EUROPA NOSTRA is the European federation of heritage NGOs which is also supported by a wide network of public stakeholders, private companies and individuals. Covering 40 countries in Europe, the organisation is the voice of civil society committed to safeguarding and promoting Europe’s cultural and natural heritage. We campaign to save Europe’s endangered monuments, sites and landscapes, in particular through ‘The 7 Most Endangered’ programme, run in partnership with the European Investment Bank Institute. We celebrate excellence through the European Union Prize for Cultural Heritage / Europa Nostra Awards. We contribute to the formulation and implementation of European strategies and policies related to heritage, through a structured dialogue with European Institutions and the coordination of the European Heritage Alliance 3.3.

I am delighted to present to you the Annual Report of Europa Nostra which illustrates the wide range of our achievements in 2015. Last year was marked by the firm consolidation of a series of promising alliances and partnerships, as explained by our Executive President and our Secretary General in their introduction to this Annual Report. Let me illustrate their succinct overview of the past year’s achievements with a few personal experiences and messages which are dear to my heart.

authorities and together with all civil society organisations from Italy, Europe and the world, we must indeed join forces to ensure that Venice and its Lagoon will still be there to enchant many more generations to come.

I was very much looking forward to joining the Europa Nostra family in Oslo for the grand European Heritage Awards Ceremony held at such a symbolic and iconic venue – the Oslo Town Hall, famous for being the venue of the annual Nobel Peace Prize Ceremony. This Ceremony confirmed our ambition to make our Awards,which we are proud to run in partnership with the European Union,known as Europe’s “Nobel Prize for Heritage”. Alas, due to sad family circumstances, I had to cancel my participation at the very last moment. Nevertheless, I was pleased to personally congratulate our award winners on their outstanding achievements via an audio message broadcast during the ceremony.

I was also keen to express my personal support to two large public campaigns led in France in support of two important and endangered heritage sites: one in Paris – Les Serres d’Auteuil, threatened by the construction of a new tennis stadium for Roland Garros and the other in Lyon – Le Musée des Tissus whose survival is threatened by a lack of adequatefinancial support. It was very gratifying to witness some initial positive results obtained thanks to the wide-spread mobilisation of civil society in France and beyond. Let me, of course, also praise our vital partnership and dialogue with the European Union. I am particularly proud of the report, “Cultural Heritage Counts for Europe”, initially discussed at our Congress in Oslo, which I recently had the pleasure of presenting to President of the European Commission, Jean-Claude Juncker, in Brussels. In my foreword to this important policy document, I stressed that: “articulating the value of our heritage by providing quantitative and qualitative evidence of its benefits and impacts will indeed give more strength to the voice of cultural heritage in Europe”.

Before our Congress in Oslo, I had the pleasure of welcoming members of Europa Nostra President’s Circle in my native country, Spain: we met at the end of April in Barcelona when we could together express our support for the restoration of the façade of one of Europe’s great Opera houses – El Liceu. I wish to express my sincere gratitude to the generous and loyal members of our President’s Circle:your support and friendship is vital for Europa Nostra’s work! I hope many more people, from Europe and beyond, will join this Circle and thus help Europa Nostra to succeed in meeting the many challenges ahead of us. Saving endangered heritage lies at the heart of Europa Nostra’s action. We are indebted to the European Investment Bank Institute for their support to our ‘7 Most Endangered’ programme which is becoming more and more known to the wider public. I am delighted to see that some of our initial campaigns are starting to bring tangible results, as in Albania, Portugal and Romania. But we must invest further in both the sites which we have already “adopted” on the first two “7 Most Endangered” lists (in 2013 & 2014) and in the new sites which were selected for the recently published list for 2016. I felt compelled to add my personal voice of support to one site which was nominated as THE most endangered site in Europe: Venice and its Lagoon. As a result, I was glad to send a personal video message to the presentation of the selected sites of 2016, which was organised by our Board in mid-March in Venice. We are delighted that the key messages formulated by this report were duly taken into account by the EU Institutions and that they led to the recent decision by President Juncker, in agreement with EP President Martin Schultz, to organise a European Year of Cultural Heritage in 2018.This will be a great challenge for Europa Nostra and all members of our ever-growing network. Let us join forces to make the best of this formidable opportunity for Europe and for Europe’s citizens! To end, I wish to thank Europa Nostra’s leadership and membership for their support and confidence and for their decision taken last June in Oslo to entrust me with another mandate as President of Europa Nostra. This is a great honour, a great responsibility and my great pleasure. I remain firmly committed to promoting Europa Nostra’s spirit and key messages not only throughout Europe, but also across the globe.

Avant notre Congrès à Oslo, j’ai eu le plaisir d’accueillir les membres du Cercle du Président d’Europa Nostra dans mon pays natal, l’Espagne : nous nous sommes rencontrés fin avril à Barcelone et avons pu ensemble soutenir la restauration de la façade de l’un des opéras les plus importants d’Europe - El Liceu. Je tiens à exprimer ma sincère gratitude aux membres du Cercle du Président pour leur générosité et loyauté : votre soutien et amitié sont essentiels aux activités d’Europa Nostra ! J’espère que de nombreuses autres personnes, d’Europe et au-delà, rejoindront ce Cercle et aideront ainsi Europa Nostra à relever de nombreux défis présents et futurs. La sauvegarde du patrimoine en danger se trouve au coeur de l’action d’Europa Nostra. Nous sommes redevables à l’Institut de la Banque européenne d’investissement de soutenir notre programme des “7 sites les plus menacés”, qui est de plus en plus connu du grand public. Je me réjouis de voir que quelques unes de nos premières campagnes commencent à apporter des résultats tangibles, comme en Albanie, au Portugal et en Roumanie. Cependant, nous devons investir davantage d’efforts, à la fois pour les sites que nous avons déja “adoptés”sur les deux premières listes des “7 sites les plus menacés”(en 2013 & 2014), mais aussi pour les nouveaux sites sélectionnés pour la liste 2016 récemment publiée. Je me suis senti obligé de soutenir personnellement un site qui a été nommé comme LE plus menacé en Europe : Venise et sa Lagune.

Je voudrais, bien entendu, saluer notre partenariat et dialogue essentiels avec l’Union européenne. Je suis particulièrement fier du Rapport “Le patrimoine culturel compte pour l’Europe”, initialement discuté à Oslo, et que j’ai eu le grand plaisir de présenter récemment à Bruxelles au Président de la Commission européenne, Jean-Claude Juncker. Dans mon avant-propos de ce document important, j’ai souligné qu’ “exprimer la valeur de notre patrimoine en fournissant des preuves quantitatives et qualitatives de son multiple impact positif, permettra de renforcer la voix de notre patrimoine culturel en Europe”. Nous pouvons nous réjouir que les conclusions de ce rapport aient été dûment prises en compte par les Institutions de l’UE, donnant lieu à la décision récente du Président Juncker, en accord avec le Président du Parlement européen Martin Schulz, d’organiser une Année européenne du patrimoine culturel en 2018. Cette Année sera un immense défi pour Europa Nostra et tous les membres de notre réseau grandissant. Unissons nos forces pour saisir au mieux cette opportunité formidable pour l’Europe et les citoyens européns ! Pour conclure, je souhaite remercier les dirigeants et les membres d’Europa Nostra pour leur soutien et confiance,ainsi que pour leur décision prise en juin dernier à Oslo de me confier un autre mandat en tant que Président d’Europa Nostra. C’est un grand honneur, une grande responsabilité et un grand plaisir pour moi. Je demeure fermement engagé à promouvoir la mission et l’action d’Europa Nostra non seulement à travers l’Europe, mais aussi à travers le monde entier. 7

J’ai aussi voulu exprimer mon soutien personnel à deux campagnes de grande envergure menées en France en faveur de deux sites du patrimoine en danger : un à Paris - Les Serres d’Auteuil menacées par la construction d’un nouveau grand stade de tennis pour Roland Garros et l’ autre à Lyon - Le Musée des Tissus dont la survie est menacée par le manque de soutien financier adéquat. Il est très gratifiant de constater que certains premiers résultats positifs ont été obtenus grâce à cette large mobilisation de la société civile en France et au-delà.

