Police in New York City helped a couple ring in the new year by finding their engagement ring. NBC New York reported that the diamond ring was dropped down a sewer grate Thursday near Times Square. Officers recovered it with the help of the FDNY. The NYPD tweeted that the couple was reunited with their ring on Friday. Last month, the NYPD found another engagement ring, which was returned to the couple on “The Ellen Show.” (AP)

A large purple penguin swiped from an Oklahoma City hotel apparently managed to waddle back home after police released photos of a man with the $3,000 statue tucked under his arm. Police on Friday announced the return of the penguin, which had disappeared the previous Sunday from the 21c Museum Hotel. Surveillance images show a man carrying it by the head. The penguin is about two-thirds the height of the thief. (AP)

‘It’s a mess, but it’s my mess’ REDSKINS Die-hard Redskins fan Kenny A., a local teacher who would prefer to remain somewhat anonymous, might be the only person who wore a John Beck jersey while watching the former Redskins quarterback get sacked 10 times in a 2011 shutout loss to the Bills in Toronto and a Kirk Cousins No. 12 jersey in Cleveland for Cousins’ only start as a rookie the following year. The 35-year-old has spent more money than he’d care to admit on what has become the most incredible — and depressing — collection of Redskins quarterback jerseys ever assembled, including four new additions from this past season alone. “It’s being a fan, coupled with tradition and stubbornness,” Kenny says. “It’s a mess. THE DISTRICT On the first Friday of the year, tourists roamed the Mall searching for signs of life. The Smithsonian museums were closed. So, too, was the carousel on the Mall, its painted horses frozen in place. Tourism in D.C. typically slows in January. Hotels have fewer guests, and restaurants are less crowded. Washingtonians and visitors alike shop a little less. But the partial government shutdown has deepened the lull. Business owners, taxi drivers and others who rely on foot traffic have watched revenue slump as parts of the government have ground to a halt. Should the shutdown persist for “months or even years,” as President Trump said it could Friday, its effect on the District will only worsen. This isn’t the District’s first go-round with a government shutdown, though it’s already one of the longest. In 2013, the federal government suspended operations for 16 days as Congress sparred over the Affordable Care Act. The longest shutdown was in 1995. It lasted three weeks. Previous standoffs have taught business owners and tour guides how to adapt. “Six years ago it was like, ‘Oh, my God, the city’s shut down. We’re going to have to cancel

our trip.’ But now, we’ve all been here before and people are realizing a lot of what D.C. has to offer has nothing to do with the federal government,” said Elliott Ferguson, president of Destination DC, the city’s tourism arm. Hotels are seeing fewer cancellations than in past shutdowns, Ferguson said, and fewer tour groups have called Destination DC in a panic. Two conventions scheduled this month are expected to bring about 27,000 people and $33 million to the city. “Right now, we’re all hoping that this will end soon,” Ferguson said. “But in the meantime, we want everyone to know D.C. is open for business.” Getting that message out has

been a challenge for small businesses, especially those near closed attractions. Yael Krigman, owner of Baked by Yael, a bakery across from the National Zoo, said she’s leaned more heavily on catering and “cake-pop parties” in lieu of the usual zoo-goer foot traffic. It hasn’t been easy. “It’s not as though January was going to be our best season anyway, but that’s why we really rely on the zoo even more than in other months,” Krigman said. “But people still go to the zoo — when it’s open.” Unemployment claims in the District since the shutdown began exceeded 1,200 as of Friday, which marked a full pay period

for unpaid federal workers. Claims typically spike during shutdowns because federal workers are not guaranteed back pay and government contractors lose their source of income. As the sun set Friday, a smattering of tourists posed for pictures on the Mall outside wrought iron fences. Minwa and Khafe Oshingbemi, a married couple from Nigeria, took turns taking photos that appeared to show each being pricked by the top of the Washington Monument. Two people found dead Saturday after house fire in Southeast D.C.

