A new study published in the Irish Medical Journal details the case of the 33-year-old man, who developed a subcutaneous abscess in his arm from the many semen injections. “He had devised this ‘cure’ independent of medical advice,” the study notes, perhaps unnecessarily. A bald hedgehog found in a garden in Telford, England, is receiving daily massages at a wildlife center that is hoping to help him regrow his spines, BBC News reported Tuesday. Bear the hedgehog had a bad ear mite infection, resulting in the stress that caused his spines to fall out, staff at Cuan Wildlife Rescue believe. They will be providing him with daily ointment massages and weekly baths to help restore his spines and health. (EXPRESS)

A federal trailblazer retires FEDERAL GOVERNMENT Photos on the walls of Hubert Bell’s home in Alexandria tell a tale of a remarkable government career, showing him at the elbow of President Ronald Reagan, Pope John Paul II and other historic dignitaries. His presidential appointment letter by President Bill Clinton is alongside plaques, commendations and memorabilia from two generations of American political leaders. The respect he earned from the powerful was exemplified by his invitation last year to the funerals of former first lady Barbara Bush and president George H.W. Bush. Despite his proximity to power, few would recognize his name or face. Bell’s 54 years of federal service — which included 29 years in the Secret Service followed by 22 years as the inspector general of the Nuclear Regulatory Commission — represent one of those rare Washington careers where not drawing attention signaled a job well done. Bell broke barriers in his own career, topped by his selection as the first black agent to head a vice presidential protective detail, protecting then-Vice President Bush. On Dec. 31, Bell, 76, retired from his final post at the NRC. “The federal government is still a great place to work. I enjoyed all my assignments,” he says. “I’ve come a long way from South Bayou Street in Mobile, Alabama.” For many who gathered to honor him at his retirement luncheon in Northwest D.C., Bell’s path to top jobs in the Secret Service is what cleared the way for their careers. Alonzo Webb, who joined the Secret Service as an agent in 1977 and spent 23 years on the job, says that had Bell not spent years recruiting, people like him would not have had an opportunity. As agents, Webb says, Bell pushed them to band together to fight bias in an agency they all loved and chose to serve. “We consider him the godfather of black agents,” Webb says. “The only reason we made it into the Secret Service was because of Hubert Bell.” CLARENCE WILLIAMS

Students at George Mason University can now get food delivered to them via an autonomous robot on wheels. The school has received a fleet of 25 delivery robots that can haul up to 20 pounds each as they roll across campus at 4 miles per hour, according to Starship Technologies, the robotics company that created the vehicles. Fare jump veto overturned THE DISTRICT The D.C. Council voted overwhelmingly Tuesday to override Mayor Muriel Bowser’s veto of its legislation decriminalizing fare evasion on Metro. The 11-2 vote means the legislation now heads to Congress for final review. A two-thirds majority was required to overrule Bowser, who issued a rare veto last week of the bill that reduces the penalty for fare evasion to a $50 civil infraction. Previously, the offense was a misdemeanor that carried a potential penalty of jail time and a fine up to $300. Bowser expressed concern about the impact the legislation could have on Metro’s bottom line, arguing it could exacerbate the agency’s revenue problems and create potential safety issues. Metro, its largest workers’ union, Council Chairman Phil Mendelson and Council member Jack Evans, who serves as Metro board chairman, all opposed the bill. But the council overruled the mayor’s objections and rejected her argument that lessening the penalties for fare evasion would encourage potential “lawlessness,” and make Metro less safe. “This bill does not say that crime is OK, similarly this bill does not eliminate all responsibilities or consequences for fare evasion and other behaviors,” Council Member Vincent Gray

Aid for the furloughed The D.C. Council passed emergency legislation Tuesday to protect federal workers and contractors from losing their homes as a result of the ongoing government shutdown. The bill would require judges to place stays on evictions and foreclosures if the resident can prove they are among the hundreds of thousands who have been furloughed or working without pay. It was the latest example of D.C.area officials moving to throw lifelines to constituents who are struggling during the shutdown. (TWP)

“We should not encourage lawlessness on Metro, which could exacerbate public safety concerns on our Metro and in our city,” Bowser wrote last week. But activists, council members and criminal justice advocates rejected that line of thinking, likening it to “broken windows” policing, referring to the theory that policing minor offenses could prevent instances of more serious crime — which instead resulted in a disproportionately criminalized population without reducing the crime rate overall. “There is no evidence that decriminalizing fare evasion will lead to an increase in crime or fare evasion,” Council Member David Grosso said. “The larger theory that informs that argument, broken windows theory, has been discredited.” Proponents of the bill argued fare evasion enforcement was a problem of disproportionate policing and the penalties saddled offenders with potential lifelong consequences for neglecting to pay a $2 fare. “With this vote, the Council has signaled that it will no longer tolerate the fundamental injustice of the current law,” said Nassim Moshiree, policy director for the ACLU of the District of Columbia. “We are especially grateful the Council has seen through the inflammatory rhetoric and fearmongering by Mayor Bowser and [Metro], and has chosen fairness and equity for all D.C. residents.” FAIZ SIDDIQUI (THE WASHINGTON POST)