Je me réjouissais d’être en personne à Oslo pour une impressionnante nouvelle Cérémonie de remise des Prix européens du patrimoine, tenue dans un endroit si symbolique et emblématique - l’Hôtel de ville d’Oslo, célèbre pour abriter tous les ans la Cérémonie du Prix Nobel de la Paix. La Cérémonie d’Oslo a bel et bien confirmé notre ambition de faire connaître nos Prix, gérés en partenariat avec l’Union européenne, comme les “Prix Nobel du Patrimoine” en Europe. Hélas, en raison de tristes circonstances familiales, je me suis trouvé dans l’obligation d’annuler ma participation au dernier moment. Néanmoins, j’ai été ravi de féliciter personnellement nos lauréats pour leurs réalisations exceptionnelles dans un message audio retransmis lors de la cérémonie.

De ce fait, j’ai tenu à envoyer un message vidéo personnel pour l’annonce publique de nos sites sélectionnés en 2016 qui s’est tenue en mars à Venise. En coopération avec les Institutions de l’UE,les autorités italiennes et toutes les organisations de la société civile en Italie, en Europe et dans le monde, nous devons en effet réunir nos forces pour faire en sorte que Venise et sa Lagune subsistent pour enchanter encore de nombreuses générations après nous.

C’est un grand plaisir pour moi de présenter ce nouveau Rapport annuel d’Europa Nostra qui illustre parfaitement nos nombreuses réalisations en 2015. L’année dernière a été marquée par la consolidation d’une série d’alliances et partenariats prometteurs, comme expliqué par notre Président exécutif et notre Secrétaire générale en introduction de ce Rapport annuel. Permettez-moi d’accompagner leur propos par quelques expériences et messages personnels.

Introduction by Denis de Kergorlay, Executive President and Sneska ˘ Quaedvlieg-Mihailovic, ´ Secretary General Our many important alliances with both public and private partners over the last number of years have yielded fruitful results in 2015 and have opened up new prospects for Europa Nostra which we intend to materialise in the coming years. At our wonderful Congress in Oslo last June (see pages 23-25), we presented the report “Cultural Heritage Counts for Europe”, which was the outcome of a two year collaboration between 6 European partners (see pages 11-13). Associations working for the protection of Europe’s cultural heritage now have the necessary arguments to convince their interlocutors, both public and private, as well as all potential donors, that heritage is, without any doubt, a strategic resource for Europe and that we must commit to making best use of it. This study is now our document of reference and it is up to us and our network to disseminate it wisely. This report, added to our dynamic activities in service of heritage, has culminated in a result that has thrilled all of the networks and supporters who make up our vast European heritage movement: the European Commission has recently decided to propose to the Council of Ministers and the European Parliament to organise a European Year of Cultural Heritage in 2018! This is the result of a well coordinated and convincing campaign and presents us with enormous opportunities: it is now up to us to seize them.

Towards a European Year of Cultural Heritage

as they allows us to promote each of those remarkable awarded initiatives and to constantly raise awareness among new audiences by their example and the inspiration they generate (see pages 15-17).

European Heritage Awards The Heritage Awards ceremony at Oslo City Hall was a new benchmark for these annual ceremonies which are so emblematic of our actions in favour of heritage. The ceremony was held in this unique and magnificent Art Deco setting, where each year the Nobel Peace Prize is awarded; the same room where in 2012, the Nobel Peace Prize was given to the European Union for its extraordinary work in re-establishing lasting peace, itself unique for its longevity, on the European continent.

To these European Heritage Awards, we must also add other recent Award Schemes which have recently received their honours. The Helena Vaz da Silva Prize, organised since 2013 in partnership with the Centro Nacional de Cultura and with the precious support of the Gulbenkian Foundation was awarded in 2015 to Maestro Jordi Savall (Spain), an internationally renowned musician who has been strongly engaged with the promotion of culture as an instrument of dialogue and ferment of peace. In addition, the Heritage in Motion Awards, launched in 2013 by the European Museum Academy and Europa Nostra, continues to evolve especially thanks to our new partnership with Europeana.

We are aware that the laureates of our Awards are communicators, and we could even call them ambassadors, of our key message: indeed, heritage is the fertile ground for creative actions towards its conservation, development and communication. This is also the reason why we have accorded a particular importance to holding our ceremonies also “in situ”, in different locations throughout Europe,

Cette étude, ajoutée à l’ensemble de nos actions dynamiques en faveur du patrimoine, a débouché sur un résultat qui a enthousiasmé tous nos réseaux et soutiens qui constituent ce grand mouvement européen du patrimoine : la Commission européenne vient de décider de proposer au Conseil des ministres et au Parlement européen d’organiser en 2018 l’Année européenne du patrimoine culturel ! Ceci est l’aboutissement d’une campagne coordonnée et convaincante, et nous ouvre des perspectives considérables : à nous de savoir les saisir. Prix européens du patrimoine La Cérémonie de remise des Prix dans l’Hôtel de Ville d’Oslo a été une nouvelle percée dans ces cérémonies si emblématiques de nos actions pour le patrimoine. Par son cadre unique tout d’abord, la magnifique salle art-déco où est remis tous les ans le Prix Nobel de la Paix, dans cette salle-même où fut remis en 2012 le Prix Nobel de la Paix à l’Union européenne pour son oeuvre extraordinaire de rétablissement d’une paix durable, et même unique dans sa longévité, sur le continent européen. Nous sommes conscients que les lauréats de nos prix sont autant de relais, et nous pouvons même dire d’ambassadeurs, de nos messages : oui, le patrimoine est un terreau fertile d’actions créatives tant dans la conservation, la mise en valeur, et la transmission du patrimoine. C’est

Campagnes pour sauver le patrimoine en péril Trois ans après le lancement de notre programme « Les 7 sites les plus menacés en Europe », nous constatons avec joie que notre partenariat avec l’Institut de la Banque européenne d’investissement est en excellente santé ! Nous venons de publier la Liste 2016 des 7 sites tout en désignant, pour la première fois, un site comme étant « Le site le plus en danger en Europe », à savoir Venise et sa Lagune. De plus, nous observons des premiers résultats positifs et encourageants concernant des sites qui ont figuré sur les deux listes précédentes. Ainsi, le site de Rosia Montana en Roumanie a été inclus sur la liste indicative pour l’inscription sur la Liste du Patrimoine Mondial de l’UNESCO par le Ministère roumain de la culture. Le Musée du Monastère de Jésus à Setúbal au Portugal a été réhabilité et ouvert au public. Enfin, les constructions autour de l’amphithéâtre romain de Dürres en Albanie ont été démolies afin de permettre la réalisation d’un ambitieux plan de réaménagement et de mise en valeur de ce site archéologique exceptionnel (voir pages 19-22). Nos ressources : matérielles et immatérielles Nous sommes heureux de constater que toutes ces avancées et ces résultats positifs ont été réalisés, comme l’an dernier, dans l’équilibre de nos finances, grâce à la maitrise de nos dépenses et la consolidation de nos partenariats publics et privés (voir pages 42-45). Au moment où s’achève le mandat de notre Trésorière, nous remercions donc vivement Madame Truze Lodder pour avoir su nous conduire à ce beau 9

Désormais les associations qui oeuvrent pour la sauvegarde du patrimoine culturel européen disposent d’un outil essentiel pour convaincre tous les interlocuteurs publics et privés et tous les mécènes potentiels que, concrètement, le patrimoine est bien une ressource stratégique pour notre Europe et qu’il faut savoir en faire bon usage. Cette étude est maintenant notre ouvrage de référence, c’est donc à nous et à notre réseau de savoir le diffuser à bon escient.