THE DISTRICT Washington’s St. Patrick’s Day parade, which has been held here since 1971 and has grown greatly in size, prominence and reputation, will not be held this year, it was announced on Friday. On its website, the St. Patrick’s Parade Committee of Washington, D.C., which puts on the parade, said it was “distraught to announce that the 2019 St. Patrick’s Parade is cancelled.” The committee said growing security costs, combined with “relatively stagnant funding,” have thrust the parade organizers into “a precarious financial position.” It attributed the rapid growth in overhead expenses to security requirements imposed by the D.C. government in the wake of a terrorist attack in Nice, France, in 2016. In that attack, at least 86 people were killed and hundreds injured when a man drove a truck into a crowd that had been watching fireworks. The man then began shooting. In explaining the cancellation, the committee said some of the costs were defrayed by a grant from the D.C. government. But it said as costs have increased, the grant hasn’t been as effective in reducing the financial burden. That, coupled with the committee’s “steadfast commitment” to holding the parade in 2020, its 50th year, has led to the “very difficult but necessary” decision to cancel this year’s parade. Police, feds seize 88 pounds of heroin Bust nets estimated $2.5M in drugs, one of largest in D.C. region THE DISTRICT D.C. police and federal authorities said Friday that they have broken up an organization that supplied heroin to some of the District’s most drug-plagued neighborhoods, seizing guns and a luxury sports car made in Italy. Authorities said they seized more than 88 pounds of heroin, worth an estimated $2.5 million wholesale. Police said they found

six handguns inside one suspect’s residence in Northeast. “When guns and drugs meet, violent crime erupts,” said Thomas Chittum, the special agent in charge of the Washington field office of the Bureau of Alcohol, Tobacco, Firearms and Explosives. “In this case, we had plenty of both.” Chittum was joined by D.C. Police Chief Peter Newsham and Mayor Muriel Bowser at a news conference at the 6th District police station in Northeast, where they said the group had sold drugs in communities along Alabama

and Minnesota avenues and Naylor and Good Hope roads. Bowser said that “because we Thorne have removed this heroin from the streets, we know for a fact we have saved lives.” She described the seizure as one of the largest in the D.C. area in recent memory. Authorities executed three simultaneous raids on Dec. 19 — arresting one suspect in Fairfax County and searching a residence in Northeast Washington

Newsham said that man, Linwood Douglas Thorne, 46, of Northeast, was arrested Thursday in Baltimore. He was charged federally with several drug and firearm counts. Man accused of telling child to steal package Authorities say a man accused of directing his 5-year-old daughter to steal a package from the porch of a Maryland home has been arrested. The Harford County Sheriff’s Office said Friday that Gary Smith, 46, of Abingdon was arrested New Year’s Day. Officials say Smith directed his daughter to steal the package from the porch of a Bel Air home Nov. 30. After video of the theft was posted online, officials say a tipster identified the girl and that led investigators to Smith. Smith is charged with theft under $100, conspiracy and contributing to the condition of a child. (AP)

THE DISTRICT After a year marked by a rise in traffic fatalities, D.C. is entering 2019 with a plan city officials hope will make streets safer for its 700,000 residents and the hundreds of thousands more who visit and work in the nation’s capital. The new year brings several street safety initiatives, including a ban on right turns on red and restricting left turns at some intersections. In addition, pedestrians will have more time to cross at many intersections and there will be new zones for delivery trucks and ride-hailing drop-offs. Drivers who break traffic laws will also face higher penalties. The ultimate goal, city officials said, is to reduce traffic deaths and injuries through changes in street design, enforcement, education and data-driven strategies. According to data from D.C. police, 36 people were killed in traffic collisions in 2018, including 14 pedestrians and three bicyclists. That number is up from 30 in 2017 and is the highest since 2008, when 39 people were killed in traffic crashes. “The slight uptick [in traffic deaths] in the past year gave us the energy to roll out these new strategies,” said Jeff Marootian, director of the D.C. Department of

