Airlines are getting tougher about the emotional support animals they let accompany passengers.

Rather than bringing a dog or cat, a woman attempted to fly out of Newark, N.J., with a giant peacock in the seat she purchased next to hers, Fox News reported Tuesday. But United Airlines denied the woman’s request. “This animal did not meet guidelines for a number of reasons, including its weight and size,” the airline said. (EXPRESS)

THE DISTRICT Mark Ein, the venture capitalist who recently bought the Washington City Paper, could never be confused for the counterculture contrarians who often patronize alternative news weeklies.

A pillar of Washington’s gilded set, Ein resides in a palatial estate in suburban McLean, Va. He also acknowledges that he’s not steeped in City Paper lore, and struggles to recall an article that left a lasting impression.

“I wouldn’t say I was a voracious reader,” Ein said, adding that in his younger years he read the weekly to learn “who was playing at the 9:30 Club.”

Ein’s purchase of City Paper has stabilized the rickety finances of a free weekly that for 36 years has served, intermittently, as an ink-stained fingerin-the-eye to D.C. mayors, council leaders and developers.

He won’t say how much he paid for the paper, which he bought after the weekly’s owner, SouthComm Inc., threatened to cut staff salaries by 40 percent in

economic pressures that have doomed alternative weeklies nationwide, an R.I.P. list that includes the Boston Phoenix, San Francisco Bay Guardian and Baltimore City Paper. Like conventional newspapers, free weeklies have lost advertising dollars to the internet. But they face the additional challenge of getting no revenue from subscribers.

Ein declined to detail his plan for building City Paper, saying it is a work in progress that he is discussing internally and with external advisers, a group that includes sports magnate Ted Leonsis and celeb chef Jose Andres.

But one area he hopes to expand is the weekly’s distribution.

He also said his vision for City Paper includes covering “life in D.C.” and ensuring the paper is available where new residents live and play.

He also said he has no interest in influencing the paper’s editorial direction and that his wellconnected friends should not expect him to run interference.

District diplomas under fire THE DISTRICT Each year, students would enter Rob Barnett’s 12th-grade math class at Eastern High School struggling with fractions and basic division. The students worked hard and improved, but mastering probability and statistics in a single year when they started grade levels behind proved grueling — and not always possible.

So at the end of the course, Barnett said a dilemma confronted him: Should he pass these students even if they hadn’t earned it, or flunk them senior year, leaving them without a diploma?

“This student has been passed along by so many teachers and now it’s up to me to decide whether this student is going to pass or whether I need to put my foot down and say that you don’t really understand math the way you are supposed to,” said Barnett, who no longer works for the school system. “It’s about a system that cares more about passing than teaching them.”

A damning city report released Monday portrayed a systemic culture of improperly passing students in D.C. Public Schools, revealing that teachers felt pressured to award diplomas even if teens failed to meet graduation requirements.

D.C. Mayor Muriel Bowser and schools chief Antwan Wilson said they want more accurate graduation rates.

The report, commissioned by the Office of the State Superintendent of Education, detailed an urban school system that seems to be driven by a quest to improve graduation rates. Out of 2,758 students who graduated from a District public school last year, more than 900 missed too many classes or improperly took make-up classes, undermining the validity of their diplomas, the report found. D.C. schools had a 73 percent graduation rate in 2017, a record high.

“Throughout the course of this investigation, [D.C. Public Schools] staff expressed concerns that it was increasingly difficult to fail students, contributing to a culture in which passing and graduating students is expected of administrators and staff, sometimes at the cost of academic rigor,” the report said.

The graduation controversy comes as the D.C. school system has been touting its successes, with Mayor Muriel Bowser in October calling it the “fastest improving urban school district in the country.” Now, city leaders must contend with a different reality, one depicted in granular

detail in the investigation.

At a monthly meeting Tuesday, Bowser assured the D.C. Council that she and D.C. Public Schools Chancellor Antwan Wilson were committed to transforming graduation practices, and said she wanted more accurate graduation rates, even if they don’t portray a rapidly improving school district.

“None of us around the table who have been very committed to the transformation of our schools wins with fake numbers, and certainly our children don’t win with fake numbers,” Bowser said.