A ces Prix européens du patrimoine, il faut ajouter des autres Prix plus récents, mais qui ont désormais acquis leurs « lettres de noblesse ». Il s’agit du Prix Helena Vaz da Silva, géré en partenariat avec le Centro Nacional de Cultura et avec le soutien précieux de la Fondation Gulbenkian. Ce Prix a été décerné en 2015 à Maestro Jordi Savall (Espagne), musicien de renommée internationale qui est fortement engagé dans la promotion de la culture comme instrument de dialogue et de ferment de la paix dans le monde. En outre, le Concours des Prix Heritage in Motion, lancé en 2013 conjointement par la European Museum Academy et Europa Nostra,continue à se développer, notamment grâce au nouveau partenariat avec Europeana.

Les nombreuses alliances nouées avec des partenaires publics et privés au cours des années antérieures ont porté leurs fruits en 2015 et ouvert de nouvelles perspectives que nous entendons bien concrétiser dans les années à venir. Au magnifique Congrès qui s’est tenu à Oslo en juin dernier (voir pages 23-25), nous avons présenté le rapport « Le Patrimoine culturel compte pour l’Europe » qui a été le fruit d’un travail commun mené pendant deux ans par 6 partenaires européens (voir pages 11-13).

The site of Rosia Montana in Romania has been included on the tentative list for UNESCO’s World Heritage List by the Romanian Ministry of Culture while the Manueline Style Monastery and Church of Jesus in Setúbal in Portugal has been renovated and re-opened to the public. Finally, the contemporary structures surrounding the Roman Amphitheatre in Dürres, Albania have been demolished to make way for an ambitious plan to redevelop this exceptional archaeological site (see pages 19-20).

Our resources: material and immaterial We are delighted to note that all of these advances and positive results were accomplished, as in the previous year, with a balanced budget, thanks to the proficient management of our spending and the consolidation of our public and private partnerships (see page 4245). A big thank you especially to Erik Schultz and to all Norwegian members for the impeccable organisation of our annual Congress in Oslo, which was accompanied by a great initiative: the training workshop for young crafters from all over Europe. This type of action is essential for the transmission of skills and knowledge to the next generation and must remain at the heart of our concerns. Finally, we are immensely grateful to Maestro Placido Domingo, who is so kindhearted and so attentive to all of us and so convinced of this great cause of heritage that he embodies... so masterfully!

A key pillar of Europa Nostra’s action is providing the leadership and the platform for an effective lobbying at the European level with the aim to secure adequate support for cultural heritage concerns in various areas of policy making and funding.

On 12 June at a major conference held in Oslo during the European Heritage Congress, Europa Nostra together with 5 partners – ENCATC, Heritage Europe, International Cultural Centre (Krakow), Raymond Lemaire International Centre for Conservation (Leuven) and the Heritage Alliance (London) – presented, for the first time, the main results of the CHCFE project, supported by the EU Culture programme. Top-level representatives from European policy circles, namely the European Commissioner Tibor Navracsics, the Norwegian Secretary of State for European Affairs Invild Stub and the Vice-President of the Walloon Government Maxime Prévot, participated in the conference, which assembled 240 people.

From June to December, Europa Nostra promoted the CHCFE Report on numerous occasions, including at the networking event at Bertelsmann’s Office in Brussels (22 September), the forum ‘Cultural Heritage Works for South East Europe’ in Igalo (23 September) and the CHCFE event in Nicosia (27 October).

On 16 September, the main findings of the CHCFE project were presented and discussed at the European Parliament in Brussels, on the occasion of the first ever meeting of the EP Intergroup on European tourism

EUROPEAN YEAR OF CULTURAL HERITAGE (EYCH) 2015 was an important year for cultural heritage in Europe. On 8 September in Brussels, the European Parliament adopted (with over 80% of MEPs voting in favour) the Resolution ‘Towards an integrated approach to cultural heritage in Europe’, which features a specific recommendation to the European Commission to designate a European Year of Cultural Heritage (EYCH), preferably in 2018. The proposal to hold an EYCH was positively received by all EU Institutions. Europa Nostra fully supports this initiative, which has a particularly strong political significance at the time when the entire European project faces so many challenges.

The nearly 300-page CHCFE Report, with its Executive Summary and Strategic Recommendations, provides compelling evidence of the value of cultural heritage and its positive impact on Europe’s economy, culture, society and the environment.

Le 8 septembre à Bruxelles, le Parlement européen a adopté (avec plus de 80% de votes favorables des eurodéputés) la Résolution « Vers une approche intégrée du patrimoine culturel européen », qui comporte une recommandation spécifique rédigée à l’intention de la Commission européenne visant à désigner une Année européenne du patrimoine culturel (AEPC), préférablement en 2018. La proposition de tenir une AEPC fut reçue positivement par toutes les Institutions de l’UE.Europa Nostra apporte son plus grand soutien à cette initiative, qui comprend un message politique fort en des temps où le projet européen entier fait face à de si nombreux défis.

Following a first discussion during the Capacity Building Days organised by Europa Nostra on 15-17 April in Brussels, the wide membership of the organisation discussed the main actions that could be developed during the EYCH at Europa Nostra’s General Assembly on 13 June in Oslo. On 28 October in Brussels, the Italian and Spanish Permanent Representations to the EU held a policy debate entitled ‘A European Year for Cultural Heritage: Sharing heritage, a common challenge’, which was moderated by Europa Nostra’s Secretary General Sneska ˘ Quaedvlieg-Mihailovic. ´

OTHER HIGHLIGHTS: Europa Nostra, on behalf of the European Heritage Alliance 3.3, actively participated in various high-level meetings, such as: ■ 6th Conference of European Ministers of Culture (Namur, 22-24 April),

which culminated in the adoption of the Namur Declaration, defining the priorities for a future common European Heritage Strategy to be adopted by the end of 2016, and the Namur Call, advocating the need to reinforce European cooperation to prevent the destruction of heritage and the illicit trafficking of cultural property;

Promoting the most remarkable heritage achievements in Europe is a key pillar of Europa Nostra’s action. Together with the European Commission, we celebrate the best examples in 1) conservation, 2) research, 3) dedicated service and 4) education, training and awareness-raising. The European Heritage Awards are supported by the EU Creative Europe programme.

