An attorney for a Berwick, Pa., woman charged with DUI hinted his client’s coat-chewing could’ve thrown off the results of a breath test. The issue arose in a hearing Tuesday for Jana Moschgat. The officer who pulled her over said she was nibbling on her coat before the test. Moschgat’s lawyer asked if he knew the chemical composition of the coat, noting some substances can alter the test results.

Police say a man in Riverside, Ohio, doing doughnuts in a brand-new car struck a power pole, sending him and his two children to the hospital.

Authorities told the Dayton Daily News the man was doing the stunt in a Pontiac G8 in a snowy parking lot Wednesday afternoon. He lost control and hit a live power pole, knocking it over and crumpling the car’s front end. The man and his children suffered non-life-threatening injuries. (AP)

This exhibition of photographs from Davis’ book of the same name surveys the handiwork of theater architects such as Baltimorean John J. Zink, who designed the District’s Uptown and Atlas theaters. It also celebrates the revival of the Hippodrome.

Brady Gallery at The Corcoran “Howard Hodgkin in Venice” (through Jan. 25) This show revolves around 10 of Hodgkin’s large-format etchings, which, although technically landscapes, are impressionistic to the point of abstraction. Initially inspired by Thomas Mann’s 1912 novel “Death in Venice,” the British artist’s works robustly convey light, dark and reflections on water. The prints are complemented by the show “Italy Inspiration,” a selection of more-traditional photos and paintings of Venice and other Italian cities from the collection of George Washington University.

Library of Congress “Echoes of the Great War: American Experiences of World War I” (through Jan. 21) This exhibition of photos, drawings, documents and much more — including currency, sheet music, dog tags and even a bullet — is keyed to the centenary of World War I’s 1918 armistice. But the show also covers the immediate postwar period, as well as such significant home-front developments as the push for African-American civil rights. On display is the 100-yearold manuscript for a speech W.E.B. Du Bois delivered to the NAACP on Jan. 12, 1919.

“Rodarte” (through Feb. 10) and “Ambreen Butt — Mark My Words“ (through April 14) The NMWA’s first show devoted to fashion design spotlights Rodarte, the American couture house founded in 2005 by sisters Kate and Laura Mulleavy. The display of darkly romantic ensembles spans the firm’s 13 years in business, presenting more than 90 complete looks as originally shown on the runway. Also on view: “Mark My Words,” a selection of text-heavy paintings by Pakistani-American artist Ambreen Butt, who is trained in the Persian miniature tradition.

“Vested Values” (through Jan. 29) Complexity and vigorous juxtaposition are the hallmarks of this group show featuring more than 40 works by contemporary Mexican artists. Paintings range from the abstract to the photorealistic.

Collage is a common technique, incorporating everything from shards of porcelain to borrowings from Picasso. And “stone” sculptures turn out to be made of wax, resin, paper, cardboard and fiberglass. The art on view belongs to the Mexican government, which acquired it through an innovative program that enables artists to pay their taxes with their own creations.

THE DISTRICT Hundreds of furloughed federal workers, contractors, union representatives and supporters gathered in the brisk wind and bitter cold Thursday to demand government leaders “end this shutdown.”

Leaders of the National Federation of Federal Employees said they hoped that bringing federal workers to the president’s doorstep would show him whom the shutdown has hurt most. President Trump, though, wasn’t there to see them, having left earlier in the day to visit the U.S.-Mexico border in Texas.

“We want to send a very strong message — that this is not about politics, it’s about getting people back to work,” said Brittany Holder, a spokeswoman for the NFFE and a protest organizer. “A lot of the country thinks federal workers are all here in the D.C. area, but it’s only 15 percent. If you’re living paycheck to paycheck to make ends meet, and suddenly the paychecks stop?

People are feeling really stressed and anxious, and they want to know when this will end.”

Protesters, who packed the street outside the AFL-CIO building on 16th Street NW, held signs that declared, “I want to go back to work,” and “Congress: Do your job so we can do ours.”

The protest came on the 20th day of a partial shutdown that has left nine federal departments and several agencies closed

Hundreds of furloughed federal workers, contractors and union officials marched in D.C. on Thursday to demand an end to the shutdown.

It was the city’s largest protest against the shutdown since it began, although union leaders promised more if the federal stalemate continued.

