The threat of catastrophic wildfires has driven a California town to launch a “Goat Fund Me” campaign to bring herds of goats to city-owned land to help clear brush. Nevada City began the crowdsourcing campaign last month hoping to raise $30,000. The foothill community is about 47 miles southeast of Paradise, which was devastated by a wildfire in November. City officials said booking a herd costs between $500 and $1,500 per acre. (AP)

A Florida man got a shock when he popped open his car’s hood and found a boa constrictor resting on the engine. Ernst Dimanche told WSVN-TV he dropped his kids at school Friday and came home to work on his Cadillac. When he saw the snake, he “just went crazy.” His neighbor, Demetri Giddings, offered to help, and pulled the snake out of the car using a hanger. Kondo tidying trend hits D.C. REGION It’s no accident that Netflix chose New Year’s Day to release “Tidying Up With Marie Kondo,” an eight-part series hosted by the Japanese-born decluttering diva and space healer. In the show, Kondo teaches her KonMari Method, which asks you to hold each possession and ask yourself whether it sparks joy, and if it doesn’t, thank it for its service and let it go. The show seems to have started a national conversation about overbuying and over-stashing. Many opened junk drawers and toy chests while watching the show and started dumping. Many local thrift stores, consignment shops and auction houses are reporting an uptick in donations that could be related to the show. Donations at Washington-area Goodwill centers were up 66 percent over last year for the first week of January, according to Brendan Hurley, spokesman for Goodwill of Greater Washington. At the Gaithersburg location, donations were up a whopping

Jose Andres aims to feed the furloughed Jose Andres announced Monday that his nonprofit, World Central Kitchen, is setting up #ChefsForFeds, a kitchen to feed federal workers during the government shutdown. The kitchen opens Wednesday at 701 Pennsylvania Ave. NW. It will serve meals to federal families, or give them food to take home, Andres said Monday in a Twitter video. ECONOMY When Northern Virginia landed one of Amazon’s two new East Coast headquarters in November, the victory appeared to prove that the Washington region could stand on its own economically and reduce its historical dependence on the federal government. Now, the government’s partial shutdown has punctured that bubble of optimism and highlighted again the area’s vulnerability to the federal presence and its record of dysfunction and gridlock. The immediate effect of shuttering a quarter of federal agencies has been the bite taken out of the region’s economy, estimated at more than $100 million per day. More than a quarter of a million federal workers and contractors in the area aren’t being paid, and the ripple effects are sapping businesses throughout D.C., Virginia and Maryland. A long-term consequence is setting back an effort — begun after the 2013 shutdown — to forge a strong regional identity independent of the federal government. Elected officials and business and civic leaders hoped to rebrand the region as an attractive place to live, visit and do business regardless of the federal presence. Instead, the shutdown, now the longest in history, has generated a new burst of negative publicity about Washington that marketing and tourism executives said is reviving the area’s bad reputation around the country and abroad. “It takes an all-too-familiar shutdown or sequestration to remind people of the shadow of the federal government and what it casts over D.C.,” said Cary Hatch, chief executive of MDB Communications, an advertising firm. “We’ve got all this good stuff — a vibrant foodie scene, top-tier theater, great quality of life, but

It helps that January is a slow month for tourism and that only part of the government is closed. The 2013 shutdown ended after 16 days but furloughed more than twice as many employees. The shutdown has put the convention and tourism industry on red alert. Destination DC, the District’s official marketing organization, immediately revived the “DC Is Open” campaign, which it created in 2013 when the shutdown hit during the busy fall tourism season. “You can still come and enjoy a Caps game or theater at Arena Stage or … other world-class museums” such as the Phillips Collection or Newseum, Destination DC CEO Elliott Ferguson said. He acknowledged that much damage has been done, especially to the city’s image overseas. “When you’re in a different country, and the news all comes from D.C., and it’s all focused on politics, then there’s a perception that it’s not the most fun or attractive place to go in the U.S.,” Ferguson said. “We hope this doesn’t continue on to March or April, which is a peak period for us.” Like many residents, Ferguson pointed to one upside of the government’s closure: the drop in traffic. Casino proposal prompts tribes to clash over lands As one Native American tribe seeks to open Virginia’s first casino, another tribe has lodged an objection over claims to ancestral lands. The VirginianPilot reported Sunday that the Nansemond tribe objects to the Pamunkey tribe’s claim that its ancestral lands stretched as far south as Norfolk. That’s where the Pamunkey have proposed building a $700 million casino. The Bureau of Indian Affairs has to approve the casino. Two horses euthanized after injuries during race Authorities say a “three-horse spill” during a race in Laurel, Md., sent three jockeys to the hospital and led to two horses being euthanized. METROBUS After making only modest gains in reducing attacks on bus drivers — even after taking steps such as putting in Plexiglas barriers — Metro says it’s going to try thinking outside the box. It has sought bids to evaluate whether “ideas on other approaches from other industries can reduce the dozens of attacks a year on bus drivers,” said Sherri Ly, a spokeswoman for the transit agency. Ly wouldn’t venture guesses on what ideas could come. The point is “to look for solutions that haven’t been thought of yet,” she said. The bids were due Jan. 4. But Metro would not say who has expressed interest or how many bids it has received. Ly said the information could be available through a public disclosure request if a contract is awarded. Metro’s search for fresh ideas comes as it appears to be struggling to prevent a rise in sometimes shocking attacks on bus drivers. In 2017, a woman was jailed after urinating in a cup and throwing it at the driver of an X2 bus. In May, the union representing Metro workers said a man, apparently enraged when a bus pulled away at Braddock Road without him, got on a Metrorail train, took it three stops to Huntington station, found the driver and punched her in the face. Metro has tried a number of things. As of Dec. 2, protective shields between drivers and boarding passengers had been installed on two-thirds of Metro’s 1,583 buses, and Ly said all buses should have shields by June. Metro has also installed security cameras and silent alarms on all buses. A public relations campaign also tried to convey that drivers are ordinary people. Last January, a peer-review

