Documentation Erasmus Impact Study According to this study, that measures the impact of the Erasmus exchange programme on the employability and skills of students, young people who study or train abroad not only gain knowledge in specific disciplines, but also strengthen key transversal skills which are highly valued by employers. The study shows that graduates with international experience fare much better on the job market. They are half as likely to experience long-term unemployment compared with those who have not studied or trained abroad and, five years after graduation, their unemployment rate is 23% lower. The study, compiled by independent experts, is the largest of its kind and received feedback from nearly 80 000 respondents including students and businesses. http://ec.europa.eu/education/library/study/2014/erasmus-impact_en.pdf EU-OECD Report "Matching economic migration with labour market needs" The publication gathers the papers presented at the "OECD-EU dialogue on mobility and international migration: matching economic migration with labour market needs" that took place in Brussels last February 2014, a conference jointly organised by the European Commission and the OECD. It provides new evidence on the role that international migration has played in Europe and in selected other OECD countries over the past decade in terms of labour force, educational attainment and occupational changes. It analyses the availability and use of migrants’ skills based on an in-depth literature review as well as new data analyses for Europe and the United States, Canada and the OECD as a whole, taking advantage of the International Survey of Adult Skills – PIAAC. Finally, it analyses the potential role of international migration in meeting current and future labour market needs in Europe, in the United States and in the European Union. The report shows that, although migration can make an important contribution to labour force growth, its role in counterbalancing the effects of population ageing will depend on the capacity of countries to match labour needs to migrants’ characteristics. http://bit.ly/1BPZ0Am Mapping youth transitions in Europe Published by Eurofound, the report analyses the labour market situation of young people in Europe, focusing in particular on their school-to-work transition, while also monitoring their more general transition to adulthood. Overall, 23% of young European job-seekers aged 15–24 could not find a job in January 2014. In 2012, 14.6 million young people across Europe were not in employment, education or training (NEETs), accounting for 15.9% of the entire population of those aged 15– 29. The report also investigates the ability of young people to remain in employment against the odds during the crisis and charts their transitions from temporary to permanent contracts. The report concludes with a discussion on the strengths and weaknesses of selected policy measures.

Opportunities Eurodesk ‘Time to Move?’ Photo Contest Being mobile in Europe gives the possibility to experience new countries, new cultures and new people. Eurodesk is inviting young people from 13 to 30 years old, from Eurodesk countries, to join the contest by uploading their photos reflecting what they have learned throughout their journeys in Europe or what they would like to experience when they travel. Entrants will have to upload their photo through the contest Facebook page or connect their Instagram account to the contest Facebook page and add their photo tagged #eurodesk_timetomove. The winner of the “Time to Move?” Photo contest will be chosen by Eurodesk. In each of the three weeks of the contest (22nd September, 6th October and 13th October 2014) Eurodesk will announce the 'Photo of the Week'. At the end of the contest, one of the three ‘Photo of the Week’ nominees will be the winner and will receive a 22 days continuous InterRail Global Pass to discover Europe by train! The other three nominees will receive each a Eurodesk gift pack.

The present call for proposals is aimed at selecting and financing Targeted Mobility Scheme (TMS)–Your first EURES job (YfEj) projects, to be implemented by the EURES network.

The call will further foster the use of customised services and innovative working methods to improve the integration of mobile young workers into the host country, combined with financial incentives. Depending on their field of expertise, interested organisations may submit a proposal developing one or both of the following dimensions: job placements and traineeship and/or apprenticeship placements.

Selected projects in the framework of this call for proposals should support and finance the following groups: young people (aged 18-35) willing to find a job, traineeship or apprenticeship and move to another Member State and employers and SMEs in particular when these provide an integration programme for their newly-recruited young mobile workers, trainees or apprentices.