Negotiations over the partial shutdown remained at a

standstill Thursday after a meeting between Trump and Democratic leaders in Congress unraveled a day earlier.

Food inspections and maintenance of national parks have degraded, while federal loans and housing subsidies have

languished in a state of limbo.

Thousands of federal workers and government contractors have turned to charities and online fundraisers to feed their families and pay bills.

Thursday’s protest was meant to highlight the struggles of furloughed federal employees and out-of-work contractors.

Several Democratic members of Congress spoke and joined in the march to the White House, including House Majority Leader Steny Hoyer and Sens. Ben Cardin, Chris Van Hollen and Mark Warner.

“We recognize that members of Congress in both parties have been working to get the government back open, but the president has continued to threaten to veto any bill that does that,” Holder said. “People feel let down. They feel abandoned, like nobody cares.”

Should the shutdown continue, Holder said, the NFFE is prepared to continue holding protests. The group also has discussed organizing a food drive and collecting aid for members who are struggling to make ends meet.

“The federal government is supposed to be the place where we send our best and brightest,” Holder said. “People should aspire to work for the federal government, but now they’re wondering if this is the place they want to be.” MARISSA J. LANG (THE WASHINGTON POST)

The ongoing shutdown has left the federal government short in paying its water bills in D.C. A top DC Water official said the Treasury Department emailed last week to say it “will only collect and remit” about $10.5 million of the $16.5 million that federal agencies owe the city water and sewer authority for the second quarter of fiscal year 2019.

D.C. Water spokesman Vincent Morris said cutting off service to the White House or other federal buildings is not in the cards. “We very rarely shut off any customer’s water. It’s a last resort,” Morris said. (TWP)

Regional utilities announce plans to help furloughed workers with bills

Park service to resume trash pickup in D.C. THE DISTRICT The National Park Service said Thursday that it would resume trash collection, urgent roadwork and sanitation services at its parks in and around D.C. starting Friday.

“Some of these services had been donated by park partners since the start of the lapse of appropriations in Dec. 22,” the Park Service said in a statement.

The services will now be paid for with funding revenue collected by national parks across the country under the Federal Lands Recreation Enhancement Act. The areas affected include Anacostia Park, BaltimoreWashington Parkway, Capitol Hill Parks, Civil War Defenses of Washington, George Washington Memorial Parkway and Georgetown-area parks including Georgetown Waterfront Park.

Also affected are Kenilworth Park, Meridian Hill Park, the Mall and Memorial Parks, President’s Park, Rock Creek Park and Suitland Parkway.

During the first 20 days of the partial shutdown, the D.C. Department of Public Works and several business improvement districts across the city collected trash at park services sites across city, the Park Service said.

D.C.-area national parks remain as accessible as possible during the shutdown, but some services and sites are unavailable, including visitor centers, ranger talks and programs and emergency services, the agency said. (TWP)

Contractor: Purple Line likely to open a year late

TRANSPORTATION The opening of Maryland’s Purple Line is at least a year behind schedule, and delays have added at least $215 million to the lightrail line’s cost, according to project documents.

Purple Line Transit Partners (PLTP), a team of companies building the 16-mile line and helping to finance its construction, has told the state the line won’t begin carrying passengers until at least February 2023.

That’s almost a year behind the March 2022 opening date in the project’s contract and four months behind the October 2022 date that Maryland transit officials insist is still possible, according to reports obtained

by The Washington Post through public record requests.

That February 2023 opening date is possible only if work is accelerated, Purple Line Transit Partners has told the state, according to the reports. Otherwise, the contractor has said, it will open as late as June 2024 — more than two years late.

Despite Maryland officials’ repeated public assurances that the project remains on schedule, the reports show the delays — and the potential for hundreds of millions in cost overruns

Local elected officials who represent the densely populated Washington suburbs where Purple Line construction has created noise and traffic congestion questioned why the public had not been told of any potential delays or additional costs.

“I’m pretty astounded that we’re looking at delays in construction,” said Prince George’s County Council member Dannielle Glaros, D, whose district encompasses much of the rail alignment. “The question is: How much are we slipping and why?”

With no major protests in the capital and limited violence elsewhere in the vast Central African country, the population seemed to be choosing stability over credibility, accepting Tshisekedi’s win and the end to President Joseph Kabila’s long and turbulent rule.

