Here’s an emergency alert you don’t see every day: Don’t eat the blowfish. That’s what residents of the Japanese city of Gamagori have been told after a supermarket sold five packages of improperly prepared fugu blowfish, the BBC reports. The fish is a delicacy, but some of its organs contain the deadly poison tetrodotoxin. Three of the potentially lethal packages had been recovered as of Tuesday. As president of his local curling club, Rockenbach has listened to people tell him that curling is not a real sport. Or about how curlers must be skilled house cleaners because their sport involves sweeping. Those comments used to irk Rockenbach, a 37-year-old Philadelphia native, but he’s seen the game humble enough people that now the slights slide right off. “Almost anybody who comes into it with the attitude of, ‘This is nothing, I got this,’ when they get off the ice, [they say], ‘This was way different than what I expected,’ ” Rockenbach said. Tucked away in a small corner rink at the Gardens Ice House in Laurel, Md., Rockenbach and others at the nonprofit Potomac Curling Club welcomed media members Monday morning for an information session in preparation for the expected spike in interest leading up to the

Curling remains largely a novelty in the United States and its athletes often feel the need to defend themselves against silly jokes or insults, but there are signs that the Olympic interest has had lasting positive effects. But he wishes that the sport were on television more often. The investigation, commissioned by the Office of the State Superintendent of Education,
portrays a school system riddled by student absenteeism and teachers who feel pressured to push chronically absent high school seniors across the graduation stage regardless of whether they earned their diplomas. Man found guilty in 2016 rape on Metro’s Red Line A D.C. man was found guilty Tuesday of charges that he sexually assaulted a woman at knifepoint aboard a Metro Red Line train in 2016. John P. Hicks, 41, was found guilty of firstdegree rape and first-degree sex assault, both punishable by up to life in prison in the attack in Montgomery County. The victim, 39, said that after she was forced to perform sex acts, she spit into a tissue and threw that tissue to the floor. Detectives found the tissue and prosecutors presented evidence it contained Hicks’ DNA. Sentencing will be at a later date. (TWP)

Chelsea Manning’s bid for U.S. Senate threatens to upend the 2018 Maryland Democratic primary. Political analysts say Manning’s high profile will prevent two-term Sen. Ben Cardin from essentially ignoring his primary challenger in the heavily Democratic state. Cardin said Tuesday in Baltimore that he looks forward to a strong campaign featuring Manning or anyone else. The transgender woman was known as Bradley Manning when she was convicted in 2013 of leaking a trove of classified documents. Part of a ceiling collapsed Monday at a building at the Walter Reed National Military Medical Center in Bethesda. No injuries were reported. The collapse appeared to have involved an overhang outside the entrance to the medical center’s emergency department, according to the Montgomery County Fire and Rescue Service. A “partial collapse of a ceiling under construction” near the emergency entrance was reported by Pete Piringer, the spokesman for the county fire and rescue service. Piringer said the entrance remained open and was not affected. No further information has been released. (THE WASHINGTON POST)
Gov. Larry Hogan is providing some highlights of his budget proposal. Hogan said Tuesday it will include about $6.5 billion for K-12 education, a record amount for the state. Hogan says every single school system in Maryland will see increased funding. The governor says the state is investing an additional $365 million more in school construction, bringing the total to $1.4 billion. The budget also contains $1.38 billion for the University of Maryland, an increase over last year. The Republican governor is meeting with leading Democrats today to talk about the budget for the next fiscal year. (AP)

