Europa Nostra is the European voice of civil society committed to safeguarding and promoting cultural and natural heritage. It is a pan-European federation of heritage NGOs, supported by a wide network of public bodies, private companies and individuals, covering over 40 countries. Europa Nostra maintains close relations with the European Union, the Council of Europe, UNESCO and other international bodies.

INTRODUCTION BY THE EXECUTIVE PRESIDENT AND THE SECRETARY GENERAL

Although 2021 continued to be dominated by the challenges posed by COVID-19, despite renewed lockdowns and restrictions and thanks to the lessons learnt in 2020, Europa Nostra remained as active as ever on so many fronts to make sure that cultural heritage is duly recognised as a powerful catalyst for a New European Renaissance and as a vector to achieve a more humane, sustainable, inclusive and more beautiful Europe.

The beginning of the year 2021 was marked by the launch of the pioneering New European Bauhaus initiative by the European Commission, which added a much-needed cultural dimension to the European Green Deal. Europa Nostra was honoured to have been selected among the first official partners of the New European Bauhaus, thus promoting cultural heritage as an inspiring framework for social cohesion and sustainable lifestyles which contribute greatly to the wellbeing of citizens and their communities.

Ever since the publication of our European Cultural Heritage Green Paper “Putting Europe’s shared heritage at the heart of the European Green Deal”, we have been fully committed to highlighting the relevance of cultural heritage-led climate action. Building on the analysis and recommendations formulated in our Green Paper, Europa Nostra actively contributed to four heritage-related events organised in the framework of the 26th UN Climate Change Conference of the Parties (COP26) in Glasgow. The election of Europa Nostra as the new Regional Co-Chair of the Climate Heritage Network for Europe and the Commonwealth of Independent States at the end of 2021 was a true milestone in our Heritage4Climate mobilisation to further unleash the potential of cultural heritage to tackle this generation’s defining task - climate change.

In September 2021, Europa Nostra hosted a successful hybrid European Cultural Heritage Summit in Venice. Despite safety restrictions regarding the number of participants, it was the first and largest physical event of its kind since the outbreak of the pandemic. Some 10 events were organised by Europa Nostra and our European, Italian and Venice-based partners. At the concluding event of the Summit

and as a concrete policy outcome, we launched the Venice Call to Action: “For a New European Renaissance” as a strong plea to leaders at all levels of governance and heritage stakeholders to duly integrate culture and cultural heritage in their ongoing and future priorities. Venice and its Lagoon encapsulate many of the challenges that our continent is confronted with: from the climate change crisis to the urgent need for more sustainable development models. On the symbolic occasion of Venice’s 1600th anniversary, we brought together cultural heritage, civic, academic and economic voices to reflect on the future of Venice and its Lagoon during the event

Bien que l’année 2021 ait continué à être dominée par les défis posés par le Covid-19, malgré de nouveaux confinements et restrictions, et grâce aux leçons apprises en 2020, Europa Nostra est restée plus active que jamais sur de nombreux fronts pour s’assurer que le patrimoine culturel soit dûment reconnu comme un puissant catalyseur pour une nouvelle Renaissance européenne et comme un vecteur pour construire une Europe plus humaine, durable, inclusive et belle.

Le début de l’année 2021 a été marqué par le lancement de l’initiative inédite du nouveau Bauhaus européen par la Commission européenne, qui a ajouté une dimension culturelle indispensable au Pacte vert européen. Europa Nostra a été honorée d’avoir été sélectionnée parmi les premiers partenaires officiels du nouveau Bauhaus européen, promouvant ainsi le patrimoine culturel comme un cadre inspirant pour la cohésion sociale et les modes de vie durables qui contribuent grandement au bien-être des citoyens et de leurs communautés.

Depuis la publication de notre Livre vert sur le patrimoine culturel européen intitulé «Placer le patrimoine européen partagé au cœur du pacte vert pour l’Europe», nous nous sommes pleinement engagés à souligner la nécessité d’une action climatique basée sur le patrimoine culturel. S’appuyant sur l’analyse et les recommandations formulées dans notre Livre vert, Europa Nostra a activement contribué à quatre événements liés au patrimoine organisés dans le cadre de la 26ème Conférence des Parties des Nations Unies sur le changement climatique (COP26) à Glasgow. L’élection d’Europa Nostra en tant que nouvelle co-Présidente régionale du Réseau Patrimoine Climatique pour l’Europe et la Communauté des États indépendants à la fin de l’année 2021 a constitué un véritable jalon dans notre mobilisation Heritage4Climate visant à exploiter davantage le potentiel du patrimoine culturel pour s’attaquer à la tâche fondamentale de cette génération : le changement climatique.

En septembre 2021, Europa Nostra a organisé à Venise un Sommet européen du patrimoine culturel hybride, qui a été couronné de

succès. Malgré les restrictions de sécurité concernant le nombre de participants, il s’agissait du premier et du plus grand événement physique de ce type depuis le début de la pandémie. Une dizaine d’événements ont été organisés par Europa Nostra et nos partenaires européens, italiens et vénitiens. Lors de l’événement de clôture du Sommet et comme résultat politique concret, nous avons lancé l’Appel de Venise : «Pour une nouvelle renaissance européenne», un vibrant plaidoyer auprès des dirigeants à tous les niveaux de gouvernance et des acteurs du patrimoine pour qu’ils intègrent dûment la culture et le patrimoine culturel dans leurs priorités actuelles et futures. During a European Heritage Awards Ceremony held in the frame of the Summit in Venice, the European Commission and Europa Nostra celebrated Europe’s best heritage achievements, including 24 Awards Winners from 18 countries and announced the two recipients of the second edition of the ILUCIDARE Special Prizes.