The amount the Montgomery County Council unanimously approved in a savings plan Tuesday to address a budget shortfall of $120 million. Many of the cuts align with County Executive Isiah Leggett’s proposed $60 million savings plan from earlier this month.

A student at Ballou High School in Southeast D.C. died at a hospital Monday, nearly three weeks after he reported being attacked in a classroom in a dispute over a cellphone, according to D.C. police and his mother. Authorities are awaiting the results of an autopsy to determine how Joevon Smith-Patterson, 17, died, and whether his death was connected to the attack at the school Jan. 10. Fatal shooting prompts call for nonlethal force An independent police auditor is recommending Fairfax County police increase use of less-thanlethal ammunition in the wake of a fatal shooting last year. The auditor found Fairfax County police acted properly when they fatally shot Mohammad Doudzai, 32, in January 2017. The auditor, in a report published Friday, did not fault officers’ actions. Student gets 20 years in plot to attack school Authorities say a Maryland teen accused of meticulously planning a violent attack at her high school has been sentenced to 20 years in prison after pleading guilty.

Nicole Cevario, 19, of Thurmont was sentenced after entering the guilty plea Tuesday to possessing explosive material with the intent to create a destructive device.

Cevario was arrested in March after authorities were alerted by officials at Catoctin High School of a journal that contained entries describing a plan to commit a “Columbine style” act of violence.

The journal was discovered by Cevario’s parents. (AP)

local Legislation would give transit agency more money, protect unions TRANSPORTATION Democratic members of the region’s congressional delegation are proposing a Metro funding bill that would double the federal subsidy to the transit agency and be friendlier to its unions than one proposed by Virginia Republican Rep. Barbara Comstock.

The new bill would lift the federal contribution to the transit agency to $300 million a year for

10 years. Comstock’s bill would increase it by 50 percent, to $225 million annually.

The Democrats’ legislation, expected to be filed Tuesday, also would provide a federal subsidy for Metro’s operating costs. That would be a significant change.

The grants Metro receives — such as other direct federal subsidies for public transit — pay only for capital investments.

That back pay for regular federal employees was assured by legislation keeping the government funded through Feb. 8. Most higher-paid contractor employees also are getting paid for the shutdown.

This time, folks like Lila Johnson, who do the dirty work at the Agriculture Department, won’t be made to pay for the incompetence of those who have the soft seats in the U.S. Capitol.

Johnson, 71, a 19-year office cleaner with Olympus Building Services, was shut out of work when Congress shut down much of the government for three days this month. Her colleagues, federal contract employees who clean government buildings, remember not getting paid after the 2013 twoweek closure, so she had reason to fear losing pay this year.

Missing even one day of pay, particularly for low-wage workers, can sting.

But following its contract with the Service Employees International Union (SEIU), Olympus did the right thing and told workers they would be made whole. That’s not a decision all companies will make, so District Del. Eleanor Holmes Norton, D, wants Congress — which created the problem — to fix it.

government shutdown had “no demonstrable impact on companies,” he said, “because of the short period of time.”

The day before the January closure, David J. Berteau, the council’s president and CEO, told his members that “history says that, while civilian employees who are forced not to work will eventually be paid, contractors under the same instructions will not be.”

History was not the guide this time for many contractors because the closure was so brief.

But that doesn’t apply to all.

One professional Transportation Department contractor does not expect to be paid, leaving him hot, even if not broke.

“It’s the principle of it,” he said, refusing to be named because he said he fears for his employment. Acknowledging he is in a better position than people like Johnson, the contractor added, “Anyone who has to fill out a time card loses hourly pay. … I’m angry, frustrated, beside myself.”

A. Salaries of most federal employees in the Washington area have increased by about 2.3 percent, but the boost to your retirement benefits might not be as much as you are hoping.

Federal retiree annuities are based on high-three average salary and service time (the two main systems use a different multiplier for the latter).

However, the high-three figure is not based on your pay rate in your highest-paid calendar years.

It is the average of your salary in your highest-paid 36 consecutive months — to be exact, the highest-paid 78 consecutive biweekly pay periods.

That figure includes locality pay but not such add-ons as overtime, bonuses or recruitment or retention incentives. Basically, if retirement contributions were not taken out of a form of compensation, it doesn’t count in the retirement calculation.

