THE DISTRICT A group of young Muslim men fanned out across the Mall shortly after sunrise Sunday to pick up litter and empty trash cans. Following President Trump’s warning Friday that a partial government shutdown could last for months or even years, the men arrived with trash bags and gloves to do what the federal government is no longer doing — collecting trash. Their peers were doing the same over the weekend in national parks across the country. “It’s just what we do,” Sarmad Bhatti, 23, said as he emptied trash cans along Independence Avenue. “If there’s an opportunity to serve, that is what Muslims do.” The men are part of the youth group of the Ahmadiyya Muslim Community, a branch of Islam that preaches about the importance of tolerance and has faced persecution around the world. The group, whose members’ ages range from 15 to 40, said part of its goal is to dispel negative stereotypes about Muslims and to

In the District, the city is paying for trash removal at the Mall and other federal parks at a cost of approximately $46,000 a week. Many of the approximately 30 volunteers Sunday said they were surprised to see little obvious litter or overflowing trash cans on the sidewalks between the Washington Monument and the Capitol. But they did find full cans in need of emptying at the base of the Capitol, near the George Mason Memorial, and on Independence Avenue. They also fished empty water bottles out of the Capitol Reflecting Pool. Faizan Tariq, a junior at Virginia Commonwealth University, picked up bottle caps and cigarette butts on Sunday. Tariq, whose family moved to Alexandria from Pakistan when he was 3, said he did not hesitate to make the early-morning drive downtown. “This is our country, and we have to take care of it, even if politicians are unwilling to,” he said. 2019 off to a violent start
THE DISTRICT Five people were killed over the weekend in the District during an unusual spate of violence at the start of the year. The latest homicide occurred about 10:55 p.m. Sunday in the 800 block of Varnum Street NW, in Petworth. Police said James Lamont Stewart, 28, of Capitol Heights, Md., was shot and died at a hospital. No other details were made public. In other incidents, two people were found dead in a burning home, and police said they had been killed; a man was stabbed in a domestic dispute; and another man was shot. The killings bring the total in the city so far this year to six. The violence comes shortly after D.C. closed the book on a deadly 2018 in which police counted 160 homicide victims. That was a nearly 40 percent increase over 2016. Authorities have blamed the slayings over the past year on too many guns being used to settle disputes. They also said that the percentage of robbers and other assailants using guns has risen, even as violent crime has dropped since 2012. “Our focus continues to be on how we deploy our officers and resources to focus on illegal guns,” Mayor Muriel Bowser said Monday. The mayor said she wants police to “focus on repeat violent

Vote of confidence D.C. Mayor Muriel Bowser said Monday she will reappoint Police Chief Peter Newsham, bringing continuity to a key post as she launches a second four-year term. Bay health dips after decade of improvement ENVIRONMENT Heavy rains that brought more pollution downstream last year contributed to the first decline in a decade in the overall health of the Chesapeake Bay, according to a report released Monday. The bay’s health grade sank from a C-minus in 2016 to a D-plus in the 2018 State of the Bay, a biennial report issued by the nonprofit Chesapeake Bay Foundation. The bay scored a 33 out of a possible 100 after scientists measured 13 indicators in three categories, including pollution, habitat and fisheries. The report cited record rains last year that brought large quantities of pollutants downstream, mostly from Pennsylvania, but also from other regions. “Simply put, the bay suffered a massive assault in 2018,” said Will Baker, the group’s president. “The bay’s sustained improvement was reversed in 2018, exposing just how fragile the recovery is.” To improve the bay’s health, Baker said jurisdictions in the bay’s watershed, including Delaware, Maryland, New York, Pennsylvania, Virginia, West Virginia and D.C., must meet clean water goals set for 2025. “Second, the Trump administration must stop trying to eliminate environmental laws and regulations that have enjoyed decades of bipartisan support, and third, climate change must be addressed now,” Baker said. Pick for police chief abruptly withdraws
FOR YOUNG PEOPLE AGES 8 – 15
BALTIMORE The Baltimore mayor’s nominee to be the city’s next police commissioner abruptly withdrew his name from consideration Monday, the latest setback to the beleaguered force. A terse announcement about Joel Fitzgerald’s decision was first made in a Monday morning tweet from the Fort Worth Police Department, the Texas municipal force he leads. Later Monday, Baltimore Mayor Catherine Pugh said Fitzgerald was withdrawing to “devote his full attention” to one of his sons who, she said, is facing a second brain surgery this week to “remove a mass that was discovered late last week.” Fitzgerald then issued a statement of his own, saying his decision to stay in Fort Worth to focus on his son’s health came down to a “tremendous outpouring of heartfelt support” he’s recently received there. His nomination was rocky from the start. When Pugh in mid-November said Fitzgerald was her pick to be the city’s next police leader — the fourth one during her roughly twoyear administration — critics in Baltimore and Forth Worth almost immediately cast doubt

