The Pentagon budget will actually shrink next year, for the first time since 1998, under a proposal released by the Obama administration that will cut the size of the Army and Marine Corps, trim the number of fighter aircraft and ships, and seek congressional approval for another round of military base closures. The cuts are part of a broader effort by the Pentagon to decrease its projected spending by $487 billion over the next 10 years, in accordance with a deficit-reduction deal President Obama reached with Congress in August. The budget is also an attempt to realign the Pentagon’s accounts with Obama’s new military strategy, which he unveiled this month. Defense Secretary Leon E. In the lore of the U.S. political system, debates are among the most hallowed of rituals. From Lincoln-Douglas on, they have been the moments when voters are supposed to have an opportunity to get to know their candidates, contrast their ideas and evaluate their mettle. But this campaign season, it might be fair to ask: Are Americans getting too much of a good thing? As of Thursday, there have been 19 debates among the GOP contenders. No other events have played so great a role in turning the party’s normally orderly process of picking a standardbearer into a roller coaster ride. “There’s no question that the debates have devolved into one part

You probably thought the big event in Washington this week was the State of the Union address. But the real movers and shakers in town — or, at least, the movers — were at the 91st annual Transportation Research Board meeting, a gathering of 11,000 of the world’s foremost experts on road dust, aviation security, bus rapid transit, crosswalks and just about every other aspect of how we get around lanes. For every kilometer of bike lane within a half-mile area around a CaBi station, there were an additional 0.85 rides per day. When an older gentleman got up and asked whether the Metro system’s design is overly reliant on escalators, Kubicek responded with a resounding “Yes!” and proceeded to indicate that he’s looking for places where escalators could be replaced by stairs. With that oldfashioned kind of vertical transportation, you don’t need to worry about manufacturers going out of business or obsolete technology, and you gain more space. “If we need to have an escalator, we’d better have a good reason,” he said. After the panel, Kubicek was cagier about the stairs situation, refusing to say that any specific escalators are on the outs. “We’re doing capacity studies right now,” he told me, noting that escalators are designed to help move people through the system, and that’s becoming more critical as the crowds continue to grow. And he had nothing but praise for the new escalators at the Foggy Bottom station: “Those are industrial strength — not made for the mall.” Whether it’s the State of the Union or the State of Good Repair, all of us regular folks just want things to be working.

The title capped a brilliant season, in which the Redskins lost two games by a combined five points. The term “bandwagon” has never quite had the same meaning for Washingtonians since. It’s easy to say teams can’t match the Redskins’ success in the 1980s and early ’90s under Joe Gibbs, but just look at the Patriots, who will play in their fifth Super Bowl in 11 years on Feb. 5. He says he has watched the Giants’ current run to a Super Bowl rematch with the Patriots and he marvels at the similarities, calling them spooky. Tyree had three catches in the Super Bowl, including one for a touchdown. But the one everybody remembers is the 32-yarder on a third-and-5 play with 1:15 to play and the Giants trailing the thenunbeaten Patriots 14-10. Call it fate. But it’s a catch that made Tyree famous and gave him a place in football history.

There are two main ways to cook meatballs: braising or baking. Drewno prefers the former. “That slow simmering really gives you a moist meatball,” he says. Silver Spring food blogger Jill Grozalsky of Cuisine Queen (Cuisinequeenblog.com) endorses baking because it creates a crispy, caramelized exterior. In the middle of his 400-square-foot studio, in a small space carved out between a bookshelf, sundry chairs and a bed, Jeff Watkinson, who is 6 feet 1 inch tall, balances on a 2 1/2-foot imitation surfboard with a roller underneath it, lurching back and forth across the floor. “This is a very strong workout; it just mimics surfing,” he says. His objective is not so much to demonstrate his athleticism as it is his knack for saving space via multifunctional furniture. Having moved into his Kalorama studio 18 months ago, the 32-year-old who works in investment sales has employed a number of tricks to create room for activities like exercise. He stores his clothes in his TV console, he converted his bookshelf into a bar, and he has a gateleg table that, unfolded, seats seven or eight. Watkinson’s apartment represents one of the most fundamental ideas in smallspace living: multifunctional decor. Considering the minimal square footage of a studio, furnishing one requires an inordinate amount of thought. “Rarely would we design a studio where a piece of furniture only serves one function,” says Jason Claire, the co-owner of furniture and design store Vastu (1829 14th St. NW; CONTINUED ON E2

