Europa Nostra hosted a memorable European Cultural Heritage Summit 2022 in Prague on 25-27 September. On this occasion, we launched Prague Manifesto “For a Value-based and Culture-driven Europe”. In the context of the pressing challenges facing our continent – from the unjustifiable brutal Russian aggression against Ukraine and the increasing threats to democracy, peace and solidarity all over Europe, to the dramatic impact of climate change on our society and living environment – the Prague Manifesto stresses the fundamental and irreplaceable role of culture and cultural heritage as a vector to address these challenges | Europa Nostra a organisé un mémorable Sommet européen du patrimoine culturel 2022 à Prague du 25 au 27 septembre. The Public Choice Award 2022 went to the initiative World Vyshyvanka Day, an annual holiday celebrated internationally that helps preserve the iconic Ukrainian embroidered shirt (vyshyvanka) as an important element of the heritage of the Ukrainian people | Le Prix du Public 2022 a été décerné à l’initiative “Journée mondiale de la Vyshyvanka”, une fête annuelle célébrée internationalement qui contribue à préserver l’emblématique chemise brodée ukrainienne (vyshyvanka) en tant qu’élément important du patrimoine du peuple ukrainien.

Europa Nostra is the European voice of civil society committed to safeguarding and promoting cultural and natural heritage. It is a pan-European federation of heritage NGOs, supported by a wide network of public bodies, private companies and individuals, covering over 40 countries. Europa Nostra maintains close relations with the European Union, the Council of Europe, UNESCO and other international bodies.

INTRODUCTION BY THE EXECUTIVE PRESIDENT AND THE SECRETARY GENERAL

The year 2022 was undoubtedly a particular year for Europe and the world at large. The ruthless invasion of Ukraine by Russia which star ted on 24 February not only marked the brutal return of war on the European continent but represented a serious blow to the humanistic and civilizational values which form the core of Europa Nostra’s actions, namely peace, democracy, solidarity and respect for human rights.

Faced with this unprecedented situation, Europa Nostra did not remain silent but increased mobilisation at all levels of activity. In March, in close partnership with the Global Heritage Fund, Europa Nostra launched a crowdfunding campaign to support the defenders of Ukraine’s endangered heritage, which led to the creation of the “Heritage Solidarity Fellowship for Ukraine”, with the vital support of our trusted partner ALIPH and in collaboration with the Heritage Emergency Response Initiative based in Kiev.

The General Assembly of Europa Nostra unanimously appointed Cecilia Bartoli as the new President of our organisation on 20 May. We are grateful for our President’s commitment to our actions in the pursuit of a more sustainable, inclusive, beautiful and peaceful future for our Europe.

As a commitment to nurture closer links with civil society organ isations operating on the ground all over Europe, particularly at a regional level, Europa Nostra opened its two first Heritage Hubs in Kraków and in Athens, with the support of the Mayors of these two world heritage cities. While reaching out to local, regional and national organisations active in the field of cultural and natural heritage, Europa Nostra paid special attention, in all its activities, to the younger generation of heritage actors, thus contributing to the 2022 European Year of Youth.

Nous sommes reconnaissants à notre Présidente pour son engagement dans nos actions en faveur d’un avenir plus durable, plus inclusif, plus beau et plus pacifique pour notre Europe.

Afin d’entretenir des liens plus étroits avec les organisations de la société civile opérant sur le terrain dans toute l’Europe, en particulier au niveau régional, Europa Nostra a ouvert ses deux premiers Hubs du patrimoine à Cracovie et à Athènes, avec le soutien des Maires de ces deux villes classées au patrimoine mondial. Tout en s’adressant aux organisations locales, régionales et nationales actives dans le domaine du patrimoine culturel et naturel, Europa Nostra a accordé une attention particulière, dans toutes ses activités, à la jeune génération d’acteurs du patrimoine, contribuant ainsi à l’Année européenne de la jeunesse 2022.

L’année 2022 a sans aucun doute été une année particulière pour l’Europe et le monde en général. L’invasion impitoyable de l’Ukraine par la Russie, qui a débuté le 24 février, a non seulement marqué le retour brutal de la guerre sur le continent européen, mais a également porté un coup sérieux aux valeurs humanistes et civilisationnelles qui constituent le cœur de l’action d’Europa Nostra, à savoir la paix, la démocratie, la solidarité et le respect des droits de l’homme.

Face à cette situation inédite, Europa Nostra n’est pas restée silencieuse mais s’est mobilisée à tous les niveaux d’activité. En mars, en partenariat étroit avec le Fonds du patrimoine mondial, Europa Nostra a lancé une campagne de crowdfunding pour soutenir les défenseurs du patrimoine ukrainien en danger, ce qui a conduit à la création de la «Bourse de solidarité du patrimoine pour l’Ukraine», avec le soutien précieux de notre partenaire de confiance

Un inoubliable Sommet européen du patrimoine culturel s’est tenu en septembre dans la ville de Prague, classée au patrimoine mondial, réunissant des centaines d’acteurs du patrimoine, des décideurs politiques à tous les niveaux de gouvernance, des organisations de la société civile ainsi que des défenseurs et des passionnés du patrimoine, y compris des jeunes et des professionnels débutants, venus de toute l’Europe et d’ailleurs. Nous avons mobilisé l’écosystème européen du patrimoine pour agir conjointement en faveur d’un avenir plus pacifique, plus beau et plus durable, comme en témoigne le Manifeste de Prague «Pour une Europe fondée sur les valeurs et la culture».

En 2022, notre programme phare, les Prix européens du patrimoine / Prix Europa Nostra, a fêté son 20ème anniversaire. Depuis plus de 20 ans et avec plus de 600 projets primés à travers l’Europe, les Prix ont démontré les multiples valeurs du patrimoine culturel et naturel pour la société, l’économie et l’environnement de l’Europe.

en our invaluable cultural and natural heritage have made our 7 Most Endangered even more relevant. We are so proud of our partnership with the European Investment Bank Institute. During the past decade, 187 monuments and sites from all over Europe were nominated and 56 selected as the 7 Most Endangered in 31 European countries.