The competition will give developers, technologists and peacebuilders worldwide the chance to showcase their work (new, existing or in progress) and engage with questions that are central to building peace. Entries are accepted in the following categories:

The two in development will receive mentorship from expert partners. In addition, one member of each award-winning team (completed or in development) will be invited to the Build Peace conference in April 2015 in Cyprus to share their product with conference participants.

The programme is open to professional artists from both Germany and abroad working in the fields of dance, performance or media arts or sound art.

Awarded twice yearly by a jury, residencies provide artists a local space and accommodation. Residents will also receive technical support and advisory assistance with press and public relations and dramaturgy.

Vulcanus in Japan 2015-2016 EU students of engineering or science in at least the third year of a course at an EU University are invited to apply to the Vulcanus in Japan and get the chance to follow a one-week seminar on Japan, a four-month intensive Japanese language course, and then an eight-month traineeship in a Japanese company. The programme aims to study the range of advanced technologies used by a Japanese host company, to learn Japanese and to understand and appreciate Japanese culture with a view to an enriching one-year experience abroad. The selected students will receive a grant to cover the cost of travel to and from Japan and living expenses in Japan.

Find out more: http://www.eu-japan.eu/vulcanus-japan-0 International Schools Essay Competition and Debate 2015 Living Rainforest has launched an essay competition for young people worldwide, from 7 to 17 years old, and their teachers to encourage them to share their views on what "sustainable education" means to them, and the steps which they believe their countries should be taking in order to achieve it. Primary students (ages 7-11) are invited to submit an essay on the theme “My Vision for Sustainability Education� (maximum 400 words) and secondary students (ages 11-17) should outline their ideas for sustainable education and the steps needed for societies to achieve it (maximum 600 words). Trophies for 1st to 5th places will be awarded in each category (Primary and Secondary) and one overall Grand Prize Winner (plus Teacher Champion and Parent) will receive a free trip to the 2015 International Schools Debate and Awards in the UK from 7th to 10th July 2015.

Highlights The Public Employment Services Network is a new cooperation structure helping Member States further coordinate their policies and actions against unemployment and reinforcing the European economic governance framework. August 2014 Euro area unemployment rate According to new data on unemployment, published by Eurostat (the statistical office of the European Union), in August 2014, 4.989 million young persons (under 25) were unemployed in the EU28, of whom 3.332 million were in the Euro area.

Compared with August 2013, youth unemployment decreased by 602,000 in the EU28 and by 210,000 in the Euro area. In August 2014, the youth unemployment rate was 21.6% in the EU28 and 23.3% in the Euro area, compared with 23.5% and 23.9% respectively in August 2013. In August 2014, the lowest rates were observed in Germany (7.6%), Austria (8.2%) and the Netherlands (10.1%), and the highest in Spain (53.7%), Greece (51.5% in June 2014), Italy (44.2%) and Croatia (43.9% in the second quarter 2014). http://bit.ly/1sLHmgn

Getting the European Youth Initiative to deliver jobs On 17th September, in a debate on the European Youth Initiative, MEPs urged EU member states to make more efficient use of â‚Ź6 billon in EU funds to ease the transition from education to jobs for young people and foster entrepreneurship. Some advocated simplifying funding procedures, sharing best practices, and promoting apprenticeships, whilst others urged member states to do more to exploit the job-creating potential of new energy-saving and green technologies. http://bit.ly/1uJWGrE

Labour Mobility within the EU According to a new European Commission memo summarising the patterns of labour mobility within the EU, in 2013, slightly over 7 million EU citizens worked and lived in an EU country other than their own, representing 3.3% of total employment in the EU. The memo focuses on the different types of mobility, its recent trends and advantages, as well as on how the EU promotes and defends the rights of mobile workers. http://bit.ly/1mwX9gi

The EU Youth Guarantee The European Commission has published a memo summarising the Youth Guarantee schemes as part of the EU measures taken to fight youth unemployment. The memo gives an overview of the Youth Guarantee and its implementation in Member States, outlines the type of reforms that need to be introduced to improve school-towork transitions and the employability of young people and gives an overview of the financial support available from the Youth Employment Initiative and the European Social

The European Parliament has started to scrutinise the entire College of Commissioners, including the President and the High Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the European Commission. Once the European Parliament has given its consent, the European Council will formally appoint the European Commission.