But a c o u r t challenge to the results could spin the country into chaos, observers warned.

Tshisekedi The Catholic Church, which deployed 40,000 observers at all polling stations, said official results did not match its findings, and diplomats briefed on them said rival opposition candidate Martin Fayulu won easily.

Fayulu alleges that Kabila engineered a backroom deal with Tshisekedi. Fayulu denounced the results as “robbery,” but it was not clear whether he would challenge the results in court.

The delayed results, in which Tshisekedi received 38 percent

of the vote and Fayulu received 34 percent of the vote, came 10 days after the Dec. 30 vote.

The election faced numerous problems: Many voting machines malfunctioned, dozens of polling centers opened hours late, and some 1 million voters were barred from participating, with the electoral panel blaming a deadly Ebola virus outbreak.

Congo’s government cut internet service the day after the vote to prevent speculation on social media. It remained off in parts of the country on Thursday.

About 1,000 years ago, an unknown woman in Germany died and was buried in an unmarked grave. But when modern scientists examined her remains, they found brilliant blue flecks in the tartar on her teeth. The particles were ultramarine, the powdered form of the semi-precious stone lapis lazuli and the most expensive pigment in medieval Europe.

Scientists concluded the woman was an artist involved in creating the period’s lavishly illustrated religious and secular texts — a task usually associated with monks.

POLITICS Taking the shutdown fight to the Mexican border, President Trump edged closer Thursday to declaring a national emergency in an extraordinary end run around Congress to fund his long-promised border wall.

“We’re either going to have a win, make a compromise — because I think a compromise is a win for everybody— or I will declare a national emergency,” Trump said before departing the White House for his border visit.

It was not clear what a compromise might entail. Trump says he won’t reopen the government without money for the wall.

Employees of the U.S. Coast Guard who are facing government shutdown just received a suggestion: To get by without pay, consider a garage sale, baby-sitting or dog-walking.

The suggestions were part of a tip sheet published by the Coast Guard Support Program, an employee-assistance arm of the service. It is designated to offer Coast Guard members help with mental health issues or other concerns about their lives, including financial wellness.

The Coast Guard receives funding from the Department of Homeland Security and is subjected to the shuttering of parts of the government, along with DHS’ other agencies. Other military services are part of the Defense Department and have funding.

The sheet applies to the Coast Guard’s 8,500-person civilian workforce. About 6,400 of them are on indefinite furlough, while 2,100 are working without pay after being identified as essential workers, said Lt. Cmdr.

The Coast Guard removed the tip sheet from the support program’s website Wednesday after The Post inquired about it.

HEALTH Challenging President Trump to make good on his pledge to cut prescription drug prices, congressional liberals proposed legislation Thursday to bring U.S. prices in line with the much lower costs in other countries.

The Democratic bills stand little chance of becoming law in a divided government. But the effort could put Republicans on the defensive by echoing Trump’s pledge to force drugmakers to cut prices.

The Trump administration has put forward its own plan for reducing drug prices, but analysts have seen little impact so far. The pharmaceutical industry said the Democratic bills would “wreak havoc on the U.S. health care system.”

The new legislation was offered by Sen. Bernie Sanders, I-Vt., above; Rep. Elijah Cummings, D-Md.; and others.

The lawmakers want to open up generic competition to patent-protected U.S. brandname drugs that are deemed “excessively priced,” allow Medicare to directly negotiate with drugmakers, and let consumers import lower-priced medications from Canada.

The administration did not immediately respond.

The industry argues that government price regulation could limit access to some medicines, undermine financial incentives for research and compromise safety standards.

SOCIAL MEDIA People over 65 and ultra-conservatives shared about seven times more fake information masquerading as news on Facebook than younger adults, moderates and super liberals during the 2016 election season, a new study finds.

The first major study to look at who is sharing links from debunked sites finds that not many people are doing it. On average, only 8.5 percent of those studied — about 1 person out of 12 — shared false information during the 2016 campaign, according to the study in Wednesday’s journal Science Advances. But those doing it tend to be older and more conservative.

“For something to be viral, you’ve got to know who shares it,” said study co-author Jonathan Nagler, a politics professor and co-director of the Social Media and Political Participation Lab at New York University. “Wow, old people are much more likely than young people to do this.”