Proposals have circulated for years — and may arise again this year — to change to a “high-five” figure in the calculation for those retiring after a date that would have to be specified. Almost no details were available about how the company would function or disrupt and simplify American health care.

But the companies, which collectively employ more than 1 million workers worldwide, have a real interest in ratcheting down their spending on health care.

Health care premiums often are split between employers and

employees and have grown much faster than wages.

Major health company stock prices tumbled on the news, and the announcement stirred excitement — and questions — about how the three giants could bring their clout to containing costs in the health insurance market.

A person at one of the companies who is familiar with the matter said that this is day one of the joint venture and that specific plans will take shape over time. The person said that the joint venture will be a company that can bring technology tools to bear on making health care more transparent, affordable and simple.

Amazon is known for transforming industries. For months, rumors that it could enter health

of males are definitely feeling more self-conscious, acting more guarded,” she said.

That pivot has made work life both easier and harder, Wilson said: When a female employee confided recently that she’d been the victim of a sexual assault, “I was grateful that she felt she could talk about it now.”

But Wilson has also seen people pull back from once-casual and harmless behaviors, such as hugs.

“I feel really badly for the people who’ve been victims of people who have gone way over the line.

TRENDS A lobbyist flies solo from Texas to Washington to press his case on the Hill, leaving behind the female associate who did much of the work on the issue.

He recognizes that his decision to fly alone is a lost opportunity for his co-worker, but right now, with everything that’s going on, he is not willing to risk a business trip alone with a woman — even if what he sees as caution strikes many women as discrimination.

As a wave of sexual misconduct allegations against prominent men crested in recent months, relationships between men and women in workplaces have shifted — sometimes toward more honest discussions of what’s not OK at work, but also toward silence and exclusion, a quiet backlash against the righteous pride of the #MeToo movement.

“My research over the past couple of years showed that men were hesitant to have one-on-one meetings, go out to lunch or go on business trips alone with a woman,” said Kim Elsesser, a psychologist at the University of California at Los Angeles.

“Now it’s gotten worse. We need to educate everyone in the workplace not only about what not to do, but that going out to lunch is important — if you segregate by gender, that’s discrimination.”

The #MeToo movement will fail if it focuses on “legalistic solutions rather than practical ones,” said Johnny C. Taylor Jr., president of the Society for Human Resource Management.

In recent weeks, Taylor said, chief executives of “several major companies have told us they are now limiting travel between the genders,” telling men, for example, that they may no longer take female colleagues on business trips or share rental cars

Employers find a new way to fix gender pay gap Hiring managers across Bank of America will soon be prohibited from asking a question most job candidates love to hate: How much were you paid in your last job?

The banking giant said last week in a memo to employees that starting in March, it would restrict “how we solicit compensation information from candidates,” adopting a policy that has been in place in certain markets where it was required.

It’s part of an effort to assure gender pay equity.

According to the National Women’s Law Center, 12 states, cities or U.S. territories have passed regulations prohibiting employers from relying on salary history when hiring — whether for all employers or just publicsector agencies — including Massachusetts, California, San Francisco and New York City.

Part of the reasoning for such rules is that if women are paid less than their male counterparts early in their careers, asking about past salaries can perpetuate that cycle, because a new job’s compensation may be set based on the past amount.

“I’m finding a shift in thinking on the employer side to get behind this movement,” said Cheryl Pinarchick, a partner at the national law firm Fisher Phillips. “This is an easy way to help address inequities going forward.” JENA McGREGOR

The inspector general, Michael E. Horowitz, has been asking witnesses why FBI leadership seemed unwilling to move forward on the examination of emails found on the laptop of former congressman Anthony Weiner, D-N.Y., until late October — about three weeks after he was alerted to the issue, according to these people, who spoke on the condition of anonymity to discuss the sensitive matter.

A key question of the internal investigation is whether McCabe, who stepped down Monday, or anyone else at the FBI wanted to avoid taking action on the laptop findings until after the Nov. 8 election, these people said. NBA In a crushing setback to the Wizards’ push for a high playoff seed, All-Star point guard John Wall is expected to miss six to eight weeks because of ongoing issues with his left knee.

Wall, who also will miss the NBA All-Star Game on Feb. 18, will undergo an arthroscopic debridement procedure today to clean up the bothersome area.

