Documentation Erasmus+ Programme Guide 2015 The programme guide lists all the deadlines and actions for 2015 and tells the reader all they need to know about Erasmus+. It is currently only available in English but it will be published in the other European languages in the next few weeks. http://ec.europa.eu/programmes/erasmus-plus/documents/erasmus-plusprogramme-guide_en.pdf National student fee and support systems in European Higher Education 2014/2015 The report, published by the European Commission's Eurydice network and covering 33 European countries, reveals that fee systems have remained relatively stable across the continent, despite some notable exceptions. Furthermore the report finds that there is a great variation in the number of students paying fees in publicly funded higher education institutions. Cyprus, Denmark, Germany, Greece, Malta, Finland, Sweden, UK (Scotland), Norway and Turkey do not charge any tuition fees. At the other end of the scale, all bachelor students pay fees in nine countries (Czech Republic, the Netherlands, Portugal, Slovakia, United Kingdom England, Wales and Northern Ireland, Iceland, Liechtenstein. Germany is the only country to have recently abolished tuition fees, despite introducing them only in 2007. In most European countries only a minority of students receive grant support. http://bit.ly/1pUkcmO New modes of learning and teaching in higher education Published by the European Union's High-Level Group on the Modernisation of Higher Education, the report makes 15 recommendations highlighting the need for better targeting of resources to promote the development and use of more flexible digital learning and teaching methods in higher education. Based on a thorough analysis of the current situation and of good practices across the EU and beyond, the High Level Group has identified pathways to support the introduction of new technologybased education. While accepting that higher education institutions themselves are the main actors in delivering changes, the Group has underlined the responsibility of public authorities to create an environment which is conducive to change. http://bit.ly/1w9pf51 European Economic and Social Committee Study on Youth Employment The study, conducted by the EESC Labour Market Observatory, focuses on the implementation of EU policies for youth employment and compares the situation in six EU Member States: Greece, Croatia, Italy, Austria, Slovakia and Finland. According to the study, the reforms should focus on aligning education systems with labour market needs and on transforming public employment services into real placement agencies. The implementation of the Youth Guarantee should also be an opportunity to rethink the role of some labour market rules, which may prevent the young workforce to enter the job market, if insiders are highly protected. The study underlines that the varied situations faced by unemployed young people justify a tailor-made approach, adapted to national circumstances: success lies with the full involvement of social partners and civil society, which contributes to greater acceptance of reforms by the population. http://bit.ly/1sJPc3y

Online linguistic support within Erasmus+ The new online tool provides participants in Erasmus+ long-term mobility activities (Key Action 1) with the opportunity to assess their knowledge of the language they will use to study, work or volunteer abroad. In addition, the Online Linguistic Support gives to a number of participants the possibility to follow an online language course to improve their competences. The linguistic support is currently available in English, French, Spanish, German, Italian, and Dutch. Opportunities UNESCO Youth Photography Competition Launched by the United Nations Educational, Scientific and Cultural Organisation (UNESCO), the competition is addressed to young people worldwide, from 18 to 30 years old, during the period of the competition (1 st October 2014 to 9th November 2014). They will have to submit pictures illustrating the theme of the upcoming report, “Progress in education from 2000 to today.” Photos should show ideas linked to youth, education, literacy, skills and/or the world of work among members of the applicant’s community over the past fifteen years. Each photo must be accompanied by a short description (in English, French or Spanish) of no more than 500 words, including a short artist biography and a caption stating where and when the photo was taken, a relevant quote if possible and the names of any people in the photo(s). Entrants may submit more than one entry but no more than four per photographer. The winning submission will receive USD 500, and the authors will have the chance to see their photo printed in the upcoming report. Deadline to submit entries: 9th November 2014, 23.59 CET. Find out more: http://bit.ly/1CXQkZl Rio 2016 Olympic and Paralympic Games Volunteer Programme Under the slogan "Be Your Heroes’ Hero. Be a Volunteer" Rio 2016 Olympic and Paralympic Games are calling volunteers worldwide to join the world's biggest sporting events. Applicants should be 18 years old by 28 th February 2016, be available for ten days during the Olympic and/or Paralympic Games, have completed their basic education, be available during each step of the selection process and undergo training sessions, which may take up to three full days. Volunteers will be guided along a journey of approximately two years, during which time they will discover the best role to match their profile: from helping at airports and ceremonies, to being a photographer’s assistant or camera operator. Find out more: http://www.rio2016.com/volunteers Think-Eat-Save Student Challenge The Think-eat-save Student Challenge invites all food waste warriors in high schools and universities worldwide to fight food waste and compete for thousands of dollars of prizes. The competition is open to all students at the secondary and university levels from any school worldwide. To participate, students must undertake an activity or a project that will address any of the following: - Assess the level of food waste that is generated by the school and identify/understand the causes of this; - Generate an idea or ideas for eliminating or reducing food waste in their schools (for example, better planning, preparation, storage, consumption of the food in their cafeterias; recycling or redistribution of left-overs) and undertaking a project to implement at least one of these; - Raise awareness in their schools or communities on the issue of food waste and why it should be reduced and eventually eliminated. Three winning projects will be selected and will receive cash prizes from US$ 5,000 to US$ 2,000.

