D.C.’s professor of nightlife THE DISTRICT On a recent Thursday, the line outside The Park at 14th is already forming. It’s only 5 p.m. and the suits are waiting for jerk chicken wings and cocktails. The club, which is celebrating 10 years in the game, can still reliably draw a crowd. That’s in large part thanks to its owner, Marc Barnes, the nightlife legend behind hot spots such as Republic Gardens and Dream. Barnes, a moving and shaking Washington native, thinks former President Obama gets some of the credit. Obama was good for the culture, for the city as a whole, and for business. “Obama’s inauguration? I made $650,000 that weekend,” explained Barnes. “Trump’s inauguration? 60K the whole weekend. It destroyed me. ... Nobody was in a festive mood.” So what did Barnes do a year later? Spent $12,000 wrapping the club in a giant red bow for the holidays. Mood. Lifted. “I think D.C. would have evolved more if Trump wasn’t

Metro makes ‘Rush Hour Promise’ transportation Metro’s board of directors unanimously approved a program Thursday that will refund SmarTrip fares to riders whose trips at peak times exceed estimated arrival times by 15 minutes or more. The “Rush Hour Promise” will launch Friday, the agency said. Metro General Manager Paul J. Wiedefeld has billed the program as an expression of confidence in the system, and a measure of accountability for management. of their trip. Rail customers will automatically be credited the cost of their trips, while bus riders will be directed to an online form. The refund-eligible trips are a small fraction of those taken on the system on a given day, partly because of the metric the agency
will use to measure delays: MyTripTime. With MyTripTime, many of the factors that slow Metro trips are already built in to estimated trip windows. The estimates include the time to walk to a train, the wait on the platform, any transfers and the walk to the exits. The algorithm uses the stations where riders tap in and out of the system to estimate the expected length of a trip. M et r o e s t i m ate s a b o ut 0.3 percent of trips will be refund-eligible, costing about $2 million to $3.5 million per year. Due to the limits of technology, only registered SmarTrip users will be eligible to receive refunds. Authorities in Maryland said they charged a man with reckless endangerment after middle school students ate food that police suspect was laced with marijuana. The Sheriff’s Office in St. Mary’s County said Wednesday that Owusu Sondai Kanipe, 46, was charged in a summons. The investigation began after some students at a Lexington Park school said they felt ill and were taken to a hospital. Police said in early January that they suspected the food contained THC, the psychoactive ingredient in marijuana. (AP)