Little, an elementary educator, divided her long and rectangular apartment into rooms without walls. She created an entryway using the back of her couch, which runs perpendicular to the studio’s door and forms a boundary that defines where the apartment’s next section — the “living room” — begins. The sitting area is then distinguished from a bedroom area by a square, backless bookshelf. “Open-back shelving is great because you can put it in front of your windows and display books and knickknacks,” Traeger says. Which brings Little to her leastfavorite aspect of the apartment. “Light has been my biggest challenge,” she says. “I was house hunting in the winter, and it was dark. I didn’t know what was out these windows, and I face walls.” Her open-back shelving allows what little light comes through the one window in the main room to reach as much of the apartment

as possible. Several full-length mirrors on opposite walls reflect the light, opening up the space. A wall lamp, directed toward the ceiling above her bed, changes the room’s feel. “This kicks up a lot of light, so it’s a sun-filled room during the day,” she says. But not all illumination —

sunshine or otherwise — is equal. “We usually think of light in multilevels, so there’s natural light; there’s overhead light; there’s table and floor lighting; and then if you’re entertaining, there’s candlelight,” Claire says. “By mixing those different levels, it’s usually the most pleasing, complementa-

We usually try to mix at least three of those to provide a warm, inviting space.” One of the only areas fully divided from the rest of Little’s apartment is her kitchen, large enough for no more than two people at once. To save counter space, she mounted various things, including her microwave and a dish rack, on the walls. This includes a spice rack, a magnetic knife strip and her pans, which she hung via hooks. “I was looking for a pot rack forever and I couldn’t find anything that made sense. I finally just threw two hooks up there and that made a huge difference for storage,” she says. White dishes and clear cups are other sure bets for the kitchen because of their versatility. “In a small space, you usually don’t have much cabinetry, and [neutral dishware] kind of goes with anything,” says Kathryn

When Mark Tiner came to Vastu in 2007 for help decorating the 325-square-foot studio co-op he had just purchased in Logan Circle for $200,000, he wanted to base the space’s color palette on a shade of green in a pair of his Pumas. “We just introduced a splash of color and carried that color through the whole space. Then, we riffed on that, so we did pillows and various textures and patterns that kind of had a little bit of that color,” Claire says. Tiner’s piece de resistance is his “sofa,” which is only a sofa by day. At night, he takes off the thick layer of throw pillows that line the back and removes the green slipcover, revealing a full-size mattress resting on a sofa frame. Space was so tight when he moved in that he got rid of his queen-size mattress to save the six or so inches in either direction. “I don’t need a ton of square footage to make me happy,” says Tiner, 43, a lobbyist for a defense company. “What makes me happy is the vibrancy of the neighborhood, interesting people — and that’s more important to me than how big a place is.” BECCA MILFELD

B_]^j_d] Kf :[XWj[ ?iik[i If your home is your castle, you should be able to do anything legal you want in it, including lighting up a cigarette, right? Some residents in the Washington area are challenging that notion, arguing that secondhand smoke seeps through the walls and affects their health. In some recent cases, residents have taken steps to prevent their neighbors from smoking in their own units, following the lead of condo associations and groups of residents across the country. The issue pits neighbor against neighbor, has taken over homeowner association agendas and has caused a major legal debate over public health and the individual rights of homeowners. Federal incentives have led cities from Austin to Boston to prohibit smoking in public housing. In 2006, a Manhattan judge ruled that secondhand smoke could be a breach of “warranty of habitability” under New York law. And six California cities and counties have banned smoking in all condo units. Last year at the Promenade Towers in Bethesda, a co-op with more than 1,000 units, neighbors on the first floor complained about a resident chain smoker. The building’s management took steps to

contain the smoke by sealing gaps in the walls and issuing a “cease and desist” order to the smoker, who installed a second air filtration system. But the smoke, according to some residents, was still unbearable. “I leave doors and windows open, even as I sleep,” said Ximena Marquez-Dagan, whose young daughter has asthma. “I’ve moved to sleep in my daughter’s room now because the other side of the apartment is full of smoke.” For years, smoking in one’s home wasn’t much of a problem. In 1965, 42 percent of Americans smoked, according to the Centers for Disease Control and Prevention, and those who didn’t were used to secondhand smoke in offices, stores and other people’s homes. Several decades ago, smoking was even advertised as healthful. But starting with the U.S. Surgeon General’s report in 1964, Americans have slowly turned against “the evil weed”; barely 20 percent smoke today, with even fewer smokers in the D.C. area. “There is no risk-free level of exposure to secondhand smoke,” the Surgeon General’s Web site emphasizes. Smoking has been banned in most workplaces for decades. More jurisdictions, including many in the Washington area, now ban smoking in restaurants, and some extend that to parks and play areas. “If you’re a homeowner, you should retain the right to smoke. It’s your property, and it’s a legal product,” said Jolyn Tenn, spokesperson for Forces International, a libertar-