The year 2022 ended on a positive note for Europa Nostra. Together with a strong European consortium of partners led by Europa Nostra, we applied and were selected by the European Commission to run the European Heritage Hub pilot project. This year in May, we started implementing this ambitious new European project which will highlight the role of cultural heritage for a successful triple transformation of our society: green, digital and social, through stronger engagement with Europe’s cities and civil society organisations.

Last but not least, this year is also Europa Nostra’s 60th anniversary, an essential milestone for our organisation which we could not have envisaged without the loyal and generous support of our members and partners. Europa Nostra has grown enormously since its foundation in Paris in November 1963. Its impact can now be felt at all levels of the heritage sector, and dare we say, in all corners of Europe and beyond. While we have grown, our challenges have also grown with us and we shall meet these with the same commitment and dedication that have led to Europa Nostra becoming the forceful Voice of Cultural Heritage in Europe. A vital task to preserve and promote the legacy and beauty of Europe’s extremely rich heritage is both a privilege and a duty we shall continue to share with you.

Les nombreuses crises et les défis qui menacent notre patrimoine culturel et naturel ont rendu notre programme des 7 sites les plus menacés encore plus pertinent. Nous sommes très fiers de notre partenariat avec l’Institut de la Banque européenne d’investissement. Au cours de la dernière décennie, 187 monuments et sites de toute l’Europe ont été nommés et 56 sélectionnés comme les 7 sites les plus menacés dans 31 pays européens.

L’année 2022 s’est terminée sur une note positive pour Europa Nostra. Avec un solide consortium européen de partenaires dirigé par Europa Nostra, nous avons posé notre candidature et avons été sélectionnés par la Commission européenne pour réaliser le projet pilote du Hub européen du patrimoine. Cette année, en mai, nous avons commencé à mettre en œuvre ce nouveau projet européen ambitieux qui soulignera le rôle du patrimoine culturel dans la réussite de la triple transformation de notre société : verte, numérique et sociale, grâce à un engagement plus fort avec les villes d’Europe et les organisations de la société civile.

Enfin, cette année marque également le 60ème anniversaire d’Europa Nostra, une étape essentielle pour notre organisation que nous n’aurions pas pu envisager sans le soutien loyal et généreux de nos membres et de nos partenaires. Europa Nostra s’est énormément développée depuis sa fondation à Paris en novembre 1963. Son impact se fait désormais sentir à tous les niveaux du secteur du patrimoine et, osons le dire, dans tous les coins de l’Europe et au-delà. Si nous avons grandi, nos défis ont également grandi avec nous et nous les relèverons avec le même engagement et le même dévouement qui ont permis à Europa Nostra de devenir la Voix puissante du patrimoine culturel en Europe. La tâche vitale de préserver et de promouvoir les traditions et la beauté du patrimoine extrêmement riche de l’Europe est à la fois un privilège et un devoir que nous continuerons à partager avec vous.

Europa Nostra hosted the European Heritage Policy Agora (photo 1) on 27 September in the frame of its European Cultural Heritage Summit in Prague. This inspiring full-day event addressed some of the most pressing challenges facing the heritage ecosystem in Europe, such as the need to mobilise forces and voices in solidarity with Ukraine’s endangered cultural heritage; the role of cultural heritage in fostering peace and solidarity within our societies; and the values of beauty and sustainability for an inclusive green transformation. The Policy Agora benefited from contributions from a wide variety of public and private heritage stakeholders, policy-makers, young heritage professionals and cultural actors. Mariya Gabriel, European Commissioner for Innovation, Research, Culture, Education and Youth; Martin Baxa, Czech Minister of Culture and Acting Chair of the rotating EU Council Presidency; Hermann Parzinger, Executive President of Europa Nostra; and Petr Svoboda, Chair of our country representation in the Czechia, contributed to the event (photo 2). The Secretary General of Europa Nostra, also on behalf of the Climate Heritage Network, addressed the Conference of the Ministers of Culture of the Mediterranean convened by the Italian Ministry of Culture on 16-17 June in Naples (photo 3). It was the very first meeting ever dedicated entirely to culture and cultural heritage in the framework of the EU-Southern Partnership. The conference was attended by representatives of 41 official delegations from

La Secrétaire générale d’Europa Nostra, également au nom du Réseau Patrimoine Climatique, s’est adressée à la Conférence des Ministres de la culture de la Méditerranée organisée par le Ministère italien de la culture les 16 et 17 juin à Naples (photo 3). Il s’agissait de la toute première réunion entièrement consacrée à la culture et au patrimoine culturel dans le cadre du Partenariat UE-

the Euro-Mediterranean region and a reduced group of invited stakeholders. In her forceful intervention, Sneška Quaedvlieg-Mihailovic highlighted the vital contribution of cultural heritage to imagine and realise a post-carbon future in the Euro-Mediterranean area and beyond. At the end of the event, Ministers of Culture unanimously adopted the Naples Declaration, to which Europa Nostra was invited to contribute.

Europa Nostra participated as a content partner in the 7th edition of the Delphi Economic Forum held on 6-9 April in Delphi. We contributed to four heritage-related events addressing timely issues, such as the protection of cultural heritage, sustainability, climate change and the future of Europe. Our Secretary General shared the floor with prominent speakers, such as the Vice-President of the European Commission Margaritis Schinas (photo 4). Our delegation also had the opportunity to meet and exchange in Delphi with leading political and economic figures of the European and global scene.