Volunteers count homeless in D.C. THE DISTRICT As volunteers approached the two figures huddled under blankets near Union Station early Thursday, Timothy Brown’s muted voice called out, “I’m cold, I’m hungry.” Brown, 36, and his girlfriend, Nikia Johnson, 22, were among D.C.’s homeless residents counted as part of the nationwide annual “Point in Time” survey that uses a snapshot in time to estimate the U.S. homeless population. The survey, which took place Wednesday night and early Thursday, includes people in D.C. shelters and transitional housing and those on the street. The results will be an important benchmark for Mayor Muriel Bowser’s administration, which has touted its strategy to make homelessness “rare, brief and nonrecurring.” The number of homeless people in D.C. declined 11 percent from
2016 to 2017, driven by reductions in homeless families, according to last year’s count. And 3,300 families have been housed as part of Bowser’s plan, some of whom “have been on the streets for decades,” said Kristy Greenwalt, director of D.C.’s Interagency Council on Homelessness. But the city’s homeless population of 7,473 remained higher in 2017 than it was in 2015 — Bowser’s first year in office — and increased 7.4 percent from 2012. Kate Coventry, an analyst at the D.C. Trump proposal offers citizenship path to 1.8M POLITICS President Trump’s immigration proposal to Congress will include a path to citizenship for an estimated 1.8 million young undocumented immigrants, White House officials said Thursday, more than twice the number of “Dreamers” who were enrolled in a deferred action program Trump terminated last fall. The figure represents a significant concession to Democrats but is likely to produce sharp blowback among conservative Republicans, even as the White House cast the move as one piece of an immigration framework that would significantly tighten border control laws. Trump’s plan, which will be sent to the Senate on Monday, also includes a $25 billion “trust fund” for a border wall and additional security upgrades on the southwest and northern U.S. borders. And the president will propose significant curbs to legal immigration channels, restricting U.S. citizens’ ability to petition for visas to those for spouses and minor children and ending categories for parents and siblings. Mummy IDed as ancestor of Boris Johnson Scientists have identified a mummified body found decades ago in a Swiss churchyard as the great-great-great-greatgreat-great-grandmother of British Foreign Secretary Boris Johnson. Experts said Thursday that by using DNA from the mummy’s toe, they identified it as Anna Catharina Bischoff, a a member of a prominent family who died in 1787 at 68. Fossil indicates humans exited Africa far earlier SCIENCE A fossil found in Israel indicates modern humans may have left Africa as much as 100,000 years earlier than previously thought. Scientists say that an ancient upper jawbone and associated stone tools could also mean that Homo sapiens — modern humans — arose in Africa far earlier than fossils now show. The find may cause rethinking about how we evolved and interacted with now-extinct cousin species, such as Neanderthals. “When they start moving out of Africa and what geographical route they choose to do it are the two most important questions in recent human evolution,” said Tel Aviv University’s Israel Hershkovitz, lead author of a new study published in Science. The jawbone, complete with several well-preserved teeth, was found to be 177,000 to 194,000 years old. Previously, the oldest fossils of modern humans found outside of Africa were 90,000 to 120,000 years old, also in Israel. So given the range in both estimates, the jawbone might be about 50,000 to 100,000 years older. The jaw was found in 2002 in the collapsed Misliya cave on the western slope of Mount Carmel. Researchers spent the last decade-and-a-half looking for more remains and other fossils before publishing their study. They say the jaw belonged to a young adult of unknown gender. POLITICS The Senate Judiciary Committee intends to release transcripts of its interviews with President Trump’s son Donald Trump Jr. and others who participated in a June 2016 meeting at Trump Tower with a Russian lawyer allegedly promising damaging information about Hillary Clinton. Chairman Charles Grassley, R-Iowa, said Thursday that the committee would disclose “all witness interviews that we have done related to that meeting,” making them available to the public “for everyone to see.” Its interviews, which were conducted behind closed doors, are complete, he added. Grassley said the transcripts must be redacted first. It was not immediately clear when that process will be complete. Two of the five transcripts still require legal vetting as well, he said. Ranking Democrat Dianne Feinstein of California said Thursday she was “delighted” by Grassley’s intentions. The committee spoke with Trump Jr. in September, and has also interviewed other participants in the Trump Tower meeting, including music promoter

Jeffrey Wertkin, a former Department of Justice prosecutor, may face 30 to 37 months in prison for secretly stockpiling sealed lawsuits brought by whistleblowers in order to sell copies of the suits to the companies they targeted. Wertkin has admitted to hawking the files “to improperly solicit” business after leaving the DOJ in April 2016. He was arrested last Jan. 31 and pleaded guilty to two counts of obstructing justice and one count of interstate transport of stolen documents. As part of his plea deal, Wertkin will disclose how he stole the documents. His sentencing will take place on March 7. (TWP)
New York Gov. Andrew Cuomo signed an executive order Wednesday that requires state officials to purchase internet service only from broadband companies that follow the principles of Obamaera net neutrality. Gov. Steve Bullock of Montana did the same earlier this week. The executive orders are the latest development in the fallout following the FCC’s December 2017 decision to repeal the net neutrality rules. Since the decision was announced, over 20 states and D.C. have sued the FCC. The new rules prevent states, but not internet providers, from copying the Obama-era rules. (TWP)

