These sailors savor the cold Frostbite sailing clubs have attracted more interest this winter

REGION On any given winter weekend, visitors who peer across the frozen harbors of the Chesapeake Bay might think they are seeing a mirage. Beyond the ice around the water’s edge is a spectacle: people dressed for snow skiing, out on sailboats, whipping through steel-colored waves. They’re sailors racing in the Frostbite series, a niche sport that draws those who love sailing when conditions are frigid. The record cold this winter has not daunted these sailors. They’ve gone out even when ice is gathering around their docks — they simply use a motorboat to break the ice. So far in 2018, the Severn Sailing Association in Annapolis has canceled only one day of racing, when the Severn River was frozen from bank to bank. There are more than a dozen Frostbite fleets along the Eastern Seaboard, including several in the Chesapeake region. The fleets generally run from November through March.

In recent years, these fleets have attracted more sailors. The Severn Sailing Association, for example, has 68 registered Frostbite sailors this season, up from 45 or 50 in years past. Winter sailors need to take precautions. All sailors in the Severn Laser league are required to wear a wetsuit or dry suit. The Annapolis Yacht Club requires at least three sailors per boat for safety purposes. If one person goes overboard, there is a second to steer the boat, and another to help the sailor back in. Annapolis, a long line of Severn sailors wrapped in ski hats and brightly colored suits maneuvered their white triangular sails through a 5-knot wind to line up for the start. In the summer,

they’d be fighting with dozens of yachts and powerboaters. This day, the sailors had the Annapolis Harbor to themselves. After the sailing excursion, the sailors retreated to the shore and traded their wetsuits for sweaters ahead of the post-race ritual: fire and beer. TRANSPORTATION Seated before a panel of skeptical Virginia lawmakers in a General Assembly hearing room, Metro General Manager Paul Wiedefeld withstood a bipartisan barrage of objections to proposals to give his transit agency more money. It was hardly a surprise when Del. T. Scott Garrett, R-Lynchburg, questioned whether Metro was spending too much on overtime and pensions, and whether the union had too much power. The state GOP has historically been reluctant to pay for public transit, and Garrett’s constituents live more than 150 miles from the nearest Metro station. But Del. Mark D. Sickles, DFairfax, a strong Metro backer, also raised concerns. He said the plan proposed by just-departed governor Terry McAuliffe to supply Metro with an extra $150 million a year is unfair because Northern Virginia would bear the entire cost. Sickles and other Northern Virginia Democrats want the state to contribute, too. “Concern keeps growing whether the region as a whole can get its act together and get dedicated funding for Metro,” said G. Evan Pritchard, chairman of the Northern Virginia Transportation Alliance.

Metro hopes a dedicated funding source can help save it from constant service problems, but getting lawmakers on board has proven difficult.

Despite the worries, however, many lawmakers said now is the time to make the push. Veteran politicians in Richmond and Annapolis note it is the first time in memory that both political parties are taking seriously the need to provide financial support for the transit system. Top Virginia Republicans and Maryland Gov. Larry Hogan, R, have said they are open to providing more state money to Metro, as long as certain conditions are met. “There’s a lot of positive momentum, and we just have to keep it going,” said Maryland Del. Marc A. Korman, D-Montgomery, sponsor of a Metro funding bill in Annapolis. The prospects have improved mainly because of recognition both that Metro has been underfunded and that it is critical to the

economies of Northern Virginia and the Maryland suburbs. In addition, the Metro campaign has benefited from the region’s desire to enhance its chances of persuading Amazon to place its second headquarters and 50,000 jobs in the area. Amazon has said it wants a site close to good public transit, and its shortlist of 20 potential locations includes three in the D.C. region. “It’s just common sense that [Amazon] has put some urgency on it,” Hogan spokesman Doug Mayer said. While Hogan was focused on Metro even before Montgomery made the shortlist, Mayer said, the $2 billion in unspecified transportation improvements that the governor has promised to help lure Amazon “will have a lot to do with Metro.” ROBERT McCARTNEY (THE WASHINGTON POST)

A glitch in D.C. Superior Court’s internal jury system resulted in the court failing to mail out jury duty notices to thousands of D.C. residents, forcing officials to frantically email summonses late last week, just days before the trials were scheduled to start. Court officials confirmed over the weekend that the computer problem occurred around Christmas. Due to the error, court officials realized they had no jurors available for trials for the next two weeks and quickly sent out 2,330 emails alerting people they had been picked for jury duty beginning today. Court spokeswoman Leah Gurowitz said prospective jurors who alert the court they are unable to serve the next two weeks can request a deferral to a later date. (TWP)

Charles County, Md., police: Man kills wife and himself Saturday after receiving a protective order

The appointment of a veteran commander to the Baltimore Police Department’s top post has revived questions about deadly shootings he was involved in 23 years ago. The Baltimore Sun reported that Darryl De Sousa was cleared of any wrongdoing in the 1995 officer-related shootings, which included the death of an 18-year-old bystander killed by a ricocheted bullet. Mayor Catherine Pugh said the 1995 shootings were “completely vetted.” She chose De Sousa as police commissioner earlier this month. (AP) SPRINGFIELD, VA.

