A police dispatcher in Indiana knew what to do when a boy called 911 for homework help. Lafayette Police dispatcher Antonia Bundy answered the call from the boy, who said he had “a bad day at school” and “tons of homework.” Bundy learned he was having trouble with fractions. A recording of the call shows how she helped him solve the equation: three-fourths plus one-fourth. The boy thanked Bundy and apologized for calling 911. (AP)
A 19-year-old Arkansas man has pleaded guilty to trying to steal a commercial plane so he could fly to Chicago to attend a rap concert. The Texarkana Gazette reported Zemarcuis Scott was sentenced Thursday to five years’ probation. Scott was found July 4 in the cockpit of an American Eagle jet at Texarkana Regional Airport. He has no training as a pilot, but said he thought flying would involve little more than pushing buttons and pulling levers. (AP)

On the Mall, about 80 people were waiting in the cold outside the National Museum of African American History and Culture. When he learned that the shutdown would come to a close, he extended his trip until today. “From the British perspective, it seems mad to shut down the government,” he said. Stacy Tolar, 43, who was visiting D.C. from Louisiana with her family, said she’s been to several zoos where the elephants hardly seem to notice people are there. But on Tuesday, as she walked up to the elephant enclosure at the National Zoo, the animals took notice right away. The elephants raised their heads and craned their necks to get a better look at their visitors. Several babies were born at the National Zoo, including a kiwi chick, three otter pups and a kudu calf. A baby golden lion tamarin was named Carolina after veterinarians confirmed she’s a girl. The naked mole rat queen appears to be pregnant again as her three pups continue to grow. Born last month, the pups (one is pictured) were the size of jelly beans when the shutdown began. THE DISTRICT There was no line of people waiting to rush the gates at the National Zoo on Tuesday, the institution’s first day back open after a partial government shutdown left it shuttered for nearly four weeks. But the regulars were back, and staff said the animals were happy to have them. Though nearly 200 employees worked without pay throughout the shutdown, the animals seemed to miss their human visitors, said Brandie Smith, the zoo’s associate director of animal care. The unlocking of the zoo grounds and opening of Smithsonian museums kicked off a day that brought a return to normalcy after the longest government shutdown in history. “You realize how much they appreciate having us there as entertainment,” Smith said. “We had zoo staff go by just to say ‘hi’ so they would have some attention from people.” On Tuesday, animal lovers wandered through the gates and

TRANSPORTATION Virginia Gov. Ralph Northam announced Tuesday that the state has signed an agreement with Transurban to extend the 495 Express Lanes to the American Legion Bridge, a project that will add nearly 3 miles to Virginia’s system of high-occupancy toll lanes and provide a critical link to the region’s growing toll network. The state also is expanding the Interstate 95 toll lanes to Fredericksburg and adding a ramp and auxiliary lane in the Woodbridge area as part of new agreements with Transurban, Northam said. The Northern Virginia projects amount to more than $1 billion in investments in transportation over the next five years, the governor said. “These four significant projects on I-495 and I-95 will reduce congestion, improve safety and will be catalysts for economic growth,” Northam said at a morning news conference. “My administration is committed to creating opportunity for Virginia families and businesses in every corner of the Commonwealth, and that requires having a safe, reliable transportation network.” Northam said the deals come after months of negotiations with Transurban, which funds and operates the 95 and 495 Express