Schuman eventually sued Greenbelt Homes Inc. in Prince George’s County Circuit Court on the grounds that secondhand smoke violated the “nuisance clause” of his mutual ownership contract. Darko Popovic acknowledged that cigarette smoke had migrated into his neighbors’ units, but he also told the court that walking 75 feet to an outdoor common area to smoke was too much of an imposition and that “the whole thing is overblown.” Citing his wife’s illness, he declined to comment for this article.

In November 2011, the court ruled in favor of Greenbelt Homes Inc. “It is a decision, in my view, that’s going to have to be made by the legislature. ... I cannot find that there is an actionable nuisance in this case,” said Judge Albert Northrop, noting that he didn’t want to set a precedent and that there did not appear to be harm to Schuman’s health. Schuman appealed but has put his house on the market. “I don’t want to move,” he said, “but my fiancee and I want to have children, and we won’t subject them to secondhand smoke.” He has already spent more than $70,000 on the case, he said. “I’m pursuing this because we’ve come so far and because this will affect a great many people.” Maryland Delegate Ben Kramer, who represents east-central Mont-

gomery County, plans to introduce a bill this session to modify the “nuisance statute” so that it clearly includes secondhand smoke. Noting that “Utah’s done something similar,” he said Marylanders would “be welcome to smoke in their own home unless there’s a legitimate complaint. This would put the burden of mitigating such a complaint on the creator of the nuisance, not on those adversely affected.”

7 Fki^ \eh 9^Wd][ Despite the fact that four-fifths of Americans don’t smoke, someone circulating a petition or even openly complaining about secondhand condo smoke risks others’ wrath. At the Promenade Towers and elsewhere, several smokers’ neighbors were nervous about a backlash if their comments went public. When Promenade Towers’ owners took the smoking ban up for a vote last July, the measure did not pass. “Instead of trying to solve their problem with the individual neighbor, they tried to get the whole building involved,” resident Keith Feldman said of the petitioners. A smoker, he voted against the ban. “If people are thinking of moving into a building, they should ask if smoking is allowed. If you’re allergic, maybe you shouldn’t move in.” The Promenade Towers’ group of residents who pushed for a smoking ban then asked the board to enact a house rule instead, but the board unanimously refused. “The bylaws give authority to make rules on use on parking or use of the common areas, but restrictions on uses of the unit are more specific” and therefore legally harder to make “a mere rule” on, said attorney Jason Fisher, speaking for the co-op. On the national scene, analysts are hopeful that this is the year home prices finally begin inching upward again. Lawrence Yun, chief economist for the National Association of Realtors, predicts that low interest rates and rising rents will lead to a 5 percent boost in home sales, with prices increasing by about 2 percent. And new housing starts should be 15 percent greater than last year, said David Crowe of the National Association of Home Builders. But according to RealtyTrac, foreclosures are also slated to rise, which will result in a flood of cheap homes on the market that could depress prices for another year. The prediction for the Washington region is generally sunnier than the national forecast. But

the area will be affected unevenly. Fully half of the region’s federal spending occurs in Northern Virginia, so real estate in Arlington and Fairfax counties and in Alexandria should continue to boom. But suburban Maryland had major job losses last year, probably pulling down housing prices in some areas in 2012.

