A restaurant that’s preparing to open in Keene, N.H., has removed a sign with its name over concerns it sounded like profanity. The name of the Vietnamese restaurant in a public building by City Hall is a play on the soup, spelled P-H-O but pronounced “fuh.” The restaurant is called “Pho Keene Great.” City Manager Elizabeth Dragon said it’s intended to sound like profanity and the owner didn’t get permission to hang a sign. A baby Jesus figurine stolen from a nativity scene at a Montana home on New Year’s Day was returned Thursday with two notes from someone claiming to be God. Jack McCormick said he was relieved to see the 15-inch figurine in the snow in his yard in Butte, The Montana Standard reported.“This is God,” one of the notes read. “I took my son back for a trip! I’m returning him now! God Bless!” McCormick acquired the nativity scene in the late 1960s. (AP)

THE DISTRICT Of all the casualties of the federal government shutdown — sidelined employees, shuttered museums, the dark Panda Cam at the National Zoo — few anticipated this one: holy matrimony. Dewy-eyed couples planning to tie the knot in the nation’s capital have been doused with cold reality: The courthouse office that issues marriage licenses is closed. It doesn’t matter that the event space is booked. Or that guests have checked in to the hotel. The Marriage Bureau at D.C. Superior Court is not open. Even though Congress allows the city to spend its own revenue to maintain D.C. operations during a federal shutdown, the local courts are funded by the federal government. The Marriage Bureau is considered a nonessential function and has been suspended. Claire O’Rourke, 33, learned the hard way when she went on the D.C. Superior Court website Wednesday to print out an application for her marriage

license before her Jan. 12 wedding. Instead, she saw red text blaring, “The Marriage Bureau is closed during the government shutdown.” “It never occurred to me that this very tiny aspect would shut down right when I needed it the
most,” said O’Rourke, a Capitol Hill resident and lobbyist who is planning a 140-person wedding at a Chinatown hotel. “It’s a surprising thing to happen in the final few weeks when you’re getting ready for your wedding,” said O’Rourke, who
angrily texted the news to her fiance, Sam Bockenhauer. Without a license, a marriage is not legal. Officiants also need to be licensed by the D.C. Marriage Bureau, and O’Rourke is waiting to find out if the relative planning to conduct her wedding is already authorized. D.C. law requires officiants to send the court a signed marriage license within 10 days of a ceremony. Failure to do so results in a $50 fine for the officiant. O’Rourke hopes the shutdown will end before next Saturday and that she and Bockenhauer can get a same-day marriage license. And she’s trying to relax. “We’ll have a lovely party with all of our family and friends and exchange vows and whenever courts open back up, we’ll have a license,” said O’Rourke. D.C. Mayor Muriel Bowser plans to introduce emergency legislation to allow her office to issue marriage licenses during a government shutdown. The bill is expected to come before the D.C. Virginia Zoo welcomes two newborn bongos Two baby bongos were born to separate mothers at the Virginia Zoo on Dec. 26. The zoo reports that “Johnny,” a male calf, weighed in at about 44 pounds, while “Charlie,” a female calf, weighed in at 48 pounds. The birth of the calves brings the total size of the herd in zoo’s exhibit to eight. Zoo officials said there may be a delay before visitors can see the calves. The bongo is a large species of antelope found in eastern, western and central Africa. (AP)

In D.C., when you gotta go, where do you? THE DISTRICT It’s a question as old as civilization that continues to stump cities: Where to go when you need to … go? The D.C. Council has approved a pilot program to erect two new public bathrooms downtown and to offer as much as $2,000 in annual incentives to businesses that open restrooms to all. Lawmakers want to provide facilities for homeless people, as well as seniors, children, pregnant women and others, while reducing the health risks and degraded environments that result when people defecate outdoors. But the challenge facing the District and other cities is ensuring that public bathrooms don’t become filthy crime magnets that few want to use. Plenty of cities have figured out how to provide safe, clean bathrooms, and there’s no reason D.C. can’t either, advocates say. “It’s a total puzzle that you go to just about every other capital in Asia and Europe, and they say, ‘Of course we have public restrooms. They are needed for personal and public health,’ ” said
Marcia Bernbaum of the People for Fairness Coalition, a D.C. homeless advocacy group lobbying to expand public restrooms. “We are really, really far behind,” she said. “This is just a question of getting it started.” Dozens of bathrooms are available along the Mall at free Smithsonian museums and federal monuments, but the city advertises only seven locations as having “clean, safe public bathrooms”: National Portrait Gallery, National Building Museum, Union Station, Lafayette Square, the White House Visitor Center, and the Lincoln and Jefferson memorials. Only the memorials are open at all hours. So far, D.C. seems to have escaped the worst outcomes from a lack of public accommodations. In San Francisco, a light pole toppled over after its metal base was degraded by urine, and subway escalators have been damaged by human waste caught in the gears. But city officials warn that the urgency for more restrooms in the District grows as the population rises and tourism booms. “The more I talk to people, the more I realize people are constantly finding themselves in a situation where they need to use a bathroom,” said council member