Lanes. The Australian company is also overseeing construction and operation of the 395 Express Lanes, converting an 8-mile stretch of I-395 high-occupancy vehicle lanes into toll lanes. As part of the deal, Transurban will spend more than $550 million to complete the 2.5-mile extension of the 495 Express Lanes north to the American Legion Bridge, a project that officials say will reduce congestion in that stretch of the roadway known to be one of the biggest bottlenecks in the region, and help lessen cut-through traffic in nearby neighborhoods. The highway widening will complete the last leg of a tolling system on Northern Virginia’s
portion of the Capital Beltway and connect to Maryland’s proposed toll lanes on its side of the Beltway, Interstate 270 and the Baltimore-Washington Parkway. Environmental studies are underway for some of the project, including the 495 extension design plans. Construction could begin as early as 2020, officials said. The projects will deliver the next major milestone in the state’s vision to create a network of more than 90 miles of high-occupancy toll lanes in Northern Virginia by 2022. In the I-95/395 corridor alone, there will be 50 miles of toll lanes from the D.C. line to Fredericksburg. LUZ LAZO (THE WASHINGTON POST)
A sinkhole in D.C. is impacting traffic in the city’s downtown area and complicated commutes for federal employees heading back to work Monday and Tuesday, WTOP-FM reported. It opened last week and caused massive traffic backups even before the partial government shutdown ended Friday. The sinkhole at 17th and D streets NW closed roads and even slowed feeder routes from Virginia and other areas. D.C. Water said last week that falling concrete from the sinkhole damaged a sewer line, which now needs repair. The repairs will take several days and are complicated by nearby power lines, which escaped harm. Work on the sinkhole will begin once the sewer line is fixed and power is restored to the nearby lines. (AP)
DRUG- AND ALCOHOL-RELATED ROAD DEATHS
The proportion of all traffic deaths in the D.C. region in 2017 where drugs or alcohol were cited as the leading cause. Of the region’s 271 roadway fatalities in 2017 — the most recent data available — 86 were related to drugs and/or alcohol, according to a new report by the Metropolitan Washington Council of Governments and the Washington Regional Alcohol Program. That number was up from 59 fatalities the previous year. Arlington, Montgomery and Prince George’s counties saw their alcohol-impaired traffic fatalities double during that period. (TWP)

Supporters to try again on assisted death bill in Maryland
A private school in Annapolis on Monday confirmed that several teachers sexually abused students from the 1970s through the early 1990s, and that the school failed to protect students. The Key School released the report Monday after an investigation that began in April. The school’s administration and board of trustees took steps after becoming aware of social media posts discussing inappropriate interactions between former faculty members and students in the 1970s. Other adults in the school community were aware of the abuse “and chose not to intervene,” the report concluded. (AP) RADFORD, VA.

Monday’s arraignment of Luisa Ines Tudela Harris Cutting, 21, was canceled after the court was notified that she will be represented by Blair Howard. Cutting is charged with second-degree murder in the Thursday death of her friend, Alexa Cannon, 20. Bobbitt was acquitted by reason of insanity in the 1993 attack on her husband, John Wayne Bobbitt. Transit agency may face penalties if extended service is brought back TRANSPORTATION The Federal Transit Administration has warned Metro it could face financial hardship if the transit agency yields to pressure from the District and restores late-night service, saying doing so would risk safety by reducing time for maintenance.
In a letter sent earlier this month, the FTA said it may have to postpone certifying a new Metro safety oversight agency if late-night service is extended. That would further delay the lifting of FTA sanctions that have held up millions in federal transportation funds to the District, Maryland and Virginia. local City’s top attorney says she won’t prosecute regardless of quantity BALTIMORE The state’s attorney in Baltimore will no longer prosecute any marijuana possession cases, regardless of the quantity of the drug or an individual’s prior criminal record, authorities said Tuesday. Marilyn Mosby, the city’s top prosecutor, said pot possession cases have no public safety value, erode public trust in law enforcement, and intensify existing
racial disparities in the criminal justice system since arrests disproportionately occur in communities of color. Mosby’s office will still go after dealers and traffickers by prosecuting marijuana distribution cases. But officials said the money and energy prosecuting any type of simple possession case could now be redirected to address more significant crimes in a U.S. city grappling with chronically high violent crime rates and no shortage of dangerous drug syndicates. “No one who is serious about public safety can honestly say

Ex-officer pleads guilty to child sex trafficking A Maryland man has pleaded guilty to federal charges that he paid two teenage girls for sex while he was employed as a police officer in D.C. Court records show Chukwuemeka Ekwonna, 29, pleaded guilty in Baltimore on Tuesday to two counts of sex trafficking of a minor. The former officer faces a minimum of 10 years in prison and a maximum of 20 years in prison under his plea agreement with prosecutors. Ekwonna exchanged more than 250 texts and social media messages with two girls, ages 14 and 15, and paid both for sex. (AP)