Man accused of shooting at two deputies charged Officials say a Virginia man accused of firing a gun at two sheriff’s deputies last week has been arrested. Hyeong J. Suh, 29, of Reston was charged with offenses that include attempted capital murder. The Loudoun County Sheriff’s Office says Suh forced his way in a trailer that had firearms inside Thursday. He’s accused of firing a weapon several times and opening fire at two responding deputies. He faces possible life in prison. (AP) BETHESDA

Md. school says teacher abused boys decades ago An all-boys private school in Montgomery County says seven alumni have reported sexual abuse by a now-deceased fifth-grade teacher. Leaders of the Landon School said in a letter last week that Ward Bates was accused of repeated abuse by men who are now in their 60s and 70s. Bates taught at the Bethesda school from 1946 to 1962, and died in 2011. The letter also said another deceased faculty member was accused of sexual contact with a student in the 1970s. Landon officials offered the victims their “sincerest remorse and apologies.” (AP)

Police in Maryland said a man fired shots at a driver who parked in the suspect’s assigned space. Howard County police said Tuesday that officers called to a Columbia neighborhood early Monday found a man visiting a friend who said a man told him to move his parked vehicle, then fired three shots. The driver wasn’t hit, but his vehicle was hit twice. Police said surveillance video showed a suspect, and they arrested 47-year-old Cornelius Harcum later in the day. They said the men didn’t know each other. Harcum was charged with attempted murder, assault, reckless endangerment and other offenses. (AP)

A proposal to ratify the Equal Rights Amendment in Virginia has once again failed to make it out of a committee in the state’s House of Delegates. A subcommittee for the Republican-controlled Privileges and Elections Committee voted down the gender-equality measure Tuesday. That means the resolution is unlikely to get a full House vote this session. The Senate approved the measure last week. ERA proponents hoped Virginia would become the 38th state to approve the amendment so it could meet the threshold for ratification in the U.S. Constitution. The full committee could still resurrect the legislation when it meets Friday. (AP)

The Maryland House of Delegates plans to begin livestreaming floor sessions next year. House Speaker Michael Busch made the announcement Tuesday, with Del. David Moon and Del. Kathy Szeliga. Moon, a Democrat, said he’s thrilled to see the state modernize for transparency in an era when it’s now “easier for voters to watch funny cat videos” than watch Maryland’s General Assembly in action online. Stop the madness: Dems must act if Trump doesn’t border wall,” said the House majority leader, Rep. Steny Hoyer of Maryland. “The president and Republicans in Congress are taking the American people and the government hostage to achieve what they cannot through the democratic process and which they did not when they controlled all levers of government last year.” Democratic arguments are mostly right and worthy. But is being right more important than the wrong being done to federal employees? Are worthy arguments worth more than the service outage hitting taxpayers? At some point the answer becomes no. While Republicans talk of compromise, their position on funding the government makes that ring hollow. Senate Majority Leader Mitch McConnell of Kentucky refuses to allow his chamber to consider agency-opening legislation Republicans previously approved because Trump objects. It is a gross dereliction of duty for both Trump and McConnell. The onus is on them, but how long can we wait on them? “I think both sides need to make a compromise and come off of their hardening positions,” said Mike Gayzagian, a transportation security officer in Boston, “and take the people who have nothing to do with it out of this fight.” Democrats can take the high ground. Congressional Republicans won’t and Trump couldn’t find high ground with a map and an X marking the spot. Federal union leaders desperately want their people back

This shutdown madness must stop. President Trump proudly started it and he can end it. But Trump can’t be counted on to do the right thing. He has shown little empathy for the American people who have been denied service and the 800,000 wage-deprived federal employees, including those required to work during this partial government shutdown. That raises a crucial question for Democrats: At what point do restoring public service and stopping the distressing toll on federal workers and others become more important than denying funding for Trump’s border wall? Federal employees will get back pay after the shutdown ends, but that doesn’t pay bills due today. Listen to the Internal Revenue Service worker who cries at the thought of telling her son not to eat too much because his single mom is broke. Listen to the Department of Homeland Security employee wondering how she will make child care and mortgage payments. Listen to the federal staffers standing in the cold for their turn in the free food line. The time for Democrats to stop Trump’s shutdown is quickly approaching. Make no mistake, there is no moral equivalency here. Democrats are not the villain in this disgraceful soap opera. They know this fight doesn’t stop with a few billion dollars for Trump’s wall. “This is about more than a

