, are presented at a glance in five thematic factsheets providing some examples of Youth in Action projects completed. Your guide to the European Citizens’ Initiative This guide, produced by the European Economic and Social Committee, gives an idea of how to get involved in the European Citizens’ Initiative. From April 2012, when ECI entered into force, European citizens can enjoy a new right, giving them a stronger voice in EU affairs. They can express their demands by collecting one million signatures across Europe, and call upon the European Commission to propose or change European legislation. World Trade Organisation Essay Award for Young Economists The Award aims to promote high-quality research on the WTO and its related issues among young economists and to reinforce the relationship between the WTO and the academic community. The essay must focus on the issues related to the economics of the WTO. The author of the best essay will be awarded with 5,000 Swiss francs. Essays must be submitted by 1st June 2012. The initial contractual period is 18 months followed by two potential renewals of 12 months each. The maximum amount available for each contractual period is EUR 700,000. Early school leaving and youth unemployment are on top of the societal and political agendas, both in Belgium and Europe. The foundation is calling for articles on integration of young people excluded by early school leaving and unemployment. The best authors of the 12 winning articles, able to explain in an original way the causes of and possible solutions for early school leaving and/or youth unemployment in Belgium and Europe, will be rewarded with cash prize. Moreover, the 12 articles will be published in a book with a GPRC label (Guaranteed Peer Reviewed Content) and be presented during a European conference that will be held in Brussels on 7th and 8th February 2013. The European Soundscape Award The award aims to raise awareness about the health impacts of noise and to reward European initiatives that can help reduce excessive noise. Any product, campaign, innovation or scheme offering a creative solution to a noise problem, carried out up to 1st August 2012, can be nominated for the Award. Deadline to submit entries is 7th September 2012, 17.00 (CET) http://www.eea.europa.eu/highlights/themes/noise/the-european-soundscapeaward Generation 1992 Competition As part of the events surrounding the 20th anniversary of the single market, the European Commission has launched a creativity competition for 20-year olds entitled ‘Generation 1992’. Young European citizens born between 1st January and 31st December 1992 are invited to express their views about the European single market by submitting essays, videos, photographs, cartoons or smartphone applications on one of four subjects: education and citizenship, jobs and enterprise, culture and leisure and consumers and the environment. Participants will have to choose a theme and a creative format for their contribution. They can submit up to two entries, either by themselves or as part of a group, provided they are in different formats. Judges choose twenty finalists, who will earn a trip to the awards ceremony in Brussels this October to collect their prizes including Europe-wide railway passes, digital cameras, iPods and shopping vouchers. The ceremony will be held during a conference in Brussels from 15th to 20th October 2012 discussing new ways to develop Europe’s border-free area. Highlights Volunteering: passport to a job? On 26th April the European Parliament’s Culture and Education Committee voted to approve a report on the recognition and promotion of cross-border voluntary activities in the EU. Volunteering is a way to remain active, in contact with the world of work, and can even help to find a job. The report envisages the establishment of a European skills portal, including a specific chapter devoted to cross-border volunteering. The report also noted the lack of national or international legal recognition for volunteering and called on EU Member States to formulate a clear legal framework as well as national strategies to facilitate volunteering. In this line, the report supports the EU Commission’s proposal for a European Skills Passport on the Europass (on-line CV) model to ensure cross-border recognition of qualifications obtained through volunteering. http://tinyurl.com/7g5qnh8 MEPs call for more details on new EU culture programme Extra support for cinemas showing European films is one of the proposals in the Commission's ambitious Creative Europe proposal to boost the EU's creative and cultural sectors. Although MEPs welcomed the plans debated during a public hearing by the cultural committee on 26th April, they agreed that the programme needs to be clearer and more specific. The creative sector is a key part of Europe's economy and accounts for 4.5% of the EU's GDP and 3.8% of employment. http://tinyurl.com/8yqbmhh