Our Venice Summit was a Summit of togetherness and hope, and the year 2021 closed hopeful for the new year to continue the process of recovery from the pandemic for our continent, countries, cities and regions. At the time of writing and as the deplorable war in Ukraine continues, we face another crisis: one in which Europe’s fundamental values of peace, human rights, democracy, rule of law and respect for our shared history and cultural heritage are severely threatened. More than ever, we thank our members and partners for their support, trust and solidarity, which allow us to successfully build bridges across actors, sectors and countries and stay, in trying times, active and united.

Notre sommet de Venise a été un Sommet de rassemblement et d’espoir, et l’année 2021 s’est clôturée sur l’espoir de voir se poursuivre le processus de récupération de la pandémie pour notre continent, nos pays, nos villes et nos régions. À l’heure où nous écrivons ces lignes et alors que la tragique guerre en Ukraine se prolonge, nous sommes confrontés à une autre crise : une crise dans laquelle les valeurs fondamentales de l’Europe que sont la paix, les droits de l’homme, la démocratie, l’État de droit et le respect de notre histoire et de notre patrimoine culturel communs sont gravement menacées. Plus que jamais, nous remercions nos membres et partenaires pour leur soutien, leur confiance et leur solidarité, qui nous permettent de construire avec succès des ponts entre les acteurs, les secteurs et les pays et de rester, en ces temps difficiles, actifs et unis.

POLICY

In the first months of 2021, Europa Nostra convened a series of meetings with high-level EU leaders to take stock on the latest policy developments and key priorities of the European Union, including European Commissioner for Innovation, Research, Culture, Education and Youth, Mariya Gabriel; European Commissioner for Cohesion and Reforms, Elisa Ferreira; and European Commission Vice-President and Commissioner for Democracy and Demography, Dubravka Šuica. In January, the European Parliament’s Plenary adopted an ambitious report on the legacy of the European Year of Cultural Heritage 2018 (photo 2), to which Europa Nostra extensively contributed.

On 5 March, Europa Nostra was selected among the first partners of the New European Bauhaus (NEB) initiative launched by the European Commission, which aims at bringing the European Green Deal closer to citizens and creating more beautiful, sustainable and inclusive living spaces. Throughout the year, Europa Nostra actively supported this initiative, including by setting up a dedicated NEB Taskforce and contributing to the first high-level NEB Conference (image 3) organised by the European Commission in April.

Au cours des premiers mois de 2021, Europa Nostra a organisé une série de réunions avec d’importants dirigeants européens pour faire le point sur les derniers développements politiques et les principales priorités de l’Union européenne, notamment avec la Commissaire européenne à l’innovation, la recherche, la culture, l’éducation et la jeunesse, Mariya Gabriel, la Commissaire européenne à la cohésion et aux réformes, Elisa Ferreira, et la Vice-présidente de la Commission européenne et Commissaire à la démocratie et à la démographie, Dubravka Šuica. En janvier, la plénière du Parlement européen a adopté un rapport ambitieux sur l’héritage de l’Année européenne du patrimoine culturel 2018 (photo 2) auquel Europa Nostra a largement contribué. MOS and the Climate Heritage Network, with the input of other members of the European Heritage Alliance and supported by the European Investment Bank Institute and the EU Creative Europe programme – was launched during a successful webinar. This groundbreaking paper correlates the contribution of cultural heritage to all key areas of the European Green Deal and proposes a series of concrete recommendations both for policy-makers and for cultural heritage stakeholders. Since then, Europa Nostra has widely promoted the paper as a basis for its advocacy efforts on climate action. On 14 April, Europa Nostra, as coordinator of the European Heritage Alliance, convened a special policy meeting of the Alliance two months before the 10th anniversary of this sectoral platform.

On 9 May, on the occasion of Europe Day, Europa Nostra – together with the other members of the Alliance – launched a call to organise citizens debates on the future of Europe in cultural heritage sites across Europe as a meaningful contribution both to the Conference on the Future of Europe and to the New European Bauhaus. In this frame, the debate “For a Europe of Culture and Heritage: from Words to Actions” (photo 5) took place on 20 October in Paris, prior to the French Presidency of the Council of the European Union. It was organised by Europa Nostra, the Collège des Bernardins and the Jacques Delors Institute

Ce document novateur met en corrélation la contribution du patrimoine culturel à tous les domaines clés du Pacte vert européen et propose une série de recommandations concrètes à la fois pour les décideurs politiques et pour les acteurs du patrimoine culturel. Depuis lors, Europa Nostra a largement promu ce document comme fondement de ses efforts de plaidoyer sur l’action climatique. Le 14 avril, Europa Nostra, en tant que coordinateur de l’Alliance européenne du patrimoine, a convoqué une réunion politique spéciale de l’Alliance, deux mois avant le 10ème anniversaire de cette plateforme sectorielle.