The surgery at the Cleveland Clinic’s Marymount Hospital in Ohio will be performed by Richard D. Parker, who conducted Wall’s double knee surgery in May 2016.

On Tuesday morning before the Wizards’ shoot-around, teammates heard Wall’s prognosis.

“It’s obviously very bad news for us,” said Tomas Satoransky, who will replace Wall in the starting lineup. “It’s a big loss obviously. Feeling kind of sad for him. him.”

The procedure will force Wall to finally rest a knee that has ailed him since the 10th game of the season.

On Nov. 7, Wall collided kneeto-knee with a Mavericks player but stayed on the court. In late November, Wall consulted with Parker and opted to receive platelet-rich plasma and viscosupplementation injections to reduce inflammation.

Wall sat out nine games and returned to play at an All-Star level — but the injections settled the soreness for only “a good week or two,” Wall said previously.

In the 21 games since returning from the initial fix, Wall played 34.2 minutes per game while averaging 18.6 points, 9.3 assists and 1.5 steals. But his shooting hovered around 40 percent as he often settled for jump shots because he felt limitations in his knee.

In Washington, the Senate approved a bill that requires governing bodies for amateur athletics to quickly report claims of abuse to law enforcement. Sen. Dianne Feinstein, D-Calif., was the bill’s main sponsor. The measure was sent to President Trump for his signature. The Senate first passed the legislation in November, but the House passed an altered version Monday.

In Austin, Texas Gov. Greg Abbott ordered a criminal investigation into claims Nassar abused victims at the Karolyi Ranch, a facility north of Houston that was the training ground for U.S. women’s gymnastics until USA Gymnastics cut ties with it this month. “He handled the academics with a lot of grit. His English got better every year. You kind of saw him evolve as a leader.�

That evolution includes being on track to graduate this spring with a degree in Japanese Language and Literature.

Although Watanabe was initially reserved, teammates and coaches saw a different side of him in the summer of 2016, when the team played several games in Japan while touring the homeland of their star player from Kagawa. “That was one of the most gratifying experiences I have had as a coach,� Joseph said. “He was treated like a rock star over there. The cultural piece was great to see; we got to spend time with his family.�

would chase after the GW team bus, take pictures with Watanabe and line up for his autograph.

The team also visited temples and other cultural sites. “That was awesome; they said they really enjoyed it over there,�

Watanabe said of his GW teammates. “Since I left Japan I did not have the opportunity to play in front of Japanese fans. That was really special.�

Watanabe cited a diverse student body, which has been evident for years on the men’s basketball roster, for his decision to attend GW. This year he has teammates from Montreal and Bilbao, Spain. “It is fun to live in another country, but sometimes it is very hard,� Watanabe said. “Teammates having the same experience is helpful.�

Through 21 games, Watanabe leads GW in scoring average (14.6 points), rebounding (6.3), blocks (1.7) and minutes (37.1) Joseph calls him the best defender in the conference and says he has a shot at the NBA. But his development off the court may be more impressive. DAVID DRIVER

MEN’S BASKETBALL It has been nearly five years since Yuta Watanabe, now a senior guard at George Washington University, left Japan on a flight to John F. Kennedy International Airport in New York City. There he got in a car and rode about 130 miles to St. Thomas More, a prep school in Oakdale, Conn. “My [English] was so bad. I didn’t know what was going on,�

Watanabe said. “I was nervous, but when I got to the airport I found [the driver] and we drove about three hours.�

A few months later, during his first year of basketball in the United States, Watanabe made his first visit to the GW campus in Northwest Washington. He soon accepted a scholarship offer, opting to play for the Colonials over Fordham. According to GW, he is only the fourth Japanese-born player in the history of NCAA Division I men’s basketball.

Now Watanabe, who is 6 feet 9, has developed confidence as the leading scorer at GW with a shot at a pro career.

Tonight, he and GW will face Duquesne as Watanabe continues his four-year stint with the Colonials (9-12, 2-6 in Atlantic 10), which will likely end in March during the A-10 tournament at Capital One Arena. “When he came here you couldn’t get two words out of him,� said George Washington coach Maurice Joseph, who was an assistant coach when Watanabe arrived on campus. “English was not his strong point. He was very reserved, almost to a fault,� Joseph said.