The 30 laureates,selected from 270 applications submitted by organisations and individuals from 33 countries, received the awards from the Juries’ Chairpersons. The 7 Grand Prix were alternately announced by Tibor Navracsics,European Commissioner for Education,Culture,Youth and Sport, and Denis de Kergorlay, Executive President of Europa Nostra, on behalf of the President of the organisation, Plácido Domingo, who had to cancel his attendance due to sad family circumstances. HRH Crown Prince Haakon of Norway revealed the Public Choice Award winner “The winners of our Awards play a central role in making the EU vision for heritage a reality. They highlight the role heritage plays when it comes to social inclusion and economic development,” stated Commissioner Navracsics. During the live-streamed ceremony, the attendees lifted up #Unite4 Heritage signs in a moving demonstration of support for UNESCO’s campaign to protect heritage threatened by violence and destruction across the world. Europa Nostra was among the first official partners of this initiative, launched in March by UNESCO’s Director General Irina Bokova.

The Mayor of Oslo Fabian Stang and the Norwegian Minister of Climate and Environment Tine Sundtoft also addressed the audience. Norwegian musicians enhanced the ceremony with their inspiring performances. AWARDS-RELATED EVENTS: The Excellence Fair with presentations by all the winners was held on the morning of 11 June at the Domus Academica of Oslo University and attended by some 300 people. Local Award Ceremonies were successfully organised by 24 winners from June 2015 to January 2016. The events, which took place across Europe, from Spain to Cyprus, assembled some 3,000 people and were well covered in the local and national media outlets. The Best in Heritage conference took place on 24-26 September in Dubrovnik (Croatia) and brought together 130 participants from 37 countries. Six winners of the European Heritage Awards 2014 presented and discussed their outstanding projects: Horta Museum (Belgium),Teatro Sociale (Italy), Historical Route of the Lines of Torres Vedras (Portugal), and Dragomirna Church’s 17th Century Frescoes (Romania) (Grand Prix and Public Choice Award winner); Passage: From a Rusty City to a New Miskolc (Hungary) (Grand Prix), and The Coen Case (Netherlands).

SPOTLIGHT ON THE EUROPEAN HERITAGE AWARDS CEREMONY 2015 At the iconic Oslo City Hall, home of the Nobel Peace Prize Ceremony, around 600 people from all over Europe gathered on the evening of 11 June to pay tribute to this year’s winners of the EU Prize for Cultural Heritage / Europa Nostra Awards.

Maestro Domingo, in an audio message recorded for the event, congratulated all the winners and expressed his strong support for the #Unite4Heritage campaign. “As Europa Nostra’s President and UNESCO’s Goodwill Ambassador, I believe that - across the globe - we must form a powerful alliance to promote the value of our heritage and to defend it from many threats.”

The Rundling Association, a Grand Prix winner, was recognised for its 46 years of dedicated voluntary service to heritage at a ceremony in Luebeln (Germany) on 12/09. The celebration continued the next day in Schreyahn. EVENEMENTS ASSOCIES AUX PRIX : La Foire de l’Excellence, qui s’est tenue le matin du 11 juin à la Domus Academica de l’Université d’Oslo, fut l’occasion pour tous les lauréats de présenter leurs projets devant près de 300 personnes. Des Cérémonies locales de remise de Prix ont été organisées avec succès par 24 lauréats entre juin 2015 et janvier 2016. COUP DE PROJECTEUR SUR LA CEREMONIE DE REMISE DES PRIX EUROPEENS DU PATRIMOINE 2015 Près de 600 personnes provenant de toute l’Europe se sont réunies lors de la soirée du 11 juin à l’emblématique Hôtel de Ville d’Oslo - célèbre pour abriter la cérémonie du Prix Nobel de la Paix - afin de rendre hommage aux lauréats des Prix du patrimoine culturel de l’UE / concours Europa Nostra 2015. Les 30 lauréats, sélectionnés parmi les 270 candidatures soumises par des organisations et individus issus de 33 pays, ont reçu leurs récompenses des mains des Présidents des Jurys. Les 7 Grand Prix ont été annoncés tour à tour par Tibor Navracsics, Commissaire européen à l’Education, la Culture, la Jeunesse et aux Sports,et Denis de Kergorlay,Président exécutif d’Europa Nostra, agissant au nom du Président de l’organisation, Plácido Domingo, dans l’obligation d’annuler sa venue en raison de tristes circonstances familiales. SAR le Prince Héritier Haakon de Norvège a révélé le gagnant du Prix du Public. « Les gagnants de nos Prix jouent un rôle primordial, faisant de la vision de l’UE pour le patrimoine une réalité. Ils démontrent le rôle joué par le patrimoine lorsqu’il s’agit d’inclusion sociale et de développement économique,» a déclaré le Commissaire Navracsics. Au cours de la cérémonie diffusée en direct sur internet, les participants ont élevé leurs signes #Unite4Heritage dans une émouvante preuve de soutien à la campagne de l’UNESCO qui vise à protéger le patrimoine menacé par les violences et destructions à travers le monde.Europa Nostra

Saving endangered monuments, sites and landscapes lies at the heart of Europa Nostra’s mission. We campaign with our partners and member organisations side by side to rescue heritage treasures across Europe.

Civil society organisations and public bodies from all over Europe submitted their nominations for the third edition of The 7 Most Endangered programme. On 9-10 November, an international panel of experts in various fields met in Brussels to discuss the applications and shortlist the most threatened heritage landmarks in Europe. On 10 December, Europa Nostra and the European Investment Bank Institute (EIBI), the founding partner of this initiative which is also supported by the EU Creative Europe programme, announced the 14 shortlisted heritage sites. On 28 November, the Board of Europa Nostra gathered in Luxembourg to decide on the final list. On 16 March 2016, during a public event in Venice, Europa Nostra and the EIBI made the public announcement.

THE 7 MOST ENDANGERED MONUMENTS AND SITES LISTED IN 2016 ARE: ■ Archaeological site of Ererouyk and village of Ani Pemza, ARMENIA

Ererouyk was once one of the most important centres of worship on the border between Turkey and Armenia. The 6th century basilica is highly endangered and the surrounding archaeological area is at risk of being lost forever. Nominated by The Centre of Studies and Documentation of Armenian Culture in Italy (CSDCA).

The impressive Patarei Sea Fortress was built in 1840.Between 1920 and 2005, it was used to detain political prisoners. Today, this important “lieu de mémoire”is threatened by rapid deterioration due to the harsh climate and the lack of maintenance. Nominated by The Estonian Heritage Society. ■ Helsinki-Malmi Airport, FINLAND

Built in the mid-1930s in the functionalist architectural style, the Helsinki-Malmi Airport is one of the best-preserved and still active pre-World War II international airports in the world. However, it is seriously threatened by new residential developments. Nominated by Europa Nostra Finland with The Friends of Malmi Airport. ■ Colbert Swing Bridge in Dieppe, Normandy, FRANCE

The Colbert Bridge is the last large swing bridge still operating in Europe with its original hydraulic mechanism. It is crossed by 12,000 vehicles and 1,800 pedestrians every day. However, the owner has decided to replace the 1889 bridge with a new and more expensive structure. Nominated by Fondation du Patrimoine. ■ Kampos of Chios, island of Chios, GREECE

The Kampos of Chios is a semi-rural area that exemplifies the coexistence of Byzantine, Genoese and local architectural styles and influences. It used to consist, principally, of more than 200 estates containing orchards,mansions and churches.The site is under permanent threat due to lack of maintenance, unsuitable uses and invasive urban planning. Nominated by Elliniki Etairia with The Society of Friends of the Kampos of Chios.