Is the moral hazard of rewarding Trump worse than the moral hazard now imposed on taxpayers, their government and its employees? POLITICS President Trump’s legislation to reopen the government appeared almost certain to stall in the Senate, as Democrats condemned the measure’s proposed changes to asylum rules and the Supreme Court on Tuesday undercut the central plank of Trump’s effort to draw Democratic support. Senate Majority Leader Mitch McConnell, R-Ky., announced plans to vote Thursday on the Trump-backed legislation that would reopen the government and provide $5.7 billion in taxpayer funding for new walls along the U.S.-Mexico border. The Senate will also vote Thursday on a stopgap spending bill to reopen the government through Feb. 8 without funding for Trump’s wall, a measure Democrats support. But both votes looked likely to fall short of the 60 votes needed to advance. Hoping to entice some Democrats to support the new Senate GOP proposal, Trump offered a three-year pause in his efforts to end an Obama-era program known as Deferred Action for Childhood Arrivals (DACA), which shields some immigrants from deportation. But the Supreme Court on Tuesday weakened Trump’s offer, saying it would take no action on lower court rulings that had blocked Trump from ending DACA. If the high court sticks to its normal procedures, the earliest it could rule would be in early 2020. (TWP)

Lawyer: Suspected spy had classified material

Ex-Marine was given flash drive containing Russian ‘state secret’

MOSCOW Paul Whelan, a former U.S. Marine detained in Moscow on spy charges, was given a flash drive containing a “state secret,” his lawyer said Tuesday, delivering the first official details in a mysterious case that has been wrapped in silence for weeks. Whelan, 48, who also holds British, Canadian and Irish citizenship, was arrested by Russian security services in December, during what his family said was a personal trip to Moscow. He was later charged with espionage. Speaking in a Moscow court,

his lawyer Vladimir Zherebenkov told reporters, “How he got [the flash drive], what he was supposed to do with it, and whether Whelan knew that he had secret information is unknown.” Zherebenkov said Whelan, a frequent visitor to Russia over the past decade, expected the flash drive to contain photographs and videos of one of his previous trips to the country. He had asked an acquaintance to send him the information because he had been unable to download it electronically. At the closed-door, pretrial hearing, the Russian court refused to release Whelan on bail, meaning he will remain behind bars through the end of February.

Whelan was held in a metal and glass enclosure, where he looked on as he spoke to his lawyer through an interpreter. Whelan gave a “detailed description of his response to the charges,” Zherebenkov said, adding that Whelan maintains his innocence. Zherebenkov reiterated the claim of Whelan’s family that he was in Moscow for a friend’s wedding and was seized in a hotel room near the Kremlin. Whelan’s arrest has raised speculation that he could be traded for a Russian asset in the U.S., such as gun rights activist Maria Butina, who pleaded guilty last month to trying to influence the 2016 presidential campaign. The policy generally bars transgender people from serving unless they do so “in their biological sex” and do not seek to undergo a gender transition. But it has an exception for transgender troops who relied on the Obama-era rules to begin the process of changing their gender.

Over the past two years, at least two dozen people in India have been killed in violent mobs incited by rumors on WhatsApp, the global messaging service with 1.5 billion users. The Facebookowned app has also played host to disinformation campaigns in several other countries, a recent report found. Unlike disruptive campaigns on platforms such as Facebook and Twitter, WhatsApp messages are private and encrypted, with few ways for the company or outside experts to see where inflammatory messages originate. In an attempt to combat the spread of false information, WhatsApp is limiting the number of times a user can forward a message, to five. The new global limit comes after the company tested a cap in July, restricting users in India to five message forwards and all other users to 20. India is home to the most forwarded messages, photos and videos, WhatsApp says. In an updated blog post Monday, WhatsApp said it had evaluated the test restrictions and found that the cap “significantly reduced forwarded messages around the world.” The change in policy is the latest effort by tech giants to curb the spread of misinformation. But it also highlights the challenges particular to WhatsApp, whose messaging system is designed to be obscured from public view.

