Europa Nostra is the pan-European federation of heritage NGOs which is also supported by a wide network of public bodies, private companies and individuals. Covering more than 40 countries in Europe, the organisation is the voice of civil society committed to safeguarding and promoting Europe’s cultural and natural heritage. We contribute to the formulation and implementation of European strategies and policies related to heritage. We celebrate excellence through the European Union Prize for Cultural Heritage / Europa Nostra Awards. We campaign to save Europe’s most endangered monuments, sites and landscapes.

During the Maltese Presidency of the Council of the EU, Europa Nostra held meetings in Valletta from 16-19/03 and launched at the iconic Fort St. Angelo its new slogan: #Heritage4Europe! | Pendant la Présidence maltaise du Conseil de l’UE, Europa Nostra a tenu des réunions à La Valette du 16 au 19 mars et a lancé sa nouvelle campagne à l’emblématique Fort Saint-Ange : #Heritage4Europe !

J’ai le plaisir de vous présenter un nouveau Rapport annuel d’Europa Nostra rempli de succès et riche de réalisations toujours plus ambitieuses et fructueuses. 2017 a vu la consolidation et l’expansion sans cesse croissante de notre vaste mouvement et de sa mission en faveur du patrimoine culturel de l’Europe, avec comme point d’orgue le 7 décembre à Milan le lancement officiel de l’Année européenne du patrimoine culturel pour laquelle nous nous sommes tant mobilisés. Cette Année est en effet une occasion unique de démontrer publiquement l’importance de notre patrimoine, ses multiples bénéfices pour notre société et son rôle fondamental pour l’avenir du projet européen. En 2017, j’ai eu la joie de rencontrer plusieurs fois les membres d’Europa Nostra : à Turku d’abord, la plus ancienne ville de Finlande, lors de la Cérémonie européenne de remise des Prix du patrimoine culturel de l’UE / Concours Europa Nostra 2018 au cours de laquelle j’ai pu une nouvelle fois admirer des projets et des personnes remarquables, et lors des deux évènements organisés pour les membres du Cercle du Président à Munich puis à Prague où j’ai dirigé le célèbre opéra Don Giovanni de Mozart dans le magnifique théâtre historique Estates et célébrer ainsi conjointement le patrimoine tangible et intangible de l’Europe. Le 21 juin, jour de la Fête de la Musique, j’ai participé par vidéo interposée au lancement de la campagne de récolte de fonds pour sauver la Maison du compositeur Georges Bizet à Bougival que j’avais découverte avec beaucoup d’émotion en juin 2016 et à laquelle Europa Nostra a accordé son haut patronage. Je me réjouis qu’à présent la Maison de Bizet et aussi la Villa Viardot située dans les environs ont été sauvées ce qui donne un avenir au projet du Centre européen de la musique à Bougival. Le 11 décembre, n’ayant pu faire le déplacement jusqu’à Tallinn, j’ai tenu à envoyer un message personnel de félicitations à notre Délégation nationale en Estonie, la Société du Patrimoine Estonien, pour son 30ème anniversaire et son engagement pour notre cause commune.

J’ai également eu le plaisir de féliciter le Président de la République française, Emmanuel Macron, pour son discours inspirant et inspiré en faveur de l’Europe de la culture et du patrimoine du 7 septembre à Athènes, non seulement par courrier, mais également en personne le 2 mars 2018 à l’occasion d’un déjeuner à l’Elysée où nous avons pu discuter avec le Président et son épouse de l’Année européenne du patrimoine culturel, du Sommet de Berlin et de la campagne de réhabilitation de Bougival. Sa vision politique et son engagement sans précédent pour la culture m’ont fortement impressionné ainsi que la haute délégation d’Europa Nostra présente. En tant que musicien professionnel, j’ai aussi eu la joie d’inviter tous les citoyens européens à contribuer au Challenge #Ode2Joy imaginé par Europa Nostra à l’occasion de l’Année européenne du patrimoine culturel. Cette initiative originale et participative

On 11 December, having been unable to travel to Tallinn, I sent a personal message of congratulations to our country representation in Estonia, the Estonian Heritage Society, who celebrated 30 years of commitment to our common cause. I also had the pleasure of congratulating the President of France, Emmanuel Macron, on his inspiring and inspired speech which, inter alia, stressed the value of a Europe of Culture and of Heritage

On 21 June, the day of the Fête de la Musique, I participated via video in the launch of the fundraising campaign to save the former home of the composer Georges Bizet in Bougival near Paris to which Europa Nostra and I have since granted our patronage. I still remember the deep emotion I felt when I visited this house with Europa Nostra a year earlier. I am particularly pleased that today both the House of Bizet and the nearby Villa Viardot have been saved thus paving the way for the future Centre européen de musique in Bougival.

In addition to sending a letter, on 2 March 2018 I visited the Elysée Palace for a lunch meeting where we were able to discuss the European Year of Cultural Heritage, the Berlin Summit and the Bougival rehabilitation campaign with the President and his wife. His political vision and unprecedented commitment to culture greatly impressed both me and the Europa Nostra’s high delegation that was present. As a professional musician, it was with great delight that I invited all of Europe’s citizens to contribute to the #Ode2Joy Challenge, created by Europa Nostra on the occasion of the European Year of Cultural Heritage.This original and participatory initiative seeks to celebrate Europe through our common cultural heritage by encouraging everyone to creatively reinterpret Beethoven’s magnificent Ode to Joy. Your can submit your contributions until 9 May, 2019 so it’s not too late to get involved!