Shutdown’s toll: Feds lose ‘more than just money’ to believe anything but that it has and will continue to have a substantial impact on morale for a lengthy period of time,” said Max Stier, president and chief executive of the Partnership for Public Service. “And we’re not done yet.” Baranik was the lead researcher for a study published last year in the Journal of Career Development based on 850 surveys following the 16-day shutdown in 2013, less than half the length of the most recent one. The research found that the forced work stoppage resulted in “decreased life satisfaction and increased work-family conflict and physical, cognitive, and emotional burnout 5 weeks after the shutdown ended.” For Steve Reaves, a Federal Emergency Management Agency safety official in Fort Worth, Texas, the stress from the shutdown reminded him of combat. “Me and the family argued more; I was moody and short tempered. There’s been lots of talk about the back pay due to the 800,000 federal employees locked out of work by the partial government shutdown and the fact that many federal contractors won’t see any pay at all. But there hasn’t been much talk about the emotional and psychological problems generated by the 35-day shutdown. “Employees lose more than just money during a furlough,” Lisa Baranik, a University of Albany researcher and psychologist, said as employees went back to work on Monday. “In addition to financial losses, furloughed employees lose supportive work relationships, feelings of success and a sense of control. So even after employees have been given back pay, negative reactions to the furlough can continue. Once trust is violated, it is difficult to gain it back.” While agencies have reopened, shutdown stress continues, exacerbated by President Trump’s threat to close agencies again if he doesn’t get his wall funding. “This disruption is profound, and I don’t think it’s possible

ECONOMY Unlike the 800,000 career public servants who are slated to receive full back pay over the next week or so, the contractors who clean, guard, cook and shoulder other jobs at federal workplaces aren’t legally guaranteed a single penny. They’re also among the lowest-paid laborers in the government economy, generally earning between $450 and $650 weekly, union leaders say. After the 16-day shutdown in 2013, approximately 850,000 federal workers collected compensation. About 1,200 cleaners, security guards and food-service workers in the Washington area, however, received no makeup pay. A group of Democratic senators introduced a bill last month that would change that by repaying contractors up to $965 per week with public money and restoring sick days used during the shutdown. But it’s unclear whether it will advance. Julia Quintanilla, 55, who has worked for the past 27 years as a janitor at federal agencies, said she lost about $1,000 in savings during the shutdown. To keep some income flowing, Quintanilla, above, said she cashed in the last of her sick days. WASHINGTON China and Russia are competing more intensely with the United States in “a race for technological and military superiority,” the nation’s top intelligence official told a Senate panel Tuesday during a hearing that underscored the distance between the U.S. intelligence community and President Trump on several critical fronts. The two U.S. adversaries “are more aligned than at any point since the mid-1950s,” Director of National Intelligence Dan Coats said in his prepared remarks before the Senate Intelligence Committee, seemingly invoking the Cold War of the 20th century to warn lawmakers about the strategic risk posed by China and Russia. CIA Director Gina Haspel, FBI Director Christopher Wray and other top officials joined Coats in a discussion that covered an array of national security challenges, including cyberattacks that will aim to disrupt the 2020 presidential election and the continued threat posed by the Islamic State and other terrorist groups. Apple is scrambling to fix a major FaceTime privacy glitch that allows users to hear, and in some cases see, the person they’re calling — even if they don’t pick up. Apple disabled its Group FaceTime feature in iPhones after multiple reports that users could initiate a FaceTime call and begin listening in on a recipient’s audio without them picking up the call or knowing they were being listened to. Bloomberg News reported that video of a caller could be secretly transmitted as well if the recipient pressed the power button or the volume controls on their device. Users can disable FaceTime by tapping settings, scrolling down to the FaceTime app and toggling it off. (AP)

