A Pennsylvania police department’s request for volunteers to get drunk for law and order purposes generated an enthusiastic response. The Kutztown Police Department sought three volunteers to drink liquor to the point of inebriation so officers could be trained in how to administer field sobriety tests during traffic stops. A call for volunteers on Facebook drew hundreds of responses and over 1,000 shares in less than a day. (AP)

A wayward cat was rescued Wednesday from a dam in Indiana. The Huntington County Sheriff’s Department wrote that a fisherman saw the cat stranded on the spillway at the J. Edward Roush Lake dam. Officers couldn’t reach it, so Army Corps of Engineers workers shut down the flow of water, then launched a boat. When the boat reached the spillway, the cat slid all the way down to its rescuers, who caught it before it hit the water. (AP)

A Pennsylvania man has registered his pet alligator, Wally, as an emotional support animal, and takes him to nursing homes to visit the elderly, the York Daily Record reported last week. Joie Henney is a longtime outdoorsman who had a hunting and fishing show in the ‘90s. He got Wally, then 14 months, in 2015. The gator is so tame that Henney takes him to schools and senior centers, though he is often unwelcome in restaurants. (EXPRESS)

CULTURE If President Trump’s election revived the protest movement on the left, the D.C. Labor Chorus is providing the soundtrack. For 20 years, this group of activists, labor organizers and rabble-rousers with serious singing chops has belted out folk songs, show tunes and chants to spread messages of empowerment and resistance. Demand for performances increased when Trump took office and has spiked again with the onset of the nation’s longest federal government shutdown. In response, the chorus has repurposed some favorite ditties to reflect the news of today. The rotating set list includes “To Dream the Impeachable Dream,� to the tune of “The Impossible Dream� from the musical “Man of La Mancha�; “Furlough Day,� a takeoff on “Day-O (the Banana Boat Song),� by Harry Belafonte; and “We Will Resist,� based on Gloria Gaynor’s “I Will Survive.� Before Trump was elected,

Senate easily approves Amazon tax package

REGION Jared Catapano had a hard time explaining the prolonged government shutdown to his fourthgrade class. “Work together” is one of his classroom’s principles — and his students could tell government leaders haven’t been doing much of that. “We teach the kids that it’s important to work together to get something done, but with this shutdown, that’s not happening,” said Catapano, a teacher at Lafayette Elementary School in the District. “It’s really difficult to explain why there’s so much divisiveness in the government.” The partial government shutdown, which has stretched on for a month, has fueled chatter in the classroom — and long lines in auditoriums where furloughed workers come hoping to snag a substitute teacher position. Fairfax County Public Schools in Virginia has already placed furloughed workers in the classroom as subs. School systems in the District, Maryland and Virginia are hosting workshops and job fairs for furloughed employees, and some schools are planning more. More than 200 federal workers attended the first job fair last week. None have yet been hired — the school is performing background checks on applicants. Job fairs for furloughed employees are in demand. Fairfax County Public Schools announced a third hiring event, scheduled for Wednesday, for federal workers interested in substitute teaching positions. About 350 furloughed employees

Substitute teaching proves a popular gig for furloughed workers

The Virginia Senate easily approved state tax incentives of up to $750 million over the next 15 years for Amazon to build a headquarters facility in Arlington. The package, which passed 35 to 5, would provide Amazon cash grants on the condition that the company create tens of thousands of jobs with average pay of at least $150,000 a year. The bill still needs the House’s approval, but it is expected to pass there. Supporters said the state would reap several times more in tax revenue than it would give in grants to Amazon. City warns about opioids after 4 recent overdoses Four people are believed to have overdosed on opioids — two fatally — over the holiday weekend in Alexandria, prompting city officials to warn Monday about the dangers posed by the illegal use of narcotics. Police arrest two teens in attack on dog walker Two teenagers were arrested Saturday in connection with last week’s beating and attempted carjacking of a dog walker in the Columbia Heights area, D.C police said. In a statement, police thanked members of the public for what they said were “numerous tips.” The woman, 69, was attacked Thursday with a heavy object and was severely injured, according to her daughter and a police account. Va. mulls raising smoking age to 21 POLITICS Some prominent legislators are backing a bill to raise the minimum age for buying cigarettes and vapes from 18 to 21 in Virginia, a state where tobacco once loomed so large that images of the leaves adorn its stately Capitol. Alarmed by rampant vaping by teens, a group of Republicans and Democrats in both the House and Senate rolled out legislation last week targeting an industry whose roots in the commonwealth stretch back four centuries to the Jamestown Colony. “Certainly, we have a history of tobacco . . . that really dates back to 1608,” said Del. Christopher Stolle, R-Virginia Beach, a physician who is sponsoring the bill in the House. “We adapt as we move forward, and we recognize it’s something that needs to be done. We certainly are a product

of our history, but I don’t think we’re bound by our history.” Currently, six states and the District have limited sales of tobacco products to those 21 and older. Relief for crowded station

Metro rider Ranga Nathan wants to know why Metro doesn’t do something about crowding at Union Station. He takes a MARC train from his home in Maryland to the station before getting on the Red Line and then transferring to an Orange Line train to get to work in Rosslyn. When he passes through Union Station again on his way home, the line for the escalator to get from the platform up to the concourse to get his connection is “so large sometimes I have missed the connecting MARC train,” he told us via email. “What I don’t understand is how come the Metro management has not addressed this problem. Union Station is such an important place.”

