When a World War II-era hand grenade came to a Taco Bell, everyone else had to leave. Ocala, Fla., police said on Facebook that a treasure hunter found the grenade Saturday in Ocklawaha. The man put it in his trunk and drove to the Taco Bell in Ocala, where he called authorities to report finding the small explosive device. The restaurant was evacuated, and a bomb squad was dispatched to remove the grenade. (AP)
A man in Houston was woken up over the weekend by unusual noises coming from outside his house, KTRK-TV reported Sunday. When he went to see what was happening, he discovered a group of raccoons throwing a party in his pool. Video shows the raccoons swimming, splashing and chasing each other through the water. The late-night bash was broken up by the family dog, whose barking scared off the revelers. (EXPRESS)
A snake catcher in Australia was called to a family’s home to remove a large python from their shower, UPI reported Monday. In video of the incident, Luke Huntley of Snake Catcher Noosa stands in front of a terrifyingly large snake crawling up the glass wall of the shower. Huntley said the recent severe heat wave in Australia has led snakes to try to find shelter in cool, wet areas — like people’s showers. (EXPRESS)

Government shutdown stymies the release of new local brews
DRINKING Chris Burns thought he had escaped the uncertainty of working for the federal government when he left his IT contracting job five years ago to open Old Ox Brewery in Ashburn, Va. But even with the government shutdown over for now, he cannot widely distribute two new beers and had to cancel the release of a third. “It’s been real,” Burns said about the consequences of the 35-day shutdown. During the closure, the Alcohol and Tobacco Tax and Trade Bureau within the Treasury Department stopped approving new labels, hamstringing businesses that consistently churn out new products. Craft brewers lost revenue during the shutdown, and they will continue to lose money while waiting for the backlog to clear. Wineries and small-batch distilleries don’t face the same
conundrum because their products take longer to produce and are not released as often. Last year, the federal government received 192,000 applications for new lines of wine, spirits and beer, including more than 34,000 for beer, according to the Brewers Association, a trade group based in Boulder, Colo. At that rate, it’s possible that thousands of beer labels are awaiting review. Among them is the Precious One, an apricot IPA produced by Atlas Brew Works in D.C.’s Ivy City neighborhood, said founder and chief executive Justin Cox. There’s a limit on how long the brewery can sell kegs of the seasonal beer and, without federal label approval, he can’t distribute it in Maryland, Virginia or Tennessee. Cox filed suit on Jan. 15 against the federal government in U.S. District Court for the District of Columbia. He argued that he could not exercise his right to free speech because labels are how Atlas communicates with its customers. He sought a judge’s

approval to distribute beer outside the District without label approval and was still awaiting a decision as of Friday afternoon.
Burns was also in limbo waiting for approval for wider distribution of Old Ox Brewery’s Goal Crusher IPA and War Wagon Kolsch. Burns’ family, which owns the brewery, recently purchased a new building in Middleburg, Va. It needs a permit from the federal government to open. They could lose $40,000 to $75,000 for every month it languishes. “I hope both political parties have seen how bad this has been for our region and our country,” Burns said, “and will work together to pass legislation that will prevent the threat of government shutdown from being used as a political bargaining chip.” JENNA PORTNOY (THE WASHINGTON POST)

Beware Md.’s port-a-potty speed camera Drivers in the Washington region have become accustomed to speed and red-light cameras. But a new speed camera keeping tabs on drivers on Interstate 270 in Germantown, Md., from behind a roadside port-a-potty has some crying foul. One motorist called it “sneaky,” while another reported seeing a series of flashes as he approached the port-apotty. A spokesman for the Maryland State Highway Administration said the setup is aimed at slowing down drivers near a work zone — and is not about “trickery.” (TWP)