In 2017, I had the opportunity to meet Europa Nostra’s members on a number of occasions: first at the European Heritage Awards Ceremony in Turku, Finland’s historical capital city, where I had the pleasure of meeting and applauding the heritage champions being honoured that evening. Later I met the members of the President’s Circle, in Munich and then in Prague, where I conducted Mozart’s famous opera Don Giovanni in the magnificent and historic Estates Theatre. This was a great celebration of Europe’s tangible and intangible heritage.

It is my great pleasure to present to you the latest Europa Nostra Annual Report, rich in ever more ambitious and fruitful achievements. 2017 saw the further consolidation and expansion of our vast movement and mission in favour of Europe’s cultural heritage, culminating on 7 December in Milan with the official launch of the European Year of Cultural Heritage - something which we worked hard to set in motion. This Year is indeed a unique opportunity to publicly demonstrate the importance of our heritage, its multiple benefits for our society and its fundamental role for the future of the European project.

Finally, as the leadership of our organisation faces a number of major changes, I would like to personally thank the outgoing Executive President, Denis de Kergorlay, for his 9 years of service to Europa Nostra and for his visionary leadership. He convinced me to join Europa Nostra in June 2010 and since then, I have had the opportunity to further discover and appreciate his dedication, generosity, diplomatic talents and personal qualities. The same can be said of our outgoing Executive Vice-President, John Sell, who for many years has devoted his expertise and experience to Europa Nostra and to the European values in which he truly believes. I thank them both, as well as the outgoing members of our Board, for their loyal and dedicated commitment to our organisation and to the cause of cultural heritage in Europe. I have full confidence in their successors, Hermann Parzinger and Guy Clausse, and wish them, together with the renewed Board and our excellent Staff, every success for the future at our organisation. At the end, let me thank each of you, our members, partners and friends, for your unwavering support and essential contributions which guarantee the continuation of our organisation. Continue to support us by encouraging new members to join and by helping us find the necessary resources to ensure that heritage, culture and the values they represent can continue to be shared throughout Europe. 7

Enfin, à la veille d’un changement majeur à la tête de notre organisation, je souhaite remercier personnellement le Président exécutif sortant, Denis de Kergorlay, pour ses 9 années au service d’Europa Nostra et son leadership inspirant et inspiré. C’est lui qui m’a convaincu de rejoindre Europa Nostra en juin 2010 et depuis j’ai pu découvrir et apprécier son engagement, sa générosité, ses talents diplomatiques et ses qualités personnelles. Il en va de même pour notre Vice-président exécutif sortant, John Sell, qui a lui aussi consacré durant de longues années son expertise et son

expérience au service d’Europa Nostra et des valeurs européennes auxquelles il croit profondément. Je les remercie tous les deux, ainsi que les membres de notre Comité exécutif sortants, de leur engagement loyal et dévoué à notre organisation et à la cause du patrimoine culturel en Europe. Introduction by the Executive President and the Secretary General

2017 was a year of great mobilisation for cultural heritage in Europe which led to tangible results. As our President, Maestro Plácido Domingo, highlighted in his foreword, 2017 ended with the official launch of the European Year of Cultural Heritage 2018.The Member States of the European Union, as well as neighbouring countries, launched the Year with enthusiasm and with the crucial support of many civil society organisations committed to heritage. Indeed, this Year is above all a victory for civil society. Europa Nostra is proud to have contributed to this and to have been recognised as one of the European Commission’s key partners, as well as being an active member of the Stakeholders Group of 36 organisations selected to assist the Commission in implementing the Year at European level. Important new political steps were taken in 2017, including the explicit commitment to education and culture (including cultural heritage) by European leaders at the Gothenburg Social Summit (16/11) and the adoption of the first conclusions on these issues by the European Council (14/12). The European Commission’s most recent proposal for a new European Agenda for Culture, with its strong focus on heritage, allows us to envisage an ambitious and concrete follow-up to the European Year of Cultural Heritage with the adoption of a European Action Plan for Cultural Heritage ahead of the 2019 European elections. Europa Nostra, the European Heritage Alliance 3.3 and all of our partners will strongly support these positive developments, notably at the forthcoming European Cultural Heritage Summit that we are co-hosting in Berlin in June

INTRODUCTION BY THE EXECUTIVE PRESIDENT AND THE SECRETARY GENERAL

It is with great confidence that, for the last time, we jointly sign the Europa Nostra Annual Report. Indeed, after nine years, the time has come for the next generation to take over and lead our organisation. In May 2018, Professor Dr. Hermann Parzinger, eminent German archaeologist and President of the Prussian Cultural Heritage Foundation, was elected as the new Executive President of Europa Nostra. He is the ideal person to lead the development of our activities in the years to come, in close cooperation with our teams in The Hague and Brussels, and also with the support of our Board and our Council, and all of you, dear members, colleagues and friends.