on his record and questioned whether he was a true police reformer. Pugh’s administration was widely criticized for a lack of transparency during the lengthy selection process. The Baltimore Sun last week reported that Fitzgerald’s resume overstated some achievements since he became police chief in Fort Worth in October 2015, including embellishing his role launching a body camera program there and taking credit for the force’s ramped-up reporting on racial profiling despite a state law requiring those measures. Baltimore’s City Hall will now go back to the drawing board to pick the city’s next police leader. Acting Commissioner Gary
Tuggle — who last year removed his name from consideration for the permanent post— will continue managing day-to-day affairs of the department. Pugh on Monday said she would be “communicating further on the process to select” a leader. Katie Zafft, a University of Maryland criminologist, said she believes that Fitzgerald’s withdrawal provides an opportunity for Baltimore to reflect on who the right person is for the job. “Baltimore needs a police commissioner that fits the needs of the city. Not a commissioner that might have been great in other places, but one that has the potential to be a best fit for Baltimore,” Zafft said in an email. DAVID McFADDEN (AP)

Station names for sale? Metro’s board mulls allowing corporate sponsorships as a way to increase revenue
ANSWER LINE
No, the AC really isn’t on in your train Q. Rider Jane Bergwin-Rand says she’s sick of getting blasted by cold air on Metro trains in the dead of winter. She wants to know why Metro has the air conditioning on when it’s freezing outside.
Crystal City Station could become Amazon Station if Metro begins allowing corporate sponsorships.
questions about the RFP to Metro. But he told WTOP in 2017 that “the name change sounds really good until this happens: What if the Trump Organization offers us $10 million to rename Federal Triangle ‘The Trump Metro Stop at the Trump Hotel’ ?” The board never acted on the idea, and Metro staff hadn’t raised it again until the request for proposals was posted last month. “It went into the black hole and now it’s coming out of the black hole,” Tom Bulger, one of Washington’s two members on Metro’s board, said in an interview. Metro’s funding situation has stabilized somewhat since the idea was last brought up. Virginia, Maryland and D.C. agreed last year to provide the agency with $500 million a year in dedicated funding. But Bulger, who pushed the idea in 2017, said Metro could still use the revenue
that selling station naming rights could bring in annually. In cities that have done it, agencies have made millions, though not many stations have actually changed names. In 2009, New York City’s Metropolitan Transit Authority entered a deal with the developer of the Barclays Center arena in downtown Brooklyn. The developer is paying the MTA $4 million over 20 years to rebrand the Atlantic Avenue Station as Atlantic Avenue-Barclays Center Station. The Southeastern Pennsylvania Transportation Authority (SEPTA) in Philadelphia made a total of $9 million when it agreed to change the name of Pattison Station to AT&T Station and Market East Station to Jefferson Station, both for five-year terms. After the AT&T deal expired, SEPTA in July sold the rights to NRG Energy Inc. to put its name

on the station for $5.25 million over five years. Scott Goldsmith, president of Intersection, an advertising and tech company that handles station naming and corporate sponsorships for SEPTA, said companies should have “significant interest” in Metro’s stations because of the high number of riders and D.C.’s many iconic areas. Still, he said, his company hasn’t yet decided if it will bid on the contract. The deals mainly bring additional revenue to transit agencies, said Goldsmith, whose company handles advertising for a number of major agencies, including New Jersey Transit and Los Angeles’ Metropolitan Transportation Authority. But they can also bring improvements for riders, such as a deal in which Verizon is providing Wi-Fi and interactive touch-screen trip planning at suburban SEPTA stations. KERY MURAKAMI (EXPRESS)