A model of bipartisanship? MARYLAND Maryland Gov. Larry Hogan, R, is touting his dealings with Democratic lawmakers as a model of bipartisanship, drawing a national spotlight and accolades from Republican dissenters who are seeking a less polarizing alternative to President Trump. The governor, who is consulting with aides and national GOP critics of Trump about whether to pursue a White House bid, said at his inauguration this month that he and state Democrats have “put problem-solving ahead of partisanship and compromise ahead of conflict.” But Hogan’s first-term record includes cross-party nastiness as well as collaboration. At times, he forged compromise with lawmakers on major issues. In other moments, he was disengaged. He called political opponents “thugs,” barred critics from his Facebook page and sometimes took credit for Democratic legislation he had initially opposed. Leading Democrats in Annapolis say the governor was easier to work with in the second half of his term, an evolution that could reflect the divisiveness in Washington or his gubernatorial re-election campaign. “The first two years of the term were more confrontational and hostile,” said state Sen. Bill Ferguson, D-Baltimore City.
MICHAEL ROBINSON CHAVEZ (THE WASHINGTON POST)
Hogan stresses deals with Dems as he mulls a run against Trump
Maryland Gov. Larry Hogan has touted his bipartisan approach ahead of a possible White House run.
“After the 2016 election and the rise of the Trump administration, I suspect the Hogan administration took a hard look at how the next two years would function. … I commend him for adjusting his approach.” Hogan spokeswoman Amelia Chasse said the governor “has worked in a bipartisan manner to deliver real, common-sense
solutions that have changed Maryland for the better.” “We don’t engage and fight on every one of the thousands of bills proposed each session,” Chasse said in a written statement. “We let the legislature do their jobs and develop policy through a democratic process, and the governor does his job as the chief executive of the state.”
Those close to Hogan say he is unlikely to run for president in 2020 unless Trump is severely weakened or decides not to seek a second term. But Hogan has made clear he wants to be part of the national conversation, denouncing the government shutdown as a failure on the part of both Trump and congressional leaders. He says he could help the country return to “something better and more noble than the politics of today.” He plans to meet soon with commentator Bill Kristol and strategist Sarah Longwell, both leading anti-Trump Republicans, Chasse said. Kristol has been meeting with Republican donors and potential candidates, showing them polling that suggests Trump may be vulnerable to a primary challenge, despite his high approval ratings among GOP voters. “A fair number of those approvers are not on board for re-electing Trump, necessarily,” Kristol said. “When you say to them, ‘Going forward, do you think Trump is the right guy to win in 2020?’ they get more nervous.” In a recent interview with The Post, Hogan said he was focused on Maryland and “being a bigger part of the discussion.” But he did not rule out a presidential run. “I don’t think you can ever rule anything out,” he said. “We don’t know what’s going to happen over the next year, or two, or six years.” OVETTA WIGGINS AND ARELIS R. HERNANDEZ (THE WASHINGTON POST)

Snow could snarl evening rush hour
As an arctic cold front sweeps through the region, rain will change to snow this afternoon and evening as temperatures steadily fall toward the freezing mark. Snow could reduce visibility and put down a slushy accumulation during the afternoon and evening commute. The National Weather Service issued a special statement Monday that warned of “rapidly deteriorating driving conditions” this evening. “Plan ahead by allowing for extra travel time, and consider using public transportation and telework options,” it advised. Concrete firm to pay $1M to settle Metro lawsuit A concrete company is paying $1 million to settle a whistleblower suit alleging it falsified test data on materials used in Metro’s multibillion-dollar Silver Line expansion. Federal prosecutors in Alexandria announced the civil settlement Monday with Universal Concrete Products of Stowe, Pa. The lawsuit alleged the company falsified records when tests showed that the concrete’s air content would make it more likely to crack. Metro officials say they will have to put a special coating on the concrete to keep it from cracking. The settlement includes no admission of wrongdoing, but a company manager has pleaded guilty in a related criminal case. (AP) PRINCE GEORGE’S COUNTY

Thousands on Monday rally at state Capitol for better pay, conditions RICHMOND Virginia teachers demanded higher pay and better working conditions during a rally Monday at the state Capitol, as educators look to match the success of similar teacher protests movements around the country. Thousands of teachers and
supporters from around the state urged state lawmakers to make education spending a higher priority or risk losing their seats in elections later this year. Teachers said that years of stagnant pay, overcrowded classrooms and inadequate supplies have led to a breaking point. “There comes a time when people scream at the top of their lungs: I have had enough,” said Richmond teacher Rodney Robinson, Virginia’s 2019 teacher of

Lawmakers in both chambers will present their budgets in coming days. Virginia ranks 34th in average teacher pay, according to a 2018 report by the National Education Association. The state’s share of education spending has dropped 9 percent, adjusted for inflation, since 2009, according to the Commonwealth Institute for Fiscal Analysis. D.C. grilled over opioid fight City officials criticized on efforts to address explosion in overdoses THE DISTRICT D.C. lawmakers, public health experts, doctors and addiction treatment providers forcefully criticized the city’s efforts to address an explosion in fatal opioid overdoses, saying at a D.C. Council hearing Monday that city officials failed to heed best practices and haven’t adequately fixed their strategy. The joint hearing by the
council’s health and judiciary committees served as a cathartic moment for advocates and medical professionals, who bemoaned what they described as years of missed opportunities to save lives. Early in the hearing, council member and judiciary committee chairman Charles Allen, D-Ward 6, encouraged witnesses to air their complaints. “There’s over 700 people who are dead, over the last four years, because of opioid overdoses,” Allen said. “I think we are being way too polite in our conversation.” It was not immediately clear
what new initiatives or legislation could emerge from the hearing, which touched on topics including the need for more street outreach to heroin users and the possibility of government-supervised sites where drug users can inject heroin Allen and health committee chairman Vincent Gray, D-Ward 7, called the hearing after the publication of a Washington Post series last month that disclosed widespread shortcomings in the District’s response to one of the nation’s most severe increases in fatal opioid overdoses. Singing and drumming on Metro, they chase their dreams of fame PERSPECTIVE The man in paint-splattered pants immediately looked up when he heard the click of drumsticks on a Red Line Metro train. A few feet in front of him, Tarron Stewart, 13, tapped out a beat on an empty 5-gallon bucket as his 12-year-old sister, Jourdan Jones, began rapping, then
singing. Together, they belted out lyrics from “Hotline Bling,” “You Are My Sunshine” and “My Girl,” splicing the songs together. When they finished, the man gave the siblings $5. “You guys are good,” he told them. “Y’all got talent.” Tarron was 8 years old and living with his family in Binghamton, N.Y., when he told his mom, Monia Stewart, that he and his sister wanted to sing on the subway trains in Manhattan. She was hesitant to let them