Robin Diener, president of the Dupont Circle Citizens Association, said it’s past time to expand public bathrooms in a neighborhood that draws tourists, young families, panhandlers and bar patrons. “It’s uncivilized to not make provisions for basic needs that all human beings share,” Diener said. What began in the fuel crisis of the 1970s will come to an end in February for many D.C. drivers. The ability to take a right turn when faced with a red traffic light will disappear at about 100 D.C. lights where it previously had been permitted. It’s all in keeping with Mayor Muriel Bowser’s concept of Vision Zero, an effort intended to eliminate traffic fatalities and injuries. In the District, from 2008 to 2017, 101 pedestrians and 10 cyclists died after being struck by cars. (TWP)

Police: Body found in water Wednesday near Baltimore casino
Police believe more than 60 women and girls were secretly recorded undressing in changing rooms in Northern Virginia malls before Christmas. Fairfax County Police arrested Mumtaz Rauf, 39, of Alexandria, on Christmas Eve and charged him with unlawful filming of a minor after a girl noticed a small camera in a changing room at a Forever 21 store in Fairfax. Police said Thursday that they have evidence Rauf may have filmed more than 60 women and girls between Dec. 15 and Dec. 24 at stores in Fair Oaks, Fair Lakes Promenade and Tysons Corner Center. Police say 14-year-old girl threatened three schools A 14-year-old girl threatened mass violence against three area schools, police in Prince George’s County said. The girl was arrested Wednesday on charges that included making threats of mass violence. She admitted to writing a series of emails threatening two high schools and a middle school, police said. One of the emails included obscene photos, leading her to also be charged with possession of obscene matter with the intent to distribute it. Report: Official misused staff for personal tasks The House of Representatives Committee on Ethics says former Rep. Thomas Garrett, R-Va., misused staffers for tasks such as watching his dog and buying him cigarettes. The committee released its report Wednesday, just before Garrett’s departure from the House, the Daily Progress reported. The report says Garrett apparently “did not understand or appreciate” the limits on staffers helping with tasks that didn’t support his official duties. (AP)

Maryland’s next legislative session will convene Wednesday. A record 72 out of 188 General Assembly members will be women.
President Thomas Mike Miller said he is “absolutely” confident lawmakers will pass legislation this session. “We’re ready to go,” Democratic House Speaker Michael Busch said.
Marijuana Miller and Busch are planning to create a work group to study how to best implement recreational marijuana use if voters approve a referendum next year. Busch said the study will help inform voters’ decisions.
Baltimore crime After Maryland’s largest city recorded more than 300 homicides for the fourth straight year, lawmakers decided to consider

Sports betting Lawmakers will consider legalizing sports betting. The attempt stalled last year over concerns about where to allow it: casinos, horse racing tracks or both. One idea under consideration would allow the state lottery to regulate and manage sports betting, similarly to how it manages keno or scratch-off tickets. RELIGION Over the past four months, Roman Catholic dioceses across the U.S. have released the names of more than 1,000 priests and others accused of sexually abusing children, an Associated Press review has found. The unprecedented public reckoning has been spurred at least in part by a grand jury investigation in Pennsylvania that identified nearly 300 “predator priests” dating back seven decades. Nearly 50 dioceses and religious orders have publicly identified child-molesting priests in the wake of the Pennsylvania report issued in mid-August, and 55 more have announced plans to do the same over the next few months, the AP found. Together they account for more than half of the nation’s 187 dioceses. The review also found that nearly 20 local, state or federal investigations have been launched since the release of the grand jury findings. Those investigations could lead to more accusations, as well as fines and court-ordered safety measures. The recently disclosed accusations date back six or seven decades in some cases, with the oldest from the 1910s. Most of the priests were removed from ministry. An AP review found

