Health officials report a spike in hospital visits among all age groups HEALTH A vicious strain of the flu is battering the region, mirroring a wave of debilitating illness that in recent weeks has seized the entire U.S., health officials say. With the number of cases across the country still rising, health officials in D.C., Maryland and Virginia are reporting a surge in patients at doctor’s offices and emergency rooms suffering from fever, severe headaches, muscle aches and nausea. The spike is touching all ages, though young children and the elderly appear to be most vulnerable, and forcing hospitals and nursing homes to restrict visitors. “Looking at this season and the past five seasons, this is the worst one we’ve seen,” said

School staff spent the time sterilizing handrails, tabletops and other surfaces. Paul Leaman, the head of the East Mennonite School, said in his 31 years as an educator he has not seen as severe an outbreak. “It seemed extraordinarily contagious,” he said. In the District, Mai Abdo, 50, said she was bedridden for five days even though she had gotten her flu shot before her diagnosis. Her symptoms included a 102º fever, a sore throat and a severe headache that lasted four days. “I felt the worst I’ve ever felt in my entire life,” she said. Her husband, Jim Abdo, a prominent developer, ordered her quarantined to their bedroom to keep him and their two teenage children from getting sick. At one point, he fled to Florida to play golf with his son only to come down with a severe cold himself. “Having the flu is like heartbreak,” Mai said, laughing. “No one loves you. Lee Boyd Malvo was 17 when he and his mentor, John Allen Muhammad, then 41, shot people in Virginia, Maryland and D.C. as
they went about their everyday business during a three-week period in 2002. Muhammad was sentenced to death and was executed in Virginia in 2009. A jury convicted Malvo of capital murder for killing FBI analyst Linda Franklin, who was shot in the head outside a Home Depot store, but spared him the death penalty. Workers prepare for deja vu As shutdown eases, employees anticipate another in a few weeks Q+A

POLITICS The swift steps ending a messy and expensive government shutdown set the stage for hundreds of thousands of federal workers to return Tuesday, but some say they fear they could find themselves in limbo again in a few more weeks. Congress sped toward moving to reopen government after Democrats reluctantly voted to temporarily pay for resumed operations on Monday afternoon. The House approved the measure shortly thereafter, sending the spending bill to President Trump, who quickly signed it. The short-term bill funds the government through Feb. 8. Ali Niaz, a Department of Labor employee who was sent home Monday, took advantage of the partial three-day federal paralysis to tap into shutdown discounts offered by a tavern in the nation’s capital. He asked the bartender if the same deals would be “offered next month when the government shuts down again” — already pointing to when a temporary spending measure ends in early February. For days, the shutdown effectively cleaved the federal workforce in half as hundreds of thousands of workers were sent home while others, declared essential employees, stayed on the job.
With another deadline looming, federal workers brace for more drama and the prospect of another shutdown.
Felicia Sharp, a lab tech with the Defense Department at Fort Belvoir in Northern Virginia, was deemed essential and reported to work Monday. She said the whiplash that occurs when employees are furloughed makes it hard to plan upon returning to work. Sharp, who also serves as a local president for the American Federation of Government Employees, said the deal that keeps the government open for a few weeks “only just postpones the inevitable for a while.” When the next deadline approaches, she predicted, “it will be the same situation all over again.” During the 2013 shutdown, which lasted more than two

A. It’s not supposed to be. A 2010 law set standards for telework eligibility, with a presumption that employees are eligible unless they fall into one of its exceptions. Those exceptions mostly apply to public-facing jobs, or those involved in patient care, law enforcement, security and other duties that require presence at the workplace. However, it’s up to each agency to decide, so there are variations among them — and in many cases employees deemed ineligible think their jobs are suitable for it. A recently issued report shows that in fiscal year 2016, about 42 percent of federal employees were designated as eligible to telework, up from 33 percent in 2011. But of those, only about half — 22 percent of the entire workforce — actually teleworked during the year. Also making telework look random is that the most common form is what the government calls “situational,” allowing it, for example, when employees are working on certain projects (situational telework also happens during weather-related closings). A 15-year-old student killed two classmates and hit a dozen others with gunfire Tuesday, methodically firing a handgun inside a crowded atrium at his rural Kentucky high school. “He was determined. He knew what he was doing,” said Alexandria Caporali, who grabbed a friend and ran into a classroom as their classmates hit the floor. “It was one right after another,” she added. “You could see his arm jerking as he was pulling the trigger.” He kept firing, she said, until