The programme is open to nationals of an OECD member country who are born on or after 1 st January 1982. Candidates should be interested in the objectives of the OECD in promoting international policy co-operation, understand the issues involved in international work, and possess the analytical and drafting skills which enable them to contribute to policy-related studies. Candidates with Masters degrees should have gained a minimum of two years full time professional experience in related fields. Applicants should also have an excellent command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other. The award is addressed to TVET students, graduates, teachers, (social) entrepreneurs and individuals worldwide, between the age of 15 and 35 years, who could demonstrate that they have inspired others and have acted as an ambassador for TVET in their respective communities. Participation is limited to one entry per person. The winner of the award will receive a Camera with touchscreen and WIFI. The 2nd place winner will receive a Tablet and the 3 rd place winner will receive a UNESCO-UNEVOC package with a mug, pen and USB stick. All published entries will receive a certificate and publicity on the UNESCO-UNEVOC website and social media. Find out more: http://www.unevoc.unesco.org/skillsinaction danceWEB - European Scholarship Programme for Contemporary Dance The Scholarship Programme offers around 65 young professional dancers, preferably between 22 and 30 years old, the possibility to take part in an intense multinational training programme. The Programme is a 5-week residency-taking place from 15th July to 19th August 2015 in Vienna within the framework of the ImPulsTanz festival. The programme focuses on the exchange of ideas and knowledge, further training and meeting with internationally renowned artists gathering in Vienna at ImPulsTanz. A scholarship includes individual coaching by artistic mentors, participation in the research projects and in the technique workshops, admission to all performances of ImPulsTanz, exchange of ideas and contact with the international trainers and choreographers and accommodation in Vienna for the period of the scholarship programme. The European eTwinning Prizes competition aims to highlight best practice in collaborative school projects using Information and Communication Technology (ICT). This year the prizes will be awarded in three age categories (4-11; 12-15; 16-19) and six special categories: -

Spanish Language Prize French Language Prize Marie Skłodowska Curie Prize Mevlana Prize for Intercultural Understanding English Language Prize History and Remembrance Prize

To join the competition, projects must have been awarded the European Quality Label in any year of the project’s lifespan. Only the partners of a project who have received the European Quality Label can apply for and win a European Prize. All projects must demonstrate that they have been active in the 2013-2014 school year. Deadline: 12th December 2014. Under the title ''A Closer Europe'', students will have to submit an entry showcasing their vision of a more connected Europe, whether that be in terms of transport, culture, communication or any other theme. Entries will be accepted in a variety of formats from videos to essays, from blog posts to YouTube clips, or whatever form applicants can imagine. The winning student will have the chance to complete a paid internship of 1-3 months at GoEuro’s Berlin offices to be completed over the course of 2015. The winner will also receive a scholarship of €2000 and the best entry will be published (with permission, of course) on the GoEuro blogs in Germany, Spain, Italy, the Netherlands and the UK. Highlights October 2014, brought together over 700 participants from 165 countries, to discuss youth policies. Throughout the three days representatives from the civil society, the United Nations, governments, and international and regional organisations, debated youth policy-related issues by looking at key thematic areas, guiding principles and common denominators as well as regional frameworks and priorities of youth policies. The outcome of all these discussions helped shape a common understanding of key guiding principles for integrated and inclusive youth policy development that will serve as a milestone in defining and exemplifying what is needed to advance youth policy development and implementation with and for youth. Juncker Commission takes office On 1st November, the Juncker Commission officially started its term of office that will run until 31st October 2019. Mr Tibor Navracsics is the new Commissioner in charge of Education, Culture, Youth and Sport. The beginning of the mandate of the Juncker Commission marks the end of a long process leading up to the new European Commission. Following the first pan-European election campaign, Jean-Claude Juncker was proposed on 27th June by the European Council to the European Parliament as candidate for Commission President. The European Council thereby took the result of the elections to the European Parliament into account, as required under Article 17 of the Treaty on European Union. On 15th July, Mr Juncker was elected by the European Parliament: he then started an interview process of candidates for Commissioners and selected the Commissioners-designate. The final list of Commissioners-designate was then agreed between the Presidentelect and the Council on 5th September. President-elect Juncker presented his team and the allocation of portfolios on 10th September: this was followed by individual hearings of the Commissioners-designate in front of the relevant European Parliament committees. On this basis, and following the adjustments Juncker made to his team to address issues raised in the European Parliament hearings, the European Parliament gave its consent to the entire College. YOU Speak-UNESCO MGIEP's First Annual Youth Survey Launched by the United Nations Educational, Scientific and Cultural Organization’s Mahatma Gandhi Institute of Education for Peace and Sustainable Development (UNESCO MGIEP) the first annual Youth Survey aims to gather the voices of 1.8 billion youth. To strengthen the youth voice in the post-2015 world, the survey invites young people worldwide to share their opinions on the issues that will be impacting their present and future. The survey has 14 questions (with subsets) and takes 5-7 minutes to complete. The EU28 unemployment rate was 10.1% in September 2014, also stable compared with August 2014 and down from 10.8% in September 2013. In September 2014, 4.988 million young persons (under 25) were unemployed in the EU28, of whom 3.340 million were in the Euro area. Compared with September 2013, youth unemployment decreased by 595 000 in the EU28 and by 213 000 in the Euro area. In September 2014, the youth unemployment rate was 21.6% in the EU28 and 23.3% in the Euro area, compared with 23.5% and 24.0% respectively in September 2013. In September 2014, the lowest rates were observed in Germany (7.6%), Austria (9.1%) and the Netherlands (9.8%), and the highest in Spain (53.7%), Greece (50.7% in July 2014), Italy (42.9%) and Croatia (41.8% in the third quarter 2014). http://bit.ly/1vocldY