Forget vending machines. This week, PepsiCo began testing a way to bring snacks directly to college students via self-driving robots. Students at the University of the Pacific in Stockton, Calif., can order Baked Lay’s, SunChips or Bubly sparkling water on an app, and then meet the six-wheeled robot at more than 50 locations on campus. The robots, which travel up to 6 miles per hour, are less than 3 feet tall, according to Robby Technologies, which makes them. A lunar first: Chinese craft reaches far side SCIENCE In a first for the world, China has successfully landed a spacecraft on the far side of the moon, the China National Space Administration said Thursday as it announced its arrival as a bona fide space power. The probe, named Chang’e 4 after a goddess in Chinese mythology who lived on the moon, landed at 10:26 a.m. Beijing time Wednesday in Von Karman crater within the moon’s South Pole-Aitken basin. Shortly after landing, a rover on the landing craft dispatched the first photo of the moon’s surface from its far side back to Earth via a satellite communication relay. Chang’e 4 is the first spacecraft to land softly on the side of the satellite that always faces away from the Earth. The geology on this side of the moon is distinctive, with more craters and less evidence of volcanic activity. But it’s difficult to explore, as scientists on Earth can’t communicate via direct radio signal with spacecraft in this remote region — a quandary China’s relay satellite has solved. It’s thought that a meteor impact created the Von Karman crater in the early days of the solar system, and exposed material from the moon’s deep interior. Obtaining a precise date for the event, and probing the primitive rock, could help solve mysteries about the formation of the moon and the history of the solar system. BUSINESS Global markets shuddered Thursday after Apple said China is buying fewer iPhones, amplifying fears that the world’s secondbiggest economy is fading. Apple chief executive Tim Cook pointed to the unforeseen “magnitude of the economic deterioration” in China, the world’s largest smartphone market. Apple shares sank 10 percent, and the Dow Jones Industrial Average dropped 660 points, or 2.8 percent, to close at 22,686. The Nasdaq dipped into bear territory, which is at least 20 percent below its most recent peak. An airstrike Wednesday in southwestern Somalia killed 10 members of the al-Shabab extremist group, the U.S. military said in a statement. Such a high-profile break would be a humiliating blow to North Korea’s Kim Jong Un, who is seeking to establish himself as a legitimate leader with global standing after a year of unprecedented diplomatic outreach. South Korean lawmaker Kim Min-ki briefed reporters about Jo’s possible defection based on information shared by Seoul’s spy agency in a closed-door hearing. According to the lawmaker, Jo and his wife disappeared before the end of his term, which was scheduled for late November. The lawmaker said that in the two months since, Jo has not contacted South Korea’s National Intelligence Agency, suggesting that he could be seeking asylum in a different country. American charged in Russia Former Marine denies Moscow’s claim of espionage, report says MOSCOW An American arrested in Russia has been formally charged with espionage, a Russian news agency reported Thursday, moving the case into Russia’s justice system and possibly deepening the diplomatic tensions with the U.S. The Interfax news agency report on Paul Whelan’s status could not be independently verified. “An indictment has been presented. Whelan dismisses it,” Interfax reported, citing a person familiar with the situation. There was no immediate comment from Russian officials, but Interfax and