the siblings even when they weren’t performing. They appeared on MTV, and their Instagram following grew to more than 15,000 people. Then, this summer, the family decided to move to Washington and the siblings started performing on Metro. On one of their best days, a man handed them $200. On one of their worst, a man tried to take Tarron’s bucket. When people tell them, “You’re not going to make it,” Tarron said, he usually replies, “Chase your dreams.” Then he thinks of his own and where he and his sister want to be one day. “Our dream is to be worldwide performers,” Tarron said. Waking up to a crisis Brain researchers warn that lack of sleep is downright dangerous for your health HEALTH In the screen-lit bustle of modern life, sleep is expendable. There are TV shows to binge-watch, work emails to answer, social media posts to scroll through. We’ll catch up on shut-eye later, so the thinking goes — right after we click down one last digital rabbit hole. Brain research, which has pushed back hard against this nonchalant attitude, is now expanding rapidly. The growing consensus is that casual disregard for sleep is wrongheaded — even downright dangerous. Preschoolers who skip naps are worse at a memory game than those who snooze, even after the children “catch up” on sleep the next night. An alarming new line of research suggests poor sleep may increase the risk of Alzheimer’s, as even a single night of sleep deprivation boosts brain levels of the proteins that form toxic clumps in Alzheimer’s patients. And even modest sleep reductions are linked to increased feelings of social isolation and loneliness. “It used to be popular for people to say, ‘I’ll sleep when I’m
dead.’ The ironic thing is, not sleeping enough may get you there sooner,” said Daniel Buysse, a professor of sleep medicine at the University of Pittsburgh. The National Sleep Foundation will hold its first consumer expo in March with a wide range of offerings, including mattresses and sleep trackers — a visible sign of the burgeoning sleep industry. Meanwhile, a growing number of scientists are bringing evangelical zeal to the message that lack of sleep is an escalating public health crisis that deserves as much attention as the obesity epidemic. “We’re competing against moneyed interests, with technology and gaming and all that. It’s so addictive and so hard to compete with,” said Orfeu Buxton, a sleep researcher at Penn State University. “We’ve had this natural experiment with the internet that swamped everything else.” Sleep problems have long been recognized as a symptom of psychiatric and neurological disorders, including depression and Alzheimer’s. But increasingly, researchers are exploring the two-way street between
Down an hour’s sleep The sleep research community, formerly balkanized into separate sleep disorders, has begun to coalesce around the concept of “sleep health” — which for most adults means getting at least seven hours a night. But time in the sack has been steadily decreasing. In 1942, a Gallup poll found that adults slept an average of 7.9 hours per night. In 2013, the average adult had sheared more than an hour off that number. In 2016, the Centers for Disease Control and Prevention reported that a third of adults fail to get the recommended seven hours. (TWP)
disrupted sleep and disease. Insomnia, for example, is both a risk factor for depression and a complaint of people with depression. Studies have also linked pain to poor sleep, showing that older people with sleep problems are more likely to develop pain, and vice versa. “A lot of medical approaches have ignored sleep,” said Ken Paller, a cognitive neuroscientist at Northwestern University.
U.N. human rights envoy arrives in Turkey to investigate Khashoggi killing
“People think about [poor sleep] as one of the complaints someone with depression or other disorders might have, rather than a critical part of the whole etiology of the disease, which is a new idea.” There is growing interest in sleep outside the lab, too. At the massive annual CES electronics show in Las Vegas, sleep-tech products got their own marketplace in 2017. The National Sleep Foundation show in Houston this March will host 200 brands and companies and is expected to draw 10,000 consumers. While interest in sleep is soaring, many sleep researchers worry that the risks of too little sleep still are not taken seriously. Doctors routinely measure blood pressure and weight, they say, but many never ask patients how they are sleeping. “You had a lecture at school that was about safe sex, drinking, drugs,” said Matthew Walker, a psychology professor at the University of California at Berkeley. “Why didn’t anybody come in and tell you about sleep?” CAROLYN Y. JOHNSON (THE WASHINGTON POST)