Le 9 mai, à l’occasion de la Journée de l’Europe, Europa Nostra - avec les autres membres de l’Alliance - a lancé un appel à l’organisation de débats citoyens sur l’avenir de l’Europe dans des sites du patrimoine culturel à travers l’Europe, comme une contribution significative à la fois à la Conférence sur l’avenir de l’Europe et au nouveau Bauhaus européen. Dans ce cadre, le débat «Pour une Europe de la culture et du patrimoine : des paroles aux actes» (photo 5) a eu lieu le 20 octobre à Paris, en amont de la Présidence française du Conseil de l’Union européenne. Il était organisé par Europa Nostra, le Collège des Bernardins et l’Institut Jacques Delors.

On 24 September, Europa Nostra successfully hosted the European Heritage Policy Agora “From the New European Bauhaus to the New European Renaissance” as one of the highlights of its Summit in Venice. As a concrete outcome, the Venice Call to Action “For a New European Renaissance” was presented (photo 1). This Call makes a strong plea to European leaders at all levels of governance and to all heritage actors to duly integrate the transformative power of culture and heritage among the strategic priorities for the reshaping of our societies.

On 1 November, Europa Nostra was appointed as the new Regional Co-Chair of the Climate Heritage Network (CHN) for Europe and the Commonwealth of Independent States during the CHN 2021 General Assembly held in the framework of the 26th UN Climate Change Conference of the Parties (COP26) in Glasgow. Europa Nostra also contributed to four heritage-related events organised in the framework of the COP26 (image 6)

On 30 November, Europa Nostra’s Secretary General addressed the Education, Youth, Culture and Sports Council of the European Union – composed of EU Ministers in charge of Culture –, as a special guest during its meeting in Brussels (photo 7). During this important meeting, Sneška Quaedvlieg-Mihailovic presented the key messages of the Venice Call as well as Europa Nostra’s vision for a heritage-led renaissance of Europe.

Cet Appel plaide avec force auprès des dirigeants européens à tous les niveaux de gouvernance et auprès de tous les acteurs du patrimoine pour qu’ils intègrent dûment le pouvoir de transformation de la culture et du patrimoine parmi les priorités stratégiques de la refonte de nos sociétés. Le 1er novembre, Europa Nostra a été nommée nouvelle co-Présidente régionale du Réseau Patrimoine Climatique (CHN) pour l’Europe et la Communauté des États indépendants lors de l’Assemblée générale du CHN 2021 qui s’est tenue dans le cadre de la 26ème Conférence des Parties des Nations unies sur le changement climatique (COP26) à Glasgow. In 2021, a total of 166 applications were submitted to the European Heritage Awards / Europa Nostra Awards by organisations and individuals from 34 countries across Europe. All entries were assessed in situ by independent experts, and then judged by one of the four Heritage Awards Juries during a series of online meetings, one for each category of entry: Conservation; Research; Dedicated Service to Heritage by Organisations and Individuals; and Education, Training and Awareness-Raising. 24 projects and initiatives from 18 countries were selected to receive the Awards (photo collage 1).

The winners were celebrated at the European Heritage Awards Ceremony held on 23 September in Venice (photo 2). The ceremony welcomed 220 guests in person and was followed live by hundreds of people. It was co-hosted by Sneška Quaedvlieg-Mihailovic, Secretary-General of Europa Nostra, and Alberto Toso Fei, renowned Italian journalist, writer and historian. Mariya Gabriel, European Commissioner for Innovation, Research, Culture, Education and Youth, and Hermann Parzinger, Executive President of Europa Nostra, delivered inspiring messages to all of the winners. The ceremony was accompanied by a musical programme performed by musicians of the European Union Youth Orchestra (photo 3).

En 2021, un total de 166 candidatures ont été soumises aux Prix européens du patrimoine / Prix Europa Nostra par des organisations et des particuliers en provenance de 34 pays d’Europe. Toutes les candidatures ont été évaluées in situ par des experts indépendants, puis jugées par l’un des quatre jurys des Prix du patrimoine lors d’une série de réunions en ligne, une pour chaque catégorie de candidature : Conservation ; Recherche ; Service dédié au patrimoine par des organisations et des particuliers ; et Éducation, formation et sensibilisation. 24 projets et initiatives en provenance de 18 pays ont été sélectionnés pour recevoir les Prix (collage photos 1)

Les lauréats ont été célébrés lors de la cérémonie européenne de remise des Prix qui s’est tenue le 23 septembre à Venise (photo 2). The four Grand Prix laureates and the Public Choice Award winner were announced during the ceremony. The Grand Prix were awarded to the Wooden Church of Ursi Village (Romania), FIBRANET – FIBRes in ANcient European Textiles (Denmark / Greece), the Technical Committee on Cultural Heritage (Cyprus) and The Invention of a Guilty Party (Italy) (photo 4). The Public Choice Award went to the Wooden Church of Ursi Village (Romania). The project, awarded in the category Conservation, was selected by the general public across the world. Over 7,000 people cast their votes for their favourite winner.