In addition to our ever more numerous and varied activities that are organised in the context of our new network project “Shared Heritage - Shared Values” and co-financed by the Creative Europe programme from 2017 to 2021 (including our Annual Congress 2017 in Turku and the Conference “Cultural Heritage Counts for (SouthEastern) Europe” in Belgrade), Europa Nostra is also increasingly called upon on the many fronts of European and international action related to cultural heritage. In Geneva, in collaboration with the Office of the United Nations High Commissioner for Human Rights; in Krakow during the 41st session of the World Heritage Committee; in Malta within the framework of the Maltese Presidency of the EU, and also through closer dialogue with other partners including the world of cultural tourism or that of private foundations. The winners of the EU Prize for Cultural Heritage / Europa Nostra Awards 2017 continue to be exemplary ambassadors of our mission, so remarkable and inspiring are their achievements; and the sites selected for our “7 Most Endangered” programme - including the sites selected for the 2018 list - consistently remind us of the paramount importance of our work for Europe and its heritage, which is still too often under threat. It is therefore with pride and serenity that we close 2017, with a clear view of the scope of our action, the effectiveness of our network and the significance of our impact. All of this has been achieved thanks to the invaluable and voluntary contribution of our President, Maestro Plácido Domingo and the members of our various decision-making and consulting bodies. It has been carried out within a budget that is still far too modest but nonetheless perfectly balanced. We remain confident that the transition at the helm of our organisation will help to ensure the future development and growth of Europa Nostra and of our vast European movement for cultural heritage.We sincerely thank you for your continued and future support 9

C’est avec confiance que nous co-signons ensemble pour la dernière fois un Rapport annuel d’Europa Nostra. En effet, après neuf ans le temps est venu pour la relève à la tête de notre organisation. En mai 2018,Prof.Dr.Hermann Parzinger,éminent archéologue allemand et Président de la Fondation du patrimoine culturel prussien,a été élu comme nouveau Président exécutif d’Europa Nostra.Il est la personne idéale pour accompagner l’essor de notre action dans les années à venir, toujours en étroite coopération avec nos équipes de La Haye et de Bruxelles, et aussi avec le soutien de notre Comité exécutif et de notre Conseil, et de vous tous, chers membres, collègues et amis. 2017 a été une année de grande mobilisation pour le patrimoine culturel en Europe,et aussi une année de réalisation concrète.Comme le souligne notre Président, Maestro Plácido Domingo, dans son introduction, 2017 s’est terminée avec le lancement officiel de l’Année européenne du patrimoine culturel 2018. Les Etats membres de l’Union européenne, mais aussi des pays voisins, ont lancé l’Année avec enthousiasme et avec le soutien primordial de nombreuses organisations de la société civile engagées en faveur du patrimoine. Cette Année est en effet surtout une victoire de la société civile. Europa Nostra est fière d’y avoir contribué et d’avoir été reconnue comme l’un des partenaires clé de la Commission européenne, ainsi que de faire partie du Comité de 36 organisations sélectionnées pour aider la Commission à gérer l’Année au niveau européen. De nouvelles étapes politiques importantes ont été franchies en 2017 dont un engagement explicite pour l’éducation et la culture (le patrimoine culturel compris) de la part des dirigeants européens lors du Sommet social de Göteborg (16/11) et l’adoption des premières conclusions du Conseil européen sur ces sujets (14/12). La toute récente proposition de la Commission européenne pour un nouvel Agenda européen pour la culture, avec une forte dimension patrimoniale, nous permet d’espérer un suivi ambitieux et concret de l’Année européenne du patrimoine culturel avec l’adoption d’un Plan d’action européen pour le patrimoine culturel à la veille des élections européennes de 2019. Europa Nostra, l’Alliance européenne du patrimoine 3.3 et tous nos partenaires s’engageront dans ce sens, notamment lors du prochain Sommet européen du patrimoine

culturel que nous co-organisons en juin à Berlin avec la Fondation du patrimoine culturel prussien (SPK) et le Comité du patrimoine culturel allemand (DNK). Outre nos activités toujours plus nombreuses et variées organisées notamment dans le cadre de notre nouveau projet de réseau“Patrimoine en partage - Valeurs en partage” cofinancé par le programme Europe Créative de 2017 à 2021 - dont notre Congrès annuel 2017 à Turku et la Conférence “le patrimoine culturel compte pour le (sud est) de l’Europe”à Belgrade - Europa Nostra est également de plus en plus sollicitée sur les différents fronts de l’action européenne et internationale relative au patrimoine culturel : à Genève en collaboration avec le Haut-Commissariat des Nations Unies aux droits de l’homme; à Cracovie lors de la 41ème session du Comité du Patrimoine mondial; à Malte dans le cadre de la Présidence maltaise de l’UE, mais également par le biais de dialogues plus étroits avec différents domaines dont le monde du tourisme culturel ou celui des fondations privées. Nos lauréats du Prix du patrimoine culturel de l’UE / Concours Europa Nostra 2017 demeurent des Ambassadeurs exemplaires de notre mission tant leurs réalisations sont remarquables et inspirantes ; et les sites sélectionnés pour notre programme des “7 sites les plus menacés” - dont les sites (pré)sélectionnés pour la liste 2018, nous rappellent chaque jour l’importance primordiale de notre action pour l’Europe et son patrimoine encore trop souvent menacé. C’est donc avec fierté et sérénité que nous refermons l’année 2017 tant du point de vue de l’étendue de notre action, de l’efficacité de notre réseau et de l’importance de notre impact.Tout cela a été mené avec un budget encore beaucoup trop restreint mais parfaitement équilibré, grâce à l’apport précieux et bénévole de notre Président, Maestro Plácido Domingo, et des membres de nos différents organes de décision ou de consultation. Nous restons confiants que la transition à la tête de notre organisation contribuera à l’épanouissement et à l’élargissement futurs d’Europa Nostra et de notre vaste mouvement européen pour le patrimoine culturel et nous vous remercions de votre soutien passé et futur.