Facebook and other social media companies were caught off guard in 2016 when Russian agents exploited their platforms to meddle with the U.S. presidential election by spreading fake news, impersonating Americans and running targeted advertisements to try to sway votes.

Researchers at Princeton University and NYU in 2016 interviewed 2,711 people who used Facebook. Of those, nearly half agreed to share all their postings with the professors.

The researchers used three different lists of false information sites — one compiled by BuzzFeed and two others from academic research teams — and counted how often people shared from those sites. Then, to doublecheck, they looked at 897 specific articles that had been found false by fact-checkers and saw how often those were spread.

When other demographic factors and overall posting tendencies are factored in, the average person older than 65 shared

seven times more false information than those between 18 and 29. The seniors shared more than twice as many fake stories as people between 45 and 64 and more than three times that of people in the 30- to 44-year-old range, said lead study author Andrew Guess, a politics professor at Princeton.

The simplest theory for why older people share more false information is a lack of “digital literacy,” said study co-author Joshua Tucker, also co-director of the NYU social media political lab. Senior citizens may not tell truth from lies on social networks as easily as others, the researchers said.

When other demographics and posting practices are factored in,

people who called themselves very conservative shared the most false information, a bit more than those who identify themselves as conservative.

The very conservatives shared misinformation 6.8 times more often than the very liberals and 6.7 times more than moderates.

People who called themselves liberals essentially shared no fake stories, Guess said.

Nagler and his colleagues said that does not necessarily mean that conservatives are by nature more gullible when it comes to false stories. It could be that there was much more pro-Trump and anti-Clinton false information in circulation in 2016 and that drove the numbers for sharing, they said. SETH BORENSTEIN (AP)

Nicolas Maduro sworn in for second six-year term as Venezuela’s president as economic crisis deepens

WASHINGTON President Trump’s former lawyer, Michael Cohen, will testify publicly before a House committee next month in a hearing that could serve as the opening salvo in a promised Democratic effort to greater scrutinize Trump, his conflicts of interest and his ties to Russia.

The House Oversight and Reform Committee announced Thursday that Cohen will testify before that panel Feb. 7, about a month after the Democrats took the House majority.

Cohen is a pivotal figure in investigations by special counsel Robert Mueller into potential coordination between Russia and the Trump campaign, and by federal prosecutors in New York into campaign finance violations related to hush-money payments to two women who say they had sex with Trump.

Cohen has pleaded guilty in both investigations and was sentenced last month to three years in prison. After Cohen was sentenced, an adviser said he wanted to testify and “state publicly all he knows.”

In a statement released Thursday, Cohen said he had accepted the invitation “in furtherance of my commitment to cooperate and provide the American people with answers.”

The Los Angeles Chargers defensive tackle and his family lost 7-week-old Makenna Mebane on Jan. 3 to trisomy 13, a rare chromosome disorder. Most babies with the condition, which affected Makenna’s heart and stomach, don’t survive the first year. Makenna was to have surgery in the spring in Omaha, where Mebane’s family has lived since before Makenna was born prematurely Nov. 12.

“You know, it’s been a tough year, period, but she would want me to be here doing my job,” Mebane said. “No matter where I am, I still think about her.”

Key for Colts: Protect Andrew Luck. He’s been sacked twice as often in the Colts’ six losses as in the team’s 10 wins and the Chiefs were tied for the NFL lead in sacks (52) this season. Opponents also have intercepted Luck twice as often on the road as at home. RB Marlon Mack could take some pressure off Luck. Indy hasn’t lost when he runs for more than 100 yards.

Key for Cowboys: Switch it up and throw the long ball. This could have been a true run-first, grindit-out master class, with two of the league’s top rushers going headto-head. But Rams RB Todd Gurley has been dealing with a knee injury, and L.A. will be focused on stopping RB Ezekiel Elliott. Dallas is 6-1 when WR Amari Cooper has five catches or more.

Key for Chiefs: Control the clock. For all the hype, Kansas City is 2-4 against other playoff teams this season. The Chiefs’ opponent had the ball an average of seven minutes longer in those losses. All eyes will be on Patrick Mahomes and expecting an air show, but first-time starting QBs are 8-15 this decade in the playoffs. The supporting cast needs to show up.