Panel delays confirmation vote for Barr A planned Senate Judiciary Committee vote on William Barr’s nomination to serve as attorney general on Tuesday was delayed for a week, as Democrats continue to raise concerns about whether Barr would allow special counsel Robert Mueller to finish his probe and publicize the results unimpeded. The delay, which is customary for high-profile nominations, is not expected to impede Barr’s chances of being confirmed by the full Senate. But it is the latest reflection of the deep partisan tension surrounding Barr’s nomination, most of which centers on Democrats’ desire to protect Mueller’s probe from being unduly constrained. Barr has repeatedly refused to give senators any firm guarantee that he will release Mueller’s report free of redactions. In similar fashion, he has only promised to ask for, but not necessarily heed, the advice of the Justice Department’s ethics counsel on the matter of whether he should recuse himself from oversight of the probe. That has frustrated Democrats, and his written answers have sparked bipartisan concerns, as well. But Barr doesn’t need any Democratic support to be confirmed. POLITICS Stacey Abrams, the rising political star who marshaled the power of black women voters but narrowly lost the Georgia governor’s race, will give the Democratic response to President Trump’s State of the Union address, congressional Democrats said Tuesday. The choice elevates Abrams in Democratic politics ahead of the 2020 elections and sets up an implicit contrast with Trump, who has a history of questioning the intellect and integrity of politicians of color. “She is just a great spokesperson. She is an incredible leader. WEATHER It might seem counterintuitive, but the dreaded polar vortex is bringing its icy grip to parts of the U.S. thanks to a sudden blast of warm air in the Arctic. Get used to it. The polar vortex has been wandering more often in recent years. It all started with misplaced Moroccan heat. Last month, the normally super chilly air temperatures 20 miles above the North Pole rapidly rose by about 125 degrees, thanks to air flowing in from the south. It’s called “sudden stratospheric warming.” That warmth split the polar vortex, leaving the pieces to wander, said Judah Cohen, a winter storm expert for Atmospheric Environmental Research. “Where the polar vortex goes, so goes the cold air,” Cohen said. By this morning, one of those pieces will be over the Lower 48 states for the first time in years. The forecast calls for a low of minus 21 degrees in Chicago and wind chills flirting with minus 65 degrees in parts of Minnesota, according to the National Weather Service. The unusual cold could stick around another eight weeks, Cohen said. “The impacts from this split, we have a ways to go. It’s not the end of the movie yet,” Cohen said. “I think at a minimum, we’re looking at mid-February, possibly through mid-March.” Americans were introduced to the polar vortex five years ago. It was in early January 2014 when temperatures dropped to minus 16 degrees in Chicago and meteorologists, who have used the term for decades, started talking about it on social media. This outbreak may snap some daily records for cold and is likely to be even more brutal than five years ago, especially

Venezuela targets Guaido

CARACAS, VENEZUELA Venezuela’s chief prosecutor on Tuesday asked the country’s top court to ban opposition leader Juan Guaido from leaving the country, launching a criminal probe into his anti-government activities while international pressure builds against President Nicolas Maduro. Attorney General Tarek William Saab made his request to the government-stacked Supreme Court, and also asked it to block Guaido’s financial accounts. Saab didn’t specify what crimes Guaido is being investigated for, but said the probe is tied to unrest sparked by his decision to declare himself interim president last week in a direct challenge to Maduro’s authority. Guaido — the congressional leader who has declared himself interim president — said outside the National Assembly building that he’s aware of personal risks. But he added, “Venezuela is set on change, and the world is clearly conscious of what’s happening.” While rights monitors say hundreds of demonstrators have