Europa Nostra participated in the International Coordination Meeting for Emergency Response for Culture in Ukraine convened by UNESCO on 17 March. Many institutions and renowned organisations from the heritage world and beyond gathered to discuss how to promptly and collaboratively act to respond to the emergency and critical situation in Ukraine. In his address, our Executive President mentioned the statement Europa Nostra stands in solidarity with Ukraine published on 25 February, as well as the crowdfunding

Dans son intervention énergique, Sneška Quaedvlieg-Mihailovic a souligné la contribution vitale du patrimoine culturel pour imaginer et réaliser un avenir post-carbone dans la région euro-méditerranéenne et au-delà. À la fin de l’événement, les Ministres de la culture ont adopté à l’unanimité la Déclaration de Naples, à laquelle Europa Nostra a été invitée à contribuer. De nombreuses institutions et organisations renommées du monde du patrimoine et au-delà se sont réunies pour discuter de la manière d’agir rapidement et en coopération pour répondre à la situation urgente et critique en Ukraine. The first-ever New European Bauhaus (NEB) Festival took place on 9-12 June in several locations across Brussels and beyond as well as online. Built around the three pillars of “Fair”, “Fest” and “Forum”, it brought together experts and policy-makers from a wide range of disciplines and sectors, as well as citizens, youth and grassroots organisations. As an official partner of the NEB initiative developed by the European Commission, Europa Nostra contributed to three sessions as part of the Forum at Gare Maritime and to two side events organised as part of the Festival (photo 6). In addition, Europa Nostra organised an inspiring side-event entitled “Fostering Peace & Solidarity, Beauty & Sustainability as core values of the New European Bauhaus” on 10 June at the emblematic Brussels Town Hall. This event consisted of two parts: a debate on the contribution of cultural heritage to the core ideals of the New European Bauhaus and a concert in solidarity with the people and culture of Ukraine (photo 7)

Le tout premier Festival du nouveau Bauhaus européen (NEB) s’est déroulé du 9 au 12 juin dans plusieurs lieux de Bruxelles et au-delà, ainsi qu’en ligne. Construit autour des trois piliers «Fair», «Fest» et «Forum», il a rassemblé des experts et des décideurs politiques issus d’un large éventail de disciplines et de secteurs, ainsi que des citoyens, des jeunes et des organisations de terrain. En tant que partenaire officiel de l’initiative NEB développée par la Commission européenne, Europa Nostra a contribué à trois sessions dans le cadre du Forum à la Gare Maritime et à deux événements parallèles organisés dans le cadre du Festival (photo 6). En outre, Europa Nostra a organisé un événement inspirant intitulé «Promouvoir la paix et la solidarité, la beauté et la durabilité en tant que valeurs fondamentales du nouveau Bauhaus européen” le 10 juin à l’emblématique Hôtel de Ville de Bruxelles. In 2022, which marked the 20th anniversary of the European Heritage Awards / Europa Nostra Awards, 30 outstanding heritage achievements from 18 European countries were awarded (photo collage 1). The Awards were given in five categories: Conservation & Adaptive Reuse; Research; Education, Training & Skills; Citizens’ Engagement & Awareness-raising; and Heritage Champions. The Award winners were decided by the Jury composed of heritage experts from across Europe, upon evaluation by independent Selection Committees of candidatures submitted by organisations and individuals from 36 European countries.

The winners were celebrated at the European Heritage Awards Ceremony held on 26 September at the iconic State Opera of Prague (photo 2). The ceremony assembled some 600 heritage professionals, volunteers, lovers and supporters from across Europe, including a large group of young people. It was co-hosted by Mariya Gabriel, European Commissioner for Innovation, Research, Culture, Education and Youth, and Hermann Parzinger, Executive President of Europa Nostra. The ceremony was enhanced by musical performances performed by the Prague Conservatory Chamber Orchestra conducted by Chuhei Iwasaki.

The five Grand Prix laureates, entitled to receive €10,000 each, were announced during the ceremony: SILKNOW (France/Germany/ Italy/Poland/Slovenia/Spain) for Innovation; Symphony (Spain) for Dig-

Les Prix ont été décernés dans cinq catégories : Conservation & réutilisation adaptative ; Recherche ; Éducation, formation & savoir-faire ; Engagement des citoyens & sensibilisation ; et Champions du patrimoine. Les lauréats ont été désignés par un jury composé d’experts du patrimoine de toute l’Europe, après évaluation par des comités de sélection indépendants des candidatures soumises par des organisations et des particuliers de 36 pays européens.

Les lauréats ont été célébrés lors de la Cérémonie européenne de remise des Prix qui s’est tenue le 26 septembre à l’emblématique Opéra d’État de Prague (photo 2). La Cérémonie a rassemblé quelque 600 professionnels du patrimoine, bénévoles, passionnés et amateurs de toute l’Europe, dont un grand nombre de jeunes. Elle était présidée conjointement par Mariya Gabriel, Commissaire européenne chargée de l’innovation, de la recherche, de la culture, de l’éducation et de la jeunesse, et Hermann Parzinger, Président exécutif d’Europa Nostra. La Cérémonie a été rehaussée par des prestations musicales de l’orchestre de chambre du Conservatoire de Prague, sous la direction de Chuhei Iwasaki.

Les cinq lauréats des Grand Prix, qui ont reçu 10.000 euros chacun, ont été annoncés lors de la Cérémonie : SILKNOW (France/Allemagne/Italie/Po-

ital Transformation; Rivers of Sofia (Bulgaria) for Social Cohesion and Well-being; Va’ Sentiero (Italy) for Sustainability and Climate Action; and Costa Carras (Greece) (posthumously) for International Relations.

The Public Choice Award went to the initiative World Vyshyvanka Day, an annual holiday celebrated internationally that helps preserve the iconic Ukrainian embroidered shirt (vyshyvanka) as an important element of the heritage of the Ukrainian people. This impressive initiative received the largest number of votes, cast via an online poll, with the participation of almost 11,000 citizens from all over Europe. In 2022, for the first time ever, the Public Choice Award winner received €10,000.

The 2022 edition of the Excellence Day took place on 25 September in the striking surroundings of the Czech Museum of Music in Prague (photo 3). The event offered the Award winners an opportunity to present their exemplary projects to the wider public. It assembled some 200 attendees, composed of experts, officials, volunteers and those who take a keen interest in the conservation and enhancement of cultural heritage.