In addition to The 7 Most Endangered 2016, Europa Nostra and the European Investment Bank Institute decided that the Venice Lagoon (Italy) should be declared the most endangered heritage site in Europe, given the paramount importance of this heritage landmark as well as the magnitude of the challenges posed. | En plus des “7 sites les plus menacés” en 2016, Europa Nostra et l’Institut de la Banque européenne d’investissement ont décidé que la Lagune de Venise (Italie) devait être déclarée comme le site patrimonial le plus menacé en Europe, compte tenu de l’importance capitale de ce site ainsi que l’ampleur des défis posés.

The ancient mining landscape of Rosia Montana (Romania), listed among The 7 Most Endangered 2013, was classified as a historic site on 30/12 and put on the country’s tentative list for UNESCO World Heritage status on 05/02/2016, thus blocking a large-scale gold mining project. | Le paysage minier historique de Rosia Montana (Roumanie), inscrit sur la liste des “7 sites les plus menacés” en 2013, a été classé Monument Historique le 30/12, et inclus sur la liste indicative du pays afin d’obtenir le statut de site du Patrimoine Mondial de l’UNESCO le 05/02/2016, bloquant ainsi un imposant projet d’exploitation des mines d’or.

L’impressionnante Forteresse maritime de Patarei a été construite en 1840.Utilisée entre 1920 et 2005 pour détenir des prisonniers politiques, ce « lieu de mémoire » important est aujourd’hui menacé de détérioration imminente due aux conditions climatiques et au manque d’entretien. Nominée par La Société pour le Patrimoine Estonien (The Estonian Heritage Society). ■ Aéroport d’Helsinki-Malmi, Finlande Construit au milieu des années 1930 dans un style architectural fonctionnaliste, Helsinki-Malmi est l’un des aéroports internationaux, datant d’avant la Seconde Guerre Mondiale et encore actifs, les mieux préservés au monde. Il est cependant sérieusement menacé par de nouveaux développements résidentiels. Nominé par Europa Nostra Finlande et Les Amis de l’Aéroport de Malmi (The Friends of Malmi Airport). ■ Pont Colbert de Dieppe, Normandie, FRANCE Le pont Colbert est le dernier grand pont suspendu en Europe qui continue de fonctionner grâce à son mécanisme hydraulique d’origine. Il est traversé chaque jour par 12 000 véhicules et 1 800 piétons.Toutefois, le propriétaire du pont,construit en 1889,a décidé de le remplacer par une nouvelle structure plus coûteuse.Nominé par la Fondation du Patrimoine. ■ Kampos de Chios, île de Chios, GRECE Le Kampos de Chios est un espace semi-rural qui illustre la coexistence des influences et styles architecturaux byzantins, génois et locaux. COUP DE PROJECTEUR SUR LE PROGRAMME 2016 DES « 7 SITES LES PLUS MENACES » Des organisations de la société civile et des organismes publics issus de toute l’Europe ont soumis des nominations pour la troisième édition du programme des « 7 sites les plus menacés ».Les 9 et 10 novembre,un panel international composé d’experts des différents domaines concernés s’est réuni à Bruxelles pour discuter des dossiers et présélectionner les sites patrimoniaux les plus menacés en Europe. Le 10 décembre, Europa Nostra et l’Institut de la Banque européenne d’investissement (Institut de la BEI) - partenaire fondateur de cette initiative également soutenue par le Programme Europe Créative de l’UE - ont annoncé les 14 sites patrimoniaux présélectionnés. Le 28 novembre, le Comité exécutif d’Europa Nostra s’est rassemblé à Luxembourg pour décider de la liste finale. Le 16 mars 2016, à l’occasion d’un évènement public à Venise, Europa Nostra et l’Institut de la BEI ont dévoilé la liste finale des sites les plus menacés de l’année.

The local authorities acknowledged the significant role played by Europa Nostra and the EIB Institute and thanked the Portuguese Historic Houses Association for nominating the monument for the programme. | Le Monastère du 15ème siècle à Setúbal (Portugal), inscrit sur la liste des “7 sites les plus menacés” en 2013, a été partiellement réouvert au public le 20/06 après 23 années de fermeture. Les autorités locales ont reconnu le rôle important joué par Europa Nostra et l’Institut de la BEI, et ont remercié l’Association des Maisons Historiques au Portugal d’avoir nominé le monument pour le programme.

The initial phase of the project to restore the Roman Amphitheatre in Durres (Albania), listed among The 7 Most Endangered 2013, following the nomination made by the Association for Development of Cultural Tourism (ADCT), was successfully concluded in February 2016. It consisted of the demolition of three houses located in the inner part of the site. | La phase initiale du projet de restauration de l’amphithéâtre romain à Durrës (Albanie), inscrit sur la liste des “7 sites les plus menacés” en 2013, suite à la nomination soumise par l’Association pour le développement du tourisme culturel (ADCT), a été conclue avec succès en février 2016. ■ Convent of St. Anthony of Padua, Extremadura, SPAIN

This Convent was for centuries a religious and cultural landmark in western Spain. Built in the late 15th century and greatly renovated in the mid-17th century, it featured a Gothic church and a Renaissance cloister. Although it is a Monument of Cultural Interest, the Convent is in an advanced state of disrepair. Nominated by Hispania Nostra. ■ Ancient city of Hasankeyf and its surroundings,TURKEY

The 12,000-year-old settlement of Hasankeyf in south-eastern Turkey is a living museum of epic proportions, with monuments from different civilisations. In spite of that,80% of the city and its surroundings will be flooded if the Ilìsu hydroelectric dam project is implemented as planned. Nominated by The Cultural Awareness Foundation. In addition, Europa Nostra and the EIB Institute - following a firm recommendation from an international advisory panel of experts - decided that the Venice Lagoon in Italy should be declared the most endangered heritage site in Europe, given the paramount importance of this heritage landmark to Europe and the world,as well as the complexity and magnitude of the challenges posed. Covering 550km2, the Venice Lagoon is one of the most important transitional ecosystems in the Mediterranean. Despite being protected by a range of national and international regulations, the Lagoon faces great threats – increased flow of large-scale ships, the dredging of ever deeper channels, erosion of the seabed, pollution, and industrial fishing – which are jeopardizing its very existence, thus putting the city of Venice at higher risk. Nominated by Italia Nostra.