2017 saw European Commissioner Tibor Navracsics, together with the President of the European Parliament, Antonio Tajani, the Estonian Minister of Culture, Indrek Saar, the Italian Minister of Culture, Dario Franceschini, the Chair of the Committee on Culture and Education of the European Parliament, Petra Kammerevert, and 800 European civil society representatives from the culture and heritage fields, officially launch the European Year of Cultural Heritage (EYCH) 2018 on 07/12 in Milan (photo 2). Europa Nostra is proud to be among the main stakeholders of the European Union for the Year, together with 35 other organisations - including 17 members of the European Heritage Alliance 3.3 - selected by the European Commission to assist with the implementation of the Year at European level. Europa Nostra and the European Heritage Alliance 3.3 (photo 1) continued to lobby at the highest level of EU policy-making for a stronger recognition of cultural heritage as a positive and cohesive force for Europe. On the occasion of the Maltese Presidency of the EU, Europa Nostra launched its new slogan #Heritage4Europe on 17/03 in Valletta (photo 3). En 2017, le Commissaire européen Tibor Navracsics, entouré du Président du Parlement européen, Antonio Tajani, du Ministre estonien de la Culture, Indrek Saar, du Ministre italien de la Culture, Dario Franceschini, de la Présidente de la Commission de la culture et de l’éducation du Parlement européen, Petra Kammerevert, et de 800 représentants de la société civile européenne des domaines de la culture et du patrimoine, ont officiellement ouvert l’Année européenne du patrimoine culturel 2018 le 7 décembre à Milan (photo 2). Europa Nostra est fière d’être parmi les principaux partenaires de l’Union européenne pour l’Année, aux côtés de 35 autres organisations - dont 17 membres de l’Alliance européenne du patrimoine 3.3 - sélectionnés par la Commission européenne pour aider à la mise en œuvre de l’Année au niveau européen. A l’occasion de la Présidence maltaise de l’UE, Europa Nostra a lancé sa nouvelle campagne #Heritage4Europe le 17 mars à La Valette (photo 3). 12

Several policy milestones were reached throughout 2017, including the adoption of the Rome Declaration on 25/03 by EU Heads of State and the Florence Declaration on 30/03 by the G7 Ministers of Culture. Europa Nostra was also invited to address the Culture Council of the European Union on the role of culture and cultural heritage for the EU’s external relations during their meeting on 23/05 in Brussels when the Culture Ministers adopted Council Conclusions on an ‘EU strategic approach to international cultural relations’ (photo 4). A stronger focus on education and culture at the highest level could also be witnessed during the EU Social Summit held on 17/11 in Gothenburg with an EU leaders’ working lunch dedicated entirely to these topics (photo 5). On the eve of this debate, the Europa Nostra Council applauded this agenda in a statement that also reacted to the European Commission’s Communication ‘Strengthening European Identity through Education and Culture’, published as a contribution to the leaders’ debate, which suggested an EU Action Plan for Cultural Heritage. Another landmark moment was the adoption of the first ever European Council Conclusions related to education and culture on 14/12, giving due reference to the European Year of Cultural Heritage. Plusieurs étapes politiques majeures ont été atteintes en 2017, notamment l’adoption de la Déclaration de Rome le 25 mars par les chefs d’État de l’UE et la Déclaration de Florence le 30 mars par les ministres de la Culture du G7. Europa Nostra a également été invitée à prendre la parole devant le Conseil Culture de l’Union européenne sur le rôle de la culture et du patrimoine culturel dans les relations extérieures de l’UE lors de leur réunion du 23 mai à Bruxelles, lorsque les ministres de la Culture ont adopté des Conclusions du Conseil sur une “approche stratégique de l’UE dans le domaine des relations culturelles internationales” (photo 4). L’accent mis sur l’éducation et la culture au plus haut niveau a également pu être constaté lors du Sommet social de l’UE qui s’est tenu le 17 novembre à Göteborg avec un déjeuner de travail des dirigeants de l’UE entièrement consacré à ces sujets (photo 5). La veille de ce débat, le Conseil d’Europa Nostra a salué cet ordre du jour dans une déclaration qui a également réagi à la Communication de la Commission européenne “Renforcer l’identité européenne par l’éducation et la culture”, publiée en tant que contribution au débat des dirigeants, qui proposait un plan d’action de l’UE pour le patrimoine culturel. 13

2017 was also marked by a closer cooperation with the Office of the United Nations High Commissioner for Human Rights, which invited Europa Nostra’s Secretary General to moderate the intersessional seminar ‘Cultural rights and the protection of cultural heritage’ on 07/07 in Geneva (photo 6), and by the launch of the ‘Krakow initiative’ during the 41st session of the World Heritage Committee in July to promote a more structured dialogue with civil society on World Heritage matters (photo 7).