Between August and November, 14 of the winners hosted special events in their towns and cities to celebrate their outstanding achievements at local and national levels. We invite you to go on a journey across Europe and get a glimpse of the wonderful ceremonies organised by these proud winners

In times of war, St. Andrew’s Church in Kyiv courageously hosted a ceremony on 12 December to celebrate its Award in the category Conservation & Adaptive Reuse (photo 7). It was a moving ceremony in a cold church, but with a warm atmosphere. The cultural heritage and diplomatic community of Kyiv gathered to congratulate the conservators for their long-lasting project and to unveil the bronze award on the façade of St. Andrew’s Church.

The Best in Heritage 2022 was again held online, with six winners of the previous edition of the Awards taking part.

En temps de guerre, l’église Saint-André de Kiev a courageusement organisé une cérémonie le 12 décembre pour célébrer son Prix dans la catégorie Conservation et réutilisation adaptative (photo 7). Ce fut une cérémonie émouvante dans une église froide, mais à l’atmosphère chaleureuse. Le patrimoine culturel et la communauté diplomatique de Kiev se sont réunis pour féliciter les restaurateurs pour leur projet de longue durée et pour dévoiler la plaque en bronze sur la façade de l’église Saint-André.

La conférence Best in Heritage 2022 a de nouveau été organisée en ligne, avec la participation de six lauréats de l’édition 2021.

Throughout 2022, Europa Nostra actively supported campaigns for saving endangered heritage in Europe and beyond.

On 10 March, the Board of Europa Nostra declared the rich and diverse heritage in Ukraine as THE most endangered heritage in the whole of Europe (photo 2). On 18 March, Europa Nostra and Global Heritage Fund launched a joint crowdfunding campaign to support the defenders of Ukraine’s endangered heritage, those working in the cultural heritage world as well as those who were rendered refugees in their escape from Russia’s brutal aggression.

On 29 March, Europa Nostra and the European Investment Bank Institute (EIBI) announced the 7 Most Endangered heritage sites in Europe for 2022 (photo collage 1): Zogu Bridge, Albania; Récollets Convent, Nivelles, Belgium; Garden City La Butte Rouge, near Paris, France; Historic Centre of Stolberg, Germany; Neptune Baths, Baile Herculane, Romania; Orléans-Borbón Palace, near Cádiz, Spain; and Crèvecoeur Fortress, Den Bosch, the Netherlands. The announcement of the 7 Most Endangered sites 2022 was made at an online event co-hosted by Hermann Parzinger, Executive President of Europa Nostra, and Henry von Blumenthal, Deputy Dean of the EIBI, which had the participation of Mariya Gabriel, European Commissioner for Innovation, Research, Culture, Education and Youth.

Europa Nostra endorsed the European Parliament’s Resolution against the destruction of cultural heritage in Nagorno-Karabakh, which was adopted on 10 March with 635 votes in favour, 2 against and 42 abstentions, demonstrating the strong consensus of the European Parliament about the need to safeguard the endangered heritage in the region (photo 3). We have been fully committed to working with all stakeholders to help use cultural heritage as a vector for (re)building respect, confidence and dialogue as prerequisites for a lasting peace and prosperity in the wider region.

A delegation composed of representatives of Europa Nostra and the European Investment Bank Institute went to Kosovo* on 4-8 July for a series of heritage visits and exchanges with local and international stakeholders. This visit was organised, primarily, as a follow-up to the inclusion of the Decani Monastery (photo 4) (which had been inscribed on the UNESCO List of World Heritage in Danger in 2006) on the 2021 List of 7 Most Endangered heritage sites in Europe. The delegation also held a series of meetings with representatives of the Kosovo authorities, representatives of the Serbian Orthodox Church in Kosovo, representatives of civil society organisations based in Kosovo, as well as with representatives of the international community in Kosovo.

Nous nous engageons pleinement à travailler avec toutes les parties prenantes afin d’utiliser le patrimoine culturel comme vecteur de (re)construction du respect, de la confiance et du dialogue, conditions préalables à une paix durable et à la prospérité dans l’ensemble de la région.

Une délégation composée de représentants d’Europa Nostra et de l’Institut de la Banque européenne d’investissement s’est rendue au Kosovo* du 4 au 8 juillet, pour une série de visites du patrimoine et d’échanges avec des acteurs locaux et internationaux. Cette visite a été organisée, principalement, dans le cadre du suivi de l’inclusion du monastère de Decani (photo 4) (qui avait été inscrit sur la Liste du patrimoine mondial en péril de l’UNESCO en 2006) sur la liste 2021 des 7 sites du patrimoine les plus menacés en Europe. La délégation a également tenu une série de réunions avec des représentants des autorités du Kosovo, des représentants de l’Église orthodoxe serbe au Kosovo, des représentants d’organisations de la société civile basées au Kosovo, ainsi que des représentants de la communauté internationale au Kosovo.

Europa Nostra’s President met a high delegation of the European Investment Bank and its Institute in Luxembourg on 30 November (photo 5). Cecilia Bartoli thanked very warmly the EIB for their ongoing support to Europa Nostra, and more generally to the cause of cultural and natural heritage in Europe. The Vice-President of the EIB, Teresa Czerwinska, and the Director of the EIB Institute, Shiva Dustdar, reiterated the highest importance which their institution attaches to the partnership with Europa Nostra and to the safeguard of cultural and natural heritage as part of the Bank’s investment policy, including the Bank’s key role for investing in climate action and green transformation of our society and economy.

Europa Nostra joined a visit to the Historic Centre of Stolberg in Germany on 23-24 of February. Our Executive Vice-President Guy Clausse participated in the visit together with prominent political figures, such as the German Bundestag Member Catarina dos Santos Firnhaber and MEP Sabine Verheyen, Chair of the Committee on Culture and Education of the European Parliament (photo 6).