The survey will be open until 9th November 2014. http://www.generationerasmus.com EU Youth Conference Joint Conclusions "Young People’s access to rights” The EU Youth Conference, hosted by the Italian Presidency in Rome (Italy) from 13th to 16th October, brought together 180 delegates, young people and policy makers, from all the EU Member States. The conference kicked off the updated format of the structured dialogue (a formal process whereby young people all over Europe feed into EU youth policy). In order to enhance a continuous dialogue between policy-makers and young people, the three EU Youth Conferences of the IV cycle will focus on the common overall theme of «Youth Empowerment for Political Participation». Participants drafted the guiding framework that sets a common understanding on “youth empowerment of political participation” and adopted the guiding questions on which the consultations will be carried out. Joint recommendations on “young people’s access to rights” were also drawn up and will feed into Council Conclusions to be adopted in December 2014 by the Italian presidency. http://bit.ly/1rzkwlh

Winner of Sakharov Prize 2014 Gynaecologist Denis Mukwege is the laureate of the Sakharov Prize for Freedom of Thought 2014, following a decision by EP President Martin Schulz and the political group leaders. Dr. Mukwege, from the Democratic Republic of Congo, has been awarded for his fight for protection, especially of women. He will be invited to Strasbourg on 26th November to receive the award during the plenary session. http://bit.ly/1yVlpxg The Erasmus Generation Survey ThinkYoung, in partnership with Burson-Marsteller and Europe Decides Initiative, is carrying out a survey to unveil the values of the "Erasmus Generation", their attitudes towards the EU, and their outlook for the future. The aim is to present the views of young people, between 18 and 40 years of age, regarding a range of topics that can contribute to the direction of future European policy, and call upon those in office to act. The results will be presented to

Nobel Peace Prize 2014 to Kailash Satyarthi and Malala Yousafzay The Norwegian Nobel Committee has decided that the Nobel Peace Prize for 2014 is to be awarded to Kailash Satyarthi and Malala Yousafzay for their struggle against the suppression of children and young people and for the right of all children to education. In the poor countries of the world,

It is a prerequisite for peaceful global development that the rights of children and young people be respected. In conflict-ridden areas in particular, the violation of children leads to the continuation of violence from generation to generation. http://bit.ly/1s0CBtT Matera (Italy) to be European Capital of Culture in 2019 The selection panel of independent experts responsible for assessing the Italian cities competing to be European Capital of Culture in 2019 has recommended that Matera should be awarded the title. Under the theme "Growing Up Digitally", the forum will focus on how children and young people of different ages across Europe can access and create positive experiences and quality content online in an environment that guarantees trust and confidence. Highlights of the event will include the presentation of the Youth Manifesto launched this year at Safer Internet Day and also youth- and industry-driven sessions to identify emerging trends and technologies. Find out more: http://socialeconomyrome.it 24th-26th November 2014: Bologna Process Researchers' Conference, Bucharest, Romania At its second edition, the conference aims to offer a discussion platform for the researchers in the field of public policies in higher education, focusing on international developments such as the Bologna Process, but also beyond. This is also an event linked to the EHEA Ministerial Conference and the outcomes of the conference will be part of the document package prepared for the Ministerial Conference held in 2015, in Yerevan, Armenia, thus creating a bridge between experts and political decision-makers. EURODESK BRUSSELS LINK BULLETIN NOVEMBER 2014 7th-11th December 2014: No Hate Speech Movement Workshop for Online Activists, Strasbourg, France Organised by the Council of Europe’s youth department, the workshop for online campaign activists seeks to bring together campaign and human rights activists to prepare the Action Week for Human Rights online and to bring online activists closer to the heart of the movement. The specific objectives of the workshop are to prepare and implement a week of action centred on 10 th December and including interactions with campaign actors in Strasbourg and in the Council of Europe; plan the work left for within the online campaign until 21 st March 2015, building on the conclusions and recommendations of the No Hate Forum in Azerbaijan and discuss and plan on the future of the network of online activists. One hundred and twenty students from more than 35 different countries will join the conference and get the opportunity to exchange their ideas, test their leadership skills, debate current issues, deliver speeches, make executive decisions, and realise through experience the complexities of international relations. The event is addressed to students and graduates from 18 to 26 years old, from all countries.