Meeting with Israeli Prime Minister Benjamin Netanyahu on the sidelines of the World Economic Forum in Davos, Switzerland, Trump blamed Palestinian intransigence rather than his decision last month to shift decades of U.S. policy by recognizing Jerusalem as Israel’s capital. Last week, the Trump administration announced it was withholding $65 million in aid money for Palestinian refugees. SCIENCE The Bulletin of the Atomic Scientists advanced the symbolic Doomsday Clock a notch closer to the end of humanity Thursday, moving it ahead by 30 seconds after what the organization called a “grim assessment” of the state of geopolitical affairs. “As of today,” Bulletin president Rachel Bronson told reporters in Washington, “it is two minutes to midnight” — as close as the world has ever been to the hour of apocalypse. In moving the clock forward, the group cited “the failure of President Trump and other world leaders to deal with looming threats of nuclear war and climate change.” The organization — which has 15 Nobel Laureates on its board — now believes “the world is not only more dangerous now than it was a year ago; it is as threatening as it has been since World War II,” Bulletin officials Lawrence M. Krauss and Robert Rosner wrote in an op-ed published Thursday by The Washington Post. “In fact, the Doomsday Clock is as close to midnight today as it was in 1953, when Cold War fears perhaps reached their highest levels.” The last time the clock advanced so far, the U.S. had just tested its first thermonuclear device, and the Soviet Union had tested a hydrogen bomb. Today, Bronson said, “to call the world’s nuclear situation dire is to understate the danger and its immediacy.” The decision to move the clock forward was motivated largely by the scientists’ sense of looming nuclear peril. But the danger is compounded by humanity’s continued inaction on climate change, they said, as well as vaguer concerns about unchecked artificial intelligence, the spread

of disinformation, and the public’s eroding trust in institutions that could keep these threats at bay. The clock, a metaphorical measure of humankind’s proximity to global catastrophe, also advanced 30 seconds last year, to 2½ minutes to “midnight.” Since the clock’s inception in 1947 it has changed more than 20 times, from two minutes until doom to its biggest gap of 17 minutes in 1991. The board typically has ordered the clock’s hands moved to draw attention to world crises that it believes threaten the survival of the human species. “Whenever the clock is set, we answer two basic questions,” Bronson said in the fall. “Is the world safer, or at greater risk than it was a year ago? And is it safer or at greater risk than it was ever in the clock’s history?” The group’s reasoning has traditionally focused on the availability of nuclear weapons and a willingness among the world’s powers to use them. But in recent

Order a breakfast sandwich at virtually any fast-food restaurant, and you’re likely to be served a pliable hockey puck of “egg.” But if bakery chain Panera gets its way, restaurants won’t be able to call those yellow patties “eggs” in the future. Last week, the company petitioned the Food and Drug Administration to update its 40-year-old definition of the word to exclude most of the processed egg products that have become popular with fastfood chains and food services. Most fast-food chains — including Taco Bell, Dunkin’ Donuts and Starbucks — buy precooked, frozen egg patties to reheat, or they cook their eggs from bulk liquid egg products. Calling these products “eggs,” Panera says, confuses consumers and gives an unfair marketing boost to companies that pump their egg products with fillers, gums, colorants and additives. It’s an argument that’s unlikely to gain traction at the FDA — but that speaks to the challenges the agency faces. As companies seek to meet consumer demand for cleaner, healthier or more convenient products, they’ve developed a wide array of new foods that don’t fit neatly into the FDA’s decades-old definitions. Caps’ key cogs go cold Washington enters All-Star break hoping time off helps a few forwards get on track NHL The Capitals will head into the All-Star break in a familiar spot — alone in first place in the Metropolitan Division. But if they are to stay there down the stretch, they’ll need more production from several key cogs. Andre Burakovsky, Evgeny Kuznetsov, T.J. Oshie and Jakub Vrana all entered Thursday’s game in Florida looking to snap prolonged droughts. Burakovsky hadn’t scored in eight games. Vrana was without a goal in his past 15. Kuznetsov had one goal in his past 12 games. Oshie had just one in his last 21. “We need some guys to get a little bit hot,” coach Barry Trotz said. “Not just one or two. I’d like to see the entire group get hot.”
With 13 healthy forwards and only 12 slots available each night, Trotz recently sat Burakovsky as a healthy scratch. If Vrana’s struggles continue — Trotz described him as “a non-factor” last week — he may soon be scratched too. After beginning the season as a top-six forward, Vrana’s ice time has dipped significantly. On Sunday against Philadelphia, he played on the fourth line and skated a careerlow 6 minutes 25 seconds. “It’s not easy when you keep trying and nothing goes in,” said Vrana, who has 10 goals and 17 points in 47 games this season. NFL Apart from quarterback, no position is more in question than running back as Washington’s front office and coaching staff deliberate the offseason moves that will shape their 2018 roster. The Redskins’ rushing game, a proud and integral part of the team’s success in the 1980s and early ’90s, was brought to its knees by injuries last season — not only to the backs but also to would-be blockers on the line. But that doesn’t mean the Redskins should spend their first-round pick (13th overall) in April’s draft — or even a
second-round pick — on a highly touted back in what’s projected as a deep class at the position. None of the Redskins’ most productive backs in the last 20 years was a first-round pick. Clinton Portis, whose 6,824 yards are second to John Riggins in franchise history, was drafted from Miami by the Broncos in the second round . Stephen Davis (5,790 yards) was a fourth-round pick from Auburn. Alfred Morris (4,713) was a sixth-round pick from Florida Atlantic. The backs projected to go in the first round this year aren’t taking part in Saturday’s Senior Bowl (2:30 p.m., NFLN) in Mobile, Ala. The XFL is set for a surprising second life under Vince McMahon. On Thursday, the leader of WWE announced the return of the muchmaligned league that flamed out in 2001 after one wild season. McMahon said the XFL would return in 2020 but offered few details about the late winter/early spring football league. The XFL is to launch with eight teams, 40-man rosters and a 10-week regular season, and games could begin in late January. No cities or TV partners were named. Know Your Credit History A landlord who checks your credit looks at more than just the credit score. Rental information such as an eviction is especially troubling. Landlords don’t like to see tax liens, judgements, or utility bills turned over to collection agencies. Other collections and late payments don’t help, but may not be as alarming to a landlord. A low credit score by itself isn’t as damaging. According to credit experts, virtually all landlords