The two winners of the ILUCIDARE Special Prizes 2021 were also announced at the ceremony: HAP4MARBLE - Marble Conservation by Hydroxyapatite (Italy), for excellence in heritage-led innovation; and EU-LAC Museums − Museums, Community & Sustainability in Europe, Latin America and the Caribbean (United Kingdom), for excellence in heritage-led international relations. Because the European Heritage Awards Ceremony 2020 was held entirely online due to COVID-19, a special moment was also created during the ceremony in Venice to celebrate the 2020 recipients of the Grand Prix, Public Choice Award and ILUCIDARE Special Prizes.

Les quatre lauréats des Grand Prix et le gagnant du Prix du Public ont été annoncés au cours de la cérémonie. Les Grands Prix ont été décernés à l’église en bois du village d’Ursi (Roumanie), à FIBRANETFIBRes in ANcient European Textiles (Danemark / Grèce), au Comité Technique du Patrimoine Culturel (Chypre) et à “L’invention d’un coupable” (Italie) (photo 4). Le Prix du Public a été décerné à l’église en bois du village d’Ursi (Roumanie). Le projet, récompensé dans la catégorie Conservation, a été sélectionné par le grand public à travers le monde. Plus de 7 000 personnes ont voté pour leur gagnant préféré.

Throughout the year, 13 of the winners organised Local Award Ceremonies at the site of the respective projects, which were attended by governmental representatives, representatives from Europa Nostra and local stakeholders. On 10 June, a reception was hosted by HM Queen Margrethe of Denmark in celebration of the Award that was granted to the restoration of the Fredensborg Palace Garden (Denmark) (photo 5). On 19 June, the Gare Maritime in Brussels (Belgium) staged an event to celebrate its Award in the category Conservation (photo 6). On 1 September, the ceremony for the project “Following in the Steps of Bulgarian Folklore” was held in Sofia (Bulgaria) and included the participation of the European Commissioner Mariya Gabriel, the Secretary-General of Europa Nostra, and Eugen Vaida, a Member of the Awards Jury (photo 7). On 2 October, the outstanding restoration of the Plaka Bridge (Greece) was celebrated in the presence of the Greek Minister of Culture and Sports, Lina Mendoni, and the Greek Minister of Infrastructure and Transport, Kostas Karamanlis.

The Best in Heritage 2021 was again held online. 42 projects were selected from among the top award schemes around the world and interviews were conducted with the laureates to provide a wide range of interesting material related to best practices and innovations in the realm of culture and heritage. Five winners of the European Heritage Awards / Europa Nostra Awards 2020 took part in the series.

Tout au long de l’année, 13 des lauréats ont organisé des cérémonies locales de remise de Prix sur les lieux de leurs projets respectifs auxquelles ont assisté des représentants gouvernementaux, des représentants d’Europa Nostra et des acteurs locaux. Le 10 juin, une réception a été organisée par SM la Reine Margrethe du Danemark pour célébrer le Prix décerné à la restauration du jardin du palais de Fredensborg (Danemark) (photo 5). Le 19 juin, la Gare Maritime de Bruxelles (Belgique) a organisé un événement pour célébrer son Prix dans la catégorie Conservation (photo 6). Throughout 2021, Europa Nostra continued to support campaigns for saving endangered heritage across Europe.

In April, Europa Nostra and the European Investment Bank Institute (EIBI) announced the 7 Most Endangered heritage sites in Europe for 2021 (photo collage 1): Achensee Steam Cog Railway, Tyrol, Austria; Historic Cemetery Complex of Mirogoj, Zagreb, Croatia; Five Southern Aegean Islands, Greece; The Giusti Garden, Verona, Italy; Decani Monastery, Kosovo; Central Post Office in Skopje, North Macedonia; and San Juan de Socueva Chapel and Hermitage, Cantabria, Spain.

The selection of the 7 sites was made on the basis of the outstanding heritage significance and cultural value of each of the sites as well as on the basis of the serious danger that they are facing. The level of engagement of local communities and the commitment of public and private stakeholders to saving these sites were considered as crucial added values. Another selection criterion was the potential of these sites to act as a catalyst for sustainable socio-economic development as well as a tool for promoting peace and dialogue within their localities and wider regions.

En avril, Europa Nostra et l’Institut de la Banque européenne d’investissement (Institut BEI) ont annoncé les 7 sites patrimoniaux les plus menacés en Europe pour 2021 (collage photo 1) : le chemin de fer à vapeur de l’Achensee, Tyrol, Autriche ; le complexe historique du cimetière de Mirogoj, Zagreb, Croatie ; les cinq îles du sud de la mer Égée, Grèce ; le jardin Giusti, Vérone, Italie ; le monastère de Decani, Kosovo ; le bureau de poste central de Skopje, Macédoine du Nord ; et la chapelle et l’ermitage de San Juan de Socueva, Cantabrie, Espagne.

La sélection a été faite sur la base de l’importance patrimoniale exceptionnelle et de la valeur culturelle de chacun des sites ainsi que sur la gravité de la menace à laquelle ils sont confrontés. Le niveau d’engagement des communautés locales et l’engagement des acteurs publics et privés pour sauver ces sites ont été considérés comme des valeurs ajoutées cruciales. Un autre critère de sélection était le potentiel de ces sites à servir de catalyseur pour un développement socio-économique durable ainsi qu’un outil de promotion de la paix et du dialogue au sein de leurs localités et de régions plus larges.