This duo keeps it real Brothers Osborne stay purely country as the genre veers into the mainstream MUSIC Country music upstarts Brothers Osborne may have started as underdogs, but now that they’ve shown promise as the genre’s next big duo, the pressure is on.

In a few short years, brothers TJ and John Osborne have been embraced by the Nashville industry, earning a Grammy nomination before their debut album, “Pawn Shop,” came out in 2016 and racking up multiple country music awards. They recently made their biggest televised appearance during last Sunday’s Grammy Awards, where they were also nominated for best country group/duo performance.

“The success that we have had and those awards were really people, our peers, handing us the torch, saying, ‘You’re doing something different. We respect that,’ ” says TJ, whose baritone voice complements

brother John’s superb guitar playing. “We have this obligation in a great way to stay true to that and make this genre proud and make everyone feel that they made the right decision in voting us duo of the year.”

In 2016 and 2017, the siblings, who grew up south of Annapolis, upset three-time vocal duo of the year Florida Georgia Line at the Country Music Association Awards. Cindy Mabe, president of their label, Universal Music Group Nashville, says she wasn’t surprised.

“Whether or not you put Florida Georgia Line in that bro country movement, from a creative standpoint and a creative nurturing of this town, people really wanted to distance themselves from that,” Mabe says. “And then you have this band that has this really fresh, unique perspective who are clearly beating to their own drum.”

On April 20, Brothers Osborne will drop their sophomore release, “Port Saint Joe,” which they applied a live album mentality to.

They cut the record over two weeks in their producer Jay Joyce’s beach house on Florida’s Emerald Coast, complete with little imperfections and candid moments. The songs range from a traditional country waltz on “Tequila Again” to the Muscle Shoals-inspired soul groove “A Little Bit Trouble.”

“A lot of the takes you hear were live takes,” John says.

“We’re not going in and overdubbing anything.”

“Shoot Me Straight,” the album’s first single, is an Allman Brothers-inspired country rock song with a three-minute-long blistering guitar solo.

“I had three minutes to sing, so why not give him three minutes to play the guitar?” TJ says.

Much like Chris Stapleton has moved the genre back to more soulful country music, Brothers Osborne feel a connection to the genre’s roots. In a nod to country music’s origins, the duo sometimes throws into their live set a cover of “Rocky Top,” op,” the foot-stomping standard d made popular by bluegrass icons cons the Osborne Brothers.

A University of Southern California survey of top pop charts over the past six years found that men dominate the ranks of artists and songwriters and that just 2 percent of music producers are female. Women comprised 22.4 percent of artists and 12.3 percent of songwriters on Billboard’s Hot 100.

Rihanna, below, Nicki Minaj and Taylor Swift led the charts during this period, but the study found that few other women work behind those stars. The survey also looked at Grammy nominees: Of the 899 nominees between 2013 and 2018, 90.7 percent were male and 9.3 percent were female. “For women, pursuing music as an artist is largely a solo activity, and appears to be a lonely one,” the researchers wrote.

1982-2018 Mark Salling, the actor whose breakout role came as a football player-turned-singer in the Fox hit musical-comedy series “Glee,” was found dead Tuesday in the Los Angeles area. He was 35.

Salling’s attorney, Michael J. Proctor, confirmed the actor had died early Tuesday morning.

Salling formally pleaded guilty in December to possession of child pornography. His sentencing was scheduled for March 7. His plea agreement, which Salling struck with prosecutors in October, carried a four- to seven-year sentence. He would also have been required to pay restitution and register as a sex offender.

A search warrant included in his subsequent plea agreement stated that more than 50,000 child pornography images were found on his computer and thumb drive.

Mark Salling was found dead one month after pleading guilty to child pornography charges.

As of Tuesday evening, the cause of death was not yet confirmed. The Associated Press reported it is being investigated as a possible suicide.

A Los Angeles Police spokesperson, who said the department couldn’t confirm Salling’s death, said LAPD officers received a death investigation call around 8:50 a.m. Pacific time.

“Saturday Night Live” star Leslie Jones will join NBC’s coverage of the PyeongChang Olympics next month as a contributor, reprising her role from the 2016 Rio de Janeiro Games.