Mueller looking to question Trump Special counsel seeks answers about firings of Comey and Flynn POLITICS Special counsel Robert Mueller is seeking to question President Trump about the firings of national security adviser Michael Flynn and FBI Director James Comey, according to two people familiar with his plans. Mueller’s interest in the events that led Trump to push out Flynn and Comey indicates that his investigation is further focusing on possible efforts by the president or others to obstruct the special counsel’s probe. Last week, Attorney General Jeff Sessions was interviewed for several hours by Mueller’s investigators, the Justice Department confirmed. A spokesman for the special counsel’s office and two attorneys for Trump all declined to comment. Flynn resigned last February after The Washington Post reported that he misled Vice President Pence and others about his communications with the Russian ambassador to the U.S. He later pleaded guilty to lying to the FBI. Sam’s Club in Little Rock, Ark., once or twice a month. It used to be a family affair, she said, with her four kids scanning the toy aisle or reading books on couch displays while she shopped. But now that her children, ages 11 to 17, have phones, they’re no longer interested in the store. They do their shopping online. “When I go to Sam’s Club, I look around, and it’s all people in their 50s, 60s and 70s,” said Schulz, 50. With nearly two-thirds of U.S. households paying yearly for Amazon Prime, according to data from Consumer Intelligence Research Partners, analysts say more families may be inclined to rethink paying for additional memberships at wholesale clubs. “There’s a lot of overlap, and people are shopping on Amazon for other reasons as well,” said Mulpuru, the analyst at Forrester. “As consumers shop more at one company, they’ll shop less at another.”
FINANCE The Senate on Tuesday approved President Trump’s selection of Jerome Powell to be the next chairman of the Federal Reserve beginning next month. Senators voted 85-12 to confirm Powell to lead the nation’s central bank, a post that is considered the most powerful economic position in government. Powell will succeed Janet Yellen, the first woman to lead the Fed, when her term ends Feb. 3. Trump decided against offering Yellen a second four-year term as chair despite widespread praise for her. Powell, 64, has served for 5½ years on the Fed’s board. A lawyer and investment manager by training, he will be the first Fed leader in 40 years without an advanced degree in economics. Many expect him to follow Yellen’s cautious approach to interest rates. Powell, viewed as a centrist, enjoyed support from both Republicans and Democrats. Trump has been critical of the role the Fed played in implementing the Dodd-Frank Act, the 2010 law that tightened banking regulations after the 2008 financial crisis. Powell has signaled that he favors ways to make bank regulations less onerous, especially for smaller community banks. But when the 28-year-old needs 12-packs of paper towels, or 36 rolls of toilet paper, she heads online instead. Once a month, she uses her smartphone to place a bulk order on boxed.com, a website founded five years ago as a millennialfriendly alternative to warehouse wholesalers. There is no membership fee, and most orders arrive within two days. Other times, she stocks up using Amazon Prime. “I’ve never had a Costco membership, even though I knew shopping there would likely end up saving me money,” said Hammer, who lives in Utah Valley, Utah, and grew up shopping at Costco with her parents. Warehouse clubs such as Costco, Sam’s Club and BJ’s Wholesale Club have for decades been an American staple: a place where families can stock up on bulk items, try free samples and spend the better part of a weekend morning meandering through aisles filled with 26-packs of canned salmon and king-size mattresses. But as more of Americans’ buying shifts online, some retail analysts say warehouse clubs may largely be left behind. “The core club customer is older: It’s generally someone with a family and a house,” said Sucharita Mulpuru, an analyst at the research firm Forrester. “Costco has been one of the least digitally forward companies out there.” There are signs that the sector is falling behind: Warehouse clubs and supercenters cut an average of 2,500 jobs each month in 2017, reversing a longtime trend of steady growth, according to a Post analysis of Labor

