The justices made clear it wouldn’t be their final word on increasingly advanced high-tech surveillance of Americans. Indicating they will be monitoring the growing use of such technology, five justices said they could see constitutional and privacy problems with police using many kinds of electronic surveillance for longterm tracking of citizens’ movements without warrants. At least two tornadoes roared across the heart of Alabama on Monday, killing two people and injuring more than 100 others during the middle of the night. The EU decision opened a new front against Iran’s leaders. Pressure is bearing down from many directions, including the U.S. lobbying Asian powers to shun Iranian crude, a nose-diving national currency and a recent slaying in what Iran calls a clandestine campaign against its nuclear program.

I traveled abroad this summer and noticed in one country, their train cars were plastered with advertisements. Surely, this could raise some money. Has this ever even been considered? Metro doesn’t sell ads directly, but contracts with an ad-selling company. The contract isn’t very big, the transit authority says, because not that many companies are interest-

ed in advertising on Metro trains and buses. Transit staffers associate that with the weakness of the consumer economy. (That’s why it seems like most of the ads we have are for lobbyists targeting federal officials.) The ad contract doesn’t contribute much to total revenue.

Does no one from OPM coordinate with Metro? I tried in vain to take Metro to work Monday. OPM announced very early Sunday evening that the government would open at 11 a.m. Monday. In a sane world,

Metro would know that and adjust its personnel accordingly. Instead, around 10 a.m. when I entered Ballston station, trains were running 10 to 12 minutes apart. Each train that came into the station was already quite full. The packed platform at Ballston could not empty into the trains. This is pathetic and ridiculous. Why did Metro not add trains to the late-morning rush hour? They do coordinate. I’ve talked to both OPM and Metro about this. Metro did send out a notice saying it would expand rush-hour service, and linked that to the OPM announcement about the delayed

Of course, that doesn’t explain why trains would be 10 to 12 minutes apart at Ballston at 10 a.m. I do know this: Orange Line riders often complain about big gaps between inbound trains on the west side of the line as the rush hour advances. The trains get thrown off schedule as they pass through downtown, unloading and loading big crowds. That makes for big gaps between the trains by the time they get out to Vienna or Falls Church and turn back.

the 16th Street bus lines will be aware of this phenomenon — six buses come all at once, and then no buses come for 20 or more minutes. This makes it very difficult to rely on the bus for commuting. Do you know whether WMATA has ever examined this phenomenon or tried to address it? Yes, unfortunately, Metro did examine bus bunching on the 16th Street Line, and the service you see now is the result of actions taken in part to correct that problem. For example, Metro launched the S9 limited-stop service during peak periods, and made changes in some of the other S routes to make service more regular.

The two Metro employees accused of stealing thousands of dollars in coins paid by passengers to ride trains are negotiating a possible plea deal, according to court papers. Federal authorities arrested Horace Dexter McDade, a revenue technician, and John Vincent Haile, a Metro Transit Police officer, Wednesday night and charged them with conspiring to commit theft. McDade’s job was to collect bills and coins from fare machines and truck the cash to a collection facility in Alexandria while Haile stood guard. But authorities say the two stashed bags of money for their own use and have been conspiring since at least 2010, according to an affidavit filed in U.S. District Court.

It is unclear how much money may have been stolen. Prosecutors say that Haile’s bank records show unexplained cash deposits of more than $150,000 since 2008 and that the probe is ongoing. On Monday, the two men waived a preliminary hearing before Magistrate Judge John F. Anderson in the U.S. District Court. Both defendants filed motions asking for an extended time period for an indictment. Court papers said the two are “exploring a preindictment plea.” Robert Whitestone, a defense lawyer for McDade, said Monday “some negotiation is involved in every single criminal case that I’ve ever been in,” he said. “That doesn’t mean it will be successful, but hopefully it will be.” DANA HEDGPETH (THE WASHINGTON POST )

The speech will be principally about the economy, featuring the themes of manufacturing, clean energy, education and American values. No matter who Obama faces in November, the election is likely to be driven by the economy and determined by which candidate wins voters’ trust on how to fix it. More people than not disapprove of Obama’s handling of the economy.