The technical report for the rehabilitation of San Juan de Socueva Chapel and Hermitage in Spain, included on the 2021 list of 7 Most Endangered, was published on 8 April (photo 7).

La Présidente d’Europa Nostra a rencontré une haute délégation de la Banque européenne d’investissement et de son Institut à Luxembourg le 30 novembre (photo 5). Cecilia Bartoli a remercié très chaleureusement la BEI pour son soutien constant à Europa Nostra, et plus généralement à la cause du patrimoine culturel et naturel en Europe. La Vice-présidente de la BEI, Teresa Czerwinska, et la Directrice de l’Institut de la BEI, Shiva Dustdar, ont rappelé la très grande importance que leur institution attache au partenariat avec Europa Nostra et à la sauvegarde du patrimoine culturel et naturel dans le cadre de la politique d’investissement de la Banque, y compris le rôle clé de la Banque en matière d’investissement dans l’action climatique et la transformation verte de notre société et de notre économie.

A memorable European Cultural Heritage Summit was held from 25 to 27 September in Prague. The Summit brought together hundreds of heritage stakeholders, policy-makers at all levels of governance, civil society organisations as well as heritage heroes and enthusiasts, including young people and emerging professionals, from all across Europe and beyond. During the Summit, we mobilised Europe’s heritage ecosystem to jointly act for a more peaceful, beautiful and sustainable future (photo 1). In the face of so many pressing challenges, including the deplorable invasion of Ukraine by Russia, which Europa Nostra firmly condemns, we emphasised the urgent need to place Europe’s common values and shared cultural heritage at the very heart of our democracies and of what brings us together.

The Summit was organised by Europa Nostra and our Representation in Czechia in cooperation with, and with the support of, the European Commission and the Czech Ministry of Culture, as part of the official programme of the Czech Presidency of the Council of the European Union. The Summit was mainly funded by the Creative Europe Programme of the European Union.

On the eve of the Summit, Europa Nostra, in cooperation with Climate Heritage Network (Youth Forum), The Future is Heritage and the European Students’ Association for Cultural Heritage (ESACH), organised the European Heritage Masterclass “Climate Heritage Digital Advocacy” designed by, with and for young people (photo 2). Over 60 young heritage

Un Sommet européen du patrimoine culturel mémorable s’est tenu du 25 au 27 septembre à Prague. Il a rassemblé des centaines d’acteurs du patrimoine, des décideurs politiques à tous les niveaux de gouvernance, des organisations de la société civile ainsi que des défenseurs et des passionnés du patrimoine, y compris des jeunes et des professionnels en devenir, venus de toute l’Europe et d’ailleurs. Au cours du Sommet, nous avons mobilisé l’écosystème européen du patrimoine pour agir conjointement en faveur d’un avenir plus pacifique, plus beau et plus durable (photo 1). Face à tant de défis pressants, dont la déplorable invasion de l’Ukraine par la Russie, qu’Europa Nostra condamne fermement, nous avons souligné le besoin urgent de placer les valeurs communes et le patrimoine culturel partagé de l’Europe au cœur même de nos démocraties et de ce qui nous rassemble.

Le Sommet a été organisé par Europa Nostra et notre représentation en Tchéquie en coopération et avec le soutien de la Commission européenne et du Ministère tchèque de la Culture, dans le cadre du programme officiel de la Présidence tchèque du Conseil de l’Union européenne. Le Sommet a été financé principalement par le programme Europe créative de l’Union européenne.

professionals, students and enthusiasts from Europe and beyond got to learn how to make the most out of digital tools in order to advocate for their causes, especially when it comes to topics revolving around climate change.

Together with Centro Nacional de Cultura, our Representation in Portugal, we presented the Helena Vaz da Silva European Award for Raising Public Awareness of Cultural Heritage 2022 to Oksana Lyniv, renowned conductor from Ukraine. This high European recognition pays tribute to Oksana Lyniv’s exceptional art of communicating European culture and values through music to a wider public, in particular the younger generations (photo 3).

The Europa Nostra Council met on 9-10 May in Kraków, Poland (photo 4). As concrete outcomes of the two-day discussions, the Council issued two important and timely statements: one condemning the ongoing deliberate destruction of cultural heritage in Ukraine and another one reacting on the proposals formulated by the Conference on the Future of Europe.

On 9 May - Europe Day, the letter of intent establishing the Europa Nostra Heritage Hub for Central and Eastern Europe based in Kraków was signed by the Mayor of Kraków and our Executive President. The role of the Hub, run by the Society of Friends of Kraków History and Heritage, is to develop the activities of our organisation in this part of the continent and to involve civil society organisations in the protection of Europe’s heritage.

À l’issue de ces deux jours de discussions, le Conseil a publié deux déclarations importantes et opportunes : l’une condamnant la destruction délibérée du patrimoine culturel en Ukraine et l’autre réagissant aux propositions formulées par la Conférence sur l’avenir de l’Europe.

Le 9 mai, Journée de l’Europe, la lettre d’intention établissant le Hub Europa Nostra du patrimoine pour l’Europe centrale et orientale, basé à Cracovie, a été signée par le Maire de Cracovie et notre Président exécutif.

Le rôle du Hub, géré par la Société des Amis de l’Histoire et du Patrimoine de Cracovie, est de développer les activités de notre organisation dans cette partie du continent et d’impliquer les organisations de la société civile dans la protection du patrimoine européen.

On 1 June, the Europa Nostra Heritage Hub for South Eastern Europe and Eastern Mediterranean was launched in Athens, thanks to a strategic partnership between the Municipality of Athens, Europa Nostra and ELLINIKI ETAIRIA – Society for the Environment and Cultural Heritage (ELLET), which was selected for the coordination of this Hub (photo 5).

Europa Nostra and KEA European Affairs, on behalf of the ILUCIDARE Consortium, co-hosted the final conference of the 3-year EU-funded ILUCIDARE project on 22 April in Brussels (photo 7). The aim of the conference was to take stock of the achievements of the ILUCIDARE project and further disseminate its learning outcomes to facilitate its uptake by other projects, actors and policies.