Europa Nostra expressed its position regarding the situation affecting specific threatened heritage sites in Europe and beyond. In June, our Board released a statement on the inclusion of the Decani Monastery on the 2021 List of 7 Most Endangered heritage sites in Europe. In July, Europa Nostra, together with the European Association of Archaeologists, issued an urgent call for a holistic protection of the integrity, authenticity and diversity of the rich multicultural heritage in and around the area of Nagorno-Karabakh

In July, during the 44th extended session of the UNESCO World Heritage Committee, Europa Nostra applauded the decision for the inscription of Rosia Montana mining landscape on the World Heritage List and on the List of World Heritage in Danger (photo 2). On this occasion, Europa Nostra commended the renewed commitment of UNESCO and this Committee to urging Italy and all relevant stakeholders to step up their efforts in providing effective responses to so many serious threats to Venice and its Lagoon.

En juin, notre Comité exécutif a publié une déclaration sur l’inclusion du Monastère de Decani dans la liste 2021 des 7 sites les plus menacés en Europe. En juillet, Europa Nostra, avec l’Association européenne des archéologues, a lancé un appel urgent pour une protection holistique de l’intégrité, de l’authenticité et de la diversité du riche patrimoine multiculturel dans et autour de la région du Haut-Karabakh.

En juillet, lors de la 44ème session élargie du Comité du patrimoine mondial de l’UNESCO, Europa Nostra a applaudi la décision d’inscription du paysage minier de Rosia Montana sur la Liste du patrimoine mondial et sur la Liste du patrimoine mondial en péril (photo 2). In September, in the frame of the European Cultural Heritage Summit 2021 in Venice, Europa Nostra and the EIBI hosted a roundtable discussion on the transformative power of European Foundations for the benefit of cultural heritage; and a delegation of Europa Nostra, led by its Executive Vice-President and Secretary General, visited the Ca’ Zenobio Palace in Venice (photo 3), which was shortlisted for the 7 Most Endangered programme 2021.

After a forced break from onsite missions since the outbreak of the COVID-19 pandemic, four expert missions took place in 2021. Experts from Europa Nostra and the EIBI went on mission to the Historic Cemetery Complex of Mirogoj in Zagreb, Croatia, on 31 September and 1 October (photo 4); the Giusti Garden in Verona, Italy, on 18-19 October (photo 5); the Five Southern Aegean Islands in Greece, on 4-6 December (photo 6); and the San Juan de Socueva Chapel and Hermitage in Cantabria, Spain, on 14-15 December (photo 7)

En septembre, dans le cadre du Sommet européen du patrimoine culturel 2021 à Venise, Europa Nostra et l’Institut BEI ont organisé une table ronde sur le pouvoir de transformation des fondations européennes au profit du patrimoine culturel ; et une délégation d’Europa Nostra, conduite par le Vice-président exécutif et la Secrétaire générale, a visité le Palais Ca’ Zenobio à Venise (photo 3), qui avait été présélectionné pour le programme des 7 sites les plus menacés 2021.

Après une pause forcée des missions sur site depuis le début de la pandémie de Covid-19, quatre missions d’experts ont eu lieu en 2021. Des experts d’Europa Nostra et de l’Institut de la BEI se sont rendus en mission au complexe historique du cimetière de Mirogoj à Zagreb en Croatie, les 31 septembre et 1er octobre (photo 4) ; au jardin Giusti à Vérone en Italie, les 18 et 19 octobre (photo 5) ; aux cinq îles du sud de la mer Égée en Grèce, du 4 au 6 décembre (photo 6) ; et à la chapelle et à l’ermitage San Juan de Socueva en Cantabrie en Espagne, les 14 et 15 décembre (photo 7)

In September 2021, Europa Nostra organised the first and largest cultural heritage event since the outbreak of the COVID-19 pandemic. The European Cultural Heritage Summit 2021 was held in Venice, bringing together a limited number of policy-makers and stakeholders on-site while giving the opportunity to a wider audience to engage with the event virtually. The highlights of the Summit were the European Heritage Policy Agora (photo 1), the European Heritage Awards Ceremony, the “Ringing the Bells for Peace and Heritage” initiative (photos 2), the high-level debate on Baukultur (photo 3) organised with the Swiss Federal Office of Culture, the event “Saving Endangered Venice & its Lagoon: How to Build Back Better?” organised with the Association of International Private Committees for the Safeguarding of Venice, and the Concert for the Future of Venice – Floating Autumn (photo 4) held by the European Union Youth Orchestra. The main events of the Summit took place in the iconic setting of Isola di San Giorgio Maggiore, at the headquarters of Giorgio Cini Foundation.