Remains now thought to be from bear, not human Police said the partially decomposed body part found Jan. 20 in Virginia is likely a bear paw, and not a human foot, as initially declared. Fairfax County police said Thursday that a consultation with an anthropologist determined that the remains were likely of the ursine, not human, variety. Police: Man surrenders after 10-hour standoff A Northern Virginia man who barricaded himself inside a home for hours and threatened to shoot at police officers was arrested Sunday after a standoff in a residential neighborhood, authorities said. The roughly 10-hour standoff in Herndon concluded when Anthony Moaf surrendered to officers. Fairfax County Police said they spent the morning trying to persuade the 21-year-old to surrender; they eventually deployed a police robot and tear gas grenades. Police said he faces charges of reckless handling of a firearm. (AP)

NATIONAL SECURITY An interactive map that shows the whereabouts of people who use fitness devices such as Fitbit also reveals highly sensitive information about the location and activities of soldiers at U.S. military bases, in what appears to be a major security oversight. The Global Heat Map, published online by the GPS tracking company Strava, uses satellite information to map the location and movements of subscribers to the company’s fitness service over a two-year period, by illuminating areas of activity. Strava’s 27 million worldwide users include people who own widely available fitness devices such as Fitbit and Jawbone, as well as people who directly subscribe to its mobile phone application. The map shows a pattern of accumulated activity between 2015 and September of last year. Most parts of the U.S. and Europe show up on the map as a blaze of light. In war zones and deserts such as Iraq and Syria, the heat map becomes dark — except for few pinpricks of activity. Zooming in on those brings into focus the locations and outlines of known U.S. military bases, as well as of other unknown and potentially sensitive sites — presumably because U.S. soldiers

are using fitness trackers. Air Force Col. John Thomas said Sunday the U.S. military is looking into the implications of the map. The U.S. military did not respond to a question about what the regulations are regarding use of fitness tracking apps. But the Pentagon has encouraged the use of Fitbits in the military and in 2013 distributed 2,500 of them. The Global Heat Map was posted online in November 2017, but the information it contains was only publicized on Saturday after Nathan Ruser, a 20-year-old Australian student, stumbled across it. “I wondered, does it show U.S. soldiers?” he said, and zoomed in on Syria. “It sort of lit up like a Christmas tree.”

The data also offers a mine of information to anyone who wanted to attack or ambush U.S. troops in or around the bases, said Tobias Schneider, an international security analyst based in Germany. Lines of activity extending out of bases and back may indicate the routes of patrols. The map of Afghanistan appears as a spiderweb of lines connecting bases, showing supply routes, as does northeast Syria, where the U.S. maintains a network of unpublicized bases. Concentrations of light inside a base may indicate where troops live, eat or work. “This is a clear security threat,” Schneider said. “You can see a pattern of life.” LIZ SLY (THE WASHINGTON POST)

Ingvar Kamprad, the Ikea founder who turned a small mail-order business into a global furniture empire, died Saturday at 91 at his home in Sweden. Kamprad’s work ethic, frugality and down-toearth style remain at the core of Ikea’s identity. But Kamprad’s missteps in life, including early flirtations with Nazism, never rubbed off on Ikea, one of the world’s most recognizable brands. Kamprad founded the company at 17 and became one of the world’s richest men. He formed Ikea’s name from his initials and the first letters of the family farm (Elmtaryd) and the parish (Agunnaryd) where it’s located. It’s in the heart of Smaland, a forested province whose people are known in Sweden for their thrift and ingenuity. Kamprad had both. (AP)