Upside for staffers: Openings provide chance to disrupt With President Trump’s first presidential anniversary days away, hundreds of political positions still lack nominees. Perhaps some folks don’t want to work for a white supremacist, but that’s another column. The lack of appointees can cause myriad problems, but there also can be an upside for career staffers — like the opportunity for them to disrupt, which is not the same as resist. In fact, Trump campaigned and has governed with disruption of the established order as a primary goal. A new survey on “Navigating Disruption” sought to determine if government leaders “are being inducted into a new phase of government service, with disruption as its

key operating principle.” Think of disruption as bold action upsetting the status quo. That can be good or bad. The survey, conducted by the Association of Government Accountants (AGA) and the Grant Thornton accounting firm, focused on federal chief financial officers (CFOs), but the findings are relevant to other career government leaders as well. Although the report says “disruption may be an uncomfortable notion to some,” feds, and the public, better get used to it if they aren’t already. “The tenor surrounding the current administration’s approach suggests financial managers could see significantly more disruption in the future than ever before in [the] recent past,” the report says. In the hands of effective civil
service managers, disruption when political appointees aren’t in place can be a good thing. Some of those surveyed said with “the slow pace of onboarding political appointees, career staff should take full advantage of the current disruptive environment to effect change.” Their comments included: “this is a very unique opportunity for career staff to participate in a revolution of sorts” and “there are not enough politicians in place to solve the big problems; so, let’s see the career folks take bold action.” The opportunity is available because Trump is a laggard. As of Friday, about 40 percent of key, Senate-confirmed appointments had no nominees, according to the Partnership for Public Service, which runs an appointment tracker along with The Washington Post. “The high number of leadership vacancies will have negative implications for the administration’s ability to govern effectively and implement management reforms,” said Max Stier, the partnership’s president and CEO. Supporting that notion, the report says some “career civil servants simply are not going to attempt bold reorganizations on their own for fear of reprisals.” Chronic budget uncertainty and workforce management issues, not necessarily related to appointees, remain major problems for agency managers, with the report citing “government workforce policies and practices mired in the past.” They also are not optimistic about the ability of Trump’s team to achieve success. “When asked whether the administration’s push for change will have a significant impact on streamlining government, an overwhelming majority were skeptical,” according to the report. “Only 16 percent felt positive change was ahead.” Follow Joe Davidson on Twitter @joedavidsonWP

Scientists on Monday announced the discovery of a new birdlike dinosaur that lived 161 million years ago in what is now China. What’s unique about this species is that it had an iridescent, rainbow-colored ring of feathers around its neck, similar to the colors on a hummingbird, Reuters reports. Researchers analyzed fossils of the dinosaur, which they named Caihong juji — Mandarin for “rainbow with a big crest” — and found that the rest of the duck-sized carnivore had dark feathers. Doctors in England warned Monday that you shouldn’t try to hold back a sneeze. In a case study in the journal BMJ Case Reports, a 34-year-old man at a Leicester hospital complained of swallowing difficulties and “a popping sensation” in his swollen neck. He told doctors his problems started after he tried to stop a forceful sneeze by pinching his nose and closing his mouth. He ruptured the back of his throat and spent a week in the hospital. Police: Parents’ treatment of 13 was ‘torture’ Before dawn Sunday, a 17-yearold girl escaped a house in Perris, Calif., slipping through a window and dialing 911 on a deactivated cellphone, Capt. Greg Fellows of the Riverside County Sheriff’s Department said at a news conference Tuesday. Deputies met the girl nearby and conducted a welfare check at the home, where they found her 12 siblings, ages 2 to 29, in what authorities called “horrific” conditions, some shackled to furniture with padlocks. Fellows said he could not provide details about the scene, but told reporters, “If you can imagine being 17 years old and appearing to be a 10-year-old, being chained to a bed, being malnourished and the injuries associated with that — I would call that torture.” He said there was no evidence to indicate sexual abuse but noted that police are still investigating. The biological parents, David Allen Turpin, 57, and Louise Anna Turpin, 49, have been arrested on charges of torture and child endangerment, authorities said. The Riverside County Sheriff’s Department said in a news release Monday that the 13 siblings all appeared to be children, so deputies were “shocked” to discover that seven of them are adults. Doc: Trump healthy, passed cognitive test White House doctor recommends president lose 10 to 15 pounds HEALTH President Trump requested that his first formal medical exam include a cognitive test and “did exceedingly well,” receiving a score of 30 out of 30, the top White House doctor announced on Tuesday afternoon. Navy Rear Adm. Ronny L. Jackson, the lead White House doctor since 2013, said that he has interacted with the president several times a day for the past year and saw no need for a cognitive test, calling him “sharp.” At the president’s request, Jackson said that he reviewed a number of cognitive tests and then administered the Montreal Cognitive Assessment during Trump’s first presidential physical exam on Friday at Walter Reed National Military Medical Center. The 10-minute exam is designed to detect mild cognitive impairment, generally in older patients. Trump answered all 30 questions correctly, Jackson said. The test includes asking a patient to name several animals, draw a clock with the hands at a certain time, copy a cube and recall a short list of words, among