■ Couvent Saint Antoine de Padoue, Estrémadure, ESPAGNE

Ce couvent fut pendant des siècles un symbole religieux et culturel de l’Espagne occidentale. Construit à la fin du 15ème siècle et largement rénové au milieu du 17ème siècle, il comprend une église gothique ainsi qu’un cloître de la Renaissance.Bien qu’il fût classé Monument d’Intérêt Culturel, le couvent se trouve dans un état avancé de délabrement. Nominé par Hispania Nostra. ■ Ancienne ville d’Hasankeyf et ses environs,TURQUIE Le site d’Hasankeyf,situé dans le sud-est de la Turquie et vieux de 12 000 ans, est un musée vivant aux proportions immenses, comprenant des monuments de différentes civilisations. Malgré cela, 80% de la ville et de ses environs seront inondés si le projet planifié de barrage hydroélectrique Ilìsu est mis en place. Nominée par La Fondation pour la Sensibilisation Culturelle (The Cultural Awareness Foundation). De plus, Europa Nostra et l’Institut de la BEI, conformément à la forte recommandation de leur panel consultatif international de spécialistes, ont décidé que la Lagune de Venise en Italie devait être déclarée comme le site le plus menacé en Europe. Cette décision se réfère à l’importance capitale de ce site pour l’Europe et pour le monde, ainsi qu’à la complexité et l’ampleur des défis posés. Couvrant 550km2, la Lagune de Venise est l’un des écosystèmes de transition les plus importants en Méditerranée. Bien que protégée par un ensemble de régulations nationales et internationales, elle doit faire face à de sévères menaces : un flux de trafic croissant des gros navires de croisière, le dragage de voies toujours plus profondes, l’érosion des fonds marins, la pollution, et la pêche industrielle. THE 7 MOST ENDANGERED 2013: FIRST SUCCESS STORIES Most of the sites included on the first and second lists of 7 Most Endangered have made significant progress. Among the first success stories are three sites listed in 2013:the 15th century monastery in Setúbal in Portugal,which was partially restored and reopened to the public in June, after 23 years of closure; the ancient mining landscape of Rosia Montana in Romania, which was classified as a Historic Monument and put on the country’s tentative list for UNESCO World Heritage status at the beginning of 2016, thus blocking the large-scale gold mining project which had been promoted by a Canada-based multinational company for 15 years; and the Roman amphitheatre in Durrës in Albania,whose first phase of rehabilitation was successfully concluded in February 2016. These achievements are primarily due to the proactivity of the organisations that nominated the sites and to the deep involvement of the local community, combined with effective cooperation at the national level. Europa Nostra and the European Investment Bank Institute are proud to have provided technical and financial expertise. It is hoped that such a winning formula can be repeated in as many cases as possible.

LES « 7 SITES LES PLUS MENACES » EN 2013 : PREMIERES REUSSITES La plupart des sites figurant sur la première et seconde liste des « 7 sites les plus menacés » ont réalisé des progrès considérables. SPOTLIGHT ON THE EUROPEAN HERITAGE CONGRESS IN OSLO Around 400 people from 37 countries – heritage professionals and volunteers, members of the European Heritage Alliance 3.3, partners from the wider fields of culture and economy, and representatives from various EU institutions and governmental networks – gathered in Oslo from 10-14 June for the European Heritage Congress 2015. This major event was organised by Europa Nostra in close cooperation with its country representation Europa Nostra Norway and its Member Organisation Fortidsminneforeningen, and received support from a wide range of public and private bodies in Norway.

magazine, 10 June, Astrup Fearnley Museum: The newest edition of Europa Nostra’s magazine Heritage in Motion: Norway Special, featuring exemplary heritage initiatives in this country, a special dossier on youth and heritage, and interviews with EU key policymakers, was presented during the welcome reception to Congress participants; ■ Public sessions on ‘The Architecture and the Reuse of the Coastal Defenses from the end of the Middle Ages to the Early Modern period Time’, 10 June, Akershus Fortress, organised by Europa Nostra’s Scientific Council; ■ Council Meeting, 12 June, Norske Selskab: focusing on policy discussions and peer learning; ■ Europa Nostra’s General Assembly, 13 June, Oslo Military Society: Europa Nostra Members expressed an enthusiastic support to the proposed European Year of Cultural Heritage 2018 and made a series of proposals for coordinated activities which could be organised nationally;

The iconic Oslo City Hall, internationally-known for hosting the Nobel Peace Prize Ceremony, staged the European Heritage Awards Ceremony on 11 June, one of the highlights of the European Heritage Congress 2015. Designed by the Norwegian architects Arnstein Arneberg and Magnus Poulsen, it was inaugurated in 1950. | L’emblématique Hôtel de Ville d’Oslo - connu internationalement pour abriter la cérémonie du Prix Nobel de la Paix - a accueilli la Cérémonie de remise des Prix européens du patrimoine le 11 juin, l’un des moments forts du Congrès européen du patrimoine 2015. Young crafters from 21 European countries took part in an intensive workshop on Norwegian wood craftsmanship, run by Fortidsminneforeningen with Europa Nostra, from 7-14 June in Oslo. The highlight of the workshop was the assembly of a wooden house frame at the University square in downtown Oslo on 10/06. | Des jeunes artisans issus de 21 pays européns ont participé à un séminaire intensif sur l’artisanat du bois en Norvège, organisé par Fortidsminneforeningen et Europa Nostra du 7 au 14 juin à Oslo. Maggy Nagel, Minister of Culture of Luxembourg and Acting President of the EU Council of Ministers, opened the conference ‘Funding Cultural Heritage in Europe’ organised by Europa Nostra and the European Investment Bank (EIB) Institute at the EIB headquarters in Luxembourg on 27/11. CAPACITY BUILDING DAYS IN BRUSSELS Chief Executive Officers (or their representatives) from heritage NGOs based in 13 European countries participated in the first Capacity Building Days held in Brussels on 15-17 April. The programme was conceived with a dual goal: informing heritage NGOs about EU policy on cultural heritage and funding possibilities available while at the same time providing a platform for exchange of good practice amongst NGOs themselves. This was done by means of presentations – made by top-level officials from the European Commission, the European Parliament, the European Investment Bank Institute and the EEA Funding Mechanism –, roundtable discussions and participation in high-profile networking events.

REUNIONS ET CONFERENCE POLITIQUE A LUXEMBOURG Les instances gouvernantes d’Europa Nostra se sont rencontrées à Luxembourg les 27 et 28 novembre à l’occasion de la Présidence luxembourgeoise du Conseil de l’Union européenne.Une session politique sur « Le financement du patrimoine culturel en Europe » organisée par Europa Nostra en coopération avec l’Institut de la Banque européenne d’investissement (Institut BEI) et son doyen Guy Clausse, s’est déroulée le premier jour au siège de la BEI. A l’ouverture de la conférence, Maggy Nagel, Ministre de la Culture du Luxembourg et Présidente en exercice du Conseil des Ministres de l’UE, a réitéré le rôle crucial du patrimoine culturel dans la promotion d’un dialogue interculturel, et a réaffirmé le soutien du Conseil des ministres de l’UE à la proposition de tenir l’Année européenne du patrimoine culturel en 2018. La conférence a été composée d’une présentation sur le soutien et le financement du patrimoine culturel par la BEI, ainsi que d’un panel sur les défis présents et futurs du patrimoine culturel au Luxembourg. JOURNEES DE RENFORCEMENT DES CAPACITES A BRUXELLES Les directeurs (ou leurs représentants) d’ONG du secteur du patrimoine issus de 13 pays européens ont participé aux premières journées de renforcement des capacités du 15 au 17 avril à Bruxelles. Le programme avait un double objectif : informer ces ONG sur les politiques de l’UE en faveur du patrimoine culturel et les possibilités de financement disponibles, tout en fournissant une plateforme d’échange de bonnes pratiques au sein des ONG.L’objectif fut atteint au moyen de présentations – effectuées par des représentants de haut niveau de la Commission européenne,du Parlement européen,de l’Institut de la Banque européenne d’investissement et du Mécanisme de financement EEA – de tables rondes, et par la participation à de prestigieux évènements de réseautage.