METRORAIL Could Metro’s Crystal City stop someday be known as Amazon Station? And with all the companies that want to buy Congress, won’t one of them want to put its name on Capitol South? Two years after Metro’s board considered — but then set aside — the idea of letting companies buy the right to put their names on its rail stations, it’s revisiting the possibility. It has asked companies to submit bids by Jan. 23 to show how much Metro could make by renting out station names. If Metro’s board decides to allow corporate sponsorship of stations, the winning consultant, under what could potentially be a 10-year contract, would then try to find willing companies. The request for proposals, which appeared on Metro’s website on Christmas Eve, doesn’t spell out how much the contractor would be paid, but it does talk about the company getting a cut of the money it brings in to Metro. It’s unclear, though, if the board is actually ready to let companies put their names on stations. The idea came up a couple of years ago when Metro, then facing a $125 million revenue shortfall and a $290 million budget gap the following year, looked at naming rights as one way to wring more revenue from the system. Other cities, including New York and Philadelphia, have made millions that way, Lynn Bowersox, Metro’s director of customer service, communications and marketing, wrote in a memo to the board at the time. But some, including Metro board Chairman Jack Evans, worried the agency might find itself unable to turn away a controversial company without violating the First Amendment. Evans last week referred
A. She’s not alone. Dozens have been complaining to Metro on Twitter. “It’s 32 degrees outside, but we’re again being blasted with freezing cold air on red line 7000 series train. Please respond and fix,” Anne Ricciuti tweeted Monday. In response to our question, Metro spokeswoman Sherri Ly said the agency did “a random sampling and found no issues with the temperature in the 7000-series railcars.” The air conditioning isn’t actually on, Ly said. When it’s colder than 65 degrees outside, the temperature in 7000-series cars is set to 65 degrees. That “may feel cool to some,” she said, “but this setting takes into account the fact that most passengers in the winter are wearing heavy outerwear that they generally keep on while aboard the train.” Instead, Ly said, “What the riders may be describing … is actually the proper function of the fans located at both ends of the car that recirculate the air to maintain a constant temperature throughout the railcar.” KERY MURAKAMI

WASHINGTON Jim Yong Kim, the president of the World Bank since 2012, when then-President Barack Obama tapped him, announced Monday that he is resigning at the end of January. Kim’s unexpected departure three years before his term was set to expire is likely to set off a fierce battle between the Trump administration and other countries that have complained about the influence the U.S. exerts over the World Bank. In a letter to bank staff, Kim said that he has long believed that the key to bridging the gap between the massive financing needs of developing countries and the amount of support available was to work with the private sector. “I have therefore decided that it’s time for me to take on new challenges and fully focus my efforts on leveraging private finance for the benefit of people around the work,” said Kim, a Korean-American who formerly was head of Dartmouth College. His departure will give President Trump the opportunity to nominate his own choice to fill the World Bank post. The 189-nation World Bank is the largest government source for development fundi ng,

The World Bank said Kim will be succeeded Feb. 1 on an interim basis by Kristalina Georgieva, its CEO, and that the bank’s executive board would immediately start the process for selecting a permanent successor to Kim. “It has been a great honor to serve as president of this remarkable institution, full of passionate individuals dedicated to the mission of ending extreme poverty in our lifetime,” Kim said. Toymaker MGA Entertainment is preemptively suing Louis Vuitton’s parent company, luxury stable LVMH, to ensure it can keep making “Poopsie Pooey Puitton,” its poop-shaped, slime-filled plastic purse. According to documents filed last week in L.A. federal court, Louis Vuitton has claimed the toy’s design is a trademark infringement because its design marks and name are similar to those of Louis Vuitton handbags. MGA argues that not only is the toy obviously not a Louis Vuitton knockoff, but it was meant to slime the lifestyle of the ultrawealthy consumers who ascribe to the brand and thus should be protected as parody. Amid shutdown, hundreds of federal workers miss big space, weather conferences
SCIENCE The world’s largest airborne observatory was supposed to be parked in Seattle this week, so thousands of scientists attending the “Super Bowl of Astronomy” could behold this marvel: a Boeing 747 outfitted with a massive telescope used to study the fundamental mysteries of the universe. But conference-goers will not be able to see NASA’s spaceexploring plane. Its visit to the 233rd Meeting of the American Astronomical Society was canceled, one of a growing list of scientific casualties of the partial government shutdown now stretching into its third week. Along with the plane, hundreds of government scientists are also no longer allowed to attend the conference or two other major scientific gatherings scheduled to begin this week. Those meetings will address pressing issues in the fields of technology, space exploration, extreme weather and climate change. But the shutdown’s impact on science stretches well beyond
the empty chairs at this week’s conferences, said Keith Seitter, executive director of the American Meteorological Society. It means some of the nation’s smartest scientific minds are sitting at home, not doing science, for weeks, with no clear end in sight. “That’s difficult to recover from,” Seitter said. “We’ll be seeing ripple effects from this for a long time.” Attendees of the events describe them as crucial opportunities for scientists from the government, the private sector and academia to exchange research and ideas. The gatherings are like three-legged stools, said Kevin Petty, the chief science officer for the private climate company Vaisala. And one of the legs is missing this week. “That’s the value of these conferences, it’s the people I run into in the hallway or the coffee line, start up a conversation and realize there’s a connection between what they’re doing and what I’m doing,” said Amanda O’Connor, a satellite imaging expert who is attending
No delay on tax refunds The White House on Monday directed the Internal Revenue Service to pay tax refunds to millions of Americans during the federal shutdown, marking its most dramatic reversal yet of past legal precedent as officials scramble to contain public backlash from the funding lapse. Since the shutdown began Dec. 22, the IRS has sent home 90 percent of its staff without pay. The IRS employees who are brought back to process tax refunds will still not be paid until the shutdown ends. (THE WASHINGTON POST)