Washington and Moscow, which are at loggerheads over a range of issues from election interference to the wars in Syria and Ukraine. On Wednesday, the U.S. ambassador to Russia, Jon Huntsman Jr., visited Whelan in a Moscow detention facility, marking the first contact U.S. officials have had with him since he was arrested at a hotel during his Moscow visit. The timing of Whelan’s arrest — coming weeks after Russian gun rights activist Maria Butina pleaded guilty to Kremlin interference in the United States — has raised questions about a potential swap. Prosecutors announced that 11 suspects in the slaying attended their first court hearing with lawyers, but the statement did not explain why seven other suspects arrested over the killing did not immediately face formal charges. The kingdom had said 18 people had been arrested. Turkey has demanded Saudi Arabia extradite those 18 suspects to be tried there for Khashoggi’s killing. Turkish security officials have kept up a slow leak of videos, photographs and morbid details surrounding Khashoggi’s slaying to pressure the kingdom, as the two U.S.allied countries vie for influence over the wider Mideast. Khashoggi, 59, entered the Saudi Consulate in Istanbul on Oct. 2 as his fiancee waited outside. But unbeknownst to him, a team of Saudi officials had flown in before his arrival and lay in wait for him. Saudi Arabia denied for weeks that Khashoggi had been killed but later changed its story and ultimately acknowledged the brutal slaying. WASHINGTON Cheering Democrats returned Nancy Pelosi to the House speaker’s post Thursday as the 116th Congress took office and ushered in a historically diverse class of freshmen ready to confront President Trump in a new era of divided government. Domestic violence charges against Redskins linebacker Reuben Foster have been dropped by a Florida prosecutor, a month and a half after he was arrested for allegedly hitting his ex-girlfriend at a hotel. Foster was supposed to appear Thursday in Hillsborough County court, but the hearing was canceled. Estella Gray, a spokeswoman for the State Attorney’s Office, said there was insufficient evidence to file charges against Foster after “a meticulous review of the facts of the case.” Foster will need to be cleared by the NFL before he can return to the field. The San Francisco 49ers released Foster and the Redskins claimed him off waivers shortly after his Nov. 24 arrest.

Key for Colts: Put pressure on Deshaun Watson. The Texans’ QB was sacked 62 times this season, six more than any other passer in the league. The Colts racked up 12 sacks against him in two games and will need to maintain that pressure Saturday to force the Texans’ offense into third-and-longs. Houston ranked 20th in thirddown conversion rate (37 percent).
Key for Texans: Take away the deep pass. Andrew Luck threw for 863 yards in two games against the Texans and attempted the secondmost passes in the NFL. The Colts are going to throw the ball — a lot. Houston just needs to make sure it doesn’t give up the big play. Luck is 3-6 this season when he’s held to under 7.5 yards per pass, which includes a Sept. 30 loss to Houston.
Key for Seahawks: Give RB Chris Carson the ball. Seattle is 4-1 this season when Carson had at least 20 carries and is 0-3 when he has fewer than 10. In December, Carson ran for 516 yards and five TDs as the Seahawks went 4-1 and averaged 30.4 points per game. It won’t be easy to get Carson going though, as Dallas has the fifth-best run defense in the league.
Key for Cowboys: Control the clock with RB Ezekiel Elliott. Dallas went 7-1 in the second half of the season and beat two playoff teams — the Saints and Eagles (twice) — during that span. In those games vs. Philly and New Orleans, Dallas on average had more than a 14-minute advantage in time of possession. The Cowboys lost the time of possession battle in a Week 3 loss to Seattle.

Key for Chargers: Be better against the blitz. In a 22-10 loss to the Ravens two weeks ago, Philip Rivers looked rattled. The Chargers’ QB threw for just 181 yards, had two picks and was sacked four times. His longest completion in that game was 17 yards. It was the low point in one of Rivers’ best seasons in his 15-year career. He’ll need to handle the Ravens’ pressure better this time.
Key for Ravens: Don’t ask Lamar Jackson to do too much. Having just played each other, the Chargers’ defense will be better prepared for the Ravens’ new run-pass-option offense. But even if L.A. is able to stop Jackson this time around, the Ravens can’t get away from their run-first game plan. Baltimore’s rookie QB has never attempted more than 25 passes in a game.
Key for Eagles: Spread the ball around. Zach Ertz set an NFL record for tight ends with 116 receptions this season, but the Eagles tend to lose when they rely solely on Ertz. Philly is just 1-4 in games in which Ertz has double-digit receptions. To beat the top scoring defense in the league, Nick Foles is going to need to also get the ball to Alshon Jeffery and Nelson Agholor.
Key for Bears: Get RB Tarik Cohen involved. The Bears won their last four games despite averaging just 19.3 points. To get the offense back on track, Chicago needs to get the ball in Cohen’s hands. Beal takes reins, eyes playoffs WIZARDS Bradley Beal has made it clear: Clutch time is his. He may spend the majority of games finding open teammates when defenses turn aggressive, and orchestrating pick-and-rolls with center Thomas Bryant, but Beal will be taking over when it matters. The Wizards may encourage shot distribution and ball movement in response to John Wall’s absence due to season-ending surgery. But Washington still needs a star willing to seize the spotlight. For the remaining 44 games, Beal is welcoming the added pressure. “I feel like I have more of a responsibility,” said Beal, who scored a game-high 24 points Wednesday, including 11 in the fourth quarter of the Wizards’ 114-98 win over Atlanta. “With John being out, that’s just even more motivation for me: ‘OK, can I lead this team to the playoffs?’ ” Those are forceful words, but confidence seems to be oozing out of Beal these days. I will see at least three movies from the “Fast & Furious” franchise. This one requires a story: Every year I go to Career Day at my son’s school and feel confident about the coolness of my job, right up until I have to follow the dad who’s a helicopter pilot. During the Q&A last year, a girl asked me which of the “Furious” movies was my favorite. When I said I hadn’t seen any of them — causing a lot of elementary schoolers to metaphorically clutch their pearls — she asked why. The only answer I had was that I thought they looked stupid. And they might be stupid, but I have never given them a chance to prove they’re not. So I promised her I’d see at least three so we can discuss them when I come back this year.