The high court split 5-4 in allowing the plan to take effect, with the court’s five conservatives greenlighting it and its four liberal members saying they would not have. NATIONAL SECURITY In recent years, after a spate of fatal police-involved shootings sparked nationwide protests, politicians and community activists seized on police body cameras as a way to restore public trust. But although the cameras were widely adopted, many departments — especially in smaller jurisdictions — are now dropping their programs, finding it too expensive to store and manage the thousands of hours of footage. The police department in Wahoo, Neb., ended its program in November after a new state law required video to be stored for at least 90 days, causing the annual price to spike to $15,000 — a big cost for a force of five officers. In Arlington County, Va., the police department decided not to use body cameras after a pilot project revealed an estimated annual cost of $300,000. Most departments that have ended body camera programs are in smaller jurisdictions; Axon, a body camera manufacturer, said every one of its clients that have canceled contracts cited costs. “The easy part is buying the body cameras and issuing them to the officers. They are not that expensive,” said Jim Pasco, executive director at the National Fraternal Order of Police. “But storing all the data that they collect — that cost is extraordinary. The smaller the department, the tougher it tends to be for them.” Approximately half of the nation’s 18,000 law enforcement agencies have some type of body camera program, with many still in the pilot stage. Costs have spiked in recent years in some areas because at least 14 states have laws that require long-term storage of video footage. The Bureau of Justice Assistance, a division within the Justice

Department, offers grants to help agencies finance their programs, and 339 grants worth nearly $70 million have been awarded since 2015. But the grants cover only the initial equipment purchase, not ongoing storage fees. In Virginia, Fairfax County Police Chief Edwin C. Roessler Jr. said he held off on buying body cameras as he watched his peers experiment with the programs. He was worried about the cost of storage, but also the time and expense of processing public information requests for the footage, because the videos must be reviewed — and often edited — to protect the privacy of people captured in the recordings. Roessler also wanted time to establish clear policies for how officers would be held to account if footage captured misconduct. “My peers said, ‘Wow. I didn’t think of these things,’ ” Roessler said. “You have to have a policy to hold people accountable. If you don’t do that, the program fails.

Body cam deterrents In 2016, the U.S. Justice Department surveyed police departments that had not yet begun using body cameras, seeking to identify possible deterrents to the programs. Seventy-seven percent cited costs, including for data storage. Thirtynine percent cited privacy concerns, including times when domestic violence victims and the mentally ill are captured on video during police response calls. (TWP)

Colin Stolle said video evidence has increased costs for his office by more than $1 million a year, a significant impact on a $10 million annual budget. “A lot of police departments, from a transparency standpoint and from a liability standpoint, went out and purchased body cameras. I … understand that,” Stolle said. “What was not part of the conversation is what will be done with all the recorded evidence when it’s used in a criminal case.” Virginia legislators created a working group to examine the rising costs, estimating in December that prosecutors’ offices across the state collectively would need to hire 101 assistant commonwealth’s attorneys and 57 paralegal and administrative positions to keep up with the extra work. These conclusions are based on the group’s findings that an extra position needs to be added for every 75 body cameras, at a total cost of about $6.4 million a year. POLITICS The White House is moving forward with plans for President Trump to deliver his State of the Union speech next week in front of a joint session of Congress — despite a letter from House Speaker Nancy Pelosi requesting he delay it. The White House sent an email to the House Sergeant-at-Arms on Tuesday asking to schedule a walk-through for the speech in anticipation of a Jan. 29 delivery, according to a White House official who spoke on condition of anonymity. At the same time, the White House is continuing to work on contingency plans and has been considering potential alternatives, including a rally, as a backup venue. A previously scheduled Capitol walk-through was canceled last week just before Pelosi sent her letter to Trump suggesting that he either deliver the speech in writing or delay it until after the partial government shutdown is resolved, citing security concerns. Asked about the letter Tuesday, Pelosi did not address the White House’s decision, saying only: “We just want people to get paid for their work.” The president cannot speak in front of a joint session of Congress without both chambers’ explicit permission. MLB Mariano Rivera became baseball’s first unanimous Hall of Fame selection Tuesday, elected along with Roy Halladay, Edgar Martinez and Mike Mussina. Rivera received all 425 votes in balloting by the Baseball Writers’ Association of America. The quartet will be enshrined July 21 in Cooperstown along with Today’s Game Era Committee selections Harold Baines and Lee Smith. Rivera is baseball’s career saves leader with 652. He won five World Series over 19 seasons with the New York Yankees. He was always at his best in October, getting 42 saves with a 0.70 ERA over 16 postseasons, including 11 saves in the World Series. “Hall of Fame teammate. Hall of Fame person,” longtime teammate Derek Jeter said

in a statement. Rivera was the last player in the major leagues to wear No. 42, which other franchises retired in honor of Jackie Robinson in 1997. “To be the last No. 42 elected to the Hall of Fame, and unanimously, is amazing,” Rivera said. Halladay, who won two Cy Young awards as an ace with the Toronto Blue Jays and Philadelphia Phillies, will be the first posthumous inductee since 2013. Halladay died at 40 in November 2017, when an airplane he was flying crashed into the Gulf of Mexico off the coast of Florida. Halladay’s 65 complete games since 2000 are by far the most in the majors — Livan Hernandez is second at 39. The only other player elected on the first ballot posthumously was Christy Mathewson in 1936.