But it’s hard to get a firm count, said Rick Fienberg, the organization’s press officer: Organizers emailed a survey, but furloughed government employees aren’t even allowed to check email. Even Jim Bridenstine, NASA’s new administrator, and the leaders of the National Weather Service are no longer able to attend the weather conference, and the organizers scrambled to replace their presentations. “In the same week that the Chinese government lands a rover [on the far side of the moon] and the U.S. sends a probe to the furthest object ever visited by humanity,” said Kevin Marvel, the astronomy organization’s executive officer, “scores of scientists at all career levels are being prevented from attending our meeting.” CLAIRE GALOFARO (AP)
POLITICS With no breakthrough in sight, President Trump will argue his case to the nation tonight that a “crisis” at the U.S.-Mexico border requires the long and invulnerable wall he’s demanding before ending the partial government shutdown. Hundreds of thousands of federal workers face missed paychecks Friday as the shutdown stretches into a third week. Trump’s Oval Office speech — his first as president — will be followed by his Thursday visit to the border to highlight his demand for a barrier. White House press secretary Sarah Huckabee Sanders tweeted that he will “meet with those on the front lines of the national security and humanitarian crisis.” The administration is also at least talking about the idea of declaring a national emergency to allow Trump to move forward on the wall without Congress approving the $5.6 billion he wants. Vice President Pence said the White House counsel’s office is looking at the idea. Such a move would certainly draw legal challenges, and it was unclear whether Trump — who told lawmakers he would be willing to keep the government closed for months or years — would see it as an acceptable alternative. With Day 18 of the closure today, it is already the secondlongest in U.S. history, and by this weekend would become the longest. MATTHEW DALY, CATHERINE LUCEY AND LISA MASCARO (AP)

Gabon thwarts coup attempt LIBREVILLE, GABON Gabon’s government thwarted an attempted military coup on Monday, retaining control of the oil-rich West African nation after two plotters were killed and other army officers were arrested, the government said. Authorities regained control of state broadcasting offices and a major thoroughfare in the capital, Libreville, which were the only areas taken over by the officers, government spokesman Guy-Bertrand Mapangou told Radio France International. He said five army officers who took over state radio were arrested. Two other coup plotters were killed when security forces took over and freed some hostages, according to a presidential statement reported by RFI. A curfew was imposed over Libreville and the internet was cut. The city on the Atlantic Ocean coast was being patrolled by military tanks and armed vehicles. Earlier Monday, a soldier who identified himself as Lt. Obiang Ondo Kelly, commander of the Republican Guard, read out a

statement saying the military had seized control of Gabon’s government in order to “restore democracy.” He was flanked by two other soldiers holding weapons; all were dressed in camouflage uniforms and green berets. Those soldiers have been taken into custody, and President Ali Bongo’s government remains in control, government spokesman Mapangou said. Bongo, who has been in power
since 2009, has been out of the country since October amid reports that he had a stroke. He recently addressed the country in a New Year’s message that was filmed in Morocco, where he has been receiving medical treatment. Gabon, sub-Saharan Africa’s third-largest oil producer, has been ruled for more than half a century by Bongo and his father, Omar, who died in 2009.
Critics have accused the family of profiting from the country’s natural resources while not investing enough in basic services for the population of more than 2 million. About onethird of the population lives below the poverty line, according to the World Bank. As news of the coup reverberated through the international community, U.N. SecretaryGeneral Antonio Guterres condemned the attempted coup and called on all in the country to follow its constitutional laws, spokesman Stephane Dujarric said. The African Union also affirmed its support for the Bongo government. “The African Union strongly condemns the coup attempt this morning in Gabon,” the head of the African Union Commission, Moussa Faki Mahamat, said on Twitter. “I reaffirm the AU’s rejection of all anti-constitutional change.” The French-educated Bongo, who was the country’s defense minister before becoming president, narrowly won re-election in 2016. Opposition rival Jean Ping claimed the vote was plagued by irregularities, and he continues to call himself the country’s real president. YVES LAURENT GOMA (AP)

Thailand lets Saudi woman stay for now BANGKOK An 18-year-old Saudi woman who fled her family over alleged abuse and barricaded herself in a Bangkok airport hotel room in a desperate bid for asylum will be allowed to stay in Thailand while her case is evaluated by the U.N. refugee agency, immigration authorities said Monday. Rahaf Mohammed Alqunun grabbed global attention when she sent out pleas for help on Twitter, saying she feared for her life if she were sent back to her homeland or to Kuwait, where she had left her family. By leaving from Kuwait, she was free of Saudi Arabia’s restrictions on women who cannot travel abroad without a man’s consent. It is expected to take about a week for the U.N. agency to study her case. She said she wants to seek refuge in Australia, where, according to a Human Rights Watch official, she has a visa. Thai police are challenging that point but have agreed to help. “We will not send anyone to die,” said Thai Immigration Police chief Maj. Gen. Surachate Hakparn. “We will adhere to human rights under the rule of law.” Surachate said Alqunun’s father was due to arrive Monday night, and officials would see if she was willing to meet with him. “As of now, she does not wish to go back and we will not force her,” Surachate said. “Thailand is a land of smiles.” He noted that her tweets mentioned “she does not want Islam.” (AP)