MEETINGS AND POLICY CONFERENCE IN LUXEMBOURG Europa Nostra’s governing bodies met in Luxembourg on 27-28 November on the occasion of the Luxembourg Presidency of the Council of the European Union. A policy session on ‘Funding Cultural Heritage in Europe’, organised by Europa Nostra in cooperation with European Investment Bank (EIB) Institute and its Dean Guy Clausse, was held at the EIB headquarters on the first day. At the conference opening, Maggy Nagel, Minister of Culture of Luxembourg and Acting President of the EU Council of Ministers,reiterated the crucial role that cultural heritage has to play in promoting intercultural dialogue and reaffirmed the support of the EU Council of Ministers for the proposed European Year of Cultural Heritage 2018. The conference included a presentation on the EIB support and funding for cultural heritage as well as a panel on present and future challenges for cultural heritage in Luxembourg.

Members & Associates

Established in 1978, the not-for-profit heritage association Les Amis du Château de Vianden (Luxembourg) joined Europa Nostra’s network of Member Organisations in June. This most-visited heritage site in the Grand Duchy, which counted more than 160,000 visitors in 2014, is central to the cultural identity of Luxembourg and is an integral part of its tourism heritage. Ce site patrimonial, le plus visité du Grand-Duché avec plus de 160.000 visiteurs en 2014, constitue une composante non négligeable de l’identité culturelle du Luxembourg et fait partie intégrante de son patrimoine touristique. Following the granting of the permit to enlarge the Roland Garros sport complex with the construction of a tennis stadium partly located on the site of the Serres d’ Auteuil Botanical Gardens in Paris, on 18/12 Europa Nostra and its President Maestro Plácido Domingo added their voice to support the civil society plea for the suspension of the demolition works threatening this architectural and botanical masterpiece of the late 19th century. On the same day, the Tribunal de Grande Instance in Paris ordered the immediate halt of the demolition works. | Suite à l’octroi de l’autorisation d’agrandir le complexe sportif de Roland Garros avec la construction d’un stade de tennis situé en partie sur le site du jardin botanique des Serres d’Auteuil à Paris, Europa Nostra et son Président Maestro Plácido Domingo ont exprimé leur soutien à l’appel de la société civile pour la suspension des travaux de démolition qui menacent ce chef d’oeuvre architectural et botanique de la fin du 19è siècle. Introduction Reporting the financial results of 2015 for Europa Nostra and its financial position per 31 December 2015 is both my duty and my privilege.In the light of Europa Nostra’s impressive activities and achievements during 2015, as described by our President,Executive President and Secretary General,I am happy to report that Europa Nostra was able to close the year 2015 with a modest financial surplus, which is a positive sign after the small deficit of 2014. Nevertheless, the income and expenditure figures continue to be relatively low for an organisation with such an invaluable impact on and meaning for cultural heritage in Europe. Income The total income for 2015 increased by € 145.464 to € 1.213.314,compared to 2014 (total € 1.067.850). Membership contributions in all categories increased, with a total amount of € 23.642 compared to the year before: Individual Members + € 7.456,Member Organisations + € 8.916 and Associate Members + € 7.270. The amount of donation and support income received in 2015 from individuals, foundations and organisations was € 344.421 (in 2014 € 364.978).The income related to activities 2015 amounted to € 711.931 (2014 € 568.295).The increase of € 143.636 was mainly a result of higher EC grants and higher amounts fundraised for specific activities. Expenditure Total expenditure in 2015 amounted to € 1.156.175 (an increase of only € 11.267 compared to 2014).The increased support by EU and other parties for Europa Nostra’s numerous activities made it possible to account for € 898.382 as Expenditure activities, which is 78% of the total expenditure. This means that overhead costs reported as General expenses for personnel, housing, public relations, communication, general fundraising and depreciation amounted to € 257.792 which is 22% of the total expenditure. The ratio between expenditure on activities and general expenditure improved over the years (from an activities/overhead ratio of 59/41 in 2012 through 66.5/33.5 in 2014 to 78/22 in 2015); this low percentage of overhead costs shows the continuous improvement in effectiveness and efficiency of our International Secretariat. However, it is very important to keep in mind that the structural expenditure of the International Secretariat,without the possibility of allocation of cost to projects, could not possibly be any lower than what it is now: notwithstanding the substantial growth of workload in Brussels and The Hague, the structural cost of the International Secretariat in 2015 has increased only by 6% from € 629.909 compared to € 592.991 in 2012. This proves that cost control in The Hague and Brussels has been very good. Result The financial surplus for the year 2015 is € 61.788.This enables Europa Nostra, after a minor mutation of the two labelled funds, to replenish the General Reserve from € 118.952 per 31 December 2014 with € 60.798 to € 179.750 per 31 December 2015, bringing the total reserves to € 379.018 (compared to 42

€ 317.230 per 31 December 2014).This is in line with the Board’s ambition to

strengthen the organisation’s financial position. Risk Analysis and Risk Mitigation Potential operational, financial and reputational risks identified are: illness or loss of key staff; not fulfilling the obligations inherent to the grants; loss of income from individuals, foundations and organisations; incapability to raise sufficient new income; unintentionally damaging the reputation of Europa Nostra as a result of a mistake being made in the multitude of simultaneous tasks.The positive atmosphere and energy within the Europa Nostra team, as well as the appreciation Europa Nostra receives internally and externally for the content and importance of its achievements, reduce the probability of these risks materializing, but only to a certain extent. Defining the organisation’s risks is still a work in progress and deserves the ongoing attention of the Board and International Secretariat. In 2015 however, a change in financial staff and preparing the transition to a new system for financial administration (which in the meantime was successfully implemented) had to be given priority. Looking Ahead Handing over my duties to the next Treasurer, to be appointed during the General Assembly 2016 in Madrid, I remain confident that Europa Nostra will continue to work towards a robust, solid, future-proof financial basis, necessary for the implementation of Europa Nostra’s mission without compromising on the quality and quantity of our staff both in The Hague and Brussels. In 2016, a careful selection process has taken place, in close cooperation with our Audit Committee, to appoint a new external auditor of a high professional calibre, with relevant international expertise in nongovernmental organisations and with an affordable cost to replace KPMG after 9 years of engagement as Europa Nostra’s external auditor. Gratitude As usual, we are grateful to our dedicated staff in The Hague and Brussels, to our numerous volunteers in many countries; as well as to our members, partners, donors and advisors. A special word of thanks this time goes to KPMG,thanking them for the many years they served as our external auditors.

Rapport financier de la Trésorière

Dépenses Les dépenses totales de 2015 se sont élevées à 1.156.175 € (soit une augmentation de seulement 11.267 € comparé à 2014). Le soutien accru reçu de l’UE et d’autres acteurs pour les nombreuses activités d’Europa Nostra a permis d’allouer 898.382 € aux dépenses liées aux activités, ce qui représente 78% des dépenses totales. Cela signifie que les frais généraux déclarés comme dépenses générales pour les frais de personnel, de logement, de relations publiques, communication, et collecte de fonds générale, et de dépréciation se sont élevés à 257.792 €, soit 22% des dépenses totales. Le ratio entre les dépenses liées aux activités et les dépenses générales s’est amélioré au fil des ans (d’un ratio activités/ dépenses générales de 59/41 en 2012 à 66,5/33,5 en 2014 puis 78/22 en 2015). Ce faible pourcentage de dépenses générales prouve une amélioration continue de l’efficacité et de la productivité de notre Secrétariat international. Néanmoins, il est important de garder à l’esprit que les dépenses structurelles du Secrétariat international, dans l’impossibilité d’allouer des coûts aux projets, ne pourraient être plus faibles qu’à l’heure actuelle : malgré une hausse sensible de la quantité de travail à Bruxelles et à La Haye, les coûts structurels du Secrétariat international n’ont augmenté que de 6% en 2015, s’élevant à 629.909 € contre 592.991 € en 2012. Cela prouve que la gestion des coûts à La Haye et à Bruxelles a été très bien menée.