New Employment package: Towards a job-rich recovery On 18th April, the European Commission presented a new employment package with concrete measures to help job creation and set out how EU funds can be used to make long-term investments in human capital. The proposal focuses on the demand-side of job creation, setting out ways for Member States to encourage hiring by reducing taxes on labour or supporting business startups more. It also identifies the areas with the biggest job potential for the future: the green economy, health services and ICT. The package underlines also the need for a stronger employment and social dimension to EU governance and lays down ways to involve employers' and workers' representatives more in setting EU priorities. The package will be discussed at a high level employment conference next 6th-7th September to further mobilise all partners to implement the measures announced. On this occasion the European commission also launched a consultation inviting all citizens, in particular young people, trainees, social partners, enterprises and education institutions to give their views on how the quality of traineeships can be enhanced through a framework in order to help young career starters make a smooth transition from education to work. The consultation will be open until 11th July 2012 and can be found here. http://tinyurl.com/cxdfqm2 Survey on Non-Formal Education and Employability The European Youth forum has launched a study to analyse the impact of non-formal education on the employability of young people. The survey gives youth organisations the opportunity to show and gain

recognition for the work they are doing. The results of the study will be used to inform the Youth Forum’s future policy development work in the area of education. Those who participate in the study will contribute to the identification of the added value of non-formal education in youth organisations. Participants and former participants of youth organisations are also asked to participate in the survey to express their views on how youth organisations have shaped them. The survey is part of a research study conducted by the EYF in partnership with the University of Bath and GHK Consulting Ltd. Through the study “The Impact of Non Formal Education in Youth Organisations on young people’s employability” the EYF aims to explore how non-formal education can help young people to equip themselves with the skills and abilities to enter into employment. http://tinyurl.com/7mkgt8w Quality Jobs for Youth: are we asking too much? Young people and the job market, the endless search for jobs, precarious contracts and internships are only a few of the themes addressed by EU Commissioner for Employment, Social Affairs and Inclusion László Andor, EESC President Staffan Nilsson, Professor of Bocconi University Tito Boeri and ETUC Secretary-General Bernadette Ségol amongst others, at the event organised on the 20th April by the European Youth Forum and the European Economic and Social Committee (EESC). EU Commissioner for Employment, László Andor, highlighted a youth guarantee scheme as a measure to aid youth employment while Robert Mahler of Business Europe spoke in favour of dual learning education systems and a European Framework for Quality Traineeships. Eurofound’s Massimiliano Mashero painted a worrying picture of the situation of young people. The majority of those not in employment, education, and training already have third level qualifications. Tito Boeri, Professor of

Economics at Bocconi University in Milan, stated that long unemployment spells experienced by youth could leave long term negative consequences for society and the individual. He stated that 90 percent of new employment is in temporary contracts which will not lead to permanent employment. Also speaking at the event, Bernadette Ségol for the European Trade Union Confederation (ETUC) stressed that current austerity policies need to be changed in order to find a solution to the crisis. The Youth Forum’s President, Peter Matjašič, expressed concern that no fresh resources will be made available to fight youth unemployment. http://tinyurl.com/cretppm Consultation on access to a bank account by Erasmus and exchange students The European Commission has launched a public consultation on access to bank accounts by exchange and Erasmus students. The aim of the consultation is to find out what obstacles EU citizens face when they move to another EU country as an Erasmus or exchange student and try to open a bank account. The results will help the Commission to assess whether something needs to be done to improve access to bank accounts. The consultation will be open until 19th June 2012 and is available here.

Making a Better Internet for Children On 2nd May the European Commission adopted the Communication for a "Strategy for a Better Internet for Children" setting out a plan to give children the digital skills and tools they need to fully and safely benefit from the digital world. It also aims to unlock the potential of the market for interactive, creative and educational content online. The strategy brings together the European Commission and Member States with mobile phone operators, handset manufacturers and providers of social networking services to deliver concrete solutions for a better Internet for children. The strategy proposes a series of actions grouped around four main goals: - To stimulate the production of creative and educational online content for children and develop platforms which give access to ageappropriate content; - To scale up awareness raising and teaching of online safety in all EU schools to develop children's digital and media literacy and selfresponsibility online; - To create a safe environment for children where parents and children are given the tools necessary for ensuring their protection online – such as easy-to-use mechanisms to report harmful content and conduct online, transparent default age-appropriate privacy settings or user-friendly parental controls; - To combat child sexual abuse material online by promoting research into, and use of innovative technical solutions by police investigations. http://ec.europa.eu/information_socie ty/activities/sip/policy/index_en.htm Commission strengthens independence and reliability of EU statistics Stronger measures to ensure the quality and credibility of EU statistics have been set out in a proposal adopted by the European Commission. High-quality, reliable statistics are fundamental for evidence-based decision making.