Europa Nostra and ALIPH – International Alliance for the Protection of Heritage in Conflict Areas signed a Memorandum of Understanding to strengthen their joint efforts for the protection of cultural heritage with a particular focus on conflict and post-conflict zones in Europe and possibly in its neighbourhood on 31 January, at ALIPH 2nd Donors” Conference in Paris (photo 6).

Europa Nostra undertook many of these activities in the frame of its Network Project European Cultural Heritage Agora “Empowering Europe’s Civil Society Movement for Heritage” funded by the European Union.

Le 1er juin, le Hub Europa Nostra du patrimoine pour l’Europe du Sud-Est et la Méditerranée orientale a été lancé à Athènes, grâce à un partenariat stratégique entre la Municipalité d’Athènes, Europa Nostra et ELLINIKI ETAIRIA - Société pour l’environnement et le patrimoine culturel (ELLET), qui a été choisi comme coordinateur de ce Hub (photo 5).

Europa Nostra et KEA Affaires européennes, au nom du Consortium ILUCIDARE, ont co-organisé la conférence finale du projet ILUCIDARE, financé par l’UE pendant 3 ans, le 22 avril à Bruxelles (photo 7). L’objectif de la conférence était de faire le point sur les réalisations du projet ILUCIDARE et de diffuser ses conclusions afin de faciliter leur adoption par d’autres projets, acteurs et politiques.

Europa Nostra et ALIPH - Alliance internationale pour la protection du patrimoine dans les zones de conflit - ont signé un protocole d’accord visant à renforcer leurs efforts conjoints pour la protection du patrimoine culturel, en particulier dans les zones de conflit et de post-conflit en Europe et potentiellement dans ses alentours, le 31 janvier, lors de la deuxième Conférence des donateurs de l’ALIPH à Paris (photo 6).

Europa Nostra a entrepris nombre de ces activités dans le cadre de son projet de Réseau Agora européenne du patrimoine culturel «Renforcer le mouvement de la société civile européenne pour le patrimoine» financé par l’Union européenne.

TRIBUTE TO LATE LEADERS OF EUROPA NOSTRA | HOMMAGE AUX ANCIENS DIRIGEANTS D’EUROPA NOSTRA

The 2022 General Assembly of Europa Nostra, which was held on 26 September in Prague (photo on the next page), paid tribute to Costa Carras (photo 1) from Greece, former Vice-President of Europa Nostra, who passed away on 28 February 2022, as well as to Baron Daniel Cardon de Lichtbuer (photo 2) from Belgium, former Executive President of Europa Nostra, who passed away on 26 July 2022.

Costa Carras was a visionary conservationist, an eminent historian and scholar as well as a distinguished businessman, a humanist, an idealist, and a true European. He worked tirelessly in favour of Europe’s cultural and natural heritage to create a better world for future generations. Costa Carras worked for Europa Nostra in various capacities for 48 years, shaping the organisation to what it is today (read In Memoriam). During our General Assembly in Prague, one of the first printed copies of the newest edition of the magazine Heritage in Action South East Europe Special, dedicated to his memory, was presented to his wife and our Council member Lydia Carras.

Daniel Cardon de Lichtbuer became Executive President of Europa Nostra in 1992 and held this position until 2006. During our General Assembly in Prague, our Executive President recalled Lichtbuer’s rich career. Our Secretary General, who worked with Daniel Cardon de Lichtbuer during his 14 years as Executive President of the organisation, paid a moving tribute to him.

L’Assemblée générale 2022 d’Europa Nostra, qui s’est tenue le 26 septembre à Prague (photo page suivante), a rendu hommage au Grec Costa Carras (photo 1), ancien Vice-président d’Europa Nostra, décédé le 28 février 2022, ainsi qu’au Belge Baron Daniel Cardon de Lichtbuer (photo 2), ancien Président exécutif d’Europa Nostra, décédé le 26 juillet 2022.

Costa Carras était un écologiste visionnaire, un historien et un érudit éminent, ainsi qu’un homme d’affaires remarquable, un humaniste, un idéaliste et un véritable Européen. Il a œuvré sans relâche en faveur du patrimoine culturel et naturel de l’Europe afin de créer un monde meilleur pour les générations futures. Costa Carras a travaillé pour Europa Nostra dans diverses fonctions pendant 48 ans, façonnant l’organisation pour qu’elle devienne ce qu’elle est aujourd’hui (lire In Memoriam). Lors de notre Assemblée générale à Prague, l’un des premiers exemplaires imprimés de la nouvelle édition du magazine Heritage in Action spécial Europe du Sud Est, dédié à sa mémoire, a été remis à son épouse et membre de notre Conseil Lydia Carras.

Daniel Cardon de Lichtbuer est devenu Président exécutif d’Europa Nostra en 1992 et a occupé ce poste jusqu’en 2006. Lors de notre Assemblée générale à Prague, notre Président exécutif a rappelé sa riche carrière professionnelle et bénévole. Notre Secrétaire générale, qui a travaillé avec Daniel Cardon de Lichtbuer pendant les 14 années où il a été Président exécutif de l’organisation, lui a rendu un hommage émouvant.