The number of pounds of Mardi Gras beads that cleaning crews in New Orleans sucked from storm drains along a five-block stretch of St. Charles Avenue, a Mardi Gras parade route, during a fourmonth emergency program. The Public Works Department said it had cleaned 15,000 catch basins as of Wednesday, nearly a fourth of the city’s 68,000, removing 7.2 million pounds of debris. It’s part of a $22 million contract to improve the city drainage system in response to flooding. The timing is important: Mardi Gras will be in full swing Feb. 9-13. Hold tight or splurge? With the market booming, some people are tapping into their retirement accounts FINANCE The remarkable stock market rally of 2017 — in which the Standard & Poor’s 500-stock index shot up 22 percent and the Dow Jones industrial average 25 percent — has boosted the nation’s retirement accounts to record heights, making the painful 20082009 stock market crash feel like ancient history. And that fervor has not faded with the new year. That feeling of optimism could spread as more Americans receive their year-end retirement account statements this month, providing concrete evidence of newfound paper wealth. Some are so confident that they are taking money out — despite it being taxed and potentially hit by an early-withdrawal penalty — assuming it will be replaced as markets continue to surge upward. “I’ve seen more money requests for extraneous items in the last six weeks than I have in the last five years,” said Jamie Cox of Richmond-based Harris Financial Group, which manages $500 million in savings for about 800 middle-class families. “There’s a lot of people that

are feeling comfortable spending their retirement money right now,” Cox said. Cox said he is seeing more people take larger withdrawals, of $20,000 to $40,000, to fund dream vacations or home improvements. The average annual return for a 401(k) hit 15.7 percent by the third quarter of 2017, according to Fidelity. And for most Americans, it’s these retirement accounts — 401(k), 403(b), SEP and IRA — that provide the closest evidence of a revving stock market. Retirement assets — including annuity reserves, pensions and defined contribution plans such as 401(k)s and IRAs — exploded in the U.S. from $11.6 trillion in 2000 to $27.2 trillion as of Sept. 30, 2017, according to the Investment Company Institute, which represents the mutual fund industry. Kelly Shue, a finance professor at the Yale School of Management, said the wealth effect tends to change the way people invest and consume. “Stock market booms make people more tolerant of risk,” she said. “They tend to increase their consumption. We know people spend more when they are

POLITICS President Trump has pushed back against reports that he ordered White House lawyer Don McGahn to fire special counsel Robert Mueller in June. The reports, which Trump called “fake news,” said the president backed off his attempt to fire the man who is investigating him, his election campaign’s Russian contacts and his firings of FBI Director James Comey and national security adviser Michael Flynn — but only after McGahn refused to relay his directive to the Justice Department and threatened to quit if Trump pressed the issue. But would such a presidential order be an illegal attempt to interfere with the investigation? Jacob Frenkel, a defense lawyer and former prosecutor, said defense lawyers would argue that the conversation with McGahn “was an expression of frustration and irritation, not an intended personnel action.” Frenkel said a statement alone, without follow-up action, is open to varied explanations and allows for reasonable doubt as to intent. “It may not be the conclusion that people want ... but sitting back and looking at it objectively, the fact that there was no firing means there was no obstruction,” Frenkel said. That said, this latest revelation isn’t the only presidential action that could be seen as an attempt to interfere with an investigation. Another is Comey’s firing as FBI director in May. KABUL, AFGHANISTAN Afghan authorities raised the death toll from Saturday’s suicide bombing in Kabul to 103, as hundreds of people gathered Sunday for funerals or awaited word of loved ones outside hospitals and morgues. The attacker raced an explosive-filled ambulance through a security checkpoint by saying he was transferring a patient. The explosion damaged or destroyed dozens of shops and vehicles. Interior Minister Wais Ahmad Barmak provided the updated death toll on Sunday, saying another 235 people were wounded in the attack. He said police were among those killed and wounded. He said there was a second ambulance that accompanied the first and also made it past the checkpoint, before it turned around and left the area, indicating some of the attackers escaped. The Taliban claimed the attack, dealing a major blow to the U.S.-backed Afghan government. Afghan security forces have struggled to combat the Taliban since the U.S. and NATO

‘Ugly’ wins count: Virginia is capable of capturing a title What we know now, for sure, is what we might have suspected before tipoff Saturday in Durham, N.C. There are no limits to what the men’s basketball team from Virginia can accomplish this spring. The last time Virginia won at Cameron Indoor Stadium, none of the current Cavs had been born. Coach Tony Bennett was finishing out a brief career as an NBA guard. That was 1995. On Saturday, Virginia came to Duke with a better record (19-1 vs. 18-2) and a higher ranking (second vs. fourth) and still was an underdog. Then the Cavaliers won 65-63. If a team can win at this place against this team, it can win on any court against anybody — in any month, be it March or (yikes) April. This was not a win at Georgia Tech or Wake Forest. Duke is packed with lottery-style talent. “My guys played their hearts out,” Duke coach Mike Krzyzewski said.