Mayfield madness: QB shouldn’t be top priority in D.C. quarter Sunday, but the Patriots’ defense sealed the victory. The Redskins need to revamp a defense that has been miserable in recent years — they ranked 27th in average points allowed last year. Rather than focusing on a quarterback right away, the Redskins need to use their first-round pick on a nose tackle who can play alongside last year’s top selection, defensive end Jonathan Allen. That player should be Washington tackle Vita Vea, who is 6 feet 5, weighs 340 pounds and can collapse the pocket from the middle. By occupying multiple blockers, Vea can set up single matchups for Allen and Matt Ioannidis. The defensive front needs to better contain opponents in the middle to keep guards and centers from reaching inside linebackers. The Redskins have signed playmakers in the past two years in cornerback Josh Norman, safety D.J. Swearinger and linebacker Zach Brown. But the defense suffered after Allen’s season-ending foot

Redskins fans are already abuzz over Oklahoma quarterback Baker Mayfield. Kirk Cousins hasn’t been allowed to enter free agency yet — and he might even stay — but fans are already talking about his replacement. Unless Cousins signs a longterm deal before the draft, the Redskins will be quarterback shopping. But taking Mayfield with the 13th overall pick in April would be a mistake. New England and Philadelphia just showed us that Super Bowl teams are built with equal parts smothering defense and quarterback play. Nick Foles, who was brought back to Philadelphia as a backup, had the game of his life with 352 yards and three touchdowns in the NFC championship, but a defensive touchdown was the catalyst for Philadelphia’s blowout win. Tom Brady, who was a sixthround pick back in 2000, threw two TD passes in the fourth

injury in the fifth game. Put Vea in the middle, and suddenly Washington’s defense looks a lot stronger. Mayfield would surely sell jerseys and tickets and maybe even turn dormant days at training camp into daily pep rallies. But he’s still a project. Mayfield’s footwork could be better. His throwing motion could be more compact. Those flaws can be polished up in a season or two, but Mayfield may need two or three years to fully develop. Washington would be closer to contending right away if it continues to
invest in the defensive line. The defense should improve regardless, but Vea could make an immediate impact. The Redskins must decide if they want to re-sign Brown, but they should get Allen, safety Montae Nicholson and linebackers Mason Foster and Trent Murphy back from injuries. The Wizards’ shooting guard learned Tuesday afternoon that he has been selected as a first-time All-Star by Eastern Conference head coaches. Beal, who shoots 36.8 percent from the arc, will also compete in the 3-point contest Feb. 17, the night before the All-Star Game in Los Angeles.

REAL ESTATE When Arlington resident Jesse Shapiro wanted to invest in real estate, he knew right away that he didn’t want to buy a place in the Washington area. “Housing costs in this region are prohibitive, and I didn’t want to risk buying something that’s 10 times the median price of a home in other parts of the country,” Shapiro says. So he and his wife purchased a single-family house in a suburb of Raleigh, N.C., in January. The decision to buy locally or long-distance is one of many to make if you want to join the world of real estate investing. “If you want to invest in real estate, you need to know your strategy,” says Rick Sharga, chief marketing officer of Ten-X, an online real estate marketplace based in Irvine, Calif. “If you plan to become a landlord, then price is less of an issue. In that case, cash flow is most important, and you
want to buy something that will be ready to rent quickly and for more than your costs.”