Mueller probe ‘close’ to end, acting AG says POLITICS The head of the Justice Department said Monday that special counsel Robert Mueller’s Russia investigation is nearing an end — the first official acknowledgment that the probe that has ensnared President Trump may soon conclude. Acting attorney general Matthew Whitaker, above, made the comment during a news conference about indictments stemming from a Chinese technology firm. Asked his view of the Mueller probe, given critical comments he had made while working as a television pundit before he started working at the Justice Department, Whitaker said that those statements were offered while he was a private citizen. “I have been fully briefed on the investigation and I look forward to Director Mueller delivering the final report,” said Whitaker. “I am comfortable that the decisions that were made are going to be reviewed. . . . Right now, you know, the investigation is, I think, close to being completed.” Whitaker’s remarks were brief, but represent the most extensive comments on the subject by any senior law enforcement official in recent months. They also come just days after Mueller’s office unveiled an indictment of Roger Stone, a longtime friend of President Trump. Stone was charged with false statements, obstruction and witness tampering. DEVLIN BARRETT (TWP)

U.S. warns EU against evading Iran sanctions FOREIGN AFFAIRS The Trump administration is closely eyeing efforts in Europe to set up an alternative money payment channel to ease doing business with Iran and avoid running afoul of sanctions the U.S. has levied on the country. The White House is putting the Europeans on notice, saying that if they try to do an end run around U.S. sanctions on Iran, they will be subject to stiff fines and penalties. Unfazed, the European Union is marching forward with the plan, which, if implemented, could further
strain trans-Atlantic relations. The EU was on the verge of setting up the alternative channel to send money to Iran that would sidestep U.S. sanctions on Tehran, German Foreign Minister Heiko Maas said Monday, adding that Germany had been working on it in recent months with Britain, France and other EU partners. The EU has struggled to keep alive the Iran nuclear deal since President Trump pulled out of it last year. The bloc has introduced measures to stop European companies from complying with the

The percentage that unprovoked shark bites declined globally in 2018 compared to the previous year, according to the University of Florida’s International Shark Attack File. Researchers on Monday said 66 bites were documented in 2018, compared to 88 in 2017. The five-year average was 84. Thirty-two bites happened in U.S. waters. Four of last year’s bites were fatal, roughly in keeping with the average of six deaths worldwide each year. It’s unknown whether the drop can be attributed to people heeding safety warnings or to declining shark populations. (AP)

CBO: Shutdown to cause $3B hit to U.S. economy GOVERNMENT The federal government shutdown will cause slight permanent harm to the economy — about $3 billion — according to a report released Monday by the Congressional Budget Office. The five-week shutdown has slowed growth in the near term, but most of the lost growth “will eventually be recovered,” the report said. The CBO predicted that just $3 billion in lost gross domestic product will be permanently lost, a modest figure in a $20 trillionplus economy. By year’s end, GDP would be just 0.02 smaller because of the shutdown, the CBO said. Most of the 800,000 furloughed federal workers have returned to their jobs. “The shutdown dampened economic activity mainly because of the loss of furloughed federal workers’ contribution to [gross domestic product], the delay in federal spending on goods and services, and the reduction in aggregate demand,” the report said. More broadly, the report estimated a drop in GDP growth to 2.3 percent this year as the effects of President Trump’s tax cut on business investment begin to drop off. It also said the U.S. budget deficit will increase by $118 billion to hit $897 billion this year. In addition, unemployment will fall to 3.5 percent in the second half of the year, its lowest point since the 1960s, the report said. (AP)