Are homes too ‘smart’?
As popularity of high-tech appliances grows, companies have access to more data

TECHNOLOGY Internet-connected “smarts” are creeping into cars, refrigerators, thermostats, toys and just about everything else in your home. CES 2019, the gadget show opening today in Las Vegas, will showcase many of these products, including an oven that coordinates your recipes and a toilet that flushes with a voice command. With every additional smart device in your home, companies are able to gather more details about your daily life. Some of that can be used to help advertisers target you — more precisely than they could with just the smartphone you carry. “It’s decentralized surveillance,” said Jeff Chester, executive director for the Center for Digital Democracy, a Washington-based digital privacy advocate. “We’re living in a world where we’re tethered to some online service stealthily gathering our information.” Yet consumers are welcoming these devices. Research firm IDC projects that 1.3 billion smart devices will ship worldwide in 2022, twice as many as in 2018. Companies say they are building these products not for snooping but for convenience, although Amazon, Google and other partners enabling the intelligence can use the details they collect to customize their services and ads. Gadgets with voice controls typically aren’t transmitting any data back to company servers until you activate them with a trigger word, such as “Alexa” or “OK Google.” But devices have sometimes misheard innocuous words as legitimate commands to record and send private conversations. Even when devices work properly, commands are usually stored indefinitely. Knowing what you cook or

stock in your fridge might seem innocuous. But if insurers get the data, they might charge you more for unhealthy diets, warned Paul Stephens, director of policy and advocacy at the Privacy Rights Clearinghouse in San Diego. Manufacturers are instead emphasizing the benefits: Data collection from the smart faucet, for instance, allows Kohler’s app to display how much water is dispensed. Kohler estimates that in a few

years, smart appliances will make up 10 percent of its revenue. Though the features are initially limited to premium models, they should eventually appear in entrylevel products, too, as costs fall. Consider the TV. “Dumb” TVs are rare these days, as the vast majority of TVs ship with internet connections and apps, like it or not. Consumer Reports says many TV makers collect and share users’ viewing habits. Vizio agreed to $2.5 million in penalties

in 2017 to settle cases with the Federal Trade Commission and New Jersey officials. Consumers can decide not to enable these connections. They can also vote with their wallets. “I’m a firm believer that simple is better. If you don’t need to have these so-called enhancements, don’t buy them,” Stephens said. “Does one really need a refrigerator that keeps track of everything in it and tells you you are running out of milk?” ANICK JESDANUN (AP)
Advocates push for politicians to archive posts Look no further than the Instagram video that Rep. Alexandria Ocasio-Cortez posted of herself dancing down a Capitol Hill hallway: A new generation of younger, techsavvy lawmakers is bringing a different social media playbook to Washington. But open government advocates are raising concerns about how policymakers are using some of the more ephemeral features — including “Stories” that expire after 24 hours on Instagram, Snapchat and Facebook. Ocasio-Cortez, D-N.Y., has been one of the most prominent users of Instagram Stories. She’s offered videos of herself preparing Instant Pot macaroni and cheese and spending time on the Hill. Just this weekend, she used the app to respond to a CBS News “60 Minutes” piece. But these stories no longer exist on her Instagram account — and Alex Howard, a government transparency advocate, says the public shouldn’t have to rely on journalists or other observers to screenshot them. Howard would like to see technology companies step up and create archives of photos and videos that verified politicians post. He wants journalists and researchers to be able to access these posts, even if the politicians themselves are not preserving them. CAT ZAKRZEWSKI

Four burning questions
GET TY T Y IM IMA AGE GESS/EX /EXP P
The NFL’s wild-card weekend brought a perfect storm of circumstances that led to three road teams winning. The four divisionwinning teams in the wild-card round — the Texans, Cowboys, Ravens and Bears — started four quarterbacks with only one combined game of playoff experience, and faced four veteran QBs who had all been to conference championship games or Super Bowls. Here’s a look at the biggest questions entering next weekend’s divisional round. JOHN CLAYTON (THE WASHINGTON POST)