But assaults against drivers rose from 70 between January and early December 2016 to 92 in all of 2017. And despite Metro’s efforts, it made no progress in 2018, when there were again 92 assaults. In comparison, King County Metro, which serves Seattle and its suburbs, was lauded by APTA in May after reducing assaults on its operators by 53 percent since

2008, from over 180 to less than 90. King County has about the same number of bus riders as Metro. Carroll Thomas, vice president of ATU Local 689, the local union representing Metro workers, said not enough police patrol buses and that the shields being installed do not make drivers feel safe. “Assaults are still up. There have been visible incidents like the one involving the urine,” he said. “There are riders who are using different drugs, have mental illnesses.” Though Metro says it has increased police patrols on buses,

Thomas said their presence is spotty. Indeed, APTA’s peer review report noted: “There is a gap between the expectations of bus/rail operations personnel and the actual number of police personnel available for deployment.” As Metro tries to find answers, some, like Polly Hanson, former chief of Metro’s transit police and now APTA’s director of security risk and emergency management, praise the effort to come up with fresh ideas. Dave Jutilla, chief of King County Metro’s transit police and a member of the panel that reviewed WMATA’s practices, said one key to reducing assaults is out of Metro’s hands. Attacking bus drivers is a felony in Seattle. The bus system there is able to bar violent passengers for a year. It does allow, after an appeal, for them to ride specific routes at certain times if they can show they have to get to appointments, such as for mental health care or drug treatment. The concourse at Washington’s Union Station will undergo a makeover beginning in the fall, a project that will double its capacity, relieve crowding and make for a more accessible and comfortable customer experience, Amtrak says. In addition to providing a modern and brighter space for the 100,000 daily intercity, commuter and local travelers who pass through Union Station, the work also will improve access between Amtrak’s concourse and the mezzanine of the Metro station there. The railroad is in the process of selecting a general contractor for the project, which will be done in phases over three years to reduce the impact on travelers and station retailers. The work is part of a larger plan to remake Washington’s main railroad station to double train and passenger capacity over the next two decades. The revitalization of Union Station is an important piece in Amtrak’s vision for the Northeast — the nation’s busiest rail corridor — which includes faster trains that could increase ridership between D.C. and Boston. Railroad and other officials and advocates say the improvements are needed to ensure Union Station keeps up with growth. The testimony offered a preview of how Barr will address a challenging line of inquiry today in his confirmation hearing before the Senate Judiciary Committee. Barr has occasionally been critical of the special counsel investigation and wrote in a memo to Justice Department leaders last year that Mueller’s apparent theory of possible obstruction of justice by the president was “fatally misconceived.” Barr is likely to be confirmed even if Democrats unanimously oppose his nomination. Still, the hearing will allow for a public airing of two years of simmering tensions among the White House, the Justice Department and Congress over the future of the special counsel’s work and the broader independence of federal law enforcement. POLITICS A bipartisan group of rank-andfile senators is holding discussions on how to end the weekslong government shutdown, with talks between congressional leaders and the White House at a standstill. The group held its first meeting Monday. Prospects for the group to achieve any results are uncertain. But the group’s creation is a sign that senators of both parties are eager to end the shutdown, even if it means taking matters into their own hands amid an impasse between top Democrats and President Trump. With the shutdown having entered its fourth week, Trump remains dug in on his demand for $5.7 billion to build hundreds of miles of new walls along the U.S.Mexico border. Democrats are refusing to give him anywhere near that amount. An effort last week led by Sen. Lindsey Graham, R-S.C., collapsed after Vice President Pence announced publicly that Trump wasn’t interested in a deal involving trading wall funding for protections for unauthorized immigrants brought to the U.S. as children. Outside the meeting, Trump on Monday called on Democrats to agree to his demands, as he reiterated he had no plans to call a national emergency to build the wall by circumventing Congress. A national emergency declaration had appeared a possible route to ending the shutdown last week, before Trump backed off the idea Friday. The new allegations come after reports in 2017 of more than 100 gay men arrested and subjected to torture, and some of them killed, in the predominantly Muslim region in southern Russia. The Associated Press and other media outlets have interviewed some of the victims, who spoke about torture at the hands of Chechen law enforcement officers. Chechen authorities have denied those accusations, and Russian federal authorities conducted a probe into the earlier reports but said they found nothing to support the charges. Caps’ Orpik hits 1,000 CAPITALS Before Brooks Orpik thought about how old he’d be when he finally hung up his skates, he just thought about making it to that first NHL game. Orpik, playing in Wilkes-Barre, Pa., after being picked in the first round of the 2000 draft by the Penguins, was just trying not to get discouraged. Then, coming off an American Hockey League road trip, he finally made his NHL debut on three hours of sleep in a loss against Toronto on Dec. 12, 2002. “The first game, you just get there and you’re so excited,” Orpik said, “and it’s over before you know it.” As Orpik was telling that story at the Capitals’ practice facility Sunday, center Nic Dowd chimed in from a few dressing room stalls over that, “He’s going to play until he’s 45!” Orpik isn’t even sure if he’ll play next season; at 38 years old, his contract with the Capitals runs out at the end of this year. And while Orpik has largely shrugged off the milestone, he played the