U.S. charges Huawei and top executive with fraud
U.S. announces sanctions on Venezuela’s oil company
Dangerous cold coming to central U.S., Midwest
The Justice Department announced criminal charges Monday against Huawei Technologies Co., the world’s largest communications equipment manufacturer, and one of its top executives — a move likely to intensify trade tensions between the U.S. and China. A 13-count indictment filed in New York City against Huawei, two of its affiliated firms, and its chief financial officer, Meng Wanzhou, accuses Huawei and an affiliate of bank fraud and wire fraud. The company is also charged with violating U.S. sanctions on Iran. Canadian officials arrested Meng on a U.S. warrant Dec. 1. (THE WASHINGTON POST)
The Trump administration imposed sanctions Monday on the stateowned oil company of Venezuela. The potentially critical economic move was aimed at increasing pressure on President Nicolas Maduro to cede power. U.S. national security adviser John Bolton said he expects Monday’s actions against Petroleos De Venezuela S.A. to result in more than $11 billion in lost export proceeds over the next year. The move follows the unusual decision by the U.S. and other nations last week to recognize the opposition leader of the National Assembly, Juan Guaido, as the interim president of Venezuela. (AP)
Heavy snow and powerful winds created blizzard-like conditions Monday across parts of the Midwest, prompting officials to cancel about 1,000 flights at Chicago’s airports and close hundreds of schools. Forecasters also warned of plummeting temperatures over the next few days. Wind chills in northern Illinois could fall to negative 55 degrees Wednesday, which the National Weather Service called “possibly life threatening.” Cold weather advisories are in effect across a broad swath of the central U.S., from North Dakota to Missouri and spanning into Ohio. Contract workers in limbo
Trump: Odds of OK’ing wall deal less than 50-50
End of shutdown leaves employees in government support roles hanging ECONOMY Federal employees are turning on office lights and computers and reopening national parks and museums for the first time in weeks, but others employed by government contractors face still more uncertainty over when they’ll resume work or whether they’ll ever be paid for time lost to the stalemate over President Trump’s border wall. For the hundreds of thousands of people who work for private companies that support government, the future will be decided in part by how quickly federal agencies get running after the record 35-day shutdown, the fine print of contracts and the kindness of strangers. Michelle Oler of St. Louis resorted to online fundraising to pay bills while sidelined from her contracting job processing rural development claims for the Agriculture Department, and she’s still unsure when she’ll resume work or receive money to compensate for missed paychecks. “The estimate of what I’ve lost
financially due to the shutdown is upwards of $3,500. The anxiety, sleeplessness and depression make it feel like much more,” Oler said. Her GoFundMe page has brought in only $50 so far. Kevin Doyle, a father of three, estimated he’s out around $5,000 from his contracting job as an encryption specialist at Laughlin Air Force Base, Texas. He said he didn’t sleep and lost weight during the shutdown as stress and bills piled up. Doyle returned to work Monday, but he starts a new job Friday with another company he hopes will be more stable in case talks fail over Trump’s demand for money for a wall and another shutdown begins next month. “We were scraping pennies and nickels together one day to get the baby a Happy Meal,” said Doyle, 40. “It’s just that bad.” The partial government shutdown ended when Trump backed off his demand that Congress commit $5.7 billion for a U.S.Mexico border wall before federal agencies could resume work. or parts of multiple federal agencies were affected, with some employees furloughed and others forced to work without pay. The 800,000 federal workers who were affected will receive back pay, but contractors don’t have the same guarantee. Jack Lyons, who was furloughed from his contract job providing technical support at NASA’s Marshall Space Flight Center in Alabama, didn’t miss a paycheck during the shutdown. “I was one of the lucky ones,” he said. But Lyons wondered Sunday what would happen upon his return to work Monday. “I’ll walk in, wipe the dust off the desk a nd see how
management decides to catch up on what we missed,” he said. NASA told workers in a message on its website to be patient with laptops, desktop computers and smartphones that hadn’t been maintained or updated since the shutdown began last month. Doyle said it could take his family a long time to dig out from under the shutdown’s effect. The mortgage and power bills are two months behind, Doyle said, and he doesn’t expect another paycheck before Feb. 28. Doyle’s wife can’t work because of a back injury, he said, and the family wasn’t eligible for food assistance because of past wages. A food bank was out of items when they got there, he said. POLITICS President Trump said Sunday the odds congressional negotiators will craft a deal to end his border wall standoff with Congress are “less than 50-50.” Trump told The Wall Street Journal he doesn’t think the negotiators will strike a deal that he’d accept. He pledged to build a wall anyway, using his executive powers to declare a national emergency if necessary. “I personally think it’s less than 50-50, but you have a lot of very good people on that board,” Trump said, referring to a bipartisan committee of House and Senate lawmakers that will consider border spending. House Minority Leader Kevin McCarthy, R-Calif., said Democrats have funded border barriers in the past and are refusing this time simply because Trump is asking for it. Rep. Hakeem Jeffries, D-N.Y., said his colleagues are looking for “evidence-based” legislation. “Shutdowns are not legitimate negotiating tactics,” he said. The spending bill Trump signed Friday to temporarily end the partial government shutdown funds the shuttered agencies only until Feb. 15. Is Trump prepared to shut down the government again in three weeks? “Yeah, I think he actually is,” acting White House chief of staff Mick Mulvaney said. Asked if he’d accept less than $5.7 billion to build the wall, Trump replied: “I doubt it.” DEB RIECHMANN (AP)