Maduro accuses the U.S. of leading an open coup to oust him and exploit Venezuela’s oil reserves, the largest in the world. Guaido has been recognized as the nation’s rightful leader by two dozen nations that contend the re-election of socialist Maduro was a sham, in part because his strongest opponents were barred from running. U.K. Parliament backs changes to Brexit deal LONDON British Prime Minister Theresa May on Tuesday won a few weeks to salvage a Brexit deal but was headed toward a clash with the European Union by promising to overhaul the divorce agreement she spent a year and a half negotiating. Trying to break the U.K.’s Brexit deadlock, May got Parliament’s backing for a bid to rework an Irish border guarantee in the withdrawal deal — a provision May and the EU both approved, and which the bloc insists cannot be changed. “It is now clear that there is a route that can secure a substantial and sustainable majority in this House for leaving the EU with a deal,” she said, promising to “obtain legally binding changes.” The EU immediately ruled that out, insisting that the current deal with the U.K. remained the “best and only way” to achieve an orderly Brexit. French President Emmanuel Macron said the agreement “is the best accord possible. CALIFORNIA Faced with potentially ruinous lawsuits over California’s recent wildfires, Pacific Gas & Electric Corp. filed for bankruptcy protection Tuesday in a move that could lead to higher bills and reduce the size of any payouts to fire victims. The Chapter 11 filing allows PG&E to continue operating while it puts its books in order. But it was seen as a glimpse of the financial toll that could lie ahead for the industry because of climate change, which scientists say is leading to fiercer, more destructive blazes and longer fire seasons. PG&E, which supplies natural gas and electricity to 16 million people in northern and central California, cited hundreds of lawsuits from victims of fires in 2017 and 2018 and tens of billions of dollars in potential liability when it announced earlier this month that it planned to file for bankruptcy. The blazes include a deadly wildfire in November that killed at least 86 people and destroyed 15,000 homes in Paradise and surrounding communities. The cause is still under investigation, but suspicion fell on PG&E after it reported power line problems nearby around the time the fire broke out. NFL Bob Slowik can remember the kid coming to his office to ask the sorts of questions that you normally didn’t hear from a coaching colleague in the NFL. “He’d come in and say, ‘Look at this play. What are they doing on defense?’ … There aren’t a lot of guys who are going to do that,” Slowik said. “Guys are afraid: ‘Someone is going to think I don’t know what I’m doing.’ He wasn’t that way.” That inquisitive kid was a 24-year-old assistant tight ends coach, as close to entry level as it gets in the coaching business. Little did Slowik or anyone else at Redskins Park know back then that Sean McVay would one day be coaching’s next big thing. “He didn’t speak up as much,” former Redskins wide receiver Aldrick Robinson said. “So you couldn’t tell what a mastermind he was.” McVay is a football lifer, the grandson of former 49ers front office executive John McVay. He was a high school quarterback good enough to be named
Georgia’s offensive player of the year, ahead of Calvin Johnson, and played wide receiver at Miami University in Ohio. He landed with Tampa Bay in 2008 as an assistant wide receivers coach for Jon Gruden. Two years later, Mike Shanahan hired him to begin a Redskins tenure that included stints as an assistant tight ends coach, tight ends coach and, later, offensive coordinator under Shanahan’s successor, Jay Gruden. “He wanted to learn,” Shanahan said. “He wanted to know how the whole offense fit together. He wanted to know everything.” Shanahan assembled a remarkably gifted young set of assistants on offense that included his son Kyle as offensive coordinator and Matt LaFleur as quarterbacks coach. Kyle Shanahan is now the head coach of the 49ers and LaFleur was just hired as the head coach of the Green Bay Packers. “I knew these guys were young but I knew they were really sharp,” Mike Shanahan said. A million reasons: Gaga, Vegas are a perfect match It’s Saturday night here in Las Vegas, and Lady Gaga is doing that cataleptic-invictory thing — an applausebathing pose in which the singer sponges up the hot rumble of 10,000 clapping hands while her cold eyes shoot death beams into the middle distance. Who’s she staring at? For starters: Elvis Presley, Wayne Newton, Cher, Celine Dion, Barry Manilow, Lola Falana, Tom Jones, Charo and the entire Rat Pack. The only way for Gaga to honor them is to waste them all.
So it goes when you’re trying to reclaim your spot as the biggest entertainer drawing breath. At 32, she’s just a kid out here, but Gaga knows how to be more famous in more ways than anyone in the lot. Despite her radical posture, she remains pop’s ace student, a virtuoso competitor and a relentless pleaser who spent the first decade of her career seeking head pats from the music industry, high fashion, the art world, Hollywood, Bud Light, Netflix, Tony Bennett and the NFL. Now she’s planting her flag in the Nevada dirt with two separate concert residencies: a future-kitsch pop show called “Enigma,” performed in