2021 was an important year for our youth-related activities in the run-up to the European Year of Youth 2022. Europa Nostra formalised fruitful partnerships by signing two Memorandums of Understanding with prominent youth organisations and launching joint initiatives, namely the European Heritage Youth Ambassadors Programme

En septembre 2021, Europa Nostra a organisé le premier et le plus grand événement consacré au patrimoine culturel depuis l’apparition de la pandémie de Covid-19. Le Sommet européen du patrimoine culturel 2021 s’est tenu à la Fondation Giorgio Cini à Venise, rassemblant sur place un nombre limité de décideurs politiques et de partenaires tout en donnant la possibilité à un public plus large de participer virtuellement à l’événement. Les points forts du Sommet ont été l’Agora de politique européenne du patrimoine (photo 1), la cérémonie de remise des Prix européens du patrimoine, l’initiative «Sonnons les cloches pour la paix et le patrimoine» (photos 2), le débat de haut niveau sur la Baukultur (photo 3) organisé avec l’Office fédéral suisse de la culture, l’événement «Sauvons Venise et sa lagune en péril : comment mieux reconstruire ?» organisé avec l’Association des comités privés internationaux pour la sauvegarde de Venise, et le Concert pour l’avenir de Venise - Automne flottant (photo 4) organisé par l’Orchestre des jeunes de l’Union européenne.

2021 a été une année importante pour nos activités liées à la jeunesse dans la perspective de l’Année européenne de la jeunesse 2022. Europa Nostra a formalisé des partenariats fructueux en signant deux protocoles d’accord avec d’éminentes organisations de jeunesse et en lançant des initiatives communes, à savoir le programme des jeunes ambassadeurs du patrimoine européen (photo 5) avec

(photo 5) with the European Students’ Association for Cultural Heritage (ESACH) and the European Heritage Tribune on 28 January, and the pilot project “Cultural Heritage on Erasmus” in cooperation with the Erasmus Student Network (ESN) on 28 June.

On 8 March, on the occasion of International Women’s Day, Europa Nostra hosted the #Women4Heritage virtual event to gather and pay tribute to women who dedicate their lives to the protection and enhancement of cultural heritage in Europe and beyond. This event culminated with the launch of the #Women4Heritage Network, an informal platform aiming to stimulate and facilitate the exchange of ideas and opportunities between women in the heritage field to build a more sustainable and peaceful future together.

On 20 April, Europa Nostra held a capacity-building workshop on ‘Revisioning Relevance to become OF/BY/FOR ALL’ with Nina Simon, Founder of the global non-profit OF/BY/FOR ALL that creates digital tools to help civic and cultural organisations become more inclusive, relevant and sustainable. Members of Europa Nostra and winners of the European Heritage Awards / Europa Nostra Awards participated in and benefitted from this interactive workshop.

Anne Teresa De Keersmaeker, a leading European personality in contemporary dance from Belgium, received the Helena Vaz da Silva European Award for Raising Public Awareness on Cultural Heritage 2021 on 8 November in Lisbon (photo 6). The Casa Batlló (Spain) was awarded the Heritage in Motion ‘Best Achievement Award’ for their Casa Batlló 10D Experience on 21 September at the Doge’s Palace in Venice. The winners of the 2021 edition of the Destination of Sustainable Cultural Tourism Awards were celebrated on 21 October in Athens in the framework of the ECTN Conference.

Europa Nostra participated at Exponatec Cologne on 17-19 November and Europa Nostra Germany hosted the colloquium “Digitalisation and Cultural Heritage: Impacts and Opportunities” on 18 November (photo 7). The colloquium highlighted several successful cultural heritage projects that utilised digital technologies.

In 2021, Europa Nostra was also a partner of several EU-funded cooperation projects, including ILUCIDARE, which promoted heritage as a resource for innovation and international cooperation, funded by the Horizon 2020 programme, and Cultural Heritage in Action, the EU peer learning scheme on cultural heritage for cities and regions funded by the Creative Europe programme.

En 2021, Europa Nostra a également été partenaire de plusieurs projets de coopération financés par l’UE, notamment ILUCIDARE, qui a promu le patrimoine en tant que ressource pour l’innovation et la coopération internationale, financé par le programme Horizon 2020, et Cultural Heritage in Action, le programme d’apprentissage par les pairs de l’UE sur le patrimoine culturel pour les villes et les régions, financé par le programme Europe créative.

At the Awards Ceremony held in Venice on 23 September, our Executive President, Hermann Parzinger, announced that the Board of Europa Nostra had unanimously decided to award the Medal of Honour to its Vice-President Piet Jaspaert (photo 1). The Medal of Honour is the highest distinction conferred by Europa Nostra.

Since his election as a member of Europa Nostra’s Board in 2009, Piet Jaspaert has dedicated himself tirelessly to the growth of the organisation’s network and especially to its lobbying and liaison work with the European Institutions, notably through the European Heritage Alliance, of which he was one of the coordinators. In 2015, Piet Jaspaert was appointed Vice-President of Europa Nostra, a position which he continues to fulfil to date with great effectiveness, impact, loyalty and enthusiasm.

Our Secretary General, Sneška Quaedvlieg-Mihailovic, presented the Medal to Piet Jaspaert on behalf of both the Board and the Secretariat. Silvia Costa, former Chair of the European Parliament’s Committee on Culture and Education, congratulated Piet Jaspaert for the crucial role he played in deepening the relationship between Europa Nostra and the European Institutions (photo 2)

A growing number of Country Representations represent and promote the interests of Europa Nostra in individual countries. They seek to ensure the best possible two-way communication between members in their country and Europa Nostra’s main decision-making bodies and the International Secretariat in The Hague and in Brussels. In December 2021, Europa Nostra was proud to be selected by the European Commission for the implementation of its third EU-funded Network project “European Cultural Heritage Agora: Empowering Europe’s Civil Society Movement for Heritage”. This will ensure the financial means to match our ambitions.