The overarching political goal is to contrast his vision of a government that tries to level the playing field and the Republican office-seekers who, in Obama’s view, would leave people on their own. He has offered signals about his speech, telling supporters he wants an economy “that works for everyone, not just a wealthy few.” Newt Gingrich, on the other hand, calls Obama “the most effective food stamp president in history.” Mitt Romney says Obama “wants to turn America into a European-style entitlement society.” The public is more concerned about domestic troubles over foreign policy than at other any time in the past 15 years, a Pew Research Center survey found. Too many folks have the wrong idea about the YWCA — and not just because they figure it’s the same thing as the YMCA. (Note the “W,” which stands for “women’s.”) “People think we’re a health and fitness club. But recently, despite running a variety of programs designed to help people earn their GEDs, fight domestic violence and promote social justice, what they’ve been chiefly known for is the Gallery Place Fitness & Aquatics Center, which shuttered in 2008. Part of the problem was money, but to Shae Agee, the YWCA’s director of health and wellness programs, the bigger issue was that the center wasn’t addressing its mission to eliminate racism and empower women.

There’s no doubt, however, that health is a critical part of this mission, Smith says, particularly when it comes to eliminating disparities in access to fitness. “So we decided to start over,” Agee says. The program that’s emerged is Empower Fit, which aims to encourage exercise across the city. At the new 15,000-square-foot YWCA headquarters (2303 14th St. NW; Ywcanca.org) — which houses classrooms, computer labs and conference space — there are also dual fitness studios. Between the two rooms, the YWCA offers nearly 30 classes each week. And at $6 per class (or a 10-class card for $50), they’re some of the cheapest group fitness opportunities in the region. That’s by design,

Agee says. When she worked at traditional health clubs, the goal was always to make money. “Instead, we want their assessments and outcomes. We have the mind-set that profit is success, not money,” she says. That’s why she also recently introduced an innovative pricing strategy for personal training. “We talk to them about their financial situations and what they can pay, when they can pay,” says Agee, who hopes to expand the pro-

gram this year. Empower Fit also extends beyond YWCA walls by providing free fitness classes at several locations, including Mayfair Mansions, a housing complex in Ward 7. At Wheeler Terrace, a development in Ward 8, they’ve launched a youth soccer program. “When they saw a soccer ball, they said, ‘What’s this?’” Agee says. Taking exercise directly to these neighborhoods makes it easier for a segment of the popu-

Storyteller Jon Spelman’s “The Prostate Dialogues” isn’t exactly about having prostate cancer. The stage show, a work-in-development, focuses on what it’s like not to have prostate cancer anymore — and why that isn’t quite as rosy as it sounds. Spelman’s diagnosis came in June 2009, when the Baltimorebased writer and actor underwent tests to figure out why he’d become so fatigued. Although the doctors never pinpointed the cause, they discovered the cancer, and Spelman opted for immediate surgery. When he woke up, he was attached to an enormous catheter, had no interest in sex with his wife and finally recognized how much one organ could mean to him. Because of the prostate’s placement in the body, Spelman says, some degree of incontinence and erectile dysfunction is to be expected after surgery. But before going under the knife, he hadn’t prepared himself for the magnitude of potential problems. “Of course they mention [the aftereffects], but you don’t hear it,” he says. “So while my cancer seems to be fine, I have these other difficulties that men and women don’t know anything about.” Spelman, 69, has found that three words inevitably come up when discussing the subject: “There’s prostate, which most of us didn’t understand before cancer. Cancer, which people don’t like to talk about. And penis.” Although he’s shared personal stuff onstage for 30-plus years, he recognizes this is taboo territory. But that’s why he refuses to shut up. “We all go to the bathroom and have sex,” he says. Still, he’s concerned about tone. So he lightens the mood by recount-

ing how Roman boys wore a bulla, a locket containing erect phallic objects. He tours through the strange treatments that have been used over the years for ED, including surgeries using a raccoon’s rib or monkey testicles. For Spelman, this experience has forced him to face his mortality. “Even if you get off as easily as I did, it’s a slap in the face,” he says. Racism’s not a closed case, but in novelist Walter Mosley’s latest work, it’s in the past