Sorry cable Sorry, cable. D.C. United is streaming.
Are the Chargers the best team in the AFC?
Which of the young quarterbacks will step up?
Los Angeles showed its defense can perform up to the level of its offense. Injuries at linebacker have forced the team to use seven defensive backs. But that strategy worked to perfection against the Ravens and quarterback Lamar Jackson — in part due to the stellar play of rookie all-pro safety Derwin James. The Chargers are vulnerable to teams that specialize in power running, but that’s not the Patriots, next week’s opponent. Quarterback Philip Rivers is four-deep in quality receivers and has a top-level running back in Melvin Gordon. The Patriots still have the edge in Sunday’s matchup. They are 8-0 at home this season and simply don’t lose home playoff games. On the road this year, however, the Chargers are 7-1 and have a plus63 point differential.
Old-guard quarterbacks bested the millennials in the wild-card round, but the young QBs weren’t overwhelmed. Dak Prescott showed in Dallas’ win just how much he has grown since his last two playoff appearances. Part of the reason for his success is Amari Cooper, who is perhaps the best receiver on double moves in football. Prescott will face another young gun in the Rams’ Jared Goff. On the road this year, Dallas is 3-5 and has averaged only 17.3 points. Patrick Mahomes is the likely MVP this year, after throwing for 50 TDs in leading the Chiefs to the No. 1 seed. But in the Colts, he’ll face the NFL’s hottest team. Indianapolis does a great job in pass protection, and ran the ball well against the Texans, so the Colts have the ingredients for a balanced, efficient offensive attack.
Alternate broadcast of Wizards games to focus on betting
What can the Eagles do to avoid another blowout versus the Saints? This won’t be easy. The Eagles went to New Orleans on Nov. 18 and lost 48-7. The Saints are rested, healthy and have gone 7-1 at home this season with a league-high 22 touchdown passes (tied with the Rams). The Eagles went 4-4 on the road this regular season, and outscored opponents by only two points. They have had to patch together their secondary because of injuries, and Chicago’s Mitchell Trubisky threw for 303 yards against them Sunday. That’s where Drew Brees can take advantage. The Eagles showed against the Bears that they lack a big, physical back, as Darren Sproles can’t be asked to run for scores in the red zone. Still, it’s amazing that Nick Foles has taken the Eagles this far. Perhaps he can summon more magic Sunday.
Will the Chiefs’ defense cost them a championship? Kansas City’s defense can’t stop the run, and it has major problems in pass coverage. One has to wonder if the team wishes it had kept Marcus Peters, given the Chiefs’ issues at cornerback. They allow 26.3 points per game. Normally, that translates to seven to nine losses over a season. Patrick Mahomes and the offense have overcome it to go 12-4. But against playoff-caliber teams, it’s much harder to win shootouts each week. Saturday’s matchup with the Colts could be exactly that. Luck is playing so well, along with wide receiver T.Y. Hilton, that they could put up 25-plus points, and their resurgent young defense could test Mahomes. The Chiefs will need their pass rushers to make plays against a Colts team that has been very good in pass protection this season.
Bears kicker Cody Parkey’s missed FG is ruled a block
Soccer fans who want to watch D.C. United this season will not find matches on WJLA 24/7 News, or NBC Sports Washington, or Mid-Atlantic Sports Network. The team said it has signed a contract for up to four years with subscription-based FloSports to carry about 20 of the 34 regularseason matches. The rest will appear on Fox Sports, ESPN or UniMas. FloSports will pay D.C. United an undisclosed rights fee and provide a platform for supplemental programming. All United programming will be available to subscribers on smartphones, smart TVs, tablets and laptops. A subscription to FloSports costs $150 annually or $30 per month. But D.C. United plans to offer the same fully inclusive packages at reduced rates. (TWP)

and Friday is the deadline for teams to exchange salary figures with arbitration-eligible players. It is common for the Nationals to agree to a deal with players before the deadline and avoid arbitration hearings. Teams can still negotiate a deal of any size once the deadline passes, but it is typical for players to settle on a number this week and not let talks run too close to a hearing. Rendon, 28, and the Nationals have been discussing a possible extension since last season, and general manager Mike Rizzo said last month that the team made an offer in the past. If

The Nationals have said they would like to sign third baseman Anthony Rendon to a long-term extension.
Rendon settles on a one-year deal this week, extension negotiations would likely spill into the season and, from there, he gets closer to becoming a free agent next winter. If he and the Nationals do not settle this week, an extension may be agreed upon before the season begins. Until Bryce Harper signs, in Washington or elsewhere, the Nationals may not make a long-term commitment to Rendon. But Rendon’s projected $17.6 million salary does not preclude the team from trying to keep both him and Harper. JESSE DOUGHERTY (THE WASHINGTON POST)