U.S., Taliban closer to peace Envoy and insurgents reach draft framework for Afghanistan deal
Pope discuses easing celibacy rules for priests AFGHAN PRESIDENTIAL PALACE VIA AP
KABUL, AFGHANISTAN Negotiators for the U.S. and the Taliban insurgents have reached “agreements in principle” on key issues for a peace deal that would end 17 years of war in Afghanistan, the top U.S. envoy said Monday. The statement by U.S. envoy Zalmay Khalilzad followed six days of talks last week with the Taliban in Qatar, where he urged the Islamic insurgent group to enter into direct negotiations with the government of Afghan President Ashraf Ghani. Ghani on Monday assured Afghans that their rights will not be compromised in the name of peace with the Taliban, who have been staging near-daily attacks against Afghan forces, causing scores of casualties every week. Khalilzad said in an interview with The New York Times that an agreement in principle was reached with the Taliban on the framework of a peace deal that still “has to be fleshed out.” The deal will see the insurgents commit to guaranteeing that Afghan territory is not used as a “platform for international terrorist

Brazilian firefighters and Israeli rescue workers moved over treacherous mud Monday, searching for survivors or bodies after a dam collapse in the southeastern state of Minas Gerais. been briefed on the talks and described them as encouraging, but he also said that the department has not been directed to prepare for a full withdrawal from Afghanistan. Ghani’s office said he and Khalilzad met late Sunday to discuss details from the talks. Ghani sought to assure Afghans on Monday that no deals would be made without Kabul’s awareness and full participation. “Our commitment is to provide
peace and to prevent any possible disaster,” Ghani said in an address to the nation. “There are values that are not disputable, such as national unity, national sovereignty and territorial integrity.” The Taliban have in the past refused to negotiate directly with Kabul. In Monday’s address, Ghani reiterated his call on the Taliban to engage “in direct talks with the Afghan government.” RAHIM FAIEZ (AP)

RELIGION Pope Francis is ruling out any lifting of the celibacy requirement for priests but says there’s reason to consider ordaining older, married men in remote communities where priests are in short supply. Francis on Sunday said he believes priestly celibacy is a gift for the Catholic Church and opposes a blanket change to make it optional. But he said “pastoral necessity” might justify alternative options in certain parts of the world. “I think the problem should be opened in this sense: Where there’s a pastoral problem because of a lack of priests,” he said. “I’m not saying it should be done, because I haven’t reflected or prayed enough about it. But theologians must study it.” Francis’ comments open the way for discussion about celibacy in the run-up to a big meeting of bishops from the Amazon at the Vatican in October. Brazil’s bishops have long pushed for the church to consider ordaining viri probati, older married men of proven virtue, to minister in remote parts of the Amazon where the faithful can go weeks or months without Mass. Proponents of a relaxation of the rule say more men would consider a vocation to the priesthood if they could marry, a surefire fix to the decline in priests globally. NICOLE WINFIELD (AP)

Braden Holtby, left, and Pheonix Copley combined for the NHL’s worst even-strength save percentage in the last 10 games.
THREE POINTERS
A slumping net worth CAPITALS The last time general manager Brian MacLellan met with reporters — just before the team’s current seven-game losing skid began — he expressed optimism about Washington’s overall play, especially the goaltending. Braden Holtby had just been selected to a fourth straight All-Star Game, and Pheonix Copley had notched 10 wins in 15 appearances. Since then, the Capitals have struggled all over the ice, and how Washington’s netminders perform in the final 32 games after this bye week will influence MacLellan’s decisions about what next season’s goaltending tandem might look like. The Capitals have top prospect Ilya Samsonov playing in the American Hockey League this
season, and though his season had a rocky start, he’s shown what made him a first-round selection with a 0.97 goals-against average and a .953 save percentage in his past five starts. Copley is scheduled to be an unrestricted free agent at the end of this season, and Holtby has just this season and next left on his contract. There was some thought that Washington may want to see how Samsonov acquits himself in the NHL before making a decision on Holtby’s future, particularly because Holtby and top center Nicklas Backstrom become free agents at the same time, but MacLellan said Jan. 11 that he “would assume” that Samsonov will still be in the AHL next season. Asked if he needed to see

Future of Caps’ goaltenders could hinge on how they weather their current skid
Hope for the future? Hershey Bears goalie Ilya Samsonov’s recent 4-0-1 record with two shutouts could mean he’s getting comfortable with the smaller, North American rink. more from Copley before deciding to re-sign him, MacLellan said, “I think he’s pretty much continually gotten better.” Since MacLellan expressed his interest in re-signing Copley, he’s
gone 0-3-1 with 15 goals-against, although it’s hard to evaluate those performances because they include two relief outings. He also had to start a second game in as many nights because Holtby had an eye injury. Copley was dinged for seven goals in that loss to Nashville. When Holtby endured one of his worst stretches of his career last year, Philipp Grubauer was able to spell Holtby so the latter could get his game back on track. Grubauer played so well down the stretch that he started the team’s first two playoff games. That’s a luxury Washington doesn’t have anymore, even with Copley getting more regular playing time than initially expected. In the past 10 games, the Capitals have the league’s worst even-strength save percentage (.871). ISABELLE KHURSHUDYAN