Well, some relief is coming, though not quite as much as Metro and Amtrak consultants had said is possible. A few days after Nathan wrote, Metro and Amtrak announced that Amtrak is seeking bids from contractors for a major renovation of the busy, 112-year-old station. According to The Washington Post, Amtrak’s portion of the three-year project involves opening up the 70,000-square-foot Claytor Concourse to expand the area where the rail line’s passengers line up to board. New restrooms will be added, the area will be brightened with natural light, and the ClubAcela passenger lounge area will be expanded and rebranded as the Metropolitan Lounge. Metro’s portion of the project includes installing a new stairway connecting the mezzanine, where fare gates are located, to the concourse. A 2011 study on improving access and capacity at the station said the stairs would ease the backup of people like Nathan getting off trains and trying to go upstairs to the concourse. The plan also calls for creating a bigger entrance to the station from First Avenue Northeast and more space inside. At the moment, a narrow entrance in a stone wall

leads to a cramped area, where people trying to get in and out of the station tend to get tangled with people waiting to take backed-up escalators. The plan also calls for adding more fare gates. Metro spokeswoman Sherri Ly told The Post the changes are the result of years of planning to improve access and relieve congestion at Union Station, the busiest entry point into the Metro system, with more than 28,000 daily entries. Ly said Metro could still decide to do more. But not included

The transformation of surrounding neighborhoods, including the thriving H Street Northeast

corridor, had increased daily train boardings from 5,000 when the station opened to 35,000 in 2011, the study found. Additional development in the area is expected to increase pedestrian traffic at the station by 60 percent by 2031, the study said. It also said the addition of more full-length, 10-car trains would mean more people getting off at the same time onto crowded platforms, making the backup on the escalators even worse. The amount Metro is losing daily as the federal government shutdown drags on, cutting into its ridership and parking revenue, according to a letter the agency sent to the region’s U.S. senators. Metro, which estimates federal workers make up 40 percent of its rush-hour ridership, says it has suffered daily rail ridership losses averaging 16 percent. Average daily ridership for Metrobus is down 8 percent, according to the letter, which was tweeted by Sen. Mark R. Warner, D-Va. (TWP) TSA closed security checkpoint at BWI Marshall Airport because of shortages of screeners

METRO RAIL Metro Red Line riders will face significant disruptions this summer — either through a shutdown or weeks of single-tracking — and on the same stretch of track that was shut down just two years ago during the agency’s SafeTrack maintenance blitz, officials said. This time the disruption will be for construction of the light-rail Purple Line, along with Metro repairs. Metro and Maryland officials said they are trying to reduce the impact to Red Line service by overlapping the state’s construction of a Purple Line bridge in downtown Silver Spring with rehabilitation work Metro has planned near the Forest Glen station. WASHINGTON A group of five black men shouting insults while protesting centuries of oppression. Dozens of white Catholic high school students visiting Washington for a rally to end abortion. And Native Americans marching to end injustice for indigenous peoples who have seen their lands overrun by outside settlers. The three groups met for just a few minutes Friday at the base of the Lincoln Memorial, an encounter captured in videos that went viral over the weekend. At first the focus was on a short video showing a high school student, Nick Sandmann, wearing a red Make America Great Again hat and appearing to smirk while a crowd of other teens laughed derisively behind him as a 64-year-old Native American, Nathan Phillips, played a traditional chant on a drum. Pull back further and a different view emerged, as a separate video showed members of a group calling itself the Black Hebrew Israelites taunting everyone on the National Mall that day, calling the Native Americans “Uncle Tomahawks” and the high school students “crackers” and worse. It was an ugly encounter of spewed epithets appearing to illustrate a nation of such deep divisions — racial, religious and ideological — that no one was willing to listen to the others’ point of