On its face, “The Grey” looks like yet another Liam Neeson action movie that has become de rigeur since his 2008 breakout hit “Taken.” But even within its first several minutes, Joe Carnahan’s man-against-nature thriller takes on contours and shadings far more sophisticated than the usual pulp programmer. Neeson plays John Ottway, a sharpshooter who works for an oil company in Alaska keeping gray wolves and other predators at bay. As “The Grey” opens, Ottway is moodily obsessing on the wife from whom he’s separated, writing her a letter that, at one point, seems

When the Oscar nominations were announced this week, the most controversial was the inclusion of “Extremely Loud & Incredibly Close” among the nine movies up for Best Picture. Many critics hated it (it’s running a 47 percent rating on Rotten Tomatoes). I did not. And I am right. The biggest criticism is that the film, which follows a boy named Oskar as he roams New York searching for the owner of a mysterious 8o Ah_ij[d key after his father FW][#A_hXo dies in the World Trade Center, makes treacle out of 9/11. That’s a misreading. The movie is not about Sept. 11. The movie is a myth, and, like all myths, it requires magic. Let me be clear: I am not saying 9/11 is a myth in a conspiracy-theorist kind of way. I am not saying that Sept. 11 somehow didn’t happen. But the terrorists attacks have become part of our national mythology in the sense that they have seeped into the bones of what it means to be an American. Since that day, we have become a different people. That’s echoed in the film through Oskar, who so longs for his father’s death to have a reason and a purpose. There are coincidences that, yes, would never happen. But if people were willing to accept that coincidence is part of this archetype, they’d see a story of a boy searching a cruel world for logic and instead finding magic, and they’d find the magic, too.

The plane won’t make it, leaving Ottway and six others marooned in the middle of a blank, icy wasteland with subzero winds, punishing snowstorms and packs of hungry wolves all howling for human flesh. Such pure, elemental motivations and obstacles could easily provide the makings of a brutish but viscerally effective B-movie, but Car-

nahan — whose past macho efforts span the spectrum from the highly regarded “Narc” to the execrable “A-Team” — aspires to something more in “The Grey,” and he largely achieves it. He expertly exploits Neeson’s ineffable combination of imposing physical strength and sensitivity, and he surrounds his leading man with a terrific ensemble of character players, including Dermot Mulroney, Dallas Roberts, Joe Anderson and Frank Grillo, who as the hothead Diaz, owns some of the

At its core, of course, “The Grey” is all about those wolves, whose glowing nighttime eyes and huge, hulking forms occasionally make them seem as if they’re being played by refugees from the “Twilight” movies. Even with its requisite amount of hokum, though, “The Grey” executes its battle of the alpha males with toughness, efficiency and even artistry, as Ottway’s long, unspeakably difficult slog reaches a conclusion that is anything but foregone. J^[ Bkh[ E\ 9bWii_Y HecWdY[ <_bc H[l_[m Given that “Young Goethe in Love” is loosely based on Johann Wolfgang von Goethe’s 18th-century novel “The Sorrows of Young Werther,” a more appropriate title may have simply been “Young Love.” As in the kind of love that makes birdbrained fools of first-timers, even if the amorous amateur in question has something brilliant in his future. But Philipp Stoelzl’s German-language film is much more about esprit than history. To its credit, “Young Goethe” announces its intentions during the opening sequence. Giddy, playful classical music lilts as Johann (Alexander Fehling) bumbles his way through a failed dissertation. He gets further sidetracked by Lotte Buff (Miriam Stein), who, with an unruly personality and a love for the arts, is Johann’s perfectly quirky match. If only her father hadn’t promised her hand to another. Oh, the agony! It would all be too trite to bear if the story weren’t so well paced and the two leads so darn adorable. <_bc H[l_[m “Albert Nobbs” began as a short story and then as a play, and it’s in those contexts that it is best appreciated. A delicate, closely observed chamber piece, this affecting portrait of longing, lying and leading double lives in 19th-century Ireland sneaks up on the audience with the quiet discretion of the enigmatic protagonist at its center. And, like him, it contains multitudes beneath its prim surface. “Him?” you ask. Albert Nobbs is, after all, played by Glenn Close, who earlier this week received an Oscar nomination for her portrayal of the character we first meet as a meek, impeccably groomed butler at Morrison’s, a modest but respectable hotel in Dublin. Nobbs has worked there for nearly 20 years, during which time the staff and guests have come to think they know him simply as a reserved keeper of secrets.