1,000th game of his career Monday night against the Blues, which ended after Express’ deadline. Orpik’s longevity is a testament to how he has endured despite how physical, stay-athome defensemen like him have become an endangered species in today’s NHL. In Washington, his legacy will be more about what he did for the organization off the ice than on it. He signed as a free agent five years ago to not only help shore up the blue line but also improve the locker-room culture. As Orpik has had to adapt his game to hockey’s shift toward mobility and puck-moving, the effect he has on teammates has been what has stayed constant. “He’s been the biggest reason, in terms of players, that we’ve been able to change the culture here into a championship-level culture and team,” goaltender Braden Holtby said. “He pushed our guys the right way. He’s the guy that has the respect of everyone, very intelligent and not afraid to speak up when he

The Chiefs, Rams and Saints each scored more than 30 points per game during the regular season, making this the fourth NFL season in which a trio of teams topped that benchmark. Finding a way through the streets of L.A. FILM It’s a bright winter day on the Sunset Strip, and director Karyn Kusama is doing what she does best: adding shadow to Los Angeles. As she sits down at the corner booth of a charming but customer-free restaurant, Kusama takes stock of the empty chairs. “Hopefully, that doesn’t mean we’re going to get food poisoning,” she shrugs. “Not to put a damper on things.” Kusama has learned to view L.A. with skepticism. Her 2000 debut, “Girlfight,” made her the only filmmaker to sweep Sundance’s grand jury and best director prizes. Overnight, she became a major Hollywood contender, but then she fought, and lost, two bruising rounds against the studio system when her big-budget follow-ups — 2005’s “Æon Flux” and 2009’s “Jennifer’s Body” — flopped for reasons she feels were beyond her control. Kusama made her film comeback in 2015 with the small-budget, critically acclaimed thriller “The Invitation.” Now her new movie, “Destroyer,” stars Nicole Kidman as a boozing, embittered

cop. It’s the second film of an intended Los Angeles trilogy that Kusama has been piecing together with her screenwriter husband, Phil Hay, and his writing partner, Matt Manfredi. “L.A. is such a Pandora’s box. Once you open it up, more and more weird stories and dark threads seem to come undone,” she says. Kusama spent her six-year film hiatus raising her son, Michio, while directing episodes of “Halt and Catch Fire” and “The L Word.” She knew she’d make another movie — somehow — and that when she did, she’d pick scrappy independence over a studio checkbook and zero control. Kusama’s individual struggle has become a barometer for all female filmmakers, with industry people turning to her as both an oracle and a victim — neither of which is a role she enjoys. “If I am being used as any kind of bellwether, I hope what people could do is acknowledge the power of stamina, the value of just putting my head down and getting through some really dark times,” Kusama says. TV REVIEW “Sex Education” is a great title for a thoughtfully frank and often graphic Netflix dramedy about a randy group of teenagers at a British high school, but let’s be honest: “Sex Education” would be a good title for a lot of what Netflix is serving these days, further sealing the platform’s intimate relationship with adolescents. But let’s focus on this show, which seems aimed at the youth market, and its honest approach to the awkwardness, ookiness and general inevitability of teen sex. The eight-episode series (which premiered Friday) stars Asa Butterfield as 16-year-old Otis, your average nice-boy nerd (and virgin) with a peculiar distaste for sex, thanks to the success his now-divorced parents found when they co-wrote a book on intimacy. Living with his mother, Jill (Gillian Anderson), Otis instead chooses retreat. But through a series of events, Otis accepts the offer of the rebellious beauty Maeve (Emma Mackey) to start up an ad hoc therapy practice, where students pay for Otis’ insightful advice, which he’s gleaned from his mother’s sex-positive outlook. There’s an artfulness to the material and a genuine care on display, too.