It’s essential to understand the characteristics of any market before you invest, such as the trends for job growth and population growth, Rand says. “Historically, 70 percent of people buy an investment property within an hour of their home,” says Gary Beasley, chief executive of Roofstock, an online real estate investment platform. “That’s fine if you live in a market with good rental demand,
and there’s no danger of a recession. But it makes more sense to diversify with an investment in another market, just in case job growth declines and rental demand drops at some point.” Dave Hawkins, managing broker of McEnearney Associates in Alexandria, purchased two townhouses as an investment when he was in his 30s to pay for college tuition for his children. “We bought places where we could drive, so I could handle the property management,” Hawkins says. “It’s important to talk to a realtor who can give you advice about the neighborhood and what could impact it, such as

Crunching the numbers Beasley says the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corp. (Freddie Mac) guidelines require a 20 percent down payment for an investment loan. Typically, the interest rate is slightly higher on investment loans. Rand says investors must do a cost-benefit analysis, starting with an estimate of the annual rent, minus 5 percent for anticipated vacancies. Then subtract all expenses, such as taxes, insurance, homeowners association dues, property management fees and maintenance costs — or about 10 percent of the gross rent — to generate your net operating income. The return on your investment is calculated by dividing your net operating income by your mortgage payment. Hawkins says that your financial evaluation should also include the property’s condition and an estimate of when you may need to replace appliances, heating or plumbing systems or the roof.
Property management If you’re a local landlord, you can manage your property yourself if you have the time and the skills to maintain it. However, you also then need to screen your own tenants and handle their rent payments. “You need to have the right attitude to be a landlord,” Hawkins says. “It can be a hassle and inconvenient, so if you want to avoid that, you should hire a
property management company.” Most long-distance investors need a property management company to handle tenant issues and maintenance. Typically, property management companies charge about 8 percent of the rent, Rand says.
Insuring your property Rental properties require a landlord insurance policy, which is typically a little costlier than a traditional homeowners insurance policy, says Laura Adams, a senior insurance analyst for insurancequotes.com in Austin. “Insurance data shows that rental properties have more claims and higher dollar claims than primary residences,” Adams says. A typical landlord policy covers physical damage to the property for a covered disaster, such as a fire or a hailstorm, along with personal property belonging to the owner, such as a lawn

Being over-leveraged: If your mortgage is too high and the rent barely covers your expenses, you could lose money if your tenant doesn’t pay one month. Greg Rand of OwnAmerica recommends keeping 10 percent of the gross annual rent in a separate account for maintenance and reserves. “Don’t spend your last dollar on a real estate investment,” he says. Frequent vacancies: Turnover is the fastest way to fail, Rand says. Landlords need to screen their tenants to make sure they have the means to pay the rent and good credit. “One of the biggest risks is in the length of time your rental stays vacant,” Ten-X’s Rick Sharga says. Chasing too-high returns: Rand says you should expect returns in the midsingle digits. “This is a get-rich-slowly proposition,” he says. “Buy a quality home in an area with good schools where people will stay longer.”

Oscars’ turning point? Academy Award nominees present an industry on the cusp of a transformation FILM Every crop of Oscar nominees tells a story. This year, the films selected by the Academy of Motion Picture Arts and Sciences to celebrate at its 90th Academy Awards ceremony March 4 reflect an industry and art form in the midst of change, even while clinging to their most hidebound tastes. In many ways, the nine bestpicture nominees demonstrate the divide: The list includes such conventional Oscar-bait dramas as “Darkest Hour” and “The Post” (the latter produced and directed by Steven Spielberg, Hollywood’s reigning master of traditional entertainment values). But it
also includes edgier fare with “Get Out” and “Three Billboards Outside Ebbing, Missouri,” both of which engage, with wildly differing degrees of authenticity, issues of white supremacy, liberal hypocrisy and our current climate of anxiety and rage. Guillermo del Toro’s “The Shape of Water” earned the most nominations — 13 in all — which feels appropriate for the moment: An affectionate homage to the B-movies and creature features of 1950s Hollywood, del Toro’s visionary love story between a mute cleaning woman and Amazonian fish-man is also an allegory for inclusion, tolerance and civility.
In a telling instance of symmetry, “Get Out’s” Jordan Peele and “Lady Bird’s” Greta Gerwig became the fifth person of color and fifth woman, respectively, to be nominated for best director; meanwhile, erstwhile shoo-in Spielberg came away empty-handed. Although Dee Rees was overlooked for her direction of “Mudbound,” and it didn’t make the cut for best picture, the World War II-era drama earned four nods, including for supporting actress Mary J. Blige, who became the first actor in a Netflix film to be nominated for an Oscar. “Mudbound” also boasts another first: Cinematographer Rachel Morrison is the first woman ever to be nominated in that category. In large part, the industry
seems sensitive to the criticisms sparked by #OscarsSoWhite and #TimesUp, but also mired in a you-can-have-one mindset: You can have Greta, but not Greta and Dee — or, heaven forfend, Greta and Dee and Patty. (As in Patty Jenkins, whose movie “Wonder Woman” didn’t earn any nominations.) Still, the fact that “Logan” became the first superhero film to receive an adapted screenplay nod, along with the love for the genre-bending “Get Out,” indicate that the academy’s push for younger, more diverse members is yielding open-minded results. And the gramophone trophies will go to … The Recording Academy is unpredictable. After Beyonce lost the Grammys’ top prize to Adele in 2017, the academy seems to have course-corrected with this year’s nominations: JAY-Z, Kendrick Lamar, Bruno Mars, Luis Fonsi and Childish Gambino dominate the top categories, where rap, R&B and Latin artists almost never win. But who will actually score when the awards are handed out Sunday? Associated Press music writers Mesfin Fekadu and Nekesa Mumbi Moody have some predictions. (AP)