Jackson said there is “absolutely nothing” that is being withheld and that Trump’s release of information is “hands down” the broadest in history. Trump, 71, is 6-foot-3 and his weight is 239 pounds, which is
considered overweight and just short of obese, Jackson said. He said he recommended that the president eat a healthier diet, exercise regularly and lose 10 to 15 pounds. The president weighs 3 pounds more than he did in September 2016, the last time he revealed his weight. Jackson said Trump’s cholesterol of 223 is elevated and his low-density lipoprotein of 143 is borderline high. Jackson said he hopes to bring down the LDL (or “bad cholesterol”) score with diet, exercise and statin medication that he is increasing for Trump. Honda wanted to track the location of his vehicle, the contract stated, according to Dunn — a stipulation that struck the 69-year-old Temecula, Calif., retiree as a bit odd. But despite initial hesitation, he signed it. “I don’t care if they know where I go,” Dunn said. “They’re probably thinking, ‘What a boring life this guy’s got.’ ” Dunn may consider his driving habits mundane, but auto and privacy experts suspect that big automakers like Honda see them as anything but. By monitoring his everyday movements, an automaker can vacuum up a massive amount of personal information about someone like Dunn, everything from how fast he drives to the entertainment he prefers. Though drivers may not realize it, tens of millions of American cars are being monitored like Dunn’s, experts say, and the number increases with nearly every new vehicle that is leased or sold. The result is that carmakers have turned on a powerful spigot of precious personal data, often without owners’ knowledge, transforming the automobile from a machine that helps us travel to a sophisticated computer on wheels that offers access to our personal habits and behaviors. “The thing that car manufacturers realize now is that they’re not only hardware companies anymore — they’re software companies,” said Lisa Joy Rosner, chief marketing officer of Otonomo, a company that sells

The law has been unable to keep up with rapid advancements in auto technology, according to Ryan Calo, an associate professor of law at the University of Washington. “Not only are automakers collecting a lot of data, they don’t have a particular regime that is regulating how they do it,” he said. Though the possibility of abuse exists, Calo and other experts say automakers have so far been “responsive” to concerns about data collection and privacy. And yet, Calo said, the more data a company collects, the more incentive the company has to monetize that data. “Any company that has tons of data … is going to have the capability and incentive to try to use that information to the company’s advantage — and possibly to the detriment of consumers,” Calo said. “It’s almost unavoidable.”
First, it was the “gallon challenge” and the “cinnamon challenge.” Then the “bath-salt challenge.” Now videos circulating on social media are showing kids biting into brightly colored liquid laundry detergent packets. Or cooking them, then chewing them up before spewing the soap from their mouths. Experts say the so-called “Tide pod challenge” is dangerous. “You’re really taking a chance — and to what end?” said Alfred Aleguas, of the Florida Poison Information Center in Tampa. The U.S. Consumer Product Safety Commission issued a warning to parents years ago about the liquid laundry detergent packets. It said the capsules are attractive to young children but can cause harm. Last year, U.S. poison control centers received reports of more than 10,500 children younger than 5 who were exposed to the capsules. The same year, nearly 220 teens were reportedly exposed, and about 25 percent of those cases were intentional. So far in 2018, there have been 37 reported cases among teenagers — half of them intentional, according to data. Tide’s parent company, Procter & Gamble, said it is “deeply concerned” about improper use of the pods and released a public service announcement discouraging people from playing with them.