Demands for such data have further increased in light of the enhanced economic-policy coordination that has been agreed in the EU over the past year. Moreover, recent economic events have shown the importance of credible statistics to ensure the trust of the public and the financial markets in such decisions. In line with what was foreseen in the "Six Pack", the Commission has therefore proposed a revision of the EU Regulation on Statistics to further strengthen in law the independence, reliability and quality management of statistics coming from Member States and compiled at EU level. The proposal focuses on two main areas: (i) the independence of National Statistical Institutes and in particular the heads of these authorities; (ii) Member States will be required to sign "Commitments of Confidence", confirming at the highest political level the obligation to fully respect the European Statistics Code of Practice. http://europa.eu/rapid/pressReleases Action.do?reference=IP/12/375&form at=HTML&aged=0&language=EN&gui Language=en Council and European Parliament reach agreement on new roaming rules From July 2012 using mobile phone services while travelling in the EU will be cheaper. And from July 2014 users will be able to choose an operator for roaming services, separately from their contract with the national mobile operator, while keeping the same telephone number. The Council, represented by the Danish Presidency, and the European Parliament agreed on 28th March on a new roaming Regulation, which includes upper price limits for phone calls, SMS and data and introduces more competition by facilitating access to the wholesale market for alternative operators willing to provide roaming services. From July 2012, phone calls made while abroad

(within the EU) will cost a maximum of 29 euro cents per minute, from July 2013, 24 euro cents and from July 2014, 19 euro cents. The cost of sending SMS and downloading data will also be gradually reduced, to 6 euro cents per SMS and 20 euro cents per megabyte from July 2014. In addition, the Regulation aims to increase price transparency and

improve information about charges for customers who use roaming services. The course will be done in an innovative way, without teachers, lecture style courses, or power point presentations, but real entrepreneurs sharing their experience with students giving them an inside view of entrepreneurship. Leading scientists, researchers, young researchers, business people, entrepreneurs and innovators, policy makers, science and technology communicators and general public will analyse and discuss new discoveries and debate the direction that research is taking in the sciences, humanities and social sciences. Find out more: http://esof2012.org 11th-15th July 2012: 4th International Youth Camp Dialogue, Ethnomir, Kaluga region, Russian Federation The Camp will offer participants a space to continue the implementation of the “Kazan Action Plan” and to promote intercultural dialogue and interreligious cooperation among young people across ethnic, religious, linguistic and national dividing lines. The camp is addressed to 300 young people, from 18 to 30 years old, resident in one of the Council of Europe’s member states other than the Russian Federation, able to work in Russian and speaking in English. 4th-11th August 2012: European Rally, 呕erk贸w, Poland The European Rally 2012 will bring young people together from across Europe to gain the knowledge, skills and confidence they need to take active roles in their local communities. They will explore the role of rural youth leaders, identify the needs and expectations of rural communities, and discover the practical leadership skills needed in managing increasingly complex rural environments. Forty researchers across Europe and beyond will be selected to participate in the YCPR Forum, share their knowledge and network with their fellow researchers on relevant topics. 25th–26th September 2012: 3rd ASEM Rectors' Conference ”Universities, Businesses and You: For a Sustainable Future”, Groningen, The Netherlands The Conference will build on the results of the 2 nd ASEM Rectors' Conference and be informed by the priorities laid out in the conclusions of the 3 rd Asia-Europe Meeting of Ministers for Education. The conference aims to strengthen the stakeholder process and further enhance its articulation within the ASEM Education Process; to integrate student participation into the stakeholder process and to enhance working relations, institutional exchange and cooperation of universities within and between the regions.