NEW YEAR PREDICTION

Top fitness trends in ’19
More than a resolution To succeed, treat your New Year’s goals as skills that will take practice to perfect WELLNESS This is the season for reflections and resolutions. It will be immediately followed by the season of failure and frustration. That’s because people who make health-related New Year’s resolutions also make a big mistake: They look at them as an issue of willpower rather than ability. A more helpful approach to creating healthful habits is to consider those behaviors new skills, and to accept that there is a process to becoming competent in those skills. In other words, you shouldn’t resolve to become a vegetarian with the expectation that meat will never pass your lips again, and then feel failure when you succumb to a Big Mac. Instead, consider resolving to learn to be a vegetarian, with the understanding that it will take knowledge and practice to attain a meat-free diet — just as it would take knowledge and practice to learn to play tennis or knit or carve wood.
To understand why this works better, consider the Conscious Competence Learning Model, also known as the Four Stages of Competency. This is a psychological explanation of the process one goes through to select a lifestyle or behavior change and slowly but surely build it into a skill that seamlessly fits into your life. For best results, making a New Year’s resolution or creating a new habit should go through these same phases. The reason so many resolutions fail is that people think taking on a new nutrition, exercise or health habit should be easy and effortless. That’s very far from the truth. Consider our vegetarian. At Stage 1, the person isn’t even thinking about what he is eating. He has no idea what it takes to adhere to a vegetarian diet. At Stage 2, he starts to realize what he doesn’t know. He doesn’t know how to purchase and store vegetables, doesn’t know vegetarian recipes, doesn’t know which
4 Stages of Competency Stage 1: Unconsciously unskilled We don’t know what we don’t know. We are inept and unaware of it. Stage 2: Consciously unskilled We know what we don’t know. We start to learn at this level when sudden awareness of how poorly we do something shows us how much we need to learn. Stage 3: Consciously skilled Trying the skill out, experimenting, practicing. We now know how to do the skill the right way, but need to think and work hard to do it. Stage 4: Unconsciously skilled If we continue to practice and apply the new skill, eventually we arrive at a stage where it becomes easier and, given time, even natural.

ordering process slowly becomes easier and smoother, until vegetables begin to fit into the routine. At Stage 4, the person doesn’t even have to think about it. Eating a vegetarian diet has become comfortable and second nature. If you want to apply this model to a change you want to make in the new year, here are some things to keep in mind. First, embrace practice. Don’t berate yourself if you buy loads of vegetables that spoil while you figure out how to prep, cook and store them. Think back to the first few times you learned a new skill, such as driving, and all the mistakes you made. Keep going. g. Second, stay present and d aware, so you can adjust life to o fit these behaviors into your day. y. Finally, acknowledge when n skill formation has occurred. d. It’s common to only rememmber the rough patches. Instead, d, take a conscious moment for r praise of the accomplishment. t.
For its 13th annual forecast, the American College of Sports Medicine asked more than 2,038 fitness professionals to rank 39 possible fitness trends. Here are the top three. GABRIELLA BOSTON (TWP)
Wearable technology Wearables moved back to No. 1 after falling to No. 3 in 2018. “The wearables, even the low-end ones, have gotten more accurate,” says Walter R. Thompson, the 2017-2018 ACSM president. “That may help explain why they’re back at the top.”
Group fitness Group fitness, at No. 2, suggests we don’t just want to compete against ourselves. It “delivers on the community aspect, but you also have the instructor who motivates and pushes you harder,” says Devin Maier, director of Balance Gym.
HIIT The No. 3 spot, high intensity interval training, has become popular as people try to fit in an effective workout among other obligations. “We were all afraid that HIIT would lead to increased injuries … but that has not proven to be true,” says Thompson.

How do I undo my bad decision? Q. I need to press a reset button on a bad decision I made. Last year I quit my job and moved back to my parents’ house to go back to school in a different field. I am one semester in and regretting it. It is not for me. I don’t know how to start to undo this. I feel that I’ll disappoint and worry my parents, and I’m honestly disappointed in myself, and feel so stuck.
A reframe is important here: You aren’t really stuck, though you can’t see that now. You’re just at a crossroads. You decide when to become unstuck, by turning your desire for change into concrete action, and getting started. Reset buttons don’t exist in real life; there’s no instantaneous fix that will restore all your settings to factory defaults. But that’s a good thing, because you don’t want to erase what you’ve learned in this detour. It’s important information that can lend clarity and fuel to the next steps you take. So, start defining your reset as a series of small, concrete steps — some awkward, some annoying, some just hard. But get going, remembering that in just a few years, one semester’s worth of waylay is going to seem a laughably short blip on the screen.