Well-traveled star: Ex-UConn reserve shines for Mason The drive to George Mason from Natalie Butler’s home takes 15 minutes, making the school’s basketball facilities as familiar as the living room couch. Butler’s dad has a membership to the recreation center, so she and her younger brother visited the gym together often to run drills and practice post-up moves. The three Butlers — dad, daughter and son, all basketball stars — played pickup games together. Now, Butler is back on campus leading the women’s team. But first, her career GPS introduced a few detours. First there was a season at Georgetown, where the 6-foot-5 center became an unexpected collegiate force and
the Big East freshman of the year. Then came three years with the sport’s most famous program: Butler played in two Final Fours with Connecticut, won a national title and got a degree in communications. Finally, the route wound back to Fairfax. Butler arrived at Mason as a graduate transfer, obtaining an NCAA waiver that allowed her to play right away in her final season of eligibility. She became a team captain before her first game, and then started dominating. After recording 13 points and nine rebounds in a season-opening loss to Michigan, Butler has turned in 17 straight doubledoubles, tied for the most in the country. She’s averaging nearly two more rebounds than any other player in Division I basketball, male or female.
“I never thought that this year would be going the way it is right now, honestly,” said Butler, a former All-Met from Lake Braddock High. “I’m just very thankful, because I know it could be going the other way.” That’s because neither of her previous stops went as planned. Butler got to Georgetown when coach Keith Brown was placed on leave amid complaints about inappropriate conduct and abusive language, playing her freshman season for interim coach Jim Lewis. She averaged 13.9 points and 13.4 rebounds a game, finishing fifth in Division I in rebounding and starting every game. After a new coach was hired, Butler decided to leave, choosing Connecticut over Virginia. Then she had to sit

Independent racer hopes to ski for U.S. PyeongChang Games is expected to be announced by Jan. 25. A maximum of four spots are available in Kelley’s discipline, men’s slalom, and he has an outside shot at one of the openings. Six-time Olympic medalist Bode Miller helped spark the independent trend in 2007 when he broke from the USST and formed “Team America.” Other racers have followed suit, almost always after failing to make the U.S. team, or losing their spot. Kelley, 27, is one of the few skiers to decline a nomination to go it alone. Kelley found the USST’s training plan restrictive, and he thought he could spend less money on his own. WINTER OLYMPICS In 2015, racer Robby Kelley was invited to rejoin the U.S. Ski Team. There was one catch: a price tag of about $30,000. “[My parents] really, really, wanted me to go back,” said Kelley, who had lost his spot the season before. During his year off the team, however, he had helped form a group of his own — Redneck Racing — and he wanted to stay independent. Kelley declined the U.S. Ski Team (USST) nomination and continues to compete independently. He became a regular on the World Cup circuit and qualified for the World Championships. Now he has his sights set on the Olympics. The United States sends its fastest skiers to the games, whether they’re part of the USST or not. The team that will compete next month in the