En décembre 2021, Europa Nostra a été fière d’être sélectionnée par la Commission européenne pour la mise en œuvre de son troisième projet de Réseau financé par l’UE “Agora du patrimoine culturel européen : Renforcer le mouvement de la société civile européenne pour le patrimoine”. Cela nous assurera des moyens financiers à la hauteur de nos ambitions.

Introduction

The financial statements 2021 were audited by our auditors AUREN, who examined these statements and issued an external auditor’s report. In 2021, the Covid-19 pandemic still had an impact on the activities of Europa Nostra and our members, partners and supporters. Total income was € 6.380 lower than budget and total expenditure (minus a negative interest of € 2.983) is € 36.900 higher. Consequently, the 2021 financial year was closed with a negative result of € 47.265.

Income

Total income amounts to € 1.418.618 (2020 € 1.114.739). General income € 380.350 (2020 € 384.195) is€ 3.845 lower than 2020. Membership contributions and donations & support decreased with € 46.399 and other income increased with € 42.554. Recruitment of new members and donors was difficult due to the pandemic. Income from activities € 1.038.268 (2020 € 730.544) is € 307.724 higher than in 2020. More expenses could be allocated to the various projects and programmes thus increasing this income by € 226.170 compared to the year 2020. Only one physical event (2021 Summit in Venice) took place. A great part of the expenses was allocated to the relevant projects and programmes. In addition, substantial support was received from the Swiss Ministry of Culture, co-organiser of one of the summit events. Due to the safety measures, only a limited number of persons could attend the summit.

Expenditure

Total expenditure amounts to € 1.462.900 (2020 € 1.024.421) € 438.479 higher than 2020. General expenditure is € 83.835 higher than in 2020. General expenditure amounts to 18,16% of total expenditure (17,75% in 2020). As in 2020, this percentage reflects the higher allocation of general costs to our projects. Consequently, expenditure from activities amounts to 81,84% of total expenditure (82,25% in 2020). The total expenses of the International Secretariat in The Hague and our Brussels Office amount to € 874.378 (2020 € 772.161), an increase of 13,24%, mainly due to higher personnel expenses, social security and pension premiums. The overall cost control of the organisation remained on a good level.

Result

The financial result for 2021 is negative € 47.265 (positive result of € 88.708 in 2020). After appropriation of € 3.427 to the “Dineke and Hans de Koster Fund” and a negative amount of € 1.282 to the “Youth Fund” the remaining negative amount of € 49.410 is deducted from the General Reserve. On December 31, 2021, the total Reserves, included the two labelled funds, amount to € 528.201 (2020 € 575.466). Due to the relatively favourable financial results of the years 2019 and 2020 the ratio reserves/total balance sheet is on December 31, 2021, 38,79%, which still is a sound ratio. While the financial results of the years 2019 and 2020 are mainly due to accidental factors, we shall strive to have a balanced financial result next year and the years to come.

Risk Analysis and Risk Mitigation

Potential operational, financial and reputational risks are: discontinuity of the European Commission grants and other grants, illness or departure of key staff, not being able to fulfil the obligations inherent to the projects co-funded by the European Commis sion or other parties, reduced income from individuals and organisations, incapability to raise sufficient additional income, unintentional damage to the reputation of Europa Nostra as a result of a possible omission or mistake as a consequence of an ever-growing number of simultaneous tasks.

However, the competence, dedication and energy within the Europa Nostra team composed of professionals and highly qualified volunteers, as well as the high appreciation which Europa Nostra’s work receives internally and externally for the content, quality and importance of its achievements, reduce to a certain extent the probability of these risks to materialise.

Looking Ahead

The global Covid-19 pandemic had still an impact throughout the year 2021. Our staff and volunteers worked predominantly from home with all meetings and events taking place online. The digital possibilities allowed Europa Nostra to organise its main events (such as Board and Council meetings, the General Assembly and a series of webinars dedicated to our programmes and projects) as planned. The only physical event was the European Cultural Heritage Summit in Venice in September 2021. However, the pandemic led to lower income both from contributions and fees from members and partners. Despite the uncertainty, it is hoped these negative consequences will not continue in the coming years. In the course of 2021, Europa Nostra has applied to the European Commission for the continuation of the European Heritage Awards/Europa Nostra Awards Programme and the European Cultural Heritage Agora Network Project. Both applications were successful and both programmes will run for another three years with higher budgets. The Board will continue to monitor the situation closely and expects that the financial outlook for the year 2022 will be more in line with years before the pandemic.

Les états financiers 2021 ont été contrôlés par nos auditeurs AUREN, qui les ont examinés et ont publié un rapport d’audit externe. En 2021, la pandémie de Covid-19 a encore eu un impact sur les activités d’Europa Nostra et de nos membres, partenaires et supporters. Les recettes totales ont été inférieures de 6.380 € par rapport au budget et les dépenses totales (moins les intérêts négatifs de 2.983 €) sont supérieures de 36.900 €. Par conséquent, l’exercice 2021 a été clôturé avec un résultat négatif de 47.265 €.