sci-fi riot gear, and a standards revue called “Jazz and Piano,” sung in ballgowns made from pulverized starlight. Maybe you came here to play, but Gaga did not. Instead of treating Las Vegas as a retirement bunker where fading talents go to half-sing to the least skeptical audiences on the planet, she’s out here at the peak of her stardom, hitting all the big notes with every atom of her being. For a controlfreaky overachiever, it must feel something like paradise. Whether she’s singing bighearted affirmations or petty nya-nyas, she’s almost always out in front of the beat — and it’s the whatnextwhatnextwhatnext restlessness of her vocal phrasing that makes the songs go zoom. It’s hard to imagine it sounding any better than it does in Las Vegas, where anxious anticipation charges every cubic inch of communal airspace, where all those glittery games of chance echo the repetitive tension and release that we crave in pop songs. As for the bigger anxieties
currently coursing through our republic, Gaga speaks to them slowly, loudly, clearly. She chastens President Trump for his government shutdown, and then eviscerates Vice President Pence for defending his wife’s decision to work at a school that openly discriminates against the LGBT community. This is the realest Lady Gaga. “In case you forgot,” she announces at the close of the show in a burst of mock-gusto and genuine pride, “my name is Lady Gaga, and I’m here to stay!” Here would be a very fine place for Gaga to stay. She clearly wants to live forever, and this is a city that stops time. Las Vegas will improve her vision and her vision is already improving Las Vegas. It’s a match. She’s locked in for two years with MGM — or, as she bragged onstage, “Three, if I want.” Wink-wink. She wants. This is her town now.
Singer-songwriters Conor Oberst and Phoebe Bridgers have been navigating the dark corners of their own minds, but now come together as Better Oblivion Community Center. On the duo’s self-titled debut album, released Thursday, Bridgers and Oberst commit to bringing burning imagery and salient pain into their writing. The album opens with “Didn’t Know What I Was in For,” relying on the distinctive vocals to carry the weight. A synthesizer creates an ethereal layer on “Chesapeake,” and “Forest Lawn” has a folk quality to the style and writing. Chicago police open hate crime probe after attack against Smollett
CRIME Jussie Smollett, a black, openly gay actor best known for his work in Fox’s “Empire,” was assaulted in Chicago by two people carrying a noose and an unidentified “chemical substance” in what police are calling a “possible racially charged assault and battery.” Smollett, 35, was walking around 2 a.m. local time Tuesday “when two unknown offenders approached him and gained his attention by yelling out racial and homophobic slurs towards him,” the Chicago Police Department said in a statement. “The offenders began to batter the victim with their hands about the face and poured an unknown chemical substance on the victim.” The police could not confirm the gender of the offenders or identify the chemical substance. “At some point during the incident, one of the offenders wrapped a rope around the victim’s neck,” the statement said. Eventually, the offenders fled,
and Smollett transported himself to Northwestern Hospital, where he was reported to be in good condition. TMZ reported that Smollett was discharged Tuesday morning. “Given the severity of the allegations, we are taking this investigation very seriously and treating it as a possible hate crime,” police said. Fox released a statement Tuesday in support of the actor. “We send our love to Jussie, who is resilient and strong, and we will work with law enforcement to bring these perpetrators to justice,” the network said. “The entire studio, network and production stands united in the face of any despicable act of violence and hate — and especially against one of our own.” As news of the attack spread Tuesday, Smollett received statements of support from LGBT advocacy organizations he has worked with over the years. “Jussie is a true champion for LGBTQ people and is beloved by the community and allies around the world,” GLAAD said in a statement. A ponderous toast to A Tribe Called Quest BOOK REVIEW There are two general models for musical histories: the deeply reported biography (think Peter Guralnick) and the impressionistic takes found in the wildly uneven 33 1/3 series and Rob Sheffield’s stellar “Dreaming the Beatles.” In “Go Ahead in the Rain: Notes to A Tribe Called Quest,” which hits shelves Friday, Hanif Abdurraqib opens Door No. 3. He keeps to the chronology enough to allow the uninitiated in, charting the birth of Tribe, the parallel and sideways movements that emerged and the group’s fizzle, collapse and reemergence. But Abdurraqib also slips out of the timeline to deliver vivid, memoiristic splashes. A Tribe Called Quest was formed in the mid-’80s, a collaboration between two kids from Queens we would come to know as Q-Tip and Phife Dawg. After breaking up in 1998, the group returned to release its final album, “We Got It From Here … Thank You 4 Your Service,” in November 2016 — eight months after Phife died following a battle with diabetes. He was 45. The beauty of being both a true fan and a professional is that you can embrace even the low points and yet analyze when your heroes have fallen short.