If you don’t have a copy, you can order a free tax transcript from the Internal Revenue Service.
Sweeten the Deal Reassure a prospective landlord by offering a cash incentive. One approach is to offer a larger deposit. Another way to do this is to volunteer to pay one or more extra months’ rent
up front. Advance payments reduce the landlord’s risk. That will make them feel much more confident about approving your application.
Shop Small Landlords Large apartment management companies tend to set up standardized procedures. This limits the ability of apartment managers to make exceptions when evaluating tenants. Check out apartments owned by small companies and individuals. They are often willing to make allowances for individual circumstances. Small landlords may not even check your credit at all.
A landlord is more likely to approve you for a lease if another person is willing to share the responsibility for making rent payments. One option is to find a roommate. Alternatively, you may be able to get a parent, relative, or friend to co-sign the lease. Running wild: ‘Hostiles’ is too big for one Western Westerns must be shot big, but their stories must be small. The uniquely American film genre is uniquely ours, if only because we’re the ones with the necessary landscape. Even countries that do have the land don’t have the mythos; the Canadians might have land from sea to shining sea, but they never had a Wild West. If anything, they had a Mild West, amirite? (Thank you! Tip your waitress!) “Hostiles” gets the look of both the West and the Western right. Joseph Blocker, an Army captain (Christian Bale, turning the glowering up to 11) takes on One Last Job:
escorting a dying Cheyenne chief (Wes Studi) — who Blocker once met in combat — from New Mexico to Montana so he can die in his homeland. On the way, Blocker and his Merry Band of Western Cliches find Rosalie (Rosamund Pike), a woman whose entire family was murdered by Indians in one of the film’s most gripping scenes. As the group moves farther and farther north, a lot happens. So much happens. SO MUCH happens that a more accurate title would be “Hostiles: Oh, God, NOW What?” As the film moves from sandy scrub to lush prairie, writer-director Scott Cooper (“Crazy Heart”) captures the scenery admirably well. “Hostiles” looks like a Western, but

Scott seems to have forgotten that all the best Westerns, no matter how big the landscape, are each about one thing. Obsession in “The Searchers.” Greed in “The Good, the Bad and the Ugly.” Solitary bravery in “High Noon.” Even the TV miniseries “Lonesome Dove,” which is six hours long, is, in the end, about friendship. Cooper expects Blocker, Bale and the movie as a whole to shoulder theme after theme and carry them every step of the way. At various points, “Hostiles” hits on forgiveness, the existence of God, grief, the difference between justice and revenge, the systematic cruelty of some whites toward Indians, the intermittent brutality of some Indians toward