Perspectives d’avenir Prête à céder mes fonctions au prochain Trésorier,élu lors de l’Assemblée générale 2016 à Madrid, je reste confiante qu’Europa Nostra continuera à travailler vers une base financière robuste, solide et évolutive, nécessaire à la mise en place de sa mission sans compromettre la qualité et la quantité de notre personnel à La Haye et à Bruxelles. En 2016, un processus de sélection rigoureux a été réalisé en coopération étroite avec notre Comité d’audit afin d’élire un nouvel auditeur externe doté d’un profil hautement professionnel, d’une expertise internationale pertinente en organisations non-gouvernementales, et à un coût abordable afin de remplacer KPMG, auditeur externe d’Europa Nostra pendant 9 ans. Remerciements Comme à l’accoutumée, nous remercions notre équipe dévouée à La Haye et Bruxelles, nos nombreux bénévoles de différents pays, ainsi que nos membres, partenaires, donateurs et conseillers. Analyse de risques et atténuation des risques Les risques opérationnels,financiers et de réputation potentiels identifiés sont les suivants : maladie ou perte de personnel clé ; non-respect des obligations inhérentes aux subventions ; perte de revenus de la part des particuliers, fondations et organisations ; incapacité à lever de nouveaux revenus suffisants ; atteinte involontaire à la réputation d’Europa Nostra suite à une erreur commise en raison des tâches multiples et simultanées à gérer. L’atmosphère et l’énergie positives dégagées au sein de l’équipe d’Europa Nostra, ainsi que l’appréciation qu’Europa Nostra reçoit en interne et en externe pour le contenu et l’importance de ses réalisations, réduit la probabilité que ces risques se matérialisent, mais seulement à un certain degré. Définir les risques inhérents à l’organisation est encore un travail en cours et mérite l’attention permanente du Comité exécutif et du Secrétariat international. En 2015 un changement au sein du personnel financier et la préparation de la transition vers un nouveau système d’administration financière (qui fut entre temps mis en place avec succès) ont été les priorités.

Revenus Les revenus totaux de 2015 ont augmenté de 145.464 € par rapport à 2014 (total de 1.067.850 €) pour atteindre 1.213.314 €. Les cotisations des membres dans toutes les catégories ont augmenté de 23.642 € au total par rapport à l’année précédente: + 7.456 € pour les Membres individuels, + 8.916 € pour les Organisations membres et + 7.270 € pour les Organisations associées. Le montant des revenus provenant des donateurs et sponsors reçus en 2015 de la part de particuliers, de fondations et d’organisations a été de 344.421 € (364.978 € en 2014). Les revenus issus des activités en 2015 s’est élevé a 711.931 € (568.295 € en 2014). Cette augmentation de 143.636 € résulte principalement de l’allocation de subventions plus importantes de la Commission europénne et de collectes de fonds plus élevées pour des activités spécifiques.

Résultat Le surplus financier pour l’année 2015 est de 61.788 €. Ceci permet à Europa Nostra, suite à une mutation mineure de deux fonds spécifiques, de réapprovisionner les fonds nets de 60.798 €, passant de 118.952 € au 31 décembre 2014 à 179.750 € au 31 décembre 2015, ramenant le total des réserves à 379.018 € (contre 317.230 € au 31 décembre 2014). Cela est conforme à l’ambition du Comité exécutif de renforcer la situation financière de l’organisation.

Introduction Présenter les résultats financiers d’Europa Nostra pour 2015 et sa position financière au 31 décembre 2015 est à la fois mon devoir et mon privilège. Au vu des activités et réussites impressionnantes d’Europa Nostra en 2015 telles que décrites par notre Président, Président exécutif et Secrétaire générale, je suis heureuse d’annoncer qu’Europa Nostra a été en mesure de clôturer l’année 2015 avec un modeste surplus financier,ce qui constitue un point positif après le léger déficit de 2014. Toutefois, nos revenus et dépenses demeurent relativement bas pour une organisation ayant un tel impact et une telle importance pour le patrimoine culturel en Europe.

De juin 2015 à mai 2016, le Secrétariat international a travaillé sur la préparation du Congrès européen du patrimoine à Madrid.

Europa Nostra has organised an interesting Congress programme from 22-27 May in Madrid, Spain.This was made possible thanks to the dedication of our International Secretariat in The Hague and Brussels, as well as to the commitment of our country representation Hispania Nostra led by its President Araceli Pereda Alonso. Among the main public events of the Congress, which also marks the 40th anniversary year of Hispania Nostra, are the European Heritage Awards Ceremony, co-hosted by Europa Nostra’s President Plácido Domingo and EU Commissioner Tibor Navracsics, at the Zarzuela Theatre on the evening of 24 May; the Excellence Fair, with presentations by the 2016 winners, at the College of Architects of Madrid on the morning of 24 May; the inauguration of the exhibition about the Spanish winners of the European Heritage Awards since 1978 at the College of Architects of Madrid on the evening of 23 May; the full-day forum on ‘Social Participation in Heritage Protection: Spanish, European and Hispano-American Experiences’ at the Conde Duque Cultural Centre on 25 May; and the debate on the report ‘Cultural Heritage Counts for Europe’ at Espacio Bertelsmann on the afternoon of 23 May. The Congress is supported by the EU Creative Europe programme as well as by numerous public and private partners in Spain and Europe.

Europa Nostra a organisé un programme des plus intéressants pour le Congrès qui se tiendra du 22 au 27 mai à Madrid en Espagne. Cet évènement a été rendu possible grâce au dévouement de notre Secrétariat international à La Haye et Bruxelles, ainsi que l’implication de notre délégation nationale Hispania Nostra dirigée par sa Présidente Araceli Pereda Alonso. Les principaux évènements publics du Congrès - qui marque également le 40ème anniversaire d’Hispania Nostra - sont la Cérémonie de remise des Prix européens du patrimoine, co-présentée par le Président d’Europa Nostra Plácido Domingo, et le Commissaire européen Tibor Navracsics,au Théâtre de la Zarzuela dans la soirée du 24 mai ; la Foire de l’Excellence, au cours de laquelle les lauréats de 2016 présenteront leurs projets, et qui se tiendra au Collège des Architectes de Madrid le matin du 24 mai ; l’inauguration de l’exposition sur les lauréats espagnols des Prix du européens patrimoine depuis 1978 au Collège des Architectes de Madrid dans la soirée du 23 mai ; la journée consacrée au forum « La participation sociale dans la protection du patrimoine :expériences espagnoles,européennes et latino-américaines » qui aura lieu au Centre Culturel Conde Duque le 25 mai ; et le débat sur le rapport « Le patrimoine culturel compte pour l’Europe » à l’Espace Bertelsmann dans l’après-midi du 23 mai. Le Congrès reçoit le soutien du programme Europe Créative de l’Union européenne ainsi que de nombreux autres partenaires publics et privés en Espagne et en Europe.