POLITICS Doris Cochran, a disabled mother of two young boys, is stockpiling canned foods these days. Her pantry looks as though she’s preparing for a winter storm, but she’s just trying to make sure her family won’t go hungry if her food stamps run out. For those like Cochran who rely on federal aid programs, the social safety net no longer feels so safe. Most major aid programs haven’t dried up yet. But as the longest government shutdown in U.S. history stretches into a fifth week, millions of poor Americans who depend on food and rental assistance are becoming increasingly worried about the future. “I just don’t know what’s going to happen,” Cochran said, “and that’s what scares me the most.” With no indication of an imminent compromise, the Trump administration in recent weeks has scrambled to restore some services across the government. But two agencies crucial to the federal safety net — the U.S. Department of Housing and Urban Development and the U.S. Department of Agriculture — remain largely shuttered. The USDA announced this month that the Supplemental Nutrition Assistance Program, which provides food aid to roughly 40 million Americans, will be fully funded through February. But should the shutdown stretch into March, its status is unclear: With just $3 billion in reserves, the USDA won’t be able to cover the roughly $4.8 billion it pays in monthly benefits. The department was able to stretch the program for another month based on a loophole in a spending bill. But as a result of congressional rules, food stamp benefits allotted for February were being given out early, before

But between December and the end of February, roughly 1,700 contracts are slated to expire, meaning that HUD won’t be able to make those payments. The agency has asked landlords to dip into their reserves to cover rental costs until the government reopens, with a promise of reimbursement. Similarly, come February, 700 rental assistance contracts in a USDA program that offers aid to low-income people in rural areas also will expire. Cochran, who lives in subsidized housing in Arlington with her 6- and 8-year-old sons, relies solely on government subsidies to survive. She used to drive a truck, but recent health issues have left her unable to work. She said she returned toys she’d bought her sons for Christmas so she could buy them shoes. “It was hard, but you have to make choices,” she said. “I’m experiencing quite a bit of anxiety.”

ECONOMICS The International Monetary Fund cut its growth forecast for 2019 on Monday. And China, the world’s second-biggest economy, said it had slowed to its weakest pace since 1990. The IMF cut its estimate for global growth to 3.5 percent, from the 3.7 percent it predicted in October and down from 2018’s 3.7 percent. The fund cited heightened trade tensions and rising interest rates. “After two years of solid expansion, the world economy is growing more slowly than expected and risks are rising,” said IMF Managing Director Christine Lagarde, above. The World Bank, the Organization for Economic Cooperation and Development and other forecasters have also downgraded their world growth estimates. Among key concerns is China, which on Monday reported growth of 6.6 percent in 2018, the weakest since 1990. Demand for Chinese exports weakened last year, and the IMF expects China’s growth to decelerate to 6.2 percent this year. The IMF left its prediction for U.S. growth this year unchanged at 2.5 percent, though a continued partial government shutdown poses a risk. 3 To find success, find an elite playcaller Of the four conference finalists, each had a playcaller considered one of the best in the game: Rams coach Sean McVay, Saints coach Sean Payton, Chiefs coach Andy Reid and Patriots offensive coordinator Josh McDaniels. The league’s rule changes gave the offense a decided advantage, and the four highest-scoring teams in the league wound up playing Sunday. With that unlikely to change next season, any serious title contender is going to need to put a high-scoring offense on the field. All four of the conference finalists had a 4,000-yard passer, with the exception of the Saints’ Drew Brees, who came up 28 yards short after resting in Week 17.

2 Place a high value on offensive line play According to Pro Football Focus, the four conference finalists ranked among the top 11 for offensive line play, with the Patriots ranking third and the Rams seventh. Both offensive line coaches — L.A.’s Aaron Kromer and New England’s Dante Scarnecchia — have done an outstanding job with rebuilt lines this season and played pivotal roles in their team’s playoff runs. Kromer picked up on how the Cowboys were tipping off their stunts and blitzes by the way they lined up before the snap in last week’s divisional round matchup. And Scarnecchia’s aggressive blocking scheme against the Chargers played a big role in that victory.

Go for it on fourth down The Rams and Patriots (in addition to the Saints and Chiefs) deserve credit for embracing the analytics movement and being aggressive in going for it on fourth down. The four teams were a combined 38 of 60 on fourth-down attempts, converting 63.3 percent — well above the league average of 55.7 percent. The Rams essentially iced their win over Dallas in the divisional round with coach Sean McVay’s decision to go for it on fourth-and-goal. The Chiefs did make a critical fourth-and-1 stop of New England in Sunday’s game, but generally speaking, fortune has favored the teams willing to go for it on fourth down this season.

Their ground success was readily apparent in both teams’ divisional-round wins, and while the Saints largely bottled up the Rams on the ground Sunday, Patriots RB Sony Michel ran for 106 yards and two TDs vs. Kansas City. For L.A., the running game is a huge factor in setting up the play-action pass, including through the use of jet sweeps and other motion. The Patriots ask a lot of their backs in the passing game, finding creative ways to get them the ball. Even though this season was defined by passing numbers, teams that can win on the ground set themselves up for success.