whites, and an absolute chuck wagon full of guilt. There is so much to do that none of it gets done well. The most American thing about Westerns is that they emphasize individuality, the role of one man (usually) in a large expanse. America has — for good or for ill — so emphasized individuality that the genre of film that most belongs to us uses it as its defining feature. So much of our country is so big — deals and ideas, men and myths — that it can be hard to remember that the story of America is not some behemoth that leapt from the Mayflower fully formed. It is a collection of millions of little tales: Some of them are about standing up, some of them are about standing out and some of them are about sitting silently by. “Hostiles” tries to sum up America’s experience in the West in one movie and in one man, but that’s not how a Western or, frankly, life works. The sky is big — it’s the stories that are small.
Set in the immediate, hazy aftermath of 9/11, “American Folk” is a fusion of road trip and musical — a travelogue dotted with folk songs. Sung mainly by real-life folk musicians Joe Purdy and Amber Rubarth — portraying strangers Elliott and Joni, who set out on the road together — the songs lend the film an emotional resonance that the forced dialogue often struggles to achieve. To filmmaker David Heinz’s credit, the first-time writer-director leaves Elliott and Joni’s relationship hovering in a state of unresolved potential. Brazilian film ‘Vazante’ tries your patience
The race gets a feeble finish The final ‘Maze Runner’ sprints to a weak and cliche-filled conclusion FILM REVIEW The third time isn’t quite the charm for “Maze Runner: The Death Cure,” the final installment in the movie franchise based on author James Dashner’s sci-fi trilogy for young adults. Despite a strong cast, striking locations and slick digital effects, the overlong movie lurches from chase to battle to soul-searching quietude in frustratingly generic action-movie style. Director Wes Ball, who also worked on the first two films, brings a strong continuity of vision. But “The Maze Runner” and its follow-up, “The Scorch Trials,” conjured unique worlds
and situations. “The Death Cure,” on the other hand, offers a whole tasting menu of dystopian spectacle borrowed from such films as “World War Z.” Somehow, that makes it less special. Still, critical quibbles may seem petty to teenage fans of the books and movies. For them, this finale is not likely to disappoint. The protagonists and villains who have survived into the final chapter remain complex characters, with varying motivations. For those who missed the earlier films, a recap is in order: We first meet our steadfast hero, Thomas (Dylan O’Brien), after he has been dropped into a mysterious prison yard called the Glade — home to a band of teenage boys and one late-arriving girl, Teresa (Kaya Scodelario), who wins Thomas’ heart. surround the Glade, and beyond them is a deadly maze, through which Thomas leads a group to a desert, known as the Scorch, to their apparent rescue. But in the second film, their rescuers were revealed to be the same fascistic organization, World Catastrophe Killzone Department, or WCKD, that had walled up the kids in the
first place. That group’s top scientist, Ava (Patricia Clarkson), explains that a virus nearly wiped out humankind, turning people into zombies. Thomas and others with immunity were to be guinea pigs in her search for a cure. This brings us to “The Death Cure,” in which Thomas joins with the resistance group that he and his friends have met in the desert, taking on WCKD in its walled citadel of skyscrapers and black-clad troopers. Triumphs and tragedies collide, along with idealism and disillusionment — and zombies — in a climactic battle replete with explosions and collapsing buildings. Despite the weight of its moral stakes, the saga’s resolution feels not just derivative, but, most sadly, pedestrian. JANE HORWITZ (THE WASHINGTON POST)

FILM REVIEW There’s a mild — and probably intentional — paradox implicit in the title of the Brazilian film “Vazante,” which, as translated by subtitles, refers to a “surge,” but more literally means the very opposite: an ebb, or receding, of the tide. Each frame in this film hints at an inherent contradiction, either visually, in the narrative or in its themes. Set in 1821 colonial Brazil, on the estate of a Portuguese cattle rancher and slave trader named Antonio (Adriano Carvalho), the story takes its sweet time laying out the premise. It eventually becomes clear that Antonio’s wife has died and is replaced by her niece Beatriz (Luana Tito Nastas), a preteen who has not reached childbearing age. While he waits, Antonio satisfies himself sexually with a slave (Jai Baptista), whose adolescent son (Vinicius Dos Anjos) also finds himself, ill-advisedly, drawing close to his master’s new wife. This is a recipe neither for a happy marriage nor a happy ending, but director Daniela Thomas keeps things at a simmer, forestalling the story’s ultimate boil-over until the final minute. The subject matter of racism and sexism is powerfully timely, despite the period setting of the film, and its intimations of an old world on the brink of change. “Vazante’s” explosive denouement suggests the old ways cannot last, but that they won’t give up without an ugly fight.