Drew Brees said Tuesday that he still expects to remain with New Orleans as long as the team will have him. The quarterback says he knows he’d have leverage to shop around if the Saints don’t reach an extension with him before the new league year starts in March. However, Brees, 39, said he doesn’t plan on that. Brees’ deal is structured so that the Saints, who went 11-5 to win the NFC South, lose $18 million in salary cap space if they fail to reach an extension with Brees. He said he sees potential for New Orleans to build on a season that would’ve continued to the NFC title game if not for a last-second Minnesota touchdown Sunday. (AP)
NBC Sports announced Tuesday it will use Dale Earnhardt Jr. in its pregame show for the Super Bowl, then send him to South Korea for coverage of next month’s Winter Olympics. Earnhardt, 42, retired from NASCAR in November and signed on to be an analyst for NBC, which plans to use him at the Super Bowl in outdoor events and activities in Minneapolis in the days before the game. At the Olympics, he’ll visit the speed skating venue and accept a recent invite to ride in a bobsled with the U.S. team. “I think he will have something unique to offer about the need for speed on snow and ice,” NBC executive Jim Bell said. She’s doing just fine on her own MUSIC REVIEW Camila Cabello originally planned to call her solo debut “The Hurting, The Healing, The Loving.” It was going to be about her struggle since leaving girl group Fifth Harmony and be built around the wrenching single “I Have Questions.” (Main question: “Why don’t you care?”) Funny thing, though. As she worked on the album last year, buoyed by the success of her collaborations — “Bad Things” with Machine Gun Kelly and then “Havana” with Young Thug — the questions didn’t seem important anymore. Camila Cabello now had answers. And on her debut, “Camila,” she delivers them with the confidence and power of an artist with far more than Cabello’s 20 years under he her belt.
The sultry “ Hava na ,” wh ich pays tribute to Cabello’s Cuban heritage and ‘Camila’ has now topped Camila Cabello the pop charts for seven weeks, provides a solid foundation for the rest of “Camila” and its ambitions to establish her as a pop star as bankable as Selena Gomez or Demi Lovato. Cabello is at her peak on the new single “Never Be the Same,” which shows off what sets her apart from the pop pack. The way her breathless voice breaks at the top of her register when she confesses, “Just like nicotine, heroin, morphine, suddenly I’m a fiend and you’re all I need” is the mark of an artist. That she can quickly switch to her full voice for the desperate chorus is the mark of a star. “Camila” also has plenty more hits to roll out. “She Loves Control” combines a Latin-tinged

‘Versace’ struggles to find its footing The latest ‘American Crime Story’ falls short of 2016’s ‘People v. O.J.’ TV REVIEW The twisted, true story of Andrew Cunanan’s 1997 killing of the Italian fashion designer Gianni Versace exists in whatever dark sliver of cultural space remains between lurid and sordid. It dangles just out of satisfying reach, even with all the attention being lavished upon it by Ryan Murphy and company in FX’s watchable yet incrementally disappointing “The Assassination of Gianni Versace: American Crime Story.” A stylish but depressing nineepisode tragedy (premiering today at 10 p.m.), the series heralds, of course, the much-awaited return of the true-crime anthology that launched two years ago with a marvelously textured retelling of O.J. Simpson’s murder trial. This time the series takes a big swerve into a dead-end story. The brilliance of “The People v. O.J. Simpson” was how it made a famous and well-raked case seem entirely new. The failure of “Versace” is that it takes a case that is at best vaguely remembered and tries to apply to it the same degree of resonance and insight.
It’s far from a total bust, however. As with “People v. O.J.,” the series has that intoxicating mix of reported fact (drawing on Vanity Fair journalist Maureen Orth’s 1999 book “Vulgar Favors” for details) and a dash of invention that now defines the “American Crime Story” style. “Glee” star Darren Criss is also plenty creepy and believable as Cunanan, a 27-year-old charlatan and chronic fibber who mooches off the kindness of strangers. Criss capably holds the series together when the writing and dialogue can’t, particularly in how he portrays the smarmy banality of Cunanan’s evil. And as Versace, Edgar Ramirez brings a dour elegance to the designer’s creativity and moods. But ultimately, the themes that so easily presented themselves for fresh scrutiny in “People v. O.J.” (systemic racism and sexism, media manipulation, elusive justice) are just a clumsy tangle in “Versace” (no thanks to a confusing chronology that stutters, skips and moves mainly backward). Is this a show about beauty? Is it about psychosis? Is it about gay rights? Yes to all those things, but never effectively. HANK STUEVER (THE WASHINGTON POST)