The Europa Nostra Heritage Hub for Central and Eastern Europe was launched on 9 May - Europe Day in Kraków, Poland, thanks to a strategic partnership between the Municipality of Kraków, Europa Nostra and the Society of Friends of Kraków History and Heritage, which was selected for the coordination of this Hub. The role of the Hub based in Kraków is to develop and strengthen the activities of the Europa Nostra in Central and Eastern Europe and to involve civil society organisations in the protection of Europe’s heritage, as well as to strengthen the role of Kraków as a leading European centre in the field of cultural heritage conservation and in the implementation of the UNESCO World Heritage Convention

Le Hub Europa Nostra du patrimoine pour l’Europe centrale et orientale a été lancé le 9 mai - Journée de l’Europe - à Cracovie, en Pologne, grâce à un partenariat stratégique entre la Municipalité de Cracovie, Europa Nostra et la Société des Amis de l’Histoire et du Patrimoine de Cracovie, qui a été sélectionnée pour coordonner ce Hub. SECRETARY GENERAL AWARDED ‘LA LÉGION D’HONNEUR |

LA SECRÉTAIRE GÉNÉRALE REÇOIT LA LÉGION D’HONNEUR

On behalf of the President of France, Emmanuel Macron, the Ambassador of France to Serbia, Pierre Cochard, presented the distinction of the national order of the Legion of Honour, in the rank of Knight (‘Chevalière’), to Sneška Quaedvlieg-Mihailovic at a memorable ceremony held on 21 October at the Residence of France in Belgrade in the presence of a high-level delegation of Europa Nostra and Europa Nostra Serbia (photo 2)

‘La Légion d’Honneur’ was awarded to the Secretary General of Europa Nostra for her “unreserved commitment to the preservation of heritage in Serbia and more widely in Europe, in close collaboration with France” and for her “dedication and commitment to the cultural dimension of the European project”.

In her acceptance speech, Sneška Quaedvlieg-Mihailovic stated: “My life’s mission is far from complete. France, Serbia and Our Europe can count on me to continue – until the last breath – to defend and celebrate a Europe of Values and a Europe of Culture” (photo 1)

On this occasion, our Secretary General gave several interviews to leading media outlets from Serbia, such as the CorD Magazine (English | Serbian), Euronews Serbia (Serbian) and Radio-Television of Vojvodina (Serbian)

La Légion d’Honneur a été décernée à la Secrétaire générale d’Europa Nostra pour son «engagement sans réserve en faveur de la préservation du patrimoine en Serbie et plus largement en Europe, en étroite collaboration avec la France» et pour sa «fidélité et son engagement en faveur de la dimension culturelle du projet européen».

Europa Nostra and Global Heritage Fund, in partnership with ALIPH and with the vital collaboration of the Heritage Emergency Response Initiative (HERI), launched the first call for applications for the Heritage Solidarity Fellowship for Ukraine on 1 June. In 2022, this scheme provided much-needed financial support to 106 heritage defenders and professionals in Ukraine | Europa Nostra et le Fonds du patrimoine mondial, en partenariat avec ALIPH et avec la collaboration essentielle de l’Initiative d’intervention d’urgence pour le patrimoine (HERI), ont lancé le 1er juin le premier appel à candidatures pour la Bourse de solidarité du patrimoine pour l’Ukraine. En 2022, ce programme a apporté un soutien financier indispensable à 106 défenseurs et professionnels du patrimoine en Ukraine.

REPORT BY THE TREASURER

Introduction

The financial statements 2022 were audited by our auditors AUREN, who examined these statements and issued an external auditor’s report. In 2022, the Covid-19 pandemic still had an impact on the activities of Europa Nostra, our members, partners and supporters. As a result, the total income was € 160.977 lower than budget and total expenditure (minus a negative interest of € 3.350) is € 58.790 lower. Consequently, the 2022 the financial year was closed with a negative result of € 105.537.

Income

Total income amounts to € 1.309.023 (2021 € 1.418.618). General income € 355.161 (2021 € 380.350) is € 25.189 lower than 2021. Membership contributions and donations & support increased with € 6.619, however other income decreased with € 31.808 compared to the previous year. Recruitment of new members (apart of young members below 33 years, who are entitled to a free membership fee) was still difficult in 2022. Income from activities € 953.862 (2021 € 1.038.268) is € 84.406 lower than in 2021. In 2021, a substantial amount was received from the Swiss Ministry of Culture to support the summit in Venice.

Expenditure

Total expenditure amounts to €1.411.210 (2021 €1.462.900) €51.690 lower than 2021. General expenditure is € 14.148 lower than in 2021. General expenditure amounts to 17,82% of total expenditure (17,75% in 2021) as in 2021, this percentage reflects the high allocation of general costs to our projects. Consequently, expenditure from activities amounts to 82,18% (81,84% in 2021). The total expenses of the International Secretariat in The Hague and our Brussels Office amount to € 815.430 (2021 € 874.378), € 58.948 less than in 2021). The overall cost control of the organisation remained on a good level.

Result

The financial result for 2022 is negative € 105.537 (negative result of € 47.265 in 2021). After appropriation of negative € 16.740 (2021 € 3.427) to the ‘Dineke and Hans de Koster Fund’ and negative €6.000 (2021 negative € 1.282) to the ‘Youth Fund’ the remaining negative € 82.797 is deducted from the General Reserve. On December 31, 2022 the total Reserves, included the two labelled funds, amount to € 422.664. The ratio reserves/total balance sheet is on December 31, 2022, 80,90% (2021 38,79%), which still is a sound ratio.

Risk Analysis and Risk Mitigation

Potential operational, financial and reputational risks are: discontinuity of the European Commission grants and other grants, illness or departure of key staff, not able to fulfil the obligations inherent to the projects cofunded by the European Commission or other parties, reduced income from individuals and organisations, incapability to raise sufficient additional income, unintentional damage to the reputation of Europa Nostra as a result of an omission or mistake as a consequence of an ever-growing number of

simultaneous tasks. However, the competence, dedication and energy within the Europa Nostra team composed of professionals and qualified volunteers, as well as the high appreciation which Europa Nostra’s work receives internally and externally for the content, qual ity and importance of its achieve ments, reduce to a certain extent the probability of these risks to materialise.

Fraud Prevention

The Board of Europa Nostra is convinced of the importance of a firm and clear system of standards and ethical rules for all internal bodies (Board, Council, Committees) and the employees of Europa Nostra to prevent fraud. In the course of 2022/2023 a formal structure will be developed and implemented, in addition to the existing procedures to prevent fraud.