Prediction: Chiefs 31, Colts 28

Key for Rams: Rely on the backs — even if RB Todd Gurley struggles with his knee injury. L.A. trusted C.J. Anderson with the ball in its last two games — and he delivered, averaging 149.5 yards rushing. In the Rams’ three losses, Gurley averaged just 48 yards on the ground so it will be important to get one of them going. Dallas’ linebackers are also vulnerable in pass coverage.

Dozier deal gives Nats short-term infield help Second baseman adds power and lets team develop young talent NATIONALS The Nationals have agreed to a one-year deal with veteran second baseman Brian Dozier, pending a physical, according to a source with knowledge of the situation. Dozier will make $9 million in 2019. The contract holds no options for 2020.

Dozier, 31, split last season between the Minnesota Twins and Los Angeles Dodgers and provides rare power in the middle of the infield. He has hit 20 or more home runs in every season since 2014 — with a career-best 42 with the Twins in 2016 — and totaled 21 across two leagues last year.

The addition of Dozier gives the

Nationals an experienced, fulltime option at the position and injects more pop into a lineup that’s mostly become speedier and more athletic this winter.

The Nationals had expressed confidence in a second base platoon of Howie Kendrick and Wilmer Difo, then asserted themselves in a crowded market, showing interest in DJ LeMahieu, Josh Harrison and Dozier.

Dozier on a one-year deal is a logical fit for the Nationals, as they continue to develop shortstops Carter Kieboom and Luis Garcia into second basemen.

This means Dozier will hold the spot for a season, contribute to a team looking to win now, and the 21-year-old Kieboom could still get a chance in the not-sodistant future. Washington will also defer $2 million of Dozier’s

salary to beyond 2019, which could give it more of a spending cushion this offseason.

The remaining needs, for the Nationals to further solidify themselves as serious contenders, are pitching-related.

The rotation could still use a depth option or two. The bullpen benefits from new additions Trevor Rosenthal and Kyle Barraclough but may need another left-hander.

Adding Dozier should give the Nationals a solid bench of Matt Adams, Michael A. Taylor, Difo, Kendrick and either Kurt Suzuki or Yan Gomes.

Dozier softens the burden on Juan Soto, Anthony Rendon and Ryan Zimmerman to replace what would be lost if free agent Bryce Harper lands elsewhere.

FILM REVIEW It’s said that January is one of the prime months that Hollywood chooses to dump its most embarrassing films, and “The Upside” doesn’t exactly disprove that notion.

Few films in memory have squandered so much acting talent in such a cliche-ridden, exploitative and dishonest way. It deserves its frozen grave.

The film stars Kevin Hart as a lazy, skirt-chasing ex-con hoping to reconnect with his estranged wife and son. He accidentally gets a job taking care of an obscenely wealthy New York businessman (Bryan Cranston), who became a paraplegic while hang gliding.

You can virtually write the

rest as “The Upside “ unspools.

Will Hart’s street-wise Dell break his high-class boss out of his luxury Park Avenue apartment and teach him about the joys of corner-bought weed, street hot dogs and driving the older man’s fleet of Ferraris very fast? Oh, yes. Rich white dudes in these films always need loosening up.

Will Cranston’s Phillip teach his young aide about the joys of opera, investing in startups, kumquats and abstract painting? You saw that coming, too, huh? Poor black guys in these films could always use some smartening up.

The movie is based on a true story — and lifted from the 2011 French film “Les Intouchables”

— but no one really worked on the shaky racial angle for an American audience.

Hart, a comic force, reveals his limits as a dramatic actor in his fish-out-of-water role, while Cranston shows only a few glimpses of his formidable skills, especially when he turns steely.

Appearances by Nicole Kidman, Aja Naomi King and Julianna Margulies are welcome, understated — and completely wasted.

The most prominent problem is that once director Neil Burger establishes the odd couple pairing, he doesn’t know what to do with it. Only one person really comes through this whole meandering mess unscathed: Aretha Franklin.

The late Queen of Soul, it turns out, is the key that connects Dell and Phillip, particularly when it’s revealed that Franklin sang opera, too. Her music fills the soundtrack, and that’s the only reason this film gets any points — the only upside, if you will. Better yet, skip this movie and just put on one of her CDs. MARK KENNEDY (AP)

Amazon has ordered a 10-episode first season of the show, which follows a group of Nazi hunters in 1977 New York City. The film is smart, literary, nuanced, slightly stagy — and pedigreed to within an inch of its life. It practically reeks of dusty, yellowed pages and engraved leather bookbinding.