He doesn’t like me when I’m me Q. My boyfriend always tells me I need to relax, and that I am too uptight. I don’t really see myself this way. Part of me feels like he needs to relax his expectations of ME and just let me be. How is there a certain “right” way to be? Is this a sign we are fundamentally incompatible? That’s the thing: There is no “right” way to be. It’s the messy beauty of relationships — they are made up of two people who come together and see if the match is right, given all their individual idiosyncrasies. Assuming you love this guy and he treats you well in general, it may make sense
for you to do some exploring with him about just how and why he feels this way, and how it seems to affect him, and whether there are specific behaviors that can be addressed, together. After all, relationships may take some bending: Maybe there are small things you say or do in specific situations that make things tough for him. But if he’s coming from a broader-based condemnation of your whole being, I’m not on board. Relaxation should most benefit the person themselves, not somebody else. Biography takes a scattered look at Babitz’s life
‘Green Book’ got past all of the controversy
‘A Star Is Born’ was far from a juggernaut
‘Bohemian Rhapsody’ overcame the odds
Regina King used her platform for good
Sandra Oh enjoyed quite the evening
Some critics love Peter Farrelly’s film, while others claim it’s a clumsy take on 1960s racism. The Hollywood Foreign Press Association sided with the former camp: Not only did “Green Book” win best screenplay and best picture, comedy or musical, but Mahershala Ali won best supporting actor. What might this mean for the Oscars? It’s worth noting that the similarly polarizing “Three Billboards Outside Ebbing, Missouri” won big at last year’s Globes before receiving a more mixed response from the Academy.
Many have gone gaga (pun intended) over the Bradley Cooper and Lady Gaga star vehicle — the most Hollywood of Hollywoodcentric movies released in 2018. The movie, however, went home with just one award: best original song for “Shallow.” That’s a major dent to the film’s Oscar campaign. Meanwhile, “Roma” — seen by some as “A Star Is Born’s” main competition for best picture at the Oscars — quietly had a strong night, winning best director for Alfonso Cuaron and best foreign language film.
The box office hit has earned a fair share of detractors for its depiction of Freddie Mercury’s personal life, but many agree that the concert scenes keep the movie entertaining. So perhaps it shouldn’t be that surprising that “Bohemian Rhapsody” earned a pair of awards in the drama category: best actor for Rami Malek as Mercury, and best picture. Does this make the film an Oscar contender? Perhaps, but maybe not — the Globes have always had more of an affinity for populist entertainment than the Oscars.
The veteran actress was nominated for Netflix’s “Seven Seconds” on the TV side and “If Beale Street Could Talk” on the movie side — winning best supporting actress for the latter. She then gave one of the most powerful speeches of the night, promising that every project she produces in the next two years will hire 50 percent women. Despite a puzzling snub from the Screen Actors Guild, King should ride that win — and the positive reaction to her speech — to Oscar frontrunner status.
The “Killing Eve” star became the first person of Asian descent to win best actress in a TV series, drama, since Yoko Shimada in 1981. Oh also, of course, served as co-host Sunday, joining Andy Samberg in delivering an opening duologue that mostly played it safe. As the show wore on, both co-hosts faded into the background. Considering next month’s Oscars still haven’t found a host following Kevin Hart’s abrupt exit, Sunday provided a welcome reminder that emceeing such a show doesn’t have to be rocket science.

BOOK REVIEW In 1961, a precocious young artist named Eve Babitz wrote a letter to “Catch-22” novelist Joseph Heller, seeking help getting her book published. “Dear Joseph Heller,” it began, “I am a stacked eighteen-year-old blonde on Sunset Boulevard. I am also a writer.” Heller wanted to see more (of the book) and, when he got it, sent the manuscript to his publisher, who also wanted to see more (of the book). That book never materialized, but Babitz went on to become a successful writer and artist and a notorious Los Angeles “it” girl. In the biography “Hollywood’s Eve,” which comes out today, Lili Anolik tells the wild story of Babitz’s life. It is a swooning, sometimes madcap look at Babitz, “the louche, wayward, headlong, hidden genius of Los Angeles” who has in recent years become something of a feminist icon. Too much of the book is padding, though, some of it written in a style that embarrassingly apes Babitz’s. Anolik also skims over Babitz’s post-9/11 turn to conservatism and seems oddly uncritical of the ’70s groupie culture that normalized relationships between older men and teenage girls. Yet the sections on Babitz’s sister, Mirandi, are surprisingly compelling. But ultimately, the only writer who could do justice to this brilliant, unruly life story is Babitz herself. Tweeting later that evening, Metz said a report that she used a curse word to describe Brie was “completely fabricated.” “I adore Alison and would never say a bad word about her, or anyone!” Metz added. Brie later posted a photo to her Instagram story of the two actresses together, writing, “Nothing but love for @ChrissyMetz.” The hot mic clip in question shows Metz seemingly referring to Brie as “such a babe,” which some viewers heard as “such a b----.” (EXPRESS/AP)