Revenus

Le revenu total s’élève à 1.418.618 € (1.114.739 € en 2020). Les recettes générales s’élèvent à 380.350 € (384.195 € en 2020), soit 3.845 € de moins qu’en 2020. Les cotisations des membres et les dons et soutiens ont diminué de 46.399 € et les autres revenus ont augmenté de 42.554 €. Le recrutement de nouveaux membres et donateurs a été difficile en raison de la pandémie. Le revenu des activités de 1.038.268 € (730.544 € en 2020) est supérieur de 307.724 € à celui de 2020. Davantage de dépenses ont pu être allouées aux différents projets et programmes, ce qui a permis d’augmenter ce revenu de 226.170 € par rapport à l’année 2020. Un seul événement physique (le Sommet 2021 à Venise) a eu lieu. Une grande partie des dépenses a été allouée aux projets et programmes concernés. En outre, un soutien substantiel a été reçu du Ministère suisse de la Culture, co-organisateur de l’un des événements du Sommet. En raison des mesures de sécurité sanitaire, seul un nombre limité de personnes a pu assister au Sommet.

Dépenses

Les dépenses totales s’élèvent à 1.462.900 € (1.024.421 € en 2020), soit 438.479 € de plus qu’en 2020. Les dépenses générales sont supérieures de 83.835 € à celles de 2020. Les dépenses générales représentent 18,16% des dépenses totales (17,75% en 2020). Comme en 2020, ce pourcentage reflète l’allocation plus élevée des frais généraux à nos projets. Par conséquent, les dépenses liées aux activités s’élèvent à 81,84% des dépenses totales (82,25% en 2020). Les dépenses totales du Secrétariat international dans les bureaux de La Haye et de Bruxelles s’élèvent à 874.378 € (772.161 € en 2020), soit une augmentation de 13,24%, principalement due à l’augmentation des frais de personnel et des primes de sécurité sociale et de pension. Le contrôle global des coûts de l’organisation est resté à un bon niveau.

Résultat

Le résultat financier pour 2021 est négatif de 47.265 € (résultat positif de 88.708 € en 2020). Après affectation de 3.427 € au «Fonds Dineke et Hans de Koster» et un montant négatif de 1.282 € au «Fonds Jeunesse», le montant négatif restant de 49.410 € est déduit de la Réserve générale. Au 31 décembre 2021, le total des Réserves, y compris les deux fonds labellisés, s’élève à 528.201 € (575.466 € en 2020). En raison des résultats financiers relativement favorables des années 2019 et 2020, le ratio réserves/total du bilan est, au 31 décembre 2021, de 38,79%, ce qui reste un ratio sain. Même si les résultats financiers

des années 2019 et 2020 sont principalement dus à des facteurs accidentels, nous nous efforcerons d’avoir un résultat financier équilibré l’année prochaine et dans les années à venir.

Analyse et atténuation des risques

Les potentiels risques opérationnels, financiers et de notoriété sont les suivants : l’interruption des subventions de la Commission européenne et d’autres subventions, la maladie ou le départ du personnel clé, l’incapacité de remplir les obligations inhérentes aux projets cofinancés par la Commission européenne ou d’autres parties, la réduction des revenus provenant de particuliers et d’organisations, l’incapacité de trouver des revenus supplémentaires suffisants, l’atteinte involontaire à la réputation d’Europa Nostra à la suite d’une éventuelle omission ou erreur résultant du nombre toujours croissant de tâches à gérer simultanément. Cependant, la compétence, le dévouement et l’énergie de l’équipe d’Europa Nostra, composée de professionnels et de bénévoles très qualifiés, ainsi que la haute appréciation que le travail d’Europa Nostra reçoit en interne et en externe pour le contenu, la qualité et l’importance de ses réalisations, réduisent dans une certaine mesure la probabilité que ces risques se réalisent.

Perspectives d’avenir

La pandémie mondiale de Covid-19 a encore eu un impact tout au long de l’année 2021. Notre personnel et nos bénévoles ont travaillé principalement depuis leur domicile, toutes les réunions et tous les événements se déroulant en ligne. Les possibilités numériques ont permis à Europa Nostra d’organiser ses principaux événements (tels que les réunions du Comité exécutif et du Conseil, l’Assemblée générale et une série de webinaires consacrés à nos programmes et projets) comme prévu. Le seul événement physique a été le Sommet européen du patrimoine culturel qui s’est déroulé à Venise en septembre 2021. Cependant, la pandémie a entraîné une baisse des revenus provenant à la fois des contributions et des cotisations des membres et des partenaires. Malgré l’incertitude, il faut espérer que ces conséquences négatives ne se poursuivront pas dans les années à venir. Au cours de l’année 2021, Europa Nostra a postulé auprès de la Commission européenne pour la poursuite du programme des Prix européens du patrimoine / Prix Europa Nostra et du projet de Réseau Agora du patrimoine culturel européen. Les deux candidatures ont été retenues et les deux programmes se poursuivront pendant trois années supplémentaires avec des budgets plus élevés. Le Comité exécutif continuera à suivre la situation de près et s’attend à ce que les perspectives financières pour l’année 2022 soient plus conformes à celles des années précédant la pandémie.