Brace for backlash: Can ‘Green Book’ survive scrutiny?

When “Green Book” won three Golden Globes on Sunday, a number of narratives began to take shape: The awards — for best comedy or musical, best screenplay and Mahershala Ali’s supporting performance — were seemingly among the biggest surprises of the night.

What’s more, “Green Book” arrived at the ceremony dogged by on-screen and off-screen controversies, including criticism from the family of Ali’s character, the pianist Don Shirley, as well as accusations that the film is

“divisive,” perpetuating racist stereotypes of white saviors and “magical Negroes.”

But the conventional wisdom bears some closer scrutiny. For starters: Was “Green Book” really that much of a surprise? The movie, a warm picaresque inspired by the real-life story of Tony Vallelonga (Viggo Mortensen) and the year he spent driving Dr. Shirley through the Deep South in the early 1960s, has performed modestly well. Even more revealing — and giving the lie to describing it as “divisive” — the film has earned an A-plus CinemaScore, meaning that nearly everyone who sees it loves it.

“Green Book” is that rare movie you can take your kids, parents and grandparents to and have an entertaining, meaningful experience. But that very approachability has also made the film a target for detractors who take issue with its most nostalgic — they would say retrograde — qualities.

The question, when it comes to “Green Book,” might be less racial than generational: Can a film made in the tradition of wholesome, nonconfrontational life lessons and happy endings be remotely acceptable anymore? Or is the entire form inherently regressive, especially

when it comes to stories about race told from the point of view of a white protagonist?

At this writing, few Academy voters seem to be aware of the Shirley family’s disapproval of “Green Book” (Shirley’s brother has called the film “a symphony of lies”). Most likely, that will soon change: In the world of Oscar campaigning, what began as a $20 million little-movie-that-could now has a target on its back.

Expect Octavia Spencer, one of the film’s executive producers, to be more visible. After the Globes ceremony, she addressed the Shirley family’s objections first by stating she didn’t want to “cause them any more distress.”

“I’ve been a part of four films from this era, and it was the first time I saw a person of color with agency,” she continued. “He meant a lot to a lot of people, and I’m glad that we got to share that story.”

Kidman can’t save ‘Destroyer’ from its excess FILM REVIEW Nicole Kidman assumes a startlingly cadaverous pallor to play her half-dead character in “Destroyer,” a piece of L.A. noir at its scuzziest and most sun-baked.

As easy as it is to laud Kidman’s commitment, however, there’s a sense that Karyn Kusama’s film can’t leave grim enough alone. This is a movie obviously impressed with its pulpiest affectations — including outrageous violence, cynical sexuality, promiscuous criminality and an overarching sense of hopelessness — but it seems not to know when to stop.

In the role of Erin Bell, a Los Angeles police detective, Kidman transforms — her skin is waxy and greenish, her eyes sunken, her hair frizzled. As “Destroyer” opens, Erin wakes up — presumably after her latest bender — in her car under a bleak underpass. A murder victim has been discovered nearby, and when she unofficially joins the investigating officers, she realizes she recognizes the corpse.

Filmed in her harshest light at her most unforgiving angles, Kidman does her best to invest Erin with layers, despite the bloodshot, zombie-like makeup and prosthetics that threaten to overwhelm her carefully tuned performance. In the end, even the ferocity of her avenging angel — as tarnished as she is righteous — can’t save “Destroyer” from its own sour excesses. A.H.

Technically, you could die from Botox Drew Barrymore said in an interview with Glamour UK published Thursday that she has never done heroin or had cosmetic surgery.

“I’ve never done heroin, and I don’t want to get plastic surgery because I feel like they’re both very slippery slopes,” she said.

Tim Tebow proposed to girlfriend Demi-Leigh NelPeters on Wednesday at his family’s farm outside of Jacksonville, Fla., People reported. The 31-year-old former NFL quarterback and NCAA champion proposed with a 7.25-carat solitaire ring. Nel-Peters, 23, is South African and was crowned Miss Universe 2017. According to People, Tebow surprised NelPeters with a performance from South African singer Matthew Mole, and flew her family and friends from South Africa to see the proposal.