The Brow wants out of the Big Easy NBA Anthony Davis wants out of New Orleans. And the NBA might soon see a blockbuster trade come together. The five-time All-Star has told the Pelicans that he wants to be traded to a championshipcontending team and will not sign an extension with New Orleans, agent Rich Paul told The Associated Press on Monday. He’ll almost certainly become a sixtime All-Star this week when the NBA announces the full rosters for this year’s game that will be played Feb. 17 in Charlotte. Now it’s unclear if Davis will be there as a member of the Pelicans. The trade deadline is Feb. 7. NFC ‘do-over’ case caught in jurisdictional limbo

A long-shot lawsuit aimed at a possible do-over of the NFC championship game is bogged down in a jurisdictional issue: whether it belongs in Louisiana state court or in federal court. player, who is in line to sign a $240 million, five-year extension in 2020. Boston would almost certainly be a place that makes sense; the Celtics are a contender and have
more than enough assets to make a good deal for New Orleans. But the Celtics cannot trade for Davis, 25, under NBA rules until July 1, unless they also trade away Kyrie Irving — which likely won’t happen. Irving is a factor because of what’s known as the Rose Rule, the one that says NBA teams cannot trade for more than one player whose last deal was an extension. The Celtics could sign Irving in July and then trade for Davis. But until then, unless they move Irving, Davis won’t be in Boston. That would point to the Lakers as another possible destination for a trade. LeBron James, who is also represented by Paul, and Davis would make the Lakers an instant contender. TIM REYNOLDS (AP)

WELLNESS When Brad Koenig got divorced and moved from Toledo, Ohio, to Ormond Beach, Fla., in 2017, two of the first things he did were sign up for a yoga class and join a running club. “The only people I knew in the area were my brother and sister-in-law,” says the 50-year-old former truck driver, who is now a full-time student. “Finding people to work out with was essential to getting my life back on track.” Koenig did with purpose what many men have discovered more incidentally: Exercise can be a great way to form the types of friendships that combat loneliness. Therapists and exercisers say that group workouts tend to build stronger bonds than, for example, adjoining cubicles, while enriching men’s lives by introducing them to a wider range of potential acquaintances. Although loneliness is a condition that can’t be defined and tracked as precisely as diseases
are, it appears to be a significant problem in the U.S. A survey by Cigna of more than 20,000 Americans released last spring found that 46 percent of respondents 18 years and older said they sometimes or always felt alone, and 27 percent said they rarely or never felt understood by others. An AARP study released in September concluded that 1 in 3 adults 45 or older is lonely. Men might be especially susceptible, says Mitchell Greene, a clinical and sport psychologist in Haverford, Pa. “Men tend to have fewer friendships than women, and are less likely than women to make social invitations,” he says. “Men’s relationships tend to be more activity-based.” Enter exercise. Or, more precisely, exercising with others. “I have several male clients who I’ve encouraged to go to group workouts,” Greene says. “It’s not that I’m telling them how to make friends. I’m steering them toward environments

Mejia has found new and old friends at his local YMCA. “One of my gym buddies is someone I knew from a while back,” he says. “We reconnected when it turned out we were often there working out at the same time.” Mejia has also formed friendships through his Y’s running club. He acknowledges that indoor gym culture can present barriers to getting to know others. “A lot of people are listening to music, or there are groups of three to four that seem a little cliquey,” he says. Greene has recommended CrossFit to several male clients. “Many of them grew up playing team sports,” he says. “Now that they’re on their own, without that structure, they’ve sort of lost their way. CrossFit gives them an element of social encouragement and friendly competition.” SCOTT

He loves me, he loves my cats not
Q. I have three cats who are a huge part of my life. My boyfriend doesn’t like cats. It is not an allergy, but he just hasn’t bonded with them, and he doesn’t like how they get on the furniture and leave hair. He has talked about how we could move in together “if the cats weren’t an issue.” I love him, but I don’t feel like anybody should have to choose between their pets and a partner. I agree, and in this case it’s not logistics, allergies or life circumstances forcing the choice. It is your boyfriend. Even if not forcing, he’s implying that your cats are hindering your relationship’s progress. Does he understand what position this puts you in? Has he suggested solutions for what frustrates him? (Cat hair can be removed from furniture.) Or is he just letting that justify
his lack of an open mind? He may not like cats, but when we love someone, we should try our best to coexist with their loved ones and incorporate them into our lives in ways that make sense. These cats aren’t saying offensive things at Sunday dinner, or sending him into anaphylaxis. They’re being cats. So, how about a choice for him — can he try to coexist?