That includes efforts to make left turns safer in some spots by adding rubber barriers along the center line to stop drivers from cutting off a corner when turning. At 40 intersections with dual turn lanes that have a higher incidence of crashes, engineers will be making adjustments, including eliminating the second turn lane. Tougher penalties for traffic infractions go into effect this month, targeting speeding and other dangerous road behaviors. Among the changes: Drivers exceeding the speed limit by more than 25 mph face a $500 fine; those rolling through a

no-right-turn-on-red intersection face a $100 fine; and drivers who don’t stop for a pedestrian in a crosswalk risk a $500 ticket and three points on their license. The initiatives aren’t new proposals, but are part of the city’s commitment to Mayor Muriel Bowser’s Vision Zero strategy. Advocates say they welcome the stepped-up efforts, but want the city to take even bolder steps to ensure the safety of all road users. “We are not asking for anything unreasonable. We are just asking not to die or get horribly injured while we are traveling in D.C.,” said Rachel Maisler, an avid bicyclist and member of the city’s bicycle advisory council who organized several silent rides to honor traffic victims in 2018. One of the largest enfranchisements of U.S. citizens in the past century begins Tuesday in Florida, and many of the more than 1.4 million ex-felons set to regain their voting rights here are treating the moment as a celebration. In Tampa, one group is renting buses to register en masse at the county elections office. Others will be livestreaming on Facebook as they march in. Demetrius Jifunza, convicted as a teen of armed robbery, is now a father and pastor who wants to make his daughters proud. “It’ll be a joyous day,” Jifunza said of the trip to the Sarasota County Supervisor of Elections office, a journey made possible when voters in November overturned Florida’s 1868 ban blocking residents with felony convictions from automatically having their voting rights restored once they served their sentences. The Sarasota meeting was held on the same day that Republican Gov.-elect Ron DeSantis backed a delay so that lawmakers could consider how ex-felons’ registration should be implemented. Mexican experts have found the first temple of the Flayed Lord, a pre-Hispanic fertility god depicted as a skinned human corpse, authorities said last week. Mexico’s National Institute of Anthropology and History said the temple was found during recent excavations of Popoloca Indian ruins in the state of Puebla. Experts found two skulllike stone carvings and a stone trunk depicting the god, Xipe Totec. An extra hand dangles off one arm, suggesting the god was wearing the skin of a sacrificial victim. Priests worshipped Xipe Totec by skinning victims and donning their skins. This was thought to ensure fertility and regeneration. The Popolocas built the temple between A.D. 1000 and 1260. So when she went into labor a few days after Christmas, her caretakers were flummoxed. “From what I’ve been told, she was moaning,” an unidentified source told Phoenix CBS affiliate KPHO. “None of the staff were aware that she was pregnant until she was pretty much giving birth.” On Dec. 29, with help from one of the facility’s nurses, the patient gave birth to a healthy baby boy, KPHO reported. The birth — and the sexual assault of a vulnerable individual that must have preceded it — has cast a harsh glare on conditions at a nonprofit organization that bills itself as a leading provider of health care for Phoenix’s medically fragile. Treasury Department officials are trying to determine what to do with the flood of requests for tax refunds that will come in next month. The Internal Revenue Service has sent home close to 90 percent of its staff without pay ahead of an extremely busy time for the tax agency. From late January through March 2 of 2018, the IRS paid out $147.6 billion in tax refunds to 48.5 million households. That money could be frozen within the IRS if the refunds are stalled. This could have an immediate impact on the economy and the finances of millions who frequently spend their tax refunds soon after receiving them. Under normal schedules, tax returns for income earned in 2018 would be due April 15.

The Department of Agriculture’s Supplemental Nutrition Assistance Program — the current version of food stamps, used by 38 million lowincome Americans — would face severe reductions if the shutdown lasts into February. The program requires annual funding from Congress, even though its existence is automatically renewed. Congress has not allocated funding for SNAP past January, and the program’s emergency reserves would not cover even two-thirds of February’s payments, according to past disbursements. Agency officials have not said how they would address the shortfall, including whether they would prioritize who receives food aid or cut benefits for everyone across the board.

Employees of the Transportation Security Administration are expected to work without pay during the shutdown because their jobs are considered essential. He said wait times “may be affected” but that all passengers would be screened as normal. The National Park Service will take the unprecedented step of tapping entrance fees to pay for expanded operations at its most popular sites, officials said Sunday. A memorandum said park managers will be permitted to bring on additional staff to clean restrooms, haul trash and patrol the parks. The move, which some critics said could be illegal, shows the extent to which the Trump administration’s decision to keep the national park system open to visitors is straining its capacity and potentially exposing public lands to long-term damage. During shutdowns under Clinton and Obama, the park service chose to block access to its sites rather than leave them open with a skeleton staff on board.