Eternal Midnite From 1994 to 1999, Midnite was arguably the premier roots reggae band in D.C. It might still be, too, had vocalist Vaughn Benjamin and his bassist brother Ron (left and right, respectively) not moved back to their native St. Croix, Virgin Islands. Midnite made two records while living here, 1997’s “Unpolished” and 1999’s “Ras Mek Peace.” But since then, the group’s catalog has exploded 8o 9^h_ijef^[h and now includes Fehj[h more than 40 albums. Five were released in 2011 alone, including “Anthology,” a comp of 14 unreleased tracks, and November’s well-received “King’s Bell.” The brand-new “In Awe,” out this month, continues the pile-on. With so much music available, it might seem difficult to know where to dive into Midnite’s discography. The truth is, you can start anywhere: Midnite is crazy consistent, and “Mongst I & I,” the single off “King’s Bell,” is one of the Benjamin brothers’ greatest songs. Vaughn’s sweet but textured vocals are propelled by Ron’s slow, rolling bass lines, giving Midnite an earthy, ’70s roots reggae vibe. Jah knows Midnite last forever. As Bill Clinton pointed out just before being elected president in 1992, the crime novels of Walter Mosley are first and foremost crackling good stories, full of mystery, suspense and prose like good soul food: hearty, stick-to-your-ribs sentences with a spicy aftertaste. Their nutrient value is fortified — par t icularly in the case of the books featuring the AfricanAmerican sleuths Ezekiel “Easy” Rawlins and Fearless Jones, both set in Los Angeles in the 1950s — by layers of insight into race relations at a time when a black detective’s life was never in so much danger as when he stepped into a bar full of white people. Then there’s the case of another, rather different Mosley character, Leonid McGill. Like Easy and Fearless, Leonid is black. Unlike them, he lives in New York and, more important, in the present. While Easy and Fearless struggle with the racial politics of their time and place, Leonid, an ex-criminal working as a private investigator, is relatively free of that burden. If he has a cross to bear, it has more to do with his being short

now, but there’s not the overpowering dominance of race that you had in the 20th century.” Leonid, then, is Mosley’s first “post-black” hero, a black man whose race is far down the list of things that define him. And although he’s a man of the

Radio station WNEW made its local debut Sunday afternoon, bringing news, weather and traffic reports to Washington’s airwaves and a question to mind: Can a second station broadcasting news, weather and traffic make it in the region? The station, owned by media goliath CBS, is entering what its managers acknowledge is one of the most news-clotted markets in the country. They also recognize that they’re up against the all-news equivalent of an aircraft carrier — mighty WTOP, which dominates the local radio dial so thoroughly that it attracts more than three times the advertising revenue of any other station in Washington. Nevertheless, WNEW (99.1 FM) is betting that it can be scrappier, livelier and just plain newsier than its primary competitor. Its first broadcast from its new studio, a former office-machines sales office just outside the Beltway in Prince George’s County, sounded much like WTOP. every four minutes, traffic reports every 10, business and sports twice hourly, plus 17 minutes an hour of commercials, there’s only so much time left over for actual news. “The idea is, you punch the button and you’ll find out what’s happening now” Sanchez says. “You don’t always get that on WTOP. I hear a lot of process on WTOP — national-security stories, political minutiae. They can sound like a very glossy magazine. Tracy Morgan has been released from a hospital after collapsing during the Sundance Film Festival, and he says he’ll be back at work Tuesday. Morgan’s publicist confirmed Monday that the actor left the Park City Medical Center after he suffered from exhaustion and altitude Sunday night in Park City. “Superman ran into a little kryptonite,” Morgan tweeted.