1 Ignoring the Oscars
I will not write about any movie in terms of its Oscar chances unless I am writing about the actual Oscar nominations or the ceremony itself. I feel that awards for artistic endeavors are problematic on many levels, which my tens of readers know because I complain about this at least three times a year. It’s simply impossible to objectively measure one movie’s value against another’s, and taking home a trophy can come not necessarily from artistic achievement, but from the best studio-backed marketing campaign. Critics contribute to this by measuring movies by their potential Oscar count. Writing about movies through the lens of the Oscars makes me part of the problem, because it lends credence to the argument that the Academy is the arbiter of quality. Even when I disagree with the Academy (LET’S TALK ABOUT “MUDBOUND” AGAIN), I’m setting the Oscars up as a valuable way to measure a movie’s

I will pay more attention to streaming services and their original films. Alfonso Cuaron’s Netflix film “Roma” had plenty of buzz after a limited theatrical run, but I was caught entirely off guard by some of the great movies that came only to a living room near me. Netflix’s “Dumplin’ ” and “To All the Boys I’ve Loved Before” were two of the most charming comedies I saw last year, and while “The Ballad of Buster Scruggs” was uneven, it certainly matched the caliber of plenty
of theatrical releases (and yes, I’ll get around to watching “Bird Box”). Netflix: No longer just for rewatching “Friends”!
“The Wife’s” Glenn Close and “A Star Is Born’s” Lady Gaga have long been poised for an awards season showdown, and whoever wins here can officially take on frontrunner status.
Best supporting actor This is the most open acting category, in which all five nominees seemingly have a shot, though “Can You Ever Forgive Me?” star Richard E. Grant and “Green Book’s” Mahershala Ali had the showiest performances.
In the end, these resolutions are all fundamentally about examining the biases and habits I have when I watch, think and write about movies. Sly pitches a ‘Rocky’ retinol Sylvester Stallone’s wife, Jennifer Flavin Stallone, told Us Weekly on Wednesday about her husband’s skincare routine. “Sly is always willing and ready to try any mask, eye cream, de-puffing or lifting cream,” the 50-year-old model said. Olivia Newton-John took to Twitter Wednesday to assure the world that she is very much alive after Radar Online described the “Grease” star as “clinging on to life.” “I just wanted to say that rumors of my death have been greatly exaggerated, to quote a very famous quote,” Newton-John said in a video, loosely quoting Mark Twain. “I’m doing great and I want to wish all of you the happiest, healthiest 2019 that’s possible,” she continued. The incident happened in the early hours of Jan. 1 at the home of Jen Harley, Ortiz-Magro’s ex. According to Us, the two split after an argument on New Year’s Eve. Nothing was taken from the home, but items were damaged. An investigation is ongoing. (EXPRESS)
Lindsay Lohan paid the IRS more than $100K she owed for previous years’ taxes, The Blast reports. The debt was paid in November. Lohan owed the government $83,972 for 2015, along with lesser sums from 2010 and 2014. Sources told The Blast that Lohan was paid in the “mid six-figures” by MTV for her new show, “Lindsay Lohan’s Beach Club,” which follows her Lohan Beach House in Mykonos, Greece. (EXPRESS)