In 2017, expert juries examined 202 applications from 39 countries for the EU Prize for Cultural Heritage / Europa Nostra Awards. 29 winners from 18 countries across Europe were recognised for their impressive accomplishments in Conservation, Research, Dedicated Service, and Education, Training and Awareness-Raising. In addition, the Europa Nostra Awards were presented to two outstanding projects from Switzerland and Turkey, European countries not taking part in the EU Creative Europe programme. The winners were celebrated at the European Heritage Awards Ceremony (photo 1) held on 15/05 at St. Michael’s Church in Turku, Finland. Around 800 people from all over Europe paid tribute to this year’s most remarkable heritage achievements. In their addresses, Europa Nostra’s President Plácido Domingo and European Commissioner for Culture Tibor Navracsics emphasised the vital role that cultural heritage has to play in creating a stronger and more inclusive Europe. During the Ceremony, Maestro Domingo and Commissioner Navracsics alternately presented the 7 Grand Prix, selected by the juries and entitled to receive € 10,000 each. Europa Nostra’s Executive President Denis de Kergorlay introduced the winner of the Public Choice Award, chosen in an online poll. En 2017,nos jurys d’experts ont examiné 202 dossiers de 39 pays différents pour le Prix du patrimoine culturel de l’UE / Concours Europa Nostra. 29 gagnants issus de 18 pays en Europe ont été récompensés pour leurs réalisations modèles en matière de conservation, recherche, contribution exemplaire et éducation, formation et sensibilisation. En outre, des prix Europa Nostra ont été décernés à deux projets remarquables de Suisse et de Turquie, pays européens ne participant pas au programme Europe Créative de l’UE. Les lauréats ont été célébrés lors de la Cérémonie de remise des Prix européens du patrimoine (photo 1) qui s’est tenue le 15 mai à l’église Saint-Michel de Turku en Finlande. A series of Local Award Ceremonies took place across Europe from May to December, gathering in total some 3,500 people and attracting extensive media coverage at national level. The joint ceremony for the Baroque Complex and Gardens in Kuks – Grand Prix winner in the category Conservation – and the Educational Programme for Czech Cultural Heritage was held on 01/09 in Kuks, Czech Republic (photo 2). The exemplary rehabilitation of the Ancient city of Karthaia in the Island of Kea, Greece, was celebrated on 15-16/09 (photo 3). The Hungarian folklore collector Mr. Zoltán Kallós received an Award in the category Dedicated Service and the Public Choice Award from Commissioner Navracsics at a moving ceremony held on 18/05 in his hometown of Rascruci in Cluj County, Romania (photo 4). The Awards plaque was unveiled at St. Martin’s Chapel in Stari Brod, Croatia, by Europa Nostra’s Executive Vice-President John Sell on 22/05 (photo 5). Une série de cérémonies locales de remise des prix a pris place à travers toute l’Europe de mai à décembre, rassemblant au total quelque 3.500 personnes et attirant une large couverture médiatique au niveau national. La cérémonie conjointe pour l’ensemble baroque et les jardins de Kuks - Grand Prix dans la catégorie Conservation - et le programme éducatif pour le patrimoine culturel tchèque a eu lieu le 1 septembre à Kuks en République tchèque (photo 2). La réhabilitation exemplaire de l’ancienne ville de Karthaia dans l’île de Kea en Grèce a été célébrée les 15 et 16 septembre (photo 3). Le collectionneur de folklore hongrois M. Zoltán Kallós a reçu son prix de la catégorie Contribution exemplaire ainsi que le Prix du Public des mains du Commissaire Navracsics lors d’une cérémonie émouvante qui s’est tenue le 18 mai dans sa ville natale de Rascruci dans le département de Cluj en Roumanie (photo 4). The Rode Altarpiece Research and Conservation Project received an Award in the category Research at a festive event held on 13/10 at the Niguliste Museum in Tallinn, Estonia (photo 6). For the first time, a Grand Prix in the category Education, Training and AwarenessRaising was presented in Cyprus to the Centre of Visual Arts and Research in Nicosia. A memorable ceremony, which brought together some 350 people from all communities of Cyprus, took place at the Centre on 14/09 (photo 7). The World Heritage City of Dubrovnik, Croatia, hosted The Best in Heritage Conference from 28-30/09. The event showcased 42 innovative projects from across the world, including 7 winners of the EU Prize for Cultural Heritage / Europa Nostra Awards 2016.