Rogers is more than a viral star

A show of ‘Girl’ power MUSIC About a year ago, country star Maren Morris found herself in an unfortunately relatable type of friendship: You want to be close, but ultimately, competition turns the relationship toxic. “I was having some trouble with another woman that I’m friends with, but in the course of our friendship, we’ve never been able to stay on the same page for very long,” Morris says. “We’ll be super competitive with each other, and it just eats me up inside.” So during a songwriting session in Los Angeles, Morris, 28, was in a “weird mood” thinking about the situation: “I wanted to write this letter to her in the form of this song and to say, ‘We are on two different roads. Why are we like this with each other?’ ” However, about an hour into writing the song, titled “Girl,” the lyrics turned into what Morris calls an “uplifting, tough-love” anthem for herself: While it’s normal to feel anxious about social pressures (“Drawing your comparisons, trying to find who’s

lesser than/ I don’t wanna wear your crown, when there’s enough to go around”), you have to try to let those moments pass. “It was so cathartic because I got to say things in this song I probably wouldn’t have ever said before,” Morris says. “There’s a line in it, ‘I don’t like myself right now.’ It’s a really hard thing to admit. But I knew the second I said it, I was like, ‘OK, I feel a little bit better just saying that.’ … I figured if I’m helped and healed, then other people will be, too.” Released this past Thursday to country radio, “Girl” is Morris’ first single off her sophomore album (a release date for the record hasn’t been announced). And she’s all too aware that there are typically only a few female artists on the country chart. For Morris, one of the most vocal critics of country radio’s gender imbalance, it’s especially notable that her single is bluntly titled “Girl.” “It’s kind of ironically hilarious that you can look at the country chart at any given moment and see there are tons of song titles with the world ‘girl’ in them,

The track “Light On” then reveals the turmoil the now 24-year-old felt after that overnight interest. Other standout tracks include the upbeat pop of “Give a Little,” the slinky “The Knife,” the piano ballad “Past Life” and the arena foot-thumper “Back in My Body.” So much pressure has been placed on this young Maryland artist, but she’s delivered on that early promise. Road to Oscar goes through ‘Roma’ The road to the Academy Awards too often turns the ceremony into a preordained affair, with a parade of critics groups, press ass associations and industry guilds handing out so many prizes that the Oscar night winners come as little surprise. But when Kumail Nanjiani and Tracee Ellis Ross unveiled the nominations Tuesday, there were more than a few nods that changed the shape of the Nan race. Although “Green Book” got a best picture win from the Producers Guild last weekend, the snub here of director Peter Farrelly lowers that film’s odds as well.

“The Favourite” now looks like the film most likely to challenge “Roma” for best picture. The period dramedy grabbed 10 nominations of its own, including best director for Yorgos Lanthimos and acting nods for Olivia Colman, Rachel Weisz and Emma Stone. Also consider “Vice,” which has a directing nod for Adam McKay and acting honors for Christian Bale, Amy Adams and Sam Rockwell among its eight nominations.

Joining “Roma,” “A Star Is Born,” “Green Book,” “The Favourite” and “Vice” in the best picture field are “BlacKkKlansman,” “Bohemian Rhapsody” and “Black Panther,” which became the first comic book film nominated for the award. The Marvel movie picked up seven nominations, though snubs for best director, adapted screenplay and visual effects are signs it’s not going to win best picture.

“First Man” struggled this awards season, but snubs for its score and supporting actress Claire Foy still surprised. Although “First Reformed” got a screenplay nod, Ethan Hawke was a conspicuous absence from the best actor list. Despite landing two Screen Actors Guild nods, Emily Blunt wasn’t recognized for “Mary Poppins Returns” or “A Quiet Place.” And “If Beale Street Could Talk” was the biggest best picture omission.

The image was of a screenshot taken during the couple’s FaceTime chat with their daughter Kulture with the caption “I wanna go home.” The couple were married for a year before separating in early December. Since then, Cardi has stayed quiet about reconciling with Offset, despite the Migos rapper being vocal about wanting to get back together.