Looking Ahead

In 2023, Europa Nostra celebrates its 60th anniversary which is an important milestone in our organisation’s history. Our organisation has grown since 1963 and our challenges and goals have grown with us. Today, Europa Nostra is implementing in addition to other projects two flagship programmes: the European Heritage Awards co-funded by the European Commission and the 7 Most Endangered Programme in partnership with the European Investment Bank Institute. Last but not least, Europa Nostra has been awarded the leading role in the European Heritage Hub pilot project, launched in May 2023 together with a strong consortium of partners and a substantial budget to implement this ambitious project during the next two years. We value the confidence of the European Commission and our European partners. While the income from project grants substantially increased, Europa Nostra will focus on receiving additional funding to provide the necessary co-financing rates of 10-20%.

Introduction

Les états financiers 2022 ont été vérifiés par nos auditeurs AUREN, qui les ont examinés et ont publié un rapport d’audit externe. En 2022, la pandémie de Covid-19 a encore eu un impact sur les activités d’Europa Nostra, de ses membres, partenaires et supporters. En conséquence, les recettes totales ont été inférieures de 160.977 € par rapport au budget et les dépenses totales (moins un intérêt négatif de 3.350 €) sont inférieures de 58.790 €. Par conséquent, l’exercice financier 2022 a été clôturé avec un résultat négatif de 105.537 €.

Recettes

Le revenu total s’élève à 1.309.023 € (1.418.618 € en 2021). Les recettes générales s’élèvent à 355.161 € (380.350 € en 2021), soit 25.189 € de moins qu’en 2021. Les cotisations des membres, les dons et les soutiens ont augmenté de 6.619 €, mais les autres revenus ont diminué de 31.808 € par rapport à l’année précédente. Le recrutement de nouveaux membres (à l’exception des jeunes membres de moins de 33 ans, qui ont droit à une cotisation gratuite) est resté difficile en 2022. Les revenus des activités s’élèvent à 953.862 € (1.038.268 € en 2021), soit 84.406 € de moins qu’en 2021. En 2021, un montant substantiel a été reçu du Ministère suisse de la Culture pour soutenir le Sommet de Venise.

Dépenses

Les dépenses totales s’élèvent à 1.411.210 € (1.462.900 € en 2021), soit 51.690 € de moins qu’en 2021. Les dépenses générales sont inférieures de 14.148 € à celles de 2021. Les dépenses générales représentent 17,82% des dépenses totales (17,75% en 2021). Comme en 2021, ce pourcentage reflète l’allocation élevée des frais généraux à nos projets. Par conséquent, les dépenses liées aux activités s’élèvent à 82,18% (81,84% en 2021). Les dépenses totales du Secrétariat international dans les bureaux de La Haye et de Bruxelles s’élèvent à 815.430 € (874.378 € en 2021), soit 58.948 € de moins qu’en 2021). Le contrôle global des coûts de l’organisation est resté à un bon niveau.

Résultat

Le résultat financier pour 2022 est négatif de 105.537 € (résultat négatif de 47.265 € en 2021). Après affectation de 16.740 € (3.427 € en 2021) au «Fonds Dineke et Hans de Koster» et de 6.000 € (1.282 € en 2021) au «Fonds Jeunesse», le solde négatif de 82.797 € est déduit de la Réserve générale. Au 31 décembre 2022, le total des Réserves, y compris les deux fonds labellisés, s’élève à 422.664 €. Le ratio Réserves/total du bilan est au 31 décembre 2022 de 80,90% (38,79% en 2021), ce qui reste un ratio sain.

Analyse et atténuation des risques

Les potentiels risques opérationnels, financiers et de notoriété sont les suivants : nterruption des subventions de la Commission européenne et d’autres subventions, maladie ou départ de membres clés du personnel, incapacité à remplir les obligations inhérentes aux projets cofinancés par la Commission

européenne ou d’autres parties, diminution des revenus provenant de particuliers et d’organisations, incapacité à générer des revenus supplémentaires suffisants, atteinte involontaire à la réputation d’Europa Nostra à la suite d’une omission ou d’une erreur résultant d’un nombre sans cesse croissant de tâches à gérer simultanément. Toutefois, la compétence, le dévouement et l’énergie de l’équipe d’Europa Nostra, composée de professionnels et de bénévoles qualifiés, ainsi que la haute appréciation dont le travail d’Europa Nostra fait l’objet en interne et en externe pour le contenu, la qualité et l’importance de ses réalisations, réduisent dans une certaine mesure la probabilité que ces risques se concrétisent.

Prévention de la fraude

Le Comité exécutif d’Europa Nostra est convaincu de l’importance d’un système ferme et clair de normes et de règles éthiques pour tous les organes internes (Comité exécutif, Conseil, Comités) et les employés d’Europa Nostra afin de prévenir la fraude. Au cours de la période 2022/2023, une structure formelle sera développée et mise en œuvre, en plus des procédures existantes de prévention de la fraude.

Perspectives d’avenir

En 2023, Europa Nostra fêtera son 60ème anniversaire, une étape importante dans l’histoire de notre organisation. Notre organisation s’est développée depuis 1963 et nos défis et objectifs ont grandi avec nous. Aujourd’hui, Europa Nostra met en œuvre, en plus d’autres projets, deux programmes phares : les Prix européens du patrimoine, cofinancés par la Commission européenne, et le programme des 7 sites les plus menacés, en partenariat avec l’Institut de la Banque européenne d’investissement. Enfin, Europa Nostra s’est vu attribuer le rôle de leader dans le projet pilote Hub européen du patrimoine, lancé en mai 2023 avec un solide consortium de partenaires et un budget substantiel pour mettre en œuvre ce projet ambitieux au cours des deux prochaines années. Nous apprécions la confiance de la Commission européenne et de nos partenaires européens. Alors que le revenu des subventions de projet a considérablement augmenté, Europa Nostra se concentrera sur l’obtention de fonds supplémentaires pour fournir les taux de cofinancement nécessaires de 10 à 20 %.