Fekadu: With no rock or country nominees here, it makes you wonder where people from those genres will send their votes, and I think that’s to Lamar or Mars. Tom Coyne, the epic master engineer who died last year, worked on Mars’ album, giving him a boost. Plus, Mars plays multiple instruments [and] has written and produced all of his own songs as well as several hits for others, earning him appreciation from the music community at large. I think with all of that support, along with JAY-Z and Lamar splitting some of the votes, Mars will be dripping in finesse with “24K Magic.” Moody: This is definitely the “let’s correct that Adele win” batch of nominees, and Lamar would be a heavy favorite to win it all, making it the first true rap album to take the top trophy. But JAY-Z and Lamar
will likely split the rap vote, and while Childish Gambino and Lorde are critical favorites, they are also underdogs. Grammy voters will be charmed by an act with huge commercial appeal, an amazing live act, top-notch songwriting capabilities, a multi-instrumentalist — who hails from Hawaii. This is Mars’ for the taking.

Moody: Even though “Despacito” was the biggest hit of the year compared with its competitors, Grammy voters often ignore the most popular for the “artistic” choice. Here that would seem to be Lamar’s “HUMBLE.,” but I think overall, the record and artist that moved voters most was probably Mars over everyone else.

Moody: SZA is the most nominated woman of this year’s Grammys and had crossover success, but something tells me voters may have an easier time gelling with the PG-rated verses of some of her counterparts than her raw lyrics. And between Cara, Khalid and Michaels, I say Michaels has the edge, particularly because the “Issues” singer has written plenty of hits for others, and voters may want to reward her for that as well. Fekadu: Alessia Cara — who some thought would be a best new artist nominee last year — had hits and success with her 2015 debut album and co-starred on more hits with Zedd and Logic last year (and even those songs are nominated for Grammys this year). Despite their success, the other nominees haven’t had the most outstanding debut years like past breakthrough acts have. So to voters, Cara is the one they’re most familiar with, and that’s why she’ll win.

According to Britain’s The Sun, singer Dua Lipa has broken up with her boyfriend of five months, musician Paul Klein, and reconnected with a previous partner, celebrity chef and model Isaac Carew. Lipa is best known for her 2017 pop song “New Rules,” in which she advises against reconnecting with ex-lovers. (EXPRESS)
In a series of Instagram posts this week, comedian Mo’Nique called for a boycott of Netflix over alleged wage discrimination. Mo’Nique said she was offered $500,000 from Netflix for a comedy special, and claimed Amy Schumer, Dave Chappelle and Chris Rock were offered millions for their specials. In another video on Monday, she stood in front of a wall of her awards with husband, Sidney Hicks, and addressed her bankability. They noted that while Schumer’s movie “Snatched” made $45 million on a $42 million budget, Mo’Nique’s 2016 movie “Almost Christmas” made about the same amount on a $17 million budget. “Could somebody make it make sense?” she asked.