Roll with the punches As boxing becomes more mainstream, boutique gyms are arriving on D.C.’s scene WORKOUTS Ask old-timers, and most will say the District used to be a boxing town. Even if D.C.’s fight scene didn’t stack up against Los Angeles, Philadelphia or Las Vegas, there was the House of Champions, the Latin Connection, Round One and Midtown. Perhaps most famous was Finley’s, which was visited by Mike Tyson, George Foreman and Larry Holmes. Not many of the old-school spots are still standing: There’s Downtown Boxing, in an unmarked building outside Union Market, and Tony’s Boxing Gym in Trinidad, which is run by a former D.C. police officer. Today, the District’s boxing scene seems to be going through a rebirth, but with a much different look — one that reflects how the city has changed. A sport that once attracted blue-collar men in the District is now being marketed to the city’s influx of affluent residents — especially women. In the past three years, Urban

Boxing has opened locations in Foggy Bottom, Bethesda and Arlington. It remains the only chain to offer one-on-one sparring. NuBoxx has brought fitness-style boxing classes to NoMa, and it’s looking toward a second location on U Street NW. Later this year, Rumble plans to open a location downtown, while an apparent challenger, Bash, is preparing to open in Arlington. The growth is part of a broader boom in boutique boxing. “Strong is the new skinny,” says Josh Leve, founder and chief executive of the Association of Fitness Studios. “Exercise, specifically boxing, has become an outlet for stress as well as building strength.” The new studios are also benefiting from a surge in disposable income. Monthly memberships at Nuboxx, for example, range from $189 to $259, or $25 to $35 per class. Rumble, which charges $36 per class in New York, says it will be priced like “other premier players in the market,” such as

Stepping toward 10,000 Americans wearing a fitness tracker, specifically a Fitbit device, took more than 26 trillion steps last year — precisely 26,857,655,603,500 steps, Fitbit reports. They accomplished this over 118.9 billion minutes; they also slept 12.4 billion hours. Fitbit says its U.S. clients averaged 7,994 steps a day, ranking 33rd worldwide (Hong Kong residents topped the list, averaging 10,493 steps a day). Taking 10,000 steps a day has become a popular goal among those who wear fitness trackers. Some research suggests that walking that amount can help lower the risk of chronic illnesses. Current U.S. physical activity guidelines recommend that adults do at least 150 minutes a week of moderate-intensity aerobic activity, which some researchers say equates to about 7,500 steps a day. Try open-ended questions like “How has your day been?” “What’s been on your mind?” “How are you feeling these days?” “What’s going on in your world this week?” (Not all at once, of course.) And yes, you can even give yourself credit: “I know I struggle with this, so I’m trying to make more of an effort. What would you like me to be asking about?”

TV REVIEW Less a comedy and more a contest to see who can make the most 1980s jokes, Showtime’s “Black Monday” would be better if it would just slow down. Unfortunately, one of the running gags on the show, which premiered Sunday, involves the unlimited mounds of Bolivian marching powder that fuel a group of rogue Wall Street traders. So slowing down is just not part of the plan. It’s one snort after another, and not nearly enough of them are the laughing kind. Co-created by David Caspe and Jordan Cahan, with Seth Rogen credited as a co-producer and director, “Black Monday” begins in October 1986, one year before the 508-point stock market plunge for which the show is named. Andrew Rannells stars as

Blair Pfaff, a Midwestern nerd who finds himself in demand by Manhattan’s top financial firms. Through a series of missteps, Blair winds up working for Maurice “Mo” Monroe (Don Cheadle), an ambitious self-styled pimp figure on Wall Street. Mo’s small but high-flying firm is populated with supporting players, among them the successful yet underappreciated Dawn Towner (Regina Hall) and an unctuous yuppie with a secret life, Keith Shankar (Paul Scheer). There’s so much going on that it’s difficult to separate “Black Monday’s” sharpest moments from its constant throwaway lines. Cleverness appears, only to be drowned out by all the frantic energy and half-attempts at humor that smother it. HANK STUEVER

entertainment Tessa Hadley’s novel is a thoughtful portrait of living on after loss BOOK REVIEW With each new book by Tessa Hadley, it becomes more clear that she’s one of the greatest stylists alive. The 62-year-old British author of seven novels and several story collections, Hadley regularly inspires such praise, but her success was hardly a foregone conclusion. Her first novel, “Accidents in the Home,” didn’t appear until she was 46.

“Late in the Day,” her book released last week, involves two married couples who have known each other since their university days. Lydia is married to Zachary, a wealthy man who owns a London art gallery. Christine is married to Alex, a poet who teaches at a primary school. On the opening page, Lydia calls from the hospital with news that Zachary has suffered a heart attack. Christine listens for several minutes before asking, “Are they going to operate?” “I told you,” Lydia says, “he’s dead.” “Late in the Day” moves