That tough-as-nails police negotiator is played by Elizabeth Banks in what’s supposed to be a hungover state, the first of a series of whoppers that get bigger and dumber as the tick-tock progresses. Leth never chooses craft or subtlety when obviousness works just as easily. So the stolen jewel that figures prominently looks like it came from the Acme Diamond Co. “Man on a Ledge” has its diverting moments, but by the time it has reached its too-pat final twist, it turns out to be a title desperately in search of a movie. THE ARTIST (PG-13, 100 minutes) Capping off a year of movies dedicated to high-style nostalgia, “The Artist” arrives like the last, lightest profiterole on the croquembouche. “The Artist” opens in 1927, when the dapper Errol Flynn-esque film star George Valentin (Jean Dujardin) rules Hollywoodland as its reigning star, his million-dollar grin coming as easily as the waves of applause that predictably greet every one of his new pictures. When George crosses paths with an eager newcomer named Peppy Miller (Berenice Bejo), he’s cast in the role of mentor (and maybe more); but when talking pictures become the order of the day, she quickly begins an ascent up stardom’s ladder, while George’s fortunes begin their inevitable slide. A.H. CONTRABAND (R, 109 minutes) When we first meet Chris Farraday (Mark Wahlberg), he has left the smuggling game to raise a family and build a legitimate business in suburban New Orleans. But when his wife’s younger brother, Andy, winds up in hock to a volatile drug dealer (Giovanni Ribisi), Chris is forced to take up his old ways to pay off the debt and to keep Andy from being shot in the head. Playing against type, Ribisi makes for a compelling, and frighteningly unhinged, villain. Briggs also threatens Chris’ wife and his two young sons. A quick plan is thrown together to hop down to Panama on the next freighter and come back with a pile of counterfeit currency. But the plan spins rapidly, and bloodily, out of control. That said, “Contraband” delivers certain rewards, both expected and unexpected. M . O. THE DESCENDANTS (R, 115 minutes) George Clooney doesn’t put a foot wrong except on purpose in “The Descendants,” a pitch-perfect movie that threads a tiny needle between comedy and devastating drama. Clooney’s Matt King is the wealthy descendant of Hawaiian royalty, who, as the movie opens, is watching his wife, Elizabeth, lie comatose in a hospital bed after suffering a near-fatal boating accident. A distant husband and father, Matt must find a way to bond with his daughters, 10-year-old Scottie (Amara Miller) and 17-year-old Alex (Shailene Woodley). “The Descendants” is an ode to

A.H. EXTREMELY LOUD & INCREDIBLY CLOSE (PG-13, 129 minutes) There’s a fine line between precocious and insufferable, and it’s a line continually crossed by Stephen Daldry’s extremely

labored and incredibly crass adaptation of Jonathan Safran Foer’s novel. The story of how a young boy processes the trauma of his father’s death on Sept. 11, 2001, the film brazenly mines the imagery of that day to create a morbid pastiche of iconographic symbols. Oskar Schell narrates the story of how he lost his father on what he calls the Worst Day and how a key he left behind somehow figures into an imaginary game they used to play. Rather than the rigor and restraint that’s called for here, Daldry lays the sentiment and studied idiosyncrasies on with a trowel like a pastry-maker who can’t stop piling on the whipped cream. A.H. THE GIRL WITH THE DRAGON TATTOO (R, 158 minutes) Rooney Mara’s portrayal of punked-out cyber-genius Lisbeth Salander does much to advance the appeal of this spiky heroine, whose victimization at the hands of piggish men and her subsequent avenging fury have made her a feminist avatar for the WikiLeaks era. imum shock value. But for the most part, he plays down his stylistic signatures, allowing the performances to project the story’s most subtle meanings. A.H. H AY W I R E ( R , 10 5 m i n u t e s ) Mallory Kane joins Lisbeth Salander and Margaret Thatcher as the latest tough-girl movie heroine by leaving a trail of carnage, sulphur and various male body parts in her wake. Played by

real-life mixed martial arts champion Gina Carano, Mallory is a steely, smokyvoiced creation. It emerges that Mallory, a former Marine, has something to do with a Blackwater-esque private contractor and a black ops mission gone wonky. Carano’s not a great actress, but she doesn’t need to be in a movie that, as conceived by screenwriter Lem Dobbs, doesn’t get bogged down in psychology or human-

izing back stories. Instead, “Haywire” simply gives audiences what they came to see: bruising fight sequences set up and executed with economy, skill and one or two genuine jaw-dropping jolts. A.H. Church Choir has died, making the group’s chances for top prize at the National Joyful Noise Competition look bleak. To make matters worse, the choir finds itself divided when Vi Rose Hill (Queen Latifah) is chosen over the choir director’s widow, G.G. Sparrow (Dolly Parton), to helm the group. The movie revolves around keeping the faith through obstacle after obstacle, but the dramedy’s ultimate feel-good nature proves infectious, even for those of us whose weekend routine doesn’t include a trip to church.