Le projet de recherche et de conservation du retable Rode a reçu un prix dans la catégorie Recherche lors d’un événement festif qui s’est tenu le 13 octobre au Musée Niguliste à Tallinn en Estonie (photo 6). Pour la première fois, un Grand Prix dans la catégorie Éducation, formation et sensibilisation a été présenté à Chypre au Centre d’arts visuels et de recherche de Nicosie. Une cérémonie mémorable, qui a réuni quelque 350 personnes de toutes les communautés de Chypre, a pris place au Centre le 14 septembre (photo 7). La ville de Dubrovnik en Croatie, classée au patrimoine mondial, a accueilli la conférence The Best in Heritage du 28 au 30 septembre. In 2017, civil society organisations and public bodies from 16 European countries submitted nominations for the 4th edition of the 7 Most Endangered programme. Independent experts in various fields met to discuss the applications and devise a shortlist on 13-15/11 in Tallinn, Estonia. The 12 most endangered heritage sites in Europe (photo 1) shortlisted for the 4th edition of the programme are: the Historic Centre of Gjirokastra, Albania; the Post-Byzantine Churches in Voskopoja and Vithkuqi, Albania; the Historic Centre of Vienna, Austria; the Coal Preparation Plant in Beringen, Belgium; the Buzludzha Monument, Bulgaria; the Aerial Cableway Network in Chiatura, Georgia; the David Gareji Monasteries and Hermitage, Georgia; the Castle of Sammezzano, Tuscany, Italy; the Constanta Casino, Romania; the Prehistoric Rock-Art Sites in the province of Cadiz, Spain; the Prinkipo Greek Orphanage, Princes’ Islands, Turkey; and the Grimsby Ice Factory, United Kingdom. En 2017, des organisations de la société civile et des organismes publics de 16 pays européens ont soumis des candidatures pour la 4ème édition du programme des “7 sites les plus menacés”. Des experts indépendants de formations diverses se sont réunis pour discuter des candidatures et établir une liste restreinte du 13 au 15 novembre à Tallinn en Estonie. Representatives from Europa Nostra and the European Investment Bank Institute convened on 15/11 in The Hague in the Netherlands to take stock of their flagship programme and to discuss the way forward. Delegates from several organisations that nominated sites for the first three editions of the 7 Most Endangered programme contributed to the meeting (photo 2). “There is general agreement that the 7 Most Endangered programme has run rather well over its existence of 5 years. A total of 22 heritage landmarks from 15 countries were selected. When European expertise is combined with a strong involvement at the local and national levels, the results turned out to be quite impressive and significantly contributed to a number of threatened sites moving out of the ‘danger zone’,” stated Europa Nostra’s Board Member Guy Clausse at the meeting. In November, we supported the petition to save Patarei Sea Fortress in Tallinn. In September, heritage and financial experts from Europa Nostra and its partners went on mission to the Convent of St. Anthony of Padua in Spain (photo 3) and published their technical report shortly after. Les représentants d’Europa Nostra et de l’Institut de la Banque européenne d’investissement se sont réunis le 15 novembre à La Haye aux Pays-Bas, pour faire le point sur ce programme phare et discuter de son futur. Les délégués de plusieurs organisations ayant nommé des sites pour les trois premières éditions du programme de “7 sites les plus menacés” ont contribué à la réunion (photo 2). “Il y a un accord général sur le fait que le programme des “7 sites les plus menacés”a plutôt bien fonctionné au cours de ses cinq années d’existence. Un total de 22 sites patrimoniaux de 15 pays différents a été sélectionné. Lorsque l’expertise européenne est combinée à une forte implication aux niveaux local et national, les résultats se sont révélés assez impressionnants et ont contribué de manière significative à déplacer un certain nombre de sites menacés hors de la “ zone dangereuse “, a déclaré Guy Clausse, membre du Comité de direction d’Europa Nostra, lors de la réunion. En novembre, nous avons soutenu la pétition pour sauver la Forteresse maritime de Patarei à Tallinn. En septembre, des experts financiers et patrimoniaux d’Europa Nostra et de ses partenaires se sont rendus en mission au Couvent de Saint Antoine de Padoue en Espagne (photo 3) et ont publié leur rapport technique peu après. 21

In June, the Board of Europa Nostra issued a statement on the Ancient city of Hasankeyf and its surroundings in Turkey (photo 4), urging the national authorities to adhere to the standards of heritage protection that are included in the European Conventions. In May, European experts went on an excursion to Helsinki-Malmi Airport in Finland (photo 5) and Europa Nostra sent a message on the significance of Malmi Airport to the Finnish Parliament and the Helsinki City Council. From February to April, the technical and financial reports for the rehabilitation of the archaeological site of Ererouyk in Armenia (photo 6), the Kampos of Chios in Greece and Colbert Swing Bridge in Dieppe in France were published. In 2017, Europa Nostra and its President Maestro Plácido Domingo gave their high patronage to the campaign to save the House of Bizet in Bougival, near Paris (photo 7).

En juin, le Comité de direction d’Europa Nostra a publié une déclaration sur l’ancienne ville d’Hasankeyf et ses environs en Turquie (photo 4), exhortant les autorités nationales à adhérer aux normes de protection du patrimoine reprises dans les Conventions européennes. In 2017, Europa Nostra undertook and participated in a series of networking and outreach activities, mobilising its members, partners and supporters and engaging with a broad range of stakeholders throughout Europe. Our European Heritage Congress took place from 11-15/05 in Turku, the historic capital of Finland, and coincided with the celebration of the country’s centenary of independence. The Congress provided an inspiring platform for networking and debating on the latest European developments related to heritage. On 13/05 at the University of Turku, Europa Nostra Finland held an interesting Forum on citizens’ participation in decision making related to heritage, during which experts, professionals and activists in the fields of heritage and cultural rights presented innovative cases from various European countries. The full-day Forum concluded with a boat cruise to Seili Island in the Turku Archipelago (photo 1), which generated further discussion on the subject, and opened with an enchanting performance of Finnish traditional folk music given by children (photo 3). The presentation of the Turku Manifesto on the same topic was made the next day in the presence of Markku Markkula, President of the European Committee of the Regions (photo 2). On 12/05, Europa Nostra held a debate on the European Year of Cultural Heritage 2018 with the participation of representatives from civil society organisations, national coordinators and EU institutions, who shared their views on and plans for the Year (photo 4). From 15-17/06, Belgrade hosted the conference “Cultural Heritage Counts for (South-East) Europe” and capacity-building days on “Education and Citizens Engagement” (photo 5). Organised by Europa Nostra, Europa Nostra Serbia and the South East European Heritage Network, these events gathered more than 150 experts and stakeholders from the region and other parts of Europe in discussing the approaches and challenges in measuring the impact of cultural heritage on the economy, society, culture and the environment. During the conference, the Serbian Edition of the Executive Summary of the Report “Cultural Heritage Counts for Europe” was presented. Together with our country representation in Portugal, Centro Nacional de Cultura, we presented the Helena Vaz da Silva European Award 2017 to the German film director Wim Wenders at a ceremony held on 24/10 in Lisbon, in the presence of the President of the Portuguese Republic Marcelo Rebelo de Sousa (photo 6). “Our heritage in all its diversity is the true backbone for the future of Europe,”stated Wenders in his impassioned speech. The Jury also gave a Special Recognition to Silvia Costa, Member of the European Parliament from Italy. On 07/04, in Lisbon, Europa Nostra and the Calouste Gulbenkian Foundation held the second meeting of the “Foundations4Heritage” initiative. 37 representatives from 21 European foundations and other relevant institutions active in the heritage field contributed to the meeting (photo 7).