And Virginia still won. So we can — and should — chalk this up to Bennett’s coaching, because in preparation, in execution, in in-game adjustments, he is a star. He has a habit, whether it’s on a made bucket or a missed shot, to point to the defensive end of the court, to make sure his team gets back. That is his team’s way of life, its oxygen. Duke scored 91.7 points per game, best in the country, before facing Virginia. And yet Saturday at halftime, the Blue Devils had just 22 points, had committed eight turnovers, had clanked all seven of their 3s. “We weren’t perfect defensively,” Bennett said, and he’s right. But that gives you a sense of what his standards are. About talent: Duke, by this point in the program’s arc, is the same as Kentucky. Players come for a couple of semesters, then depart for the NBA. Other than senior Grayson Allen, only three Duke minutes Saturday went to non-freshmen. Another similar (better?) class will roll in next year.

“We’re talented, too,” Virginia senior Devon Hall said with an edge. Because the Cavaliers are so disciplined — they turned the ball over just five times — and because they are defined by defense, it’s easy to dismiss them as a product of Bennett’s system. That has to be true, to an extent. But stop telling them they win because of how they’re coached, not who they are. Athletic director Mark Hollis announced his retirement from Michigan State on Friday as the university came under fire for employing Larry Nassar while the former sports doctor molested gymnasts. Shortly after Hollis’ statement, ESPN published a report detailing a pattern of MSU denying and suppressing claims of sexual misconduct by athletes. ESPN reported that two of coach Tom Izzo’s basketball players were never reprimanded after a student told Hollis that the players, along with a student assistant coach, raped her in 2010. ‘Waco’ takes on the facts vs. the fiction TV “Some tragedies, some huge media events, have a long, strange afterlife.” This is what Washington Post reporter Sue Anne Pressley observed about the April 19, 1993, fire that killed more than 70 people at the Mount Carmel compound near Waco, Texas. Law enforcement officials believed the Branch Davidian cult, led by self-proclaimed second “messiah” David Koresh, had been stockpiling weapons for malicious reasons, and a raid that February left six of his followers and four ATF agents dead. The ensuing 51-day standoff came to a fiery end after the FBI pumped military-grade tear gas into the building. Pressley’s words ring true. Twenty-five years after the calamity, brothers John Erick Dowdle and Drew Dowdle are determined to show that the Branch Davidians were simply “misunderstood.” The brothers’ six-part miniseries “Waco”

(premiering 10 p.m. Wednesday on the Paramount Network) toggles between the compound and law enforcement in an attempt, they insist, to tell the story fairly. “Who were these people?” Drew asks about the Branch Davidians. “We all had the impression that they were brainwashed and blindly following this maniacal cult leader with no independent thought of their own. In our experience meeting Thibodeau and Martin, it couldn’t be farther from the truth.” David Thibodeau and Sheila Martin were two of nine Branch Davidians who survived the fire. Thibodeau, played in the series by Rory Culkin, wrote one of two biographies on which the series is based. (The other was written by Gary Noesner, an FBI negotiator portrayed by Michael Shannon.) Branch Davidians saw Koresh, played by Taylor Kitsch, as a “very intellectual, biblical savant,” if manipulative, Drew says. “Koresh was definitely an imperfect person,” John adds. “But what makes him tick? He was an abused child — his mom was 14 when she had him — yet he created this bizarre world

Netflix’s 10-episode sci-fi series, based on Richard Morgan’s 2002 novel, is set far in the future during a time when humans’ minds can be digitally downloaded into different bodies.

KFC gives Reba McEntire a thing to do

Cool dad left branding to the millennial Jon Bon Jovi is launching a rosé wine with his 22-year-old son, Jesse Bongiovi, and the French winemaker Gerard Bertrand. The premium label, Diving Into Hampton Water, is expected to hit shelves this spring. Bon Jovi said in a release that his family loves rosé, and that he had originally dubbed their wine “pink juice” before Bongiovi and his friend coined the name “Hampton Water.” (EXPRESS)

KFC announced late last week that it has picked singer Reba McEntire to play the founder of the fried chicken chain, the first female celebrity in the role. In commercials starting this week, McEntire dons the Colonel’s famous white suit and black tie, but with a twist. McEntire’s outfit has fringe on the back, and a glittery shine, giving the getup “a little bit of the country music flair,” she told The Associated Press. McEntire will sing on stage as the Colonel, with a white wig and white facial hair. McEntire was approached in December about taking on the role. “I said, ‘Holy smokes!’ ” McEntire said. “KFC has been a part of my life forever.” (AP)