Youth Manifesto on the future of Internet InSafe, the European network of 31 national awareness centres empowering children and young people to use the Internet safely, is inviting young people to vote on the best ideas to form a Youth Manifesto for a better Internet. The top ten ideas voted will form the Youth Manifesto and will be presented to high-level policymakers in Autumn 2014. The survey will be open until 15th October 2014 and is available here.

http://bit.ly/1rxp68f Youth Guarantee: Commission reviewed 18 pilot projects In a seminar in Brussels, the European Commission met with the coordinators of 18 Youth Guarantee pilot projects. At the meeting the Commission reviewed achievements and lessons learned. The pilot projects represent concrete ways of putting the Youth Guarantee into practice by for example reinforcing links between employers and schools and by upgrading support to young people from public employment services. The 18 Youth Guarantee pilot projects were launched between August and December 2013 and each runs for around 12 months. The projects are currently being implemented in seven countries: Ireland, Italy, Lithuania, Poland, Romania, Spain and the United Kingdom. The aim of the projects is to provide Member States with practical relevant experience for implementing their national Youth Guarantee schemes and for related actions using the European Social Fund and the Youth Employment Initiative. http://bit.ly/1xCtUxr

New European Commission structure On 10th September, the European Commission President-elect Juncker unveiled his team and the new shape of the next European Commission.

President-elect Juncker stated that the new European Commission will be streamlined to focus on tackling the big political challenges Europe is facing: getting people back to work in decent jobs, triggering more investment, making sure banks lend to the real economy again, creating a connected digital market, a credible foreign policy and ensuring Europe stands on its own feet when it comes to energy security. The new College will have seven Vice-Presidents, six in addition to the High Representative of the Union for Foreign Policy and Security Policy (Federica Mogherini), each leading a project team. They will be steering and coordinating the work of a number of Commissioners in compositions that may change according to need and as new projects develop over time. These project teams mirror the Political Guidelines on the basis of which Jean-Claude Juncker was elected by the European Parliament.

13th-16th October 2014: Italian EU Youth Conference (EUYC), Rome, Italy The Italian EU Youth Conference (EUYC) is the main event on youth policies that will take place in the framework of the Semester of the Italian Presidency of the Council of the European Union. Organised and coordinated by the Italian Presidency in cooperation with the Italian National Youth Forum (FNG), the conference will focus on the following topic: “Encouraging young people’s access to rights in order to foster their autonomy and participation to social life”.

The action takes place in two phases. First, at the entrance of the nightclubs the volunteers, aged between 17 and 29 years old, encourage each group to choose a “designated driver” who agrees to make a promise: they commit to be sober when they sit behind the wheel of their vehicle. The volunteers ask the clubbers who want to participate to wear a bracelet to be recognisable. When the “designated drivers” leave the nightclub, they are given the opportunity to undergo a breath test to check if they have honoured their commitment. In some nightclubs, drivers will also be asked, on a voluntary basis, to do a drug test. If they are under the legal limit, the “designated drivers” are rewarded with small presents. If this is not the case, they are encouraged to leave their car on the side or to hand the keys to a friend who did not drink any alcohol or use drugs.

19th-21st November 2014: Seminar "Unfolding youth work" Strasbourg, France The “Unfolding youth work” seminar on the recognition of competences of youth leaders and youth workers aims to make a contribution to the process of recognition of youth work throughout Europe by launching the revised European youth work Portfolio and by associating key partners in its dissemination and future use.

The seminar is addressed to representatives of youth agencies and ministries of the members states of the Council of Europe, youth organisations, youth workers’ training services, youth workers and youth leaders.