Country Representations | Délégations nationales A growing number of Country Representations has been, or is in the process of being established to represent and promote the interests of Europa Nostra in individual countries. They seek to ensure the best possible two-way communication between members in their country and Europa Nostra’s main decision-making bodies and the International Secretariat in The Hague and in Brussels. Country representations provide valuable support to the various aspects of Europa Nostra’s work (Policy matters, Heritage in Danger, Heritage Awards) and they contribute to an increased visibility of Europa Nostra through effective membership drives, successful fundraising efforts, and by organising local Europa Nostra events (lectures, debates, local award ceremonies, visits).

Nous avons un réseau croissant de délégations nationales (existantes ou en cours de formation) qui ont la tâche de représenter et de promouvoir les intérêts d’Europa Nostra dans leur propre pays. Introduction The financial statements of 2017 have been audited by our auditors AUREN who have examined these statements and issued an external auditor’s report. Thanks to the financial support of our individual members, member organisations, associated organisations and our benefactors, as well as thanks to the sound financial management a modest positive financial result of € 7.535 could be achieved. Although this a satisfactory result from a financial point of view, I have to restate my remark made in my report of last year that Europa Nostra needs to look for additional sources of income to enable our organisation to meet its ambitious goals. Income Our total income amounts to € 1.115.498 (2016 € 1.176.280). General income € 464.433 is € 23.138 lower than in 2016. The total of membership contributions equals the level of 2016, but net donations and support are some € 36.000 less than in 2016. In 2016 this item included a special donation of € 20.000 while a total of so called five-year annuity payments amounting to some € 16.000 came to an end in 2016. The other income refers to contributions for special events, which were € 15.747 higher than in 2016. Income from Activities is € 38.000 less than in 2016.The European Commission grants (European Heritage Awards Programme and Network Projects ‘Mainstreaming Heritage’ and ‘Sharing Heritage, Sharing Values’) are in line with the commitments (€ 10.415 less than in 2016), but in 2016 Europa Nostra did receive additional support of € 50.000 for the organisation of Local Award ceremonies, while in 2017 this support amounted to € 22.043. The income related to the annual congress and ceremony in Turku is equal to the same type of income in 2016. Expenditure Total expenditures amounts to € 1.106.062, € 53.577 less than in 2016 (€ 1.159.639). General expenditure is € 33.400 lower than in 2016. The total personnel expenses were € 47.449 higher than in 2016, the main factors being that in 2016 one staff member was employed for only part of the year, one staff member received a 25-years jubilee reward, and pension adjustments did require an additional payment to the insurance company. A higher part of the personnel expenses (€ 64.478) could be allocated to the heritage awards and network programmes, both funded by the European Commission. The expenses of Office and Administration were some € 12.000 lower than in 2016, mainly due to lower audit fees. PR and Communication costs were € 6.800 lower than in 2016. In 2017, the general expenditure amounts to 25,2 % of total expenditure (27% in 2016). Consequently, the Expenditure on Activities amounts to 74,8 % of total expenditure (73 % in 2016). The total expenses of the International Secretariat in The Hague and Brussels amount to € 705.750 (€ 647.587 in 2016), an increase of 9 %. If the amount of € 47.449 for non-structural expenses is deducted then the Secretariat-related expenses increased by only 1,65 %. This proves that the cost control within the organisation remained on a good level.