The U.S. Department of Agriculture announced Friday that it must delay the release of key crop reports, leaving investors and farmers without vital information. The USDA had planned a Jan. 11 release of the reports, which detail the size of the 2018 harvests of corn, soybean, wheat and other crops and give an early estimate for what farmers will plant in the upcoming season. Depending on the estimates, the prices of the commodities can rise or fall, as they show the current supply and forecast how many acres will be devoted to different crops in the coming months. The lack of information comes amid the uncertainty of trade with China, where tariffs led to an abrupt drop in U.S. agricultural exports to the country.

Judge Jenny McCarthy looks at Unicorn, clad in a poufy white gown and horned horsehead mask, and muses that unicorns are pure, so the singer “is definitely not Madonna.” Dear Jenny McCarthy, I cannot imagine any circumstance in which Madonna would be on this show. Judge Robin Thicke proves he is a master at blurring lines between reality and fantasy when he wonders if the strongvoiced Peacock, who says he’s been in the spotlight since age 5 and was a friend of Michael Jackson, might be … Jimmy Kimmel? The initial game plan seems to be three two-contestant sing-offs per show. The audience picks a winner from each; the judges vote to cast off one of the three losers, who then removes the mask. Avant-garde dramatist Eugene Ionesco wrote a play, called “Rhinoceros,” in which residents of a small French town turn into rhinos. Pretty absurd — but not as absurd as the singing competition “The Masked Singer” (9 p.m. Wednesdays on Fox, based on the South Korean hit “The King of Mask Singer”). There are no rhinos … but there are contestants who go by names like Hippo, Unicorn and Peacock. They wear fabulous costumes depicting their animal personas as they sing and dance before an audience. Unlike participants in other TV singing contests, they’re not unknowns. They are, as host Nick Cannon boasts, “Emmy winners, Grammy winners, Hall of Famers” (as in sports). A panel of judges critiques each singer and tries to guess their real identity based on clues from the performer’s introduction. I believe that in

Evading reality TV’s soulless, cynical chill TV REVIEW Discovery’s “The Last Alaskans” remains TV’s purest and most respectful example of what reality television might have been if the genre had a soul. In our comparably mild winter chill and shortened days here in the Lower 48, it’s fascinating to think of the handful of Alaska residents who, as part of a 1980 congressional act, got to keep their cabins within the more than 19 million acres of the Arctic National Wildlife Refuge in the far northeastern part of the state. In its fourth season (currently airing Sunday nights), “The Last Alaskans” continues its intimate, ongoing portrait of these hardy few, who are determined to persevere in the refuge for as long as they (or their heirs) can maintain this intense yet peaceful lifestyle. The subjects of the series are separated from one another by dozens and even hundreds of miles in different directions. They show up after the floodwaters and insects retreat each September, intending to live through the winter (part of it with zero sunlight) and work their trap lines, collecting furs to sell the next spring. No electricity, no internet, no phones. Each season has followed a

set story arc, and it’s somehow surprising to see the episodes are as fresh and uninterrupted as when the show’s cameras first came along: The residents arrive by boat or small airplane, open up their cabins, wash away the summer mold and set about making repairs while the weather is still on their side. The primary goal during the hasty fall season is to hunt and fish as much as possible. If “The Last Alaskans” were required to meet a typical viewer’s (and network executive’s) standards for reality TV action, it would fail miserably. The hunters often come back empty-handed. The families never argue. Winter comes and they hunker down in between monotonous excursions along the trap lines. It’s hard to

tell one episode from the next. The footage is vividly presented in high-definition, using the latest tricks of the trade: Aerial drone cameras capture the vastness of the refuge in a way a wide-screen vista cannot quite achieve. Slow-motion is used to both enhance the beauty and admit that there’s rarely enough going on out here to fill all 41 minutes in a one-hour reality show. The sounds, when nobody’s talking, are mostly wind and water. It is deeply calming. The routines are arduous yet simple: Wake, work, eat, ponder, sleep.