When I have organized outings (manipedis, dinner), they both talk to me and not each other. And each one has privately made passive-aggressive comments to me about the other. How long do I keep pushing this? I love them both and can’t understand why they aren’t willing to try harder — I know they would get along. But do you? Because right now, the evidence strongly contradicts that. And I worry that you can easily push through the land of “They’re not really friends in their own right” to “They’re now hurling plates of hot spinach dip.” Hey, you’ve tried. But it now sounds like something you want and they simply don’t. I’m sure your intentions were good, and you had their best interests in mind, but now you run the risk of making it solely about you. If neither of them is interested in forging a friendship, it’s time to give everyone a break — and remind yourself that at least their lack of a match is something they agree on. Tackling a dead-end case ‘I Am the Night’ takes a meandering path to the Black Dahlia mystery
‘Breslin and Hamill’ reports on a bygone era
TNT
TV REVIEW Sooner or later, everyone in Hollywood comes down with an acute case of the Black Dahlias. As they’re stuck in traffic as the day’s waning light casts the shadow of a palm tree across some old stucco — bang! — the noir allure just ropes them in, with its grisly murders, corrupt cops, determined sleuths, alcoholism, dames. Sometimes the only cure is to make one’s own version of an L.A. noir film — or, in 2019, a limited series. So it is that producer-director Patty Jenkins’ “I Am the Night,” a moody and fleetingly artful sixparter that premiered Monday on TNT, reaches for some new sensibilities within this nearly depleted genre. But the story, in synopsis at least, feels the same: A troubled girl runs away to Los Angeles in search of her real parents, meets a drug-addicted hack journalist (who nurses an 18-year obsession over the town’s most notorious unsolved murder) and gets herself in deep trouble. Less thrilling than it is ruminative and roundabout, “I Am the Night” is loosely based on the life story of the late Fauna Hodel, who discovered that her father was George Hill Hodel, a Los Angeles physician who remains on a long list of suspects in the “Black Dahlia” murder of 1947, in which the body of 22-year-old Elizabeth Short was found in i a

vacant lot, cut in half at the waist. Jenkins, whose work includes 2017 ’s hit movie “ Wonder Woman,” is aiming to look past the basic retro-noir mystery tale. In one notable way, she comes at the story with the determined viewpoint that women are not merely beautiful victims and bit players. Too often, the noir genre is a heavy pour of machismo. The story starts in Sparks, Nev., in 1965, where 16-year-old Pat (India Eisley) has been raised by a former nightclub singer, Jimmy Lee (Golden Brooks), to believe she is the result of a mixed-race love affair. But Pat discovers that Jimmy Lee has been lying to her, protecting the girl from a much more troubling and potentially dangerous truth.
Despite Jimmy Lee’s warnings, Pat sets off for L.A. in search of answers. “I Am the Night’s” parallel storyline more closely resembles the noir style and action that viewers might want, with a rambunctiously complex, all-in performance from Chris Pine as reporter Jay Singletary. We learn that Jay was once a promising young newspaperman, until he went too far trying to solve the Black Dahlia case. It takes a few episodes for Pat/ Fauna and Jay’s paths to come together; by the time they do, a crucial amount of plot momentum has been sacrificed for the sake of establishing a creepily suggestive mood. When it comes to keeping viewers engaged, Pine
carries most of the load, lifting “I Am the Night” almost (but not quite) to the level of a fair fight against such prestige efforts as “True Detective” and “Sharp Objects.” By the time the sicko-psycho bad guy (underwhelmingly played by Jefferson Mays) is confronted by Pat/Fauna and Jay, “I Am the Night” has wandered in circles, trying to contextualize the mid-’60s civil rights scene and the rampant racism in the city’s police force. Fans of L.A. noir may feel underserved by “I Am the Night,” yet they can spend a few episodes at least enjoying the vibe and the view. As with all L.A. stories, the view counts for something. TV REVIEW Journalists have endured a fresh hell in recent days, with big layoffs passing through chain-owned newspapers as well as digital newsrooms. It’s difficult, then, to shut off Twitter and receive the lovingly made documentary “Breslin and Hamill: Deadline Artists” (which premiered Monday on HBO) as it’s intended: part of an ongoing Irish wake for an increasingly vanished news era. At close to two hours, “Breslin and Hamill” may preach too long, but its copious valentines are appropriately strewn with heartbreaks — the hard upbringings of its two subjects, their struggles with booze and their experiences with grief. The film opens in 1984 as Jimmy Breslin, above, then a columnist at the New York Daily News, takes the morally correct but minority opinion condemning Bernhard Goetz, a white man who shot four black teenagers on a New York subway car after they demanded cash. It expands into a biography of both Breslin (who died in 2017 at 88) and his friend and fellow columnist Pete Hamill (now 83). We see Hamill, in 1989, taking on Donald Trump, who encouraged the execution of the (innocent, it turned out) suspects in the Central Park Jogger attack: “Trump stood naked, revealed as the spokesman for that tiny minority of Americans who lead well-defended lives.” In other words, they told you so.