Result The financial surplus for the year is € 7.535. After allocation of € 5.487 to two labelled funds, Hans de Koster Fund and Youth Fund, an amount of € 2.048 can be appropriated to the General Reserve. On 31 December 2017, the General Reserve amounts to € 191.396 (€ 189.348 in 2016). This is in line with the Board’s intention to further strengthen the financial position of Europa Nostra. Risk Analysis and Risk Mitigation Potential operational, financial and reputational risks identified are: discontinuity of the European Commission grants, illness or departure of key staff; not being capable to fulfill the obligations inherent to the EU-funded projects; reduced income from individuals, foundations and organisations; incapability to raise sufficient additional income; unintentional damage to the reputation of Europa Nostra as a result of an omission or mistake made as a consequence of a ever-growing number of simultaneous tasks. However, the positive atmosphere, competence, dedication and energy within the Europa Nostra team composed of professionals and volunteers, as well as the high appreciation Europa Nostra’s work receives internally and externally for the content, quality, importance and impact of its achievements, reduce to a certain extent the probability of these risks materialising.The Board and the International Secretariat are fully aware of those risks and address very seriously the various items mentioned above. The coming into force of the extended EU privacy regulation as of 25 May 2018 has had full attention during 2017 and proper measures have been taken or planned for a correct implementation of this regulation. Looking Ahead 2018 is the European Year of Cultural Heritage. Europa Nostra, as one of the main promoters of this European Year, plays an important role representing civil society. As a core activity, Europa Nostra will co-host with Deutsches Nationalkomittee für Denkmalschutz and Stiftung Preussischer Kulturbesitz the first ever European Cultural Heritage Summit from 18-24 June 2018 in Berlin. We are confident that this year will also provide the opportunity to convince more individuals, NGOs, private foundations and companies from all over Europe, to share our important goals by becoming members, partners or supporters of Europa Nostra on a longer-term basis. Acknowledgments Europa Nostra can only fulfill its important tasks through the ongoing material and/or financial support of its members, volunteers, partners, advisors, donors and sponsors. Introduction Les états financiers de 2017 ont été audités par nos auditeurs AUREN qui les ont examinés pour publier leur rapport d’audit externe. Grâce au soutien financier de nos membres individuels, organisations membres, organisations associées et de nos bienfaiteurs, ainsi qu’à une bonne gestion financière, un modeste résultat financier positif de 7.535 € a pu être atteint. Bien qu’il s’agisse d’un résultat satisfaisant d’un point de vue financier, je dois répéter la remarque que j’ai faite dans mon Rapport de l’année dernière, à savoir qu’Europa Nostra doit continuer à chercher des sources de revenus supplémentaires pour permettre à l’organisation d’atteindre ses objectifs ambitieux.

Analyse et atténuation des risques Les potentiels risques opérationnels, financiers et de réputation identifiés sont les suivants : discontinuité des subventions de la Commission européenne, maladie ou départ de membres clé du personnel ; incapacité à remplir les obligations inhérentes aux projets financés par l’UE ; diminution des revenus provenant des particuliers, fondations et organisations ; incapacité à générer des revenus supplémentaires suffisants ; atteinte involontaire à la réputation d’Europa Nostra en raison d’une omission ou d’une erreur résultant du nombre sans cesse croissant de tâches à gérer simultanément. Cependant, l’atmosphère positive, la compétence, le dévouement et l’énergie au sein de l’équipe d’Europa Nostra, composée de professionnels et de bénévoles, ainsi que la grande reconnaissance que le travail d’Europa Nostra reçoit en interne et en externe pour le contenu, la qualité, l’importance et l’impact de ses réalisations,réduisent dans une certaine mesure la probabilité que ces risques se matérialisent. Le Comité exécutif et le Secrétariat international sont pleinement conscients de ces risques et sont très attentifs aux différents points mentionnés ci-dessus. L’entrée en vigueur du règlement européen étendu sur la protection de la vie privée à compter du 25 mai 2018 a retenu toute l’attention en 2017 et des mesures appropriées ont été prises ou prévues pour sa mise en œuvre correcte. Perspectives d’avenir 2018 est l’Année européenne du patrimoine culturel. Europa Nostra - qui est l’un des principaux promoteurs de cette Année européenne - joue un rôle important de représentation de la société civile. Europa Nostra coo-rganise avec le Comité du patrimoine culturel allemand (DNK) et la Fondation pour le patrimoine culturel prussien (SPK) le tout premier Sommet européen du patrimoine culturel du 18 au 24 juin 2018 à Berlin. Nous sommes convaincus que cette année sera également l’occasion de convaincre davantage de particuliers, d’ONG, de fondations privées et d’entreprises de toute l’Europe de partager nos objectifs importants en devenant membres, partenaires ou sympathisants d’Europa Nostra sur le long terme. Remerciements Europa Nostra ne peut faire son travail que grâce au soutien matériel et/ou financier continu de ses membres,bénévoles,partenaires,conseillers,donateurs et sponsors. BERLIN 2018 Europa Nostra together with the German Cultural Heritage Committee (DNK) and the Prussian Cultural Heritage Foundation (SPK) organised and hosted the first ever European Cultural Heritage Summit from 18-24 June in Berlin. The Summit has been recognised by the European Union as one of the highlights of the European Year of Cultural Heritage 2018. The Summit’s hosts held the main events on 21-22 June, namely the European Policy Debate ‘Sharing Heritage - Sharing Values’, with the launch of the ‘Berlin Call’ promoting an ambitious European Agenda and Action Plan for Cultural Heritage as a lasting legacy of the European Year; the European Heritage Awards Ceremony, in honour of the winners of the EU Prize for Cultural Heritage / Europa Nostra Awards 2018; the Heritage Excellence Fair, with presentations by the Award winners; and the Open Heritage Evening, with visits to the Pergamon Museum, the Neues Museum and the Alte Nationalgalerie.The Summit programme included some 50 events organised by renowned European and German institutions and associations from the wider field of cultural heritage. The Summit was supported by numerous public and private partners from Germany as well as by the Creative Europe programme of the European Union.

Le programme du Sommet comprenait une cinquantaine d’événements organisés par des institutions européennes et allemandes de renom et des associations du domaine plus large du patrimoine culturel. Le Sommet a été soutenu par de nombreux partenaires publics et privés allemands ainsi que par le programme Europe Créative de l’Union européenne.
